Durante la década de los noventa numerosas investigaciones empíricas y estudios de caso encontraron una elevada relación entre dependencia de industrias extractivas (v., minería e hidrocarburos), y desempeño económico y político en los Estados en desarrollo. Específicamente, esa literatura postulaba que a mayor dependencia de industrias extractivas, mayor era la probabilidad de que un Estado padeciera de un bajo crecimiento económico, una baja calidad institucional, un régimen autoritario, y un conflicto armado. Esos hallazgos fueron sin embargo sometidos a un escrutinio crítico durante la siguiente década. En general, los estudios más recientes formulan tres tipos de cuestionamientos a sus antecesores. En primer lugar, la evidencia empírica no siempre es concluyente respecto a la relación entre las variables estipulada por estudios previos. En segundo lugar, incluso cuando se acepta la relación entre esas variables, se cuestiona la dirección de la causalidad o los indicadores elegidos para medirlas. Por último, se intenta dilucidar el grado de sensibilidad de los hallazgos a cambios en las especificaciones. Dada la relevancia de los temas involucrados y la controversia que existe en torno a ellos, este documento se propone realizar una revisión crítica de la literatura académica sobre la relación entre dependencia de industrias extractivas y desempeño económico y político en Estados en desarrollo, intentando bosquejar el estado de la cuestión. ; During the 1990s most empirical research and case studies seemed to suggest that there was a high correlation between dependency on extractive industries (i.e., mining and hydrocarbons), and economic and political performance in developing states. More specifically, this literature suggested that a higher dependency on extractive industries made it more likely for a state to suffer low rates of economic growth, low quality institutions, an authoritarian regime, and an armed conflict. However, those findings were severely criticized by research done during the following decade. In general, more recent research presents three types of criticism. First, empirical evidence did not seem to be conclusive regarding the relation between variables presented by previous studies. Second, even when that relationship did seem to exist, the causal direction between variables was reversed, or different indicators were selected to measure those variables. Finally, some findings did not seem to hold under different specifications. Given the importance of the subject matter and the debates involved, this document tries to make a critical review of the academic literature on the relationship between extractive industries on the one hand, and political and economic performance in developing states, on the other.

[spa] Este trabajo indaga en las especificidades de las dinámicas de patrimonialización, entendidas como el proceso de aumento de la carga simbólica de ciertos elementos culturales y naturales, en contextos mineros. La investigación profundiza en las condiciones, las razones y las funciones que adquieren este tipo de activaciones en distintos lugares del mundo para, enseguida, dar cuenta de esos procesos de producción patrimonial y las proyecciones que actualmente están teniendo en el área conocida como Norte Chico de Chile. Finalmente, se esbozan las funciones políticas que el patrimonio está cumpliendo en algunos contextos territoriales y sus potencialidades como aporte a la producción de mejores políticas públicas. ; [eng] This paper focuses on the specificities of the dynamics of heritagization in mining contexts, understood as the process of increasing the symbolic charge of certain cultural and natural elements. The research explores the conditions, reasons and functions that this type of activations acquires in different parts of the world. Then, it describes the heritage production processes and their projections currently taking part in the area known as Chilean Norte Chico. Finally, the political functions that heritage is complying in certain territorial contexts are outlined, as well as its potentialities as an input to producing better public policies in the country.
