This book examines Britain's complex relationship with the mine in the years 1900-1915. The development of mine warfare represented a unique mix of challenges and opportunities for Britain in the years before the First World War. The mine represented the antithesis of British maritime culture in material form, and attempts were made to limit its use under international law. At the same time, mine warfare offered the Royal Navy a solution to its most difficult strategic problem. Richard Dunley explores the contested position occupied by the mine in the attitudes of British policy makers, and in doing so sheds new light on the overlapping worlds of culture, strategy and international law.--

Improvised explosive devices (IEDs) present significant risks to mine action (MA) operators and the programmes within which they work. Such risks can be managed through well-informed risk identification and assessment, the avoidance of some activities, and the procurement/development of the necessary skills, equipment and procedures to address others. This study focuses primarily on improvised devices of the types that are currently encountered by MA organisations during humanitarian operations. The use of IEDs for terrorist purposes or as part of active conflict is not addressed in this study. While it is recognised that MA organisations may be present in places where there is a risk of terrorist attack, such events generally fall under the heading of security/law and order and are dealt with by military, security or police forces. The study draws especially on information relating to humanitarian IED disposal (IEDD) operations in northern Iraq, but it considers issues of importance to MA operators encountering improvised devices anywhere in the world.

Two treaties have emerged under IHL in response to the humanitarian scourge of landmines. However, despite a considerable body of related literature, clear understandings have not been established on the effectiveness of these international legal frameworks in meeting the challenges that prompted their creation. There have been significant developments in recent years in the efforts to reduce the death, injury and suffering caused by anti-personnel landmines. These weapons are regarded as one of the major threats to civilians once an armed conflict has ended. Anti-personnel mines have killed and injured large numbers of men, women and children and slowed the rebuilding of war-affected countries. The longterm and indiscriminate effects of these weapons led to the adoption in 1997 of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on their Destruction.Anti-personnel mines, however, are one part of a broader problem. Modern armed conflict leaves behind a wide array of explosive ordnance which, like antipersonnel mines, causes large numbers of civilian casualties and has severe socioeconomic consequences for years, and sometimes for decades, after the hostilities end. Until recently, international humanitarian law contained very few requirements to lessen the impact of these 'explosive remnants of war' (ERW).

Motivated by its strategic goal to improve human security and equipped with subject expertise in explosive hazards, the GICHD launched a research project to characterise explosive weapons. The GICHD perceives the debate on explosive weapons in populated areas (EWIPA) as an important humanitarian issue. The aim of this research into explosive weapons characteristics and their immediate, destructive effects on humans and structures, is to help inform the ongoing discussions on EWIPA, intended to reduce harm to civilians. The intention of the research is not to discuss the moral, political or legal implications of using explosive weapon systems in populated areas, but to examine their characteristics, effects and use from a technical perspective.

The use of explosives in mines in the late nineteenth and early twentieth centuries was notoriously unsafe. In Queensland's underground metalliferous mines, explosive practices could be dangerous not only because of the attitudes of miners and managers, but because of problems inherent to the technology, conditions underground, economic fluctuations, and the persistence of outmoded practices. Some limited specialisation of labour occurred in the interests of safety, and although newer technology had the potential to deskill the work of miners, these developments were quite dissimilar to the highly specialised work practices that were adopted for large‐scale mining in the United States during the same period.

Anti-personnel mines have evolved into the military device of choice in many regional conflicts across the world. The author commences his analysis of this development by considering the impact of anti-personnel mines on civilian populations and the reasons historically articulated for their use. After evaluating their relative costs and benefits, the author proceeds to analyze the problem of anti-personnel mines under the principles of international law. First, the author considers legal principles regarding the permissible use of force by combatants, generally referred to as jus in bello. Next, the author evaluates the use of anti-personnel mines under jus in bello and determines that their use is not justified under that principle. The author then argues that the use of anti-personnel mines violates jus cogens norms of international law. The author concludes that civilized nations of the world should abolish the use of such ordinances as a peremptory norm of international law.
