The rather one-sided interpretation by the US and EU countries of the essence of the Minsk Agreements as the restoration of the territorial integrity of Ukraine, which was particularly evident in 2021, and the growing military assistance to Kiev from the US and a number of Western countries led to a tightening of the position of the Zelensky administration regarding prospects of the implementation of the Minsk Agreements and demands of their open revision. And the example of Azerbaijan's successful military campaign in Nagorno-Karabakh in the context of the modernization of the Ukrainian military forces has put on the agenda the question of a possibility and success of the use of force scenarios in the process of restoring territorial integrity of the country. The situation around Donbass is gradually turning into a large scale international crisis with potentially extremely destabilizing consequences for the entire international security system. As a result, Ukraine, under the leadership of a populist president, appeared on the verge of war, also capable of acting as a detonator of a serious aggravation in the total system of international relations.
Seeking to place the smm within the broader matrix of actors and initiatives involved in Ukraine, the contribution discusses the role of the osce smm in supporting the implementation of the Minsk Agreements. The smm has a role in monitoring, reporting and facilitating the implementation of the ceasefire elements in the Minsk Agreements, and interacts with a range of stakeholders across different levels. The contribution discusses some significant challenges and impediments to the implementation of the Minsk Agreements, and looks at how the smm's possibilities and limitations to monitor and report on the security related aspects of these Agreements are affected by such constraints.
History does not allow for subjunctive mood but politics do allow. As Russia‟s special military operation is underway in Ukraine growing into a major, deadly conflict with unpredictable consequences, it is worthwhile to ask a question: could this conflict be prevented if the Minsk agreements were implemented? The 2014 and 2015 Minsk agreements were aimed at securing a ceasefire between the Ukrainian government and pro-Russian separatists in southeastern Ukraine (Donbass). The rebels from Donetsk and Lugansk drew their courage from the "Crimea precedent" – Moscow‟s incorporation of the Crimea "on the basis of voluntary self-determination and historical commonness". The Minsk agreements were a product of the Normandy format – a platform for senior diplomats from France, Germany, Russia, and Ukraine, created in June 2014 with the aim of finding a peaceful resolution to the conflict. The agreements ended large-scale fighting, but not creeping violence that posed the main obstacle for the political settlement of the conflict. The article provides an analysis of the Minsk agreements, including their strengths and weaknesses. Special attention is paid to the EU‟s political goals and instruments for the peaceful settlement of the Ukrainian conflict. The article also seeks to explain why the Europeans have not been able to take on a more visible and effective role in the implementation of their proclaimed goals.
The Minsk agreements are currently the principal instrument for achieving a lasting settlement in the occupied regions of eastern Ukraine. Moscow and Kyiv, however, are showing little enthusiasm for implementing the associated package of measures. Unless this changes by the summer, the European Union would be ill-advised to lift or relax its economic sanctions against Russia. As well as harming the Union's political credibility, such a step would encourage Russia both to expand its influence in the post-Soviet space and to continue its attempts at dividing the EU. Die Minsker Vereinbarungen sind derzeit das Hauptinstrument, um eine nachhaltige Regelung der Situation in den besetzten Gebieten der Ostukraine zu erreichen. Moskau und Kiew zeigen sich allerdings nicht geneigt, das dazugehörige Maßnahmenpaket zügig umzusetzen. Sollte sich dies bis zum Sommer nicht ändern, wäre die EU schlecht beraten, die wirtschaftlichen Sanktionen gegen Russland zu lockern oder gar aufzuheben. Ein solcher Schritt müsste nicht nur die politische Glaubwürdigkeit der EU beschädigen. Überdies würde Russland ermuntert, seinen Einfluss im postsowjetischen Raum auf Kosten der dortigen Staaten und Gesellschaften auszudehnen sowie Gegensätze innerhalb der EU zu vertiefen. The article deals with the activities of the Republic of Belarus undertaken for the sake of regional security. The analysed aspect are the Minsk Agreements which have been worked out thanks to the country's significant organizational and diplomatic efforts. The paper discusses the Belarusian security perspective of both the Central and Eastern European region and the Republic itself. Belarus's neutral attitude towards the armed conflict in Ukraine is presented in the article as well as the issues related to the organization of the peace process as a result of which the Minsk Agreements were adopted. Attention is also paid to the evolution of Belarus' foreign policy in which, during the last few years, a significant activity in the field of regional security initiatives has been visible, thus creating the country's image of a mediator. Belarus can play an important role in this aspect, which can be demonstrated by the example of its commitment to the peace process that eventually led to the signing of the Minsk Agreements.
The occupation of Crimea by the Russian Federation as well as the six-year war in eastern Ukraine were the main reasons for the termination of the Great Treaty between our state and Russia.These challenges to Ukraine and all international security as well require the search for adequate answers to change the situation, first of all the cessation of the war and the return of 408 km of the Ukrainian-Russian border.The platform for finding a common solution to the existing challenges is the Minsk Agreements, which were signed on September 5, 2014 by Ukraine, Russia, representatives of the DPR and LPR and a representative of the OSCE.The article examines the prerequisites for signing these agreements, the state of their implementation in 2014-2015, and later – from 2015 to 2019 with the participation of the representatives of Ukraine, Russia, Germany and France.The analysis and generalization of the normative documents developed in the course of joint work in the "Norman format" is carried out.The problems of implementation of the agreements signed by Petro Poroshenko, who was the President of Ukraine, were emphasized.An analysis of the assessments of the agreements of September 5, 2014, which are contained in the works of many authors, reviewers of various media, as well as the provisions and assessments of Vladimir Horbulin, given in his works.It was concluded that, despite the negative attitude of many politicians and scholars to the Minsk agreements, the signed document was necessary in order to:- first, to suspend the offensive of Russian troops after Ilovaisk;- secondly, to regroup the Armed Forces of Ukraine and strengthen defensive positions;- thirdly, to involve the leading countries of Europe and the world in solving the problems in the East of Ukraine.At the same time, the author fully agrees with V. Horbulin that there are only two ways in Ukraine: either to become a strong state, or to face a real danger of absorption. ; Окупація Криму РФ, а також шестирічна війна на Сході України стали головною причиною припинення Великого договору між нашою державою та Росією.Ці виклики Україні і всій міжнародній безпеці вимагають пошуку адекватних відповідей на зміну ситуації, в першу чергу припинення війни та повернення 408 км українсько-російського кордону.Платформою для пошуку спільного вирішення існуючих викликів є Мінські угоди, які були підписані 5 вересня 2014 року Україною, Росією, представниками ДНР та ЛНР і представником ОБСЄ.У статті досліджено передумови підписання цих угод, стан їх виконання у 2014-2015 рр., а також пізніше – з 2015 по 2019 рр. за участі представництва України, Росії, Німеччини і Франції.Здійснено аналіз і узагальнення нормативних документів, що розроблені в процесі спільної роботи у нормандському форматі.Наголошено на проблемах виконання угод, підписаних Петром Порошенком, що був Президентом України.Зроблено аналіз оцінок домовленостей від 5 вересня 2014 року, які містяться в роботах багатьох авторів, оглядачів різних ЗМІ, а також положень і оцінок Володимира Горбуліна, наведених у його працях.Зроблено висновок, що, незважаючи на негативне ставлення до Мінських угод багатьох політиків і науковців, підписаний документ був необхідний для того, щоб:- по-перше, призупинити наступ російських військ після Іловайська;- по-друге, перегрупувати Збройні Сили України та зміцнити оборонні позиції;- по-третє, залучити до вирішення проблем на Сході України провідні країни Європи та світу.У той же час автор повністю згоден з В. Горбуліним про те, що в України є лише два шляхи: або стати сильною державою, або зіштовхнутися із реальною небезпекою поглинання.
