It is generally recognized that in early modern society, the position of the church and clergy was very central. As many historians have stated over the decades, the church and state were closely connected and their power structures and ideologies supported each other. However, when studying the social and public role of the church and clergy, it soon becomes quite clear how pervasive this phenomenon was. The church not only created but also maintained and acted as a part of international, national, and local communities, structures, and cultures that connected people regardless of their social status and gender. The church was a spiritual, administrative, and social institution and experience environment, whose tasks, scope, and meanings changed and intertwined with the development, needs, and requirements of society. In this book, we investigate from different perspectives the motives and different means by which the church and clergy came to play a significant part in early modern society. In this volume, the church is considered both as an administrative institution and as a social space and cultural structure. Hence, we do not focus on the history of theology or doctrinal questions. Instead, we consider the social and public roles and meanings of the church. The church as such is understood in this book as transnational, a strong national and local institution, and also a space and structure. The church had its own institutionalized place in society and its activities and rights were defined by law (Church law 1696, the Law of the Swedish kingdom 1734) and by the decrees given by the Royal Majesty. The church had its own archbishop-led administrative organization under the Royal Majesty and it worked in close cooperation with the Crown administration and county governors. In this volume, we understand the clergy as church servants, a trained and appointed professional group, a separate estate (social class), and also as a wide social network constructed by their families. The approach of this book is social science history. In other words, the book examines the church and the clergy as an integral part of society and the individual communities who lived in the current Finnish territory during the early modern era. The topic is examined on the basis of three conceptual themes reflecting important new areas of research in the study of the social significance of the church and clergy: (1) the clergy and family as part of the community, (2) the church as a jointly built space, and (3) the church as an arena for interaction, knowledge, and politics. We approach this multidimensionality using different research questions, sources, methods, and theoretical approaches. The volume focuses on the 17th to 19th centuries, but many of the church and clergy-related phenomena are much older, and some of them extend to the present, so the articles also move beyond this time frame.

Songs and writings: oral and literary cultures in early-modern Finland renews the understanding of exchange between the learned culture of clergymen and the culture of commoners, or "folk". What happened when the Reformation changed the position of the oral vernacular language to literary and ecclesiastical, and when folk beliefs seem to have become an object for more intensive surveillance and correction? How did clergymen understand and use the versatile labels of popular belief, paganism, superstition and Catholic fermentation? Why did they choose particular song languages, poetic modes and melodies for their Lutheran hymns and literary poems, and why did they avoid oral poetics in certain contexts while accentuating it in others? How were the hagiographical traditions representing the international medieval literary or "great" tradition adapted to "small" folk traditions, and how did they persist and change after the Reformation? What happened to the cult of the Virgin Mary in local oral traditions?
The first Finnish 16th-century reformers admired the new Germanic models of Lutheran congregational hymns and avoided the Finnic vernacular Kalevala-metre idiom, while their successors picked up many vernacular traits, most notably alliteration, in their ecclesiastical poetry and hymns. Over the following centuries, the new features introduced via new Lutheran hymns such as accentual metres, end-rhymes and strophic structures were infusing into oral folk poetry, although this took place also via secular oral and literary routes. On the other hand, seventeenth-century scholars cultivated a new academic interest in what they understood as "ancient Finnish poetry".
The book has an extensive English Summary for the international readership.

City as a Stage explores the diverse ways in which modern cities of the nineteenth and twentieth centuries presented and projected themselves, especially by staging major urban events, which have often been interpreted as major local and national turning points. In particular, the book discusses how cities were imagined through the prism provided by other cities, major events, as well as alternative pasts and futures. How –with admiration, indifference or contestation– did various urban actors engage with the city as a stage? The book paints a multifaceted picture of the history of urban events and town twinning, while at the same illustrating how students and travellers experienced cities such as Berlin, Rome, Helsinki, and Tampere. As for individual urban events, Stockholm's General Art and Industrial Exposition of 1897, Helsinki's 400th anniversary of 1950, and the Moscow Youth Festival of 1957 are all given their own chapter.
The article studies rejected patent applications in Finland at the end of the nineteenth century. It examines the development of the patent system as part of the nation's emerging liberal economic institutions. Internationally, patents have been employed to study technological and economic development, however, the rejected patents and the agency of the patent officials have received little attention. The article examines newly collected applications related to patenting from 1864-1884 and asks, whose applications were rejected and why. The article shows how foreigners, and Swedish applications in particular, were typical among the rejected applicants. Most applications were rejected because the officials did not see the invention as novel or assessed the application as incomplete. In their examination, the Finnish patent officials heard experts and used material objects as evidence. The article shows how the Finnish patent officials followed modern practices of patent examination already in the early 1870s—before the actual legislation and more rigorously than in the neighbouring Sweden. Even though the interests of the domestic industries were raised in some cases, the officials managed and guided the national industrial property rights by developing the patenting principles in the state administration.

Kari Hakarin tutkimus tarkastelee yhden suuren kaupungin hallinnonuudistusta uuden julkisen hallinnan teorian näkökulmasta. Uusi julkinen hallinta on kunnallishallinnon uudistamisen kolmas vaihe, joka on kehittynyt perinteisestä julkishallinnosta ja tätä seuranneesta uudesta julkisjohtamisesta. Tutkimuksen tavoitteena on arvioida, onko uudesta julkisesta hallinnasta kuntien hallinnonuudistusten uudeksi suunnaksi. Tutkimuksella tuetaan myös kuntien käytännön kehittämistoimintaa. Tutkimuskohteena on Tampereen kaupungin toteuttama kokonaisvaltainen toimintamallin uudistus. Muutos vallankäytössä on yksi uuden julkisen hallinnan ominaispiirre. Lisäksi on olemassa ilmeinen tarve yhteiselle visiolle, jotta välttämättä edessä oleva kuntien hallinnonuudistus pystytään toteuttamaan. Uudet, isot reformit tarvitsevat aina mallin, johon muutos voidaan perustaa. ; The subject of this dissertation is the new public governance from the perspective of the local government management reforms. The research question is: how is the new public governance reflected in local government reforms? The research ques-tion will be examined from the perspectives of theory, practice and power relations. The empirical object of the study is the management reform of the City of Tampere, Finland. The reform includes three parts: the mayoral system, the purchaser-provider model and the customer-oriented process organization. The study also aims at the development of municipal operations, and presents new public governance as a comprehensive "theory of practice", which combines theory and practice and allows municipalities to find perspectives, tools and a theoretical framework for their management reforms. The study consists of four separate published sub-studies and this summary. The first sub-study deals with the theory of new public governance within the framework of the management reform of the City of Tampere. The second and third sub-studies are concerned with a variety of practical implementations of new public governance in the City of Tampere management reform. The fourth sub-project addresses power relations. In this summary the results are presented from the perspective of a management model, networked service development and the change in the exercise of power. Questionnaires were the empirical basis of the first two sub-studies, the third examined written documents and used interviews with experts and fourth sub-study relied on theme interviews with directors. New public governance (NPG) represents the third wave of the management re-forms evolving from a traditional public administration, and that following the new public management. An essential feature of the new public governance is that it does not completely reject earlier administrative reforms, but rather complements them with new solutions. NPG is based on the view that the public administration is no longer able alone to control society, but the success of governance is based on the partnership with the private and third sectors as well as with the citizens. Within the framework of new public governance one can, at least to some extent, identify three distinct trends. The differences between the trends are mainly in emphasis placed on various matters. Discussion of the new public governance started in network governance. Next, the new public governance was discussed from the perspective of democratic decision-making and public participation. The third emphasis seems to be on the new public governance as a development of customer-focused services and co-production. The results show that the process of change of the City of Tampere can be imple-mented quite well within the new public governance paradigm. At the beginning of the process the new public management was a decided basis of the reform. In the phases of preparation and implementation constraints and international experiences of weaknesses were perceived in the new public management model. On the basis of this, the management model has been developed further so that issues of new public governance such as local democracy, participation, networks and transparency of government have become stronger. The management model of Tampere does not, however, represent the new public governance in its modern form. The Tampere model is built on a basis of democracy and regulation of traditional public administration as well as the quasi-markets of the new public management. The modern new public governance reform seems to be moving especially towards a customer-oriented service development. According to this study the change in the use of power seems to be one of the characteristics of society's growing complexity and new public governance. There is a need for new instruments for leadership and in the exercise of power in an in-creasingly complex society. The modern municipal leadership is based on a suc-cessful combination of soft and hard power. The growth of new public governance as the next paradigm of management re-forms can be justified from three different perspectives. First, the new public gov-ernance is a logical entity. It brings together coherent principles of management reform, which can be implemented in practice by a variety of techniques in different situations. Second, there is an obvious need for a common vision for local gov-ernment reforms. New, large-scale reforms always need a new paradigm in which a change can be set up. There is a need for a common vision for the municipalities and their functions in order to implement local government reform. The new public governance could be the entirety that can show the way for the necessary man-agement reform of municipalities in Finland. Third, the practical implementations of management reforms both internationally and in Finland are already realizing the trends of management reform of new public governance in a number of ways.

; Workplace mediation is a fresh and less studied part of mediation. The excellent results of crime and school mediation is encouragment to move towards this type of mediation in regards to workplace conflicts. As a counterbalance for the disadvantages of the competative society we live in, a balance of wellbeing, hope and trust among peers is needed. The purpose of this study is to describe how the model of workplace mediation is formed in a municipality workplace and how the people taking part in this mediation, experience it as a dispute resolution model. Workplace mediation is approached from the aspect of postmodern organization theory with qualitative research method. The empirical evidence for this study is collected from the discussions within guidance group meetings and also complemented with interviews from participants of the workplace mediation meetings. The collected evidence was analyzed by narrative and content analysis. The main result of this study is itself the model of the workplace mediation in municipal workplaces connecting it to the development of the organization theory from modern to postmodern diversity. The most encouraging result of the mediation is that the destructive conflict then turns into constructive dialogue with the help of the facilitative mediators present. Respecting listener can reinforce those voices the participants use to build their common reality. Workplace mediation is seen as a possible dispute resolution method within the workplace environment. The results of this study within the workplace wellbeing and results of the work can be approved. Further research would be beneficial in finding out if these same results can be achieved within other organizations. As well the possibility to make business of workplace mediation would be interesting.

Pyynikin moottoritiehanke (1959 - 1974) 2. Näsijärven saastuminen ja vedenoton siirtäminen Roineeseen (1960 - 1972) 3. Kauppahallin virastotalon purkamiseen liittynyt kiista (1972 - 1983) 4. Kauppahallin virastotalon kiistassa kyseenalaistettiin rakennusten huonokuntoisuuden kriteerit. Epilän voimalakiistassa politisoitui asiantuntijoiden tuottama tieto voimalavaihtoehtojen edullisuudesta. Tampellan kiistassa kriisiytyi kaupunkisuunnittelijoiden asiantuntemus ja rooli yleisen edun vaalijoina. Neljäs politisoitumisen ulottuvuus koskee yksittäisten kysymysten toimintavaihtoehtojen kyseenalaistamisen laajenemista koskemaan koko paikallista hallintatapaa ja paikallista poliittista kulttuuria. Selvimmin yksittäiseksi hallintatavan kyseenalaistumisen tapaukseksi muodostui tutkimuksessamme Tampellan tapaus, jossa suuret rakentamissuunnitelmat ja paikallisten poliittisten eliittien toimintamallit joutuivat ennen näkemättömän kritiikin kohteeksi. It is a study on the politics of the environment, i.e. the historical developments and contestations that preceded the institutionalisation of environmental policy. The politics of the environment is examined at the local level in the context of the tension between the rise of environmentalism and the traditions of local politics and governance. The locality of Tampere, thus provides a laboratory for understanding how environmentalism took place and what kind of tensions it caused. Theoretically the study draws on both sociology and political science. The theoretical frame is set by combining Kari Palonen s terminology of politics and Pierre Bourdieu s theory of action. Politicisation is a central notion in the study. It is understood as a process of questioning the rules of the game, i.e. claiming something to be playable and contingent. In Bourdieu s terms this implies a process of questioning the givenness of the doxa and provoking orthodox arguments from the political elite. Politicisation may take place at different scales, from the local disputes to broader patterns of governance and political culture. The central research question was the following: ·How has the environment become politicised at the local level? This question was divided into the following questions: ·What events have contributed to the politicisation of the environment? ·What kinds of disputes and actor coalitions emerged in these events? ·How did the patterns of local governance influence the definition of environmental problems? And, vice versa, how did the environmental problems effect local governance? ·What was the role of environmental movements in the politicisation of the environment? The research was carried out in the form of five case studies, all in the same locality, touching on different aspects of environmental issues, and covering the temporal scope of the study, from the 1960s to the 1990s. The cases studied were the following: 1. The Pyynikki highway construction plan (1959-1974) 2. The pollution of lake Näsijärvi by a local pulp plant and the moving the municipal water intake to lake Roine (1960-1972) 3. The dispute over the planned demolition of the old Jugendstil Office block in the city center (1972-1983) 4. The dispute over the plan to build a coal power plant in Epilä (1981-1984) 5. The conflict over the planning of the Tampella industrial area in the city center (1989-1995) The cases cover the time from the pre-history of environmentalism, i.e. when the environment was still a non-issue, through the rise of environmentalism (the so called environmental awakening ) to the institutionalisation of environmental issues in the 1990s. The research data comprised sources on local history including archives and official documents, newspaper materials and 35 interviews of local actors. Methodologically, the study was structured in relation to different levels: 1) in the context of local history (secondary sources on local history and interviews), 2) the case studies using thick description out of which, 3) detailed instances of discourse analysis, especially argumentation (or claims-making ) were extracted. Environmental problems were studied in a contextual constructivist frame as social problems constructed in processes of claims-making, involving argumentation and discursive struggle. Local environmental movements were studied as urban social movements whose activities affect the collective production of the city while being aimed at contesting and challenging the prevailing social order. The local movements in Tampere were key actors in politicising the environment, contributing to a change whereby previously undisputed environmental change and related social practices were no longer seen as inevitable or normal. Movements created new meanings not only for their participants, but for the larger community, also extending beyond the time frame of their most active presence. Since the late 1960s, the rise of environmentalism became manifest through locally based movements and organizations. The purely scientific orientations of local conservationist associations were challenged by more socially and politically oriented civic activities and associations. An important milestone was the founding of Pirkanmaa nature conservation association in 1969. Since 1970, environmentalism gathered momentum with rapidly growing membership figures and local initiatives. It soon suffered, however, from ideological divisions in the mid-1970s, as the radical left-wing students took over the nature conservation association. The divisions started to recede when the Koijärvi bird lake conflict (in Forssa) marked the rise of the Finnish green movement. This had its effect in Tampere as well: the ideological divisions between right- and leftwing environmentalists were reconciled in the early 1980s, which marked the beginning of an active period of environmental contestation. The emergence of the Finnish Green movement in the 1980s made such contestation increasingly visible at the local level. In Tampere, the first greens were elected in the local council in 1984. During the different disputes beginning from the 1970s, but especially in the 1980s, environmental protest challenged local political traditions and political culture, especially the traditions of the local governance. In Tampere, the scene of local politics in Tampere had virtually ever since the Second World War been dominated by a particular, unofficial institutional arrangement, which was commonly known as the brothers-in-arms axis. Adopted in the mid-1950s, the notion referred to the co-operation between the conservative National Coalition party and the Social Democrats in local politics and municipal government. This coalition was held together through a shared habitus based on wartime experiences and held a promise of welfare. The brothers-in-arms axis became an important player in local politics in the 1960s when the central figures of the coalition gained important position in city government. The study examines both the processes that enabled the stabilization of this co-operation into a local growth regime and those that have, especially since the 1980s, contributed to its weakening. The politicisation of the environment was a novelty in the modernist political landscape of Tampere. In the eyes of the governing coalition, however, environmental protest was perceived as mere opposition, not as a new issue on the agenda. We argue that this was due to the local traditions of an industrial city, divided between left and right and a political sphere divided between the brothers-in-arms coalition and the communists, which allowed little space for new social movements. Environmental protest, however, was not the only factor to challenge the regime. The regime was also weakened through the loosening of ideological division s between the left and the right, as the communists had gradually lost political ground. The politicisation of the environment gathered momentum in the late 1970s when the growth of Tampere had slowed down and when there was a growing discrepancy between the mode of governance and its increasingly postindustrial social environment. This tension, and the inertia of the closed style of governance, became visible in the Tampella dispute in 1989, the biggest local environmental conflict to date. The politicization of the environment took place at different levels. It happened both at the level of individual disputes as alternatives were demanded to the straightforward mode of local planning, but it also expanded into a broader critique of local governance. Furthermore, we argue that the politicisation of the environment was not only an agent-driven phenomenon, since it depended on the cultural resonance of claims presented in local disputes. The study allows us to indicate critical events in the politicization of the environment. These were events sine qua non, i.e. events that set the stage and sensitized local actors for future contestations. The demolition of the old broadcloth factory (Verkatehdas) in 1976 and the dispute over Tampella were critical events in this sense. The former was retained in the memory of then activists-to-be and the latter both signaled the crisis of the closed-style decision-making and served to stabilize the local greens as a credible political alternative. Finally, the contestations, together with the restructuration of the locality, resulted in altering the modern industrial habitus of the city.

Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.

; This edited book continues the discussion on curriculum, which began in 2017 in the first book on Curriculum Studies in Finnish. The 14 peer-reviewed articles following the introductory article are divided into four thematic sets, the common denominator of which is the concern about the drifting of the comprehensive democratic German and Nordic Bildung / Didactic curriculum tradition into the narrower, competence and skills driven Anglo-American education and curriculum, shaped by the paradoxical alliance of assumedly apolitical instrumental learning theories and neoliberal policy measures. The first theme, "Knowledge and Education from Antiquity to Global", deals with the topics of civilization, education and knowledge in the Finnish curriculum debate. The first article traces back to the antique with the intertwinement of current and historical layers of meanings that are implicated in the modern concepts of civilization and education. In addition, the first theme will open up Spencer's educational thinking and its impact on Finnish curriculum thinking. The space is also given to currently emerging concerns of eco-social education and reactivated issues by global interconnectedness of social and economic justice as educational goals. The theme ends with a critical examination of the Western concept of civilization and modernity related to issues of white supremacy with affiliations of cultural and racial-ethnic superiority. The second theme looks at "The historical and current emphases of Finnish curriculum policy". The first article examines how the theme is reflected in the changing structures of early childhood education. This focus on early education will arguably make more explicit and visible the assumptions we attach to education and its role and goals in globalized society in general. The curriculum processes in Finnish basic education, especially the process of reforming the curriculum in 2014 and the local curriculum work, will also be addressed in the second theme of the book. The last article questions the assumption, often shared by mainstream academic and common sense alike, that curriculum design and teaching planning should always start with objectives. The third theme is "The current issue of disciplinarity in curriculum and teaching". In the first article attention is paid to horizontal integration of school subjects, and to general educational implications predicated on subject-based curriculum and teaching, more generally. The next article deals with conceptual interrelatedness between art education and culture, media, and subjectivity. In the third article, the secularist views on citizenship is scrutinized of the neglect of significant citizenship aspects related to broader worldviews by illusorily positioning them in the sphere of private life out of reach of public interest and debate. The fourth theme, "Higher Education Policy in Change", focuses on neoliberal governance in higher education and universities, first addressing the new ambivalent identities of academic teachers, and how competence, skills and workplace-based curricula have fundamentally altered the concept of knowledge toward an instance of populist de-intellectualization of higher education and neoliberal vocational school. In addition, the fourth theme presents a meta-analysis of the underlying curriculum thinking and conceptions behind research texts on university curricula. Exemplarily, the last article critically unpack the process of developing a skills and competence-based curriculum at the University of Applied Sciences.

Tutkimuksen lähtökohtana on vuosikausia samanlaisina säilyneet epäkohdat järjestelmässä. ; Rehabilitation in Finland is part of many welfare systems and as an institutional entity it has many separate subsystems. It has been described as a fragmented and complex entity. Several problems have been attached to the Finnish rehabilitation system, such as unclear division of responsibilities between different subsystems. The rehabilitation system have undergone several coordination attempts especially since the 1990 s. A large legislative reform was launched in 1991. The purpose of the reform was to overcome the problems appearing in the system. The legislative reform was to be evaluated every four years and it was presented in the form of three government rehabilitation reports. Besides the major legislative reform in 1991, parts of the system have been reformed through single legislative reforms in the last three decades. However, despite many reforms in the rehabilitation reports and in other descriptions of the system the same problems have recurred. It seems that no extensive solutions have been found to the problems of the whole rehabilitation system, at least in the short-term. Macro-level studies of the rehabilitation system are needed in Finland. Studies are usually focused on the practical level and different methods of rehabilitation. Although some studies concern the whole rehabilitation system, the perspective is usually on certain sub-system or the entity is contemplated from the client s perspective. In this study the focus was on the institutional entity of rehabilitation in Finland called rehabilitation system. The concepts used were governance and historical institutionalism. The purpose was to analyse the complexity of the institutional entity of rehabilitation in Finland and its development and draw conclusions on the possibility of change in the rehabilitation system in Finland. The legislative reform in 1991 was used as a starting point because it has been the largest reform to develop the whole system in Finland so far. The complex system was analysed using several data. The data used were national rehabilitation policy documents and their background reports and statements, interviews with key authors, legislation and also literature and documents describing the history of the rehabilitation system in Finland. The data were analysed using data based and theory oriented content analysis, frame analysis and the basis of historical sociology. This dissertation consists of four publications which analysed the governance of the rehabilitation system from different perspectives. First, the focus was on the construction of governance in the complex system. The perspective was on the roles of different institutions in the rehabilitation system. According to the results different co-operation forums have promoted change in the system. However, at the same time different power constellations in rehabilitation agendas inside the system have inhibited change. Second, the system was studied through so-called basic modes of governance (hierarchy, network and market). The results showed that certain parts seemed to be emphasized in the reform talk. Common talk of governance was missing. In the third part the main focus was on the interpretations of problems and their policy solutions for the whole system in its reform agenda. The results showed four different frames which were used in discussions. In the frames the problems and policy solutions usually did not meet. In the fourth part the governance of citizens rights was studied. According to the results the rights to rehabilitation benefits are determined in different ways for different population groups and the right to benefits was decided in many places. The overall results of this study showed a deep division between the subsystems. Instead of single and small reforms a reform of the whole system requires attention of all parts of the system in the reform and perhaps a strong coordinating body. It seems that through single and small reforms it is difficult to overcome the problems of this complex system.
