Cet article analyse l'incidence d'un choc de politique monétaire sur la dynamique de l'emploi dans l'Union Économique et Monétaire Ouest-Africaine (UEMOA). Nous proposons dans un premier temps un modèle DSGE pour analyser le lien entre la politique monétaire et l'emploi. Le modèle intègre des frictions sur le marché du travail à travers un processus d'appariement. Il ressort que l'effet de la politique monétaire sur l'emploi dépend des caractéristiques du marché du travail, à savoir le taux de séparation et le pouvoir de négociation des entreprises (ou des travailleurs). Nous montrons qu'un choc de politique monétaire expansionniste augmente respectivement l'emploi, le stock de capital (investissement) et la probabilité de trouver un emploi. Dans un deuxième temps, nous estimons un modèle VAR structurel sur données de panel afin de vérifier empiriquement les résultats du modèle théorique. Nous trouvons qu'un choc de politique monétaire expansionniste augmente l'emploi, le stock de capital et la consommation des ménages. Enfin, des réponses hétérogènes de l'emploi et des variables macroéconomiques sont mises en évidence suite à un choc commun de politique monétaire dans l'Union et ce, au travers d'un autre modèle VAR structurel qui permet de calculer des réponses spécifiques respectives des pays membres du panel. Résumé L'objectif des banques centrales indépendantes consiste à assurer la stabilité des prix afin d'atteindre la stabilité macroéconomique, parce que la maîtrise de l'inflation dépend de l'effet de la politique monétaire sur l'activité. Les banques centrales poursuivent donc deux mandats. Elles agissent sur le taux directeur en fonction de la situation économique. Afin de vérifier l'efficacité de la politique monétaire dans le cadre de l'indépendance de la banque centrale, nous avons mobilisé une modélisation SVAR pour le cas Marocain. L'étude porte sur deux périodes distinctes à fréquence trimestrielle (de 1994 à 2005 et de 2006 à 2020) pour prendre en compte la mise en place effective de l'indépendance. Les résultats impliquent une transmission efficace de la politique monétaire. Mots clés : politique monétaire, indépendance de la banque centrale, SVAR Abstract The objective of independent central banks is to ensure price stability in order to achieve macroeconomic stability, because controlling inflation depends on the effect of monetary policy on activity. So central banks have two mandates. They act on the interest rate based on the economic situation. In order to verify the effectiveness of monetary policy within the framework of the independence of the central bank, we mobilized a SVAR model for the Moroccan case. The study covers two separate periods on a quarterly basis (1994 to 2005 and 2006 to 2020) to take account of the effective implementation of independence. L'élaboration de la politique monétaire dans un pays nécessite une bonne compréhension de la transmission monétaire par laquelle les banques centrales transmettent leurs décisions monétaires au secteur réel. La réussite de cette transmission de la politique monétaire dépend avant tout de l'efficacité et de la compatibilité des canaux de transmission avec les spécificités des systèmes financiers appropriés des pays afin d'orienter l'économie dans la direction souhaitée. Cet article propose, à travers le canal du taux d'intérêt, le canal du crédit bancaire et le canal du bilan, une explication théorique des effets de la politique monétaire sur l'économie réelle et leur efficacité à transmettre correctement les décisions monétaires à la sphère réelle en prenant compte des principaux caractéristiques du système financier du pays. L'objectif est d'assurer la compatibilité de ces canaux avec les spécificités du système financier marocain afin d'apporter une contribution significative aux décisions monétaires prises par la banque centrale marocaine. Les résultats montrent comment les différents dysfonctionnements du système financier marocain ont contribué à limiter l'efficacité du canal classique du taux d'intérêt et promouvoir la prédominance des canaux de crédit.

The current modernization of the Moroccan economy and its financial system, the outward orientation of the country and the changes in practice of its central bank (Bank Al-Maghrib, BAM) justify the deepening reflections about the monetary policy transmission to explore the pathways diffusion of BAM's monetary policy to the monetary, financial and real sectors of the Moroccan economy. It is in this context that this thesis is inscribed. Our empirical study covers the period ranging from the major structural economic reforms of the 1990s to 2013. The "Structural VAR" econometric methodology has been applied to study the dynamic responses of the economic variables to various shocks. Various empirical steps allowed us exploring the routing of the monetary policy action to its target variables, the study of the structure of the transmission channels and evaluating the effects of the factors beyond the control of the central bank on the transmission of its monetary policy. Estimates show that BAM"s monetary policy transmission to the Moroccan economy is incomplete, even if it occurs within a reasonable time. Also, the transmission channels structure is unstable, partly explaining the attitude of the variables involved in this process. Cet article évalue les effets non-linéaires de la politique monétaire sur les prix d'actifs et leurs déséquilibres dans la zone euro depuis la crise financière mondiale, pour les marchés boursiers et immobiliers. Les déséquilibres de prix d'actifs sont mesurés comme la différence entre les prix des actifs et une valeur de référence que nous approximons par les fondamentaux dans un modèle de flux de revenu actualisés, la valeur prédite des prix des actifs dans un modèle économétrique et par la tendance issue d'une décomposition tendance/cycle. Nous trouvons que la politique monétaire de la BCE affecte le cours des actions et les prix immobiliers dans la zone euro depuis 2008. Elle influence également les déséquilibres de prix des actions mais pas ceux de prix des logements. Cette réaction des déséquilibres de prix des actions est due aux chocs d'information de la banque centrale, plutôt qu'aux chocs de politique monétaire à proprement parler.
The analysis of monetary policy has always been a privileged field of research in the field of economic policy. The evolution of the institutional environment; economic, financial and social always encourages the renewal and rethinking of research in this field; one of the fields of interest at this level is the study of the effectiveness of monetary policy instruments with regard to price stability Price instability has often been the cause of many economic turbulence, generally this instability resulted from inflation. It is a phenomenon that is both disturbing and worrying and constitutes signals or rather symptoms of economic crisis. Since it weakens economic agents who become irrational, due to a high level of uncertainty, distorts the decision-making process and hinders growth. The purpose of this article is to provide some answers to a widely debated question. This is the robustness of monetary policy in terms of inflation stability. In this logic, we are particularly concerned about the effectiveness of the system currently implemented by the Moroccan central bank to ensure the objective of price stability. Inflation is represented by the consumer price index (CPI), as for the instruments of monetary policy, we have chosen in the context of this work, the key interest rate (TD), the reserve rate mandatory (RO), and money supply (M). The results obtained by Granger causality tests and the approach of cointegrated VAR models show that monetary policy instruments are cointegrated with inflation and that there is a causal effect between the money supply and inflation , the money supply and the mandatory reserves and inflation, in addition to the mandatory reserves and the key rate are explanatory of inflation in the error correction model. It can be understood from these results that the monetary policy of inflation targeting causes a change in the behavior of inflation during the period studied. JEL Classification : E31, E42, G23. This dissertation analyses the consequences of transformations in the financial sphere on the transmission channels of decisions in monetary policy in industrialized countries over the past several years. We observe that as a result of these transformations, banking institutions have evolved from an originate to hold model to an originate to distribute model. This has enabled banks to turn more toward derivative products and credit risk transfer instruments. We demonstrate that these techniques of active/passive management have completely revolutionized the theoretical foundations of traditional channels and in particular the credit channel. Our analysis of these landmark changes is organized into two parts. The first part reveals, using the principle of the financial accelerator, the manner in which the partial disconnection between the growth of the credit offer and that of banking deposits tends to reinforce the credit channel. This reinforcement flies in the face of expectations, given that the key hypotheses formulated by Bernanke and Blinder (1988) have been undermined by financial innovations. The second part of the dissertation uses empirical studies to demonstrate how the interest rate channel has been reinforced thanks to growing financialization in the industrialized economies and to the flexibility of the operational framework of monetary policy. ; Cette thèse analyse les conséquences des transformations de la sphère financière sur les canaux de transmission des décisions de politique monétaire, au cours de ces dernières années dans les pays industrialisés. This paper attempts to assess the impact of monetary policy on monetary stability (internal and external) and economic growth in DR Congo from 1990-2019. In this sense, we evaluated the empirical properties of the Congolese monetary multiplier through the analysis of its stability and its predictability. The ADF unit root, cointegration (Engle-Granger, 1987) and four (4) ARIMA (Box-Jenkins) models were used for these purposes. The Bayesian estimation of the structural VAR model (B-SVAR) was carried out on the quarterly series obtained after disaggregation (Denton, 1971). The causality of Granger (1969) and the cointegration of Johansen (1991) made it possible to rule on the links between variables. The identification of model shocks is inspired by the work of Binning (2013) which combines the restrictions of signs and zeros both in the short term and in the long term within the framework of under-identified structural VAR models. Our results revealed the following stylized facts: (i) the existence of a long-term relationship between the base and the money supply. This could justify the use of the multiplier in the conduct of policy and monetary targeting in DR Congo; (ii) the shocks on the key rate have not had any expected impact on economic growth; (iii) oil prices have remained rigid and (iv) demand shocks impact the dynamics of monetary stability. ; Ce papier tente d'apprécier l'incidence de la politique monétaire sur la stabilité monétaire (interne et externe) et la croissance économique en R.D.
