The article treats long-term impact of monetary policy nominal anchor choice (inflation targeting, exchange rate targeting, money supply targeting) on inflation level in developed and emerging countries. The research was built on panel data for 188 countries, which includes period after the global financial crisis. The results show, that inflation or exchange rate targeting allows to reduce inflation rate in emerging countries, while in developed countries the use of monetary policy nominal anchor does not give additional benefits in inflation control. This difference can be explained by the fact, that nominal anchor implementation in emerging countries enhances public confidence in monetary authority actions to control inflation. Higher confidence decreases inflation expectations and hence inflation. In contrast, central banks of developed countries can stabilize price level without use of nominal anchor due to good reputation.

The paper focuses on the issue of theoretical and methodological justification of monetary policy and its tools. A review of Russian economists' theoretical approaches to this problem allowed the authors to identify theoretical, methodological and applied bases of evaluation of monetary policy of the Bank of Russia. The paper presents the authors' view of the scientific discussion on appropriateness of the monetary policy adopted by the Bank of Russia for the current state of the economy. The authors reveal principle distinctions between theoretical arguments of the supporters of the Bank's monetary policy and their opponents. The research theoretically and conceptually validates the changes in basic definitions and ideas contributing to the existing understanding of inflation in the monetary policy of the Bank of Russia. The analysis of macroeconomic theory and actual monetary policy gives grounds to conclude about their strong correlation. The suggested review of theoretical approaches to the problem studied will allow determining theoretical, methodological and applied rationale for monetary policy more accurately.

The article examines the influence of monetary policy of the Bank of Russia on the dynamics of real GDP and its components, real wages and employment from 2003 to 2016. Using the Bayesian structural vector autoregression model (BSVAR) with recent dataset, the paper provides the calculation of the extent of changes in the main Russia's real sector indicators in response to monetary policy, money base and exchange rate shocks. The analysis allows to conclude that monetary policy leads to real variables changes in Russia. The expected contractionary monetary policy of the Central Bank of Russia with higher interest rates had a statistically valid weak negative effect on real indicators.

Economic integration in the EEU region naturally captures the area of cooperation in the monetary sphere, which is a more high-level stage of integration in its classical understanding. The imbalances in macroeconomic development and a number of problems in the monetary systems of the EEU member-countries are an obstacle to the intensification of cooperation in the monetary sphere.
One of the significant problems, common to all the EEU member-states is the dollarization of their economies, which imposes restrictions on the ability of monetary bodies to regulate macroeconomic processes in the country. Replacing national currencies in settlements, payments and savings with «hard currencies» reduces the efficiency of transmission channels, worsens volatility indicators of national currencies and strengthens the spiral of formation of negative expectations regarding inflation levels. An increase in the debt load denominated in foreign currency, in particular for individuals, creates additional risks to the monetary systems of countries.
This article is devoted to the study of the problems of dollarization of the economies of the EEU member-states, of the required de-dollarization measures, as well as to the analysis of the prospects for the de-dollarization process spreading at the regional grouping level.

The article provides the analysis of the impact of monetary policy shock generated by the Bank of Russia on the Russian stock market yield dynamics. We have estimated the features and duration of the effect using SVAR models and monthly data for the period from 2005 to 2013. We examine a wide range of proxies for the monetary conditions: the key interest rate, monetary aggregate M2, the refinancing rate and the interbank lending rate.

The combination of fundamentally new external and internal challenges to the Russian economy predetermines the need for changes in economic policy, including monetary policy. In this context, the article analyzes the draft «Main directions of the unified state monetary policy for 2020 and the period 2021 and 2022», developed and published by the Bank of Russia. The authors substantiate a number of measures, either alternative to the planned financial regulator, or complementary to them.

The subject of the study is the financial system and monetary regulation of the economy during the COVID-19 coronavirus pandemic. The purpose of the article is to investigate the monetary policy pursued by the national Central banks of developed countries in the context of the economic crisis caused by pandemic. The paper uses comparative analysis, a systematic approach to the study of information, as well as graphical and tabular methods. The author considers monetary policy instruments used by national Central banks of developed countries to mitigate the impact of the pandemic on the real sector of the economy. The study reveals distinctive features of anti-crisis measures of monetary regulation bodies. ; Предмет исследования – финансовая система и денежно-кредитное регулирование экономики в период пандемии коронавируса COVID-19. Цель статьи – исследование монетарной политики, проводимой национальными центральными банками развитых стран в условиях экономического кризиса, вызванного пандемией. Рассмотрены инструменты денежно-кредитной политики, используемые национальными центральными банками развитых стран в целях смягчения воздействия пандемии на реальный сектор экономики. Выявлены отличительные особенности антикризисных мер органов денежно-кредитного регулирования.

The article discusses classical and modern macroeconomic models of interaction of fiscal and monetary policies in Belarus. The hypothesis of this research is that the interaction of fiscal and monetary policies has a synergistic effect on economic growth and that at certain stages, one of these policies prevails over the other. This hypothesis was tested with the help of an IS-LM model, which was used to investigate the joint effects of monetary and fiscal policies on business activity in Belarus. A Markov switching model was developed in Eviews software to analyze the interaction between these policies. Regression dependences of the average tax burden (including the burden imposed by social security contributions) and GDP, investment and the refinancing rate were built by using Excel software. To solve the IS-LM model, the value of autonomous consumption was computed with the help of the adjusted value of the average propensity to consume. It was found that autonomous consumption is comparable with the budget of subsistence minimum in Belarus. The share of government spending in the GDP structure was on average 35.01%. The comparison of gross savings and investment showed that in the majority of periods, gross savings insignificantly exceeded the amount of investment, that is, the available funds were used for consumer lending rather than for investment. Analysis of the Markov switching model has led us to the conclusion that from the first quarter 2005 until the fourth quarter of 2009, the fiscal policy in Belarus was in the active regime. The passive fiscal policy regime was observed in the period between the first quarter of 2010 and the first quarter of 2019. In this period, a rise in the public debt was accompanied by an increase in the budget surplus. Средствами Excel построены регрессионные зависимости средней налоговой нагрузки (включая налоговую нагрузку по взносам на социальное страхование) и ВВП, инвестиций и ставки рефинансирования. В ходе решения модели IS-LM скорректированное значение средней склонности к потреблению позволило рассчитать значение автономного потребления, которое сопоставимо с бюджетом прожиточного минимума в Республике Беларусь. Доля государственных расходов в структуре ВВП в среднем составила 35,01%. Сопоставление валового сбережения и инвестиций показало, что в большинстве периодов валовое сбережение незначительно превышает размер инвестиций, то есть свободные средства используются для потребительского кредитования, а не для инвестиционных целей. Анализ модели с марковским переключением позволил установить, что режим активной фискальной политики в Республике Беларусь соответствовал периоду с 1 квартала 2005 г. по 4 квартал 2009 г. Режим пассивной фискальной политики соответствовал периоду с 1 квартала 2010 г. по 1 квартал 2019 г., когда параллельно с ростом государственного долга наращивался и профицит бюджета. Изменение геополитической ситуации, ограничения поставки в Россию стратегически важных технологий, программных продуктов, оборудования и компонент сделали неизбежным переход российской промышленности к более замкнутой стратегии развития с меньшей долей международной кооперации. В условиях вынужденной локализации остро встал вопрос обеспечения технологической самостоятельности при существующих финансовых проблемах. Целью исследования стало определение характера воздействия денежно-кредитной политики на реальный сектор в отечественной экономике для формирования предложений ее оптимизации. В рамках статьи дана оценка состояния денежно-кредитной политики, проанализированы последствия выбора режима таргетирования инфляции Банком России. Исследованы проблемы транспарентности денежно-кредитной политики в экономике России по материалам опросов, научных публикаций, аналитических докладов, стратегических и программных документов. Акцент сделан на изучении статуса национальной валюты, структуры потребительского спроса, предельной склонности к потреблению, экономической активности, инфляционных ожиданий. Раскрыты особенности технологии применения межбанковского кредитования и регулирующего воздействия ЦБ РФ. С позиции кредитного процесса и нормативных условий представлена характеристика тарифной политики банков. Авторами проведена группировка банковских комиссий по принципам разумности и свободы договора, на основе которой могут приниматься решения оценочного характера о деятельности кредитных организаций. Сформулированы предложения для повышения эффективности денежно-кредитной политики, выявлены механизмы усиления ее влияния на экономические процессы, которые обеспечат сбалансированность интересов участников кредитного процесса. ; The change of the geopolitical situation, limiting supplies of many strategically important technologies to Russia, software, equipment, and components made the inevitable transition of Russian industry to a self-contained development strategy with a smaller share of international cooperation. The conditions of forced localization acutely raised the issue of providing technological autonomy under the existing financial problems. Thus, the aim of the paper is to determine the nature of the impact of monetary policy on the real sector of the national economy to formulate the suggestions for its optimization. Forced localization of knowledge-intensive industries should potentially lead to an increase of GDP. Under the market conditions, it was more profitable to purchase at foreign markets and not to engage their organization in Russia because of a high level of capital intensity and risk. The article assesses the state of monetary policy and analyzes the consequences of inflation targeting by the Bank of Russia. The authors study the problems of communication of the monetary policy in the economic policy based on surveys, scientific publications, analytical reports, strategic and program documents. The authors emphasize the status of the national currency, the structure of consumer demand, the marginal propensity to consume, economic activity, and inflation expectations. The authors reveal the features of the interbank lending application and regulatory impact of the Central Bank of Russia. The authors characterize the banks' tariff policy based on the credit process and regulatory environment. The authors carried out the grouping of bank commissions on the principles of rationality and freedom of contract. It is possible to make decisions about the nature of the assessment of credit institutions with such a method. In conclusion, the authors formulate a proposal to improve the effectiveness of monetary policy and identify the mechanisms to enhance its influence on economic processes that will ensure the balance of interests of the participants of the credit process.

Strategy of social and economic development of regions has to be a basis for formation budgetary and tax and a monetary policy. Formation of strategic plans have to provide an exit to the new level of innovative economic and social development of Russia. Adaptation of the current legislation is necessary for the solution of the set major problems regarding budgetary and tax and a monetary policy in the Russian Federation. The important direction of development of social and economic development of territories is the clustering and formation of projects of the public-private partnership (PPP). Within integration of the countries into the world economy the organizations as systems in the form of clusters and the PPP projects can only be the competitive. Within formation of the organizations as systems it is necessary to provide formation of standards of a sustainable development (SEU) for social protection of the population and increase of the human capital. ; Стратегия социально-экономического развития регионов должна быть основой для формирования бюджетно-налоговой и денежно-кредитной политики. Формирование стратегических планов должны обеспечить выход на новый уровень инновационного экономического и социального развития России. Для решения поставленных масштабных задач необходима адаптация действующего законодательства в части бюджетно-налоговой и денежно-кредитной политики в Российской Федерации. Важным направлением развития социально-экономического развития территорий является кластеризация и формирование проектов государственно-частного партнерства (далее – ГЧП). В рамках интеграции стран в мировое хозяйство конкурентоспособными могут быть только организации как системы в форме кластеров и проектов ГЧП. В рамках формирования организаций как систем необходимо предусмотреть формирование стандартов устойчивого развития (далее – СЭУ) для социальной защиты населения и повышения человеческого капитала.

This article studies the peculiarities of the monetary policy of English king Henry V in the territories of the Kingdom of France occupied by him between 1415 and 1422. The purpose of the study is to establish its influence on the state of finance in France and, first of all, on the sharp depreciation of silver money following the defeat. Within the framework of English politics, two stages can be clearly traced: the first one lasted from 1415 to 1420, when monetary policy was indirect in nature, influencing the French economy by the fact of conquest and becoming an additional factor in the aggravation of the domestic political struggle, and the other one lasted from 1420 to 1422 and was connected with the intention of Henry V as regent of the Kingdom of France, to bring the financial system into relative order. The author refers to French and English chronicles, The Diary of a Parisian Citizen, as well as the ordinances of the kings of France, which reflected the peculiarities of the monetary policy, more particularly, changes in the exchange rate and weight of silver coins and attempts to carry out reforms. The study carried out makes it possible to find out that the depreciation of the French silver coin was associated with the beginning of the British conquest of Normandy and the transfer of mints located there. A sharp drop in the money rate occurred after the transfer of Paris into the hands of the Burgundians and the formation in the fall of 1418 of an independent financial administration in the south of France under the control of the dauphin. On the contrary, some stabilisation followed the conclusion of the Treaty of Troyes, and the General States adopted a course towards reforms in December 1420. The author determines the stages of the reform and the reasons for its delay. These include: the lack of control over all the mints of the kingdom, the lack of coin metal and the required number of qualified personnel. Finally, the premature death of Henry V in the summer of 1422 did not allow the completion of the monetary reform. ; Статья посвящена изучению особенностей монетарной политики английского короля Генриха V на захваченных им территориях Французского королевства в период с 1415 по 1422 г. The draft «Main directions of the unified state monetary policy for 2020 and the period 2021–2022» submitted for consideration by the National financial Council (NSF) and already approved by it is characterized primarily by an extremely narrow interpretation by the Bank of Russia of its constitutional duties and areas of application of regulatory instruments. The author as a member of the NSF representative at the President of Russia has acted with special opinion on the draft, proposing to reject it as contrary formulated by the head of state goals and policy objectives until 2024 From similar documents of previous years, since 2012, the three-year «homework of the Central Bank to itself» inherits pseudoscientific arguments and artificial self-restrictions, which do not correspond neither to the world's dominant theoretical ideas about the mechanisms of economic growth, nor to the practice of money and credit management in sovereign and rapidly developing economies. The authors' reduction of the subject of analysis and regulation exclusively to the processes related to inflation (including the dynamics of inflation expectations of economic entities) condemns the Russian economy to permanent depression, blocks the possibility of even simple reproduction. In addition to ignoring the real correlation between the measure of monetization of the economy, economic growth and inflation, the project developers are initially guided by erroneous ideas about the equilibrium state of the Russian economy and the almost full use of available resources.
The article exhaustively characterizes the ongoing and planned policy of the actual suppression of economic growth, reveals the deciphering of the hidden logic of the «mega-regulator», and justifies the recommendations on the reassessment of the role and place of the Bank of Russia in the system of economic growth management based on the national goals and strategic objectives of the country's development.

Many countries are subject to sanctions, often imposed by more developed countries due to political circumstances on the part of economic. In such circumstances, the development of a country under sanctions can be characterized by a number of features, such as lack of access to credit funds of the global banking system, difficulties in carrying out international banking operations, etc. However, the example of some countries, in particular Iran, shows the ex-istence of opportunities for the development of the monetary system in terms of sanctions. The development of the monetary system of the Islamic Republic of Iran at the expense of decentralization is characterized by universal practical examples of counteraction to sanctions, confirming the possibility of real counteraction from the state subjected to sanctions. ; Многие страны находятся под действием санкций, зачастую налагаемых в связи с политическими обстоятельствами со стороны экономически более развитых стран. В подобных обстоятельствах развитие страны, находящейся под действием санкций может быть охарактеризовано рядом особенностей, таких как отсутствие доступа к кредитным средствам мировой банковской системы, сложности с выполнением международных банковских операций и т. д. Однако пример некоторых стран, в частности Ирана, показывает наличие возможностей развития денежно-кредитной системы в условиях санкций. Развитие денежно-кредитной системы Исламской республики Иран через децентрализацию, характеризуется унивесральными практическими примерами противодейстия санкциям, подтверждающими возможность реального противодействия со стороны государства, подвергнутого санкциям.
