This paper investigates the drivers of long term real interest rates in Brazil. It is shown that long term yield on inflation linked bonds are driven by yields on 10 year interest rates of United States (US) government bonds and 10 year risk premium, as measured by the Credit Default Swap (CDS). Long term interest rates in Brazil were on a downward trend, following US real rates and stable risk premium, until the taper tantrum in the first half of 2013. From then onwards, real interest rates rose due to the increase in US real rates in anticipation of the beginning of monetary policy normalization and, more recently, due to a sharp increase in Brazilian risk premium. Policy interest rates do not significantly affect long term real interest rates. ; Este artigo investiga os determinantes da taxa de juros real de longo prazo no Brasil. É mostrado que as taxas dos títulos indexados à inflação de longo prazo são movidas pelas taxas de juros de 10 anos dos títulos americanos indexados à inflação, e pelo prêmio de risco, medido pelo CDS de 10 anos. As taxas de juros de longo prazo estavam em uma trajetória declinante, seguindo a trajetória dos juros reais americanos e a estabilidade do prêmio de risco até o episódio do "taper tantrum" na primeira metade de 2013. Desde então, a taxa de juros real de longo prazo do Brasil tem subido, em parte por conta da alta dos juros reais americanos, em antecipação à normalização monetária, e, mais recentemente, por conta de uma forte alta do prêmio de risco. A taxa de juros real de política, medida pela taxa Selic deflacionada pela expectativa de inflação para 12 meses à frente, não afeta significativamente a taxa de juros real de longo prazo.
This paper aims at modeling the conduct policy of the interest rate by the Monetary Policy Committee of the Central Bank of Brazil (COPOM), following methodologically a statistical framework developed by Engle & Russel (1998) and used by Hamilton & Jordà (2002) in studying the decisions of the Federal Reserve of the United States. The results, once we observe the period from January 2002 to July 2010 with a weekly frequency, suggest that COPOM is influenced by government expenditures and that it has a forward-looking behavior, holding onto the expectations of the Gross Domestic Product (GDP) and the official inflation of the country. In addition to this relevant evidence in the discussion of the balance between fiscal and monetary policies in Brazil, Brazilian monetary authority theoretically possesses a behavior which is aligned to that observed in practice, though it presents a greater sensitivity to macroeconomic variations. ; Este artigo visa modelar a política de condução da taxa de juros pelo Comitê de Política Monetária do Banco Central do Brasil (COPOM), seguindo metodologicamente o arcabouço estatístico desenvolvido por Engle & Russel (1998) e utilizado por Hamilton & Jordà (2002) no estudo das decisões do Federal Reserve nos Estados Unidos. Os resultados obtidos, observando-se o período de janeiro de 2002 a julho de 2010 com frequência semanal, sugerem que o COPOM seja influenciado pelos gastos governamentais e que este possua um comportamento forward-looking, atendo-se às expectativas do Produto Interno Bruto (PIB) e da inflação oficial do país. Além desta evidência relevante na discussão sobre o equilíbrio entre políticas fiscal e monetária no Brasil, a autoridade monetária brasileira teoricamente possui um comportamento alinhado ao observado na prática, porém apresentando uma maior sensibilidade às variações macroeconômicas, reagindo mais frequentemente e em menor intensidade.
In Portugal, as in most other European Union (EU) countries, the challenge of Economic and Monetary Union (EMU) has worked as a mechanism for economic stabilisation. However, the political consensus on the participation in EMU did not develop with respect to the need for implementing structural reforms and abolishing many of the policy distortions affecting the economy and to other goals of European integration, such as environmental quality, consumer protection or internal social cohesion, all of them pre-conditions for long-term development. Moreover, the objectives of EMU price stability and sound public finances were also not internalised in that consensus, although they were behind some crucial policy decisions, such as to join the EMS in 1992. During the entire macroeconomic convergence phase European monetary reform was regarded as an unavoidable external constraint that went together with an exogenous political objective. It was only due to the political consensus on not being left out of the EU core that the necessary consensus could be maintained to pursue a policy compatible with the objective of EMU participation throughout the heights of the European recession in Portugal (1993/94), the electoral year of 1995 and the two first years of a new legislature (1996/97) with a minority Government of a different political colour. O objetivo deste trabalho é analisar se a emissão de Certi cados Financeiros do Tesouro – Série E (CFT-Es) gera retornos anormais em um portfólio composto unicamente por ações de setor de ensino superior, veri cando se o mercado educacional brasileiro é e ciente em sua forma semiforte. O propósito principal do CFT-E é o repasse de verbas para instituições, visando ao nanciamento de estudantes matriculados em curso superior privado. Essas emissões produziram efeitos no mercado nanceiro, pois, após seu início, ocorreu o primeiro initial public o ering (IPO) de uma universidade brasileira. Destaca-se também, que, segundo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira/Ministério da Educação (Inep/MEC), o Brasil tem o maior mercado de educação superior da América Latina. Diversos estudos foram feitos objetivando analisar a relação entre política monetária e mercado nanceiro, mas este não se repete no âmbito da política scal. Adicionalmente, o estudo é oportuno, considerando-se o ápice da discussão da necessidade de se conter as despesas do governo, porém, simultaneamente, de aquecer a economia brasileira. A principal contribuição é de que o mercado de ensino superior mostrou inclinação para a hipótese de e ciência, considerando-se que, na primeira análise, H0 não foi rejeitada para 82% das janelas de eventos, e, na segunda, H0 não foi rejeitada para nenhuma das janelas de eventos, não havendo evidências de ganhos anormais decorrentes da liberação de recursos para o Fundo de Financiamento Estudantil (Fies). Utilizou-se a metodologia de estudo de eventos com o propósito de testar as hipóteses dos retornos anormais obtidos diante das emissões de CFT-E via liberação de portarias. Foi elaborada uma carteira composta por ações de ensino superior, ponderada pelo valor a receber trimestral do Fies para cada instituição de 2009 a 2017. Os resultados indicam que ações de instituições bene ciadas pelo Fies tendem a reagir e cientemente ante as emissões dos CFT-E autorizadas pelo Tesouro Nacional. ; This article aims to analyze if the issuance of Series E Treasury Bonds (CFT-Es) generates abnormal returns in a higher education stock portfolio and verify if the Brazilian higher education market is efficient in its semi-strong form. The main purpose of CFT-Es is to transfer funds to institutions with the aim of providing finance to students enrolled in private universities. These issuances have effects on the capital market, considering that after the program began, the first initial public offering (IPO) of a Brazilian university occurred. Moreover, according to the National Institute for Educational Studies and Research Anísio Teixeira/Ministry of Education and Culture (Inep/MEC), Brazil has the largest market for higher education in Latin America. Several studies have been conducted to analyze the relationship between monetary policy and financial markets, but this has not occurred within the scope of fiscal policy. Such research is appropriate, considering the discussion on the need to contain government spending, but at the same time stimulate the Brazilian economy. The main contribution of the study is it indicates that the higher education market has tended towards the efficiency hypothesis, considering that in the first analysis, H0 was not rejected for 82% of the windows of events, and in the second analysis, H0 was not rejected for any of the windows of events, with there being no evidence of abnormal gains due to funds being released for the Student Finance Fund (Fies). The event study methodology was used to test the hypotheses of abnormal returns obtained due to CFT-Es being issued through the release of ordinances. A portfolio composed of higher education stocks was elaborated, weighted by the quarterly amount receivable from Fies for each institution, and covering 2009 to 2017. The results show that the stocks of institutions benefiting from Fies tend to react efficiently to CFT-E issuances authorized by the National Treasury.
É surpreendente a resistência da economia brasileira à crise internacional nos primeiros meses de 2009. A queda da produção e dos investimentos foi intensa, mas não houve crise cambial, nem crise fiscal ou abalos no sistema financeiro. O governo conseguiu adotar medidas anticíclicas, com corte de impostos e redução dos juros, favorecido pela arrecadação fiscal elevada e pelo fortalecimento dos bancos, depois de anos de juros elevados, além de dispor dos bancos públicos e dos fundos públicos, instrumentos poderosos herdados do passado. No lado externo, a entrada de capitais é estimulada pela ampla liquidez gerada pelas políticas de expansão monetária dos Estados Unidos, enquanto as exportações refletem a sustentação da demanda chinesa, com forte aumento da participação de produtos primários e redução das vendas de produtos industrializados. A capacidade de reagir à crise é um grande teste para o modelo brasileiro de abertura e liberalização, da mesma forma que as dificuldades para sustentar as exportações de industrializados e para a recuperação dos investimentos e da atividade produtiva são também desafios consideráveis. ; Reviewing the first months of 2009, it's surprising to see the Brazilian economy resistance over the international crisis. The decline on production and investment were intense, however, there has not been neither a foreign exchange crisis nor fiscal and financial system breakthrough. The government could apply anti-cyclic policies, as tax cuts and interest reduction, helped by the actual large extend of tax collection and banks strength, after years of high interest rates, besides using the public banks and the public funds, valuable legacy instruments. Regarding the external side, the capital inflow is stimulated by the wider liquidity generate by the US recent monetary expansion policy, while the exports are due to China demand maintenance, with significant increase in basic commodities and decrease of manufactured products. The capacity of reacting to the crises is a great test for the Brazilian model of economic opening, in the same way that the difficulties to sustain the industrialized good exports and recovery of investment rates in the manufacturing activities are considerable challenges.
