Elektronik Para ve Makro Ekonomik Etkileri başlıklı bu çalışmada amaçlanan Nakit para kullanılmayan bir toplum olabilir mi? sorusunun cevabını aramak ve böyle bir sistemin olası sonuçlarını ortaya koymaktır. Teknolojideki gelişmeler hızla ilerlemektedir ve dolayısıyla bireylerin tercihleri ve beklentileri de farklılaşmaktadır. Teknolojideki, beklentiler ve tercihlerdeki değişimler, finansal kurumların kendilerini bu gelişmeler ve beklentiler doğrultusunda yapılandırmasını gerektirmektedir. Araştırmalar, internetin diğer teknolojik ürünlere kıyasla çok kısa bir sürede ve çok hızlı bir şekilde yaygınlaştığını ortaya koymaktadır. İnternet aracılığıyla ticaretin şekli değişmekte ve şirketler elektronik ticaret aracılığıyla önemli bir rekabet avantajı sağlamaktadırlar. Şirketler elektronik ticareti pazara yeni ürünler ve hizmetler sunmalarını, yeni coğrafi pazarlara ulaşmalarını ve yeni endüstrilere girmelerini sağladığı için tercih etmektedirler. İnternet, kurumlarıyla, yasalarıyla, araçlarıyla kendi dünyasını yaratmakta. Gerçek dünyada olduğu gibi sanal dünyada da en önemli unsurlardan bir tanesi para. Elektronik para konusunda, Avrupa ve ABD'de özel şirketler ve kamu kuruluşları tarafından uzun bir süredir araştırmalar yapılmakta. Yakın dönemde ise bu konudaki hukuki ve finansal düzenlemelere hız kazandırılmış durumdadır. Ulusal sınırların ortadan kalktığı bir dünyada, hiç bir ülkenin bu gelişmeleri göz ardı etmesi mümkün değildir. Türkiye Avrupa Birliğine "eAvrupa+" kapsamında 2003 yılının sonuna kadar e-devlet olacağına dair taahhütlerde bulunmuştur. Yukarıda da bahsettiğim gibi teknolojik gelişmeler, internetin yaygın bir şekilde kullanımı ve genişleyen elektronik ticaret hacmi yeni ödeme sistemleri ihtiyacını ortaya çıkarmıştır. Çalışmamda bu ihtiyaçlar neticesinde ortaya çıkan elektronik paranın yaratabileceği makro ekonomik sorunları incelemeye çalıştım. Bu incelemeyi yaparken paranın tanımına ve miktar teorisine yer verdim. Daha sonra nakit kullanan toplumla, nakitsiz toplum arasında bir basamak olarak da nitelendirebileceğimiz kredi kartlarının para talebi ve paranın dolanım hızı üzerindeki etkilerine yer verdim. Ayrıca parayı, nakit para, plastik para ve elektronik para olarak üç sürece ayırdım. Bu şekilde paranın gelişimine tarihsel bir süreç içerisinde bakarak geleceğe yönelik varsayımlarda bulunmaya çalıştım. Elektronik para, para tanımlarının kapsamını genişletecek, Merkez Bankalarının ekonomideki konumlarını farklılaştıracak, ekonomileri finansal krizlere daha duyarlı hale getirecektir. Bu bağlamda elektronik para konusunda yasal düzenlemelere, teknolojik altyapının geliştirilmesine ve ekonomik birimlerin düzenlenmesine yönelik çalışmalara hız verilmelidir. ; The aim of this study titled Electronic Money and its Macroeconomic Impacts is to search for the answer to the question? Technological developments are taking place with great speed, causing individual preferences and expectations necessitate a reconstruction of financial institutaions in the light of those changes. Studies reveal that the Internet, compared to other technological products, has spread widely in a very short time. Through the Internet, trade is also changing and companies are gaining a significant advantage through e-trade. E-trade is preffered by companies because it enables them to offer the market new products and services, to reach new geographic markets, and to gain access to new industries. The internet is creating a world of its own through its institutions, laws, and tools. Just as in the real world, one of the most important elements in this virtual world is money. Studies on e-money are being carried out by private companies and public institutions in Europe and the United States since long. Recently, the legal and financial regulations concerning this have been accelelerated. In a world where national boundaries are disappearing, no country can afford not to take these developments into consideration. Turkey has made commitments to the European Union as to become an e-state within "e-Europe+" by the end of 2003. As I mentioned above, as a result of technological developments, widespread use of internet and the increasing size of electronic trade, a great need of new payment systems has been occured. In this thesis, I have tried to analyse the macroeconomic consequences of electronic money. In this study, I have presented a definition of money and the quantity theory. Then, I have discussed the influences of credit cards which can be qualified as the transitional tool between cash user and non-cash user societies on the demand for and the circulation rate of money. Also, I have analyzed these consequences by classifying money to three parts as cash money, plastic money and electronic money. I have tried to make assumptions by looking the process of the historical development of money. The descriptions of money will be expanded, the positions of Central Banks will be different from their present positions and the tendencies of the economies towards to the financial crisis will be increased.To be ready to these probable conditions, countries have to speed up the arrangements of the legal and financial institutions.

This study examines the evolutionary route of money and discusses its transformation with increasing digitalization. Although economic thought has focused on different topics and employed different analyses throughout history, concepts such as value and justice have always been part of the discussion. Approaches regarding the functions of money have also changed with digitalization and new possibilities have emerged regarding its impact on social structure. As central banks are also joining this journey, which started with bitcoin using blockchain technology, it is of great importance that the practices to be implemented eliminate concerns raised in the past and are functional in terms of equality and justice. This paper discusses the current framework, along with important themes in economic history and the development of decentralized technologies that aim to alter functions of money. The opportunities and potential risks are identified and possible scenarios for the future are discussed in conclusion.

Ülkemizde kronik bir yapıya bürünen ekonomik krizlerin temelinde, iç ve dış kaynaklı bir çok sorunun yattığı bilinmektedir. Ancak, dış ticarette yaşanan olumsuzluklar, bu sorunların en önceliklilerindendir. Küresel pazarlarda bilgi ve teknoloji yoğun, katma değeri yüksek, dış talebi olan ihraç ürünleriyle rekabet gücü elde etmiş ülkelerde, ihracat ithalatın belirleyicisi konumundadır. Aynı zamanda dış pazarlarda rekabet gücü yüksek olan bu ülkelerde, güçlü para politikasına rağmen ihracat artırılabilmekte, ithalat maliyetleri minimize edilebilmektedir. Dolayısıyla bu ülkelerde dış ticaret açığı ve buna bağlı cari işlem dengesizliklerinin önüne geçilmektedir. Ancak ülkemizde dış pazarlarda rekabet gücüne sahip olmayan ihraç ürünleri, kriz dönemlerinde yüksek oranlı devalüasyonlarla desteklenirken, bunun tersine ihracatın alt yapısını oluşturan ithalat pahalılaşmaktadır. Yükselen girdi maliyetleri ve sıcak para girişleri TL'nin yeniden değerlenmesine, ihracat ve ithalat dengelerinin tekrar tersine dönmesine ve yeni bir devalüayon baskısına neden olmaktadır. Bu durumun ithalat fonksiyonu bağlamında ele alındığı bu çalışmada yukarıda ifade edilen kısır döngünün 2001 krizi sonrasında da devam ettiği ileri sürülmektedir. ; It has been known that many internal and external question laids behind the basis * of the economic crises transformed into the chronic character in our country. Nevertheless, the negavitivies in foreign trade are their most important ones. The export determines the import in any countries that gainde the the power of competetiveness by means of export goods with foreign demand and knowledge and technology intensive in global markets. At the same time, in these countries, whose power of competetiveness is rather high in external markets, the exportation can be increased in spite of the strong money policy, as well as her import costs are minimum. Impliedly, in such a kind of countries foreign trade and the imbalances of ongoing operations can be prevented. But in our country in crisis seasons while the export goods which do not have the power of competetiveness have bee*n supported with high devaluation, paradoxically, the import becomes much more expensive. Depending on this, rising income costs and hot money (liquidity) causes the revalution of Turkish lira and imbalances in export-import and thp pressure of the devaluation. In this study which has been focused on the import functions, it is claimed that this vicious circle keeps up onwards of the 2001 economic crise.

Sharenting, which means sharing the photos of children on social media by their parents, has started to be considered as an important and sensitive issue in the field of mental health in recent years. Photographs of children are often shared on social media, even before the child is born. Why mothers share photos of their children on social media and possible outcomes of sharenting is a matter of curiosity. There are various reasons that motivates parents to share photos of their children in social media. In this review study, besides the reasons that are frequently prominent in the literature, self-presentation theory and self-categorization theory, which is the theoretical side of the sharenting, sharenting from the in the perspective of children, legal process, and reasons for sharenting such as social/emotional and psychological support needs, seeing sharenting as a profession or earning money, digital arrogance and narcissistic traits, expressing emotions and thoughts also examined. Dark side of sharenting and suggestion to parents also discussed.

Bitcoin, which emerged as an alternative to payment instruments in 2009, has grown rapidly in 10 years and has built a new ecosystem. Thanks to the disappearance of intermediaries with this new method, huge financial movements have become quite cheap and easy. However, the economic and social threats that emerged later did not like the monetary authorities and goverments, and this ecosystem was quickly subject to regulation. Taxes were the most difficult part of these regulations. Because it is very difficult to determine which category of crypto currencies and how will be taxed. Different worldviews have emerged in this regard and countries have chosen to adopt different practices from each other. This paved the way for other problems. Even though many countries have reached a decision Turkey that featured one of the country as the number of users still has not taken a concrete step. Although the studies on crypto money have started to increase in recent years, the taxation of crypto money has not been emphasized sufficiently and the studies addressing this issue have not been far from being very narrow. The main purpose of this thesis, which contains the first detailed and comprehensive information on the subject, is to provide a guiding resource for the studies to be done on this subject. For this purpose, in the first part, the development process of crypto currencies will be examined and the economic aspects of the issue will be discussed. In the second part, we will talk about the tax problems of the crypto currencies and the steps taken by the countries. In the last part of the thesis will discuss how taxation could be the appropriate way to Turkey. In the conclusion part, all findings will be evaluated together. ; 2009 yılında ödeme araçlarına alternatif olarak ortaya çıkan Bitcoin, 10 yıl içerisinde hızla büyüyerek yeni bir ekosistemi inşa etmiştir. Bu yeni yöntemle aracıların ortadan kalkması sayesinde çok büyük finansal hareketler oldukça ucuz ve kolay hale gelmiştir. Fakat sonrasında ortaya çıkan birtakım iktisadi ve sosyal tehditler para otoritelerinin ve devletlerin pek de hoşuna gitmediğinden bu ekosistem hızlı bir şekilde düzenlemelere maruz kalmıştır. Bu düzenlemelerde en çok zorluk yaratan kısım vergiler olmuştur. Çünkü kripto paraların hangi kategoriye gireceğini ve nasıl vergilendirileceğini belirlemek oldukça güçtür. Bu konuda birbirinden farklı dünya görüşleri ortaya çıkmış ve ülkeler birbirlerinden farklı uygulamaları benimsemeyi seçmişlerdir. Bu da beraberinde başka sorunlara zemin hazırlamıştır. Gene de pek çok ülke bir karara varmış olsa da kullanıcı sayısı itibariyle öne çıkan ülkelerden birisi olan Türkiye'de ise düzenlemeler için hala somut bir adım atılmamıştır. Son yıllarda kripto paralar konusunda çalışmalar artmaya başlasa bile kripto paraların vergilendirilmesi konusu üzerinde yeterince durulmamış, bu konuyu ele alan çalışmalar ise oldukça dar kapsamlı olmaktan öteye geçememiştir. Konuyla ilgili ilk detaylı ve kapsamlı bilgilerin yer aldığı bu tezin temel amacı bu konuda yapılacak çalışmalar için yol gösterici bir kaynak oluşturmaktır. Bu maksatla birinci bölümde kripto paraların gelişim süreci incelenecek ve konunun iktisadi yönleri de ele alınacaktır. İkinci bölümde, kripto paraların ne tür vergi sorunlarını ortaya çıkardığından bahsedilecek ve ülkelerin attığı adımlar incelenecektir. Tezin son bölümünde ise Türkiye için uygun vergileme yönteminin nasıl olabileceği tartışılacaktır. Sonuç kısmında da tüm bulgular birlikte değerlendirilecektir.

1990'lu yıllarda 32 sayılı karar etkisinde, döviz kurları cari işlemler hesabındaki hareketlerden koparak, sermaye hareketlerinin etkisine girdi. Spekülatif sermaye girişleri, ekonomideki döviz arzını arttırarak Türk Lirasının yabancı paralar karşısında değer kazanmasına ve sonuçta ülkenin dış ticaret açıklarının giderek büyümesine neden oldu. Diğer yandan, kamu kesiminin artan dengesizliği iç borçlanma ile aşılmaya çalışıldı. Fakat yurtiçi tasarrufların yetersizliği ve yurtdışı maliyetlerin daha cazip olması nedeniyle dış borçlanmada da artış oldu. Türkiye, 2000'li yıllara bozuk bir kamu maliyesi, artan iç ve dış borçlar, dış dengesizlikler ve enflasyon ile girerken, IMF destekli, kur çapasına dayanan bir istikrar programını uygulamaya koydu. Fakat programın öngördüğü enflasyon tutturulamayınca Türk Lirası aşırı değerlenerek cari işlem açığı, GSHM'nin %4.8'ine ulaştı. Bu düzeyde bir cari açığın sabit kurda sürdürülemez olduğunu gören finansal yatırımcılar ülkeyi terk etmeye başladılar. Sıcak para kaçışları ile birlikte ülke Kasım 2000 ve Şubat 2001'de finansal krize girdi. Sonuçta, 22 Şubat 2001'de Türk Lirası dalgalanmaya bırakıldı. Çalışmada, 1995 Tekila, 1997 Güneydoğu Asya ve 2000 Arjantin Krizleri de irdelenmiştir. Tüm finansal krizlerin ortak yapısı, bu ülkelerin, sıcak paraya, düşük kur artış oranı - yüksek faiz politikasıyla sürdürülemeyecek düzeyde yüksek arbitraj kârı sunmaya çalışmalarıdır. Sonuçta aşırı değerlenen ulusal para yüzünden cari açıkları yükselen ülkelerden kaçmaya başlayan spekülatif sermaye, ülkelerin krize girmelerine yol açmakta ve dahası krizlerin ülkelerarası yayılmasına neden olmaktadır. Sermaye hareketlerinin istikrarsızlık yaratıcı etkisini bile bile IMF, hâlâ ülkeleri finansal serbestleşmeye teşvik etmektedir. Speculative capital inflows increased the foreign currency supply in Turkey and caused the value of TL to revalue. At the end, the foreign trade deficit started to increase. In addition, the public sector's borrowing requirement was financed through the domestic debt. The shortage of domestic sources and cheaper external sources caused the foreign debt to soar. Printing the money for public finance was the main cause of the high inflation rates.Turkey entered 2000s with a worsened public finance, increased foreign and domestic debt, external imbalances and high inflation rates. Turkey implemented a stabilization program with an exchange anchor. The targeted inflation rates were not achieved and TL started to revaluate. At the end of 2000, current account deficit reached at 4.8 percent of GNP, which was impressively high figure. The financial investors started to transfer their money abroad since they noticed that such an account deficit could not be managed with the fixed exchange rate. The outflow of the sources was the main reason of November 2000 and February 2001 crises. At the end, Turkey allowed Lira to float freely at February 22, 2001.In the study, the Tequila crisis of Mexico in 1995, Southeast Asian crisis of 1997 and Argentinean crisis of 2000 were examined. The common structure of these crises is the revaluation of the domestic currencies due to the foreign currency inflows, which entered to the country as a result of financial liberalization policies. As a result, the countries cannot continue with the increased current account deficits. The foreign capital, which notices this negative outcome, starts to leave the country to cause the financial crisis. IMF still advices the countries for more financial liberalization. In the study, IMF was criticized for the wrong policies.

Alternative dispute resolution and mediation has been on the agenda of the law and judiciary for the last twenty years in our country, and for sixty years in the world. It is expressed in the doctrine that the case procedure, which is the classical judicial system, is no longer the only way for dispute resolution in the globalizing world. According to dominant trend, problems such as the long duration of the lawsuits in the courts, the cost of the trial costs, the cumbersome way of the lawsuit are the problems that need to be solved radically. While the current problems are correct, the way they are handled and the prescriptions for them are quite parallel to the dynamics of the neoliberal transformation. In this direction, as a public service, dispute resolution is increasingly privatized and transferred to the markets. Judgement is now transforming into a commodity like most relations and objects in the capitalist mode of production. The achievement of justice for those who have money is getting easier through alternative dispute resolution and mediation. ; Alternatif uyuşmazlık çözümü ve arabuluculuk ülkemiz özelinde yaklaşık son yirmi, dünyada ise altmış yıldır hukuk ve yargı gündemini meşgul etmektedir. Klasik yargılama sistemi olan dava usulünün artık küreselleşen dünyada uyuşmazlık çözümü için tek yol olmadığı doktrinde dile getirilmektedir. Hakim eğilime göre mahkemelerde davaların çok uzun sürmesi, yargılama masraflarının pahalılığı, dava yolunun hantallığı gibi sorunlar kökten halledilmesi gereken problemlerdir. Mevcut sorunlar doğru olmakla birlikte, bunların ele alınış biçimi ve bunlara getirilen reçeteler, neoliberal dönüşümün dinamikleriyle oldukça paralel yürümektedir. Bu doğrultuda bir kamu hizmeti olarak uyuşmazlık çözümü gittikçe özelleşmekte ve piyasalara devredilmektedir. Yargılama da artık kapitalist üretim tarzındaki çoğu ilişki ve nesne gibi bir metaya dönüşmektedir. Parası olanın adalete kavuşabilmesi, alternatif uyuşmazlık çözümü ve arabuluculuk vesilesiyle daha da kolaylaşmaktadır.
