This article outlines the social approach of meeting the challenges of energy policy in Poland in the context of potential shale gas extraction, focused on social perception and environmental protection policy. While Poland holds promising shale gas resources, the state of current technology indicates that shale gas exploitation is not imminent. However, shale deposits are still considered a potential future resource that could play a central role in diversifying energy sources, developing the economy, and potentially increasing the country's energy security. This paper presents energy opportunities of Poland, a review of Polish society opinion about energy and environment security. This study shows that Polish society sees a connection between energy, environment and policy problems, as well as potential benefits in the context of shale gas, based on research results of various institutions, including the European Commission. The author draws attention to tasks before the economic exploitation of shale gas in order to optimizing socio-economic benefits, and short- and long-term impacts. Since we are a common Europe, a common space for people, we can create an energy policy. It is the way the topic of energy diversification opportunities in Poland and the building of consistent energy and environmental protection policy is still an important issue to discuss in humanistic and economic fields. ; W niniejszym artykule nakreślono społeczne podejście do wyzwań polityki energetycznej w Polsce w kontekście potencjalnego wydobycia gazu łupkowego, ze szczególnym uwzględnieniem percepcji społecznej i polityki ochrony środowiska. Chociaż Polska posiada obiecujące zasoby gazu łupkowego, stan obecnej technologii wskazuje, że eksploatacja tego surowca nie jest bliska. Jednak złoża łupków są nadal uważane za potencjalny przyszły zasób, który mógłby odegrać kluczową rolę w dywersyfikacji źródeł energii i rozwoju gospodarczym oraz potencjalnym zwiększeniu bezpieczeństwa energetycznego kraju. W artykule przedstawiono możliwości energetyczne Polski, przegląd opinii polskiego społeczeństwa na temat bezpieczeństwa energetycznego i ochrony środowiskowego. Z badania różnych instytucji, w tym Komisji Europejskiej wynika, że społeczeństwo polskie widzi związek między problemami energetycznymi, środowiskowymi i politycznymi, a także potencjalnymi korzyściami w kontekście gazu łupkowego. Autorka zwraca uwagę na zadania stojące przed ekonomiczną eksploatacją gazu łupkowego w celu optymalizacji korzyści społeczno-ekonomicznych oraz oddziaływań krótko i długoterminowych. Jako że jesteśmy wspólną Europą, wspólną przestrzenią dla ludzi, możemy wspólnie kształtować politykę energetyczną i środowiskową. Stąd podjęty w `niniejszym artykule temat pozostaje ważną kwestią do dyskusji.

The article covers the legal and tax aspects of the implementation of general anti-avoidance clause in Polish tax law, including the historical outline of the clause, its essence, and the usefulness of achieving the legislator's intended effects. The article deals with the disadvantages and advantages of the clause, its compliance with constitutional regulations, as well as the institution of GAAR protective tax opinions and the position of the Council on counteracting tax evasion. ; Artykuł omawia prawne i podatkowe aspekty wdrożenia do polskiego prawa podatkowego klauzuli o przeciwdziałaniu unikania opodatkowania, rys historyczny klauzuli, jej istotę oraz przydatność dla osiągnięcia zamierzonych przez ustawodawcę efektów. The article attempts to indicate the operational principles of local government units in connection with a public task related to housing resources. The assumption of the analysis was to narrow down the issues to only two aspects: legal and financial. First, issues related to the legal grounds of the so-called housing management at the local government level were discussed, and then, the methods of financing tasks in this field by local government units. It should be emphasized that, despite an attempt to refer to local government units operating at various levels, a special place for the discussion was given to the municipality, for which the legislator has reserved the greatest number of housing management tasks. In connection with the functioning of this local government level, the principles of financing the housing management were discussed, taking into account organizational and legal forms and their relationship with municipal budget funds as well as the possibilities of obtaining extra-budgetary funds. ; W artykule podjęto próbę wskazania zasad funkcjonowania jednostek samorządu terytorialnego w powiązaniu z zadaniem publicznym związanym z zasobami mieszkaniowymi. Założeniem analizy było zawężenie problematyki wyłącznie do dwóch aspektów: prawnego i finansowego. W pierwszej kolejności omówiono kwestie związane z podstawami prawnymi tzw. gospodarki mieszkaniowej na szczeblu samorządowym, w drugiej zaś sposoby finansowania zadań z tego zakresu przez jednostki samorządu terytorialnego. Na podkreślenie zasługuje fakt, że mimo podjęcia próby odniesienia się do jednostek samorządowych działających na poszczególnych szczeblach szczególne miejsce na rozważania przypadło gminie, na rzecz której ustawodawca zastrzegł najwięcej zadań z zakresu gospodarki mieszkaniowej. W powiązaniu z funkcjonowaniem tego szczebla samorządowego omówiono zasady dotyczące finansowania gospodarki mieszkaniowej przy uwzględnieniu form organizacyjnoprawnych oraz ich powiązania z gminnymi środkami budżetowymi, a także możliwościami pozyskania środków pozabudżetowych.

Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Unia Europejska jako specyficzna organizacja międzynarodowa dysponuje szczególnie szerokim zakresem kompetencji zaś stanowione w jej ramach akty wiążące wywołują skutki prawne nie tylko względem państw członkowskich, lecz również wobec ich obywateli. Rozumiana w ten sposób "działalność władcza" UE ma zatem szeroki wymiar. Niniejsze opracowanie koncentruje się wokół zagadnień związanych z charakterem legitymizacji władzy UE w świetle aspektów proceduralno- instytucjonalnych. Kto, w wymiarze instytucjonalnym, piastuje władzę na szczeblu unijnym, jakie relacje zachodzą między "nosicielami" unijnej władzy i czy konstrukcja procesów decyzyjnych w UE wraz z zakresem partycypacji poszczególnych instytucji w tej materii może być postrzegana jako czynnik legitymizujący Unię "w kierunku" demokracji? Understood in this manner, the 'sovereign activity' of the EU has an extensive scope. This study is focused on issues related to the naturę of the legitimization of the EU's authority as concems its procedural and institutional aspects. The issues of who institutionally wields power at EU level and what relations occur between the ' camera' of EU authority, as well as whether the decision-making processes and the scope of individual institutions in this matter might be perceived as factors legitimizing the European Union's democratic character, are discussed from the point of view of the institutional and procedural aspects of decision-making at EU level. Key issues pertaining to the topics of EU authority, institutional actors and decision-making processes within the European Union are indicated.

Research objective: The aim of the paper is to identify the economic, political, and social problems surrounding the issue of the British–EU border, taking as theoretical background the concepts and measures of International economics. The research problem and method: The research problem undertaken is the problem of borders within the context of disintegration. The research methods used were the analytical-descriptive method, comparative method, and case study. The process of argumentation: Currently, in the European Union we observe two parallel processes; on one hand the process of enlargement by accepting new members, on the other the process of its disintegration, which is exemplified in the United Kingdom exit. Although in the light of current political turmoil it cannot be ruled out that another EU member will leave the EU, e.g. Italy, long-term integration tendencies seem to be more permanent than disintegrative ones. Research results: With regard to the causes and causative forces of both these opposing processes, one may risk the assertion that while the underlying economic processes are based more on economic reasons, in the case of disintegration the political motives prevail. Both historical disintegration experiments as well as those concerning Brexit, which the political motives (referendum) decided unambiguously, lead to such conclusions. Conclusions, innovations, and recommendations: The border issue requires an interdisciplinary approach, which in the economic aspect is placed within the framework of international economics, particularly the theory of integration and trade policy. It also requires analysis in the light of regional policy, especially if cross-border economic cooperation is analyzed. ; CEL NAUKOWY: Celem artykułu jest identyfikacja ekonomicznych, politycznych oraz społecznych problemów związanych z granicą brytyjsko‑unijną, ze szczególnym uwzględnieniem granicy wewnątrzirlandzkiej. Celem artykułu jest prezentacja, w wymiarze historycznym, ewolucji systemu awansów naukowych w Polsce, ze szczególnym uwzględnieniem rozwiązań z okresu po rozpoczęciu transformacji ustrojowej. Autor opracowania wykorzystuje elementy analizy i aparatu pojęciowego typowego dla ekonomii instytucjonalnej, zarówno w jej wariancie określanym czasem mianem starej ekonomii instytucjonalnej, jak i tak zwanej nowej ekonomii instytucjonalnej. Analiza zmian systemu awansów naukowych w Polsce w okresie od odzyskania niepodległości w 1918, a zwłaszcza w okresie po II wojnie światowej, wskazuje na wyraźnie ewolucyjny, a nie rewolucyjny charakter zmian, z występowaniem wyraźnego tzw. uzależnienia od ścieżki rozwoju oraz istotną rolą, obok instytucji formalnych związanych ze zmianami legislacyjnymi, instytucji nieformalnych z obszaru tradycji, zwyczaju czy dyskusji o reakcji na bodźce. ; The aim of the paper is to present, from a historical perspective, the evolution of the system of academic advancement in Poland, with particular emphasis on solutions from the period following the start of the political transformation. The author uses elements of the analysis and conceptual apparatus typical for institutional economics, both in the variant sometimes referred to as the old institutional economics, and in the so-called new institutional economics. The analysis of changes in the system of academic advancement in Poland in the period after independence was regained in 1918, and especially in the period after World War II, shows that the changes were clearly evolutionary, rather than revolutionary. This occurred with clear path dependence and the important role, next to formal institutions related to legislative changes, of informal institutions in the area of tradition, custom and discussion about the response to incentives.

The Gagauz people are an interesting example of a modern micro-nation. They came into being on the Balkan Peninsula. Yet their ethnogenesis is a mystery since direct written sources are missing. There are many theories about their origin. The Gagauz are most frequently perceived as a people of the Turkic origin. Bulgarian scholars view them as Turkified Bulgarians. In the very Bulgaria there remained only very few Gagauzians. This state of affairs is caused by the fact that the majority of Gagauzians emigrated and the remaining ones underwent assimilation. Nowadays they mainly inhabit Bessarabia (in southern Moldova or the western part of the Odessa district in Ukraine). In Moldova their autonomy is recognized by the state. The Gagauzian identity looks different in those three countries. In Bulgaria Gagauzians still have a double identity. They feel both Gagauzians and Bulgarians. In Moldova and Ukraine, in turn, they consider themselves as a separate nation. As far as the Gagauzian faith is concerned, they are everywhere mainly connected with the Orthodox faith. In regard to the Gagauzian-Bulgarian antagonisms one can state that these are the echo of times gone by. These days cooperation and neighborly relations prevail. In their attitudes to Russia, Bessarabian Gagauzians are predominantly Russophiles. Nostalgia for communism and the USSR is widespread. This article concentrates on the basic problems respecting the "economic sovereignty" and "economic self-determination", and especially on the right to choose he economic system of a state, the permanent sovereignty over natural wealth and resources, the right to free disposal of natural wealth and resources and the problems of economic coercion. In the opinion of the present writer a delimitation should be drawn between he rights of states on the one hand, and the corresponding rights of peoples on he other. Such a delimitation must be based on the assumption that in international aw the concept of sovereignty is connected exclusively with the states, and the concept of self-determination exclusively with the peoples. According to that the right to choose the economic system and the permanent sovereignty over natural wealth and resources are fundamental rights of states flowing from their sovereignty The corresponding rights of peoples flowing from their right to selfdetermination, i.e. the right of every people to choose the economic system of its state and the right to free disposal of its natural wealth and resources,, are only complementary to those fundamental rights of states; they are strengthening the prohibition of foreign intervention which is inherent in sovereign equality of states. Ii is, however, possible that the exercise of "economic sovereignty" may contradict the right of a people to "economic self-determination, especially when the economic system does not conform to the wishes of a people or when a people is being deprived of its own means of subsistence. In such a case the question of foreign intervention arises in a different context. It can be taken for granted that the people's right to self-determination excludes the admissibility of foreign intervention by invitation of the government. On the other hand, it is certain that international law does not authorize any intervention in favour of the people's right to self-determination. The last section of the article is concerned with the problems of economic coercion. Diplomatic relations as a form of interstate communication is a matter of exceptional importance for both the foreign policy strategy and the ability to successfully implement transnational cooperation postulate. However, the historical approach to the following matter itself seems relevant for proper understanding of the Polish roads to regain its independence, it appears to be far more complicated issue that requires a multifaceted analysis. The closer look at the essence of diplomatic relations, by that means, enables to come up with postulates that determine the modern art of political communication. Therefore, the purpose of this paper is to present diversity upon the diplomatic relations and their impact on international integration in the light of the reborn Polish state. ; Stosunki dyplomatyczne jako forma komunikacji międzypaństwowej, będąc w przyjętym rozumieniu kwalifikowaną (oficjalną) postacią prowadzonej polityki zagranicznej, stanowi materię o szczególnej doniosłości w perspektywie realizacji postulatu efektywnej współpracy ponadnarodowej. Historyczne ujęcie problematyki, wszak niewątpliwie istotne dla zrozumienia drogi prowadzącej do odzyskania przez Polskę niepodległości, stanowi niezwykle złożoną materię, wymagającą przeprowadzenia wieloaspektowej analizy. Zdaje się to niemniej ważne także w zamiarze opracowania postulatów determinujących całokształt współczesnej sztuki dyplomacji. RESEARCH OBJECTIVE: Analysis of the theoretical aspects of the principle of positive discrimination, constitutional conditions of its application in relation to national minorities in Poland.THE RESEARCH PROBLEMS AND METHODS: Many sciences are interested in the issue. The principle fits into the conception of democracy described as values, procedures, and in the substantial sense. In Poland positive discrimination is a principle established in the Constitution. There are many areas where national minorities are at a disadvantage, which requires preferential measures. The analysis uses linguistic, teleological, systemic and legal-systemic analysis methodsTHE PROCESS OF ARGUMENTATION: After terminological considerations on the nature and substance of the principle, the analysis of its specificity as a tool for balancing disadvantages of minority groups, and its place in the implementation of democratic principles, the author examines the legal conditions for the implementation of this principle. The subject of interest is the provisions of the 1997 Constitution of the Republic of Poland, of the National and Ethnic Minorities and Regional Language Act, and also those included in the Electoral Code, designed to facilitate participation of members of national minorities in political rivalry.RESEARCH RESULTS: In Poland for 20 years positive discrimination exists as a principle articulated in the Basic Law. Although the percentage of minorities in Poland is hardly perceptible, the situation of members of these groups requires some support. It is particularly important to compensate for disparities in political participation. Implementing of the rule does not seem to be a problem.CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Although in the Constitution the principle of positive discrimination has existed for 20 years, national minorities can enjoy preferential treatment for about a decade. This is an extremely necessary tool for the consolidation of democracy. In Poland, it still functions only in its institutional form, subject to legal regulations. This is related to the level of development of democracy and the building of civil society. Awareness-raising actions are needed, so as to slowly introduce activities that are encouraging not only the minorities themselves to work to improve their position, but also to direct the organizations to ethical standards in the field. ; CEL NAUKOWY: Zbadanie teoretycznych aspektów zasady pozytywnej dyskryminacji, ustrojowych uwarunkowań jej zastosowania w odniesieniu do mniejszości narodowych w Polsce.PROBLEM I METODY BADAWCZE: Zagadnienie interesuje przedstawicieli wielu nauk, wpasowuje się w koncepcję demokracji ujmowanej jako wartości, procedury i w sensie substancjalnym. Odsetek mniejszości narodowych w Polsce jest nikły, lecz sytuacja członków tych grup wymaga wsparcia. Szczególnie istotna jest dla wyrównania dysproporcji w udziale w rywalizacji politycznej. Realizacja zasady nie wydaje się nastręczać trudności.WNIOSKI, INNOWACJE, REKOMENDACJE: W Konstytucji zasada pozytywnej dyskryminacji istnieje od 20 lat, ale w praktyce mniejszości narodowe korzystają z preferencyjnego traktowania od nieco ponad dekady. Jest to narzędzie umacniania demokracji. W Polsce funkcjonuje w instytucjonalnej postaci, obwarowana regulacjami prawnymi. Ma to związek z poziomem rozwoju demokracji i budowy społeczeństwa obywatelskiego. Potrzebne są akcje uświadamiające, by wprowadzać działania o charakterze zachęcającym nie tylko same mniejszości do działań w celu polepszenia swojego położenia, ale i ukierunkowywać organizacje na etyczne standardy w tej dziedzinie.

The Council of National Defence, established on 1 July 1920, was to be a temporary governmental body having full legislative and executive power in all matters relating to the conduct and ending of the war, and also with the conclusion of peace with Bolshevik Russia. As regards the above matters, the Council of National Defence was to issue orders and regulations, which were immediately enforceable. Despite acquiring very broad powers, both legislative and executive, none of its regulations went beyond its competence scope. The Council of National Defence regulations had to be approved by the Legislative Sejm in order to be valid. During the three months' period of its functioning, the Council of National Defense issued over 90 different legal acts aiming at strengthening of defense of the Polish State that was threatened with a loss of its independence. The Council of National Defense played a major role in holding back the Bolshevik invasion of Poland. It contributed to formation of a large army, and made the nation regain its faith in successful end of the military conflict with Soviet Russia. ; Utworzona w dniu 1 lipca 1920 r. Rada Obrony Państwa miała być organem tymczasowym, dysponującym pełnią władzy ustawodawczej i wykonawczej we wszystkich sprawach związanych z prowadzeniem i zakończeniem wojny oraz z zawarciem pokoju z bolszewicką Rosją. Rada Obrony Państwa miała wydawać w tych kwestiach zarządzenia i rozporządzenia podlegające rygorowi natychmiastowej wykonalności. Pomimo uzyskania znacznego zakresu uprawnień, zarówno w zakresie władzy prawodawczej, jak i wykonawczej, żadne z jej rozporządzeń nie wykraczało poza granice jej kompetencji. Rozporządzenia Rady Obrony Państwa dla uzyskania ważności wymagały zatwierdzenia przez Sejm Ustawodawczy. W okresie trzech miesięcy swojego funkcjonowania Rada Obrony Państwa wydała ponad 90 różnych aktów prawnych, służących wzmocnieniu obronności państwa polskiego narażonego na utratę niepodległości. Rada Obrony Państwa odegrała ogromną rolę w powstrzymaniu bolszewickiego najazdu na Polskę. Dzięki niej powstała liczna armia, a naród odzyskał wiarę w zwycięskie zakończenie konfliktu zbrojnego z sowiecką Rosją.

This paper presents the significance of the issues related to the activity of territorial self-government for the social and economic development of Ukraine. The efficient operation of self-government in any country is unfeasible without financial resources. Polish experience in the development of territorial self-government is particularly valuable in relation to the reform of Ukraine's self-government. The paper outlines the differences in the structure and operation of territorial self-government in both countries. The paper is concluded with numerous observations on the direction of selected reforms of Ukrainian self-government. It shows the weaknesses of local self-government in Ukraine, which result from the lack of decentralization of finance and the small amount of state-collected taxes. The conclusions end with the observation that a consistent development of the Ukrainian state is required for Poland to develop well.

The article analyses the relationship between the concepts: "censorship", "taboo" and "shame" on the material taken from the reading of censorship reports from the years 1948–1958. It can be assumed that: 1. censorship is an external control established by governmental or religious institutions; 2. taboo is a prohibition imposed by external bodies (mostly religious), but externalised by the subject; 3. shame is an emotion preventing from something considered inappropriate — the level of internalisation seems very deep here, the subject may not even be aware of the imposition of this condition by external institutions. Both quite subtle differences between the concepts (especially between "taboo" and "shame") and common places — realisations during which the "launch" of censorship, taboo, and shame is simultaneously activated — appear interestingly. An example might be here taken from the moral censorship, where imposed by culture, imbued and accepted sense of what indecent is, has an influence on the legal regulations and the state control practice.

In the group of Central Asian countries, the Republic of Kazakhstan appears to be scientifically best communicated with Europe. Thus it has raised an increasingly strong interest – also on the part of comparative law researchers. The subject matter of this article is an attempt to reform territorial administration and to establish territorial self-government in Kazakhstan. The reforms have not been implemented without any resistance or mistakes, it is important, however, that the need to change and modernize local government structures is discerned. The debate over the constitutional reform of the local political system favours the construction of social awareness of the fact that a clear distinction between the territorial government administration and territorial self-government as well as the latter's independence, determines the construction of civil society and democratization of social life. ; Artykuł nie zawiera abstraktu w języku polskim
