The Central European Free Trade Agreement (CEFTA) was concluded among the countries of Southeastern Europe with the aim to promote further trade integration. The agreement states the objective to 'expand trade in goods and services and foster investment by means of fair, clear, stable and predictable rules.' While recent literature on trade in the CEFTA region has focused on analyzing trade in goods, the purpose of the paper is to identify the remaining barriers to trade in services among the CEFTA countries. In 1998, FMC Corporation agreed to submit to the Shoshone-Bannock Tribes' permitting processes, including the payment of fees, for clean-up work required as part of consent decree negotiations with the Environmental Protection Agency. Then, in 2002, FMC refused to pay the Tribes under a permitting agreement entered into by both parties, even though the company continued to store hazardous waste on land within the Shoshone-Bannock Fort Hall Reservation in Idaho. FMC challenged the Tribes' authority to enforce the $1.5 million permitting fees first in tribal court and later challenged the Tribes' authority to exercise civil regulatory and adjudicatory jurisdiction over the non-Indian corporation in federal court. FMC Corp. v. Shoshone-Bannock Tribes demonstrates the complexities and fraught nature of tribal civil jurisdiction.

Damit zielt der Band auf den vielfach beschriebenen «Kampf der Ideologien» in der Zwischenkriegszeit und auf die Zirkulation konkurrierender Wissen, sodass er bildungshistorisch die komplexe Offenheit von 1918 diskutiert. This paper surveys empirically the broad features of trade policy in goods for 31 major economies that collectively represented 83 percent of the world's population and 91 percent of the world's GDP in 2013. It addresses the following five questions: Do some countries have more liberal trading regimes than others? Within countries, which industries receive the most import protection? How do trade policies change over time? Do countries discriminate among their trading partners when setting trade policy? Finally, how liberalized is world trade? The analysis documents the extent of cross-sectional heterogeneity in applied commercial policy across countries, their economic sectors, and their trading partners, over time. It concludes that substantial trade policy barriers remain as an important feature of the world economy.

Kazakhstan's economy faces the challenge of adjusting to a large terms-of-trade shock in a context of declining domestic and external demand. The authorities responded to the collapse of global oil prices through a rapid fiscal adjustment followed by corresponding monetary and exchange-rate policy adjustments. A difficult external environment will continue to affect Kazakhstan's medium-term outlook. In the medium term, the economy continues to face significant downside risks, including the possibility of delays in Kashagan offshore oil production or a protracted recession in Russia and a further slowdown in China. Over the longer term, diversification of the economy will be required to increase its resilience to external shocks.

The Nile Story is one of immense challenges and remarkable achievements for the economic development of the region. It begins in 1999, when the ministers in charge of water affairs in the Nile countries agreed to form the Nile Basin Initiative (NBI). Between 2003 and 2015, the Nile Basin Trust Fund (NBTF) supported and coordinated cooperative work in the region, which has been delivered mainly through the NBI. This book, commissioned by the World Bank on the closure of the NBTF, captures some insights to this 15 year story, the role of the NBI, and how its many achievements have been made along the way.

Panama has experienced impressive and significant economic growth, emerging as one of the better performers in Central America in recent years and one of the fastest growing economies worldwide. From 2003 to 2013, Panama has averaged an annual GDP growth rate of approximately 7 percent, surpassing the average GDP growth in Central America. It has also emerged as one of the fastest growing economies worldwide. Even during the economic crisis of 2008-2009, its economy continued to grow albeit at a lower rate. This note recommends that Panama prioritize three main aspects: a) improving the effectiveness of social public spending by further enhancing the pro-poor and pro-indigenous features of targeting mechanisms; b) reducing inefficiencies in the various sectors, for example, by improving the coordination between the Ministries of Education, Health, Social Development, and CSS to minimize duplication of efforts and resources; and c) strengthening planning, budgeting, and information tools and systems, legislation, and institutions to support implementation and track progress toward Government goals.

Kenya s economy has undergone a significant process of structural transformation over the last decade. Since 2002, the economy has shown an accelerating trend with GDP growth increasing steadily from below 1 percent in 2002 to 7 percent in 2007. After a slowdown in GDP growth to 1.5 percent and 2.7 percent in 2008 and 2009 respectively, economic growth started to rebound in 2010. Amidst this positive growth context, in October 2013, the Kenyan Government launched the Second Medium-Term Plan (MTP-2) of the Vision 2030. The aim of Kenya s Vision 2030 is to create a globally competitive and prosperous country with a high quality of life by 2030 and to shift the country s status to upper-middle income level.

Using a new and representative data set of Chinese household finance, this paper documents household access to and costs of finance, along with their correlates. As in most developing countries, informal finance is a crucial element of household finance, and wealth tends to be associated with better access to formal and informal finance. Better financial knowledge shifts loan portfolios toward formal sources relative to informal ones. Connections to the Communist Party are associated with significantly better access to finance in rural areas but not in urban areas. A larger social network is positively associated with access to informal finance. Controlling for household characteristics, rural residents pay interest rates on loans similar to urban residents. Younger residents pay higher rates, while households on firmer economic footing face lower rates. Taking financial classes and college education is associated with higher interest rates for urban residents, suggesting perhaps that financial knowledge coincides with greater demand for credit in areas with more economic opportunity. Overall, the findings suggest that Chinese residents face dual credit markets, with the poor, young, those with poor financial knowledge, and those with larger family sizes relying much more on informal finance, while others are better able to access formal finance.

Tajikistan has successfully emerged from the global economic crisis. Economic activity was strong, driven by growth in industrial production and services. Inward remittances remain a key factor in stimulating domestic consumption. Although inflation returned to single digits, it continues to be susceptible to higher global prices of key imports. The country remains vulnerable to a range of external shocks, and economic outcomes depend critically on regional trade, transport, and investment policies. Concerns remain with respect to weaknesses in the financial sector. Structural reforms continue, and transparency has increased. The outlook is generally positive, but chronic risks remain.

The health equity and financial protection reports are short country-specific volumes that provide a picture of equity and financial protection in the health sectors of low-and middle-income countries. Topics covered include: inequalities in health outcomes, health behavior and health care utilization; benefit incidence analysis; financial protection; and the progressivity of health care financing. Ghana's government is committed to improving equity and financial protection in the health sector. In 2005, the Government of Ghana amended its growth and poverty reduction strategy report to include a new target in the country's development: to reach middle income status by the year 2015 (Republic of Ghana 2005). Ghana's Minister of health has called attention to the role that health plays in economic development and has placed equity in both access and delivery of health services as a top priority for reaching middle income status (Ministry of health 2007). Ghana spends 8.1 per cent (2009) of its gross domestic product (GDP) on health. This is greater than the spending levels in other lower middle-income countries in Africa, which spend an average of 5.8 per cent (2009) of their GDP on health. Ghana provides free health services for certain vulnerable groups, such as children under five, people over 70, and pregnant women. In addition, immunization and services to combat certain communicable diseases are provided free of charge.

Afghanistan is in a state of transition which involves the handover of security responsibilities from international forces to the Afghan government. However, at present, Afghanistan's economy is growing strongly as a result of an exceptionally good harvest this year. Real gross domestic product (GDP) growth will most likely close the calendar year at 10 percent, a significant increase from last year's 5.8 percent. The services and construction sectors continue to grow strongly, driven mostly by continued high military spending and external aid. The good harvest has also brought Afghanistan to near food self-sufficiency and slowed inflation to 4.6 percent in July 2012 (y-o-y). Progress in the mining sector is clouded by uncertainty about a new mineral law. While investor interest in the sector is encouraging, gaps in the legal and regulatory framework of the sector do not provide sufficient confidence to investors to start operations or make firm commitments. A new low is in preparation but has also been heavily debated. Afghanistan's economic growth prospects for 2012 give cause for optimism. Although real GDP growth slowed, to around 7 percent in 2011 (from 8 percent the year before), due mainly to unfavorable weather and a poor harvest, the agriculture sector rebounded strongly in 2012 and is expected to boost economic growth to over 10 percent. Agriculture is an important but volatile component of economic growth.

For the last three years, Pakistan has been making efforts to revive strong and sustained growth. The economy was badly destabilized by the turmoil in the international commodity and financial markets in 2007-2008 and the lack of adequate domestic policy responses to manage those external shocks. The task of stabilizing the economy and reviving the economic recovery has been made difficult by an adverse security situation and domestic politics that has prevented the government from taking timely required, but difficult, stabilization measures. The devastating floods in July-August last year and the recent increase in international oil and food prices have exacerbated the problem. In addition, Pakistan continues to face significant political challenges in achieving durable development. The domestic security situation as a result of campaign against terrorism is a direct and indirect tax on the costs of economic activity and the achievement of the kinds of social stability required to promote a supportive environment for businesses.

Since the last Ad Hoc Liaison Committee (AHLC) meeting, the PA has continued to strengthen its institutions, delivering public services and promoting reforms that many existing states struggle with. The quality of its public financial management (PFM) has further improved. Education and health in the West Bank and Gaza (WB&G) are highly developed, comparing favorably to the performance of countries in the region as well as globally. Ultimately, sustainable economic growth in WB&G can only be underpinned by a vibrant private sector. The latter will not rebound significantly while Israeli restrictions on access to natural resources and markets remain in place, and as long as investors are deterred by the increased cost of business associated with the closure regime. Education and health indicators for WB&G are impressive and reflect extensive coverage of the population, but a focus on improving the quality of these services remains warranted. Similarly, education investments take time to mature. While the PA is already implementing an education sector plan that highlights the importance of improving the quality of education, the relevance of graduates' skills remains an area requiring further attention. This report will therefore reflect on recent growth trends but also on the future trade regime and employability of the WB&G labor force.

Over the past couple of decades, global financing for development has changed dramatically. The biggest shifts have been the rapid increase of net private financing flows to developing countries, in particular to middle-income countries (MICs); the sustained growth of official development assistance (ODA) from Development Assistance Committee (DAC) members, even excluding debt relief; the emergence of MICs as growth poles and sources of ODA with different approaches to aid delivery than those of DAC donors; and the expanded role of private aid. In addition, past trends of proliferation, fragmentation and earmarking of aid have continued. This paper reviews broad trends in global financing for development, with a focus on ODA and the growing importance of new development partners such as the so-called BRICS. In this context, it discusses the implications of this changing landscape for aid effectiveness and the role of ODA going forward.
