"The premise of Elected Officials and Political Leaders is that every elected politician is a political leader. This anthology looks at political leadership in Norwegian local governments and explores how to understand this form of leadership. Passing resolutions is an important part of an elected official's job, and public discourse can suggest that such work is itself the essence of political leadership. This is a central concern in the book, which argues that political leadership also consists of grasping and understanding issues, setting agendas, proposing solutions and mobilizing support for them.
With this broad view of political leadership, the book is organized around four paradoxes associated with the political-administrative system in Norwegian municipal government: the conflict paradox, the administration paradox, the transparency paradox and the democracy paradox. The chapters describe and discuss these paradoxes, the tensions they are based on and how opposing interests can be balanced in a constructive way, both for the local public sector as a whole as well as the individual councils and councilors.
The book provides examples of how elected leaders can strengthen their political leadership, not least through a systematic comparison with Danish municipal governments. Important points in each chapter are also emphasized in interviews with political and administrative leaders who share their experiences with the authors. The book concludes with a discussion of how political leadership can be further developed and strengthened, both through changes in the institutional framework for Norwegian local governments and through dialogue and reflection within the individual municipal councils." - "Folkevalgt og politisk leder tar utgangspunkt i at enhver folkevalgt politiker er en politisk leder. Boken handler om politisk lederskap i norske kommuner, og den diskuterer hvordan vi kan forstå denne formen for lederskap. Å fatte beslutninger er en viktig del av folkevalgtes hverdag, og den offentlige debatten kan gi inntrykk av at dette er selve essensen i det politiske lederskapet. Boken problematiserer dette, og den argumenterer for at politisk lederskap også handler om å fange opp og forstå problemer, sette dagsorden, foreslå løsninger og skape oppslutning om disse.
Med dette brede perspektivet på politisk lederskap er boken organisert rundt fire paradokser knyttet til det politisk-administrative systemet i norske kommuner: konfliktparadokset, administrasjonsparadokset, åpenhetsparadokset og demokratiparadokset. I bokens kapitler diskuteres innholdet i disse paradoksene, hvilke spenninger som ligger til grunn for dem, og hvordan motstridende hensyn kan balanseres på en konstruktiv måte, både for norsk kommunesektor som helhet, for det enkelte kommunestyret og for den enkelte folkevalgte.
Boken gir eksempler på hvordan folkevalgte kan styrke sitt politiske lederskap, ikke minst basert på bokens systematiske sammenlikninger med danske kommuner. Viktige poeng i hvert kapittel blir også understreket i intervjuer med en kommunepolitiker eller en kommunedirektør som deler sine erfaringer med oss. Boken avsluttes med en diskusjon av hvordan det politiske lederskapet kan utvikles og styrkes, både gjennom endringer i rammebetingelsene for norske kommuner og gjennom diskusjoner og refleksjoner i det enkelte kommunestyret."
Statlig politikk og lokale utfordringer: Organisering av tjenester innen rus og psykisk helse
The services for people with addiction and mental health problems and have received increasing attention, both in the public debate, among users and professionals and not least from political authorities. There is political agreement on the importance of prioritizing the field, when at the same time there is disagreement on whether the services will actually be better by present-day reforms.
In National Policies and Local Challenges, the authors explore the organization of services for people with addiction and mental health illness, from initiatives to improve the services at the level of national government to implementing changes in local service provision by municipalities. We discuss one of the most challenging questions in the modern welfare state: How should services be organized so that both users and service providers experience them as coordinated and integrated? The authors address these issues by referring to key features of national policy and change processes that can be observed in a selection of municipalities. The book also refers to analyses of experiences with various measures and services related to work, housing and prison care and correctional services.
The anthology is based on a research project that studies the coordination and integration of services for people with complex addiction and mental disorders. The book is based on political science and organizational theoretical perspectives, and aims to provide insight into the usefulness of such perspectives in the analysis of welfare state's challenges when complex needs are addressed. The target group for the book is researchers, students and employees in local government – as well as practitioners who work with users with complex and complex needs.
The book is edited by Catharina Bjørkquist, professor at Østfold University College, and Helge Ramsdal, professor emeritus at Østfold University College. - Tjenestene til personer med psykiske lidelser og ruslidelser har fått stadig større oppmerksomhet, både i den offentlige debatten, blant brukere og fagfolk og ikke minst fra politiske myndigheter. Det er stor politisk enighet om betydningen av å prioritere feltet, samtidig som det er uenighet om hvorvidt tjenestene faktisk blir bedre.
I Statlig politikk og lokale utfordringer ser forfatterne på organisering av tjenestene til mennesker med samtidige ruslidelser og psykiske lidelser, fra de politiske føringene sentralt til kommunale tjenester lokalt. Spørsmålet som stilles er et av de mest utfordrende i den moderne velferdsstaten: Hvordan skal en organisere tiltak og tjenester slik at både brukere og tjenesteytere opplever dem som samordnet og integrerte? Forfatterne diskuterer dette gjennom å vise til sentrale trekk ved den nasjonale politikken, de endringsprosessene en kan observere i et utvalg kommuner og erfaringer med ulike tiltak og tjenester knyttet til arbeid,
bolig og kriminalomsorg.
Antologien har sitt utgangspunkt i et forskningsprosjekt som studerer samordning og integrering av tjenester til mennesker med sammensatte rus- og psykiske lidelser. Boka bygger på statsvitenskapelige og organisasjonsteoretiske perspektiver, og har som mål å gi innsikt i nytten av slike perspektiver i analysen av velferdsstatens utfordringer. Målgruppa for boka er forskere, studenter og ansatte i lokal forvaltning – samt tjenesteutøvere som jobber med brukere med sammensatte og komplekse behov.
The Difference Place Makes: Regional Legislative Approaches to Territories of Traditional Nature Use in the Russian North

Indigenous northerners' rights in the Russian Federation are legally protected at a range of levels (federal, regional, municipal), and by a diversity of types of legal acts (laws, decrees, orders, provisions). Within the complex structure of Russian federalism, the country's regional governments elaborate upon federal laws in diverse ways and at different times. This article explores regional approaches to legislating one law on Indigenous rights, that of "Territory of Traditional Nature-Use" (territoriya traditsionnogo prirodopol'zovaniya) (TTP), identified by Indigenous leaders as the most important legal-territorial designation for protecting Indigenous livelihoods and cultures. While it is well known that legal strategies of the Russian state toward Indigenous territorial rights differ markedly from those of other Circumpolar countries, less appreciated are the ways in which these vary across space within Russia. We assert that the spatial informs the legal, documenting several illustrative approaches that regions have taken in legislating TTPs. In doing so, we demonstrate how a federal law initiative is interpreted and reimagined in place, giving rise to the potential for substantively different spatial outcomes for Indigenous persons and peoples seeking to actualize their rights to territory.

This paper examines participation in water management, more specifically in implementing the EU Water Framework Directive (WFD) in Norway. Attainment of the goals of the WFD depends on new ways of coordinating the activities, knowledge and resources of many sectors and levels of government, including the private sector. The WFD explicitly emphasizes broad stakeholder involvement and public participation. The new network arena of River Basin District Water Boards at the regional level and Sub-District Boards at the sub-regional level, cut across existing municipal, regional and national borders. In each River Basin District, broad reference groups are established. Through surveys and qualitative case studies, we examine how this norm of participation is operationalized in the River Basin Districts, and how different actors evaluate it. We find that the reference grou ps have mobilized many actors from civil society and the private sector, but they do not report having influe nce. Regioner och kommuner har bestått provet - om hanteringen av konsekvenserna av coronapandemin
During the pandemic model for swedish public management have been discussed. In the societal debate, demands have been made for increased centralization and for the state to take over municipal areas of responsibility. The pandemic's crisis management has revealed a lack of knowledge about municipalities among government authorities and that there are differences in conditions between municipalities for the implementation of the activities. In studies of five municipalities and one region during the period 2020–2021 the results show the local level's ability to handle pandemics, which is also confirmed by international studies. The crisis management of the region/municipalities has shown the strength of a decentralized structure, but also that important development issues must be handled locally for an effective management of future crises. The answer lie in strengthening local self-government and addressing the challenges that exist in the multi-level governance that has come to characterize the public sector. ; I samband med pandemin har den svenska förvaltningsmodellen diskuterats. Det har funnits ett ifrågasättande av kommunernas förmåga att hantera den kris som pandemin innebar. Samtidigt har pandemins krishantering avslöjat så väl brist på kunskap om kommunal verksamhet bland statliga myndigheter som att det föreligger skillnader i förutsättningar mellan kommuner för verksamhetens genomförande. I studier som genomförts av fem kommuner och en region under perioden 2020–2021 visar tvärtom resultatet på den lokala nivåns förmåga att hantera pandemin, vilket även bekräftas av internationella studier. Regionens och kommunernas krishantering har visat styrkan i en decentraliserad samhällsstruktur, men också att viktiga utvecklingsfrågor och blottlagda brister måste hanteras lokalt för en ändamålsenlig hantering av kommande kriser och för en gynnsam utveckling i vardagen. Kommunereformen i Haugesund og Karmøy Nasjonal reform – Lokal gjennomføring

Master i styring og ledelse ; I denne masteroppgaven har jeg undersøkt hvorfor Haugesund og Karmøy har kommet frem til ulikt utfall i kommunereformen. Haugesund ønsker en storkommune på Haugalandet, mens det politiske flertallet i Karmøy, vil at Karmøy skal være egen kommune også i fremtiden. Kommunene er store i norsk sammenheng med rundt 40.000 innbyggere hver. De har en rekke likhetstrekk, likevel er de ulike på noen sentrale punkt. Haugesund er en sentralisert by, mens Karmøy er desentralisert, med tre byer og flere bygder. Reformen er initiert nasjonalt, mens gjennomføringen skjer lokalt. Regjeringens argumentasjon ligger hovedsakelig i reformens mål og virkemidler. Tidligere undersøkelser viser imidlertid at ulike lokale forhold også kan virke inn på sammenslåingsprosesser lokalt. Hensikten med undersøkelsen har vært å finne ut hvorfor kommunene har kommet frem til ulikt utfall i reformen, om Regjeringens argumentasjon har hatt ulik betydning i beslutningsprosessene, og hvilken betydning lokale forhold har hatt for utfallet. Undersøkelsen har vært gjennomført som en komparativ casestudie, med personlige intervjuer. Informasjonen fra intervjuene danner grunnlaget for analysen. Reformens målsettinger har vært vesentlige for begge kommunene. Særlig aktuell er målsettingen om en mer helhetlig og samordnet samfunnsutvikling. Kommunene er en del av det Regjeringen kaller flerkommunale byområder. Kommunegrensene samsvarer ikke med de funksjonelle samfunnsutviklingsområdene. Dette gir utfordringer i forhold til arealplanlegging. Haugesund er regionsenter med regionsenter-utfordringer, den mangler eksempelvis areal til videre vekst. Kommunen ser kommunesammenslåing som løsningen på mange av sine utfordringer. Det politiske flertallet i Karmøy, ser ikke at reformens målsettinger nås ved kommunesammenslåing. Karmøy er en stor, veldreven kommune. Den har lite å hente på å inngå i en storkommune. De interkommunale problemene løses gjennom interkommunalt samarbeid. Når det gjelder styringsvirkemidlene har disse hatt liten betydning for utfallet. De fleste informantene etterlyser hardere virkemiddelbruk for å lykkes med reformen. Alle informantene beskriver at lokale forhold har vært viktige i reformprosessen. Langvarige, historiske og kulturelle konflikter mellom kommunene har gjort sammenslåing vanskelig. Lokale forhold som ulik kommuneøkonomi, forholdet by-land, identitet og til dels tjenestelokasjon har bidratt til det negative utfallet i Karmøy. Til tross for at Karmøy er større enn Haugesund, ser det ut for at sentrum-periferi konflikten har vært viktig for utfallet i de to kommunene. ; In this study, I have tried to find out why Haugesund and Karmøy have reached different outcome in the local government reform. Haugesund wanted one large municipality in the region, while the political majority in Karmøy, wanted Karmøy to remain as one municipality, further on. The municipalities are big in a Norwegian scale, with approximately 40.000 citizens. They are very much alike, but differ at some points. Haugesund is a city with centralized structure, while Karmøy is decentralized, consisting of three villages and several rural centres. The reform is a national initiative from the government, but is carried out locally. The arguments from the government contain both political goals and -instruments. According to previous studies, several local conditions may influence on local merging- processes. The intention of the study is to find out why the two municipalities have reached different outcomes in the reform, whether political goals and instruments have different impact on the local decision making processes, and whether local conditions have influenced on the outcome. The study is a comparative case study using personal interviews. Information from the interviews is used in the analysis. According to the political goals, they seem to have been important to both municipalities. Most relevant is a more holistic and coordinated community development. The municipalities are a part of what the government calls multi-communal city areas. These are areas where the administrative boundaries no longer reflect people's daily-life areas. This gives certain challenges according to spatial planning. Haugesund is the center of the region with some typical city-problems. One is lack of space to further growth. Haugesund sees the reform as the solution to their problems. The political majority in Karmøy do not think that the reform will contribute to goal achievement. Karmøy is large, and does well. It will not have much to gain by joining a merged municipality. Inter-municipal cooperation solves regional problems. The political instruments of the reform, have been quite unimportant to the outcome in the municipalities. Most informants believe that the instruments should be harder, for the government to succeed. All informants report that local conditions have been important to the outcome. Longlasting historical and cultural conflicts have complicated the process. Differences in economy, the center-periphery relation, identity and partly location questions, have contributed to the negative outcome in Karmøy. Even though Karmøy is the largest of the two, it seems that the center-periphery conflict has been important in both municipalities. ; acceptedVersion
