ABSTRACT- In order to legitimize their own power and to help build a national identity in the new Hispanic Republics, the creóle elite created a pantheon of national heroes whose role was one of unification and stabilization. Hero-worshipping was highly developed through a series of popular civic acts and through the teaching of a certain historical memory. But that is not the only reason explaining the survival of national heroes. Hero-worshipping is part of a pre-organized mythology in which we évolue without being aware of it.

The Mexicas knew perfectly that the heterogeneity of their empire was a threat for its future. in order to give consistency to this intricate gathering of small cities-states, a materially strong central power with an ideology accepted by all was necessary. The Mexicas tried to reach this goal by manipulating mythology. For example, they transformed the tale of the migrations of the different people of Mexico. In their version, they present themselves as the only tribe with courage, humility, & respect for the gods, the other people being described as lacking religious faith. The message is clear: the Mexicas were the only ones who could keep the world functioning by feeding the sun & the earth with human sacrifices, therefore, the military campaigns they led constantly to obtain sacrificial victims were entirely justified. 4 Figures, 16 References. The social conflicts in the police and the gendarmerie at the end of 2001 have revealed the existence of several crises in the field of domestic security. First, a cultural crisis which turned into a social crisis leading the gendarmerie to express its discontent through public demonstrations for the first time in its history. Second, a social crisis, rapidly becoming a structural crisis, undermining the national police force. Third, a diversity of crises which touch magistrates, the prison administration, and customs officers. The entire security chain is therefore affected by major and concomitant troubles. The National Police lives between mythology and reality, without facing or trying to analyze the real nature of crime or to take its mutation into account. Insecurity is no longer just an obsessive fear. Its lived experience complements and relativizes the known statistics. On the other hand, since 1972, the French penal system has drawn the consequences of the enormous number of litigations which are submerging the courts (bad checks, driving offenses). Since then, the law has been weakened through an accumulation of measures such as decriminalization, fines, closing without judgment, alternative or palliative sentences.
