Serbia's Law on Planning and Building has imposed the topics of energy efficiency in building sector, requiring adequate policy making and providing a starting point for improvement of the current situation in this field. Considering the fact that there are more than 3.200.000 housing units without any statistical classification a need arose for establishing a national building typology as a starting point for further decision making and appropriate activities definition regarding the existing housing stock.After joining EU TABULA (Typology Approach for Building Stock Energy Assessment) project, methodologies and approaches of the European countries have been analysed providing a common experience, at the same illustrating a need for identification and classification of local characteristics. In order to obtain adequate data a comprehensive survey has been conducted, providing a starting point for creation of typology. The National Typology has identified typical "model" buildings and defined the levels of improvement ranging from standard (according to the current law) to the low-energy level. The article explores the Baltic musicological conferences as a non-hierarchical network and its role and meaning in the changing political and cultural contexts. Starting from 1967, when the first conference took place, the annual meetings of the Baltic musicologists soon became a transnational space for the professional exchange and crosscultural discussion. Based on the results and the impact of cooperation between musicologists of neighbouring countries, the Soviet formation of the national history writing and the development of the Baltic musicological comparativism is discussed, given the political and cultural factors of these changes. The theoretical foundations and cultural aspirations of the concept of national music historiography by Vytautas Landsbergis is highlighted as representative example of the national self-confidence in Lithuanian musicology during the Soviet period. ; Балтички културни простор – да ли је то реалност или фикција, спонтана транскултурална традиција или вештачка геополитичка конструкција? Ова питања, која доводе под сумњу балтичке музиколошке конференције, које се у континуитету одржавају већ педесетак година, уопште нису реторичка. Од 1967. године, када је одржана прва конференција, годишња окупљања балтичких музиколога нису била ограничена само на остваривање професионалних циљева. Политичке промене и културне пукотине увек изнова остављају своје отиске у историји транснационалне балтичке музиколошке сарадње. Приликом покретања прве конференције пре више од пет деценија, примењен је совјетски метод обредног посвећења: окупљање музиколога из три балтичке државе формално је било посвећено 50. годишњици Октобарске револуције, чиме је је успостављена традиција која је пркосила совјетској централизацији. Ускоро су конференције постале простор за професионално самоизражавање и транснационално нехијерархијско умрежавање младих музиколога који су стасавали током шездесетих година ХХ века, као и каснијих генерација. Ова традиција је допринела успостављању институционалног статуса балтичке музикологије, настале као алтернатива званичној доктрини совјетске музике и музикологије у другој половини ХХ века. Супротстављајући се наметнутом совјетском приступу развоју националне културе, балтичке музиколошке конференције прошириле су геополитичко и хронолошко истраживачко поље у вези са музиком својих земаља. Скромни покушаји да се развије компаративизам најбоље су промовисани заједничким напорима да се дефинише појам националне музичке културе и категорије типичне за овај концепт: национална школа и национални стил. Компаративна перспектива била је посебно карактеристична за презентације Арнолдса Клотинша (Arnolds Klotiņš), Марта Хумала (Mart Humal), Витаутаса Ландсбергиса (Vytautas Landsbergis) и Алгирдаса Амбразаса (Algirdas Ambrazas), који су сумирали своја фундаментална истраживања у области музике као културне праксе и музичких стилова. Међутим, чак и у радовима наведених музиколога, универзалнији аспект је био засењен традиционалном концепцијом националног израза у музици. Успостављање алтернативних канона националне класичне и модерне музике, као и модернизација музикологије, спадају у резултате ових конференција. Током година политичких промена деведесетих година прошлог века, културно оживљавање је инспирисало дискусије о општијој потрази за балтичким културним идентитетом и могућностима његовог институционалног успостављања. Рад је осмишљен као преглед изведених дела Опере Народног позоришта у Београду у периоду осме и девете деценије 20. века. У то време Опера је настојала да одговори на тадашњу културну политику у контексту југословенског самоуправног социјализма, суочавајући се са бројним изазовима као што су питање извођаштва и радне дисциплине. Циљ рада је да се прикаже репертоарска политика поменуте институције, као и рецепција оперских представа у дневним новинама "Политика". ; The paper represent an overview of the performed works of the Opera of the National Theater in Belgrade during the eighth and ninth decades of the 20th century. At that time, the Opera sought to respond to the cultural policy of the time in the context of Yugoslav self-management socialism, facing many challenges such as the issue of performance and work discipline. The aim of the paper is to present the repertoire policy of the mentioned institution as well as the reception of the opera performances in the daily newspaper Politika. ; Научни скуп одржан од 12. до 14. априла 2019. године у Бања Луци.

Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. SNRje bio dovoljno razvijen za analizu za potrebe voĎenja ekonomske politike u sprečavanju neravnoteţa koje su u poslednjoj krizi imale udela, ali je tek analiza podataka nacionalnih računa eks-post omogućila unapreĎenje analize putem indikatora i standarda na osnovu kojih se mogu sprečiti neki budući mehurovi i neravnoteţe. ; The System of National Accounts (SNA) was designed and has been improved several times on the international level with the aim to provide the best possible complete basis for the economic policy analysis. Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.
