Decision-makers and researchers dealing with labour market and education are largely focused on the NEET rate of young people as an indicator complementary to the unemployment rate. Typically in studies, it is the change in the overall NEET rate of young people that is evaluated, rather than changes in its individual components. The aim of the study presented in this paper is to detect the volume of changes in the components of the NEET rate determined on the basis of socio-demographic and economic features of young people in EU countries, by means of Hotelling's T2 test for dependent measurements. The study employed multivariate statistical inference, and more specifically, the multiple comparison tests. The analysis covered the years 2019 and 2021, i.e. the year preceding the outbreak of the COVID-19 pandemic and the full year of its duration. The calculations were performed on the data drawn from the Eurostat database. The study demonstrates that the comparison of the NEET youth rate components allows a more detailed assessment of the change in the labout market situation of young people belonging to this category than comparing the overall NEET rates only. For this reason, it would be advisable to apply a multidimensional approach when making decisions concerning labour market policies.
Labour market and education policy makers and researchers are increasingly focusing on the NEET indicator as a supplement to the youth unemployment rate. Analyses of factors influencing NEET have concentrated primarily on individual characteristics such as gender and migration background on one hand, and on macro-level factors of nations such as economic growth and minimum wage regulations on the other. However, nations are not homogenous, especially when a country is divided into several federal states, as is the case with Austria. This article aims to analyse regional differences within Austria. In order to explain the differences, we define a multilevel model that contains four contextual factors: the importance of upper secondary education; the importance of dual education; vacant jobs; and expenditures for active labour market policy. Because the institutional level addresses different age groups, the analysis was split into two age groups: 15-19 and 20-24 years. The results have shown that, besides the social structure of the population, contextual factors like the upper secondary education, the dual education, vacant jobs, and expenditures for active labour market policy are also relevant for explaining regional differences in the NEET rates. But one main insight was that the impact of the contextual factors varies between different social groups.
In most European countries, the youth unemployment rate is much higher ? at least double but in some countries also triple ? than the adult unemployment rate. The NEET group (young people ?neither in employment, education or training?) is also particularly large. The 2008-09 financial crisis, the consequent Great Recession, the Eurozone sovereign debt crisis and the ensuing austerity measures have increased both the youth unemployment rate and the NEET rate. Moreover, both occurrences are becoming persistent and the risk of a ?lost generation? (as warned by OECD) is increasingly worrying, also in consideration of the severe economic, social and even political consequences. However, the situation is not uniform within the EU. There are significant differences between countries and even between regions within countries. Purpose of this paper is to assess the impact of the crisis on the youth unemployment rate and the NEET rate of the EU regions. Following a brief review of the literature and some descriptive statistics on the mentioned labour market indices, we present our econometric estimates. We use Eurostat?s data for the period 2000-2011 concerning all the NUTS-1 regions. We focus on the changes in both the youth unemployment rate and the NEET rate from 2000-07 to 2008-11. As control variables, in addition to GDP, we consider institutional variables at a country level (e.g. the EPL index) and structural variables at the regional level (percentage of employment in the main sectors). The econometric method is based on a battery of panel data estimators, suitably designed to accommodate dynamics along with the three-dimensional structure of the problem: countries, regions within countries and time. The contribution of this paper is at least threefold. First of all, most of the existing empirical studies are limited to the investigation of the dynamics of youth unemployment rates and on comparisons across countries, but do not consider the alternative indicator, the NEET rate (which is more significant on several grounds). Second, the investigations on the impact of the recent crisis on the labour market indices have been, so far, very few. Third, most researches are carried out at the national level, while similar studies concerning the regional level are quite rare.
The number young people not in education, employment or training (NEET) has been rising since the beginning of the economic and financial crisis in 2008. This article contributes to the discussion about the reduction of the NEET rate by addressing the questions: Which structural factors can explain differences in the NEET rates among Austrian federal states? What causes an increased or reduced NEET risk at the individual level? What are the key factors for an exit from a NEET situation?
Die Studie geht den Fragen nach, wie viele Jugendliche in Österreich von einem NEET-Status betroffen sind, welche sozialstrukturellen Merkmale sie aufweisen und was die Ursachen für ein erhöhtes NEET-Risiko sind. Weiterhin wird untersucht, von welchen Faktoren ein (erfolgreicher) Ausstieg aus der NEET-Situation abhängt. Zur Beantwortung dieser Fragestellungen wird ein Mehr-Methoden-Zugang gewählt, der sich auf quantitative und qualitative Elemente stützt. Es wird gezeigt, dass in Österreich im Zeitraum von 2006 bis 2011 im Durchschnitt rund 78.000 junge Menschen im Alter zwischen 16 und 24 Jahren von Desintegration, im Sinne eines NEET-Status betroffen sind. Allerdings wirken viele der genannten sozialstrukturellen Merkmale nicht direkt auf den NEET-Status ein, sondern nur indirekt. Die NEET-Gruppe ist sehr heterogen und entsprechend vielfältig sind die Ursachen, Bedürfnis- und Problemlagen. Als eine zentrale Hauptursache mit direkter Wirkung auf den NEET-Status konnte ein früher Schulabgang identifiziert werden. Furthermore, the study investigates what the decisive factors are for a (successful) exit from a NEET situation. To answer these research questions, a multiple-method approach has been chosen, which is based on quantitative and qualitative elements. It will be shown that in the period from 2006 to 2012 on average about 78,000 young people in Austria aged between 16 and 24 were affected by disintegration within the meaning of NEET status. However, the number of NEET youths very much depends on economic trends; hence it significantly increased during the crisis years of 2009 and 2010. An increased NEET risk is shared by early school leavers, (female) youths with care responsibilities, youths of the first migration generation, youths whose parents have a lower level of education and youths, living in urban areas. However, many of the socio-structural characteristics do not have a direct but only an indirect impact on the NEET status. The NEET group is very heterogeneous and equally diverse are the causes, requirements and problems. Early school leaving has been identified as the main direct cause of the NEET status. In order to reduce the NEET rate, the contribution calls for low-threshold measures and take the individual requirements of young people into account. Other proposals include measures for (new) target groups, measures to network and coordinate relevant actors and measures at regional level as well as measures to continue to further develop active labour market policy.
DOI : 10.1787/5js6363503f6-en ; This paper presents an overview of the situation of youth in OECD countries since the onset of the financial crisis focusing primarily on describing the characteristics and living conditions of young NEETs. It also provides data on the availability, coverage and effectiveness of income-support policies for young people, and summarises available evidence on the impact of interventions that aim at improving the social, education and employment situation of the most disadvantaged youth. Due to the paper's explicit focus on the hardest-to-place, most disadvantaged youth, the range of policies covered is broader than in earlier studies on the same topic, including various social benefits and in-kind services targeted at this group. The paper shows that NEET rates have not yet recovered from the crisis. There are large differences in youth unemployment and inactivity across countries, and these differences were further exacerbated by the recession. Reducing NEET rates is a great challenge for governments, as youth who remain jobless for long periods typically come from more disadvantaged backgrounds, have low levels of educational attainment, and are in many cases inactive. Zielgruppe des Projektes CatMesNEET (Catalogue de mesures pour NEETs) sind Jugendliche und junge Erwachsene mit NEET-Status in Luxemburg. Die Abkürzung NEET steht hier für "Not in Education, Employment or Training" und meint Jugendliche, die keine Schule besuchen, keiner Arbeit nachgehen und sich nicht in beruflicher Ausbildung befinden.Es besteht kein nationaler Überblick über Zertifikate, die für die Teilnahme an einer Maßnahme vergeben werden. Diese Lücke soll ebenfalls in der Studie geschlossen werden. Zum einen wird erhoben, welche Massnahmen ein Zertifikat vergeben und zum anderen, worauf diese Zertifikate abzielen. In der ersten Feldphase wurde von Jugend- und Sozialarbeitern kommuniziert, dass Zertifikate durchaus einen wichtigen Stellenwert bei der Suche nach einem Ausbildungs- und Arbeitsplatz haben können. Ziel der Studie ist es daher, ein klares und differenziertes Bild der bestehenden Maßnahmen zur Unterstützung der in Luxemburg lebenden jungen Menschen mit einem problematischen NEET-Status im Alter zwischen 15 und 29 Jahren zu geben. Da der Fokus der Forschung auf Maßnahmen für junge Menschen mit NEET-Status liegt, wird auf individueller Ebene angesetzt, nämlich an der jeweiligen Situation der Betroffenen. Dies bedeutet, dass der Frage nachgegangen wird, welche Maßnahmen Jugendlichen helfen können, um ihrem NEET-Status zu überwinden. Es ist allerdings wichtig, darauf hinzuweisen, dass es auch auf einer strukturellen arbeitsmarktpolitischen Ebene Maßnahmen bedarf, die die NEET-Rate erheblich senken könnten. Daher gilt es festzuhalten, dass es sich bei der NEET-Thematik nicht nur um eine Problematik handelt, die auf individueller Ebene gelöst werden kann, sondern dass diese auch Maßnahmen auf struktureller arbeitsmarkt-, sozial-, und bildungspolitischer Ebene verlangt.

This chapter investigates how individual characteristics can explain school-to-work transitions that are associated with NEET status after leaving secondary school in the Netherlands. The Netherlands is a particularly interesting case to study youth who are Not in Employment, Education, or Training. In 2016, the Netherlands had the lowest NEET rate in the European Union. Many Dutch institutions and policies were a deliberate attempt to counter rapidly rising youth unemployment in the 1980s, when very high rates of youth unemployment, especially among the less educated, paired with and low outflow and educational crowding out were of great concern. Track placement in secondary education is determined by the pupils' score on a series of standardised performance tests on a number of indicators and a teacher evaluation, right at the end of elementary education.
