In Finland, one of the Nordic countries, shared parenting is widely supported through, e.g. family policies and legislation. This is also evident in daily parental practices, as fathers' share in childcare has increased notably since the late 1980s. Unfortunately, this is not the whole picture of Finnish and Nordic fatherhood: practitioners in child welfare also encounter many fathers with various problems in parenting and life management. In this article, we examine the narratives of fathers who have sought and received support from a Finnish nationwide child welfare NGO. Our research question is: What types of narratives on seeking and receiving support and on their agency do fathers produce? The narrative analysis is based on interview data with 16 fathers (aged 24–50 years) from diverse backgrounds. We identified four narratives: the hero (increasing agency), the victim (decreasing agency), the outsider (stable agency) and the fortunate (stable agency). In spite of the fact that fathers are typically perceived as creators of welfare problems in child welfare, we conclude that they also have the need and desire to be seen and heard as human beings with sensitive and personally organized help. ; peerReviewed

Tutkimukseni tavoitteena on tarkastella eteläsudanilaisten kansalaisjärjestötoimijoiden näkemyksiä rauhasta itsenäistymisen jälkeisessä Etelä-Sudanissa. Tutkimuksen tehtävänä on selvittää, kuinka "conflict transformation" ajattelu on vaikuttanut paikallisten rauhan narratiivien muodostumiseen ja tämän analyysin kautta pohtia paikallisen ja kansainvälisten toimijoiden suhdetta Etelä-Sudanin rauhanrakentamisessa. Aineistona tutkimuksessa toimii Crisis Management Initiativen (CMI) keräämä haastatteluaineisto eteläsudanilaisten nuorisojärjestötoimijoiden parissa. Kriittisen narratiivisen analyysin kautta tutkimus pyrkii tuomaan esiin paikallisten näkemysten ja kansainvälisten rauhanrakennusdiskurssien välistä suhdetta ja siihen sisältyviä valtarakenteita. Tutkimus osallistuu kriittisen rauhantutkimuksen keskeisiin keskusteluihin ja avaa näkemyksiä myös Etelä-Sudanin tämän hetkisen sisällissodan taustoihin. Analyysissa haastatteluja jäsenneltiin rauhan narratiivien kautta. Haastattelujen esiin nostamat narratiivit tuovat esiin vahvan paikallisen toimijuuden haastateltavien keskuudessa ja narratiivit myötäilevät monin paikoin "conflict transformation" ajattelun keskeisiä painopisteitä, kuten ajatusta positiivisesta rauhasta ja pitkäjänteisestä työstä. Narratiivit poikkesivat kuitenkin paikoin "conflict transformation" ajattelun näkemyksistä ja eteläsudanilaisten toimijoiden näkemykset tuntuvat nostavan esiin laajempia vaikutteita kehitysyhteistyön keskeisistä diskursseista. Nämä vaikutteet linjaavat kansalaisjärjestöjen käsitystä omasta toimijuudestaan kohti maltillisempia järjestötoiminnan muotoja kohtaan. Jättäen "conflict transformation" ajatteluun kuuluvan ajatuksen (väkivallattomasta) konfliktista ja rakentavasta kriittisyydestä muutoksen mahdollistajana marginaaliseen asemaan. Samanaikaisesti narratiivit linjaavat nuorisotoimijoiden intressit pääasiallisesti omien yhteisöjensä toimintaan kansallisen tason sijaan. Tutkielma tuloksista voidaan päätellä, että itsenäisyyden ensi askeleet Etelä-Sudanissa toteutuivat vielä varsin epävarmassa ja räjähdysalttiissa ilmapiirissä. Pitkän väkivallan historian arvet olivat vielä tuoreena narratiiveissa ja kenties juuri tästä syystä kansalaisjärjestöjen rooliksi identifioitiin yhteisöjen hyvinvoinnin tukeminen ja rauhallisten suhteiden luominen. Narratiivit nostivat myös esiin nuoriso toimijoiden oman toimijuuden ja yritykset oman asiantuntijuuden vahvistamisesta. Nämä osoittavat vahvaa paikallista aloitteellisuutta, joka voi tulevaisuudessa tukea "conflict transformation" ajattelun mukaista kehityskulkua kohti toimivaa ja tasa-arvoista yhteiskuntaa, jossa kansalaisjärjestöillä on myös kriittinen rooli kansallisen poliittisen tason haastajana. ; This research seeks to analyse the informal processes of peace in post-independence South Sudan. Through using conflict transformation and the local turn in peacebuilding as theoretical frameworks, this research seeks to engage with the local narratives of peace. Furthermore, it seeks to investigate the relationship between local agency and international involvement in building sustainable peace processes. With interview data collected from South Sudanese youth activists by Crisis Management Initiative (CMI) in cooperation with local partners, this research hopes to contribute both to the emerging literature on critical peace studies and to the understanding of contemporary conflict dynamics in South Sudan. In the analysis, the empirical data was conceptualised through narratives of peace. These narratives of peace bring forth a strong local agency and are in line with many of the central ideas of conflict transformation. These ideas include the idea of positive peace (in opposition to peace as absence of violence) and the understanding of the long time-span of the work. These narratives seem to also parallel some other central discourses of international development, which posit the civil society in a moderate form of associational cooperation. As a result, the narratives depart from conflict transformation precicely in terms of the transformation. South Sudanese youth civil society actors do not acknowledge the central idea of (non-violent) conflict and constructive criticism as enablers of societal development. Simultaneously the narratives line the local agency mainly in terms of local communities creating an image of a civil society vacuum in the national scope. Based on the findings, it can be argued that the first months of independence in South Sudan witnessed an unstable and volatile society. The long history of violence and insecurity was still strongly embedded in the narratives and this led the interviewees to identify their role as bringers of peace and negotiators of more peaceful relationships between different groups in their communities. The narratives also highlighted the strong agency of the local youth as well as their attempts to improve their own expertise. If supported, this agency could support future attempts at conflict transformation towards a sustainable and peaceful society, where civil society functions also as a critical actor challenging national public debate and politics.

Trust within the renewal of the management system – A narrative case study on impersonal trust development in retail chain organizationThis article examines and illustrates understanding of the role of trust as intangible resource in organizational renewal. The qualitative case study was conducted in the retail organization undergoing a renewal process. In the prior organization research, trust is recognized supporting change implementation. The theoretical framework draws on the trust research of organizations. Trust is still scarcely studied as impersonal resource from the management system perspective. The data was gathered from managers and supervisors. The findings suggest a transparent management system as the basis of organizational trust. The study makes an interesting conclusion on the development of the nature of trust towards impersonal trust.

The subject of this study focuses on the idea of indigenous peoples' empowerment through neocolonial development. The research question of how the Ngada tribe responds regarding their experiences of neocolonialist administrative policies related to the development discourse is answered by applying postcolonial theory and the Foucauldian idea of critique to ethnographic material I collected in Indonesia. I analyzed this material by using narrative inquiry. The thesis statement is that empowerment-oriented programmes which focus on education and tourism cause vulnerability and segregation in the Ngada community. According to the material, education as a means of development separates the Ngada people from one another in three distinctive ways. It separates couples from each other, children from their homes and families and new graduates from their villages and ancestors. This has had a profound impact on the local economy. Furthermore, although education is very expensive for the locals, it rarely changes their opportunities in the future. Also, the idea of an indigenized curriculum has received a negative response, since such a curriculum could threaten the Ngada people's cultural continuity. When it comes to the tourism industry, an unequal relationship between the tourist and the destination community has compounded people's experience of their own marginality. Contacts between tourists and destination communities have been based on cultural violence, which raises criticism of the tourism industry among the Ngada people. Government support which is keen on developing tourism has made the situation worse, as it has created unnatural hierarchies in the Ngada community. Furthermore, unequal distribution of tourism revenues is a source of concern to many people as it creates conflicts. The people often respond to development-related policies as a whole by criticizing the government and politics. Corruption and an atmosphere of fear further increase the negative effects. Altogether, the political situation in the Ngada regency is pushing people to rely on their own indigenous cosmology, through which they seek and find their own empowerment.

According to the Swedish science fiction TV series Äkta människor (Real Humans, SVT and Matador film 2012-2014), humanoid robots called "hubots" are replacing the human workforce in care work and assembly line industries. Against the backdrop of current debates about immigration and citizenship in the Nordic countries, this article does a close, contextual reading of the series, exploring how the hubots influence work and family life. We are particularly interested in how hubots tie in with the cultural circulation of affect in relation to Otherness and how responses towards the "not-quite" human or dehumanized Other are negotiated in the present-day Nordic cultural imaginaries. What kinds of affects are at stake in how Äkta människor takes up and interacts with debates about immigrant workers and the "not-quite" human? To answer these questions, the article develops the notion of "affective imaginaries" as an analytical tool for understanding the exchange between popular culture and political debate. ; peerReviewed

Within the current political context of global migration the concept of 'identity' has played a major role in the struggle between assimilative and exclusionary practices and policies. Such policies in many cases are the result of a wronged imagination about human identity and the subjects who possess it. In my master's thesis I conceptualize 'resilient identity' as an innovative and highly needed approach to studying today's constantly transforming subjectivity. Through the analysis of the self-narratives of Russian-speaking female immigrants in Italy, I explore how 'resilience of identity' is constructed and manifests itself. My thesis additionally brings together the philosophical and theoretical heritage of Rosi Braidotti's nomadic theory and Amartya Sen's identity thinking. This heritage together with the new concept of 'resilient identity' allows me to critically revise the traditional understanding of identity and, to describe a today's subject "from within" based on subjects' own perceptions about the self. This description allows me to generate some recommendations for future research and policy-making processes.

The principles of inclusive education largely accepted by governments of different countries require differentiated classroom instruction to meet the diverse needs of individual students. Despite this, teachers have differing experiences and understandings about implementing differentiated instruction (DI) and heterogeneous classrooms. This narrative study aimed at exploring the meanings of DI in the Eritrean context, where teachers are not explicitly familiar with the concept, although their teaching practices reflect some level of differentiation. The research data consisted of 17 narrative interviews with Eritrean mathematics and science teachers. The results of the narrative analysis showed that the teachers constructed five meanings of DI in their narratives: as a caring orientation, as a flexible pedagogic approach, as a self-reflective process, as a failed attempt and as a demanding approach. The majority of the narratives were found to produce positive meanings of DI, and the teachers constructed strong agency towards carrying out DI. These examples of sophisticated DI practices in the teachers' positive narratives could be utilised to implement DI, even in situations where teachers have limited resources and training and in contexts with large class sizes. ; peerReviewed

Opiskelijoiden poliittinen sosialisaatio Libanonissa Tutkimuksessa tarkastellaan sosiaalista identiteettiä eli samaistumisprosesseja nyky-Libanonissa. Tutkimuksen kohteena on opiskelija-aktivismi poliittisessa Free Patriotic Movement -puolueessa (FPM). Tutkimuksessa määritellään sosiaalisia ryhmiä kognitiivisesta ja performatiivisesta näkökulmasta: kuulumisen tunne syntyy sosiaaliselle todellisuudelle annetuista yhteisistä merkityksistä ja itsensä esittämisestä julkisessa vuorovaikutuksessa tästä merkityshorisontista käsin. Kerronnallisuus on keskeisessä asemassa tässä kaksitahoisessa prosessissa, sillä kerronnan avulla välitetään sekä sosiaaliselle todellisuudelle annettuja merkityksiä että juonellistamista, joka tukee samaistumisen esittämistä vuorovaikutustilanteissa. Tutkimuksessa esitetään, että moniarvoisessa Libanonissa kannattajaryhmään kuuluminen merkitsee tulkintayhteisöön liittymistä. Tätä eritellään kolmen eri ulottuvuuden kautta. Kukin ulottuvuus korostaa kiinnittymisen vaiheittaista rakentumista ja paljastaa tiettyjä sosialisaation muotoja, joilla kaikilla on kerronnallinen ydin. Näitä muotoja ovat välittäminen, sulauttaminen ja integraatio. Ensinnä ryhmä muodostuu tilanteisiin liittyvässä vuorovaikutuksessa tapahtuvan asemoitumisen eli positioiden ottamisen kautta, ennen kaikkea opiskelijoiden yliopistokontekstissa. Kollektiiviset ja yksilölliset identiteettikertomukset rajaavat ja tukevat konkreettisten positioiden antamista sosiaalisen vuorovaikutuksen ajassa ja paikassa. Samaistuessaan FPM-puolueeseen yksilö asemoituu ensisijaisesti ryhmän jäsenen tai kannattajan positioon, millä on käytännön seurauksia kannattajaverkostoihin liittymisen kannalta. Tässä mielessä ryhmä on välittävä yhteisö (community of mediation), eli se toimii rajapintana sosiaalisissa kohtaamisissa. Jäsenet osallistuvat vuorovaikutukseen ryhmän välityksellä ja sen kerronnallisen tarinan kautta. Toiseksi sosiaalisiin verkostoihin osallistuminen ja ryhmän sisäinen sosialisaatioprosessi merkitsevät sulauttavaan yhteisöön (community of incorporation) liittymistä. Yksilöt sulautuvat ryhmän kulttuuriin eli yhteisten uskomusten ja sääntöjen järjestelmään. Yhteisten merkitysten rakentumista jäsentävät ryhmää, sen rajoja sekä sen syntyä ja perusperiaatteita koskevat yhteiset kertomukset. Tämä merkityksenantoprosessi perustuu kannattajien ensisijaiseen sosialisaatioon ja muuttaa heitä yhtenäistääkseen käsityksen ryhmästä. Lisäksi prosessi tukee suuren kertomuksen rakentumista. Suuri kertomus määrittää ryhmän hallitsevan identiteetin ja ilmentää sen sisäistä valtarakennetta. Kolmanneksi kiinnittyminen tarkoittaa itsensä rakentamista moniäänisen kollektiivisen muistin muodostamassa maisemassa. Tässä mielessä puolue on integroiva yhteisö (community of integration): kiinnittymisestä seuraa, että lukuisat muistot, jotka on peritty eri sosiaalisilta ryhmiltä, joissa toimijat kehittyvät, yhdistetään yhteiseksi juoneksi. Kerronta on tässä yhteydessä integroiva tekijä, sillä se mahdollistaa erilaisten kokemusten sisällyttämisen yhteiseen representaatioon menneisyydestä. Representaatio perustuu juonellistamiseen, joka antaa merkityksen paitsi menneisyydelle myös nykyisyydelle ja tulevaisuudelle. Sen perusteella jäsenet muodostavat omat tarinansa lavastaakseen identiteetin, jonka ovat jo omaksuneet. Siten he ovat ennalta määritellyn identiteetin henkilöitymiä. ; A Recited Community: Figures of an Identity Foretold looks at the processes of social identification among the youth in plural Lebanon. Ravaged by a fifteen year civil war between 1975 and 1990, this small Middle-Eastern country has become the symbol of divided societies. Through the exploration of student activism in a political party, the Free Patriotic Movement (FPM), the book questions the dynamics of attachment, conflict, and reconciliation in a shattered country. Using original material collected during several years of fieldwork conducted in three of Beirut's main universities, the author examines the importance of narratives inherited from the past to make sense of social world and sustain one's sense of belonging. The focus on this narrative construction of group attachment allows portraying of three main features of affiliation in a plural society like Lebanon. First, the mobilization of conflicting storylines that create boundaries and mediate the relation of the individual with the others in the time and space of social interactions. Then, the incorporation of institutionalized collective tales and practices as modes of representation of reality. And finally, the integration of the self in the horizon of a collective memory that allows the insertion within a common emplotment of the multiplicity of members' biographical experiences into a shared depiction of the past conflicts. Mediation, incorporation, and integration all emerge from and actualize the duality between ipseity and alterity, reminding us that the other is the condition of recognition, thus of existence, of the self. In Lebanon as anywhere else, coexistence may cause periodic eruptions of intergroup conflicts, but remains at the same time the very condition of being of the social groups and of the individuals who compose them.

Tämän tutkimuksen sysäsi liikkeelle kuilu, jonka havaitsin politiikkaideaalien ja kehitysyhteistyön käytännön välillä. Tutkimuksessa tarkastellaan, miten laajaan turvallisuuteen sekä kehityksen ja rauhaan liittyvät ideaalit heijastuvat käytäntöön. Tutkimuskohteena on kehitysyhteistyö konfliktista kärsineellä alueella. Tutkimus on luonteeltaan tapaustutkimus. Se tarkastelee Suomen ja Nepalin kahdenvälisen vesi- ja sanitaatiohankkeen toteutusta. Tutkimus kysyy, millä tavoin Rural Village Water Resources Management -hanke huomioi konfliktin vaikutukset toimintaympäristöönsä. Tavoitteena on tuottaa politiikkarelevanttia tietoa avunannosta konfliktialueilla. Tutkimuksen teoreettinen ja käsitteellinen perusta ammentaa keskustelusta, joka pohtii turvallisuuden ja kehityksen välistä yhteyttä. Keskiössä ovat ajatus siitä, että rauha, turvallisuus ja kehitys muodostavat tiiviin yhteenliittymän, sekä keskustelu avunannon ja konfliktien välisestä yhteydestä. Tutkimuksen teoreettinen viitekehys pohjaa näihin teemoihin. Siinä määritellään kehitysinterventioita neljän ulottuvuuden kautta. Ensimmäinen on kehitysinterventioiden määrittely suhteessa konfliktiin: toimivatko ne konfliktissa, pyrkivätkö ne vaikuttamaan konfliktiin vai kiertäväktö ne sen. Muita ulottuvuuksia ovat ajatus konfliktisensitiivisyydestä ja riskienhallinnasta sekä interventioetiikka. Tutkimus perustuu narratiiviseen tietämiseen. Se tuo hankkeessa toimivat yksilöt esiin kansainvälisen politiikan legitiimeinä tietäjinä. Samalla tutkimus tarjoaa ruohonjuuritason näkökulman siihen, millaisena kansainvälisyys näyttäytyy kehitysyhteistyön käytännöissä. Tutkimuksen aineisto koostuu hankedokumentaatiosta, arkistomateriaalista, haastatteluista ja tutkimuspäiväkirjan merkinnöistä. Tutkimuksessa on käytetty tarinoihin pohjaavaa narratiivista analyysiä. Työtä ovat ohjanneet arvostavan kyselyn (appreciative inquiry) periaatteet. Tuloksena on tapaushanketta koskeva retrospektiivinen narratiivi. Tapaustutkimuksella on kolme käytännön ulottuvuutta. Yhtäältä se liittyy suomalaisiin, kehitysyhteistyötä koskeviin politiikkalinjauksiin, toisaalta taas Nepaliin konfliktista kärsineenä alueena, etenkin yhteen kaukolännen kyläkehityskomiteaan, Bhatakatiyaan Achhamin maakunnassa. Kolmas ulottuvuus on Suomen ja Nepalin välinen kehitysyhteistyö. Narratiivisen analyysin avulla syntynyt tarina valottaa, miten monin tavoin toimintaympäristöä kohdannut konflikti on vaikuttanut tutkittuun hankkeeseen. Hanketta koskevassa dokumentaatiossa mainittiin toistuvasti, että hanke edistää rauhan rakentamista. Hankkeen vaikutusta rauhaan ei kuitenkaan monitoroitu eikä arvioitu, ja väitteet osoittautuivat pitkälti tyhjiksi. Narratiivi osoittaa, että tavat, joilla hanke vastasi ympäristön haasteisiin olivat enimmäkseen reaktiivisia, eivät ennalta suunniteltuja. Syitä tähän olivat muun muassa paikallisten analyysien puuttuminen ja ohueksi jäänyt toimintaympäristön ymmärrys, hankkeessa toimineiden henkilöiden epätasainen ja heikko konfliktisensitiivisyyden tuntemus sekä puutteelliset politiikka- ja ohjelmaohjeistukset konfliktialueilla toimimiseen. Tarina paljastaa, että hankkeessa painotettiin riskien hallintaa. Tästä huolimatta hankkeessa ei tehty systemaattisia konfliktianalyysejä eikä riskiarviointeja. Toisaalta narratiivi osoittaa kuinka hanke toimi myös proaktiivisesti suhteessa identifioituihin riskeihin. Esimerkkejä tästä ovat läpinäkyvyys, osallistavuus sekä toimintatapa, joka painotti paikallistuntemusta ja yhteyksiä hankkeen edunsaajiin. Tarina tuo myös esiin sen, että hanke kykeni vastaamaan rakenteellisen epäoikeudenmukaisuuden haasteisiin. Keinoina olivat paikallista omistajuutta ja sosiaalista inkluusiota korostava lähestymistapa. Empiirinen narratiivi käsitellään työn diskussiossa teoreettisen viitekehyksen kautta. Tutkittu hanke kuvaillaan siinä ensin konfliktia kiertäväksi ja konfliktista huolimatta toimivaksi. Konflikti koettiin hankkeessa kehityksen esteenä ja välteltävänä asiana. Toiseksi tutkimus paljastaa, että riskienhallintaan liittyvä ajattelu oli yksisuuntaista. Hankeeseen kohdistuneet riskit huomioitiin, mutta hankkeen mahdollisesti aiheuttamia riskejä ei arvioitu lainkaan. Kolmanneksi hanke määritellään semisensitiiviseksi suhteessa konfliktiin. Määrittelyssä huomioidaan intuitiiviset tavat toimia konfliktista kärsineellä alueella. Hankkeen toimijat tunnustivat konfliktin olemassaolon ja heidän toimintaansa ohjasivat kokemukset aiemmasta suomalaisesta kehitysinterventiosta Nepalissa sisällissodan aikana. Neljänneksi tutkitun hankkeen voi myös nähdä vaikuttaneen konfliktin syihin. Keskeisiä tekijöitä tässä oli kaksi: osallistava, paikallista omistajuutta korostava prosessi, jonka avulla laadittiin suunnitelma vesiresurssien hallitsemiseksi sekä toimintatapa, joka korosti sukupuolten välistä tasa-arvoa ja sosiaalista inkluusiota. Viidenneksi tutkimus osoittaa, että interventioetiikan kannalta tapaushanke toimi pitkälti vastavuoroisuuden, puolueettomuuden, johdonmukaisuuden ja universaalisuuden periaatteiden mukaisesti. Kestävyyden ja täydentävyyden periaatteiden osalta hanke toimi eri vaiheissaan vaihtelevasti. Tilivelvollisuuden ja refleksiivisyyden periaatteiden osalta hanke jäi puutteelliseksi. ; A gap between policy idea(l)s of broad security and a security-development nexus, and their seeming absence in the practice of development cooperation led to this study. This research explores the practice of development in a conflict-affected context. It is a case study of a Finnish-Nepali bilateral water and sanitation project in Far Western Nepal. It asks whether or not and how it was that the Rural Village Water Resources Management Project came to take into consideration its conflict-affected operational context. The aim is to produce policy-relevant insights on the theme of aid and conflict. The theoretical and conceptual underpinnings of the study are based on a review of the shifts in security-development thinking. In focus is the notion of a peace-security-development nexus and the debate on aid and conflict. These themes provide a foundation for the four-dimensional theoretical framework, which defines interventions as working in, on or around conflict; as well as through peace and conflict sensitivity; risk management thinking; and intervention ethics. The study is based on storied knowing (narrative cognition). It provides a grassroots perspective into development practice as a representation of the international by bringing individuals involved in the project to the fore as legitimate knowers in the sphere of International Relations. The dataset of the study is composed of project documentation, archival material, interviews and research journal entries. Informed by principles of appreciative inquiry, the research has been carried out as a configurative narrative analysis. The result is a retrospective historical narrative of the studied case project. The studied case is set into context through three intersecting dimensions: Finnish policies guiding development cooperation; Nepal as a conflict-affected area, with focus on the Far West and Bhatakatiya VDC in Achham district; and Finnish-Nepali bilateral development cooperation. The narrative shows that the studied project was affected by its conflict-affected context in several ways throughout its duration, and points to repeated claims within the project documentation of the intervention's contribution to peacebuilding. Yet these claims are found to be largely void of substantial content and wanting of monitoring and evaluation to confirm them. The project's responses to contextual challenges are disclosed as having been predominantly reactive and ad hoc. Reasons for this included thin contextual knowing and absence of local analyses, uneven and weak understanding of conflict sensitivity among project actors; as well as the vague and inconclusive policy and program guidance regarding aid in conflict-affected contexts. Further, despite a strong emphasis in the intervention on risk management, the narrative presents the project as lacking in systematic and localized context and conflict analyses or risk assessments. On the other hand the story tells how transparency in all project work; emphasis on project actors' local knowledge and contacts with local staff and beneficiaries; as well as adopting a participatory approach were used proactively as ways to respond to the risks perceived. Finally, the story reveals how the project was able also to respond to structural injustices and root causes of conflict through its program design based on strong local ownership as well as through its inclusive working modalities. The findings of the empirical narrative are discussed through the theoretical framework, which presents the studied project first as having worked around, and in conflict despite the conflict: conflict was found to have been treated as a constraint to development and something to be avoided. Secondly, the study reveals the primacy of "one-way-street" risk management thinking in the project: only risks presented by the context toward the project were considered, but not vice versa. Thirdly, the project was found to have been semisensitive to conflict and to have worked intuitively in the conflict-affected context: aid actors were found to have acknowledged the conflict and to have been guided by experience of a prior Finnish development intervention in Nepal during the time of the civil war. Fourth, this research exposes the intervention design based on a rigid participatory step-by-step process of water use master planning and the approach of gender equity and social inclusion as courses through which the project may be seen as having also worked on conflict. Fifth, through a reflection of a framework of intervention ethics, this study shows how the project largely held with principles of mutuality, impartiality, consistency, and universality; how it held with the principles of sustainability and complementarity in varying degrees during different stages of the project, and how it did not quite fully live up to the principles of accountability and reflexivity.

Tutkimukseni tarkoituksena on ollut suunnata narratiivinen tutkmusote Ronald Reaganin presidenttikausiin ja määritellä millaisin tarinoin ja kerronnan keinoin hän muokkasi amerikkalaista kansallisuskontoa, identiteettipolitiikkaa ja laajemminkin koko politiikan suuntaa. Amerikkalaisessa kontekstissa uskonnon ja politiikan yhteenliittyneisyys on yleisessä tiedossa, mutta profeetallisen roolin ja jeremiadin tarinamallin soveltaminen avaa uusia näkökulmia. Väitöskirja luo narratiivista perustaa profeetallisen politiikan teorian käsiteelle ja samalla demonstroi miten Reagan sitä käytti. Suomalaisen lukian auttamiseksi väitöskirjassa on laajasti selitetty politiikan ja uskonnon rajapintoja ja esitelty narratiivisesti muokattu kansalaisuskontokin varsin joustavana diskurssina, johon jokainen voi liittää mieltymyksensä mukaisia elementtejä. Reaganin tutkiminen poliittisena narraattorina tai tarinankertojana on ollut aspekti, joka Reagan-tutkimuksesta on toistaiseksi puuttunut. Aiempi tutkimus on pysynyt lähinnä retoriikan tutkimuksen tasolla. Siten väitöskirja laajentaa poliittiseen johtamiseen keskittyvää varsin suppeaa narratiivista tutkimusta ja esittelee myös uusia teoreettisia käsitteitä kuten useasta osin päällekäisestä ja toisiaan tukevien tarinoiden luomista tarinamaailmoista syntyvä "storyverse" jonka huolellinen manipulointi on keskeinen osa narratiivista poliittista johtamista. Reaganin poliittinen tyyli nojasi monipuoliseen tarinankerrontaan, joka yhdisti elementtejä uskonnosta ja politiikasta kansalaisuskonnoksi amerikkalaista unelmaa kohtaan. Hän käytti niin uskonnollisia tarinoita kuin myyttejä sekä "maalaisjärkeä" politiikkansa oikeuttajina. Näillä keinoilla Reagan muokkasi Yhdysvalloista tarinamaailman nimeltä Amerikka, jolla oli suorastaan myyttisiä ominaisuuksia, ja joka määritelmällisesti oli amerikkalaisen unelman toteutuma. Reagan toimi sekä poliittisten tarinoidensa kertojana että niiden henkilöhahmona, usein jopa sankarina. Muokatessaan uutta narratiivista identiteettiä johtamalleen yhteiskunnalle Reagan sivutuotteena loi myös itselleen poliittisen persoonan, kerronnallisen hahmon, joka kansalaisten silmissä korvasi historiallisen Reaganin. Reaganin profeetallinen politiikka nojasi menneisyyden kulta-ajan luonnosteluun lukuisin tarinoin ja nykypäivän kuvaamisen poikkeavaksi "oikeasta" tavasta elää. Tarinoiden logiikan mukaisesti kaikki poliittiset päätökset kuluvassa hetkessä joko jatkaisivat synkkää nykyisyyttä tai avaisivat mahdollisuuden uuden, entisyyden kulta-aikaakin loistavamman tulevaisuuden aktualisoitumiselle. Keskeiseen asemaan politiikassa nousee tämä visio tai näky tulevaisuudesta, jonka toteuttaminen koetaan poliittisen toiminnan päämääräksi. Profeetallisessa politiikassa jokainen hetki kuvataan tärkeän valinnan hetkeksi, jossa päätetään siirrytäänkö kohti valoisaa tulevaisuutta. Pienimmälläkin poliittisella päätöksellä on merkitys tulevaisuuden airueena. Politiikalla pyritään miltei paratiisillisen tilan luomiseksi, mutta toisaalta tavoitteet luodaan niin käsinkoskettelemattomiksi, etteivät ne toteudu konkreettisestä minään tiettynä ajan hetkenä. Yhteiskunnan kuvataan narratiivisesti jokaisen poliittisen päätöksen myötä siirtyvän aina lähemmäs politiikan lopullisen tavoitteen toteutumista, mutta samalla tarinankerronnan keinoin sitä siirretään kauemmaksi ja kauemmaksi kuten horisontissa siintävää kangastusta. Vain pitämällä politiikan tavoite saavuttamattomana (mutta kuvaten se saavutettavissa olevaksi) estetään poliittisen prosessin pysähtyminen. Reagan ansaitsi lempinimen "the Great Communicator" ja tämä väitöskirja auttaa lukijaa ymmärtämään miksi entisestä näyttelijästä tuli myöhemmin arvostettu presidentti ja jopa ikoninen hahmo, jonka toiminnasta 2000-luvun vaaleissa sekä demokraatti-, että republikaanikandidaatit ovat omaksuneet osia. Reaganin presidenttikaudet jättivät leimansa presidenttiyteen instituutiona ja tämä väitöskirja kertoo miten Reaganin narratiivit ja hänen vanhoille tarinoille antamansa uudet merkitykset edelleen ohjaavat amerikkalaista politiikkaa ja identiteettiä. ; The aim of this thesis is to establish Ronald Reagan as a political narrator and to research the way he used stories to justify his politics. Reagan blended religion together with politics to create a narrative version of civil religion where religious, mythical and nationalistic narratives combined together into a web of stories. Each story gives birth to a storyworld and these together form a narrative construct called a "storyverse" where storyworlds overlap and their pervasive boundaries allow for the transportation of the story recipient from one world into another without notice. The manipulation of the citizen as a story recipient within the storyverse allowed Reagan to use multiple storylines to legitimize his policies. I have chosen to call Reagan's narrative policymaking with the term "prophetic politics." This theses has a dual purpose. Firstly, it will explain the way Reagan narratively created his personal version of civil religion and through that reshaped American identity politics. The thesis will provide insight into how narratives played a crucial part in Reagan's entire political style and leadership. Secondly the thesis drafts a theoretical framework towards a fuller theory of prophetic politics and ways to understand the mechanisms of narrative political leadership. Reagan not only acted as the narrator of his extensive political storytelling, but he also narrated himself into the stories he told as a character. While his storytelling created a narrative identity for himself he also turned the USA into a mythical America which can be assessed only as a storyworld. It was unmarred, sinless and without a blemish of evil in its purposes. By the blending of the stories people believed in Reagan could narratively depict America and its politics to be almost a part of the divine plan instead of only serving the national interests of USA. At the heart of prophetic policymaking lies the purpose of emplotting history and saturating it with a higher meaning. Reagan depicted the age of the Founding Fathers as a Golden Age in American history. His contemporary times were narrated to be marred with wrong decisions. The future was depicted as a causal result of the decisions made in the present. The citizenry could choose not to accept the guidelines provided by Reagan and to continue the gloomy and hopeless situation of the present moment. Or they could choose the path narrated by the prophetic politician and make the decisions he advocates. Following the story logic this path will lead into a future far more glorious than the golden path narrated to have existed long ago before the people went astray. Prophetic politics of Ronald Reagan were not about returning into the past golden age but with the inventions of technology and other advances of humanity to boldly go into a future full of promises and the fulfillment of the American Dream. What Reagan did with his prophetic politics was to provide the people with a vision of a glorious future which was always narrated as something intangible and unverifiable. Like a mirage it moved just a little bit further with every step taken towards it. Narrated as this, the goal of politics seems to be always just a few political decisions away, but still manages to be just outside the grasp. This elusiveness of the goal manages to keep politics away from a state of stagnation since after each decision there are more decisions to be made. As a byproduct it does not allow for the opposition to question the effectiveness of politics since there is no way to verify whether the goals have been fulfilled or not. There is always the vision, beckoning people onwards, shimmering just above the horizon of each decision made. Narrating and renarrating this vision was the essence of Reagan's political leadership and many of the policies and especially the political stories he used are still a part of the American political culture.

Palestiinalaispakolaiset ovat eläneet pakolaisleireillä jo seitsemän vuosikymmentä. Heidän pakolaisuutensa juontuu vuodesta 1948, jolloin Israelin valtion perustamisen yhteydessä enemmistö alueen palestiinalaisesta väestöstä joutui pakenemaan kotiseuduiltaan. Vuosikymmenten aikana pakolaisleirit ovat tulleet osaksi Lähi-idän maisemaa, ja niillä on kasvanut ja elänyt jo useita palestiinalaissukupolvia. Leirien pitkästä historiasta huolimatta niitä on kuitenkin pidetty väliaikaisina; määritelmällisesti leiri on aina olemassa vain rajatun ajanjakson ja palestiinalaisten kansallisissa narratiiveissa, jotka painottavat paluuta Palestiinaan, niitä ei ole ajateltu pysyvinä asuinpaikkoina. Käytännössä leirit kuitenkin muodostavat olosuhteet, joissa palestiinalaispakolaiset elävät arkeaan ja rakentavat tulevaisuuttaan. Pitkän historiansa, ainutlaatuisen institutionaalisen viitekehyksen sekä palestiinalaisten poliittiseen kamppailuun linkittyvien merkitysten takia leirit luovat omanlaisensa puitteet niillä asuvien pakolaisten elämälle. Tässä tutkimuksessa en silti tarkastele vain leirejä itsessään vaan lähestyn niiden kautta sitä, miten niillä asuvat palestiinalaiset neuvottelevat tulevaisuudentoiveitaan. Tämä etnografiaan pohjaava tutkimus on toteutettu Libanonissa, Jordaniassa ja Länsirannalla usealla eri pakolaisleirillä. Valitsin monikenttäisen lähestymistavan sillä lähtöoletuksella, että pakolaisuuden konteksti vaikuttaa merkittävästi siihen, miten tulevaisuuksia kuvitellaan. Palestiinalaispakolaisten asemamassa onkin merkittäviä eroja näillä kolmella alueella: Libanonissa he elävät ilman kansalaisuutta ja sen tuomia oikeuksia, Jordaniassa enemmistö pakolaisista on samanaikaisesti sekä maan kansalaisia että pakolaisia ja Länsirannalla palestiinalaispakolaiset joutuvat muiden länsirantalaisten tavoin kohtaamaan Israelin väkivaltaisen miehityspolitiikan. Näiden kontekstuaalisten erojen ja niiden vaikutusten ymmärtäminen on ollut tutkimuksen keskiössä. Tutkimuksen lähtöoletuksena on lisäksi ontologisen hermeneutiikan mukaisesti se, että tulevaisuuden tarkastelu ei ole mahdollista ilman, että ymmärtää menneen, nykyisyyden ja näiden välisen suhteen. Tästä syystä käyn läpi eri kentillä asuvien palestiinalaisten historiaa ja etenen leirien nykyolosuhteiden tarkasteluun. Nämä ajallisuudet luovat pohjan pakolaisten tulevaisuudentoiveiden ymmärtämiselle. Palestiinalaispakolaisten historia on täynnä väkivaltaa, pakenemista ja jatkuvaa epävarmuutta, ja pakolaisleirit ovat tilana tiivistäneet pakolaisuuteen liittyvät vaikeudet niin historiallisesti kuin nykyäänkin. Materiaaliset olosuhteet, ahtaus, suhde ympäröivään paikkaan ja yhteisöön sekä leirin identiteetilliset ja poliittiset konnotaatiot ovat kaikki vaikuttaneet siihen, miten tähän tutkimukseen osallistuneet palestiinalaispakolaiset kokivat elinolosuhteensa. Leirien ei koettu pystyvän tarjoamaan toivottua elintasoa, mutta samanaikaisesti ne muodostivat merkityksellisen yhteisön, johon liitettiin useita positiivisia ominaisuuksia. Leirit muodostivat myös osan pakolaisten poliittista identiteettiä: ne muistuttivat niillä asuvien pakolaisuudesta ja muodostivat linkin Palestiinaan ja siten ylläpitivät vaatimusta paluuoikeudesta. Kuitenkin, näistä positiivisista puolista huolimatta, elettyinä tiloina leirit eivät pystyneet luomaan toivottuja puitteita arjelle. Tässä tutkimuksessa painottuu myös se, että Libanonissa, Jordaniassa ja Länsirannalla tarjolla olleet mahdollisuudet eivät useinkaan riittäneet toivotun tulevaisuuden saavuttamiseen. Maastamuutto olikin monelle tapa kuvitella parempaa tulevaisuutta niin itselle kuin perheelle, erityisesti Libanonissa ja Länsirannalla. Parempaa tulevaisuutta neuvoteltiin useita eri reittejä, ja tässä tutkimuksessa keskityn erityisesti koulutuksen, työn ja naimisiinmenon tarjoamiin mahdollisuuksiin. Vaikka myös kansalliset tulevaisuudet, Palestiina ja paluuoikeuden toteutuminen nousivat esiin näissä neuvotteluissa, ilmenivät ne kuitenkin abstraktimmalla tasolla ja eri aikajanalla, kuin tulevaisuudet, joilla haettiin parempia mahdollisuuksia saavuttaa henkilökohtaiset elämäntavoitteet ja helpotusta arjessa kohdattuihin vaikeuksiin. Palestiinalaispakolaisten tulevaisuuskäsitysten erityisyys on juuri henkilökohtaisen ja kansallisen tulevaisuuden välille muodostuvassa ristivedossa. Kansallisen narratiivin mukaan pakolaisten (erityisesti leireillä asuvien) oletetaan sisukkaasti odottavan paluuta, kestävän pakolaisuuden haasteet ja taistelevan kansallisten tavoitteiden puolesta. Samanaikaisesti pakolaiset kuitenkin pyrkivät parantamaan arkeaan, elinolosuhteitaan ja mahdollisuuksiaan tarjolla olevin keinoin. Etnografiassani painottui erityisesti tämä henkilökohtainen puoli ja se, että kansallisten tavoitteiden saavuttamisen ei koettu pystyvän tarjoamaan parannusta pakolaisuuden historian muovaamiin nykyolosuhteisiin riittävän nopealla aikataululla. Väitänkin, että henkilökohtaisten tulevaisuuksien ensisijaisuus heijastaa leireillä asuvien palestiinalaisten kohtaamia vaikeuksia: heidän asemansa ja tulevaisuutensa ei ole tarpeeksi turvattu, jotta he voisivat odottaa ja keskittyä kansallisten tavoitteiden ajamiseen. Sen sijaan palestiinalaispakolaiset ovat pakotettuja tarttumaan tällä hetkellä tarjolla oleviin vaihtoehtoihin ja pyrkimään niihin suuntiin, joissa mahdollisuudet parempaan elämään ovat tarjolla. ; Palestinian refugee camps have been housing Palestinians for seven decades. They were formed after 1948, when in the process of establishing Israel as a Jewish state the majority of Palestinians living in Mandatory Palestine were dispossessed. Over these decades, the camps have become a durable part of the Middle Eastern landscape, and several generations of refugees have already been born, and are living, in them. Despite the fact that Palestinian camps have also been framed as temporary, not only by definition but also in the national narratives stressing the right to return to Palestine, in practice the camps have become sites where lives are lived and futures built. Due to their long history, unique institutional framework, and strong connotation as centers of Palestinian political struggle, Palestinian refugee camps have their own specificities that affect how they frame the life of their dwellers. Yet, this dissertation is not an ethnography of the camps per se; the aim is rather to look through them in order to explore the manifold futures that are negotiated by the Palestinian refugees dwelling in them, and especially by those just reaching adulthood. This ethnographic study has been conducted in several refugee camps in Jordan, Lebanon, and the West Bank. A multi-sited approach was adopted with the presumption that the context of refugeeness affects the ways in which futures are imagined. Palestinian refugees have been positioned differently in these places: as stateless and excluded in Lebanon, as refugee-citizens in Jordan, and as being among their own people yet enduring the difficulties of the oppressive Israeli occupation in the West Bank. Understanding these contextual specificities in the different host sovereigns has hence been central to the aims of this work. In this dissertation I argue, in line with ontological hermeneutics, that it is not possible to explore the future without first addressing the differing pasts and present conditions of the refugees. Therefore, to understand these differing experiences of Palestinian refugees living under the three host sovereigns, I start by looking at the histories that form the present realities through which Palestinians look to, have hopes for, and plan for their futures. The histories of Palestinian refugeeness have witnessed violence, multiple displacements, and enduring uncertainty. In all the fields that were included in this research it was the camp that embodied the difficulties of being a refugee. The material living conditions, crowdedness, camp community, and relations with the surrounding area and society, as well as the identificational and political connotations, have all affected how the camps have been experienced as places of dwelling by my interlocutors. In many ways they were considered inadequate in terms of providing the hoped-for standards of living, yet simultaneously they formed a significant community that was viewed from a positive perspective, though more so in the West Bank and Jordan than in Lebanon. Nevertheless, while the camps functioned as a marker of Palestinian refugeeness, and were even equated with Palestine and the right of return, as everyday spatialities they left much to be desired. Similarly, this research shows that the possibilities available to the refugees under the host sovereigns were not usually enough for my interlocutors to achieve their aspirations. Hence many – especially in Lebanon and the West Bank, though for different reasons – have come to consider that emigration could fulfil their hopes and provide better conditions for them and their families. Better futures were negotiated via different routes – education, employment, and marriage being the ones explored here. While both return and the national future of Palestine also emerged in these negotiations, they were situated in a different, more abstract timeframe, not one that could provide better possibilities or enhancements in the deprived conditions faced in everyday life. The specificity of Palestinian refugees' negotiations on the future nevertheless emerges from this discrepancy between the national and the personal. On the level of national discourse, Palestinian refugees (especially those living in camps) are people steadfastly waiting for the return, enduring life in the camp and fighting for the national cause. However, on the level of the everyday, they are – as is anyone – aiming to improve their situation with the means available and, as became evident in my ethnography, in the present situation and in light of past experiences those means direct their attention somewhere other than to the political objectives they hold as Palestinian refugees. This, I claim, reflects the difficulties that Palestinian refugees living in the camps face: they are not in a secure enough position to have the luxury of "waiting out" or to concentrate on the political in its national manifestation. Rather, they are forced to negotiate the options at hand, to reach out in those directions where possibilities are available.
