This paper explores the use of strategic communication for nation building purposes in Catalonia after the approval of the Second Statute of Autonomy in 1979. During this period, the Generalitat de Catalunya, Catalonia's self-government political organization, has used the high degree of autonomy in a number of areas involving culture, communications or education, among others, to enhance a Catalan identity opposed to the Spanish identity. Soft power approaches – mainly the promotion of Catalan language, culture, sports and symbols – and the implementation of linguistic laws have resulted in a positive climate of opinion concerning an inclusive Catalan identity in a region where a high percentage of the population has roots in other parts of Spain. After all these years, the outcome has been positive for Catalan nationalism: Identification with Spain has decreased while dual Catalan-Spanish and Catalan-only identification has grown; almost half of the Catalan population is pro-independence while 40 years ago was less than 20 percent. Nonetheless, the language variable still seems to be contention wall despite communication management efforts. There is still a large majority of Catalans, mostly from the Spanish-language community, that are opposed to the nation building, nowadays pro-independence, process.
Este documento arroja luz sobre la importancia del federalismo en la construcción de la nación, analizando en qué medida la Enmienda 18 ha fortalecido a la federación de Pakistán, y de ahí, qué papel ha jugado el federalismo en la construcción de la nación. Para Pakistán, el sistema federal es la penitencia de tales demandas y problemas, mientras que la enmienda 18 ha dado un curso definitivo que conduce a la construcción de la nación al avanzar ciertas medidas, que de adoptarse, pueden obtener resultados alentadores; es difícil ignorar la importancia de las instituciones políticas. La gobernanza inclusiva y descentralizada permitiría a la federación de Pakistán desempeñar su papel en la construcción de la nación a través de intereses e identidades complacientes. ; This paper sheds light on the significance of federalism in nation building, analyzing to which extent the 18th Amendment has strengthened the federation of Pakistan, and thereafter, what role federalism has played in the nation building. For Pakistan, federal system is thus the penance of such demands and issues, while the 18th amendment has given a definite course leading to nation building by advancing certain measures those if adopted may fetch encouraging results. Importance of political institutions may hardly be ignored. Inclusive and decentralized governance would allow federation of Pakistan to play its role in nation building through accommodating interests and identities.
Starting from the idea that "nation building" always begins with the destruction of the original nation, and that the stage of reconstruction does not take place, it is postulated that today this process is limited to the destruction of nations. This destruction is done with military intervention, as in the case of Irak, or without it, as in a large part of the world. Focusing on the pre-1952 Bolivian case, the author of this article offers a chronicle of that undercovered operation conceptualized as "destruction of nations." He builds his chronicle with declassified documents from the United States Department of State, many of which were originally secret and remained so for a long time. ; A partir de la idea de que la "construcción de la nación" siempre comienza con la destrucción de la nación original, y que la etapa de la reconstrucción ya no se realiza, se postula que hoy por hoy ese proceso se limita a la destrucción de naciones. Esa destrucción se hace con la intervención militar, como en el caso de Irak, o sin ella, como en gran parte del planeta. Centrándose en el caso boliviano pre-1952, el autor de este trabajo ofrece una crónica de esa operacion encubierta conceptualizada como "destrucción de naciones". La crónica está reconstruida con documentos desclasificados del Departamento de Estado de los Estados Unidos, muchos de los cuales fueron originalmente secretos y permanecieron así por mucho tiempo.
In this article, we will use a comparison of Ecuador and Mexico to explore the relation between the configuration of rivalries among soccer teams at the national level and the spatial distribution of power among regions and cities. In the Mexican case, the pattern of rivalries is inseparable from the strong centralism of political and economic power, whereas in the Ecuadorian case, the pattern has to be do, primarily, with an old struggle for economic and political predominance between the cities of Quito and Guayaquil. We p ropose that attention to soccer rivalries reveals how a segment of the population sees, criticizes or restates the position of a city or region in relation to others and in relation to the nation. This attention re veals a c o m m e n t a ry "from below" on the continuous process of nation building. ; En este artículo empleamos una comparación entre Ecuador y México para explorar la relación entre la configuración de las rivalidades de los equipos de fútbol a nivel nacional y la distribución espacial de poder entre las regiones y ciudades. En el caso de México, el patrón de rivalidades es inseparable de un fuert e centralismo de poder político y económico, mientras que en el caso de Ecuador, el patrón tiene que ver principalmente con una vieja lucha por la predominancia económica y política entre las ciudades de Quito y Guayaquil. Proponemos que la atención a las rivalidades futbolísticas re vela cómo un segmento de la población ve, critica o replantea la posición de su ciudad o región con relación a otras y con relación a la nación. Esta atención re vela un comentario "desde abajo" sobre el proceso continuo de construcción de la nación.
Los procesos de nation-building, más allá de sus orígenes o sus peculiaridades sustanciales, siempre son expresión de la combinación conjunta de procesos manifiestos y de otros menos visibles. Una dialéctica política, económica, social y cultural que se desarrolla, a la vez, en los ámbitos regional y federal, y que conlleva intrincados procedimientos de inclusión/exclusión de los distintos actores que componen el tejido social. Es menester, entonces, profundizar no sólo en la historia de los hechos evidentes, sino en los específicos detrás de la escena, con el objetivo de evidenciar las particulares redes de intereses político-económicos y aspiraciones socio-culturales ocultos. Es el caso del noroeste mexicano que, entre finales de siglo XIX y principios del XX, protagonizó una guerra sin cuartel en contra de una comunidad originaria de la zona, los yaquis. Pero más allá de ser un mero conflicto de reivindicación territorial y de autonomía de los indígenas, la "Cuestión Yaqui" acabó por volverse Cuestión Yori, en donde el difícil diálogo entre centro y periferia se concretó, por un lado, en la adopción de diferentes medidas para satisfacer "intereses superiores", nacionales, y por otro, en el mantenimiento de contradictorias actitudes por parte de los diferentes actores sociales para la conservación (o el alcance) del poder político y el control económico regionales. ; Beyond their origins and their substantial peculiarities, nation-building processes are always the expression of evident processes and of others less visible. A political, economic, social and cultural dialectics which takes place both regionally and federally entails complex inclusion/exclusion procedures of the different actors that compose the social fabric. Hence, it is important to study in depth not just the history of evident facts, but also the specific back stages, in order to show particular networks of hidden political-economic interests and socio-cultural aspirations. It's the case of northwestern Mexico, where in the late nineteenth century and the beginning of the next century, a fight without quarters against an indigenous community of the area, the Yaqui. But beyond being a mere territorial claim and indigenous autonomy conflict, the "Yaqui issue" ended up becoming a Yori Issue, in which the difficult dialogue between center and periphery was specified, on one hand, by the adoption of different resolutions to satisfy national "superior interests"; and on the other, by the upkeep of contradictory attitudes of different social actors to defend (or to reach) regional political power and economic control.
This work constitutes a first approximation to the construction of the nation in Korea, considering the historical and geopolitical context of the peninsula, taking as a starting point the works of Wallerstein and Balibar, Arendt and Habermas. We follow a qualitative methodology with a descriptive scope and use the historical method. We argue that the idea of nation emerges as a concept that has been constructed from a practical need, creating a signifier for which there was no signified previously determined, forging a national identity or koreanness to provide meaning to the term and reach certain political-strategical goals pursued after the end of the Second World War. An identification of individuals with the State is therefore created because of symbolic incentives based on the ideas of race and language as the basis of ethnicity, which are in turn reinforced to give content and support the concept of nationality. We conclude that, in the case of Korea, the idea of a nation is born fractured, incomplete, and antagonistic because of the perpetuation of a cold war situation on the peninsula. ; Este trabajo constituye una primera aproximación a la construcción de la nación en Corea, considerando particularmente el contexto histórico y geopolítico de la península a partir de los trabajos de Wallerstein y Balibar, Arendt y Habermas. Se adopta una metodología cualitativa con enfoque descriptivo, según el método documental histórico. Postulamos que la idea de nación surge como un concepto construido a partir de una necesidad práctica, que crea un significante para el cual no había un significado determinado previamente. The object of this study is the nation-building project contained in the Constitution of Andalusia, developed by Pi y Margall´s party in 1883. To this aim, the Andalusian document is sistematically analyzed, and its political and judicial contexts are contrasted. Furthermore, it is being compared to federalism classic essays and also to those constitutions written in other territories during the same period. Research indicates that the judicial vertebration of Andalusian nationality is part of a wider process that culminates in a confederal association with other Iberic nations. In conclusion, Andalusian confederal republicanism and its original constitutionalism showed some distinctive features that allow us tracing a continuity line between the dawning of Andalucism and the typical Iberism of nineteenth century republicanism in its confederal face. ; Se estudia el proyecto de construcción nacional contenido en la Constitución de Andalucía elaborada por el partido de Pi y Margall hacia 1883. Para ello se analiza sistemáticamente el documento andaluz y se contrastan sus contextos teórico-político y jurídico. Asimismo, se compara con textos constitucionales clásicos del federalismo y con aquellos redactados en otros territorios en la misma fecha. Se constata que la vertebración jurídica de la nacionalidad andaluza forma parte de un proceso más amplio que culmina con la asociación confederal con otros pueblos ibéricos. Este artículo analiza las políticas italianas de integración de inmigrantes, profundizando en los discursos sobre la identidad y los valores "italianos" versus aquellos atribuidos a las personas definidas como migrantes. La discusión empírica pone de relieve: 1) la existencia de representaciones ambivalentes, que oscilan entre un llamamiento a la participación activa en el proceso de integración y la problematización del migrante como sujeto otro, caracterizado por carencias culturales ligadas a la procedencia; 2) un discurso moral y meritocrático orientado a diferenciar constantemente entre "buenos" y "malos" migrantes. El análisis resalta la persistencia del pensamiento de Estado y argumenta que tanto las representaciones contradictorias fomentadas por dichas políticas como las lógicas de inclusión diferencial que estas generan, lejos de constituir elementos dicotómicos, se refuerzan recíprocamente. Las conclusiones apuntan a una transformación de las racionalidades acontecida no solamente en este ámbito político, sino en el conjunto del gobierno neoliberal de lo social. ; This paper focuses on Italy's immigrant integration policies. It deepens into discourses about "Italian" identity and values vs. "Migrant" supposed ones. The empiric discussion tackles two main issues: 1) the existence of ambivalent representations, fluctuating between a call to active participation within the integration process and the problematization of the migrant as the cultural Other, characterized by social and cultural shortages related to his/her origin; 2) a moral and meritocratic discourse aimed to constantly differentiate between "good" and "bad" migrants. The analysis emphasizes the persistence of State Thought and shows that both the ambivalent representations promoted, and the logics of differential inclusion produced by these policies, are not contradictory among them, but rather mutually supporting. The conclusions point to a wider transformation that has affected not only integration policies, but more generally speaking, the neoliberal social government as a whole.
Este ensaio analisa a mudança política de longo prazo que teve início com a revolução de independência na América Hispânica: a experiência republicana do século XIX. A adoção do princípio de soberania popular para fundar e legitimar o governo e a autoridade, comum para quase todas as tentativas de conformação de novas comunidades políticas após a ruptura da ordem monárquica espanhola, trouxe mudanças decisivas nas normas, nas instituições e nas práticas políticas. Para analisar tais mudanças, este ensaio recorre à categoria de "cidadania" como lente de observação que permite o questionamento sobre a participação política e as formas de inclusão/exclusão na república. Na base de uma ampla bibliografia disponível sobre o assunto, são explorados traços e tendências compartilhados em relação com a instituição da cidadania em três de suas fases mais estudadas até hoje: a eleitoral, a das armas e a que se refere à opinião pública. ; Este ensayo reflexiona sobre el cambio político de largo plazo que se inaugura con la revolución de independencia en Hispanoamérica: la experiencia republicana del siglo XIX. La adopción del principio de la soberanía popular para fundar y legitimar el gobierno y la autoridad, que fue común a casi todos los intentos de conformación de nuevas comunidades políticas después del estallido del orden monárquico español, trajo cambios decisivos en las normas, las instituciones y las prácticas políticas. Para analizar esos cambios, este ensayo recurre a la categoría de "ciudadanía" como una lente de observación que permite preguntarse sobre la participación política y las formas de inclusión/ exclusión en la república. En base a una amplia bibliografía disponible sobre esta cuestión, se exploran rasgos y tendencias compartidas en relación con la institución de la ciudadanía en tres de sus facetas más estudiadas hasta el momento: la electoral, la de las armas y la que refiere a la opinión pública. ; The purpose of this paper is to reflect upon the vast and long-term political change triggered by the fall of the Spanish Empire and the wars of independence in Spanish America. After the revolutions, attempts at nation building followed different directions, but all the new polities in the making adopted republican forms of government based on the principle of popular sovereignty. This "republican experiment" entailed a radical change in political norms and institutions, as well as in political practices. By resorting to the category of "citizenship", this essay focuses on one aspect of that vast political transformation, which pertains to political participation and to the borders of inclusion and exclusion from the polity. On the basis of the recent literature on these topics, it explores the institution of citizenship in nineteenth-century Spanish America.
From the beginning of his political activity under the Franco regime and during the 23 years of his presidency of the Generalitat de Catalunya, Jordi Pujol showed a great interest to intervene in the media. This article aims to describe and interpret the actions carried out by Pujol to create and/or control the media in order to help them achieve their political objectives during his anti-Francoist opposition activities and his first two legislatures as president of the Generalitat. To achieve these objectives, a qualitative research strategy was designed. It combines theoretical foundations of political science and communication sciences and triangulates the techniques of documentary analysis (legal framework, gray literature, monographs and scientific articles, and memoirs) and in-depth interviews with the protagonists of the actions analyzed, including Jordi Pujol himself. The result is an original research that sheds light on the relations between political movements and the media during the Spanish transition, a foundational moment in Spanish politics. The article shows a clear interventionist will of Pujol on the media, considered by him as infiltrated by leftist parties and hostile to Catalan nationalism. He always had an instrumental conception of journalism, both for the promotion of his party and political ideas and in the process of national (re)construction of Catalonia (a project that he shared with other parties). According to the results obtained, Pujol made the creation of mass media a fundamental objective of his political action. ; Desde el inicio de su actividad política bajo el franquismo y durante los veintitrés años que presidió la Generalitat de Catalunya, Jordi Pujol mostró un gran interés per intervenir en los medios de comunicación. Este artículo tiene por objetivo describir e interpretar las acciones llevadas a cabo por Pujol para crear y/o controlar medios que le ayudasen a conseguir sus objetivos políticos durante su etapa de opositor antifranquista y sus dos primeras legislaturas como presidente de la Generalitat. The propaganda analysis of the Chechen-Russian conflict (1994-1996) gives us specific tools to determine the political use of violence in the imagination of nations. This paper presents an overview of some influential political-military and media strategies in Russian and Chechen nation-building during the First Chechen War.
This article addresses -in the context of the republican formation of Peru during the XIX century- the complex relation between the state apparatus and the local society of Tarapacá from the rentier efforts of the governments of that time and the emergency, for this cause, of a critical regionalist feeling of the political and economic decisions sanctioned by them. Being Tarapacá the southernmost province, this aspect had significant traces about the position held by different local figures for the purpose of claiming citizenship and thus, contributing to the Peruvian nation-building. ; Este artículo aborda, en el contexto de la conformación republicana del Perú durante el siglo XIX, la compleja relación entre el aparato estatal y la sociedad local tarapaqueña a partir de los afanes rentistas de los gobiernos de la época y la emergencia, por esta causa, de un sentir regionalista crítico de las decisiones políticas y económicas sancionadas por éstos. Siendo Tarapacá la provincia más meridional, este aspecto adquirió ribetes relevantes en torno a la posición que tomaron distintos actores locales a efecto de demandar ciudadanía y, de este modo, aportar a la construcción de la nación peruana.
