Optimalisasi Pelayanan Publik : Capacity Building
From various surveys on the quality of public services shows that low public services in Indonesia, more affected due to poor quality of human resources officers. Therefore it is necessary to reform human resources through capacity building apparatus. With reference to the experience of three countries (Britain, Australia, New Zealand), then capacity building in Indonesia should be taken seriously by political commitment at both the macro and micro: (1) change in mindset of officials, (2) Capacity building of intellectual capital, ( 3) Capacity building of intellectual capital, (4) Capacity building of intellectual capital. Besides the focus on human resources, Capacity building also should be coupled with capacity building institutions

NATIONAL BUILDING TYPOLOGY AS A SOURCE FOR AN ADEQUATE REHABILITATION POLICY
Serbia's Law on Planning and Building has imposed the topics of energy efficiency in building sector, requiring adequate policy making and providing a starting point for improvement of the current situation in this field. Considering the fact that there are more than 3.200.000 housing units without any statistical classification a need arose for establishing a national building typology as a starting point for further decision making and appropriate activities definition regarding the existing housing stock.After joining EU TABULA (Typology Approach for Building Stock Energy Assessment) project, methodologies and approaches of the European countries have been analysed providing a common experience, at the same illustrating a need for identification and classification of local characteristics. In order to obtain adequate data a comprehensive survey has been conducted, providing a starting point for creation of typology. The National Typology has identified typical "model" buildings and defined the levels of improvement ranging from standard (according to the current law) to the low-energy level. Empowering SMEs and Cooperatives: Export capacity building in the era of trade liberalisation
The era of trade liberalisation for the ASEAN Economic Community (AEC) began in December 2015 and brought about economic liberalisation in the Southeast Asian region. This era is competitive and the ASEAN member states (AMSs) almost do not have full power of sovereignty to govern their own economic national matters. In this globalised dependence era, the majority of states in the world have to adjust and adopt as well as adapt their national laws to internationalised rules of law. This trade liberation era also has forced companies and other business entities, including Small and Medium Enterprises (SMEs) and Cooperatives in Indonesia to compete with each other in order to tap the benefits of international trade liberalisation. In this context, SMEs and Cooperatives in Indonesia need some kind of protection from the government that does not oppose international regulations on trade. While the number of SMEs and Cooperatives is 98 per cent, their contribution to Indonesian export is small, at only 19 per cent. They are weak in terms of capacity building and access to capital, information technology, global markets as well as integration with regional and global market chains. This research paper evaluates SMEs and Cooperatives in Indonesia in terms of facing AEC trade liberalisation, i.e., what has done and should be done by the authority is to give proper protection to the SMEs in Indonesia by focusing on the manufacturing SMEs as this sector has the best chance of boosting SMEs' export capacity and building the competitiveness of Indonesian SMEs in order to be equal with other SMEs in the ASEAN region.

HIGHEST AND BEST USAGE ANALYSIS OF THE SOUTH KALIMANTAN GOVERNOR'S OFFICE BUILDING IN BANJARMASIN
The government of the South Kalimantan Province moved the provincial capital from Banjarmasin to Banjarbaru at the end of 2011. However, there has not been a clear decision as to what the government's old building will be used for. One thing is clear, the utilization has to be optimized by considering the local government regulations. The aim of the research is to examine the highest and the best alternatives of utilization that can be adopted for such an asset. Non-probability sampling method was used in the research to find the alternatives. The alternatives were analyzed by using the highest and the best use analysis as the relevance test instrument for each of them. After analyzing the alternatives, the benefit-cost ratio (BCR) analysis was conducted to analyze the alternatives prior to determining their feasibility. Legal analysis, physical analysis, financial analysis, and the maximum productivity analysis were the stages conducted on the research based on highest and best use analysis. Based on the result of the research, the alternative which is feasible to do is that the building is used for other governmental or public purposes. Through the analysis, the alternative meets the criteria of the analysis as mentioned before with NPV Rp. 747,439,143 and BCR 1.024. Furthermore, according to 42.5 percent of the respondents, the building is best used for UPT offices and other institutions.

The methodological assumptions of the rational choice theory - methodological individualism and rationality - are not generally considered suitable for analyzing nations. Nevertheless, if we accept that the political process is at least partially rational, and that nation building and change is part of that process, this will provide an opening to look at nations from the unorthodox perspective of rational choice. The club theory, as part of the rational choice theory, offers great opportunities for establishing analogies between clubs and nations, and thus for shedding new light on some features of modern polities. Establishing a polity, by the club analogy, entails two basic selections: the selection of the members and the selection of a sovereign territory, that will serve to provide physical protection and material resources for its members. The choice of membership is in general based on the choice of desirable membership characteristics (usually cultural ones). The choice of a sovereign territory is linked to the decision on the part of the members to engage in a collective action in order to acquire the sovereign territory. (SOI : PM: S. 212)

SUNSHINE POLICY : KEBUNTUAN CONFIDENCE BUILDING MEASURES SEMENANJUNG KOREA PADA MASA KIM DAEJUNG- ROH MOOHYUN
This paper describes the ineffectiveness of South Korea's confidence-building measures towards North Korea during the reign of Kim Dae Jung and Roh Moo Hyun through the sunshine policy. The previous studies on the sunshine policy only discussed the efforts made by the South Korean government through the sunshine policy and America's influence on the implementation in general. The studies are divided into three major categories namely: domestic politics, political economy, and regional studies, but none has discussed the causes of the ineffectiveness of the sunshine policy. By using confidence-building measures as an analytical framework, this paper will explain the variables in confidence-building measures that cause sunshine policies to be ineffective. The main argument of this paper is that there are 2 factors that cause the sunshine policy to be ineffective, namely the influence of America and the absence of political will from North Korea to achieve the goal of confidence-building measures through sunshine policy.

Европска унија представља по много чему специфичну међународну организацију. Њено основно и препознатљиво обележје је наднационалност у креирању и спровођењу јавних политика. Настала удруживањем ресурса угља и челика брзо је прерасла у зону слободне трговине и сарадњу држава чланица у питањима као што је атомска енергије. Европска интеграција од свог почетка до данас зна искључиво за проширење чланства и повећање броја области сарадње на добровољној основи. Да ли ће међународне околности у којима се ЕУ налази данас и односи са другим међународним организацијама одбрамбеног карактера допринети већој интеграцији држава чланица ЕУ у домену одбране основна је тема овог рада. Трагање за различитим сценаријима развоја заједничке безбедносне политике ЕУ зависи пре свега од међународне институционалне и безбедносне архитектуре у Европи и свету, историјско политичких трендова у развоју европске интеграције, правног оквира ЕУ и међународног стратегијског окружења. Савремене међународне организације, посебно оне са преовлађујућим обележјима наднационалности (у конкретном случају ЕУ) имају тенденцију да у области одбране и безбедности комбинују наднационална обележја са међувладиним у покушају да што ефективније искористе структуру организације за остваривање њених циљева и интереса, али без већег преноса надлежности са држава чланица на саму организацију. ; The European Union represents in many ways a specific international organization. Its basic and recognizable feature is that of supranational policy and decision making. It was created by pooling the resources of coal and steel which had quickly developed into a free trade zone and ever closer Union in many policy areas. European integration from its inception to the present days was all about expanding membership and increasing the number of areas of cooperation. Namely widening and deepening of the EU was on the agenda. Will the current international circumstances and relations with other international defense organizations contribute to deepening integration in the field of defense is to be researched in this work. Search for different scenarios in the development of EU Common Security and Defense policy depends primarily on the international institutional and security architecture in Europe and the world, the historical political trends in the development of European integration, the EU legal framework and international strategic environment. Contemporary international organizations, especially those with the prevailing supranational characteristics (in this case the EU) tend to combine intergovernmental and supranational approach in the area of defense and security in an effort to more effectively utilize the structure of the organization for the realization of its goals and interests, but without significant transfer of powers from Member States on the organization itself. The main goals and interests of the EU integration in the field of defense and security are to (1) ensure durable and everlasting peace among member states, (2) to address common security challenges, risks and threats autonomously or in cooperation with other States and/or international organizations, (3) pool and share resources leading to more effective achievement of military economic interests, mainly through the development and transfer of military technology and equipment. In addition to the mentioned goals and interests, (4) particular interests of the Member States would be to improve their own political, economic and military performance. EU Integration in the field of defense, may rest in the future on (1) the current state of integration (status quo), (2) progress in areas that are not conflicting with the individual interests of key actors in the European arena (3) the deepening of integration leading to progressive framing of common defense policy with an ultimate goal to establish common defense. (4) The fourth model is possible and has been seen in the other EU policy areas.

Defense system integrity building and corruption risk combating: Experiences of NATO and Partnership for Peace member countries
Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.

У оквиру фазе А урађене су следеће активности: извршена је анализа постојећих прописа о термичкој заштити у Србији, извршена је анализа искустава европских земаља у овој области, дефинисана је прелиминарна методологија за стварање националног каталога зграда и типологије зграда, извршена је прелиминарна анализа типова градње и примењених конструктивних система, уграђених елемената и материјала, извршено је прелиминарно формирање типологије зграда, на основу законске регулативе Републике Србије. ; The study includes the preparatory phase of the scientific research project: Energy efficiency of buildings - assessment of energy performances of the Serbian building stock. Within phase A, the following activities were performed: analysis of current regulations regarding thermal protection in Serbia, analysis of experiences of European countries in this area, preliminary methodology for creating a national catalog of buildings and typology of buildings, preliminary analysis of construction types and applied structural systems, built-in elements and materials, the preliminary creation of the typology of buildings was performed, based on the legislation of the Republic of Serbia.

Hegel's concept of civil society, state, and recognition among people and nations
In his main oeuvre from the field of political philosophy ('Basic Traits of the Philosophy of Right'), Hegel wished to reconcile civil society with state. Civil society is for Hegel the way of abstract notion of property concretization. Subjective form of property is evolutioning into objective relationships among title holders. It is in the state where the will is set free from its particular interests and is becoming free in the widest sense of the word. Since civil society is established as per marketing principles, it is subject to inequalities. Since inequalities bear destructive effect on the life in community, civic particularism may be overcome only in institutional way. That institution is the state as the 'seriousness of the spirit', and the essence of civil society. Civil society is a liberal one, and the state is based on liberal principles. For Hegel, contrary to Hobbes and Locke, liberal society is not a social contract among individuals who possessed some natural rights (property), but reciproque and equal agreement among citizens and states which wish to recognize themselves mutually. It is not an own interest, but searching for rational recognition. The same as citizens, states also wish to reconcile themselves mutually, what in the situation in Kosovo and Metohia alike gets the original form.

Organizacija Ujedinjenih nacija i potreba reforme ; The United Nations Organization and the necessity of reform
Disertacija sarži uvod, četiri poglavlja i zaključak. U prvom poglavlju pod naslovom "Nastanak i delovanje Organizacije ujedinjenih nacija" izložen je početak pojave ideje Međunarodne organizacije kao i istorijski razvoj ovog koncepta do svetske porodice u današnje vreme, koju čine 193 države. Takođe, dotaknuta je serija izjava kao i međunarodne konferencije koje su dovele do formiranja Organizacije ujedinjenih nacija, formulisanja njenih ciljeva i principa, kao i načina i uslova učlanjenja u tu organizaciju. Detaljnije su proučavane uloge Generalne skupštine i Saveta bezbednosti zbog njihove važnosti. U drugom poglavlju, pod naslovom "Razlozi koji ukazuju na potrebe reforme Organizacije ujedinjenih nacija", objašnjeni su sledeći razlozi neophodnosti reforme ove organizacije: 1. skretanje Ujedinjenih nacija s puta; 2. kontradiktornosti sistema Ujedinjenih nacija; 3. nedostaci Povelje Ujedinjenih nacija; 4. nedostaci u mehanizmu donošenja odluka; 5. svetske promene; 6. mistifikacija u misijama Ujedinjenih nacija; 7. moćna središta; 8. raskorak između misije i raspoloživih sredstava; 9. korupcija. U trećem poglavlju, pod naslovom "Organizacija ujedinjenih nacija između povelje i dominantne sile" objašnjen je odnos Sjedinjenih Američkih Država sa Organizacijom ujedinjenih nacija kroz sledeću grupu tačaka i tema: 1. siže američkih promena od izolacije do internacionalizma; 2. politika SAD u Ujedinjenim nacijama tokom hladnog rata; 3. stav SAD o ulozi UN u oblasti čuvanja mira, ekonomske saradnje i ljudskih prava; 4. stav SAD prema UN u periodu pre raspada Sovjetskog Saveza; 5. SAD i UN posle hladnog rata; 6. američki stav prema UN posle završetka hladnog rata 7. administracija Džordža Buša i Ujedinjene nacije (opšti stav prema međunarodnoj organizaciji, političko viđenje SAD pre i posle događaja 11. septembra 2001. godine); 8. američki interesi i reforma Ujedinjenih nacija (reforme UN i realizacija američkih interesa, američko viđenje reformi); 9. predsednik Barak Obama i njegova metodologija za promene i odnos sa UN. U četvrtom poglavlju, pod naslovom "Reforme Organizacije ujedinjenih nacija" definisan je problem ove studije kroz grupu tačaka i pitanja i istraživane su međunarodne promene koje je svet doživeo kao glavni faktor za izvršenje procesa reforme koje su potrebne Ujedinjenim nacijama. ; The dissertation consists of an introduction, four chapters and the conclusion. The first chapter:"The Emergence and the Function of the United Nations", deals with the emergence of the idea of international system , and how this idea developed historically till it reached nowadays to international family consisting of 193 states of various continents and cultures . These states are joined in an institutional frame founded on optional and contractual pillars, which is the United Nations. In addition, it deals with the chain of declarations and conferences that led to the foundation of this organization. Moreover, it focuses on the purposes, principles and membership of the United Nations, as well as the General Assembly and Security Council due to their important role in the United Nations system. The second chapter: "The Reasons for the Reform of the United Nations", deals with the necessity reasons for reform; due to the United Nations is in urgent need of it. The intended reform is to do whatever necessary to raise its efficiency and performance. Therefore, it is possible to determine the objective reasons of this reform in the following titles, and they are: 1. The deviation of United Nations from its course that it was founded for; 2. The inherent contradictions of United Nations system since its foundation, 3. The deficiencies and imbalances in the United Nations Charter; 4.The imbalance in decision –making structures and mechanisms; 5. International Changes; 6.The vagueness of tasks entrusted to the United Nations; 7. Extreme Centralism; 8. The big gap between the intended tasks to be achieved and the available resources; 9. Corruption. The third chapter: "The United Nations between the Charter and the Dominant Power", focuses on the relation between the USA with the United Nations. This is a necessary item for the research due to the current international conditions and challenges facing humanity such as local and regional conflicts, health, natural catastrophes, etc. which fall under the scope of the United Nations. The dominant role the US plays in the international arena singles out its special impact on the performance of this organization. This role has gone through many changes in recent history depending on the geopolitics of the world namely after the collapse of the Eastern Bloc and the advent of the short-lived unipolarity up to the beginning of emergence of multipolarity. Every stage marked nuances in the US policy towards the United Nations. In fact, the US approach to international affairs developed in big leaps from isolationism to its involvement in WWII and the establishment of the United Nations.
