The article examines the options for the interaction of paradiplomacy of subnational units – subjects of federations and territorial autonomies – and the national foreign policy of the central governments. The author identifies three main types of interaction: parallel, conflict, synergistic. It is noted that initially the term "paradiplomacy" referred to such external relations of subnational actors of international relations, which developed separately from the foreign policy of the federal level (that is, within the first or second type). It is shown that the development of interaction between foreign activity at the national and subnational levels has led to the expansion of the concept of "paradiplomacy" and the emergence of alternative terms. The author of the article proposes the synthetic term auxiliary paradiplomacy to describe such a type of synergistic interaction between the international activity of the center and the subnational unit, when the latter acts as a tool for achieving national goals. ; В статье выявляются варианты взаимодействия парадипломатии субнациональных единиц – субъектов федераций и территориальных автономий – и национальной внешней политики центрального правительства. Автор выделяет три основных типа взаимодействия: параллельное, конфликтное, синергетическое. Отмечается, что первоначально термин «парадипломатия» относился к таким внешним связям субнациональных акторов международных отношений, которые развивалась обособленно от внешней политики федерального уровня (т.е. в рамках первого или второго типа). Показывается, что развитие взаимодействия между международной деятельностью национального и субнационального уровня привело к расширению понятия «парадипломатия» и появлению альтернативных терминов. Автором статьи предлагается синтетический термин ауксилиарная (вспомогательная) парадипломатия для описания такого варианта синергетического взаимодействия международной деятельности центра и субнациональной единицы, при котором последняя выступает в качестве инструмента достижения общенациональных задач.

As minilateral groupings proliferate, can the UN stay relevant?

The article studies the theoretical and practical aspects of the development ofTaiwan's residents' national identity. The analysis is based on the results of recent opinion polls which studied the trends in identity change of the Taiwanese people, their preferences and views on relations with mainlandChina. An attempt was made to establish a correlation between the changing identity, the wish of the majority of the population to maintain the status quo in relations with the PRC and the level of support of the political independence ofTaiwan. The article shows that the share of those inTaiwanwho identify as "Taiwanese" has been increasing over the last decades. At the same time, the belief thatTaiwanis an independent state has also been strengthening. The authors analyse the internal and external factors that influenced the dynamics of identity change and the attitudes towards the problems of the status ofTaiwanon the island over the last two years. ; В статье рассмотрены теоретические и практические аспекты становления н развития национальной идентичности жителей Тайваня. Разбирается проблема соотношения «государственного мифа» и реальной политической практики на Тайване, освещен его уникальный исторический опыт в этом отношении. Анализ проведен с привлечением исторических данных об аналогичных процессах, связанных с образованием национальных государств в мире. Освещены эволюция взглядов различных политических сил в отношении статуса Тайваня в современном мире и возникновение национализма на острове.Рассматривается проблема соотношения этнических и политических факторов при самоидентификации жителей Тайваня. Приведены и проанализированы новейшие данные социологических опросов на острове, посвященных выявлению динамики самоидентификации тайваньцев, их партийных предпочтений и взглядов на состояние отношений острова с континентальным Китаем. Сделана попытка определить, какова корреляция между тайваньской идентификацией, желанием значительной части населения сохранить статус-кво в отношениях с КНР и поддержкой политической независимости Тайваня. На протяжении последних десятилетий отмечается практически неуклонный рост доли тех, кто идентифицирует себя как в качестве «тайваньцев». При этом укрепляется представление о том, что Тайвань является фактически независимым государством. Выделены внутренние и внешние факторы, влияющие на динамику идентичности и отношение тайваньцев к проблеме статуса Тайваня в последние два года.

The purpose of the study is to identify the main stages in the formation and development of cultural policy in Europe as one of the areas of public policy. Research methodology. To solve this problem, we used the systemic method, the method of typology and comparison. The basic scientific principles were chosen the principle of historicism and objectivity. Scientific novelty lies in the first interdisciplinary comprehensive study of changes in the social and cultural life of society, the development of socio-political thought, education, the formation and development of a secular state, which made it possible to determine the main stages of the history of cultural policy in Europe. Conclusions. The cultural policy as a separate sphere of social development originated in the middle ages and has evolved through seven stages. In different periods, both the leading actors and the cultural spheres that fell under their influence changed. In the early stages the Church heavily influenced to the sphere of popular culture. State care to education and culture is increasing with the consolidation of absolutism and the formation of nation-States. Cultural institutions are transformed into promoters of national ideas and receive state support. The development of capitalism is intensifying the cultural needs of the bourgeoisie. The public-state model of cultural policy formed. The history of the twentieth century provides examples of the use of culture for political purposes. During this period the term «cultural policy» began to be used. In the postwar period the strategy for the development of cultural policy changed from the «culture for all» to concepts of multiculturalism and animation conception. The development processes of post-industrial society with the major attention to the scope of services and consumption has set cultural policy a task to promotion of cultural industries, encourage private investment and further decentralization of management.

In his recent book, the renowned expert on nationalism Aleksei Miller aims to make a comparative historical analysis of how the idea of the nation has been evolving in the Russian and European contexts, and, secondly, to introduce fundamental concepts and approaches to the problems of nationalism in world science. To examine the dynamics of the concept of nation, the author relies on the methods of conceptual history put forward by Reinhart Koselleck, the history of political discourse and thought by Quentin Skinner and J. G. A. Pocock, discourse analysis by Michel Foucault, and concepts of cultural, conceptual, and institutional transfers. The author follows the adventures of the concept of "nation" on Russian soil, which is of readily apparent interest and novelty. Miller starts from the Petrine era when, as he supposes, the concept was borrowed from Europe as a result of diplomatic contacts. As early as the eighteenth century, the word "nation" was used in two ways: on the one hand, as a counterpart to the word "narod" that had been previously used in the Russian language and, on the other hand, in its European meaning of a noble corporation and a sovereign state. An important advantage of the book is that Miller's review of the "nation" concept includes recent political events. He analyses the effectiveness of "nation-state" and "statenation" patterns, and explains the semantic difference between the frequently used notions of "Russian" and "Russia's" and between the English "national self-determination" and its Russian counterpart. Despite its undoubted relevance and usefulness, the book leaves a number of questions open. First of all, although its title is Nation or the Power of Myth, the book says nothing about myth – neither the concept nor its relation to "nation". The author does not give a clear definition of the "nationalisation of dynasty" or his "beforeafter" opposition, which are crucial for his speculation. He does not comment on his alternative name for the well-known concept of imagined communities by Benedict Anderson. Inspecting historical examples of states to illustrate the dynamics of "nation" and nationalism, Miller leaves out the Habsburg monarchy, although it provided one of the most striking cases in the history of nation-building and national movements. Finally, the principle on which footnotes have been included is unclear throughout the text. ; В своей недавно вышедшей книге известный специалист в области изучения национализма ставит цель продемонстрировать в сравнительно-историческом ключе то, как эволюционировало содержание понятия «нация» в российском и общеевропейском контекстах, и представить основные концепции и подходы к изучению национализма в мировой науке. Методологическую базу исследования динамики понятия «нация» составили «история понятий» Р. Козеллека, история политического языка и концепций Кв. Скиннера и Дж. Покока, история дискурсов М. Фуко и концепции культурных, понятийных и институциональных трансферов. Несомненный интерес и определенную новизну представляет прослеживание автором приключений понятия «нация» на российской почве, начало которых Миллер относит к Петровской эпохе, когда это понятие, по его предположению, было заимствовано из Европы в результате дипломатических контактов. Уже с XVIII в. слово «нация» использовалось двояко: с одной стороны, как аналог ранее утвердившегося в русском языке понятия «народ», с другой – в европейской его трактовке как дворянской корпорации или суверенного государства. К несомненным достоинствам книги А. Миллера относятся доведение обзора трансформаций содержания понятия «нация» до последних политических событий современности, анализ эффективности моделей «нации-государства» и «государства-нации», пояснение смысловой разницы между активно используемыми в наши дни понятиями «российскость» и «русскость», national self-determination и «национальное самоопределение». При всей актуальности и несомненной полезности книга оставляет читателю ряд вопросов. Прежде всего, несмотря на название, в ней ничего не говорится о мифе – ни как о понятии, ни как о его отношении к нации. Автор не раскрывает такие ключевые в его рассуждениях понятия, как «национализация династии» и оппозиция «раньше – позже» в динамике «нации». Без комментариев остается название известной концепции Б. Андерсона «воображенные сообщества» вместо привычного «воображаемые сообщества». В число исторических примеров государств, с которыми связана история понятий нации и национализма, Миллер не включает габсбургскую монархию, представлявшую собой один из наиболее ярких случаев в истории нациестроительства и национальных движений. In the period before 1990s two concepts were used to describe the Scottish political development: "Nation without nationalism" and "The stateless nation". After the devolution of 1998 and electoral achievements of SNP neither of these constructions can properly characterize the processes, undergoing in Scotland. The forming of new alignment of political powers in Scotland is not yet finished, but so far its development leads to the emergence of political configuration separated from that of All-British, with regard to extreme weakening of "big" parties in Scotland. ; До 1990-х гг. 20 века для описания шотландского политического развития использовались концепты «Нации без государства» и «Нации без национализма». После деволюции 1998 года и электоральных успехов Шотландской национальной партии ни одна из этих конструкций не может верно охарактеризовать происходящие в Шотландии процессы. Формирование новой расстановки политических сил в Шотландии еще не завершено, но на текущий момент, с учетом крайнего ослабления позиций «больших» партий в Шотландии она развивается в сторону появления в стране политической конфигурации, отделенной от общебританской.

Территориальное верховенство является одной из важных характеристик государственного суверенитета, что связано с концепцией Вестфальского суверенитета, закрепившей за государством полное верховенство в пределах его территории, политическую независимость во внутренней и внешней политике, юридическую равноправность в международных отношениях. Однако редуцировать территориальные права только к юрисдикции было бы слишком просто, давая основания рассматривать их исключительно как право на коллективную собственность. Это, в свою очередь, ограничивает наше понимание природы территориальных прав. В специальной литературе существуют два основных подхода к определению приоритета территориальных прав: 1) локковский, указывающий на тесную взаимосвязь между правом собственности и территориальным суверенитетом; 2) кантовский, увязывающий территориальные права непосредственно с государством, его легитимностью и эффективностью. Объединение этих подходов дает основания для вывода, что государство является легитимным представителем группы людей, нации, проживающей на данной территории, создающих конкретные государственные институты в соответствии со своими интересами и учетом международной обстановки. = Territorial sovereignty is one of the important characteristics of state sovereignty, which is associated with the concept of Westphalian sovereignty. This concept consolidates the right of state on supremacy its territory, political independence in domestic and foreign policy, the legal equality of international relations. However, the reduction territorial rights only to the jurisdiction it's simplification, which is giving reason to consider them only as collective property rights. This, in turn, limits our understanding of the nature of territorial rights. In the special literature there are two approaches to definition the priority of territorial rights: Lockean, identifying the close connection between property and territorial sovereignty; 2) Kantian, connecting territorial rights direct to state, its legitimacy and performance. Combining these approaches gives grounds for concluding that the state is a legitimate representative of a group of people, a nation living in the territory, creating specific government institutions in accordance with their interests and taking into account the international situation

Kazakhstan, like most of the multi-ethnic post-Soviet states, in the course of state building, faced the problem of rallying the peoples living in the Republic. Two interrelated projects were being implemented on the political agenda of Kazakhstan: the construction of state institutions and the formation of a civil nation. In a multi-ethnic state, the project of a civil nation is difficult due to the attempts of the titular ethnic group to obtain additional advantages, which causes tension in interethnic relations. The identification of the population, often, occurs by ethnicity, therefore, the policy of civic identity in Kazakhstan is opposed to the "Kazakhization" of language, culture, and social practices. Nevertheless, the process of unification of the nation is successfully developing in the Republic, initiated by the political elite of Kazakhstan. Achievement of national unity was declared a strategic priority in the development of the country. The article analyzes the factors affecting collective identity in the Republic of Kazakhstan: demographic diversity, language policy, state symbols. The article concludes that Kazakhstan is building its statehood based on the domination of the Kazakh ethnic elite, while pursuing a policy of uniting different ethnic groups into a single Kazakh nation. ; Казахстан, как и большинство полиэтничных постсоветских государств, в ходе государственного строительства столкнулся с проблемой сплочения народов, проживающих в Республике. В политической повестке Казахстана реализовывались два взаимосвязанных проекта: строительство институтов государства и формирование гражданской нации. В полиэтничном государстве проект гражданской нации затруднен из-за попыток титульного этноса к получению дополнительных преимуществ, что вызывает напряженность в межэтнических отношениях. Идентификация населения, нередко, происходит по этнической принадлежности, поэтому политике гражданской идентичности в Казахстане противопоставляется «казахизация» языка, культуры, социальных практик. Тем не менее, в Республике успешно развивается процесс объединения нации, инициатором которого является политическая элита Казахстана. Стратегическим приоритетом в развитии страны было заявлено достижение национального единства. В статье проанализированы факторы, влияющие на коллективную идентичность в Республике Казахстан: демографическое разнообразие, языковая политика, государственные символы. В статье сделан вывод о том, что Казахстан строит свою государственность, основываясь на доминировании казахской этнической элиты, при этом проводя политику объединения разных этносов в единую казахстанскую нацию.
