To achieve this goal, the work identifies positive and negative characteristics of the Russian experience in improving the competitiveness of the economy in the years 1820–1991. The author offers recommendations concerning the formation of a new model of the Russian economy's development on the basis of ensuring national self-sufficiency. Among the basic elements it is necessary to highlight the priority development of industry based on cluster approach, ensuring the import independence of the economy and ample beneficial use of national resources.
Universities occupy a special place in the city's life, the place where centuries-old traditions of the past meet the future. Universities keep their ancestral roots stretching back into the Middle Ages. University rooms and laboratories are the places where the future of science and society is built and discussed. The oldest Siberian University located in Tomsk was included in the City Charter as a city-forming enterprise. Other Siberian cities have not yet come to such deep comprehension of the role of universities. But who can doubt the significance and beneficence of this role?A complex and debatable process of reformation of the Russian higher education has been going on for several decades. Many things are perceived painfully. Irkutsk has been a student city for a long time and ranked second in the percentage of students among citizens. But recently we have lost Irkutsk High Military Aviation Engineering School, nearly lost the MIA High School. Pedagogical University has lost its status of university, and then its independence. Linguistic University has turned into a branch of Moscow University…Besides, external threats still exist and even grow. The lands and the buildings of universities are of keen interest among big businessmen, speculators and developers… Isn't it the reason why the ideas to evacuate universities to suburban campuses arise increasingly frequently? What is the impact of dislocation of universities out of the city historical center? Does it make the city poorer and older? Or safer and more manageable? As usual, we tried to show the challenge and diversity of the main topic of the issue.

The article discusses some aspects of the functioning of Czech nouns of Japanese origin. Both lexical Japanisms named in the New Encyclopedic Dictionary of the Czech Language (2016) and nouns included in the Neomat electronic database in 2019, 2020 and 2021 are considered. The data of the Czech written and spoken corpora, which are constituents of the Czech National Corpus project, are used. The absolute and relative frequency of use of a particular lexeme, as well as its ARF (= Average Reduced Frequency) was determined with the help of the 4.9 billion-strong corpus of modern written Czech texts SYNv9. The WaG (= Word at a Glance) program developed within the framework of the Czech National Corpus project to determine the regional, gender, age and educational characteristics of Czech speakers using a particular lexeme was used. Russian correspondences to the Czech words of Japanese origin under consideration were given for purely auxiliary purposes, so that the principles of their graphic design were not discussed.
Abstract. After proving to be highly effective in technical fields, digital transformation is now making its way into the social field as well. The digital transformation of routine procedures is developing most successfully; the sheer scale of operations makes the results of digital transformation very obvious, which inspires hopes for similar success in applying the same methods to the activities of public authorities. This review covers the concept of the digital transformation of the government, as suggested by the Higher School of Economics. The creators of the concept believe that digital transformation will not only help meet the goals of bureaucratic reform but also improve the quality of governance. They cite the experience of businesses that have extensively integrated digital transformation into their operations as proof of this claim. This review, however, highlights the dangers of applying digital transformation methods to public governance at a superficial level, without analysing the issue's legal background or predicting possible consequences beforehand. We demonstrate that similar attempts at optimising the management of the national economy without changing the underlying economic mechanism, as undertaken in the Soviet period, were ultimately unsuccessful. Each area of economic activity has its own theoretical guidelines and its own unique experience, as reflected in the legal regulations. We do not believe it possible to solve issues in one area of knowledge and activity by using methods that were meant for other areas. Therefore, the HSE's concept, which relies on experience in big data processing ; For citation: Andreyev YuN.
