V članku je prikazan poskus ureditve mednacionalnih odnosov na istrskem polotoku v letih pred prvo svetovno vojno v širšem kontekstu reševanja nacionalnih konfliktov v avstrijski polovici Habsburške monarhije. Poseben poudarek je na predstavitvi in analizi moravskega kompromisa leta 1905, ki je temeljil na osebnem načelu in je postal nekakšen model za urejanje mednacionalnih odnosov v Cislajtaniji ter na analizi istrskega kompromisa leta 1908, ki je temeljil na teritorialnem načelu. ; The Habsburg monarchy was an absolutist monarchy before 1848, and from the Theresian-Josephine period there was a tendency to introduce a centralised unitary state. However, this was resisted by Hungary, which was able to maintain its special position under constitutional law. In 1867, the Habsurg Monarchy accepted the Austro-Hungarian compromise to be organized as a dual monarchy, as a personal and real union of two equal and more or less centralized states. The Monarchy was renamed to Austro-Hungary, however, in both parts of the states, this caused various national groups to experience a sense of discomfort and threat and consequently revoked their historical rights and national law. After the establishment of the Dual monarchy, the Wienna governments first favoured the correctional measures plans leading to federalism, after the affirmation of the dualism and the centralization, however, the idea of compromises became the central focus of solving the national disputes in Cisleithania. In 1905, German and Czech politicians in Moravia managed to reach an agreement on how to regulate the national situation in the country. The Moravian Agreement, which was conceived by the Regional Committee, was not based on territorial but on personal principles and became a model for the regulation of international relations in Cislaitania. The Istrian peninsula was also a focal point of national conflict, where Slavic deputies, especially after 1883, strongly advocated the realisation of linguistic equality in the country. The Italian majority in the Istrian Regional Assembly consistently rejected linguistic equality in the Regional Assembly. The Italian side became more receptive to Slavic demands only after the introduction of universal male suffrage for the National Assembly (1907), when it became clear that the process of political democratisation was working in favour of the emancipation of the majority Slavic population. In 1908, the Istrian Agreement, or the Regional Electoral Reform, was signed. The Slavs on the Istrian peninsula have thus won a victory. The Istria Agreement was based on the territorial division of electoral districts according to the principle of nationality and ensured that neither side majorised the other.
V magistrski nalogi smo raziskali uvajanje managementa kakovosti v visokem šolstvu, analizirali smo pristope ter modele zunanjih evalvacij v državah Evropske unije in drugih razvitih državah sveta ter podali splošne podatke o evalvacijah v visokem šolstvu. Raziskali smo procese evalvacij v visokem šolstvu in stanje v Sloveniji. S primerjavo z državami članicami Evropske unije in širše, kjer izvajajo zunanje evalvacije neodvisne institucije (agencije), smo potrdili tezo, da v Sloveniji sistem kakovosti v visokem šolstvu še ni primerljiv z evropskimi modeli. Analizirali smo postopke managementa kakovosti v slovenskem visokošolskem prostoru, kjer že dobro desetletje univerze in njihove članice redno opravljajo samoevalvacije, od leta 2006 pa nacionalni evalvacijski organ izvaja tudi zunanje institucionalne evalvacije. Prikazan je izvirni model notranjih institucionalnih evalvacij na Univerzi v Mariboru. Model je potrjen z raziskavo, ki temelji na praktičnih primerih, ki so podkrepljeni z ustrezno teorijo in izkušnjami iz primerov dobre prakse. Opisani so posamezni segmenti (pričetek evalvacijskega postopka, zahtevana dokumentacija visokoškolskega zavoda, obisk evalvacijske komisije, poročilo o notranji evalvaciji …) kot prispevek k izboljšanju in razvoju managementa kakovosti na Univerzi v Mariboru. Prikazana so spoznanja in rezultati na praktičnem primeru pilotnega projekta notranje institucionalne evalvacije. Podana je utemeljetev vpeljave notranjih institucionalnih evalvacij na Univerzi v Mariboru, ki se bo izjemno pozitivno izkazala ob neodvisni zunanji institucionalni evalvaciji posameznega visokošolskega zavoda. V okviru raziskave smo opravili še anketo med ciljno skupino zaposlenih na Univerzi v Mariboru, ki so doslej že sodelovali pri zunanjih evalvacijah. Rezultati bodo pripomogli k izboljšanju nadaljnjega načrtovanja in izvajanja dejavnosti v okviru notranjih institucionalnih evalvacij na Univerzi v Mariboru. V raziskavi smo potrdili zastavljeno delovno predpostavko, da se bodo s pomočjo modela notranjih institucionalnih evalvacij izboljšali procesi managementa kakovosti članic Univerze v Mariboru. Zato izsledki magistrske naloge predstavljajo pomemben prispevek k izboljševanju stanja kakovosti na članicah Univerze v Mariboru, še posebej na posameznih področjih managementa kakovosti ter celovitega sistema managementa kakovosti. ; This master's thesis examines the introduction of quality management in higher education, analyses different external evaluation models of EU Member States and other developed countries and provides general data on evaluations in higher education. In this paper, evaluation processes in higher education and the situation in Slovenia are examined. By comparing Slovenia with other EU Member States, as well as a few other countries, where external evaluations are conducted by independent institutions (agencies), the conclusion is drawn that quality assurance in Slovene higher education is still lagging behind other European models. We analyzed quality management in Slovenia, where for over a decade universities and their members have been performing regular self-evaluations. In addition, a national evaluation body is conducting external institutional evaluations since 2006. An original model of internal institutional evaluation at the University of Maribor is introduced. It is backed up by research based on practical examples as well as relevant theory and examples of good practice. Particular elements (initiation of the evaluation process, required documentation, visit of the evaluation committee, internal evaluation report, etc.) are described in order to contribute to the improvement and development of quality management at the University of Maribor. Findings and results of a practical pilot project are presented. In addition, reasons for introducing internal institutional evaluations at the university are given, one of them being that such evaluations will prove extremely useful when conducting independent external institutional evaluations of university members. A survey was conducted among the target group consisting of university staff that has already participated in external evaluations. Survey results will contribute to the improved planning and implementation of activities in the context of internal institutional evaluations at the University of Maribor. Our assumption that quality management will improve with the help of the introduced internal evaluation model was correct. For this reason, the findings of this thesis represent a valuable contribution to quality assurance at the University of Maribor and its members, especially in certain areas of quality management and in terms of a comprehensive system of quality management.
Termin samoodločbe je zapisan v ustanovitvenih dokumentih večine državnih ustav ter mednarodnega prava, prav tako pa predstavlja sredstvo za legitimizacijo države ter nadnacionalnega reda. Točna definicija in njeni parametri pa so v resnici stvar debate, ne glede na to ali izhajajo iz logike notranjosti državniškega sistema ali iz logike njegove zunanjosti. Magistrsko delo najprej sledi "klasičnemu" pojmu samoodločbe v njegovi zgodovinski partikularnosti znotraj mednarodnega sistema, pri čemer poudari veliko napetost med samoodločbo in državno suverenostjo. Nakar se obrne h kritični politični teoriji, da bi izkopalo definicijo samoodločbe, pri kateri popusti poseben odnos samoodločbe z državnim sistemom in pojmom suverenosti. Takšno pojmovanje samoodločbe je za potrebe naloge poimenovano "rizomatično" in se nato uporabi pri analizi štirih primerov z namenom, da se pokaže, kako lahko tak pojem samoodločbe uporabimo za razumevanje možnosti, ki jih vzpostavljajo najnovejša politična gibanja. Temeljni argument magistrskega dela je, da ko jih razumemo v okvirju državnega sistema kot sedanjo ali prihodnjo "aktivno" pravico, se dejanja samoodločbe zreducirajo na normativni determinizem zgodovinsko kontingentnih odnosov sil, saj se bodisi ujamejo v pogoje obstoječih dejavnikov znotraj konstituiranega sistema bodisi njihovo uresničitev pogojuje učinkovitost sile, ki jo lahko izvršujejo, da bi izničili funkcije sistema, ki slonijo na obstoječih pravilih. Ko pa jo razumemo onkraj zaprte logike državnega sistema, lahko samoodločba pomeni izražanje neomejene konstituirajoče oblasti in kolektivne imaginacije, ki sprosti nove vektorje možnosti človeških političnih odnosov. ; The notion of 'self-determination' is enshrined in the founding documents of international law and most state constitutions as a means of legitimating the current state and supranational order. However, its precise definition and parameters are the subject of debate—both when understood from within the logic of the state system and from outside it. This thesis situates the "classic" notion of self-determination within its particular historical position inside the international system, highlighting its deep tension with the norm of state sovereignty, before turning to critical political theory to unearth a definition of self-determination wherein its particular relationship to the state system and the total notion of sovereignty is relaxed. This conception of self-determination is, for the purposes of this thesis, termed 'rhizomatic,' and applied to four case studies to demonstrate how it might be used to understand the possibilities created by recent political movements. The primary argument of this thesis is that, when understood inside the state system as a present or future 'active' right, acts of determination reduce to the normative determinism of historically contingent relations of force because they are either resolved on the terms of existing actors within the constituted system or by the effectiveness of force they can exert to deny the system's function based on its previous rules. However, when understood beyond the closed logic of the state system, self-determination can be taken to mean manifestations of boundless constitutive power and collective imagination that unleash new vectors of possibility for human political relations.
The narrative hero Peter Klepec is known (and laid claim to) by the inhabitants of the Čabranka-Osilnica valley, the border area on the Croatian and Slovenian side of the border. There circulate a number of quite similar stories about him, in which a frail illegitimate child Peter becomes a strong man, whose supernatural powers help the needy and drive the enemies from these regions. This paper shows the changing role and diversity of interpretations of myth in time and space using the example of folk and literary hero Peter Klepec. It focuses on the historical changes in the perception of Peter Klepec: namely, on his (local) function at the time of the Hapsburg imperial policy, the process of his nationalisation and dilemmas that arose following the division of the Čabranka-Osilnica area, i.e., the originating area of the creation of the legend of the two countries (Croatia and Slovenia). It shows that Klepec was due to different historical circumstances and (interpretive) discourse used for different purposes. First, he served as a symbol of strength and survival in the Čabranka-Osilnica valley, and then as the Hapsburg myth that justified the existence of the monarchy facing the hostile Ottomans, and lastly as an allegory of a servile Slovene, who is always just a faithful bondsman to other masters (first under the Austro-Hungarians and then the European Union). ; Pripovednega junaka Petra Klepca poznajo (in si ga lastijo?) prebivalci Čabransko- osilniške doline, torej obmejnega območja na hrvaški in slovenski strani meje. O njem kroži več med seboj precej podobnih zgodb, v katerih šibek nezakonski otrok Peter postane silak, ki s svojo nadnaravno močjo pomaga pomoči potrebnim in iz krajev odganja sovražnike. Prispevek na primeru ljudskega in literarnega junaka Petra Klepca prikaže spreminjajočo se vlogo in različnost interpretacij mita v času in prostoru. Osredotoča se na zgodovinske spremembe v dojemanju Petra Klepca: na njegovo (lokalno) funkcijo v času imperialne politike Habsburžanov, na proces njegove nacionalizacije in dileme, ki so se pojavile ob delitvi Čabransko-osilniškega območja t.j. izvirnega območja nastanka legend med dve državi (Slovenijo in Hrvaško). Pokaže, da se je zaradi različnih zgodovinskih okoliščin in (interpretativnih) diskurzov Klepca uporabljalo v različne namene. Najprej je služil kot simbol moči in preživetja v Čabransko-osilniški dolini, nato kot habsburški mit, ki je opravičeval obstoj monarhije nasproti osmanskemu sovražniku in slednjič kot prispodoba hlapčevskega Slovenca, ki je vedno le vdan podložnik drugim gospodarjem (najprej Avstro-ogrski, nato Evropski uniji).
Prispevek v luči slovenskega predsedovanja Svetu EU v prvi polovici leta 2008 predstavi institucijo Svet EU in organizacijske, posredniške, politične in nacionalne vloge, ki jih uresničuje predsedujoča država. Obravnavan je slovenski gozdno-politični okvir, ki vpliva na usmeritev za posamezno vlogo inpredstavljena teza, da sta za Slovenijo najpomembnejši organizacijska in nacionalna vloga. V okviru nacionalne vloge je pomembno pridobiti nove ideje za vsebino gozdne politike in znanja o procesu njenega oblikovanja na domači ravni in ravni Unije. ; In the light of the Slovenian presidency of the EU Council in the first half of the year 2008, the contribution presents the Council of the European Union (the EU Council) as an institution and the organizational, mediatory, political and national roles performed by the presiding state. The framework of the Slovenian forest policy is discussed, which influences the policy regarding each individual role, and the thesis presented by which the most important roles for Slovenia are the organizational and national role. Within the national role it is important to acquire new ideas regarding forest policyas well as the skills and knowledge regarding the drafting of forest policy on the level of the state and the EU.
V magistrskem delu raziskujemo model in delovanje Slovenske digitalne koalicije (SDK) ter različne poglede deležnikov, ki so vanjo vključeni. V uvodnem delu opišemo strateške dokumente na področju vloge in razvoja informacijsko-komunikacijske tehnologije in informacijske družbe. Na podlagi obstoječih dokumentov in empiričnih podatkov, pridobljenih prek strukturiranih intervjujev, ter po analizi prednosti, slabosti, nevarnosti in izzivov s strani različnih deležnikov ocenimo model in delovanje SDK, v okviru raziskovalnega dela pa je izvedena tudi primerjalna analiza nacionalnih digitalnih koalicij držav članic Evropske unije. Rezultati so pokazali, da je model SDK vzpostavljen po smernicah Evropske komisije, delovanje vzpostavljene SDK pa še ni optimalno in ne izkorišča vseh potencialov delovanja. ; The Master's thesis analyses the model and the functioning of the Slovenian digital coalition (SDK) and the different views of the stakeholders who are part of it. The introduction presents the strategic documents regarding the role and the development of information-communications technology and information society. Based on the current documents, the empirical data we collected through structured interviews and the analysis of the advantages, the disadvantages, the risks and the challenges faced by different stakeholders we evaluate the SDK model and its functioning ; moreover, the research also includes a comparative analysis of national digital coalitions in European Union member states. The results show that the SDK model has been developed in accordance with the guidelines of the European Commission, while its functioning has not yet reached the optimal level and does not fully take advantage of all its potential.
V magistrskem delu obravnavam vlogo tiskovnih agencij v javni sferi v procesu poročanja o izstopu Velike Britanije iz Evropske unije oziroma brexitu. Vloga agencij je, da zagotavljajo zanesljive informacije, ki jih nato mediji posredujejo svojim občinstvom, kar omogoči oblikovanje javnega mnenja. Proučujem vpliv dejavnikov velikosti tiskovne agencije in njenega bruseljskega dopisništva, velikosti države izvora agencije ter relevantnosti brexita za državo izvora in njene državljane na izpolnjevanje vloge tiskovne agencije v javni sferi. Analiza pogovorov z bruseljskima dopisnikoma Slovenske tiskovne agencije (STA) in britanske tiskovne agencije z mednarodno razsežnostjo Reuters ter uradnikom Evropske unije kaže, da vsi trije dejavniki vplivajo predvsem na dostopnost informacij. To pa vsaj do določene mere vpliva tudi na izpolnjevanje vloge tiskovnih agencij v javni sferi, saj lahko novinarji z boljšim dostopom svojim naslovnikom zagotavljajo več in bolj zanesljive informacije. Oba dopisnika sicer trdita, da ustrezno izpolnjujeta to vlogo. V raziskavi sem ugotovil tudi, da s tem, ko novinarja o Uniji ne poročata samo z nacionalnega vidika, ampak tudi z evropskega, prispevata k vzpostavljanju evropske javne sfere. ; This master's thesis examines the role of news agencies in the public sphere when reporting about Great Britain leaving the European Union (Brexit). Their role is to provide reliable information to the media which pass it to their audiences, what enables forming of the public opinion. I study the impact of factors of size of the news agency and its Brussels' bureau, size of the country of origin of the agency and the relevance of Brexit for the country of origin and its citizens on fulfilling news wire's role in the public sphere. The analysis of interviews with Brussels' correspondents of Slovene Press Agency (STA) and British Press Agency with international comprehensiveness Reuters and with an EU official shows that all the three factors impact the journalist's access to the information. To some extent this also impacts the fulfilling of news agencies' role in the public sphere. Namely, journalists with better access to the sources can provide more information that is also more trustworthy to their recipients. Correspondents of STA and Reuters both carry out this role, in their opinion. I have also found out that they both report about the EU from the European perspective and not just from the national perspective, which means that they contribute to the forming of the European public sphere.
Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).
V magistrskem delu obravnavamo različne politike internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem. Glavni temelj naloge predstavlja analiza in primerjava strateških dokumentov internacionalizacije visokega šolstva obeh izbranih držav. V teoretičnem delu izpostavimo internacionalizacijo v zgodovinski perspektivi. Na kratko opišemo družbenoekonomski kontekst razvoja nizozemskih univerz ter obravnavamo nastanek in razvoj slovenskih in nizozemskih univerz. Osredotočimo se na njihovo poslanstvo ter z njim povezanim položajem jezika v raziskovalni in pedagoški dejavnosti. Opredelimo tudi termin internacionalizacije in navedemo različne definicije. Nato predstavimo oblike internacionalizacije: internacionalizacijo doma, internacionalizacijo kurikuluma ter internacionalizacijo v tujini. V okviru razvoja bolonjskega procesa predstavimo nastanek evropske gospodarske skupnosti, začetke samega procesa ter kritiko njegove neoliberalne zasnove. Raziščemo tudi zelo relevantno temo – transfer izobraževalnih politik. Zaključimo s predstavitvijo jezikovne problematike, to je vedno večja vloga angleščine v pedagoškem in raziskovalnem visokošolskem prostoru ter položaj nacionalnih jezikov. V okviru empiričnega dela najprej ugotavljamo podobnosti in razlike med nacionalnimi politikami internacionalizacije visokega šolstva v Sloveniji in na Nizozemskem ter med politikami na institucionalni ravni – opravimo torej primerjavo Univerze v Ljubljani in Univerze v Amsterdamu. Analiza nacionalnih strateških dokumentov dokazuje, da tako slovensko kot nizozemsko visoko šolstvo sledi podobnim ciljem internacionalizacije. Kot prvo bistveno razliko pa lahko izpostavimo težnjo Nizozemske po povezovanju visokošolskih institucij z gospodarstvom in posledično prevlado gospodarskih motivov za internacionalizacijo. Nasprotno pa internacionalizacijo slovenskega visokega šolstva usmerjajo predvsem politični motivi, saj želi država utrditi prepoznavno podobo nacionalnega visokega šolstva. S tem pa je povezana tudi druga pomembna razlika. V nizozemskih strateških dokumentih je poudarjena namera po konkurenčnosti in prepoznavnosti države na globalni ravni, medtem ko je v slovenskih strateških dokumentih v ospredju potreba po vzpostavitvi regionalne identitete. Nizozemska se torej usmerja v bolj globalno internacionalizacijo, Slovenija pa v regionalno. Državi sta si podobni v tem, da vidita internacionalizacijo kot poglavitni dejavnik pri razvoju svojega visokega šolstva, ki rezultira v izboljšanje njegove kakovosti. Analiza politike internacionalizacije dveh osrednjih univerz v obeh država pokaže, da je zaradi statusa mednarodne in dvojezične univerze Univerze v Amsterdamu internacionalizacija njena ključna značilnost, medtem ko je ljubljanska univerza pri svoji internacionalizaciji dokaj omejena. Zaradi svoje izrazite mednarodne usmerjenosti Univerza v Amsterdamu izvaja pouk v t. i. mednarodni predavalnici. Nizozemska in njene univerze so že – gledano z zgodovinske perspektive – veliko bolj mednarodno odprte. Slednje pa je prispevalo k temu, da Nizozemska spada med najbogatejše države na svetu. Prednost bogatih držav pa niso le zadostna finančna sredstva za implementacijo optimalne internacionalizacije, ampak tudi »privilegij« postavljanja trendov na področju internacionalizacije. Preučujemo tudi medsebojno skladnost strateških dokumentov v posamezni državi ter način odražaja ciljev bolonjskega procesa v ciljih strateških dokumentov. Ugotovimo, da je v nizozemskih strateških dokumentih v primerjavi s slovenskimi prisotno bistveno večje ujemanje v ključnih oziroma prioritetnih ciljih, kar je mogoče pripisati aktivni vključenosti nizozemskih univerz pri oblikovaju politik. Bolonjski cilji so izraženi v obeh državnih in obeh institucionalnih strategijah internacionalizacije. Izpostavili bi cilj pospeševanja mobilnosti, ki se pojavi v vseh štirih strategijah. Na koncu raziskujemo, kako državi urejata oziroma rešujeta vprašanje jezika visokega šolstva. Ugotovili smo, da v obeh državah zakona, ki urejata področje visokega šolstva, izpostavljata skrb za materinščino. Ta naloga spada v okvir visokošolskih zavodov. Univerza v Amsterdamu ima – za razliko od Univerze v Ljubljani – oblikovano svojo jezikovno strategijo, v kateri je pojasnjeno, na kakšen način se izbere oziroma določi jezik poučevanja, s čimer je odločitev o jeziku poučevanja olajšana. Kot je pokazala primerjava različnih dokumentov s področja visokega šolstva in strategij, je današnja internacionalizacija v različnih državah pod vplivom tako sodobnih procesov, konkretneje bolonjskega procesa, kot tudi različnih zgodovinskih dejavnikov oziroma okoliščin. Enake politike internacionalizacije se torej v različnih okoljih implementirajo različno. S tem tudi potrjujemo ugotovitev de Wita in F. Hunter (2015, str. 2), da ni modela internacionalizacije, ki bi ustrezal vsem. ; Internationalisation of Higher Education in Slovenia and the Netherlands After the Implementation of the Bologna Process In this thesis, we discuss the different internationalisation policies of higher education in Slovenia and the Netherlands. Analysing and comparing the strategic documents about the internationalisation of higher education in the chosen countries is the basis of the following thesis. In the theoretical part, we put internationalisation in a historical perspective. We concisely describe the socioeconomic context of the development of Dutch universities and analyse the origins and development of Slovene and Dutch universities. Furthermore, we focus on the mission of universities and their related position of language in research and teaching. We also define internationalisation and present its different definitions. Additionally, we introduce the forms of internationalisation: internationalisation at home, internationalisation of the curriculum, and internationalisation abroad. In the context of the development of the Bologna Process, we present the emergence of the European Economic Community, the beginnings of the process itself, and a critique of its neo-liberal concept. Moreover, we also explore the transfer of educational policies. We conclude by presenting the language issues, i.e., the growing role of English in teaching and research in higher education, and the position of national languages. In the empirical part, we first identify similarities and differences between national policies on the internationalisation of higher education in Slovenia and the Netherlands. Then we examine the policies at the institutional level by comparing the University of Ljubljana and the University of Amsterdam. Analysis of national strategy documents shows that both Slovenian and Dutch higher education pursue similar internationalisation objectives. However, the first significant difference is the Dutch tendency to connect higher education institutions with the economy. Consequently, economic motives for internationalisation prevail. In contrast, the internationalisation of Slovenian higher education is driven primarily by political motives, as the country wants to consolidate a recognisable national higher education. Nonetheless, there is another important difference. The Dutch strategy documents emphasise the intention to make the country competitive and visible on a global level, while the Slovenian strategy documents focus on the need to establish a regional identity. The Netherlands is therefore moving towards a more global internationalisation, whereas Slovenia moves towards a regional one. At the same time, they both perceive internationalisation as the crucial factor in developing higher education. Particularly, in the context of increasing its quality. The two countries are similar in the way they see internationalisation – as the major factor in the development of their higher education and as means to enhance its quality. An analysis of the internationalisation policies of the two central universities in both countries shows that, due to its status as an international and bilingual university, internationalisation is a leading feature of the University of Amsterdam. On the contrary, the University of Ljubljana is somewhat limited in its internationalisation. Due to its strong international orientation, the University of Amsterdam holds its classes in a so-called "international classroom." Historically viewed, The Netherlands and its universities have been much more internationally opened. This has contributed to the Netherlands being one of the wealthiest countries in the world. The advantage of rich countries is not only having sufficient financial resources to implement optimal internationalisation, but also the "privilege" of setting trends in the area of internationalisation. We also look at the coherence between the strategic documents in each country and how the objectives of the Bologna Process are reflected in the objectives of the strategic documents. We have found out that there is a significantly higher congruence in the key objectives in the Dutch strategic document compared to the Slovenian ones. The reason for that could be the active involvement of Dutch universities in policymaking. The Bologna objectives are reflected in both national and both institutional internationalisation strategies. We aim to highlight the objective of promoting mobility, which appears in all four strategies. Lastly, we explore the way of how countries are addressing the issue of the language of higher education. We have discovered that the laws governing higher education emphasise care for the mother tongue in both countries. The University of Amsterdam has constructed a language strategy that explains how the instruction language is chosen and determined. By doing so, the decision for the instruction language is less complicated. At the moment, the University of Ljubljana still does not have the same approach. By comparing different higher education documents and strategies, we have shown that contemporary changes (specifically the Bologna Process) and various historical factors have influenced internationalisation today. The same internationalisation policies are therefore implemented differently in various contexts. This also confirms the observation made by de Wit and F. Hunter (2015, p. 2) that there is "no one model that fits all".
Demokratični deficit je že več desetletji stalnica akademskih razprav o Evropski uniji. Vsebina raziskovanj se je skozi čas bistveno spremenila, ohranja pa se temeljna misel, da se demokracija v Evropski uniji sooča z velikimi težavami. Zaupanje Evropejcev v Evropsko unijo je nizko, podobno velja tudi za občutek povezanosti z njenimi organi, zato je očitno, da so spremembe nujno potrebne. Z vsako večjo reformo pride do sprememb, ki bistveno vplivajo na razmerja moči med evropskimi institucijami in na njihov odnos do Evropejcev. Najvidnejše spremembe v zadnjih desetletjih so krepitev moči Evropskega parlamenta, ki se je razvil v vplivno institucijo, uvajanje institutov neposredne demokracije in druge reforme, ki jih je prinesla Lizbonska pogodba. Napredek pa je, žal, na drugi strani uravnotežen s pojavom mehanizmov in institutov, ki demokratična varovala zaobidejo. To so na primer ukrepi, ki so bili sprejeti kot odziv na dolžniško krizo evroobmočja in v velikem delu sploh ne spadajo med formalne pristojnosti Evropske unije. V svojem magistrskem delu sem analiziral in kritično ovrednotil procese, ki so bistveno vplivali na ključne organe Evropske unije, njihove spreminjajoče se medsebojne odnose ter predvidene učinke aktualnih reform. Pregledal sem širok izbor literature preteklih desetletji in predstavil različna teoretska izhodišča, na podlagi katerih avtorji skušajo opredeliti in analizirati demokratični deficit in z njim povezane tematike. Ključna ugotovitev mojega magistrskega mojega dela ni le, da so aktualne reforme premalo ambiciozne in demokratičnega deficita ne morejo odpraviti, ampak predvsem da demokratični deficit ni le kategorija akademskih razprav, temveč je zelo močno politično orodje in odločilno usmerja razvoj Evropske unije. Demokratični deficit je zato stalnica evropske demokracije in ne more nikoli biti povsem odpravljen, saj se ob razvoju Evropske unije vedno znova pojavlja v drugačnih oblikah, ki terjajo nove reforme in kritične analize akademikov, intelektualcev, državljanov, politikov in vseh drugih zainteresiranih strani. ; The democratic deficit has been a constant of all academic research on the European Union for the past few decades. While the scope of the research has changed considerably, the basic idea remains the same – democracy in the European Union is in serious trouble. Europeans' trust in the EU is low and the same goes for their connection with European institutions, therefore it is clear that changes are required. Every major reform alters the balance of power between European institutions and their relationship with European citizens. The most visible changes of the past decades are: the empowerment of the European parliament that has been transformed into an influential institution, the introduction of instruments of direct democracy and other reforms brought upon by the Treaty of Lisbon. Unfortunately, progress is balanced out by the emergence of various mechanisms and instruments that surpass all democratic checks and balances. For example, the measures that were adopted as a response to the European debt crisis were mostly not based on formal competencies of the EU. In my Master's thesis I analysed and critically evaluated the processes that crucially influenced the most significant European institutions, their ever-changing relationships and the anticipated effects of the current reforms. I examined a substantial body of literature from past decades and presented diverse theoretical starting points that the authors use to define and analyse the democratic deficit and related topics. The most significant finding of my Master's thesis is not only that the current reforms lack ambition and cannot eliminate the democratic deficit, but also that the democratic deficit is more than just a category of academic research and can often act as a strong political tool that decisively influences the development of the European Union. Therefore, the democratic deficit is a permanent element of European democracy and can never be fully eliminated as it always reappears in new forms that require constant reforms and critical analysis by academia, intellectuals, citizens, politicians and other stakeholders.
Sistemi organizacije državne oblasti se razlikujejo po načinu delitve oblasti, organih, ki so nosilci te oblasti ter njihovih medsebojnih odnosih. Parlamentarni sistem, ki je uveljavljen tudi pri nas, temelji na načelu delitve oblasti. Organi državne oblasti med seboj sodelujejo, se nadzorujejo, med njimi pa je z namenom preprečitve zlorabe oblasti vzpostavljen sistem zavor in ravnovesij. V moderni demokraciji med strankami na volitvah vedno poteka tekma za čim višje število glasov, zmago na volitvah in prevzem oblasti. Zmagovalna večina se poveže ter oblikuje vlado, stranke, ki niso članice koalicijske večine, pa čakajo na svojo priložnost na naslednjih volitvah. Vendar mora biti njihov glas vseeno slišan, saj odločitve večine postanejo tudi odločitve manjšine, ki mora zato imeti možnost vpliva na sprejemanje odločitev, poleg tega je pomembna tudi možnost nadzora dela koalicijske večine in izvršilne veje oblasti, v ta namen pa ima opozicija na voljo različne instrumente nadzora. Opozicija ima možnost uporabe svojih sredstev na različnih področjih, v okviru zakonodajne, volilne ter nadzorne funkcije Državnega zbora. Nosilec izvršilne oblasti je v parlamentarnih sistemih vlada, ki je parlamentu odgovorna za svoje delo, brez njegove podpore pa ne more delovati. Parlament, znotraj njega zlasti tudi opozicija, ima na voljo več instrumentov nadzora nad delom vlade, najpomembnejši so poslansko vprašanje, interpelacija in konstruktivna nezaupnica. Nesoglasja med parlamentom in vlado lahko privedejo do politične krize, v končni posledici pa tudi do razpustitve parlamenta in novih volitev. Obstaja več različic parlamentarnega sistema, razlikujejo pa se po načinu oblikovanja, sestavi in delovanju vlade. Naša ureditev se zgleduje po nemškem modelu, pri čemer pa v smeri skupščinske ureditve od njega odstopa v nekaterih pomembnih elementih. Predvsem je tu mišljeno imenovanje ministrov s strani Državnega zbora ter s tem povezani instrumenti, ki povečujejo individualno odgovornost posameznih ministrov v razmerju do Državnega zbora, kar je neskladno z modernimi parlamentarnimi sistemi, ki poznajo predvsem kolektivno odgovornost vlade. Taka ureditev relativizira pomen instituta konstruktivne nezaupnice, ki smo ga sprejeli iz nemškega modela. Zaradi naše neučinkovite ureditve bi bile smiselne ustavne spremembe, kar je zaznal tudi Državni zbor, saj je skupina poslancev predlagala spremembo ustavnih določb, ki se nanašajo na oblikovanje Vlade, v odzivu na ta predlog pa je nastal še predlog Strokovne skupine, ki je predlog poslancev analizirala. Ta naloga obravnava predlagani spremembi Ustave, predlog poslancev in predlog Strokovne skupine, s poudarkom na učinke predlaganih sprememb na položaj opozicije. Poleg tega so v nalogi predstavljene tudi nekatere druge možne spremembe Ustave, ki se nanašajo na način oblikovanja Vlade. Vsak predlog spremembe Ustave našo veljavno ureditev približuje določeni podvrsti parlamentarnega sistema. Pred sprejetjem kakršnekoli spremembe Ustave je torej vredno razmisliti, kateri ureditvi se želimo približati in kakšen vpliv na našo trenutno ureditev bi imel sprejem določene spremembe Ustave. ; The systems of state authority differ in the way they separate powers, branches of power that are holders of the power and their relations. The parliamentary system, which is established also in Slovenia, is based on the principle of separation of powers. The branches of state authority collaborate with each other and control the work of one another. The system of checks and balances is set up to prevent the abuse of power. In the modern democracy there has always been a race to get as many votes as possible, win the elections and take over the power among parties in the elections. The majority that wins is united and forms the Government, while parties that are not members of the majority coalition wait for their opportunity in the next elections. However, their voice has to be heard, because the decisions of majority become the decisions of minority as well, that is why they have to have an impact on decision-making. Besides, the possibility of supervision over the part of the majority coalition and the executive branch is important, for this purpose the opposition has different instruments of supervision. The opposition has a possibility of the use of its means on various areas, within the legislative, electoral and supervisory functions of Parliament. The government, which answers to the parliament for its work, but without its support cannot work properly, is the holder of the executive body in the parliamentary systems. The Parliament, and within it, also in particular the opposition, has several instruments for controlling the work of the Government, the most important are parliamentary question, interpellation and constructive vote of no confidence. Disagreements between the Parliament and the Government can lead to the political crisis and ultimately to the dissolution of the Parliament and new elections. There are several variants of parliamentary system, they differ in the way of forming, structure and working of the Government. Our system follows the German model's example, but as far as assembly is concerned, it differs in some important elements. This mainly refers to the appointment of ministers coming from the National Assembly and instruments referring to it. These instruments are increasing individual responsibility of individual ministers in relation to the National Assembly and that is inconsistent with modern parliamentary systems which are familiar with collective responsibility of the Government in particular. Such system relativizes the meaning of the institute of constructive vote of no confidence which is based on the German's model. Constitutional changes would be logical due to our ineffective system, this was also noticed by our National Assembly. The group of members of the Parliament proposed a change for constitutional provisions which refer to the forming of the Government. In response to this proposal, the Professional group, which analysed the proposal of the members of the Parliament, formed another one. This master's thesis deals with the proposed change of the Government, the proposal of members of the Parliament and the proposal of the Professional group, with emphasis on the effects of proposed changes regarding the position of the opposition. The thesis also presents some of the other possible constitutional changes that refer to the way of forming the Government. Each proposal of the constitutional change brings about our valid system to get closer to the certain category of the parliamentary system. It is worth considering which system is better and what kind of effect would passing a certain constitutional change cause, before even considering constitutional changes of any kind.
Na volilni sistem lahko gledamo kot na proces, ki ga razdelimo na fazo kandidiranja, fazo glasovanja in fazo ugotavljanja izida glasovanja. Fazo kandidiranja lahko opredelimo kot volitve pred dejanskimi volitvami, saj se že v tem delu izmed vseh, ki izpolnjujejo pogoje pasivne volilne pravice, izbere manjše število kandidatov, med katerimi lahko volivci v naslednji fazi glasujejo. Pogoji kandidiranja pri predsedniških volitvah na eni strani zagotavljajo, da se volilne tekme udeležijo najbolj kredibilni in zaupanja vredni posamezniki, na drugi strani pa poskrbijo, da se izloči tiste, ki že v tej fazi uživajo premajhno podporo in nimajo niti najmanjše možnosti za izvolitev. Ti pogoji so navadno višji kot pri drugih državnih ali lokalnih volitvah. Primerjalno gledano sta najbolj značilna pogoja višja starost in državljanstvo, ki ju mora izpolnjevati kandidat ob podpori, ki je predpisana z določenim številom podpisov ali denarnim depozitom. Kot predlagateljice nastopajo predvsem tri skupine, in sicer politične stranke, člani parlamenta in volivci. Lahko pride tudi do kombinacije med dvema ali vsemi predlagatelji. Če za parlamentarne volitve velja prevlada političnih strank kot predlagateljev, je pri predsedniških volitvah drugače, saj se daje več poudarka članom parlamenta in volivcem. Za razliko od večine evropskih držav Republika Slovenija ne predpisuje strožjih omejitev za predsedniške kandidate, ampak določa enake pogoje za pridobitev pasivne in aktivne volilne pravice, pri tem pa lahko kandidata predlagajo politične stranke, poslanci državnega zbora in volivci. Volilni predpisi pa prepovedujejo, da bi lahko nekdo bil hkrati kandidat za Predsednika republike in za poslanca Državnega zbora ali člana Državnega sveta in je lahko na to funkcijo izvoljen največ dvakrat zaporedoma. ; Electoral system can be determined as a process that is divided into the phase of nomination, the voting phase and the phase that indentifies the results of voting. A smaller number of candidates that are eligible for election is selected in the phase of nominaton and among those voters can vote in the next phase. That is why nomination phase can be defined as the elections before actual elections. The conditions in the nomination phase on one hand ensure that the most credible and trusted individuals take part in elections and on the other hand the conditions eliminate those who do not have enough support and do not even have the slightest chance of being elected. These conditions are usually higher than in any other national or local elections. In comparative terms, most typical conditions are higher age and citizenship and those conditions must be met by a candidate, who also needs a support which is prescribed by a certain number of signatures or cash deposit. The proposers are mainly three groups – political parties, members of parliament and voters. There may also be a combination between two or all of the proposers. Unlike in parliamentary elections where political parties dominate as proposers, in the presidential election voters and members are more important proposers than political parties. Unlike most European countries Republic of Slovenia does not prescribe stricter limits for presidential candidates but stipulates the same conditions for obtaining the right to stand and right to vote. Candidates can be nominated by political parties, deputies of the national assembly and voters. The electoral regulations prohibit that one may be a candidate for the president of the republic and a member of the national assembly or a member of the national council at the same time. No one can be elected as the President of the Republic of Slovenia more than twice in a row.
POVZETEK MEDNARODNI KAZENSKI PREGON IN ČLOVEKOVE PRAVICE TUJIH TERORISTIČNIH BORCEV Avtor: Rok Petročnik Mentorica: izr. prof. dr. Vasilka Sancin V magistrski nalogi sem raziskoval nastanek fenomena tujega terorističnega borca, njihov mednarodni kazenski pregon in kršitve njihovih temeljnih človekovih pravic v domačih kazenskih pregonih. Varnostni svet OZN je leta 2014 na podlagi VII. poglavja Ustanovne listine OZN sprejel Resolucijo 2178, ki podaja opis tujega terorističnega borca, vendar ne loči med oboroženimi spopadi in terorizmom. Resolucija 2178 opisuje tujega terorističnega borca kot posameznika, ki potuje v tujino z namenom izvedbe ali sodelovanja v terorističnem napadu, medtem ko je tuji borec posameznik, ki odpotuje v tujino z namenom pridružitve oboroženim spopadom. V raziskavi sem prišel do sklepa, da trenutno ne obstaja mednarodni kazenski pregon tujih terorističnih borcev, saj pregon izvajajo države same pred nacionalnimi sodišči. Varnostni svet OZN je pregon tujih terorističnih borcev preložil na države članice OZN, in sicer z vzpostavitvijo različnih odborov za nadzor izvajanja sankcij Varnostnega Sveta, kot so Sankcijski odbor 1267 in Skupina za analitično podporo in nadzor sankcij. V primerih Nada, Ahmed in Abdelrazik so nacionalna sodišča zaradi kršitev temeljnih človekovih pravic s sodbami razveljavila državne upravne akte, ki so vpeljevali sprejete protiteroristične resolucije Varnostnega sveta. Podobno je naredilo sodišče EU v primeru Kadi, kjer je bila razveljavljena uredba, ki je vpeljala sankcije Varnostnega sveta. Sodbe nacionalnih in sodišč v EU so bile glavni dejavnik za spremembo mednarodnopravnega okvirja terorizma OZN in za posledično večji poudarek na spoštovanju temeljnih pravic, ki jih zagotavlja Evropska konvencija o človekovih pravicah. ; ABSTRACT INTERNATIONAL PROSECUTION AND HUMAN RIGHTS OF FOREIGN TERRORIST FIGHTERS Author: Rok Petročnik Mentor: Vasilka Sancin, PhD, Professor In master's thesis i explored the emergence of the foreign terrorist fighter phenomenona, international prosecution of foreign terrorist fighters, and the violation of the fundamental rights of foreign terrorist fighters in domestic prosecutions. UN Security Council in 2014 adopted Resolution 2178 under Chapter VII of the UN Charter. However, while the Resolution outlines the description of a foreign terrorist fighter, it fails to distinguish between armed conflicts and terrorism. Resolution 2178 defines foreign terrorist fighters as individuals who travel to a state other than their states of residence or nationality for the purpose of the perpetration, planning, or preparation of, or participation in, terrorist acts or the providing or receiving of terrorist training, including in connection with armed conflict, while foreign fighter is an individual who travels abroad with intention to join armed conflict. The research led to the conclusion that there is currently no international prosecution of foreign terrorist fighters because states carry it out before national courts. UN Security Council has placed the burden of prosecuting foreign terrorist fighters on UN Member States by establishing different committees monitoring the implementation of the Security Council sanctions, such as the 1267 Committee and the Analytical Support and Sanctions Monitoring Team. In the cases of Nada, Ahmed and Abdelrazik, national courts due to violations of fundamental rights, repealed national administrative acts that introduced the adopted UN Security Council counter terrorism resolutions. The Court of Justice of the EU made a similar decision in the case of Kadi by repealing the regulation introducing the UN Security Council sanctions. Judgements of national and EU courts were the main factor in changing the UN terrorism framework in terms of international law, thus shifting the focus on the respect of fundamental rights as guaranteed by the European Convention on Human Rights.
Namen dela je predvsem proučiti oblikovanje, delovanje, vlogo in pomen Demosa kot instrumenta in akterja nacionalne emancipacije in demokratične tranzicije na Slovenskem. Pred osrednjim delom analize so opredeljeni ključni pojmi in koncepti: definicija nacionalizma ter glavni teoretični pristopi k nacionalizmu, opredelitev demokracije in demokratizacije. Za celovito razumevanje vloge in pomena posameznih političnih akterjev, kakršen je bil konec osemdesetih in v začetku devetdesetih Demos, je potrebno dobro poznati zgodovinske okoliščine. Najprej sem v poglavju o zgodovinskih mejnikih oblikovanja slovenske nacionalne identitete poskušala dokazati, da pomembni procesi v osemdesetih in devetdesetih letih niso vznikli sami od sebe, ampak imajo dolgo zgodovinsko podlago. V nadaljevanju obravnavam širjenje političnega prostora, obdobje liberalizacije in razcveta civilne družbe ter ključne procese in dogodke na poti v pluralno družbo. Procesi liberalizacije so soustvarjali tudi politično okolje, v katerem je začela nastajati politična opozicija. Konec osemdesetih let, tik pred nastankom Demosa, sta se izoblikovala dva konsistentna in nekompatibilna narodno-politična programa, ki sta simbolizirala politično polarizacijo. Nove, alternativne 'zveze' so se začele povezovati v pričakovanju demokratičnih volitev in soočenja s skupino družbenopolitičnih organizacij z Zvezo komunistov na čelu. Osrednji del disertacije predstavlja obravnava Demosa, akterja demokratizacije. Znotraj tega obdobja namenjam posebno pozornost najvidnejši osebnosti združene demokratične opozicije Jožetu Pučniku, analiziram predvolilne programe, rezultate volitev, ter oblikovanje novih oblastnih organov. V tem kontekstu analiziram tudi njihovo sodelovanje s Predsedstvom republike Slovenije. V nadaljevanju orišem vlogo Demosa v osamosvojitvenih procesih. Demos je v svojih glavnih namerah uspel, kljub temu, da ga niso ustrezno podpirali mediji, ni imel ustrezne zaslombe v gospodarstvu, pa tudi ne v državni upravi in, razen slovenske vojske in do neke mere policije, v represivnih organih oblasti. Kljub temu je uresničil glavne cilje, za uspešno izpeljano tranzicijo oziroma bolj popolno in konsolidirano demokratizacijo pa mu je zmanjkalo tako časa kot politične moči. Proces uvedbe demokracije, kot drugi od Demosovih ciljev, je bil uresničen v institucionalnem smislu, z vzpostavitvijo temeljnih demokratičnih struktur. Istočasno pa je bil Demos ključni dejavnik ne le pri oblikovanju splošnega soglasja o nujnosti osamosvojitve slovenskega naroda, ki se izraža v visokem rezultatu slovenskega plebiscita 23. decembra 1990, ampak je bil tudi glavni akter in instrument nacionalne osamosvojitve, obrambe slovenske samostojnosti v vojni za Slovenijo ter mednarodnega priznanja. ; The purpose of the thesis is primarily to examine the creation, operations, role and importance of Demos – Democratic Opposition of Slovenia as an instrument and actor of national emancipation and democratic transition in Slovenia. Prior to the central part of the analysis key terms and concepts are identified: definition of nationalism and the main theoretical approaches to nationalism, definition of democracy and democratization. For comprehensive understanding of the role and importance of individual political actors, like Demos was in the late eighties and early nineties, we should also be familiar with historical circumstances. At first I tried to stress that the main events and processes in the eighties and nineties had not emerged by themselves but were results of long historical development. Next I discuss broadening of political space, a period of liberalization and flourishing of civil society and also key processes and events on the way to a pluralistic society. The liberalization processes co-created also the political environment, in which the political opposition started to take shape. At the end of the eighties, just before the establishment of Demos, two consistent and incompatible national-political programmes were formed which symbolized the political polarization. New, alternative 'unions' began to link pending democratic elections and confrontations with a group of the so-called socio-political organizations with the Communists Party at the head. The central part of the thesis is the analysis of Demos, the actor of democratization. Within this period I pay particular attention to Jože Pučnik, the most prominent personality of the united democratic opposition, I analyse election programs, results of elections and the creation of new public authorities. In this context, I analyse also their cooperation with the Presidency of the Republic of Slovenia and outline the role of Demos in the independence processes. Demos succeeded in its main intentions, despite the fact that it had not adequate support of the media, no support of the economy nor in the public service and, with the exception of the Slovenian Army and to some extent police forces, the repressive authorities. Despite all these Demos accomplished its main objectives, however, for a successful transition or a more complete and consolidated democratization it ran out of time and political power. The process of introducing democracy was realized in a formal sense, with the establishment of basic democratic structures. At the same time Demos was a key factor in the creation of the general consensus on the necessity of the Slovenian independency which is shown in the high score of the plebiscite on 23rd Dec 1990. Demos was also the key actor and an instrument of the national independence process, the defence of the Slovenian territory in the war for Slovenia as well as in the process of the international recognition of the new Slovenian sovereign state.
Avtor v članku opredeli štiri faze razvoja prebivalstva v mestu Maribor. Hitri rasti števila prebivalstva v 60. letih 20. stoletja je sledila stagnacija v 80. letih in nato depopulacija v 90. letih in po letu 2000. V primerjavi z drugimi večjimi mesti v Sloveniji je bila depopulacija najbolj intenzivna prav v Mariboru (med letoma 1981 in 2008 se je število prebivalcev zmanjšalo za okoli 12 %). Naravni prirast je v mestu konstantno negativen vse od leta 1985 dalje, selitveni prirast pa je bil negativen med letoma 1992 in 2007. Maribor med večjimi slovenskimi mesti izkazuje tudi najbolj neugodno starostno sestavo prebivalstva z najvišjim deležem starega prebivalstva in najvišjim indeksom staranja, po zadnjem popisu prebivalstva pa zaostaja za drugimi mesti tudi po deležu prebivalstva z višje ali visoko šolsko izobrazbo, čeprav je drugo največje univerzitetno mesto v Sloveniji. Glede na ugotovljene demografske značilnosti se bo v naslednjih dveh desetletjih v mestu bistveno povečal delež prebivalstva v starosti nad 65 let, kar bo zahtevalo nove oblike organiziranja dejavnosti v mestu in prilagajanja starejši populaciji. ; Author identified four stages of demographic development in the city of Maribor (Slovenia). Population growth in the 1960s was followed by stagnation of population in the 1980s and depopulation in the 1990s and after 2000. In Maribor, compared with other major cities in Slovenia, depopulation have been more intensive (between 1981 and 2008, the population decreased by about 12 %). Natural growth is constantly negative from 1985 onwards, and net migration was negative between 1992 and 2007. Maribor is also showing the most unfavorable age structure of the population with the highest proportion of the elderly population and the highest aging index. Furthermore, according to the last census it lags behind other towns in the share of population with high school education, although it is the second largest university town in Slovenia. Considering the established demographic characteristics, and significant increase of the share of the population over 65 years in the next two decades, this will require new ways of organizing activities in the city and its adaption to the elderly population.
