Development of Indonesian national law should not leave attention to development of legal plurality as its source. Focus of this study is to see the influence of Indonesian social factors on the development of Islamic law and how Islamic law can be integratively transformed into the National Law. By qualitative method and socio-legal approach and constructivism paradigm, this study bases on theories of social change influeces on Islamic law law without leaving methodology of usul fiqh and the sources of Islamic law. Islamic law has broad opportunity and experiences to be integratively transformed into national law within Indonesia's own character. Transformation can be done in the whole structure of Islamic law including its values of philosophy, principles and norms, and can be performed in all areas, both private and public Law, written law by political power and unwritten law with cultural approach. However, Islamic law as one of the Indonesia living laws and the sources of National law, still today is viewed in dichotomy to the National law and only transformed in limited norms. There are many obstacles to be transformed into national law integratively and widely, though Islamic law has wide space of interpretation and intellectualism that can adapt to different contexts and National law.
Stereotype concerning gender role has attached on society. Paradigm which views the label differential between female and male characteristics is affected by many factors. Biological, social standpoints, theories of gender psychoanalytical, social cognitive and scheme have concealed influential factors based on its own perspectives. Education based on gender has been one of the programs for government therefore gender bias will be able to be eliminated and the awareness of it will be augmented on many education aspects, for teachers in classes and parents as well. There are many alternative solutions for parents and teachers to be able to encourage learners in having awareness therefore gender bias might be abbreviated.
South Kalimantan is an area that is very rich in natural resources that managed by many companies and it is inhabited by a majority of Muslims which are as the potential of zakat, infaq and alms so large amount, but the results of the funding collection of zakat, infaq and alms at National Zakat Agency of Province South Kalimantan are still not maximal. This research is a qualitative descriptive research and focused on the discussion of the strategy of zak at, infaq and alms fundraising at National Zak at Agency of Province South Kalimantan, with data collection techniques by means of observation, interviews and documentation. The results of this study indicate that the implementation of the strategy of zak at, infaq and alms fundraising at National Zakat Agency of Province South Kalimantan is still less effective and efficient, which is due to the concept of inappropriate strategy formulation and lack of evaluation of the implementation of the strategy. Then in implementing the fundraising strategy, there are several advantages, including the National Zakat Agency National Zakat Agency is the mandate of the Law, the potential for zak at in the province of South Kalimantan is very large. On the contrary, there are deficiencies that are owned by National Zak at Agency of Province South Kalimantan, which are: The number of human resources management of National Zak at Agency in Province South Kalimantan which is still lack ing, the lack of operational strategies for Zakat, Infaq and alms fundraising and the mindset of "Ulama Sentris" in the community.
ABSTRAK Kepatuhan mencuci tangan perawat merupakan salah satu faktor yang mempunyai pengaruh besar terhadap pencegahan terjadinya infeksi rumah sakit. Perawat memiliki andil yang sangat besar terhadap terjadinya penyebaran infeksi rumah sakit karena perawat berinteraksi langsung kepada pasien selama 24 jam. Kegagalan dalam melaksanakan cuci tangan sebelum kontak dengan pasien dan selama perawatan pasien, dapat menyebabkan terjadinya infeksi rumah sakit. Dalam penelitian ini bertujuan untuk mengetahui hubungan antara karakteristik, pengetahuan dan motivasi perawat dengan kepatuhan mencuci tangan. Penelitian ini adalah penelitian deskriptif dengan menggunakan desain cross - sectional. Responden yang digunakan sebanyak 97 responden dengan tehnik proportionated stratified random sampling. Hasil penelitian menunjukkan bahwa ada hubungan yang signifikan antara karakteristik (umur) dengan kepatuhan cuci tangan (p=0,007, PR= 3,68), tingkat pendidikan dengan kepatuhan mencuci tangan (p=0,021, PR= 0,33), pengetahuan dengan kepatuhan cuci tangan (p=0,003, PR= 4,16) dan motivasi dengan kepatuhan cuci tangan (p=0,013). Untuk variabel yang tidak berhubungan dengan kepatuhan petugas mencuci tangan yaitu masa kerja dengan kepatuhan cuci tangan (p=0,139, PR= 2,04) dan jenis kelamin dengan kepatuhan perawat mencuci tangan (p=0,069, PR= 0,34). Simpulan yang diperoleh bahwa pengetahuan dan motivasi perawat di RSU Surya Husadha sangat signifikan terhadap kepatuhan perawat melakukan cuci tangan. Saran peneliti agar edukasi, bimbingan dan pengawasan kepada perawat tentang pelaksanaan cuci tangan terus ditingkatkan agar kepatuhan cuci tangan semakin baik sehingga kejadian infeksi rumah sakit dapat dicegah. ABSTRACT Nurse compliance in nurses washing their hands is one of the factors that has a major influence on the prevention of hospital infections. Nurses have a very large contribution to the spread of hospital infections because nurses interact directly with patients for 24 hours. Failure to carry out hand washing prior to contact with patients and during patient care, can cause hospital infections. In this study aims to determine the relationship between characteristics, knowledge and motivation of nurses with compliance to wash hands. This research is a descriptive study using cross-sectional design. Respondents used were 97 respondents with proportionated stratified random sampling technique. The results showed that there was a significant relationship between characteristics (age) with hand washing compliance (p = 0.007, PR = 3.68), level of education with hand washing compliance (p = 0.021, PR = 0.33), knowledge with compliance hand washing (p = 0.003, PR = 4.16) and motivation with hand washing compliance (p = 0.013). For variables not related to compliance with hand washing officers, namely the length of service with compliance with washing hands (p = 0.139, PR = 2.04) and gender with compliance with nurses washing hands (p = 0.069, PR = 0.34). Conclusions obtained that the knowledge and motivation of nurses at Surya Husadha General Hospital are very significant to the compliance of nurses doing hand washing. Researchers suggest that education, guidance and supervision of nurses on the implementation of hand washing continue to be improved so that compliance with hand washing is better so that the incidence of hospital infections can be prevented. Indonesia as a developing country started from 2003 to develop their own e-Government to support their governance. Seven years after, there are indications that e-government has not been properly implemented. Indonesian e-Government has faced many problems, including a lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself. These barriers are the real perceived characteristics of the social, technological, legal and institutional context that hinder e-Government development either through hampering demand by citizens, and business of e-Government services or through obstructing supply of e-Government services by the public sector. This paper will only focus to the issues that become the inhibitor factors of the implementation of e-government in Indonesia, and gives solution rely on the adoption and diffusion approach.

This makes this region very contested by the two countries of hegemony in the economic field, namely, China and the United States. To achieve these interests, China and the United States must contribute to the region, one of which is conducting Institutional balancing with institutions that are quite influential in the Asia-Pacific region such as the ASEAN Regional Forum (ARF), ASEAN Plus Three (APT), East Asia Summit (EAS). And this paper willdiscusswhy the United States changed its foreign policy from theMiddle East to Asia-Pacificregion. The dynamic of the regionshows thatChina plays an important role along with its national capability improvement. The increase in China's national capability is seen as a challenge to national interests, as well as security for the United States alliance states in the Asia-Pacific region. Using an analytical framework based on the Balance of Threat theory, the authorconcludes that there is a strong relation betweenChina's national capability improvements with the implementation of US rebalancing strategy to the Asia-Pacific region.

Perspectives and morality characters shown by Rasululloh SAW to females in this writing is completed by performing explorations through historical and hadists texts concerning females around the Prophet and his best friends. Based on the analysis, it can be concluded that the Holy Prophet Muhammad SAW is a profile of Prophet having feminist, non discriminative, humanist and universal ways of thinking.
ood is a basic requirement for living things. This study aims to analyze the effects of economic infrastructure, social infrastructure and household characteristics on food security in Indonesia using the Johnsson and Toole (1991) methods. There were 285,908 households studied originating from the 2015 SUSENAS data. The model used in this study was the general ordered logistics model. Based on the results of the study there were 29.51% of food security, 25.12% of vulnerable food, 23.14% of food shortages and 22.33% of households at food insecurity. The results of this study also revealed that ownership of transportation modes, electricity use, fuel use, education of household heads and household health insurance significantly affected food security. The government program in the form of giving poor rice (RASKIN) provides poor results reducing the chance of food security by 11% and increasing the chances of food insecurity by 6%.
This paper deals with the existence of customary courts in Aceh in the national judicial system. From formal-juridical perspective, the existence of customary courts is not clearly stated; however, the practices of community have indicated that most of civil disputes and criminal offenses were resolved by the customary courts in Aceh. The question relates to such issues as administration of Aceh customary courts, duties of functionaries in this customary courts, and its existence within the national judicial system. This paper shows that, although the local government of Aceh does not legally include customary court as one of the state official justices, this kind of court has been sociologically recognized in resolving disputes that occur in the society. Furthermore, the local government of Aceh has codified it in the form of qānūn (legal code). ; This paper deals with the existence of customary courts in Aceh in the national judicial system. This study aims to determine the formulation of strategies that can be used in facing the challenges of implementation of innovation policies in realising sustainable development in the community environment with the case study of the Indonesia Village Government. The innovation policy aims to improve the quality in the use of village funds and also to encourage productivity and development in rural areas as well as build sustainable village capacity to improve the socio-economic welfare of the community and the independence of the village. This qualitative research uses a case study approach through field research in the village local government. We identified several challenges in the implementation of the innovation policy. In overcoming these challenges, as well as successfully implementing the policy, the role of innovative behaviour on the part of policy makers at the village level is importance. With an exploration strategy approach, entrepreneurial strategies and open and collaborative approaches used by various parties are also required in the successful implementation of innovation policy. The development of future research related to innovation policy relevant to the characteristics of rural communities is still very much needed.
This paper investigates the association of religiosity and trust to community participation or volunteering in development. Social trust is measured in several indicators, is an important aspect of development process, since social trust related to many development outcomes, such as growth, democratic stability as well as subjective well- being. In economic terms, when people trust each other, transaction cost can be reduced, organization can perform better, government policy could stimulate output faster, and many more. Utilizing Indonesia Family Life Survey (IFLS) wave 2014 this study finds the following results. Firstly, social trust closely associated with individual characteristics. Maturity, better educational and income level improve individual trust and individual participation in community activities. Secondly, individual subjective report about religiosity strongly associated with willingness to participate in various community activities. Policy relevant with this finding it is important to promote tolerance and religiosity, as these aspects can improve social trust. Social trust closely associates with more participation in community activities for accumulating public services and public goods. As more public services and public goods are available, nationally better welfare can be promoted.
Due to the increasing authority of local governments, a systematic monitoring and evaluation system is needed to measure performance achieved by a local government. From the financial side, the Local Government Financial Report (LKPD) shows the accountability of a local government. With the quality of financial statements and information in it, it is expected that the performance of local government can increase. The purpose of this research is to know the influence between audit opinion and the characteristics of local government represented by variable of level of local government wealth, level of dependency on central government, and regional expenditure on local government performance. Samples were conducted on 440 district / city governments in Indonesia in 2015. The data analysis technique used is multiple linear regression. Based on the test results found that the level of local wealth have a positive effect on the performance of local government. The level of dependence on the central government negatively affects the performance of local governments. While the variables of audit opinion and regional expenditure do not affect the performance of local government.
Food security become very important as food crisis occurred in 2008. Under the administration of Susilo Bambang Yudhoyono in 2009 to 2014, the crisis due to increase in population in Indonesia encourages increase in food demand. However, to fulfill Indonesia's food demand it still depends on the availability from international market. This research aims to analyze why countries like Indonesia dependent on international markets for food security aspect despite having the capability to achieve fulfillment on food. To analyze the reasons, the concepts of comparative advantage, dependency, and national capabilities will be use to analyze the factors on why nations depend on international market to achieve its food security. Accompanied by a comparison between Indonesia with Vietnam, Malaysia, and United States to see the similarities and differences to achieved food security in the international market. With qualitative research methods and comparison focus on explanative research also using literature studies in data collection. The results of this study finds that Indonesia dependence are influenced by comparative advantage policy of other countries which in this case are Vietnam and Malaysia, the international market system that encourages dependency, and Indonesia inability to maximizing its national capability compared to United States. In the perspective of environmental law, welfare which is the political goal of national law is not enough to be based only on the rule of law and democracy, but must also be based on the principles of the utilization of natural resources and environmental management. The principle must be a direction and policy making in the implementation of development, otherwise the welfare achieved will not last long, because Natural Resources as one of the elements of development capital cannot be functioned sustainable. Based on these arguments, conceptually the concept of implementing natural resource utilization and environmental management is the most important thing in national development that has been outlined in the legal policies set by the state or government to achieve the goals and objectives of environmental management. The goals and objectives are so that the environment is not damaged or polluted and maintained its function is preserved to preserve the carrying capacity and environmental capacity in order to achieve national development goals. If this function is not carried out properly, then the environment will be damaged or polluted, natural resources will be increasingly depleted, which in turn people's welfare which is one of the country's goals will not be achieved and sustainable.
