THE IMPACT OF TRADE LIBERALIZATION OF BOSNIA AND HERZEGOVINA'S EXPORT TO EUROPEAN UNION
One of the basic and strategic goals of post-war Bosnia and Herzegovina is a full membership in the European Union. During 1992-1995, Bosnia and Herzegovina has passed through one of the most difficult periods in its' history. The war has completely devastated the economical structure and the aftermaths were visible in the following years. As a new paradigm, the European Union appears. The European Union has helped the Western Balkans countries to overcome national tensions and offered them a new perspective; new regional and european integrations should be a new, historical chance for them. In the light of this, the focus of this paper is the impact of trade liberalization between the European Union and Bosnia and Herzegovina on the export from Bosnia and Herzegovina to European Union. The above mentioned impact has been observed in the period of eleven years. The total export amount of Bosnia and Herzegovina in 2015 was 4,6 billion euros, while the amount of the import was 8,1 billion euros, which makes nearly 60% in favor of import. Traditionally, Bosnia and Herzegovina's most important foreign trade partner is the European Union where Bosnia and Herzegovina has a deficit in foreign trade. The portion of export to EU during 2015 was 71,79% while the portion of import was 60,85%. The coverage of import over export was 66,89%. In the period of 2005-2015, most of the products have been placed to markets in Croatia, Germany, Italy, and Serbia, which is not the EU member. The process of trade liberalization in 2015 has resulted in surplus of trade with certain EU countries; Austria, Luxembourg and Estonia while the decrease in trade has been recorded with Germany, Slovenia and Czech Republic. Regarding the export, Bosnia and Herzegovina mailny places products which have labour-intensive character. In the econometrics analysis, extented gravitational models of trade have been placed. Besides the abovementioned, the following econometrical techinques have been used: panel data models (PD), fixed effecs models (RE) and panel corrected standard errors (PCSE). In addition, Hausman test has been applied. According to the analysis that has been carried out, the following has been concluded; InGDPi, InGDPj and InDISTij variables are statistically important on the level of 5% in the period of gradual liberalization. The SSP1 an EK variables are not siginificant.In the other moder, in the period of complete liberalization InGDPi, InGDPj and SSP2 variables have a significant impact on a dependent variable on a level of 5%. InDISTij and EK variables have a significant impact on a level od 5% as well. The above mentioned result confirm the research hypothesis; trade liberalization has a significant impact on the export of Bosnia and Herzegovina to the EU. The basic limit of this research can be a relatively short observation period, caused by the fact that the data of merchandise trade between Bosnia and Herzegovina and EU countries until 2005 are not accessible.

THE BRANDING OF SMALL ECONOMIES IN THE GLOBAL WORLD ; BRENDIRANJE MALIH EKONOMIJA U GLOBALNOM SVETU
The process of globalization is a logical process of internationalization, caused by deregulation and liberalization, as well as the development of information and communication technologies. To perform an isolationist policy today is completely absurd. Therefore, the main goal of each national economy is to be engaged in international trade while retaining sovereignty and achieving sustainable development, and this is only possible if we realize that not all economic activities are qualitatively the same as the drivers of economic development, and that globalization and free trade can create an automatic economic harmony. Countries that specialize in the export of raw materials will sooner or later experience the opposite effect from economies of scale, namely declining yields. Sustainable development today is a kind of monopoly on the production of advanced goods and services, in which rich countries experience one explosion of productivity for another. In the first part of the paper, we analyze the effects that abstract theories of classical liberal economies have on the poor countries, as well as the neoliberal policies that the World Bank, the International Monetary Fund and the World Trade Organization today apply to developing countries. In the second part of the paper, we analyze examples of countries whose economic prosperity is the result of a smart and pragmatic mix of market incentives and governance. In the third part of the paper we give recommendations for the new development and trade policy of Serbia. In the last part of the paper, we point to the importance of branding as a factor in the export competitiveness of the company. ; Proces globalizacije je logičan sled internacionalizacije, uzrokovane deregulacijom i liberalizacijom, kao i razvojem informacionih i komunikacionih tehnologija. Voditi izolacionističku politiku danas je potpuno besmisleno. Zato je osnovni cilј svake zemlјe – uklјučiti se u međunarodne trgovinske tokove i pri tome zadržati suverenitet i ostvariti održivi razvoj, a to je jedino moguće ako shvatimo da nisu sve privredne delatnosti kvalitativno iste kao nosioci privrednog razvoja i da globalizacija i slobodna trgovina mogu stvoriti automatsku ekonomsku harmoniju. Zemlјe koje se specijalizuju za izvoz sirovina doći će pre ili kasnije do suprotnog efekta od ekonomije obima, naime do opadajućih prinosa. Održivi razvoj danas predstavlјa neku vrstu monopola na proizvodnju naprednih dobara i usluga, u kome bogate države doživlјavaju jednu eksploziju produktivnosti za drugom. U prvom delu rada analiziramo efekte koje su apstraktne teorije klasične liberalne ekonomije imale na siromašne zemlјe, kao i neoliberalnu politiku koju danas Svetska banka, Međunarodni monetarni fond i Svetska trgovinska organizacija primenjuju u zemlјama u razvoju. U drugom delu rada analiziramo primere zemalјa čiji je ekonomski prosperitet rezultat pametne i pragmatične mešavine tržišnog podstreka i državnog upravlјanja. U trećem delu rada dajemo preporuke za novu razvojnu i trgovinsku politiku Srbije. U poslednjem delu rada ukazujemo na značaj brendiranja kao faktra u izvoznoj konkurentnosti preduzeća

Procedure for conclusion of EU treaties with third states and international organizations
After the Lisbon Treaty has entered into force, the process of concluding treaties between the EU and third countries or international organizations has sustained significant changes. The most important procedural novelty is the establishment of the ordinary procedure that covers almost all agreements the EU concludes with third parties. Under the Lisbon Treaty, this procedure involves a number of stages: negotiations, signing the agreement, and decision to conclude the agreement. For agreements whose subject matter exclusively or predominantly falls into the domain of common foreign and security policy, there are several derogations from the uniform rules of the ordinary procedure. The same provision of the founding treaty regulates the procedures for amending and suspending the agreement in force, as well as the judicial control procedure of those agreements that are yet to be concluded. The ordinary procedure does not cover two subject-specific proceedings pertaining to relatively narrow areas of EU action. More specifically, they refer to the conclusion of agreements in the area of common trade policy and agreements on the exchange rate of the Euro against the currencies of non-member states. The exclusion of trade agreements is probably the result of the differences that still exist in the division of competencies between the Member States and the EU regarding trade in the area of some services. On the other hand, the enactment of a special procedure for agreements on the Euro exchange rate in relation to the national currency rates of third countries stems from the need to ensure the Union's unique position in this field. On the institutional level, the most important actors in the process of concluding EU agreements are the Council, the Commission and the European Parliament. The Council has retained the central role in all types of treaty procedures, and it decides on essential issues related to the course and outcome of the process. The Commission has retained the major role in initiating and negotiating the agreements, but it is no longer the exclusive initiator and negotiator in the agreement process. Namely, depending on the subject of the treaty, new entrants in that role are the High Representative for Foreign Affairs and Security Policy, and the European Central Bank. The European Parliament has strengthened its position in the procedure for concluding EU agreements and can, therefore, be considered the largest 'net' winner of the Lisbon Treaty reform. This is partly due to its new role in the course of negotiations, which implies the right to be immediately and fully informed about all stages of the proceedings, but to a much greater extent it refers to the powers that this body has in the final stage preceding the conclusion of the agreement. Finally, the EU Court of Justice has an important role in this process; its task is to control the compliance of the EU agreements with the founding treaties prior to their conclusion.

Institutional causes of the euro crisis ; Institucionalni uzroci krize evra
The dissertation explores the causes of the Euro crisis of 2009, using the institutional explanation in social sciences and the game theory. It includes discussions on the role of fiscal and monetary policies for stabilization of the economy, a brief history of monetary unions, as well as a summary of the European monetary integration process. Key findings of the dissertation are considering strategic situations in which the Member States have been involved before and after the creation of the European Economic and Monetary Union and the euro, which can be analysed using the game theory. The institutional design of the European Communities, after the breakup of the Breton Woods system, has put the Members States in the strategic situation of prisoner's dilemma, which in turn made coordination of monetary policies and exchange rates unfeasible. The creation of the Economic and Monetary Union (EMU) made possible for the Member States to overcome the dilemma by transferring the monetary policy from national to the European level of governance. Unfortunately, the institutional design of the EMU created a specific set of the interdependence of the Member States and the institutional incentives which created a new collective action problem. The new problem can be observed as a strategic situation of the chicken game in which the Member States again does not have the incentive to act in the accordance with the rules in the same, cooperative manner. Finally, the dissertation analyses the institutional consequences of the crisis and the incentives emerged after the post-crisis reforms. The conclusion is that the reforms should prevent similar euro crisis. On the other hand, questions could be raised regarding the power shift among the main bodies of the European Union. ; Rad se bavi istraživanjem uzroka krize evra nastale 2009. godine, oslanjajući se na institucionalno objašnjenje u društvenim naukama i teoriju igara. Disertacija sadrži rasprave o ulozi fiskalne i monetarne politike za stabilizaciju privrede, kratku istoriju monetarnih unija pre Evropske ekonomske i monetarne unije (EMU), kao i sažetu istoriju evropske monetarne integracije. Ključni nalazi disertacije su tiču se strateških situacija koje su dovele do nastanka jedinstvene evropske valute i kasnije do njene krize, koje je moguće analizirati uz pomoć teorije igara. Institucionalni aranžman Evropskih zajednica nakon raspada Bretonvudskog sistema stavio je države članice u stratešku situaciju zatvorenikove dileme, što je činilo koordinaciju monetarnih politike i deviznog kursa neodrživim. Kako bi se prevazišao taj problem, formirana je EMU kojom je uveden evro, a monetarna politika prenesena na sa nacionalnog evropski nivo vlasti. Međutim dizajn EMU stvorio specifičan spoj međuzavisnosti i podsticaja iz koga je nastao nov problem kolektivnog delanja za države članice monetarne unije. Taj problem se ogleda u strateškoj situaciji igre kukavice u kojoj učesnici nemaju podsticaj da se ponašaju na istovetan, kooperativan način. Na kraju disertacije analizirani su podsticaji nastali sprovedenih institucionalnih reformi. Zaključak je će reforme najverovatnije sprečiti da nastanak slične krize u budućnosti, ali i da se mogu otvoriti nova pitanja u vezi sa promenom ravnoteže moći unutar organa EU.

Branimir Altgayer was the most prominent Croatian of German nationality in the Kingdom of Yugoslavia, but he was especially so during the period of the Independent State of Croatia. Altgayer was born December 8, 1897 in the town of Przekopane (Galicia), where his father (born in Osijek) served as an Austro-Hungarian cavalry lieutenant. Altgayer spent his childhood in Slavonia, where he was brought up in a Croatian cultural atmosphere. After completing Croatian public school in Kutjevo and Croatian Gymnasium in Osijek and Zemun, he attended an Austro-Hungarian cavalry cadet school in Moravia between 1912 and 1915. He was an officer (ensign) in the Austro-Hungarian army (after 1915) until the end of the first world war, serving on the Russian, Rumanian, and Italian fronts. He was wounded twice and decorated several times. In the Kingdom of Serbs, Croats and Slovenes he was a cavalry captain (first class) of the Royal army. Following four years of service, he resigned. He worked at various civilian occupations for a time, but returned to the military between 1924 and 1927. He was very active in the cultural and political life of the German minority of Osijek and Slavonia. He was selected to the united council of the German minority association, the Kulturbund of the Kingdom of Yugoslavia (Schwäbisch-Deutscher Kulturbund), in December 1934. He was a prominent representative of the so-called Renewal movement (Erneuerungsbewegung), a radical current in the Kulturbund. Following a conflict between the old leaders of the Germans in the Kingdom of Yugoslavia and the Renewalists which occasioned a split in the Kulturbund, Altgayer and the Renewalists are ejected from the Kulturbund for insubordination. At the beginning of 1936 he established a cultural and charitable organization for Germans of Slavonia in Osijek (Kultur-und Wohlfahrtsvereinigung der Deutschen in Slavonien). In January, 1939, he became a regional leader (Gauobmann) of the Germans in Slavonia (following the re-admittance of the Renewalists to the Kulturbund at the end of 1938). In early 1939, he leaves the Yugoslavian Radical Union, whose city councilor he was in Osijek, and joins the Croatian peasant party. After the creation of the Independent State of Croatia (NDH) in 1941, he was named leader of the German National Assembly for the NDH (Volksgruppenführer). From December 1941 he was director of state for the presidency of the NDH, but after January 1943 he was secretary of state for the same, and he was likewise promoted to the rank of reserve colonel in the Ustasha army. He was decorated by Leader of the Ustasha Dr. Ante Pavelic with the title "knight". For a short time in mid-1943 he went to the Eastern Front. At the end of the second world war he was deported to Yugoslavia from Austria by the British. In 1950, the district court of Zagreb sentenced him to death by firing squad. The sentence was carried out May 15, 1950. The investigative material of the Office of State Security (UDB-a) concerning Altgayer, especially the transcript of the trial from 1949, is an excellent source of information about the German minority in the Kingdom of Yugoslavia during the thirties and during the period of the Independent State of Croatia. Tranzicija agrarnog sektora i implikacije na njegov razvoj ; Transition of Agrarian Sector and Implications on its Development
Od 1990. godine, čitav region Istočne i Jugoistočne Evrope počeo je sa transformacijom svojih ekonomija iz centralno planskog sistema u tržišni, što se označava pojmom tranzicija. Postavka istraživačke studije je sagledavanje stanja sektora poljoprivrede Republike Srbije i Bosne i Hercegovine, koji su prošli kroz proces ekonomske tranzicije. Ideja tranzicije privrede, odnosno poljoprivrede je rast proizvodnje i BDP, povećanje efikasnosti i ostvarivanje boljih proizvodno-ekonomskih performansi. Cilj istraživanja je utvrditi da li je i u kojoj meri tranzicija poljoprivrede dovela do njenog razvoja, koji su propusti napravljeni i kakve mere agrarne politike kreirati u funkciji daljeg razvoja poljoprivrede i ruralnih područja. U izvođenju vrednosnih sudova i kritičkih zapažanja celokupnog procesa tranzicije agrosektora korišćene su određene naučne metode poput naučnog studiranja, indikatori, grafički metod, statistički metod, deskriptivna analiza i sinteza, komparatvini metod i drugi naučni metodi. Strategija poljoprivredne tranzicije u bivšim socijalističkim zemljama imala je za cilj poboljšanje efikasnosti i produktivnosti poljoprivrede zamenom institucionalnih i organizacionih karakteristika komandne ekonomije sa atributima pozajmljenim iz prakse tržišne ekonomije. Transformacija od kolektivne do efikasnije individualizovane poljoprivrede (privatizacija), koja će ostvarivati veći nivo prihoda je krajnji cilj. Tranziciju poljoprivrede prati nepovoljna vlasnička struktura i niska produktivnost, neefikasnost agrarne politike, spor razvoj institucija podrške, neadekvatan zakonodavni okvir i neuspešna privatizacija. Proces privatizacije obeležen je sa mnogo kontroverzi i zloupotreba, pa je i to imalo negativan odraz na ukupne efekte. Pored nabrojanog, efekti tranzicije poljoprivrede se ogledaju i u smanjenom obimu investicija, padu stočarske proizvodnje, spoljnotrgovinska razmena uglavnom sirovina i proizvoda niskog stepena finalizacije, depopulaciji sela, nepovoljnoj agrarnoj strukturi, malim pomacima na planu podiznja konkurentnosti i produktivnosti i nekonzistentnoj agrarnoj politici. Ni poljoprivredno zadrugarstvo nije revitalizovano, a kamoli ostvarilo neki značajan uspeh, tim pre, jer nije vraćeno poljuljano poverenje u zadružni oblik organizovanja, niti su zadružni principi usvojeni. Prelazak na tržišnu ekonomiju ostavio je Srbiju i Bosnu i Hercegovinu daleko iza najuspešnijih zemalja Centralne i Istočne Evrope. BiH zaostaje po mnogim pitanjima vezanim za strukturne reforme, koje su pratile ekonomsku tranziciju zemalja u regionu. U Republici Srbiji je stanje nešto bolje, ali svakako ispod očekivanja i s velikim kašnjenjima, pa su samim tim pozitivni efekti značajno slabiji. Stanje u BiH u posttranzicionom periodu je takvo da nedostaje institucionalna podrška i podsticajne mere agrarne politike na svim nivoima, počev od države preko kantona i opština, a tržišne reforme poljoprivrednog sektora nailaze na probleme i zastoje. Tranzicija poljoprivrede u BiH nije donela očekivane efekte, s obzirom da nije modernizovana, niti je zasnovana na efikasnosti, konkurentnosti, intenzivnosti i tržišnosti. Nešto bolja situacija je u Republici Srbiji, ali svakako nije razvijen sektor poljoprivrede, niti su u potpunosti ostvareni zacrtani ciljevi tranzicije. ; Since 1990, the entire region of Eastern and Southeastern Europe has begun to transform its economies from the central planning system to the marketplace, which is referred to as the concept of transition. The research study setting is to look at the state of the agriculture sector of the Republic of Serbia and Bosnia and Herzegovina, which went through the process of economic transition. The idea of a transition of the economy, that is agriculture, is the growth of production and GDP, increasing efficiency and achieving better productioneconomic performance. The aim of the research is to determine whether and to what extent the transition of agriculture has led to its development, what omissions have been made and what measures of agrarian policy are to be created in the function of further development of agriculture and rural areas. Certain scientific methods such as scientific study, indicators, graphic method, statistical method, descriptive analysis and synthesis, comparative methods and other scientific methods have been used in performing value judgments and critical observations of the whole process of transition of agrosectors. The agricultural transition strategy in the former socialist countries aimed to improve the efficiency and productivity of agriculture by replacing the institutional and organizational characteristics of the command economy with attributes borrowed from the practice of a market economy. Transformation from collective to more efficient individualized agriculture (privatization), which will achieve higher level of income is the ultimate goal. The transition to agriculture is accompanied by an unfavorable ownership structure and low productivity, inefficiency of agrarian policy, slow development of support institutions, inadequate legislative framework and unsuccessful privatization. The privatization process was marked with a lot of controversy and abuse, which also had a negative impact on the overall effects. In addition to the above, the effects of agriculture transition are reflected in the reduced volume of investments, the decline in livestock production, the foreign trade of mostly raw materials and products of low level of finalization, depopulation of the village, unfavorable agrarian structure, small shifts in raising competitiveness and productivity and inconsistent agricultural policy. Even agricultural cooperatives were not revitalized, let alone achieved some significant success, the sooner because no shattered confidence in the cooperative form of organization was returned, nor cooperative principles were adopted. The transition to the market economy left Serbia and Bosnia and Herzegovina far behind the most successful countries in Central and Eastern Europe. Bosnia and Herzegovina lags behind many issues related to structural reforms, which have followed the economic transition of countries in the region. In the Republic of Serbia, the situation is somewhat better, but certainly below expectations and with big delays, so the positive effects are significantly weaker. The situation in Bosnia and Herzegovina in the post-transition period is such that institutional support and incentive measures of agrarian policy at all levels, starting from the state through cantons and municipalities, are lacking, and market reforms of the agricultural sector are facing problems and delays. The transit of agriculture in Bosnia and Herzegovina did not produce the expected effects, as it was not modernized nor based on efficiency, competitiveness, intensity and marketability. There is a somewhat better situation in the Republic of Serbia, but the agriculture sector is certainly not developed, and the goals of transition have not been fully met.

Познато је, и у научној литератури мање-више елаборирано да је повратак религији на подручју бивше СФРЈ ишао руку под руку са стварањем нових националних држава и успостављањем нових/старих етничких граница и идентитета. Због тога је логично што се ова појава често квалификује као религија нације и национализма. Међутим, из ове квалификације често изостаје увид у чињеницу да је повратак религији значио и повећање интересовања за религијска учења и знања, те масовније учествовање у црквеним обредима. Иако је извесно да од високог процента оних који су се на последњем попису идентификовали као православни Срби сасвим мали део одлази на активне вернике, евидентна обнова унутрашњег, литургијског живота Цркве сугерише одређена питања и опрезност при етикетирању савремених облика религиозности и улоге Цркве у њиховом формирању. Историјске околности које доводе до појаве религије нације у Србији у 19. веку чине оправданом хипотезу да религија нације ни тада, а ни данас није изникла из крила Цркве, већ да се она појављује као државни/секуларни идеолошки пројекат, чије су везе са религијом сасвим нерелигијске природе. Да бих поткрепила ову тврдњу, покушаћу да установим и покажем шта се налазило у основама ове световне религије 19. века, те да одговорим на питање начина обликовања њених садржаја. Ово ћу учинити на основу анализе политичке употребе мртвих тела, тј. доношења посмртних остатака Вука Караџића из Беча у Београд и обнављања гроба Доситеја Обрадовића том приликом. ; It is widely known and has been more or less elaborated in scientific literature that return to religion in the area of former SFRY was conducted hand-in-hand with the development of the new national states and establishment of new/old ethnic borders and identities. This is why it is logical that this phe- nomenon is frequently qualified as the religion of the nation and nationalism. However, this qualification frequently lacks insight into the fact that return to religion also meant increased interest in religious teachings and dogmas, as well as greater attendance at Church rituals. Even though it is certain that, among the large percentage of those who declared themselves as Orthodox Serbs during the last Census, a very small number of them are actually active believers; thus, the evident restoration of the internal, liturgical life of the Church suggests certain issues and advises prudence in labeling modern forms of religiousness and the role of the Church in their development. Historical conditions which led to the phenomenon of religion of the nation in Serbia in 19 century justify the hypothesis that religion of the nation was not, and still is not, something to have sprouted out under the auspices of the Church, but that it has occurred as a state/secular ideological project, whose links to religion are of purely non-religious nature. In order to corroborate this statement, I will try to determine and show what was in the basis of this secular religion of 19 century, and answer the question relating to the manner in which its content was shaped. I will do this based on an analysis of political use of dead bodies, i.e. relocation of mortal remains of Vuk Karadžić from Vienna to Belgrade, and restoration of the grave of Dositej Obradović, which was performed on the same occa- sion.

Državna uprava u postupku zaključivanja kolektivnih ugovora u javnom sektoru
The Republic of Serbia represents an employer for civil servants and employees, for employees who perform tasks within the scope of state administration bodies, courts, public prosecutors' offices, for police officers as a separate category of civil servants, etc. The regulation of the labor legal status of these persons is also carried out through the conclusion of special collective agreements in addition to the normative. A significant part of the state administration is made up of public services that, by their significance and manner of carrying out tasks of general interest, as well as by the method of financing, represent the central level of the state that encompasses the entities which are responsible for the provision of predominantly non-market services which the state is obliged to provide in order to meet the general needs of its people. The concept of administration has been established as a profession of general interest. Administration carried out by the state authorities itself is viewed in a narrower sense, and when we look at the administration through public services or public administration, we have to bear in mind that non-state actors are also entrusted with administrative activities. Based on the nature of their work, state authorities have a significant administrative function in regulating tasks and prerequisites which are important for collective negotiations in the public sector. The state administration also carries out registration of social partners, tasks related to determining the representativeness of social partners, registration of collective agreements and decision-making on the extended effect of the collective agreement. Relevant authorities, councils, state administration boards and special organizations perform their activities through tripartite and bipartite social dialogue, and decisions are made by consensus. The state administration performs and ensures the performance of state functions important for collective negotiations in the public sector, conducts a procedure for obtaining the authority of representatives of state bodies and public services to start, negotiate and conclude a collective agreement. Also, the state administration has an active role in the process of registration of the collective agreements, as well as in the obligatory mediation and conciliation and arrangement of the minimum work process in activities of general interest. The state administration maintains the legal order and secures public interest through the procedure of concluding and applying collective agreements in the public sector. Through the realization of these activities, the participation of state entities in the conclusion of collective agreements opens the question of the legal nature of collective agreements, that is, leaves the possibility for the analysis and comparison of the collective agreement and the administrative contract. Collective agreement is a general act, but in its adoption, administrative-legal relationship is recognized as a significant relationship which is regulated by numerous norms of international and national law. Both contracts are concluded with the agreement of the contracting parties, and with the reduced authoritative function of the state administration. A particularly collective association of state bodies and public services can be considered as social acts that regulate rights, obligations and responsibilities from the employment of public sector employees, which contain mandatory and normative parts, but each is an autonomous source of labor law in the public sector.

For over a century, rumours have been spread from Croatia about Serbia's intention to create a Greater Serbia and its aspirations to greater Serbian hegemony. This has been a constant refrain in all anti-Serbian speeches delivered both before the Yugoslav and international public. On the one hand, the Serbs and Serbia were presented as aggressors with great territorial appetites, whereas on the other, the aim was to conceal one's own aggression and territorial pretensions to the ethnic, state and historical territories that belonged to others. Though such tactics is a well-known and long-lasting feature of Croatian politics, it has not been given an appropriate place and explanation in Serbian and foreign historiography. Croatia inherited such political approach from Austria-Hungary which demonised and satanised the Serbian intentions aimed at liberation and unification all the more so as its appetites towards the territories in the Balkans increased and as it more strongly expounded the German Drang nach Osten policy. According to such tactical approach, everything that was Serbian was proclaimed greater Serbian in order to nip in the bud and thwart Serbian interests which conflicted with the AustroHungarian ones. Following in the wake of Austro-Hungarian policy, in which they participated and often played the leading role, in all historical periods – from the 1848 revolution to this day the Croats have been denouncing Serbian often labelling it as greater Serbian. By reviling Serbhood and greater Serbhood, in which they saw the main rival to Croatdom and greater Croatdom, Croatian politicians did not only dream about a Greater Croatia, but also worked on building it, with determination and consistency, faithful to the principle that such end justifies all means, including even the genocidal annihilation of the Serbs. The Croatian aspirations to territorial enlargement have a rather long history. Although small in numbers and in a small territory, the Croats have fostered great imperial ambitions. This may be well illustrated with the various names such as: "Alpine or mountainous Croats" (Slovenes), "Orthodox Croats" (Serbs), "indisputable Croats" or the "flower of the Croatian nation" (Muslims), "Turkish Croatia", "Red Croatia", "White Croatia" or "Carpathian Croatia", which were the territories of Bosnia, Montenegro, Dalmatia and Slovenia. These names have been carefully cherished and for centuries instilled in the consciousness of a Croat with the aim to develop the awareness of Croatia's greatness and the numerical strength of the Croats. With the present two studies, I wish to demonstrate and prove when, how, on what foundations and with what objectives the Croats have endeavoured, from the 1848/49 revolution until the present time, to get hold of some parts or the entire territories of Vojvodina and Bosnia and Herzegovina. As precious data on this topic are scattered in different places, it is hard to gain insight into the entirety of this national, state-legal and geopolitical issue. With this in mind, I have elaborated in these papers, in a chronological sequence, on all important Croatian territorial claims on Vojvodina and Bosnia and Herzegovina. I have thus practically uncovered the decades-long greater Croatian politics and have provided concrete answers to the Croatian attacks at Serbia and the Serbs in regard to the so-called greater Serbian politics. I would also like to inform readers that this book is the second, supplemented and expanded edition of the book first published in 2012 in small print run (500 copies) and sold out a long time ago. Škole se širom sveta nalaze pred novim zahtevima, a jedan od njih, posebno izražen u neoliberalnoj eri i kulturi revizije, jeste standardizacija uspeha učenika preuzeta iz sveta ekonomije. Mišljenja o standardizaciji uspeha učenika ili škola su podeljena. Sistematski smo analizirali relevantnu literaturu kako bismo istražili različita viđenja standarda. Standardi se smatraju dobrim pokazateljima koji omogućavaju poređnje među državama i pružaju smernice za inovacije i/ili reforme, pošto su obrazovni sistemi tradicionalno zasnovani na implicitnim standardima. Postavljanje eksplicitnih standarda olakšava posao nastavnicima i učenicima jer znaju šta se od njih očekuje. Osnovu ovakvog pristupa čini verovanje političara da mogu jasno prepoznati šta bi studenti trebalo da znaju i za šta bi trebalo da budu osposobljeni. Protivnici ovakvom mišljenju smatraju da je postavljanje eksplicitnih standarda inherentno štetno jer može umanjiti kvalitet onoga što se meri. Standardi se ne odnose na potpunu valorizaciju studenata, niti na kompetencije važne za uključivanje u svet rada. Uspeh učenika ima višestruke ciljeve koji se ne odražavaju u standardizovanim testovima, a moguće je i preusmeravanje resursa s jedne grupe učenika na druge, što često nije opravdano ili transparentno. Standardizacija uspeha učenika stvorena je analogijom sa privredom po kojoj studenti postaju ,,proizvodi", a njihovo ponašanje se definiše kao ,,izlazne veštine", ,,kompetencije" i ,,ishodi". Postavljanje standarda počiva na implicitnoj pretpostavci da je obrazovni proces kulturološki neutralan i da ne uzima u obzir etničku pripadnost i društvenu klasu, ali pokušava da homogenizuje učenike stavljajući ih u kvantifikovane kategorije. Sam koncept standarda je nejasan. Stoga, standardizacija baca senku na romantičnu predstavu o poslovnom sektoru kao primeru dobre prakse i iziskuje redefinisanje cilja i svrhe obrazovanja. ; There are new demands for schools around the world, and one of them, particularly expressed in the neoliberal era and audit culture, is standardization of student achievements that has been transferred from the world of economics. The opinions about standardization of student or academic achievements are not united. We used systematic analysis of relevant literature to explore different perspectives on standards. Standards are considered to be a good indicator that allows cross-national comparisons and provides guidance for innovation and/or reform, since education systems are traditionally based on implicit standards. Setting explicit standards makes work easier for teachers and students because they know what is expected from them. The basic foundation of this approach is the politicians' conviction that they can clearly identify what students need to know and what they need to be capable of. The opponents believe that setting explicit standards is inherently damaging because it can reduce the quality of what is measured. Standards do not allow for full valorisation of students or competences that are important for inclusion in the world of work. Student achievement has multiple goals that are not reflected in standardized tests, and it is also possible to redirect resources from one group of students to others, which is often not justified or transparent. Standardization of student achievement was created by analogy to industry, whereby students become "products", and their behaviour is defined as "exit skills", "competences" and "outcomes". Setting standards rests on the implicit assumption that educational process is culturally neutral and does not take into account ethnicity and social class, but tries to homogenize students by placing them in quantified categories. The mere construct standard, is not clear. For this reason, standardization casts a shadow on romantic presentation of the business sector as the example of good practice, and requires redefining the goal and purpose of education. ; Zbornik rezimea / 24. The subject of this dissertation relates to the study of psychosocial characteristics of military servicemen. The military profession implies significant social and personal responsibilities, requires discipline and unconditional compliance with the hierarchy of the military organization, willingness to be transferred if required, possible separation from the family, changing work environment and difficult working conditions, sometimes hazardous to health and life, and often quoted is also a limited freedom to express personal opinions and to participate in trade unions and politics. The military profession has undergone numerous transformations in the contemporary environment. Family tradition, which contributes to the development of the personality profile that predisposes a person to successful military service, has also undergone significant changes. The question is what represents the capacity of the individual to adapt to the military profession in the modern military organization, and what factors contribute to a successful military career. The success rate assessment is important for gaining insight into the proper balance of actual skills, knowledge and behavior patterns of officers possessing the desired standards in the defense system, set by the government and various requirements of international integration processes. Apart from rewarding the work, an adequate success rate assessment is important for personnel development planning, conception and evaluation of educational programs, HR policies, and is particularly important as a validation of selection procedures and in terms of enhancing complexity of the selection criteria for admission to the military (Pajević, 2006). In the military practice thus far, the officers' success has been perceived through the officer's rank, level of education / training, awards, duties that the officer has performed or is currently performing. Family environment, financial solvency and resolved housing issues have been used as the data complementing the picture of the officer, without a deeper analysis of the connection of these factors with motivation and success in the military profession. The PhD dissertation Family Context, Authoritarianism and Success Rate in the Military Profession deals with the success rate of the military profession performance from the perspective of the family and its role in the professional selection, advancement and success. The family context is considered to be both the family of origin and the current officer's family, more precisely, the emotional quality of partner relations. The family of origin is considered through the perceived parental upbringing practices towards children (acceptance and rejection). The current officer's family is considered as a modern institution that meets numerous psychological needs, such as affiliation, loyalty, protection, union, support and intimacy. The quality of emotional relations in partnerships is assessed on the basis of subjective evaluation of mutual respect, communication, understanding, acceptance and agreement in daily emotional partner relations (current families of officers). The main objective of the research is to determine the parameters associated with success in the military profession. In the core of the research is the family, i.e. the perceived parental upbringing styles and practices in the family of origin and their contribution in shaping the personality of a person whose professional choice is the military vocation, performed with more or less success. In addition, the relations between these parameters and the quality and satisfaction with partnerships have been studied, as well as the ways those partnerships contribute to the satisfaction and success in the military profession. Specifically, we were interested whether the contribution of the current partnership to the satisfaction and success in the military profession is more significant than the contribution of the family of origin. A particularly important aim of the research was to study the contribution of upbringing styles and practices in the family of origin in shaping the authoritarian personality structure, as well as the connection between authoritarianism and the parameters of success in the military profession. The study used the Questionnaire on Success in the Military Profession (designed for research purposes), Parental Acceptance/Rejection Questionnaire - PARQ (Rohner, 1984), Revised F scale of authoritarianism (Rot and Havelka, 1973) and Dyadic Adjustment Scale - DAS (Spanier, 1976) to assess the emotional quality of partnerships. The reliability of the applied tools is high (Cronbach's alpha coefficients range from 0.744 to 0.893). The sample is purposive and composed of the Serbian Armed Forces officers (443 in total), divided into three subsamples (successful, average, and unsuccessful) in accordance with the criteria set by the Ministry of Defense and the Serbian Armed Forces. The correlation analysis results have shown a statistically significant positive correlation between the perception of the parental acceptance (mother, father), on the one hand, and educational and professional success, positive perception of the job and people, good cooperation and communication with both superiors and subordinates, on the other hand. Also, a statistically significant negative correlation between the authoritarian personality structure – authoritarianism, and the criteria of objective and subjective success was found. The respondents with higher levels of authoritarianism are more commonly found in the lower ranks and have lower performance grades, while the respondents with average (lower) levels of authoritarianism have higher ranks and higher performance grades. The respondents with higher levels of authoritarianism assessed the cooperation with the subordinates in helping to resolve personal problems with higher scores. In addition, it has been determined that there are complex relations between the conformity of intimate partners and success in performing their jobs. A statistically significant correlation between the conformity of the partners and the objective elements of success was determined. Officers with higher performance grades perceive a greater cohesion in partnerships, while the lower ranked officers of more satisfied with agreement in the partnership dyad and emotional expression. Also, there was a statistically significant correlation found between the conformity of intimate partners and the subjective success rates. The respondents with higher self-assessment of their professional performance, knowledge of the rules and regulations of the military service, good relations with the subordinates are more satisfied in the partnership dyad. A statistically significant correlation between the perceived parental acceptance / rejection and authoritarianism was determined. The respondents who perceive their parents as rejecting and hostile have a more pronounced authoritarian personality structure. Also, the respondents who assessed their parents as accepting have established a better conformity with their intimate partners in all aspects. The results of multiple regression analysis show that authoritarianism is a significant predictor of the objective success rate, while the emotional quality of partner relations is a significant predictor of the subjective success in the military profession. The obtained results conform with all of the hypotheses and previous research suggesting that the professional success depends on a proper balance between the family and professional roles. In addition, the results and conclusions can be further developed on the basis of research of other relevant factors of professional success, such as: psychological personality profile, system of values, social and emotional intelligence, communication skills. Also, the results enhance the knowledge about the factors of the general professional success, including the military profession (especially in terms of the development of authoritarian personality structure from the perspective of the parental acceptance / rejection theory, as well as the importance of the emotional quality of partner relations) in order to implement them in the military education curricula (primarily in the Military psychology subject) and training plans for the Ministry of Defense and the Serbian Armed Forces personnel, innovation in the selection processes and modification of the psychological selection criteria, and career management.

Mišljenje diplomaca grčkih univerziteta o psihopedagoškoj i didaktičkoj osposobljenosti njihovih nastavnika ; Greek university graduate views on the psycho-pedagogical and didactic training skills of their teachers
Ovo empirijsko istraživanje zasnovano je na analizi literature koju je sproveo Stergiou (2017). Cilj istraživanja usmeren je na merenje kvaliteta obrazovnog rada, nastavnog materijala i aktivnosti univerzitetskih nastavnika u Grčkoj, na osnovu povratnih informacija dobijenih od njihovih diplomiranih studenata. U istraživanju je primenjen upitnik. Uzorak se sastojao od 388 diplomaca, studenata ASPETE programa iz Soluna, akademske 2017/2018. i 2018/2019. Godine. Ispitanici su, pored svojih deklarisanih demografskih karakteristika, na skali od pet tačaka davali odgovore za svaku od 27 stavki koje opisuju aspekte kvaliteta obrazovnog rada, nastavnog materijala i aktivnosti, kao i nastavnih metoda svojih univerzitetskih nastavnika (1 – nimalo; 2 – veoma malo; 3 – prilično; 4 – mnogo; 5 – veoma mnogo). Rezultati pokazuju da diplomci smatraju kako njihovi univerzitetski nastavnici dobro poznaju sadržaj kurseva, te da su dosledni tokom predavanja (praćenje rasporeda i zadovoljavajuća priprema). Studenti su dali prosečne ocene svojim nastavnicima u 20 od 27 kriterijuma kvaliteta univerzitetskog nastavnika. Nastavnici su ocenjeni ispod proseka za organizaciju aktivnosti čiji je cilj aktivno učešće studenata u radu u učionici, davanje uvoda i rekapitulacija nastave u učionici, povezivanje nastavnih metoda sa profesionalnim okruženjem (sa tržištem rada), povezivanje sadržaja izučavanih kurseva sa drugim kursevima i korišćenje radnih resursa (npr. radnih listova, pokaznog materijala) koji olakšavaju učenje. Faktorska analiza pokazala je da sva pitanja imaju visoko opterećenje na jednoj faktorskoj osi – univerzitetskoj pedagogiji (F1, Kronbah α = 0,947, 42% ukupne varijanse), dok su dve druge ose specijalizovane za konkretna polja: jedna za savetodavno-mentorsku ulogu univerzitetskog nastavnika (F2, Kronbah α = 0,879, 24% ukupne varijanse), a druga za nauku i stručnost (F3, Kronbah 0,741, 13% ukupne varijanse). Hijerarhijskom klaster analizom izdvojile su se četiri grupe diplomaca. Prva (C1) obuhvata 16,8% uzorka, druga (C2) 33%, treća (C3) 41,5% i četvrta (C4) 8,8% diplomaca. Klaster C1 sastoji se od pojedinaca koji vrednuju pedagošku kompetenciju i pedagoško obrazovanje svojih univerzitetskih nastavnika, kao i njihovu primarno naučnu orijentaciju i profesionalizam, dok u potpunosti negiraju njihovu mentorsko-savetodavnu ulogu. Grupu C2 čine diplomirani studenti koji u dovoljnoj meri uvažavaju mentorsko-savetodavnu ulogu svojih nastavnika, ali imaju negativno mišljenje o njihovim pedagoškim i didaktičkim aspektima. Diplomci koji pripadaju C3 grupi daju prosečnu ocenu kako pedagogiji nastave i pedagoškom obrazovanju svojih nastavnika, tako i njihovoj primarno naučnoj orijentaciji i profesionalizmu, dok misle da njihovi nastavnici nisu uspeli u svojoj mentorsko-savetodavnoj ulozi. Najzad, najmanji klaster C4 čine diplomci koji iako smatraju da pedagogija nastave i nastavne veštine njihovih nastavnika nisu adekvatne i ne veruju u njihove naučne veštine i profesionalizam, ipak prepoznaju njihov skroman doprinos kao savetnika i mentora koji su im pomogli da steknu predstavu o profesiji kojom bi želeli da se bave i da se tome prilagode. Rezultati istraživanja pokazuju da većina studenata daje nisku ocenu nastavnicima grčkih univerziteta u gotovo svim aspektima univerzitetske pedagogije, što ukazuje na odsustvo pedagoških i didaktičkih veština nastavnika. Ovaj rezultat je očekivan, zbog nepostojanja kvalifikovane obuke za nastavnike. To, zapravo, uopšte nije preduslov za započinjanje akademske karijere i ne postoji akademska ustanova koja bi im omogućila da steknu pedagoške i didaktičke kompetencije. Usaglašenost sa dobrom praksom drugih evropskih zemalja trebalo bi da bude strateški izbor obrazovne politike u cilju modernizacije grčkih univerziteta u ovoj oblasti i da se to čini sveobuhvatnije i efikasnije. ; This is a questionnaire based empirical research designed to measure the quality of educational work, teaching material and activities of Greek University teachers, based on their graduates' feedback. The sample consisted of 388 graduates, all students of the ASPETE programs of Thessaloniki, for the academic years 2017-2018 and 2018-2019. The subjects, in addition to their declared demographic characteristics, answered, on a five-point scale (1 – not at all, 2 − very little, 3 − quite, 4 − much, 5 − very much), the 27 items (criteria) describing the aspects of educational work quality, teaching material and activities and teaching methods of their academic teachers. Results showed that graduates perceive that their academic teachers had a good knowledge of the courses content and they were consistent during teaching courses (timetable observation and satisfactory preparation). Students gave moderate scores to their teachers in 20 out of the 27 quality criteria of an academic teacher. Teachers were rated below average in the organization of activities aiming at actively involving the students in the classroom, providing them with the introduction and recapitulation of their classroom teaching, linking their teaching methods to the professional environment (the labour market), linking the content of the studied courses with other courses and the use of labour resources (e.g. worksheets, demonstration materials) that facilitate learning. Factor analysis showed that all questions were highly loaded on one factorial axis, University Pedagogy (F1, Cronbach's α = 0.947, 42% of the total variance), while the two other axes were specialized in the fields, one in the Advisory- Mentor Role of the academic teacher (F2, Cronbach's α = 0.879, 24% of the total variance) and the other in Science and Professionalism (F3, Cronbach's 0.741, 13% of the total variance). Hierarchical Cluster Analysis highlighted four groups of graduates. The first (C1) includes 16.8% of the sample, the second (C2) 33%, the third (C3) 41.5% and the fourth (C4) 8.8% of the graduates. Cluster C1 consists of individuals who appreciated the value of pedagogical competence and teaching training of their university teachers as well as their scientific background orientation and professionalism while their mentoring-advisory role was completely deprecated. C2 consists of graduates who, while appreciating enough the mentor-advisory role of their teachers, have a negative view of their pedagogical and didactic training. C3 grades moderately both the teaching pedagogy and teaching training of their university teachers as well as their scientific background orientation and professionalism, while they think that their teachers have failed their mentor-advisory role. Finally, the smallest cluster C4, although it considers teaching pedagogy and teaching skills of their teachers inadequate, and does not believe in their science skills and professionalism, it recognizes a modest contribution as advisors and mentors who helped them get an idea of the profession they would like to follow and adapt to it. In conclusion, Greek university teachers are low-rated by the majority of students in almost all aspects of University Pedagogy, indicating the absence of their pedagogical and didactic training skills. This result was expected, due to absence of qualified teacher training. Indeed, it is not a prerequisite for entering the academic career and there is no academic institution offering them pedagogical and didactic competence. The compliance with good practices from other European countries should be a strategic educational policy choice in order to modernize Greek universities in this area and to do so more comprehensively and effectively. ; Zbornik rezimea / 24. Rana intervencija – fokus na podršku porodici ; Early intervention - focus on family support
Interesovanje za teoriju i praksu rane intervencije u Srbiji je intenzivirano poslednjih desetak godina. U praksi su odavno zastupljeni različiti oblici rada sa decom sa smetnjama u razvoju ranog uzrasta, dok su teorijsko uobličavanje znanja i sistemski pristup ranoj intervenciji, sagledani kroz donošenje državnih odluka, uključivanje sadržaja iz ove oblasti u studijske programe fakulteta koji školuju defektologa, novijeg datuma. Cilj ovog rada je da ukaže na ključne promene i aktivnosti usmerene na razvoj nacionalnih sistema rane intervencije, s posebnim osvrtom na Srbiju. Od šest priotiteta sadržanih u dokumentu Poziv na akciju: Podrška razvoju dece u ranom detinjstvu koji je Vlada Srbije sačinila u saradnji sa UNICEFOM, a koji je zasnovan na Konvenciji o pravima deteta, Ciljevima održivog razvoja i najboljim interesima za svako dete posebno je značajan prvi podrška roditeljstvu. Izdvajanje ovog prioriteta bazirano je na činjenici da je podrška dobrobiti deteta jedan od najvažnijih ciljeva predškolskog vaspitanja i obrazovanja i da je ostvariv samo onda kada porodica može na adekvatan način da oblikuje sopstvene životne okolnosti. Osim toga takozvani model F-reči, utemeljen na odrednicama Međunarodne klasifikacije funkcionisanja, invalidnosti i zdravlja, vidi porodicu kao centralni "kontekstualni" činilac razvoja, koji ima najbolji potencijal za pružanje fizičke i emocionalne bezbednosti deteta i čija dobrobit treba da bude primarni cilj uključivanja u programe rane intervencije i obezbeđivanja usluga. Iako je rad sa porodicom, ključni činilic pozitivnih ishoda rane intervencije, dosadašnja praksa u ovom segmentu rada može da se opiše kao dugo putovanje od pristupa usmerenog na stručnjake koji donose odluke i sprovodi tretman, do pristupa u čijem fokusu je porodica Veštine uspostavljanja saradničkog odnosa su za stručnjake, koji prihvataju model usmeren na porodicu još uvek velik izazov, jer je neophodno da se uloga donosioca odluka, "prepisivača saveta", zameni ulogom partnera, slušaoca, pomagača i konsultanta. ; Interest in the theory and practice of early intervention in Serbia, has intensified in the last ten years. In practice, various forms of work with children with disabilities at an early age have long been represented, whereas theoretical shaping of knowledge and systematic approach to early intervention seen through state-decision making, inclusion of contents from this area in university programmes for educating defectologist, are of the more recent date. The aim of this paper is to point out the key changes and activities directed to development of national early intervention systems, with special reference to Serbia. Considering the six priorities contained in the document Call to Action: Support to children development in early childhood, created by Government of Serbia in cooperation with UNICEF, based on Convention on the rights of the child, Sustainable development goals and best interest for each child individually, the first one is especially important, parenting support. The selection of this priority is based on the fact that supporting the welfare of the child is one of the most important goals of preschool education and that it is achievable only in case when the family can adquately shape their own life circumstances. Besides, the so-called F-word model based on the International Classification of Functioning Disability and Health, recognizes the family as the central "contextual" factor, with best potential for providing physical and emotional security to the child, whose welfare should be the primary goal of inclusion in early intervention and service providing programmes. Although, the work with family is the key factor in positive outcomes of early intervention, current practice in this segment of work can be described as a long journey from and approach focused on decision-making and treatment professionals, to the family-oriented approach. Collaborative skills are still the great challenge for professionals who accept family-oriented model, as it is necessary to replace the role of decision-maker, "advice transcriber" with the role of partner, listener, assistant and consultant.
