The article focuses on representatives of the regional (and most recently established) level of government in the Czech Republic. It describes the context behind the emergence of regional governments & how they differ from the local & national political levels. It notes the close personnel connection between local & regional political elites. Experience gained in local politics helps elites to succeed at the regional level. The presence of local politicians in regional government varies with the level of residential fragmentation & the degree of urbanization in the given region. Unlike local politics, which is consistently comprised of a significant proportion of independents, regional representatives are almost exclusively members of political parties & movements. This situation on the one hand serves to increase the politicization of local politics & on the other leads to greater competition within political parties, whose programs & national leadership regional politicians wish to influence.

Bioterrorism is a complex and dynamic phenomenon, occurring in various forms. It is difficult now to define a uniform definition of terrorism that is changing under the influence of the development of civilization, and especially the rapid progress in scientific and technical knowledge. The terrorists perfectly use the latest achievements of biological sciences in their terrorist attacks. The purpose of this article is to bring the phenomenon of bioterrorism.

The subject of this article is energy security. An in-depth study of the literature on the subject and the analysis of normative documents allowed to formulate the main objective of the work, which is to describe energy security as a component of state security. The goal formulated in such a way creates the need to solve the main research problem of this study, presented in the form of a question: What is the significance of energy security as a component of state security? Achieving the assumed goal and solving the research problem was supported by studying the subject literature and normative documents, as well as the hypothesis that energy security is an important component of state security, and its role is constantly increasing, confirmed in the course of the study.

The aim of the article was to identify the subject areas related to the management of the proposals of some elements and to propose the concept of managing Poland's national security for the purposes of developing the act on national security management announced in the National Security Strategy of the Republic of Poland-2020. The main research problem was the question: What key elements and solutions should be included in the concept of national security management for the purpose of developing a draft act on national security management? The following hypothesis was adopted: The national security system should form a coherent, in terms of organization and functionality, system of interrelated management and executive bodies. Unfortunately, the existing national security system of the Republic of Poland does not fully meet the above requirements, which has already been signaled many times, for example during successive strategic national security reviews and strategic defense reviews. Moreover, the concept of national security management should, in particular, specify the answers to the following questions: 1) What is contemporary national security? 2) What is national security management? 3) What are the key challenges facing national security management? 4) What is the role of policy and strategy in national security management? 5) What should be the architecture of the national security management system during the war. The verification of the above hypothesis and answering the above questions required a critical analysis of legal acts, strategic documents and selected items of literature on the subject. The results of the author's many years of research in this area were also taken into account.

The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine's policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.

Functioning and noticing cooperative and national agricultural farm as total institutions is connected with comprehending the collectivization, understood as converting individual agricultural farm into farming cooperatives (v. RSP, the collective farm), of craftsman's workshops into production cooperatives, and the like and of large manors into agricultural farm stewarded by the state. In frames of all institutional forms of cooperative and national planting the earth some stamps of total- institutions became discernible the concentration of functioning on the homogeneous area relatively isolated in terms of physics or culturally from the social environment, the division into subordinates and the staff, functioning of second living in the institution in such conditions are an Effect of functioning of people dominating of a welfare state mentality and the lack of the initiative in search for employing outside the domicile.

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.

Why are things different on the other side of national borders; and how can this be explained sociologically? This inaugural lecture tries to answer these questions, starting from the example of the bicycle in the Netherlands. It distinguishes four processes that have contributed to increasing similarity within nations: growing interdependence within nations; increasing density of networks and institutions; vertical diffusion of styles and standards; and the development of national we-feelings. Together, these processes have contributed to the development of national habitus: increasing similarities within nations, and increasing differences between people living in different countries. These processes have reached their apex in the second half of the twentieth century. Since then, they have diminished, leading to increasing variations within countries, and growing similarities between comparable groups in different countries. This analysis poses new questions and challenges for sociologists. First, it leads us to rethink comparative research: what are we comparing when we compare nations, and is this still a viable unit of analysis? Second, it leads us to consider how the transfer of styles and standards occurs in our informalized, globalized, and mediatized age. Third, sociologists should analyse the new forms of inequality resulting from these processes, such as the growing rift between 'locals' and (bike-loving) cosmopolitans.

Do distance and national borders make a difference in grandparents' relation and communication practices with their grandchildren? Is transnational grandparenthood a unique phenomenon? Research on diverse types of grandparental care and virtual co-presence in transnational families suggests migrants and their parents have mastered the ways to care at a distance. However, what does it actually mean? In this issue of CMR Spotlight Weronika Kloc-Nowak and Sylwia Timoszuk outline some results of the 2019-2020 nationwide survey which puts 'flying granny' and 'skyping grandpa' tropes in the context of Polish families.

This article analyses the evolutionary process of the Romanian party system during the years 19892004. The Romanian party system went through rapid development after the overthrow of the Ceausescu regime, a process that has not yet ended (this opinion relates mainly to center and right parties). The developmental periods of the party system are divided on the basis of parliamentary elections, since these elections and their results always represent a new situation in the party scene. The main part of the article describes the development and political program individual party subject Romanian party system. The classical division into left, center and right parties is applied to the location of political parties with respect to disputability in the Romanian political context. Besides the classical political parties, it is also possible to identify relatively strong ethnic parties and special party families. In the present state (after the 2004 election) it is possible to characterize the situation as conflict between two main poles -- centrist ("Truth and Justice") and post-communist (Social Democratic Party). Christian National Peasant Party Christian Democratic; socialist Socialist Workers Party; ethnic Hungarian Democratic Federation of Romanian, and radical continuity parties (mainly Great Romania Party) can all be defined as secondary poles. The aim of this article is to analyse the Polish authorities' policy towards national and ethnic minorities after 1989, after the collapse of real socialism in Poland. The author gives an overview of the historical and sociopolitical situation of these minorities in Poland. The main point of consideration is the position and functioning of national and ethnic minorities on the basis of law, their political activity in parliamentary and local elections, as well as the attitude of leading Polish political parties towards the issues of national and ethnic minorities. National and ethnic minorities are, by definition, less numerous than the rest of the Polish population, but remain Polish citizens and at the same time are aware of their historical community. The article uses the following methods: descriptive and institutional-legal.

The Slovak Republic is a state that was formed as a result of the disintegration of the Czech and Slovak Federative Republic in 1993. Slovaks do not have rich traditions of their own statehood. For nearly a thousand years, the Slovak lands were within the sphere of influence of Hungary and they formed a common state with the Czechs, although the latter had a dominant position. The only period of owning one's own statehood was during 1939- 1945, i.e. the functioning of the Slovak State / Slovak Republic. However, it was a country under the influence of the Third Reich. The article concerns selected aspects of the historical policy towards the Second World War appearing in the political discourse in the Slovak Republic. Issues that evoke extreme emotions have been analyzed: the Slovak National Uprising and the Slovak State / Slovak Republic. The activities of the People's Party – Our Slovakia, which was the only one that refers to the tradition of the Slovak state in 1939-1945 and attacks the Slovak National Uprising were also analyzed. Transcripts were analyzed from meetings of the Slovak National Council, press articles and programs of individual political parties as well as statements of politicians with particular emphasis on the People's Party – Our Slovakia. The article uses a comparative method and a case study.

Poland's National Security Council (Rada Bezpieczeństwa Narodowego, RBN) is defined in the country's Constitution as organ doradczy Prezydenta Rzeczypospolitej Polskiej w zakresie wewnętrznego i zewnętrznego bezpieczeństwa państwa (officially translating into: "the advisory organ to the President of the Republic regarding internal and external security of the State"). Against that background, this article uses analysis of policy practice as it seeks to explain whether the NSC truly plays that role of advisory organ, or is more in the nature of a coordinating-and-consulting body. To address this research topic, three areas have been identified for broader and deeper consideration, i.e. the means of selecting Council Members, the frequency with which Sittings have been convened, and the subject matter addressed at those Sittings.

Education is one of the basic ways of shaping security. Its level depends on values, attitudes and messages, people's awareness as well as the skills necessary to prevent and deal with threats. Information activities in the field of counteracting threats should be supported by properly prepared education, especially for children and young people, which plays a special role in shaping safe behaviors and attitudes. Education for security of young people in Poland is an important and comprehensive undertaking involving state authorities, relevant services, organizations and the whole society. There is a conviction that only permanent and broad-based activities involving the whole society can bring the expected results, and thus raise the level of citizens' awareness of security.
