Background X-linked spondyloepiphyseal dysplasia tarda (SEDT-XL) is a skeletal disorder characterized by defective structures of vertebral bodies and/or of epiphyses of the long bones, resulting in moderately short stature and early joint degeneration. TRAPPC2 gene, which is important for collagen secretion, has been reported as causative for SEDT-XL. Case presentation Here, we report two variants of TRAPPC2 gene of SEDT-XL patients, a missense variant of start codon, c.1A > T, and a deletion variant, c.40delG. To understand molecular consequence of the variants, we establish an in vitro gene expression assay system and demonstrate that both mutated genes are transcribed, but are not properly translated, indicative of the pathogenic nature of those TRAPPC2 variants. Conclusions In the current study, we provide additional experimental data showing that loss-of-function TRAPPC2 variants are probably causative for SEDT-XL phenotype. Korean economic development has proceeded at the rapid rate of in the past two decades with neglect to some areas of human development, especially in the case of mental illness. But the government has belatedly recognized the importance and urgency of welfare and health programmes to cope with increasing problems. Mental health problems are more serious among the economically underprivileged than others. Because of large portion of mental patients from the economically underprivileged segment are at the without proper treatment or care. Thus it is imperative to develop easily assessible, cost-effective alternatives that would offer effective mental health care as well as useful social rehabilitation programmes. The government enacted the National Mental Health Law in December 1995. This project will assist to clarify the appropriate roles of the most effective care system. 20 nurse practitioners began a study on voluntary basis to assess the patients and their family with assessment tool which developed by research members. After that managed the 46 patients and their families through telephone or home-visiting, day care center programmes(such as social skill training, group therapy, movement therapy, art therapy) and counselling, refering hospital and family support group. The goals of research is to strengthen the capacity of psychiatric mental health nurse practitioners to undertake home and community-based mental health care services through various training programmes and expected outcome is this programme will be developed continuously and implemented to another community mental health center. Lastly, the cost-effective study of community-based mental health care will have been undertaken with realistic data provided by the pilot programme policy recommendations prepared for the Ministry of Health and Welfare. ; open

학위논문 (석사)-- 서울대학교 대학원 : 사회학과, 2012. 2. 장덕진. ; 경제적 세계화와 국내 정치가 조세정책에 미치는 영향 연구 : 1981년 - 2008년 OECD 18개국을 대상으로 서울대학교 대학원 사회학과 박 기 웅 본 논문은 한 사회의 균열을 반영하는 국내 정치가 경제적 세계화의 흐름 속에서 자율적인 정책 형성 능력을 유지하는지 밝히고자 한다. 세계화의 논리는 국가공동체 및 민주주의의 논리와 갈등을 일으키고, 이러한 갈등은 국내의 다양한 경제·사회정책 영역의 투쟁으로 드러난다. 특히 국가의 물질적 기반과 직결되는 조세정책은 경제적 세계화의 영향력을 받는 동시에 국가의 재분배 정책 의지를 반영한다는 점에서 중요한 지표이다. 본 연구는 경제적 세계화와 국내 정치의 경쟁적 관계에 대한 실마리를 찾고자 조세정책의 주요 세목인 법인세를 연구 대상으로 삼았다. 지난 30년 간 사회과학계는 신자유주의적 세계화의 효과에 대해 수렴 가설과 다양성 가설로 대표되는 논쟁을 지속해왔다. 먼저 수렴 가설은 자본을 유치하기 위한 조세경쟁이 정부의 조세정책 능력을 구조적으로 제약하고 국내 정책 결정에 대한 주권을 약화시켜, 각 국의 정책을 하향 수렴(race to the bottom)시킨다고 주장한다. 반면 다양성 가설은 국내적 요인(정당정치, 노조 등)에 의해 세계화의 영향력이 매개되어 개별 국가가 세계화의 파괴적인 영향력을 막아낼 수 있다고 본다. 뿐만 아니라 다양성 가설은 국가 별, 레짐(regime) 별로 세계화 양상이 유의한 차이를 보인다는 점에 주목한다. 두 입장의 이론적인 대립과 비교할 때, 그간의 경험 연구들은 대부분 다양성 가설 혹은 정치 중심(Politics Matter)의 주장들을 뒷받침해왔다. 본 논문은 기존의 경험 연구가 지닌 한계를 극복하고 레짐 별 차이를 확인하기 위해, 1981년부터 2008년까지 선진 산업국가의 법인세 정책 변화를 패널교정표준오차(Panel-Corrected Standard Error) 회귀모델로 분석하였다. 분석 결과 첫째, 법정법인세율은 경제적 세계화 변수(금융자유화, 무역의존도)와 강한 부(-)의 관계를 보였다. 이 결과는 경제적 세계화가 진행될수록 조세경쟁이 심화되고 법정법인세율이 낮아진다는 점에서 수렴 가설을 지지하는 근거가 된다. 하지만 여전히 정당과 노조를 비롯한 국내 정치적 변수도 부분적으로 영향을 미치고 있다는 점에서 국내 정치의 영향력이 무의미해졌다고 해석하기는 어렵다. 둘째, 개인소득세 최고세율과 법정 법인세율의 차이를 나타내는 세율 격차는 경제적 세계화 변수와 정(+)의 관계를 보였다. 즉 경제적 세계화가 진행될수록 세율 격차는 점점 더 커지고, 그에 따라 세입 증대 억제와 소득세의 누진성 약화와 같은 조세경쟁의 간접적 효과가 나타나는 것이다. 국내 정치 요소 중 정당 정치 변수의 영향력은 사라졌지만 노조의 영향력은 여전히 유효하였다. 셋째, Esping-Anderson이 제시한 복지국가 레짐 분류가 세계화에 대한 대응에서 어떤 차이점과 공통점을 보이는지 확인하기 위해 법정법인세율에 대한 레짐 별 분석을 시도하였다. 그 결과 경제적 세계화 변수는 레짐과 무관하게 부(-)의 관계를 나타내면서 효율성(수렴) 가설을 강하게 뒷받침하고, 국내 정치 변수는 부분적으로만 다양성 가설을 지지한다는 사실을 확인했다. 세부적으로 경제적 세계화 변수는 사민주의 레짐의 법인세 정책에 가장 강한 영향력을 나타냈고, 정당 정치 변수는 자유주의 레짐에서, 노조 변수는 보수주의 레짐에서 유의하게 나타났다. 본 연구의 결과를 종합하면, OECD 국가들의 법인세 정책에는 조세경쟁으로 인한 '강한 수렴'과 국내 정치의 매개를 통한 '약한 다양성' 경향이 드러난다고 할 수 있다. 즉, 자본의 영향력 증대와 정치의 퇴각으로 인한 정책 자율성의 축소는 세계 경쟁의 틀에 구속되어 있는 선진 산업 국가에서 보편적으로 관찰되는 현상인 것이다. 또한 연구 결과는 신자유주의적 세계화가 진행된 이래 정치사회학적 의미의 민주주의 기반이 흔들리고 있으며 동시에 민주주의의 왜소화가 빠르게 진행되고 있음을 암시한다. 이는 선진 복지국가만의 문제가 아니라, 전 세계적인 신자유주의적 재편 과정의 일부이며 또한 '미국의 길'을 걷고 있는 한국의 문제이기도 하다. 따라서 향후 한국에서 전개될 복지국가 논쟁은 국내 정치를 제약하는 경제적 세계화의 영향력에 대해 심화된 고민을 필요로 한다. ; Effects of Economic Globalization and Domestic Politics on Tax Policy - Focused on 18 OECD Countries, 1981-2008 - Park, Kiwoong Department of Sociology Graduate School Seoul National University The purpose of this study is to find out whether domestic politics, which reflect social cleavage, still preserves its autonomy which enables policy making in the era of economic globalization. The logic of globalization confronts with the logic of nation community and democracy, and this conflict comes out as a struggle within various domestic economic/social policy areas. Especially, tax policy, directly connected with the country's material base, is important because it not only is influenced by economic globalization but also reflects the state's redistribution policy will. Main target of this research is the corporate tax, major item of tax policy, to inquire about the competitive relationship between economic globalization and domestic politics. There has been an acute debate about the effect of neoliberal globalization between convergence hypothesis and diversity hypothesis. First, convergence hypothesis insists that tax competition to attract capital structurally constrains the state's tax policy capacity and weakens its sovereignty in internal policy decision. As a result, each country's policy enters the race to the bottom. Diversity hypothesis, however, maintains that an individual nation can protect itself from globalization's destructive influence by domestic factors (party politics, institution, etc.). Also, this stance focuses on the differentiated effect of globalization by country and regime. Based on such debate, most previous empirical researches have backed up the diversity hypothesis or the 'Politics Matter' argument. This paper has analyzed the corporate tax change of the advanced industrial states between 1981 and 2008 by OLS-PCSE(Panel-Corrected Standard Error) model to overcome the limits of previous empirical researches and to verify the characteristics by regime. The analysis result is as follow. First, statutory corporate tax rate shows a strong negative relation with economic globalization variables (financial liberalization, trade openness). This result supports convergence hypothesis by showing off that the tax competition deepens and statutory corporate tax rate decreases as economic globalization proceeds. But it cannot be interpreted that the influence of domestic politics has become meaningless since internal politics variables, such as party and labor union, still keeps their influence. Second, tax rate difference between the highest individual income tax rate and statutory corporate tax rate is positively related with economic globalization variable. It means that the tax rate difference becomes larger and the indirect effect of the tax competition, for example, control on tax revenue increase and weakened income tax's progressivity, as the economic globalization progresses. Though the influence of party politics variable among internal politics factors has faded away, labor union's influence is still effective. Third, statutory corporate tax rate analysis, according to regime, is performed to verify how Esping-Anderson's welfare state regime classification applies to response to globalization. As a result, regardless of regime, economic globalization variable shows negative relationship. This result strongly supports effective convergence hypothesis, and confirms that the internal politics variable support the diversity hypothesis in part only. Specifically, economic globalization variable presents the strongest influence on social democratic regime's tax policy, while party politics variable is significant in liberal regime. Labor union variable is significant in conservative regime. Putting together the result of this study, OECD countries' corporate tax policy reveals a 'strong convergence' due to tax competition and a 'weak diversity' carried by domestic politics. That is, reduction of domestic policy's autonomy due to augmented influence of capital and retreat of politics is a universal phenomenon in advanced industrial states which are confined in the framework of global competition. It can be referred that the base of democracy - in the way of political sociology - is waving and trivialization of democracy is proceeding. This is not only the problem of the advanced welfare state, but also a phase of global neoliberal reorganization and Korea, which is on the way of 'The Road to USA.' Thus, the influence of economic globalization which can constrain internal politics should be concerned in the welfare state debate in Korea. ; Master

Background: Bankrupted households have recently been increased due to excessive medical expenditure in Korea. They have not been protected from economic risk when household's member has severe diseases that need a lot of money for treatment. Purpose of this study examines policy effect by comparing unmet needs' change of policy object households and non-object groups. Methods: We used Korea Health panel 2nd 4th data collected by Korea Institute for Health and Social Affairs and National Health Insurance Service. Analysis subjects were 381 households (pre-policy) and 393 households (post-policy) that had cancer and cardiovascular and cerebrovascular diseases. Since it was major concern that estimates benefit strengthening policy started by certain time, we setup comparing households which had diabetes, hypertension disease. Comparison subjects were 393,247 households, respectively and we evaluated policy effect using difference in difference (DID) model. Results: Although unmet needs of policy object households were higher than non-object groups, policy execution variable affected negative direction. But interaction-term which shows pure effect of policy was not statistically significant. We utilized multi-DID model to examine factors affecting unmet needs causes. Copayment assistance policy did not significantly affect households that responded to 'economic reason,' and 'no have time to visit' for unmet needs causes. Conclusion: The second copayment assistance policy did not significantly give positive effect to beneficiary households than non-beneficiary groups. When we consider that primary purpose of public insurance guarantee high medical expenditure occurred by unexpected events, it needs to deliberate on switch of benefit strengthening policy that can assist vulnerable people. Also, we suggest that government forward a policy covering non-reimbursable medical expenses as well as switch of benefit strengthening direction because benefit policy do not affect non-covered medical cost which accounts for quarter of total health expenditure. ; open

However, neither interpretation exhaustively covers Rousseau's international political thought. Accepting the framework that International Political Thought should coherently and consistently interpret the individual, national, and international levels of politics, this thesis embodies Stoicism's 'Theory of Oikeiosis' to assess Rousseau's international political thought, focusing on Emile. This study pays attention to Emile because the study of humans embodied in the work contains both a discussion of all three layers – the individual, national and the international - of Rousseau's international political thought, and enough materials to infer his 'Politics of Survival.' Previous studies of Emile has primarily been published by cosmopolitans to invoke idealistic ideas such as conscience, morality, and patriotism. If put under a more realist lens, however, the same ideas could be interpreted as a part of living his life for Emile, or the individual, under the goal of self-preservation. Early in his life, Emile grows up with only negative education as an isolated individual and learns how to live alone. Later, Emile gradually learns how to interact with the society, breaking from his isolated shell to live as a part of a community. In this process, Emile establishes a political society and utilizes concepts that he garnered while in it, such as morality and religion, according to his goal of self-preservation. Although Emile fulfills his duties as a citizen of a Republic, ideas such as civic virtue and patriotism that were created within the country do not initially extend to the outside world. With time, however, Emile's world view expands to encompass the entire human population, and Emile comes to care for even communities outside of his direct community. When the idea of a confederation of countries to resolve the state of war outside of the community turns out to be unfeasible, Rousseau adopts a new solution for the international political situation which is for each individual to strive to do their best in the given situation such as by finding a safe place for his or her freedom of survival. This thesis scrutinizes Emile to depict this process, of the individual striving for survival beyond the community and extending to the nation, international politics, and the entire universe. This research interprets Rousseau's international political thought as 'International Political Thought of Survival' by repurposing cosmopolitan internal mechanisms as tools for survival, while also distinguishing itself from realism by underlining Rousseau's negative pacifism. As such, this thesis provides a balance between the cosmopolitan and realist interpretations of Rousseau's international politics and also attempts to bridge the rift between his national and international political thought by extracting 'survival' as a consistent idea embedded throughout the levels. Background Low-quality services of emergency medical institutions, unclear function of institution classification, and overcrowding of emergency departments (ED) of regional emergency medical centers (regional centers) have been major problems in the Korean emergency medical services system (EMSS). In 2015, the Middle East Respiratory Syndrome (MERS) outbreak spread from patients waiting for hospitalization in the overcrowded ED. The MERS outbreak was an event that revealed the vulnerability of EMSS and opened the policy window to solve the problem of EMSS in Korea. Several policies for EMSS improvement were implemented after the 2015 MERS outbreak focusing the improvement of emergency medical services (EMS) delivery system and ED infection control. This study investigates the policy processes for improving emergency EMSS and infection control program after the MERS outbreak. The purpose of this study was to examine the policy processes regarding EMSS from the view of policy actors and draw lessons for improving the EMSS in Korea. 2. Methods A mixed method was utilized to identify and explain the complex subject of the policy processes of Korean EMSS during and after the MERS outbreak in 2015. As a quantitative study, changes in EMSS after MERS were investigated according to the WHO's model of a national health system infrastructure. Literature review and data analysis of Korean Health Insurance Service (NHIS) database were conducted. In Korea, the NHIS covers all citizens. A quantitative analysis was performed on 16,965,755 cases using ED during 2014-2016. In-depth interviews were conducted on 30 experts, who were involved in the emergency medical policy process, including clinicians, policy experts, and hospital management experts. The total interview time was 55 hours and 4 minutes. Changes in EMSS and the policy process after the MERS outbreak were evaluated from the view of policy actors. In this study, quantitative data was interpreted qualitatively, and independent qualitative evaluation was conducted, as well. Therefore, this research is a mixed-methods study focusing on qualitative research. SAS version 9.4 was used for the quantitative analysis and NVivo 12.0 was used for the qualitative analysis. 3. Results The quantitative analysis results showed that in the area of EMS delivery system, the human resource of ED and number of regional centers have been increased and facility, equipment, and manpower standards have been revised in order to expand emergency medical resources. As a result, the number of medical personnel and emergency intensive care units in regional centers increased and profitability of ED improved as well. The number of monthly ED visits temporarily decreased during the MERS outbreak but then recovered afterward. As ED overcrowding indicators were emphasized in the evaluation of EMS institutions, monthly mean ED length of stay of regional centers was decreased. However, despite the emphasis on providing critical care, transfer rate of severe emergency patients was not decreased. In the policy processes of EMS, experts evaluated that EMS delivery system was set up as a pseudo-agenda and exploration and comparison of policy alternatives were not sufficiently carried out. As a result, the physicians did not comply with the policy implementation and policy goals were not achieved. In the area of ED infection control program, the human resources for infection control and the number of isolation unit of ED were increased. Budgets for emerging infectious disease management were increased and profitability of infection control was also improved. The EMS Act was revised to respond to emerging infectious diseases and indicators related to infection control were strengthened in evaluation of EMS institutions. In the qualitative research, experts said that since the ED infection control program was such an intuitive and obvious problem, it was easy to become a policy-agenda. Despite the resistance of small hospitals, ED infection control program was implemented by powerful policy measures such as the revision of the Law. As a result, policy goals of expanding the infection control resources and improving the infection management environment were able to be achieved. From results of observing EMS policy process, the following characteristics of policy actors were found. First, there was difference of opinions within the physician subgroup as well as between government and medical professionals. ED staff, other department staff, and hospital executives, who have different views on policy alternatives could have all served as veto points in the policy process. Second, while the EMSS expert organization, which was an unofficial participant in the emergency medical policy process, could have played both roles of cause group and sectional group in the policy process, their sectional position has been emphasized, thereby weakening their insider status during policy process. Third, policy actors understood the publicness of EMS differently in terms of its ownership and function. The ED staff insisted that government support is needed because emergency medical care is based on public interest, however, some staffs were unwilling to provide less profitable cares, leading to conflict. Main characteristics of the emergency medical policy process that made it difficult to successfully implement are as follows: First, there was lack of consideration regarding variation of EMSS in Korea, such as distribution of medical resources among different regions, incentives to hospitals, and understanding of functional variations in ED. Second, the problem of the EMS delivery system was a problem of the low quality of emergency medical care. Third, the lack of professionalism in some physicians has lowered the capacity of emergency medical care, as well as trust between patient and doctor, therefore made the problem more difficult to solve. 4. Discussion Based on the analysis of the policy processes of the EMSS after the MERS outbreak in Korea, following lessons are suggested. First, setting the goals of EMS from the perspectives of citizen is warranted. The final performance goal should focus on improving health status of citizen and satisfaction with emergency medical care. Second, to close the gaps among policy actors in understanding policy content and policy process, actors should work together to explore the root causes of the problems and establish a policy agenda together. Third, a policy alternative should be causal in solving the problems in EMSS considering variation of EMS. Fourth, compliance with policies could be secured by internal persuasion among policy actors with proper incentives and reasonable punishment, especially EMSS expert organization. Fifth, policy outcomes should be evaluated based on both policy output and side effects together to identify policy impact. Sixth, policy governance regarding EMSS should be established and the roles of EMSS expert organization should be strengthened as the cause group rather than sectional group. This study examined the emergency medical policy processes from the view of policy actors through the 2015 MERS outbreak in Korea. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 사회가 민주화되고 가치가 분화됨에 따라 각종 국책사업을 둘러싼 공공갈등이 심화되고 있다. 단순한 이익갈등뿐만 아니라 가치갈등 또는 복합갈등이 빈번하게 발생하고 있으며, 갈등범위도 전국적으로 확대되고 있다. 본 연구는 국책사업 중에서 '세종시 수정안'을 사례로 선정하여 정책결정 과정을 둘러싼 갈등에 대해 분석하고자 하였다. 특히 세종시 수정안 정책결정을 둘러싼 갈등의 배경과 성격은 무엇이고, 그 갈등을 관리 또는 해결하기 위해 정부에서 선택한 의사결정 방안이 적정하였는지 등을 참여적 의사결정 하의 갈등관리시스템의 틀로 분석하였다. 이를 통해 향후 세종시 수정안 추진과 유사한 대형국책사업 추진에 있어서의 성공적인 갈등관리를 위한 시사점을 도출할 수 있을 것으로 기대하였다. 제1장에서는 연구의 목적과 필요성, 연구의 대상과 범위에 대해서 설명하고 연구에서 사용한 사례연구방법과 자료수집방법에 대해 밝혔다. 제2장에서는 공공갈등의 개념과 유형 등 이론적 논의를 한 후, 참여적 의사결정이론을 소개하였다. 이러한 이론적 배경과 선행연구 등을 바탕으로 연구의 분석틀을 설정하였다. 제3장에서는 세종시 수정안 갈등의 발생배경과 갈등의 성격, 갈등의 쟁점과 이해관계자 분석, 갈등시기별 전개과정 등을 살펴보았다. 제4장에서는 연구의 분석틀에 따라 참여적 의사결정 요인과 정치 환경 요인에 따라 세종시 수정안 사례를 분석하였다. 주요 분석결과를 요약하면 다음과 같다. 우선 참여적 의사결정 요인에 따른 분석결과, 세종시 수정안 사례는 전반적으로 참여적 의사결정 방법에 의한 갈등관리가 미흡하였다고 평가할 수 있다. 첫째, '여론수렴 및 정보제공'이 미흡한 것으로 나타났다. 초기부터 여론수렴 및 정보제공 보다는 정부주도의 일방향적인 의사결정 추진 및 설득에 치중함으로써 갈등관리에 부정적인 영향을 미쳤다고 볼 수 있다. 둘째, '참여적 의사결정 활용' 측면 또한 미흡한 것으로 나타났다. 관련분야의 학식과 경험이 풍부한 전문가들을 민간위원으로 포함시켜 '세종시 민관합동위원회'를 구성ㆍ운영하였으나, 인적구성에서 찬성의견과 반대의견에 대한 균형을 이루지 못하여 활동결과에 대한 신뢰도를 저하시키는 원인이 되었다. 셋째, '협력규칙의 적용 여부'를 살펴보면, 우선 참여규칙, 분해규칙 적용 측면에서 미흡하였다. 그리고 자원확대규칙 측면에서는 원안보다 큰 경제적 보상이라는 인센티브를 제공하였으나, 이해관계자들에게 정치적 신뢰를 얻지 못함으로써 큰 효과를 발휘하지 못하였다. 마지막으로 '결과의 공개 및 정책에의 반영 여부' 측면에서 볼 때, '세종시 발전방안'을 언론 브리핑 형태로 발표함으로써 결정결과의 공개 자체는 투명하게 이루어졌다고 할 수 있으나, 수정안 마련 과정이나 발표 이후 국민의견수렴 절차를 거치는 과정은 미흡했다고 볼 수 있다. 정치환경 요인에 따른 분석결과는 다음과 같다. 우선, 여당내 대통령의 리더십이 수정안 찬성집단과 반대집단으로 분절된 결과, 정책의제 설정 및 정책결정과정의 추진력이 약화되었다. 둘째, 야당이 타협의 의사 없이 세종시 수정 추진에 무조건 반대하는 방식으로 진행되어 갈등이 증폭되었다. 셋째, 핵심 어젠다 제기의 정치적 타이밍과 관련, 5년 단임제의 특성을 고려할 때 집권 2년이 다 되어 갈 무렵 세종시 수정이라는 어젠다가 공식 제기됨으로써 유리한 타이밍을 놓쳤다고 볼 수 있다. 이와 같이 불리한 환경적 요인들은 참여적 의사결정에 의한 갈등관리에 부정적인 제약요인으로 작용하였다고 볼 수 있다. 제5장에서는 이와 같은 연구결과를 요약하고, 다음과 같은 시사점을 도출하였다. 첫째, 갈등과 갈등 당사자의 특성, 갈등이슈 유형 등에 따라서 갈등관리방식의 선택 또한 달라져야 한다는 것이다. 특히, 극단적인 대립과 갈등이 예상되고 그 파급효과가 매우 큰 세종시 수정안과 같은 사례일수록, 사전에 갈등영향분석 등을 통해 갈등의 요인을 사전예측ㆍ분석하여 관리대책을 마련하고, 정책의제설정 및 정책결정과정에서 참여적 의사결정 수단의 적극적인 활용이 필요하다고 볼 수 있다. 둘째, 정책대상집단과 이해관계자에 대한 사회적 인식(social construction of target populations)에 따라 갈등관리의 구체적인 수단 또한 달라져야 한다는 점을 알 수 있다. 따라서 향후 유사한 갈등사례에 있어서 정부의 갈등관리 전략 마련시 대상집단에 대한 사회적 인식에 대한 관심을 바탕으로 유ㆍ무형의 인센티브를 적절히 활용하는 것이 필요하다고 할 수 있다. 셋째, 참여적 의사결정기법 활용을 위한 구체적인 법적ㆍ제도적 장치 마련이다. 세종시 수정안 사례에서 전반적으로 참여적 의사결정방법의 구체적인 수단 활용이 미흡했던 것은 이러한 방안을 준비하고 실행할 수 있는 제도적 뒷받침이 부족했던 점에서도 그 원인을 찾을 수 있다. ; As society is democratized and the value is divided, public conflict surrounding the various national projects is growing. Value conflicts or compound conflicts, as well as simple interest conflicts occur frequently, and conflict is expanding nationwide scope. This study selected the case of amendment of Sejong city among various national projects as a case study, and tried to analyze conflict over the decision-making process of the case. Especially, this analyzed over the background and characteristic of conflict on the amendment of Sejong city, and appropriateness of the system of conflict management selected by the government in order to manage or solve the conflict through the frame of conflict management system under participative decision-making. This promotion is similar to the amendment during the next three kinds of large national projects in promoting the success of the implications for conflict management was expected to be drawn. Through this study, it is expected to reach to an implication for the successful conflict management on the similar case of the amendment of Sejong city. Chapter 1 explains the purpose, necessity, range and target of the research, and it defines a method of case study as well as the method of collecting data that are used for the case study. Chapter 2 explains the theory of participative decision making after introducing a theoretical review such as concept and kinds of public conflict, and establishes a framework of the study by referencing previous studies. Chapter 3 reviews the background and nature of conflict on the amendment of Sejong city, conflict issues and stakeholders, and development process of conflict. Chapter 4 analyzes the case by the factors of participative decision making and the political-environmental factors through the framework. The summary of main analysis is as follows: First of all, the case of amendment of Sejong city can be evaluated that the conflict management through participative decision making is insufficient, as a result of analysis by the factors of participative decision making. First, the 'collection of public opinion and provision of information' was insufficient. From the beginning, the government focused on a one-way decision-making and persuasion rather than collection of public opinion and provision of information, and it negatively influenced on conflict management. Second, the 'use of participative decision-making' was also insufficient. Even though various experts participated in the Sejong city committee, the composition was biased. Therefore it was one of the main cause of declining the reliability of the results. Third, 'participating rule' and 'factoring rule' were not sufficiently utilized. In terms of 'resource expanding rule', the government suggested more incentive of amendment plan than one of original plan, but it was not effective because of distrust of the government. Finally, in terms of announcement of the result and feedback of policy', amendment of Sejong city was openly publicized through giving a briefing. However the process of collecting extensive opinions was insufficient. The result of analysis by means of political-environment factor is as follows: First, the leadership of President was divided into supporting groups and opposition groups. Therefore the momentum of agenda-setting and policy-making was weakened. Second, the opposition party opposed to the amendment of Sejoing city without any condition. Third, the political timing of agenda-setting was not timely. The government missed the advantageous timing because the agenda was proposed during second year of a 5-year term of presidency. These adverse environmental factors negatively effected on conflict management of participative decision making. Chapter 5 summarizes the results of these studies, and the following implications were drawn. First, the method of conflict management should be selected according to the nature of conflict and the conflict parties, conflict type of issue. In particular, when the extreme conflict is anticipated and the result of the policy is wide, the government should pre-establish measures of conflict management through conflict effect analysis, and participative decision making should be actively utilized. Second, the specific means of conflict management should be selected by social construction of target populations. Third, the government should prepare the specific legal and institutional means for the use of participative decision making. ; Master

Background Originating from poultry, particularly chickens, Campylobacter jejuni is the leading foodborne pathogen worldwide and a major cause of campylobacteriosis. Isolating C. jejuni is difficult due to its specific growth requirements, the presence of viable but non-culturable bacteria, and because it is often masked by competing flora. Currently, there is no optimized method for isolating C. jejuni from chicken feces. Here, we evaluated the method for isolating C. jejuni from chicken feces using culture-independent sequence-based metagenomics and culture-dependent tools. Further, we assessed changes in microbial communities during microbe isolation to determine how the process can be improved. Results Fourteen different variations of C. jejuni isolation procedures were applied to all 35 chicken fecal samples. These variations included using different enrichment broths (without enrichment or enrichment in Bolton or Preston broth), different ratios of sample-to-enrichment broth (1:101, 1:102, and 1:103), and different selective agars (modified charcoal-cefoperazone-deoxycholate agar (mCCDA) or Preston agar). Enrichment during isolation of C. jejuni was evaluated on the basis of microbial diversity and taxonomic composition using metagenomics tools. The effect of selective media was evaluated using a combination of metagenomics and culture-dependent tools. Microbial diversity significantly decreased during the enrichment process, regardless of the type of enrichment broth, with the most significant decrease observed at a feces-to-broth ratio of 1:103. Particularly, in 103-Preston broth, the relative abundance of Campylobacter increased, while extended-spectrum beta-lactamase-producing Escherichia coli, which interfere with Campylobacter isolation, decreased. Metagenomics results were validated by quantitative PCR and culture-dependent analysis. Additionally, selective media affected the isolation results, although microbes with high relative abundance during enrichment were also frequently isolated using culture-dependent methods. Significantly more C. jejuni was isolated from mCCDA than from Preston agar enriched in 103 Preston broth. Conclusions Enrichment in Preston broth at a ratio of 1:103 followed by spreading onto mCCDA was the most effective method for isolating C. jejuni. This is the first study to apply metagenomics to evaluate a method for isolating a targeted microbe, C. jejuni, from chicken feces, a source with high microbial contamination. The community-based public oral health program in public health centers was launched in 1993 to promote oral health of the community. This program is considered to be more important after local autonomous government and the passage of national health promotion law. The aims of this study were to evaluate this program and propose adequate guidelines for future public oral health program in public health center. For this study, the mail questionnaire survey was carried out from the 18 public health center. The sample is consist of the 23 dentists and 57 hygienests who work in oral health center of public health center now. Facilities, equipments, manpower and finance of public oral health center, task recognition of dentists and hygienests were investigated. Multiple regression analysis were performed to identify the factors which influence on the outcome of the program. Dependent variable is outcome of program and the independent variables are population size, financing, equipments, motivation of dentist., an extent of work. And also chi-square test were performed to compare the task recognition between dentists and hygienests. The major findings are summarized as follows. 1. Average space of oral health centers are 26.4 �렊 and only 33.3% of the centers have space in the facilities for tooth brushing and mouth rinsing and 45% have no dental unit chair. Oral examination instruments and education equipments are very poor. 2. Program population size (p<0.01), motivation of dentists (p<0.01), finance (p<0.05), an extent of work(P<0.05) and equipment (p<0.05) variables showed statistical significance at the multiple regression analysis, so these variables have an influence on the outcome of the program. 3. The dentists recognized that the priorities of mojor task have to be given to oral examination (57.9%), organizing the health promotion event (57.9% and planning and evaluation of program (57.9%), but hygienests recognized this task are performed in cooperation with the dentists. Recognition of planning and evaluation of program (p<0.01), budget planning (p<0.05), organizing of oral health promotion event (p<0.01) and propagation of program (p<0.05) variables showed statistically significant difference between dentists and hygienests. From the above results, adequate facility, space, basic instruments and education equipments, motivation of dentist, an extent of work and financial supporting are the essential factors to implement the successful public oral health center program. And also required are the job analysis of hyginests and dentists for the reallocation of tasks. ; open

학위논문 (석사)-- 서울대학교 대학원 : 정치학과, 2012. 2. 권형기. ; 본 연구는 발전국가 이후 한국 자본주의 제도 변화 과정에서 나타난 국가 성격 전환에 관한 연구이다. 구체적인 사례로 하도급 제도를 대상으로 세계화 과정에서 국가 성격의 변화를 경험적으로 밝히고 이의 이론적 성격을 규명하고자 한다. 발전국가의 변천에 관한 기존의 연구는 주로 시장국가 혹은 최소주의적 규제국가라는 단일한 국가 모델로 수렴할 것인가라는 테제를 중심으로 접근해 왔다. 세계화론자들은 자본의 이동이 자유로워지고 자본을 유치하기 위한 경쟁이 치열해지면서 발전국가가 변화하는 세계경제에 부적합하기 때문에 단일한 규제국가 모델로 수렴할 것이라 예측한다. 반면, 신제도주의자들은 각 국가마다 착종된 제도와 문화가 다르기 때문에 "발전국가 이후" 규제국가로의 전환은 발전국가의 개입주의적 성격이 유지되는 경로의존적 제도 변화를 겪게 된다고 주장한다. 발전 경로가 다양할 수 있다는 점에서 제도주의의 입장에 동의하지만 한국의 국가성격 전환에 대한 기존 연구는 발전국가의 유산에만 천착하여 새롭게 재편되는 국가의 역할에 주목하지 못하고 있다. 본 연구에서는 개입주의의 유산을 통해 발전국가의 연속성을 찾는 기존 연구의 문제제기를 벗어나, 시장자유화라는 세계화의 일반적 추세에 따라 한국의 국가 성격 역시 규제국가로의 수렴 과정에 있다는 명제 하에서 한국의 규제국가가 갖는 다양성의 동학을 살피고자 했다. 한국의 발전 모델이 규제국가로 전환된 것은 사실이나 신자유주의적 국가가 상정하는 최소주의적 국가로 변화한 것은 아니다. 오히려 시장질서의 유지를 위한 협치적 개입주의라는 독특한 규제국가 모델을 형성하고 있다. 본 연구는 기존의 국가전환론이 지나치게 정태적인 분석 방법을 사용하여 비교균형론에 머무르는 한계를 지적하고 협치적 규제국가로의 전환을 이해하기 위해 행위자 중심의 이념, 사고, 담론의 정치적 과정을 분석하였다. 한국의 산업화 시기 형성된 발전연합은 공정거래법과 하도급법과 같은 경쟁법의 제도화를 억제했다. 80년대 신자유주의 관료의 등장과 정치엘리트의 정책 기조 전환이 맞물리면서 현재의 하도급 제도의 기원이 형성될 수 있었다. 이후 하도급법의 확대 및 강화를 통해 신자유주의적 규제국가가 아닌 질서 자유주의를 기반으로 하는 규제국가 모델로 재편되는 모습을 보여주었다. 이렇듯 한국의 규제국가가 '최소주의적'인 국가는 아니었지만 불충분한 제도화로 인해 자본의 양극화 문제를 충분히 해소하는 데에는 부족했다. 규제국가의 한계를 인식한 정부는 규제보다 사회적 규범을 통한 문제 해결을 선호했기 때문에 하도급법 강화에 저항적이었다. 이로 인해 중소기업의 불만을 조직하여 대변하는 정치세력의 연동제 도입 노력은 실패로 돌아가고 대신 점진적 개혁이 이뤄졌다. 자본의 패권에 대한 인식과 규제 국가의 능력에 대한 의심에도 불구하고 정부는 탈규제와 시장 방임으로 나아가지는 않았다. 오히려 사회적 규범을 형성하기 위한 사회적 조정을 시도하는 적극적 협치주의를 추구했다. 동반성장위원회는 공정거래위원회와 달리 사회적 합의 기구라는 제도적 조건과 적극적인 정치적 의지로 인해 이익공유제, 업종 적합성 등 중소기업의 불만을 반영한 다양한 대안들을 제시하여 대기업 측을 압박할 수 있었다. 전경련은 집단행동을 통해 이익공유제에 대한 항의를 전달했지만 법제화에 대한 두려움으로 동반위에서의 이탈보다는 강력하게 반대해 온 납품단가 연동제를 수용했다. 결론적으로 한국의 국가 성격은 발전주의 시기 이후 규제국가로의 수렴을 겪었다고 볼 수 있지만 이는 신자유주의 이념에 의한 것이 아니라 질서자유주의에 입각한 규제국가로의 전환이었다. 그러나 규제국가의 딜레마로 인해 강성규제국가보다는 협치적 규제국가라는 타협적 제도화가 이뤄지고 있다. 연성 규범 형성을 위한 협치적 개입주의는 사회적 조정을 통한 제도 변화의 급진성을 가져올 수 있는 새로운 가능성을 보여주지만 강제력의 부재라는 한계 역시 내포하고 있다. ; This study examines how the form of the Korean developmental state has changed in the process of economic liberalization. More specifically, the study analyzes the transformation of the Korean state empirically and theoretically investigating the changes in the subcontracting institutions under the globalization. The main question of the previous research on the tranformation of the developmental state is whether the state develops into one national model, 'minimalist state'. Capital mobility and the competition for capital make the interventionist states insufficiently competitive. Neoliberals predict the convergence of the national diversity under globalization. Institutionalists, on the other hand, insist that although the interventionist state has developed into a regulatory state, the direction of transformation is determined by path dependence. However, the literature on the transformation of the Korean state has paid little attention to the newly constructed role of the state. Unlike the previous literature, this research examines the dynamic process of the transformation of the Korean regulatory state. It is true that although the Korean state has changed from developmental model to regulatory state, it is distinct from minimalist model based on neo-liberal ideology. Rather, a new regulatory model has been formed. State intervention occurs not as a form of transformed developmental intervention, but as a form of governance. In order to understand this transformation, this study analyzes the political process based on the discursive institutionalism. The growth coalition blocked the introduction of the competition law in the era of industrialization. The newly empowered neoliberal bureaucrats and the turn of the policy stance under the new junta regime made it possible to enact the competition law. Since 1980s, the subcontracting law has been gradually reinforced. After enacting the law, the Korean state has developed into the regulatory state based on the ordo-liberalism, not on the neoliberalism. However, it is insufficient for the change to close the widening gap between big businesses and small businesses. The government prefers constructing the governance to strengthening the law in order to resolve the problem. Facing the government's resist, political parties' efforts to rapidly change the law failed. Although the government concerned about the capital mobility, it did not seek de-regulation and laissez-faire policy. Rather, the government tried to form a social norm using the governance. Unlike Fair Trade Commission, the Commission on Shared Growth for largecorporations and Small and medium Enterprises exerted pressure on the big business by proposing alternative plans including profit sharing and lists for SMB business items. Although the Federation of Korean Industries took collective action against the profit sharing plan to adjust the cost of subcontracting to the changes in raw material prices, it had to accept the plan which the FKI had strongly opposed. In conclusion, the Korean state developed into the regulatory state after the "developmental state". However, it does not mean that the role of the state becomes minimal as the neo-liberalsts argue. Nor does it that the state create a new role dependent on the developmental legacy. Using a new-formed governance, the Korean state tried to change the subcontracting institutions. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 김동욱. ; 이 논문은 한국과 이집트의 지역사회개발정책을 국가주도성이라는 공통적 측면에 주목하고, 이러한 국가주도적인 지역사회개발정책의 형성 및 발전과정에 따른 경로의존성을 분석하는데 주요한 관심을 둔다. 이를 위해 역사적 사건, 초기경로의 생성 경로의존적 닫힘, 그리고 새로운 경로의 열림으로 구체화 했다. 이러한 과정 하에 역사적, 제도적, 행위자적 요인으로 재분류함으로써 제도 변화의 경로 의존적 요인과 촉진 요인을 보다 면밀히 파악하고자 했다. 이는 기존의 제도적 맥락, 즉 제도 내외의 환경의 영향으로 설명하고자 하는 역사적 신제도주의에 기반하였다고 볼 수 있다. 이 논문을 통해서 지역사회개발정책을 둘러싼 국가 계획은 역사적, 제도적 그리고 행위자적 요인으로 인해 일정기간 지속성을 이끌어가는 요인으로 작용했으며, 한편으로는 역사적 요인에 의하여 단절적인 변화를 경험하기도 했다. 한국의 새마을운동이 적어도 정부가 의도한 바대로 지역사회의 변화를 이끌어내기 위한 의미있는 성과를 가져왔음에 비해, 이집트의 슈르끄 운동을 포함한 일련의 지역사회개혁정책이 지역민의 참여와 자원을 효과적으로 이끌어내지 못한 점을 경로의존성 분석을 통하여 도출해내었다고 볼 수 있다. 이러한 분석결과는 다음과 같이 양국의 지역사회개발정책의 유사성과 상이성으로 나뉜다. 먼저, 유사성으로는 한국과 이집트는 개발도상국으로서의 국가주도 지역사회개발정책을 실시한 경험을 가지고 있다는데 있다. 기본적으로 농경에 바탕을 둔 사회이며, 19세기 외세에 의한 근대화 및 권위주의정권에 의하여 지역사회개발정책이 상당부분 영향을 받았다는 점이 유사하다. 이외에도 개발도상국으로서 공업화 등에 대한 우선적 관심으로 상대적으로 지역사회개발정책과 관련된 자원을 투입하는데 한계가 있었지만, 대통령의 일반적인 관심사가 되었다는 점에서 유사하다. 다음, 상이성으로는 한국의 경우, 새마을운동은 앞선 시기의 여러 사회적, 제도적 및 행위자 요인과 함께 지역사회의 인적 물적 자원을 효과적으로 동원하는 내무부 주도의 제도적요인과 박정희 대통령의 정책에 대한 관심과 거버넌스를 촉진하는 행위자적 맥락 요인이 함께 작용하여 이러한 국가주도적 경로의존성을 지속시켜나갔다. 이러한 국가의 개입은 민간의 참여와 자원을 효과적으로 동원하는 방식으로 나아갔다. 한편, 1980년대 새마을운동은 박정희 정부의 종식과 연이은 전두환 정부의 민간주도 정책으로 인해 기존 국가주도적 경로를 이탈하게 된다. 한국과 달리 이집트의 국가주도 지역사회개발정책의 경로는 국가가 이러한 변화를 주도하는 측면에서는 여전히 경로의존성을 유지하고 있었다. 이는 1980년대 무바라크 정부에서는 슈르끄 사업을 실시함으로써 민간주도로 이행하기 위한 노력을 진행했으나, 현재까지 강한 국가주도적 경로를 유지하고 있다. 국가의 의도를 실현시킬 수 있는 효과적인 집행기관과 지역사회의 참여와 자원을 이끌어낼 수 있는 기제가 마련되어 있지 않는데 원인이 있다. 또한, 실제 지역사회개발정책을 통한 정책효과에 대한 무바라크 대통령의 관심의 부재와 지역사회개발에 참여하는 대지주 및 기업가의 부패문제는 지역사회 참여자의 관심을 이끌어 내지 못함으로써 국가가 대부분의 지역사회개발과 관련된 문제를 독자적으로 해결해나가야 하는 악순환에 처해 있는 것이다. 그러나 2012년 현재 이집트는 쟈스민 혁명으로 일컬어지는 민주화운동에 의하여 새로운 정부 수립을 앞두고 있다. 이렇게 새로이 수립된 정부가 그간 권위주의 정부에 의하여 추진된 농촌 등 지역사회개발정책에 대한 개선책에 대한 기대감이 크다. 새로운 정부의 수립 이후 과거 이집트정부가 추진한 강한 국가주도 지역사회개발정책의 실효성을 강화하는 방향으로 나아갈지 혹은 새로이 민간주도 정책으로 전환하는 주요 결절점으로서 작용할지가 주목된다. 이와는 별개로 정권교체 이후에도 당분간 국가가 주도하여 지역사회개발정책을 수립해나갈 가능성이 크므로 이러한 작업을 위해 이집트 정부는 한국 새마을 운동의 성공요인이었던 내무부 주도, 민간의 자발적 참여와 자원동원을 이끄는 방식을 추진한다면, 지역사회개발의 성공을 앞당길 수 있을 것으로 전망된다. ; Focusing on similarity of the state-led character between both countries, this study aims to analyze its formation and developmental process of Korea and Egypt's rural development policy in terms of a path dependency. For this purpose, this study fall into the four sub-parts, which is historic events, creation of initial path, closeness of path and openness of new path. Under this circumstance, as being reclassified in the basis of historic, institutional, and stakeholder factor, it was able to look into more specifically how the path was proceeded. This based on historical institutionalism to be explained by its environmental circumstances both inside and outside institutions. This study shows the national plan on both country's policies of rural development contributed to keep consistency within a certain periods, but they often experienced several sudden shocks which might be disconnect their paths. The Saemaeul Undong in Korea at least have brought significant outcomes for changes in its rural societies. In comparison, The Egypt's case was not successful at that much because they failed to efficiently attract its rural people's support and securing their resources for their national rural development plans. These result outcomes came from analysis from the perspective of path-dependency and it can be more specifically classified into the two categories, which is similarity and difference of both nation's rural development policies. First of all, Korea and Egypt have a similar experience for conducting their own state-led rural development plans as a developing countries. Besides, when they started to develop rural area, the state mainly relied on agriculture and the rural development plan influenced from the authoritative regimes or the power of a foreign countries. In addition, both countries was more focused to invest their limited resources into the industries, rather than rural development. Next, In Korea, with its prior several social, institutional and stake holder's factors, Saemaeul Undong kept its state-led developmental path as successfully mobilizing its human and material resources with help of deep concern of president Park Chung-hee as stakeholder factor and his ministry of interior as institution factor. Especially, this engagement by the central government was gave more initiatives to private sectors when they obtaining their participation and resources. Meanwhile, in 1980s, the Saemaeul Undong derailed its path due to the facts such as the assassination of president Park Chung-hee or the privatization policy of president Chun Doo-hwan. Different from the Korea case, Egypt's state-led rural development has kept on sustaining previous path until now. There are several attempts such as president Mubarak's Shrouck plan toward private-led rural development. However, it does not seem to be enough for detouring its current state-led development tendency for a new change. This is responsible for lack of effective implementation agency and mechanism which is able to get cooperation from rural society. It hinders them in carrying out their plan not only by president Mubark's lack of actual concerns on rural reforms, but also by business man or large farm owner's corruption problems. Therefore the Egyptian government was caught in a vicious circle in which the central government should exclusively take on whole responsibility for rural development issue. However, as of 2012, Egyptians are facing a new government by liberalization movements which called 'jasmine revolution'. They hope that a reform packages of the new government would be differentiated from that of the previous. it might be a prime concerns whether they are maintaining its state-led path or changing their course toward a more private-led one. Whatever the case it would be, their strong involvement by the central government is more likely to be kept for a while. In these circumstance, if the Egyptian government adopt those successful factors of the Saemaeul Undong, their success for rural development would be advanced by substantial length of time. 학위논문 (석사) -- 서울대학교 대학원 : 사범대학 사회교육과(일반사회전공), 2020. 8. 이미나. ; 본 연구는 청소년의 정치효능감과 디지털 리터러시 수준이 정치 참여에 미치는 영향을 알아보고, 디지털 리터러시 수준이 정치효능감과 정치 참여 활동 사이의 관계에 조절변인으로 작용하는지를 살펴보고자 한다. 궁극적으로 디지털 미디어의 활용에 적극적인 청소년의 정치 참여 방안을 찾는데 기여하는 것을 목적으로 한다. 위와 같은 문제인식을 바탕으로 본 연구는 다음과 같은 연구 문제를 제기하였다. 1. 정치효능감이 높은 청소년일수록 정치 참여에 적극적인가? 1) 내적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 2) 외적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 3) 내적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 4) 외적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 2. 디지털 리터러시 수준이 높을수록 정치 참여에 적극적인가? 1) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 행위에 적극 적인가? 2) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 의지가 클 것인가? 3. 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정치 참 여에 미치는 영향이 클 것인가? 1) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 행위에 미치는 영향이 클 것인가? 2) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 의지에 미치는 영향이 클 것인가? 첫 번째 질문은 정치효능감이 청소년의 정치 참여에 미치는 영향을 측정하기 위해 설정하였다. 두 번째 질문은 디지털 리터러시 수준이 정치 참여에 미치는 효과를 측정하기 위해 설정하였다. 마지막 세 번째 질문은 디지털 리터러시 수준과 정치효능감이 청소년의 정치 참여에 미치는 상호작용 효과를 측정하기 위해 설정하였다. 본 연구를 통해 다음과 같은 결과를 알 수 있었다. 첫째, 정치효능감이 청소년의 정치참여에 미치는 영향을 검증한 결과, 내적 정치효능감이 청소년의 정치참여에 유의미한 영향을 미치고 있었다. 상세하게 살펴보면, 내적 정치효능감이 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 미치는 것으로 나타났다. 반면에 외적 정치효능감은 정치 참여 행위와 정적인 영향 관계를 보이지만, 그 값이 유의미 하지는 않았다. 외적 정치 효능감은 청소년의 정치 참여 의지에는 유의미한 영향을 주는 것으로 나타났다. 정치효능감과 정치 참여 전체를 대상으로 한 회귀 분석에서는 정치 효능감이 정치 참여에 유의한 것으로 나타났다. 둘째, 디지털 리터러시는 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 끼치는 것으로 나타났다. 디지털 리터러시가 정치 참여에 유의한 영향을 끼친다는 결론은 디지털 세대인 청소년들에게 커다란 의미를 가진다. 청소년들은 디지털 미디어를 통해서 정치에 관한 정보를 접하고, 정치에 참여한다. 따라서 디지털 리터러시 함양을 위한 정치 교육 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 특히 연구대상이 된 청소년들에게 디지털 리터러시를 정보 활용 능력, 비판적 사고 능력, 의사 소통 능력, 규범 준수 능력의 하위 요인으로 구분하여 질문하였기에 이와 같은 하위 요인에 포함된 리터러시 능력을 키워주는 일이 중요하다고 하겠다. . 셋째, 정치효능감과 디지털 리터러시 수준의 상호작용 효과를 살펴본 결과, 그 영향력이 크지 않아 모든 가설이 기각되어 정치 효능감과 디지털 리터러시가 정치 참여에 유의미한 상호 작용 효과를 가지지는 않는 것으로 나타났다. 이러한 연구 결과를 바탕으로 청소년의 정치 참여 활성화를 위한 몇가지 교육적 제안을 하고자 한다. 첫째, 청소년들은 정부의 반응에 따라 정치 행위에 참여하기보다는 본인이 정치에 영향을 끼칠 수 있다는 믿음에 따라 정치 행위에 참여하는 것으로 보인다. 따라서 청소년의 내적 정치효능감을 키울 수 있는 정치 교육 자료를 계발할 필요성이 있다. 둘째, 본 연구에서는 디지털 리터러시 수준이 청소년의 정치 참여 행위와 정치 참여 의지에 모두 긍정적인 영향을 끼치는 것으로 나타났다. 이는 디지털 미디어를 적극 활용한 정치 교육에 대해서 많은 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 셋째, 청소년의 정치 참여를 위한 교육적 지원 방안 또한 필요하다. 청소년 중에서도 고등학생은 성인이 되기까지 1∼3년 남은 준 성인에 해당한다고 할 수 있다. 실제 만 18세 이상의 고등학생은 참정권까지 보장받았다. 그러나 청소년을 대상으로 하는 정치 교육은 학교 교육 외에는 선거연수원에서 실시하는 '민주주의 선거교실'이 유일하다. 그리고 고등학교 통합 사회에는 정치 참여와 관련한 단원이 없고, 정치와 법은 선택 과목으로 10% 미만의 학생만 수업을 듣는다. 따라서 고등학생들의 정치 참여를 위한 첫 번째 방안으로 고등학교 통합사회 안에 정치 참여와 관련한 단원을 포함시켜야 한다. 주요어 : 청소년, 정치효능감, 디지털리터러시, 정치참여 학 번 : 2017-29900 ; Abstract The Effect of Political Efficacy and Digital Literacy on Adolescents Political Participation Inhae, Song Department of Social Suties Education The Graduate School Seoul National University In the revised social studies curriculum of 2015, democratic citizens are those who develop democratic values based on knowledge and participate with a sense of responsibility. Therefore, it can be said that raising students who are actively participating is a core element of social studies. In recent years, in terms of the political climate of our society, adolescents who participated in the election of the National Assembly directly appeared after the election age was reduced to 18, and the number of adolescents participating in candlelight vigils and Internet petitions is increasing. According to previous studies, it can be seen that political efficacy is a major factor influencing adolescents's political participation. Political efficacy is a direct motivation for individuals to participate in politics. It is said that individuals with high political efficacy have a strong willingness to participate in politics and actively participate in political activities such as voting. Adolescents needs literacy to become a meaningful activity and exercise of rights. In particular, digital literacy is indispensable in times of increasing political participation through digital media such as these days. Digital literacy refers to the level of critical thinking required by all users to properly evaluate the value of information found on the Internet, and the ability to understand and use various types of information found from various sources and to newly combine it for their purposes ( Gilster, 1997). The purpose of this study is to examine the effect of adolescents' political efficacy and digital literacy level on political participation, and to examine whether digital literacy level acts as a moderating variable in the relationship between political efficacy and political participation. The purpose of this study is to contribute to finding ways to actively participate in politics of adolescents in the use of digital media. Based on the above problem recognition, this study raised the following research problems. 1. Are adolescentss with higher political efficacy active in political participation? 1) Are adolescentss with higher internal political efficacy active in political participation? 2) Are adolescentss with higher external political efficacy active in political participation? 3) Is the willingness to participate in politics greater as the adolescents with higher internal political efficacy? 4) Is the willingness to participate in politics greater for adolescents with higher external political efficacy? 2. The higher the level of digital literacy, is it more active in political participation? 1) The higher the digital literacy level, the more actively participate in political participation Is it an enemy? 2) Will the higher the digital literacy level, the greater willingness to participate in politics? 3. The following results were found through this study. First, as a result of examining the effect of political efficacy on adolescents's political participation, it was found that internal political efficacy had a significant effect on political participation behavior and willingness to participate. On the other hand, it was found that external political efficacy had no significant effect on political participation, but only on the will of political participation. Political efficacy was found to be significant in political participation in the regression analysis of political efficacy and political participation. Second, digital literacy was found to have a significant effect on political participation and willingness to participate. 학위논문 (석사)-- 서울대학교 대학원 : 행정학과, 2012. 2. 엄석진. ; 이 연구는 '입법에 의한 행정통제의 제도화' 과정을 입체적으로 살펴보기 위하여, 김영삼 정권 시기에 제정된 행정절차법과 정보공개법의 제정과정을 옹호연합모형(ACF)을 적용하여 비교 분석한 것이다. 이를 통하여 대통령과 행정부, 의회 등 입법과정의 주요 행위자에 초점을 두어 한국 행정절차법 제정과정을 연구한 Ginsburg(2001)의 고착 모형(Lock-in Model)과 Baum(2007)의 통제 모형(Rein-in Model)이 간과한 시민단체·학계·정당 등의 활동과 관료제의 반발 등 다양한 행위자 간의 상호작용을 규명하고자 하였다. 분석 결과, 첫째, 양 법률의 제정 과정에서 적극적 개혁연합과 보수적 개혁연합이 존재하였으며, 촉발기제 및 여론의 관심, 옹호연합의 대립과 입법 주도권 정도에 따라 입법의 지연과 법률 내용의 변화를 가져왔다. 특히 양 법률의 제정과정을 비교함으로써 이와 같은 상호작용의 특성이 입법의 지연과 법률 내용의 변화를 가져온 주요한 원인이었음을 새롭게 발견할 수 있었다. 둘째, 입법 과정에서 국회의 영향력은 미약하였으며, 대통령이 강한 리더십으로 입법을 추진하더라도 법률의 규율 대상인 관료제가 입법 과정에 참여함으로써 법률 내용에 한계가 나타났다. 이는 그동안 김영삼 정부 시기의 행정법제 개혁에 대한 상반된 평가, 즉 한편으로는 행정절차법과 정보공개법의 제정으로 법치주의를 향한 진전이 있었다고 평가되면서도, 그 내용적 측면에서는 소극적이고 수세적이며 지속적인 개선이 필요하다는 지적에 대해 제정과정 측면에서 해답을 제시하고 있다. 즉, 양 법률 공히 제정과정에서 국회가 주도적 역할을 하지 못한 가운데, 대통령의 리더십과 시민사회의 요구를 바탕으로 입법이 추진되었지만, 양 법률의 규율 대상인 관료제가 입법과정에 깊숙이 참여함으로써 내용적 측면에서 한계가 나타날 수밖에 없었음을 보여준다. 결과적으로 이 연구는 양 법률의 제정 과정을 비교함으로써 시민단체·학계 등의 활동과 관료제의 반발 등 다양한 행위자 간의 상호작용을 규명하고, 이와 같은 상호작용의 특성이 입법의 지연과 법률 내용의 변화를 가져온 주요한 원인이었음을 발견하였다. 향후 대통령과 관료제 간의 심층적인 상호작용 및 정책중개자의 실체와 역할 등을 밝히는 연구가 추가적으로 이루어진다면, 김영삼 정부 시기 행정법제 개혁의 성과와 한계를 체계적으로 밝히는데 기여할 수 있을 것이다. ; This study aims to do the comparative analysis of the enactment process of the Administrative Procedure Act(APA) and the Freedom of Information Act(FOIA) enacted in the Kim Young Sam regime by applying the Advocacy Coalition Framework(ACF) with a view to looking into the various aspects of the process of 'Institutionalization in control of administrative process by the legislative'. This study has the purpose of identifying the interactions of a large variety of agents such as civil organizations, academic profession, political parties and bureaucracy which was overlooked in the previous studies - Lock-in Model by Ginsburg(2001) and Rein-in Model by Baum(2007) - which analyzed the enactment process of Administrative Procedures Act in Korea, focusing on the official agents in the legislative process such as President, the executive branch, and Congress, etc. The results and the findings of this study can be summarized as follows. First, there were two major agents in the enactment process of the APA and FOIA, the active coalition and the conservative coalition, which resulted in the delay of the legislation and the modification of the laws depending on triggering mechanisms, the public's attention, legislative advocacy coalition, and the degree of the initiative. In particular, by comparing the enactment processes of both Acts, it was concluded that the characteristic of the interactions as above was the major cause that led to the delay of the legislation and the modification of the laws. Second, even after democratization in Korea, the influence of the National Assembly in the legislative process was weak. Even though presidential's legislative power was strong, limitations on the institutionalization of legal control has still remained because executive branch as target discipline has been involved in the legislative process. Thus, the findings of this study may partially provide answers to the question on differences between APA and FOIA legislation process. The dynamics of power was present between bureaucrats and civil organizations in the legislative process, and the contents of the bill and the time delay varied with the degree of a legislative initiative of officials who was the main opposition coalition in the enactment process. The further research in the future on in-depth interaction between the president and the bureaucracy, and on the role of the policy broker will be able to contribute to systematically elucidate in the achievements and limits of the reforms of administrative laws in the Kim Young Sam regime. ; Master

학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 국문 초록 본 연구에서는 고구려연구재단과 동북아역사재단의 설립과정을 역사적 사회 환경적 관점, Allison의 정부정치 모형적 관점, 그리고 Kingdon의 정책흐름 모형적 관점에서 비교 분석하여 두 기관의 설립, 두 기관의 제도적 성취 및 역할 범위의 차이를 가져온 요인이 무엇인가를 밝혀보고자 하였다. 일반적으로 조직설립을 다루는 이론으로서 역사적 사회 환경적 관점에서는 조직 환경론, 특히 구조적 상황이론과 조직생태이론이 유용한 분석도구로 활용되어져 왔다. 이러한 이론들은 조직설립이 그것을 둘러싼 맥락 또는 상황에 의존한다는 결정주의적 입장을 취하고 있기 때문에 특정 상황적 요인의 존재 또는 발생으로 조직이 설립되었다는 것을 설명하는 데는 유용한 관점인 것으로 인식되어져 왔다. 하지만, 본 연구에서는 조직 환경론적 관점만으로는 왜 특정 공공조직은 특정 상황 또는 맥락의 존재에도 불구하고 설립 또는 사멸되지 않으며, 왜 유사한 공공조직간 제도적 성취의 차이가 발생하는 가를 설명하는 데는 한계가 있다고 보고 조직설립과 관련된 조직 환경론적 관점의 한계를 적시함과 동시에 준 정부조직 설립과정의 특수성을 감안하여 정부정치모형과 정책흐름 모형을 추가로 적용함으로써 고구려연구재단 및 동북아역사재단 설립과정에 대한 비교분석을 시도하였다. 먼저, 역사적 사회 환경적 관점에서는 구조적 상황이론과 조직 생태이론을 적용하여 두 기관의 설립을 가져온 역사적 배경이 무엇이며, 동북아역사재단 설립과 더불어 이에 흡수 통합된 고구려연구재단의 사멸 요인이 무엇인지를 밝혀보고자 하였다. 동 연구 결과에 의하면, 고구려연구재단의 사멸은 낮은 신뢰성 및 예측가능성, 신생조직의 불리, 작은 조직 규모 및 예산, 핵심적 조직 변화의 시도 및 동북아역사재단의 설립에 기인한 것으로 나타났다. 두 번째로, Allison의 정부정치 모형을 통하여 두 기관 설립을 둘러싸고 벌어진 참여자들의 흥정과 타협을 분석하여 이들의 입장·선호·인식·기대이익 등의 차이가 두 기관의 설립 및 제도적 성취에 어떠한 영향을 주었는가를 설명하였다. 그 결과 두 기관의 설립 및 제도적 성취의 차이 발생은 핵심참여자로서의 대통령과 행정기관의 인식 및 선호의 차이에 의해 크게 영향을 받은 것으로 나타났다. 다시 말해, 고구려연구재단 설립과 관련된 대통령 및 행정기관의 인식 및 입장은 한·중 양국의 외교관계 등을 의식해서 상당히 유화적이었던 반면, 일본의 역사교과서 왜곡 및 독도 영유권 도발로 시작된 동북아역사재단 설립과 관련하여서는 대통령과 행정기관의 인식이 매우 단호하였던 것으로 밝혀졌다. 세 번째로, Kingdon의 정책 흐름 모형을 적용하여, 두 기관 설립을 둘러싼 문제 및 정책의 흐름의 차이가 어떠하였는지를 비교 분석하였다. 먼저, 문제 흐름의 측면에서 고구려 역사 왜곡 문제에 대한 정책 당국자 또는 학계의 인식은 약했으며, 정책의 흐름도 시민단체 주도로 이루어져 일관성 및 강도가 약했다는 것을 확인하였다. 반면, 일본의 역사 교과서 왜곡 및 독도 영유권 도발로 촉발된 동북아역사재단 설립을 둘러싼 문제의 흐름은 강하고 일관성이 있었으며, 정책 흐름 역시 대통령과 행정기관의 주도하에 하향식으로 이루어져 일관되고 강하게 진행되었다. 이러한 두 가지 흐름상의 차이가 두 조직간 제도적 성취의 차이를 가져온 또 다른 설명 요인이었다고 할 수 있다. 본 연구의 결과, 발견된 시사점은 다음과 같다. 먼저, 역사적 사회 환경적 관점만으로는 공공조직 설립과정을 명확히 이해하는 데는 한계가 있다는 것을 확인하였다. 다시 말해, 역사적 사회 환경적 관점은 조직의 구조나 기능을 결정하는 요인으로 특정 환경 혹은 맥락을 강조해왔지만, 동 관점만으로는 왜 특정 환경의 존재에도 불구하고 왜 특정시점에는 조직 설립 또는 사멸이 이루어지지 않다가 다른 시점에 와서야 이루어지는가에 대해서는 명쾌한 해답을 제공하지 못하는 한계가 있다는 것이다. 두 번째, 준 정부조직은 민간조직과는 달리 법적·행정적·제도적 제약 조건하에서 설립되는 경우가 많기 때문에 준 정부 조직의 설립과정을 보다 명확히 이해하기 위해서는 보다 다양한 관점 즉, 정부 정치적 관점 및 정책 흐름적 관점 등을 통한 기존 이론의 보완 또는 대체가 필요하다는 것이다. 특히 우리사회가 다원화된 사회로 진행되어감에 따라 공공조직 설립과정을 이해하기 위해서는 참여자의 정치적 흥정과 타협을 다루는 정부정치적 관점에 대한 고려가 필요할 것으로 본다. 주요어: 역사적 사회 환경적 관점, 구조적 상황이론, 조직 생태이론, Allison의 정부정치 모형, Kingdon의 정책흐름 모형, 준 정부조직 ; ABSTRACT A Comparative Analysis of the Establishment Processes of Two Quasi-Governmental Organizations: The Cases of the Koguryo Research Foundation and the Northeast Asian History Foundation Si Yung Jung Department of Public Administration Graduate School of Public Administration Seoul National University The purpose of this study is to analyze through a comparative approach the establishment processes of the Koguryo Research Foundation and the Northeast Asian History Foundation from the perspectives of historical-social environment, Graham Allison's Governmental Politics Model, and John W. Kingdon's Policy Streams Model in order to clarify the establishment processes of these two organizations and to identify which factors determined their institutional achievements. Generally, both contingency theory and organizational ecology theory have been widely used as tools for analysis of organizational establishment. These theories have strengths for explaining the contingencies and contexts which determine the establishment of organizations. However, these theories have weaknesses in explaining the reasons why an organization fails to be established in the presence of a certain contingency or why there are differences of institutional achievements between certain similar organizations. To further the understanding of organizational establishment and the incidence of differences of institutional achievement between the two organizations, this study adopted the Governmental Politics Model and the Policy Streams Model. In the perspective of the historical-social environment, both contingency theory and organizational ecology theory were adopted as tools for analysis. Contingency theory assumes that the structure or management style of an organization depends on the environment which surrounds the organization. In the perspective of contingency theory, the creation of the Koguryo Research Foundation was initiated by the Chinese distortion of Koguryo history, while the Northeast Asian History Foundation was created by the Japanese distortion of history and sovereignty provocation over Dokdo. The perspective of organizational ecology theory was adopted to explain the reasons why the Koguryo Research Foundation was closed and then merged into the Northeast Asian History Foundation after two and one-half years of activity. Through this perspective, this study found that the closure of the Koguryo Research Foundation resulted from such factors as lower reliability and accountability, the liability of newness, the small size of its organization and budget, the attempt of essential organizational change, and the creation of a new organization, the Northeast Asian History Foundation. In the perspective of the Governmental Politics Model, this study examined how the political resultants, the Koguryo Research Foundation and the Northeast Asian History Foundation, were drawn through bargaining and negotiation by the players involved in the game. This study revealed that the differences in the institutional achievements between the two quasi-governmental organizations resulted from the differences of the players' perceptions, preferences, and stands on the issue. In terms of perception, the perception of key players such as the president of the Republic of Korea and his administration on the issue of the Chinese distortion of Koguryo history was pacificatory, while the perception of the president and the administration on the issue of the Japanese distortion of history and the issue of Dokdo was quite determined. Through this lens, this study also found that the players perceived the issue not only on the basis of national interests, but also on the basis of their organizational interests and personal concerns. Finally, through the viewpoint of the Policy Streams Model, this study examined how the streams of problems and policy alternatives proceeded along the processes of the founding of the two quasi-governmental organizations. According to the analysis, the streams of problems surrounding the founding of the Koguryo Research Foundation were weaker than the streams of problems concerning the Northeast Asian History Foundation. In the perspective of policy streams, those concerning the founding of the Northeast Asian History Foundation were consistent and strong due to the determined stand of the president on the issue, while the policy streams regarding the Koguryo Research Foundation were incremental, inconsistent, and mutated due to the lack of presidential support and the passive attitude of the administration toward the issue. The first implication of the study is that a variety of aspects of organizational establishment should be reviewed to understand the process of organizational founding more clearly. Though organizational environment theories have assumed that environment or context determines the structure or function of the organization, the theories can not clearly explain why the birth or closure of an organization occurred in a specific time in spite of the presence of previous contingencies. The second implication is that policy makers or researchers should consider such factors as politics, administration, and the legality of the issues regarding the establishment of a quasi-governmental organization, because quasi-governmental organizations are governed by legal, administrative, and other institutional constraints unlike private organizations. The third implication is that, as Korea society is growing more pluralistic, the relevance of the Governmental Politics Model is likely to become higher in explaining the establishment processes of quasi-governmental institutions in the Republic of Korea. 학위논문 (석사)-- 서울대학교 대학원 : 정책학과, 2012. 2. 이승종. ; 본 논문은 우리나라의 주민소환투표에 있어 소환결정과 부결에 영향을 주는 요인이 무엇인지 보여준다. 동일한 지역에서 동일한 사유가 적용된 소환 대상자에 대해 투표구에 따라 소환투표 결과가 달라지는 것에 착안하여 어떤 요인이 작용할 때 소환투표에 주민들의 참여가 잘 일어나는지가 본 연구의 동기가 되었다. 기존 주민소환 관련 연구들은 주로 제도 운영상의 쟁점을 도출하고 그에 따른 정책대안의 제시 또는 주민소환제의 개선방안에 대한 논의가 주를 이루고 있다. 주민소환투표 사례에 대한 연구는 양적으로 부족하다. 더욱이 소환결정, 부결 결과에 영향을 미치는 요인에 관한 직접적 연구는 찾아보기 힘들다. 따라서 본 연구는 시민참여의 관점에서 어떤 요인이 작용할 때 주민소환투표 참여가 잘 일어나는지에 대해 주목하였고, 이를 밝히기 위해 투표결과에 영향을 미치는 요인을 연구하였다. 이를 위해 '하남시 주민소환투표 사례'를 대상으로 단일 사례연구 방법을 시도하되, 사례 안에서 두개의 투표구의 상이한 투표결과를 비교하여 결과에 영향을 미치는 요인을 식별하였고, 그 요인들 가운데 소환결정 혹은 부결을 결정짓는 요인이 무엇인지 분석하였다. 분석결과 소환 사유, 소환 추진 주체, 소환에 대한 소환대상자의 반응, 소환대상자의 수 요인은 주민소환투표 결과에 제한적으로 영향을 미치는 요인임을 확인하였다. 이 네 가지 요인은 하남시 주민소환투표 결과를 볼 때, 소환 결정된 투표구에서는 영향요인으로서 작용하였지만 소환 부결된 투표구에서는 영향요인으로서 작용하지 못했음을 관찰할 수 있다. 즉, 투표구에 따라 차별적이고 제한적인 영향 요인으로 작용하였다. 한편, 소환지역의 경제적 여건 요인은 영향요인이라고 하기에는 불분명해 보였고, 거주지 특성, 소환 지역의 정치적 여건, 인구밀집정도 요인 등은 소환투표 결과에 영향을 줄 수 있는 직접적 요인임을 확인하였다. 거주지 특성 요인의 경우 자기집 거주 비율이 높은 투표구는 투표 참여율이 높게 나타났고, 전‧월세, 무상 주택이 많은 투표구는 주민소환투표 참여율이 낮은 현상을 관찰하였다. 또한 투표구별 유력한 정치세력의 존재 여부와 인구밀집 요인은 주민소환투표 결과의 요인일 뿐만 아니라 투표구별 소환 결정, 부결 결과에 영향을 미치는 주요 요인임을 확인하였다. 본 연구를 통해 얻을 수 있는 정책적 함의는 다음과 같다. 정책을 추진하려는 지방자치단체의 선출직 공직자에게 지역주민과의 의사소통은 매우 중요한 요소라는 것이다. 공론화 과정 없이 정책을 추진시 주민들은 이를 '독단적 행정'이라고 여길 수 있고, 이는 주민소환으로 이어질 수 있다. 따라서 지방자치단체의 선출직 공직자는 정책을 시행하기 전에 지역주민을 대상으로 공론조사나 이슈포럼 등 토의의 과정을 거치는 것이 필요하다. 정책을 추진함에 있어 정보가 충분하게 제공되고 토의의 기회가 마련되는 등 찬성 또는 반대단체가 지방자치에 관여할 수 있는 장치가 충분하다면 지방자치단체장의 정책추진 자체만을 이유로 소환투표단계까지 진행되기 어려워 보이며, 아직까지 정책추진 자체가 문제가 되어 소환투표를 실시한 사례도 없다. 한편, 주민소환과정에서 소환대상자의 사법적 대응은 소환대상자 측과 소환 추진 세력 간 갈등을 고조시켜 결국 지역에서 주민소환의 판을 키우는 결과를 초래한다. 본 연구는 기존의 연구가 직접적으로 다루지 않았던 주민소환투표 결과의 영향요인을 도출하고 아울러 동일한 지역 내 동일한 사유로 소환된 대상자에 대해 소환결정, 부결이라는 상이한 결과에 대한 원인이 무엇인가 밝히려는 시도를 했다는 점에서 그 의의가 있다. ; This paper shows the cause of affecting the decision to recall and veto in terms of Recall of our country. Looking at the fact that the result of Recall differs in accordance with the occurrence of objectives of summon in the same region, detecting certain factors which increases Participation becomes the motivation of this study. Current studies regarding Recall mainly drag the disputed point of administrative policy and suggest alternative plan or discuss improvement option for Recall system. Researches of recall precedent are insufficient in numbers. Moreover, there is no experiment aimed at factor which affects result of deciding summon and veto. Therefore, this investigation focuses on certain points where participation of recall occurs well in the perspective of participation and researches the factor affecting vote outcome to reveal the point. For this, single case study investigation using 'Ha-nam city's precedent of recall applied, but compared different vote result of two districts within the precedent and found the factors affecting the product, and analyzed the factors affecting recall decision or veto among those causes. As the result of analysis, reason for recall, group promoting recall, reaction of target who got recalled, number of objectives who could be recalled were the restricted causws identified which could affect the result of a recall. These four reasons regarding the result of Ha-nam city's Recall, affected the region as affecting factors where recalling was accepted, but did'nt affect the area where recalling was denied. There for, according to the region, these were applied as restricted affecting factors. On the other hand, it was not certain that the economic condition of area recalled was an affecting factor. Characteristics or residence, political circumstance of area recalled, population density were factors directly affected the result of Recall. Considering the traits of residence, the turn rate was high for the district where the rate of household who lives in their own houses was high. For the areas where leasing, monthly rent and gratis house prevail, however, showed low participation rate. Also, the existence of powerful political group of each district and population density were not only the factors affecting the result of Recall, but also the crucial factors affecting the accepting of Recall or denying the Recall. Following is the policy implication could be acquired from this investigation. Communication with local civilian is extremely crucial element for elected public official of a local government of a region which tries to promote a policy. Promoting a policy without publicizing, residents might regard this as 'arbitrary administration' which could lead to the recall. Therefore, it is necessary to go through the discussion process for elected public official such as conducting a deliberation poll or issue forum before a implementation of policy. If there was enough mechanism for agreeing and denying groups to participate in local autonomy such as providing information and opportunities of discussion when promoting a policy, the process of recall would not have to be advanced only for the reason of chief of local government's policy promotion and still, there was no precedent of recall due to the policy promotion itself as a catalyst. On the one hand, judicial confrontation during the process of summoning resident only elevates the conflicts between the objectives of summon and the powers trying to call which eventually foster the situation of summoning resident.
