The subject of this article is energy security. An in-depth study of the literature on the subject and the analysis of normative documents allowed to formulate the main objective of the work, which is to describe energy security as a component of state security. The goal formulated in such a way creates the need to solve the main research problem of this study, presented in the form of a question: What is the significance of energy security as a component of state security? Achieving the assumed goal and solving the research problem was supported by studying the subject literature and normative documents, as well as the hypothesis that energy security is an important component of state security, and its role is constantly increasing, confirmed in the course of the study.
The aim of the article was to identify the subject areas related to the management of the proposals of some elements and to propose the concept of managing Poland's national security for the purposes of developing the act on national security management announced in the National Security Strategy of the Republic of Poland-2020. The main research problem was the question: What key elements and solutions should be included in the concept of national security management for the purpose of developing a draft act on national security management? The following hypothesis was adopted: The national security system should form a coherent, in terms of organization and functionality, system of interrelated management and executive bodies. Unfortunately, the existing national security system of the Republic of Poland does not fully meet the above requirements, which has already been signaled many times, for example during successive strategic national security reviews and strategic defense reviews. Moreover, the concept of national security management should, in particular, specify the answers to the following questions: 1) What is contemporary national security? 2) What is national security management? 3) What are the key challenges facing national security management? 4) What is the role of policy and strategy in national security management? 5) What should be the architecture of the national security management system during the war. The verification of the above hypothesis and answering the above questions required a critical analysis of legal acts, strategic documents and selected items of literature on the subject. The results of the author's many years of research in this area were also taken into account.
Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term "food security". Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.
Tezimi siber uzay güvenliğinin ulus güvenliği ve uluslararası güvenliğe etkileri olacağı savından hareketle şekillendirdim. Tezimde siber uzay güvenliğinin ulus güvenliği ve uluslararası güvenliğe olan etkileri üzerinde durdum. Tezimi hazırlarken konu ile ilgili makaleler, kitaplar ve devletlerin hazırlamış olduğu ulusal raporlar ile uluslararası kurumlar tarafından hazırlanan raporlardan yararlandım. Tezimi üç ana bölümden oluşturdum. Birinci bölümde tezim ile ilgili kavramlar ve teorik alt yapıdan bahsettim. Mevcut güvenlik teorilerinin siber uzay güvenliğini açıklamada yetersiz kalacağı sonucuna vardım. İkinci bölümde siber uzay güvenliğinin ulus güvenliğine olan etkileri üzerinde durdum. Ulusların güvenlik alanındaki çalışmalarının siber uzay içerisinde yetersiz kaldığı ve bu anlamda yeni güvenlik oluşumlarına ihtiyaç duyulduğu sonucuna varılmıştır. Üçüncü ve son bölümde ise siber güvenlik alanında uluslararası yapılanmanın mutlaka bir üst organizasyon ile oluşturulması gerektiği ve ulusların bu organizasyondan bilgi alış verişi ile alınacak kararlara da mutlaka uyulması gerektiği sonucuna ulaşılmıştır. Türkiye'nin siber güvenlik alanında ki mevcut durumu, yapmış olduğu çalışmalar ile uluslararası yapılanmada yer alma çalışmaları üzerinde durulmuştur. Özellikle Türkiye'nin siber güvenliğini kimin sağlayacağı noktasında, Türk Silahlı Kuvvetleri'nin siber güvenlik alanındaki mevcut bilgi birikimi ve yapılanması hakkında bilgi verilmiştir ; I have shaped my thesis starting from the state that cyber space security would have effects on national security and international security. In my thesis, I have dwelled on the effects of cyber space security on national security and international security. While preparing my thesis, I have benefited from articles related to the subject, books and national reports prepared by governments and reports prepared by international agencies. I have constituted my thesis from three parts. In the first part, I mentioned concepts related to my thesis and theoretic substructure. I concluded that current security theories would be insufficient in explaining cyber space security. In the second part, I dwelled on the effects of cyber space security on national security. In the second part, it is concluded that the security works of nations are insufficient in cyber space and in this sense, new security constitutions are needed. In the third and last part, it is concluded that international structuring in cyber security must be constituted with a high organization and nations must obey the decisions taken by the high organization. The current position of Turkey in cyber security, committed works in this field and taking part woks in the international structuring are dwelled on. Especially on the point of who is going to provide cyber security of Turkey, the information about the current accumulation of knowledge and structuring of Turkish Armed Forces is given.
Poland's National Security Council (Rada Bezpieczeństwa Narodowego, RBN) is defined in the country's Constitution as organ doradczy Prezydenta Rzeczypospolitej Polskiej w zakresie wewnętrznego i zewnętrznego bezpieczeństwa państwa (officially translating into: "the advisory organ to the President of the Republic regarding internal and external security of the State"). Against that background, this article uses analysis of policy practice as it seeks to explain whether the NSC truly plays that role of advisory organ, or is more in the nature of a coordinating-and-consulting body. To address this research topic, three areas have been identified for broader and deeper consideration, i.e. the means of selecting Council Members, the frequency with which Sittings have been convened, and the subject matter addressed at those Sittings.
Küreselleşme kavramı, yaşamların giderek çok uzaklarda alınan kararlar ve gerçekleşen olaylar tarafından biçimlendirildiği karmaşık karşılıklı ilişkilerin ortaya çıkışını ifade eder. Küreselleşme sürecinde en dikkat çekici değişim ve dönüşüme maruz kalan unsurların başında ulus-devletler gelmektedir. Bu süreçte devletler arasında karşılıklı bağımlılığın artması ile ulus-devletlerin sınırları farklı güç, amaç, kimlik ve ağlara sahip ulus-ötesi aktörler tarafından sürekli olarak geçilmektedir. Sınırların adeta ortadan kalkması ile ulus-devletler ekonomik krizler, insan güvenlik, terörizm, çevre ve iklim sorunları gibi uluslararası güvenlik sorunlarından daha fazla etkilenir hale gelmişlerdir. Bu çalışmanın amacı küreselleşme sürecinde ulus-devletlerin egemenliklerinin erozyona uğramasının nedenlerini analiz etmek yanında ortaya çıkan yeni güvenlik sorunları karşısında ulus-devletlerin yalnız başlarına çözüm üretmede yetersiz kalmaları sebebiyle işbirliğinin önemine vurgu yapmaktır. ; Globalization refers to the emergence of complex interrelationships in which lives are shaped by decisions and events taking place far beyond. In the process of globalization, the nation-state is one of the most important elements exposed to the most significant change and transformation. In this process, with the increasing interdependence between states, the boundaries of nation-states are constantly being crossed by transnational actors with different powers, goals, identities and networks. With the disappearance of borders, nation-states have become more affected by international security problems such as economic crises, human security, terrorism, environmental and climate problems. The aim of this study is to analyze the reasons for the erosion of sovereignty of nation-states in the process of globalization, and to emphasize the importance of cooperation due to insufficient state-alone solutions to new security problems.
Education is one of the basic ways of shaping security. Its level depends on values, attitudes and messages, people's awareness as well as the skills necessary to prevent and deal with threats. Information activities in the field of counteracting threats should be supported by properly prepared education, especially for children and young people, which plays a special role in shaping safe behaviors and attitudes. Education for security of young people in Poland is an important and comprehensive undertaking involving state authorities, relevant services, organizations and the whole society. There is a conviction that only permanent and broad-based activities involving the whole society can bring the expected results, and thus raise the level of citizens' awareness of security.
Sovyetler Birliği'nin dağılmasıyla birlikte yıkılan iki kutuplu dünya sistemi ile dünyanın hemen hemen her coğrafyasındaki devletler için ulusal güvenlik kavramı önemli bir dönüşüm yaşamaya başlamıştır. Soğuk Savaş döneminin önemli bir parçası olan Türkiye de dünya genelinde yaşanmaya başlayan bu dönüşümden muaf olmamıştır. Türkiye gibi pek çok devlet için ulusal güvenlik - hem Soğuk Savaş sırası hem de öncesinde- genel olarak geleneksel bir anlayış çerçevesinde ve ulusal devlet düzeyinde askeri bir bakış açısıyla tanımlanmaktaydı. Soğuk Savaş'ın bitmesiyle güvenliğin sadece tanımı değil alanı da genişlemiş ve güvenlik çalışmaları gündemine göç, çevre, demokrasi, insan hakları ve ekonomi gibi farklı konuları da almaya başlamıştır. Diğer bir deyişle, güvenlik askeri boyutunun ötesinde, sosyal, siyasi, iktisadi ve çevresel boyutları da kapsayacak şekilde genişlemiştir. Soğuk Savaş'ın bitmesiyle Türkiye'nin ulusal güvenliğinde küçük çapta bir dönüşüm başlamıştı. Ancak gerçek manada bir dönüşüm, Türkiye'nin Kopenhag siyasi kritererleri çerçevesinde AB'ye aday ülkeymiş gibi 'ilerleme raporları' ile değerlendirilmeye başlandığı 1998 Cardiff Zirvesi ile başlamıştır. Bu makalenin amacı da AB'ye üyelik adına yerine getirilmesi gereken Kopenhag siyasi kriterlerinin Türkiye'nin ulusal güvenlikte yaşadığı bu kapsamlı dönüşümdeki rolünü ve etkisini inceleyip analiz etmektir. Yapılan analiz sonucunda AB üyelik sürecinde Kopenhag siyasi kriterlerini karşılama adına siyasi, hukuki, sosyal ve kültürel alanda yapılan yasal ve reformların Türkiye'nin ulusal güvenliğini dolaylı veya doğ- rudan etkilediği görülmüştür. Zira önceleri 'savunmacı reel politik' kapsamında bir güvenlik perspektifi benimseyen ve bu perspektif gereği her ulusal güvenlik 'sorununun' güvenlik konusu veya meselesi olarak görüp 'güvenlikleştiren' Türkiye, Kopenhag siyasi kriteleri kapsamında gerçekleştirilen yasal ve anayasal reformlar ile birlikte bu güvenlik perspektifini yavaş yavaş terketmeye başlamış yerine ise güvenliğin sadece askeri boyutunun olmadığı, siyasal, iktisadi, toplumsal ve kültürel boyutlarının da olduğu, ulusal güvenlik meselelerinde olağandışı yöntem ve araçlardan ziyade olağan yöntem ve araçların kullanıldığı bir güvenlik perspektifi - güvenlik dışı bırakma - benimseye başlamıştır. Bu yeni güvenlik perspektifin ne derece başarılı olup olmadığı konusunda bir sonuca varmanın şu an için erken olduğu düşünülmektedir. İleriki yıllarda yapılacak araştırmalar bu konuda daha somut bulgular ortaya koyacaktır. ; With the end of the bipolar system after the dissolution of the Soviet Union, the national security concept has undergone significant change in many countries across the world. As an important player of the Cold War, Turkey was also not immune from this change. For many states including Turkey - both before and during the Cold War - the national security was defined mostly within the framework of a traditional and military security perspective. With the end of the Cold War, not only the definition of but also the sphere of security has been extended. With the extension of the security sphere, new issues such as immigration, environment, democracy, human rights, and economy have become important parts of the security studies' agenda. In other words, security has become multi-dimensional encompassing not only military but also social, political, economic and environmental aspects. Turkey's national security has also started to undergo a transformation to some extent after the end of the Cold War. However, the genuine transformation of Turkey's national security began after the decision taken at the EU Cardiff Summit in 1998. The purpose of this article is to evaluate and analyze the role of the Copenhagen political criteria, which have to be fulfilled in order to be a member of the EU, in the transformation of Turkey's national security. At the end of the analysis it has been found that the large-scale legal and constitutional reforms realized in political, judicial, social and cultural spheres to fulfill the Copenhagen political criteria have a direct or indirect impact on the transformation of the Turkey's national security. Turkey which embraced a 'defensive real-politik' security perspective with a 'securitization' approach in the past has started to let off itself from this perspective and replace it with a multi-dimensional security perspective with a 'de-securitization' approach after the legal and constitutional reforms aimed at meeting Copenhagen political criteria. It is concluded that 'de-securitization' approach, which attaches great importance to using ordinary (normal) political means, methods and rules to deal with the security issues, has become the linchpin of Turkey's national security instead of 'securitization' approach, which emphasis on using extraordinary means and methods in dealing with security threats. It is also concluded that it is quite early to come to a conclusion whether this new security perspective is successful or not in solving the Turkey's national security matters. The researches that will be done on this question in the coming years will come up with betters answers and more tangible results.
Düşmana dayanılmaz zararlar verebilme kapasitesine sahip olan nükleer silahlar 1945 yılından günümüze, uluslararası politikanın temel meselelerinden biridir. 1945 yılında yalnızca ABD nükleer silahlara sahipken, bu tarihten sonra nükleer silaha sahip devletlerin sayısı artmıştır. Nükleer silaha sahip devletler, materyal kapasiteleri ve uluslararası politikadaki konumlarıyla uyumlu bir şekilde inandırıcı ve etkili bir nükleer caydırıcılık oluşturabilmek için optimal nükleer askeri stratejiyi belirlemeye çalışmışlardır. İlk nükleer denemesini 1964 yılında gerçekleştiren Çin, ulusal bütünlüğünü korumak ve güvenliğini sağlamak amacıyla hem nükleer kapasitesini arttırmaya hem de en uygun nükleer caydırıcılık stratejisini geliştirmeye gayret etmiştir. Ancak Çinli yetkililer, 1980'lerin ortalarına değin tutarlı ve müstakil bir nükleer askeri strateji geliştirememiştir. Çalışmada Çin'in nükleer askeri stratejisi ve kapasitesi, Alastair Iain Johnston tarafından işlemsel hale getirilen sınırlı caydırıcılık kavramsallaştırması çerçevesinde ele alınacaktır. Bu bağlamda nükleer caydırıcılık stratejisinin, Çin'in ulusal güvenlik meseleleri üzerindeki etkisi analiz edilecektir. ; Nuclear weapons, with their unbearable damage capacity, have been one of the fundamental issues of international politics since 1945. In 1945, only the USA had nuclear weapons but then, the number of nuclear weapon states has increased. Nuclear weapon states have tried to determine optimal nuclear military strategies in accordance with their material capacity and political situation in world politics so as to create a credible and effective nuclear deterrence. China, having made its first nuclear test in 1964, has sought for both improving its nuclear capability and making up for optimal nuclear deterrence strategy in order to secure its well-being. However, Chinese officials could not develop a coherent and exclusive nuclear military strategy until the midst of 1980s. In this paper, Chinese nuclear military strategy and capability will be handled within the framework of limited deterrence outlined by Alastair Iain Johnston. In this sense, Chinese nuclear military strategy and its effects on Chinese national security issues will be analyzed in terms of limited deterrence.
