This book provides an account and explanation of a fundamental dilemma facing secular states: the "legitimacy gap" left by the withdrawal of religion as a source of legitimacy. Legitimacy represents a particular problem for the secular state. The "secular" in all its manifestations is very much linked to the historical rise of the modern state. It should not be seen as a category that separates culture and religion from politics, but rather as one that links these different dimensions. In the first part of the book, Depaigne explains how modern constitutional law has moved away from a "substantive" legitimacy, based in particular on natural law, towards a 'procedural' legitimacy based on popular sovereignty and human rights. Depaigne examines three case studies of constitutional responses to legitimacy challenges which articulate the three main sources of "procedural" legitimacy (people, rights, and culture) in different ways: the "neutral model" (constitutions based on the "displacement of culture"); the "multicultural model" (constitutions based on diversity and pluralism); and the "asymmetric model" (constitutions based on tradition). Even if secularization can be considered European in its origin, it is best seen today as a global phenomenon, which needs to be approached by taking into account the particular cultural dimension in which it is rooted. Efforts Ministry of Religious Affairs has not answered the demands and expectations of society in the implementation of the Hajj because its scope is not fully the implementation of the pilgrimage professionally, so the organization of the pilgrimage into the complex problems facing the government every year. Issues to be addressed are: (1) How is the implementation departure determination of prospective pilgrims in Padang? (2) What are the constraints faced by the Ministry of Religious Affairs in the determination of departure prospective pilgrims in Padang? (3) What are the efforts undertaken by the Ministry of Religion in overcoming the obstacles encountered in the determination of departure prospective pilgrims in Padang? The author conducted research with sociological juridical research method used primary data through interviews, secondary data through documents related to the pilgrimage in the city of Padang. Data were analyzed qualitatively. Concluded: (1) Determination of Hajj quota is based on the Government's policy Kingdom of Saudi Arabia. Minister of Haj quotas into national quota and provincial quota, then the governor set quotas district or city Hajj quota set by the provincial minister of religion with regard to principles of fair and proportionate. (2) Constraints faced by the lack of public knowledge regarding registration, coaching, and service of pilgrimage and Haj waiting list is very long or long. The purpose of this paper is to stimulate debate on how to define and enact public responsibility to children with complex health care needs and their families. National and provincial policies define accountability at a macro level and are not intended to be prescriptive at the micro level. Indeed, principals, teachers and service providers would be critical of the involvement of policy makers in micro-management. Yet, decision-makers focus on the shortcomings of existing policy and not on the shortcomings of management. For example, the Children and Youth Home Care Network has called for "governments at all levels to assign higher priority to developing coherent policies for children with special needs and families, particularly in the home and community". Spalding and colleagues reported that service integration and coordination would not improve until there are "fundamental changes at the broader system level…. . There is no urgent need for policy to 'catch up' with reality. Rather there is a need for principals, teachers and service providers to develop programs that support policies.This paper details a case study of an evidence-based program that provides the critical link between the policy and good practice. This program involves Community Care Access Centres, schools and Saint Elizabeth Health Care, a complex-care nursing provider. The case study illustrates how public responsibility has been successfully enacted at a local level within existing policies for children with complex health care needs.

It is part of a series of communiqués profiling the Canadian provinces and territories.1 In simplest terms, a production-based emissions account measures the quantity of greenhouse gas emissions produced in Manitoba. In contrast, a consumption-based emissions account measures the quantity of greenhouse gas emissions generated during the production process for final goods and services that are consumed in Manitoba through household purchases, investment by firms and government spending. Trade flows refer to the movement of emissions that are produced in Manitoba but which support consumption in a different province, territory or country (and vice versa). For example, emissions associated with the production of Manitoba crops that are exported to Ontario for processing and sale in an Ontario grocery store are recorded as a trade flow from Manitoba to Ontario. Moving in the opposite direction, emissions associated with the production of motor gasoline in Alberta that is exported to Manitoba for sale are recorded as a trade flow from Alberta to Manitoba. We aimed to evaluate the relationship between insulin pharmacodynamics and glycaemic outcomes during closed-loop insulin delivery and sensor-augmented pump therapy. We retrospectively analysed data from a multicentre randomized control trial involving 32 adults with type 1 diabetes receiving day-and-night closed-loop insulin delivery and sensor-augmented pump therapy over 12 weeks. We estimated time-to-peak insulin action (t$_{max,IA}$) and insulin sensitivity ($_Ix}$) during both interventions, and correlated these with demographic factors and glycaemic outcomes. During both interventions, t$_{max,IA}$ was positively correlated with pre- and post-intervention HbA1c (r = 0.50-0.52, P < .01) and mean glucose (r = 0.45-0.62, P < .05), and inversely correlated with time sensor glucose, which was in target range 3.9 to 10 mmol/L (r = -0.64 to -0.47, P < .05). Increased body mass index was associated with higher t$_{max,I}$ and lower S I (both P < .05). During closed-loop insulin delivery, t$_{max, IA}$, was positively correlated with glucose variability ( P < .05). Faster insulin action is associated with improved glycaemic control during closed-loop insulin delivery and sensor-augmented pump therapy. ; Seventh Framework Programme of the European Union (ICT FP7- 247138). BACKGROUND: Autoimmune disease-associated variants are preferentially found in regulatory regions in immune cells, particularly CD4+ T cells. Linking such regulatory regions to gene promoters in disease-relevant cell contexts facilitates identification of candidate disease genes. RESULTS: Within four hours, activation of CD4+ T cells invokes changes in histone modifications and enhancer RNA transcription that correspond to altered expression of the interacting genes identified by promoter capture Hi-C (PCHi-C). By integrating PCHi-C data with genetic associations for five autoimmune diseases we prioritised 245 candidate genes with a median distance from peak signal to prioritised gene of 153 kb. Just under half (108/245) prioritised genes related to activation-sensitive interactions. This included IL2RA, where allele-specific expression analyses were consistent with its interaction-mediated regulation, illustrating the utility of the approach. A symmetrical cyanine dye chromophore is modified with different counteranions to study the effect on crystal packing, polarizability, thermal stability, optical properties, light absorbing layer morphology, and organic photovoltaic (OPV) device parameters. Four sulfonate-based anions and the bulky bistriflylimide anion are introduced to the 2-[5-(1,3-dihydro-1,3,3-trimethyl-2H-indol-2-ylidene)-1,3-pentadien-1-yl]-1,3,3-trimethyl-3H-indolium chromophore using an Amberlyst A26 (OH− form) anion exchanger. Anionic charge distribution clearly correlates with device performance, whereby an average efficiency of 2% was reached in a standard bilayer organic solar. Evidence is given that the negative charge of the anion distributed over a large number of atoms is significantly more important than the size of the organic moieties of the sulfonate charge carrying group. During the 1990s, the High Court of Justice played a significant role in the promotion of Bhutanese culture, intertwining the development of the Bhutanese legal system with Bhutanese cultural traditions. Notably, the Research Unit of the High Court of Justice actively researched Bhutanese cultural traditions and incorporated them into the development of judicial proceedings, the legal education of the emerging cadre of legally trained judges and the iconography of the court rooms and court buildings. This chapter focusses on driglam namzha. Driglam namzha or code of discipline or conduct was introduced by the founder of Bhutan, the Zhabdrung Ngawang Namgyal, in the seventeenth century. Practised in the main administrative centres, dzongs, and maintained with the emergence of the monarchy in 1907, it appeared to decline in importance during the 1960s and 1970s as Bhutan experienced major social, political and economic changes. However, it re-emerged in debates about culture and concerns over perceived threats to Bhutanese cultural identity. The discourses around driglam namzha provide an important vantage point from which to examine law, tradition and legitimacy in Bhutan. The parallel development of the legal system and the role of the National Assembly trace the legal and political development of Bhutan during a period of its history when it began to increasingly engage with outside pressures. Central to this process of engaging with international legal concepts is the role of Bhutanese law as it has been shaped over the last 20 years and integral to the process of defining Bhutan in the twenty-first century

Abstract—Higher Education institutions (HEIs) contribute to knowledge creation and the development of individuals which leads to national development and economic growth. Although governments continuously provide funding for HEIs, the ever increasing population of students and changing cost of purchasing and maintaining needed resources makes the funding from governments insufficient for HEIs to provide students with all the necessary resources. One of the resources needed to train students and provide them with quality learning is software and applications which are expensive to buy and maintain. As a result, most HEIs are unable to provide their students with needed software and application and this makes learning process difficult for students. This research suggests that Software as a Service (SaaS) can provide a solution to this problem because HEIs can subscribe at little or no cost to service providers and students can access the needed software or application at any time from any place using any internet enabled device. This will also help HEIs to save a lot on cost as they only pay for the software when it is used thereby ensuring that the use of software and applications is maximized. This research looks into the current use of SaaS in HEIs to identify ways in which SaaS could be used effectively so as to contribute towards the creation of a conducive learning environment which can enhance quality learning. Motivation: The study of poverty is extremely important because of the negative impact it can have on the economy. Improving the situation of people at risk of poverty or social exclusion is one of the most important objectives of the social policy both in Poland and in the European Union. The aim is consistent with such official Polish documents as: Strategy for the Development of Human Capital 2020 National Development Strategy 2020.Aim: The aim of the article is to assess the risk of poverty and social exclusion in Poland in the period 2006–2015, and to compare the degree of risk of poverty in Poland and other European Union countries.Results: The study shows that the risk of poverty in Poland decreased in the analyzed period. In comparison to the EU countries, Poland made the greatest progress in reducing the risk of poverty. Dynamics of changes in reducing the risk of poverty in Poland was the highest among the EU countries. The scale of the risk of poverty in Poland in 2006 was one of the highest (with a higher risk noted only in Latvia). The situation in Poland in 2015 indicated that in 2015 the degree of risk of poverty was lower in Poland than in many EU countries: Portugal, Hungary, Lithuania, Latvia, Cyprus, Italy, Spain, Greece, Ireland, Estonia. In addition, the world economic crisis of 2008–2010 did not affect the risk of poverty in Poland. In most EU countries during the crisis the risk of poverty increased, however in Poland it declined. This undoubtedly allowed for improving the situation in Poland to a higher extent than in other EU countries.

Tropical forests of the Guiana Shield are the most affected by gold-mining in South America,experiencing an exponential increase in deforestation since the early 2000's.Using yearly deforestation data encompassing Guyana, Suriname, French Guiana and theBrazilian State of Amapá, we demonstrated a strong relationship between deforestation due togold-mining and gold-prices at the regional scale. In order to assess additional drivers ofdeforestation due to gold-mining, we focused on the national scale and highlighted theheterogeneity of the response to gold-prices under different political contexts. Deforestation dueto gold-mining over the Guiana Shield occurs mainly in Guyana and Suriname. On the contrary,past and current repressive policies in Amapá and French Guiana likely contribute to thedecorrelation of deforestation and gold prices. In this work, wefinally present a case studyfocusing on French Guiana and Suriname, two neighbouring countries with very different levelsof law enforcement against illegal gold-mining. We developed a modelling framework to estimatepotential deforestation leakages from French Guiana to Suriname in the border areas. Based onour assumptions, we estimated a decrease in deforestation due to gold-mining of approx. 4 300hectares in French Guiana and an increase of approx. 12 100 hectares in Suriname in response tothe active military repression of illegal gold-mining launched in French Guiana.Gold-mining in the Guiana Shield provides challenging questions regarding REDDþimplementation. These questions are discussed at the end of this study and are important topolicy makers who need to provide sustainable alternative employment to local populations inorder to ensure the effectiveness of environmental policies.

The Northern Expedition (1926-28) was a turning-point in the rise to power of the Nationalist Party in China, and instrumental in Chiang Kai-shek's own meteoric rise from the position of military commander to top political leader. Scholars have examined the international consequences of this turning-point in Republican history from many angles. Most studies, however, have focussed on inter-state relations at the institutional level, leaving public opinion rather on the sidelines. In an attempt to fill this gap, this paper discusses Japanese press coverage of the Expedition, with a particular focus on the changing perception of Chiang's role in the Nationalist Party. The analysis brings to light the articulate response of the press and of other national figures to the events in China. If on the one hand the Expedition gave cause for anxiety because of the threat it posed to Japanese interests, on the other it raised the hope that a stable government would emerge after years of civil war. While some commentators expressed cautious optimism, however, other observers held strong reservations about Nationalist leadership. Furthermore, coverage of the Jinan Incident shows that even the advocates of a policy of conciliation could assume a hardline stance when the Japanese military took the initiative on the ground. These findings suggest that further research into the early years of the Nanjing government could help explain why public opinion shifted rapidly in favour of an aggressive policy in China after the Manchurian Incident in 1931.

This paper takes as its starting point a description and analysis of a concrete training programme and community of practice (Belieforama-http://www. belieforama.eu) that seeks to address and embody a focus on lived experience and narratives, while going on to identify some lessons that might be drawn from this. Belieforama includes a generic training that addresses Religious Diversity and Anti-Discrimination; specific trainings on Overcoming Islamophobia, on Overcoming Antisemitism, and on Reconciling Religion, Gender and Sexual Orientation; and, finally, on Facilitation Skills and Taking Action. Over 2,000 people have taken part. It has won prizes for quality adult learning from the European Commission's Lifelong Learning Programme, and also the BMW Group's First Prize for Intercultural Commitment. Its approach was developed with input from both "religious" and "non-religious" organisations and people. It has been tested in a variety of national, language and other contexts. It works by drawing, in an interactive and inclusive way, on the lived experience and narrative of participants, aiming to bring them into better personal consciousness and also to take responsibility for action. This article highlights the learning reported by participants in Belieforama and discusses this with reference to wider potential lessons for a Europe of religion and belief diversity as well as specific recommendations relating to the European Union. ; This report is the product of a consultancy project funded with support from the European Commission (504667-LLP-1-2009-1-BE- GRUNDTVIG-GMP).
