W artykule problem ten jest analizowany na przykładzie programów partii i innych organizacji, które uzasadniają swoją myśl polityczną nacjonalizmem, np. Narodowodemokratyczna Partia Niemiec, Narodowe Odrodzenie Polski, Złoty Świt z Grecji, Nowa Siła z Włoch, Brytyjska Partia Narodowa, Prawy Sektor i Swoboda z Ukrainy oraz innych. Radykalne partie nacjonalistyczne podważają zasady współczesnych demokracji. Dążą do zmiany ładu międzynarodowego i granic państw w Europie, które istnieją od końca II wojny światowej. For much of the 20th century Polish governments heavily regulated foreign trade, but the degree of this influence differed. When Poland became independent in1918, the state took almost complete control over the sector. Atentative liberalization was stopped by the customs war with Germany in1925, and later by the Great Depression. The final years before the Second World War saw an increase inthe state's influence through the exchange control. Regulations became stricter under different conditions inthe post-war period, with the state monopolizing foreign trade entirely. After the end of Stalinism in1956, Poland slowly opened up its economy, but until the 1980s changes were limited inscope. Atrue breakthrough came with the transition, which started in1989. Notonly did the country open up, but inthe coming years, the government ceded some of its powers relating toforeign trade tothe European Union. During the interwar period, as well as after 1989, Poland followed worldwide trends. The communist period was an aberration inthe sense of producing an ineffective system. Both before the war and under the communist regime, foreign trade was expected tobring mostly static gains. This changed significantly only after 1989. ; Wpolskiej polityce handlowej naprzestrzeni ostatnich stu latmożna zaobserwować fluktuacje wstopniu wpływu państwa nawymianę. Zaczęto od niemal pełnej kontroli państwa nad handlem zagranicznym uprogu niepodległości, następnie trend stopniowej liberalizacji został przerwany przez wojnę celną zNiemcami iwielki kryzys, zaś ostatnie lata przed wybuchem drugiej wojny światowej były świadkami ponownego przejęcia kontroli nad handlem zagranicznym przez rozbudowane instytucje państwowe. Wzrost zaangażowania państwa wystąpił wzupełnie innym kontekście pozakończeniu wojny wraz zwprowadzoną przez komunistów monopolizacją wymiany międzynarodowej. Po okresie stalinowskim doszło do odwrócenia kierunku zmian istopniowej liberalizacji wymiany. Początkowo była ona bardzo ograniczona, przyspieszyła jednak wlatach 80., zasadniczy przełom nastąpił zaś wtrakcie transformacji gospodarczej po1989 r. Charakterystyczną konsekwencją integracji gospodarczej następnych latbyło scedowanie wielu instrumentów prowadzenia polityki handlowej nainstytucje międzynarodowe –przede wszystkim zaś naUnię Europejską. Zarówno wczasie Drugiej, jak iTrzeciej Rzeczypospolitej, polityka handlowa prowadzona była zgodnie ztrendami światowymi. Odstępstwem od nich była narzucona zzewnątrz polityka latkomunizmu.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. Proklamowanie nowego państwa o nazwie Ukraina w 1991 roku zmieniło sytuację geopolityczną w Europie, ponieważ weszło ono do grona sześciu największych państw kontynentu. Już w 1994 roku Ukraina podpisała z UE układ o partnerstwie i współpracy. W latach 1998–2015 odbyło się piętnaście spotkań Ukraina–UE w celu wejścia tego państwa do struktur europejskich. Mimo niespełnienia przez nie kryteriów kopenhaskich, podpisano umowę stowarzyszeniową, ratyfikowaną przez część państw UE. W wyniku wielu procesów wewnętrznych i realizacji polityki według zasad skrajnych ideologii, Ukraina po ćwierćwieczu istnienia, stała się państwem upadłym, przeżartym przez korupcję, system oligarchiczno-mafijny i ideologię nacjonalizmu. Jest to państwo zagrożone rozpadem swego terytorium lub wejściem w orbitę wpływów Rosji, o co toczy się obecna wojna. Dążenia władz Ukrainy do wejścia w struktury UE są więc całkowicie nierealne i bezprzedmiotowe. ; The proclamation of a new state named Ukraine in 1991 changed the geopolitical situation in Europe because it entered the circle of the six largest countries of the continent. Already in 1994 Ukraine signed an agreement with the EU on partnership and cooperation. In the period 1998–2015, 15 meetings of EU and Ukraine on joining the European structures took place. Although the Copenhagen criteria haven't been met, the association agreement was signed and ratified by several EU Member States. As a result of many internal processes and implementation of politics based on extreme ideologies Ukraine, after only 25 years of its existence, became a fallen state riddled with corruption, an oligarchic-mafia system governed by the neobanderism ideology. It is a country endangered by breakup of its territory or entering the orbit of the influence of Russia; this is what the current war is about. Thus, the efforts of the Ukrainian authorities to join the structures of the EU seem to be completely unrealistic and useless.

Celem artykułu jest określenie przyczyn i treści krytyki Unii Europejskiej przez wymienione organizacje, wskazanie podobieństw i różnic między nimi, a także określenie różnic pomiędzy krytyką integracji europejskiej dokonaną przez ruchy radykalnej lewicy oraz ruch anarchistyczny i ruchy radykalnie nacjonalistyczne. Analiza została przeprowadzona z uwzględnieniem krytyki działań elit Unii Europejskiej i rządów państw europejskich w zwalczaniu pandemii SARS-CoV-2. ; The subject of the article is the analysis of program documents and journalism of three radical leftist movements and currents, which were represented by such international organizations as: the Initiative of Communist and Workers' Parties in order to study and elaborate European issues and to coordinate their activity (CWPE), the International Socialist Alternative (ISA) and the International Socialist Tendency (IST). Polish parties and political groups were also active in each of the aforementioned organizations. The aim of the article is to define the reasons and content of the criticism of the European Union by the aforementioned organizations, to indicate the similarities and differences between them, as well as to define the differences between the criticism of European integration made by the radical left, anarchist and radically nationalist movements. The analysis was conducted taking into account the criticism of the actions of the European Union elites and European governments in combating the SARS-CoV-2 pandemic.

I assert that methodological nationalism (national paradigm) is one of the main reasons of methodological inertia of the current historiography especially in the area of the post-communist European countries. In the current article I argue that comparative history could be a bridge between conventional (mainstream) historiography and approaches of so-called macrohistory. In this context typology should be treated as one of possible methods of comparative history. The most traditional approach of medievalists to articulate classification of pre-modern European societies is consider whether particular pre-modern society is feudal or not. However I argue that this approach is quite complicated because of ambiguity and polysemy of the term. There are at least several Marxist and non-Marxist alternatives like the tributary mode of production, patrimonialism versus feudalism dichotomy or the so-called type/model of early Central European state. The article presents the political, social, ethnical and economic situation in Bosnia-Herzegovina 15 years after the signing of the General Framework Agreement for Peace in Bosnia-Herzegovina. The agreement offi cially fi nished the war in this country. The goal of this article is to describe the complexity of the internal situation and the problems of the construction of a stable and independent state. The article discusses an extremely complicated political system, that was imposed in the peace agreement, which alongside with different political businesses of three constitutional nations is leading to the decision-making paralysis and makes stable ruling is making impossible. The role of the High Representative UN/EU was also described. The role is to coordinate the activity of international community and is indeed exercising the sovereign power in the state contributing to therecognition that Bosnia, although is an independent and sovereign state, actually became an international protectorate. Various opinions about the effectiveness of the High Representative and the legitimacy of taken actions were presented. The fact that (between 1992–2004) NATO forces (executing military missions) and (from 2004) European forces (executing civil-military missions) stationed in Bosnia-Herzegovina is not without meaning. The author is also paying attention to the fact that a complicated and strained ethnic situation is a source of stagnation in BiH and individual constitutional nations have completely different expectations and political businesses which is making impossible to form a civil nation (national) and is still jeopardizing the state's territorial integrity.
This article describes why the Polish government has pushed for an invocation to Christian traditions in the European Union Constitution. It is ar- gued that this is a rather 'unfortunate' outcome of the political alliance between the Catholic Church and the Polish left, especially between President Alek- sander Kwas ́niewski and the Democratic Left Alliance (SLD). This alliance al- lowed the SLD to legitimize their rule in the post-socialist Poland, and it was a result of a political competition between them and the post-Solidarnos ́c ́ elites. As a result, John Paul II became the central integrative metaphor for the Polish society at large, which brought back in the marginalized as well as allowed the transition establishment to win the EU accession referendum in 2003. The arti- cle (which was written when Leszek Miller was still Prime Minister) demon- strates how this alliance crystallized and presents various elements of the cult of the Pope in Poland that followed. Finally, it argues that the worship of the Pope is not an example of nationalism, but of populism, understood not as a peripheral but as a central political force, and advocates for more research on the 'politics of emotions' at work in the centers and not in peripheries.
Refleksja nad historią stabilizacji krajów, które przeżyły poważne konflikty zbrojne, może być istotna w rozważaniach na temat szans stabilizacji współczesnych obszarów pokonfliktowych. Kanada znajduje się w kolejnej fazie formowania narodowej tożsamości, która polega na poszukiwaniu własnego odpowiednika amerykańskiej religii obywatelskiej (civil religion). Obecnie podejmowane w dyskursie politycznym próby (re)konstrukcji tożsamościowej społeczeństwa kanadyjskiego mają na celu utrwalenie konsensusu co do trwałości ustroju federalnego i stabilności społecznej. Próby te z jednej strony oparte są na dekonstrukcji tożsamości etnicznej (jako nieistotnej w nowoczesnym społeczeństwie zglobalizowanego świata), z drugiej natomiast – na promowanych prze elity polityczne ideach nacjonalizmu politycznego i ekspansjonizmu w Arktyce. Kanadę postrzegać trzeba zatem nie jako "państwo narodowe" ani "naród upaństwowiony", lecz wciąż jako "państwo znajdujące się w procesie unarodowienia". ; The reflection on the history of stabilization of countries that have experienced serious armed conflicts may be inspiring to consider the chances of stabilization of modern post-conflict areas. Canada is in the next phase of forming a national identity, which consists of searching for its own counterpart of the American civil religion. The current attempts at identity reconstruction of Canadian society in the political discourse are aimed at consolidating the consensus on the permanence of the federal system and social stability. These attempts are based, on the one hand, on the deconstruction of ethnic identity as unimportant in the modern society of the globalized world. On the other hand, political elites promote the ideas of political nationalism and expansionism in the Arctic. Therefore, Canada must be perceived not as a "national state" nor "nation nationalized", but still as a "nation in the process of nationalization".
The article concerns German discussions and plans regarding the future of the European Union and its international role. The fi rst part discusses confl icts or diff erences that burden relations between EU Member States regarding refugee policy, energy policy, the euro currency and arms policy. In addition, phenomena and processes such as nationalism and populism, Brexit and separatism are emphasized. Then the global changes are presented with which the European Union is confronted: the end of Eurocentrism, the US exit from the INF treaty, the future of the nuclear agreement with Iran and the US trade war with China. The rest of the article presents briefl y reactions in Germany, which fall into the mainstream of opinion formation, as well as concepts to overcome crises and shape the role of the European Union: democratization of the EU, the EU as a social union and a new policy of relaxation. ; Artykuł dotyczy niemieckich dyskusji i planów odnośnie przyszłości Unii Europejskiej i jej roli międzynarodowej. W pierwszej części omawiane są konfl ikty względnie różnice, które obciążają stosunki między państwami członkowskimi UE, tyczące się polityki uchodźczej, polityki energetycznej, waluty euro i polityki zbrojeniowej. Ponadto akcentowane są takie zjawiska i procesy, jak nacjonalizm i populizm, Brexit i separatyzm. Następnie prezentowane są globalne zmiany, z którymi konfrontowana jest Unia Europejska: koniec eurocentryzmu, wyjście USA z traktatu INF, przyszłość porozumienia atomowego z Iranem i wojna handlowa USA z Chinami. W dalszej części artykułu przedstawiono pokrótce reakcje w Niemczech, które mieszczą się w głównym nurcie kształtowania opinii, jak również koncepcje pozwalające przezwyciężyć kryzysy i kształtować rolę Unii Europejskiej: demokratyzacja UE, UE jako unia społeczna i nowa polityka odprężania.

A Theoretical Framework wpisuje się nurt prac, które podejmują kwestię zwycięstwa liberalnej demokracji w krajach o totalitarnej przeszłości i postsowieckiej dominacji po 1989 roku. W tekście analizuję problemy, które można wskazać w kontekściesugestii autora, że dysydenci (i kategoria życia w prawdzie) odgrywali istotną rolę nie tylko w obaleniu komunizmu (realnego socjalizmu), lecz także pełnią ją w utrzymaniu zdobyczy liberalnej demokracji w krajach Europy Środkowo-Wschodniej, która obecnie ma być zagrożona demonami populizmu, nacjonalizmu, ksenofobii. Zasadnicze pytanie mojego tekstu dotyczy kwestii, czy byli dysydenci potrafili stworzyć dobre i funkcjonalne państwa, czy też nowe elityzdezerterowały, pozostawiając instytucje państwowe na łup pasożytujących na nich nomadów, co prowadzi do sprzeciwu obywateli. Kwestia ta dotyczy, jak się wydaje, nie tylko krajów tego regionu, lecz także całej Europy. ; Aviezer Tucker's book The Legacies of Totalitarianism: A Theoretical Framework can be classified among works which settle with the totalitarian past and discuss the issue of the victory of liberal democracy in post-Soviet states after 1989. From the many issues examined in his book, I would like to focus here on the author's interesting intuition that dissidents played an important role not only in the overthrow of communism (real socialism) but also in the preservation of the liberal democracy in Central and Eastern Europe, which, in his view, is now threatened by the demons of populism, nationalism, xenophobia, etc. The essential question is whether dissidents have managed to create such an institutional framework as will protect the society against the temptation of populism, by offering citizens – all social groups – a state with stable, effective structures, respect for individual freedom, and a sense of safety (including social security), or the institutional problems he mentions results from the negligence and desertion of the elites in the first years of the transformation –a state of things which has lasted until now?
International audience ; The supranational identity concepts and their perception among nations constitute one of the determinants of the integration and disintegration processes in the post-Soviet area. One of these concepts is Turkism – an attempt to create identity foundation for the integration of the post-Soviet states under the aegis of Turkey. This paper analyzes the evolution of its principal assumptions and goals, dimensions of its realization, as well as determinants of its further development in the post-Soviet area. The idea of Turkism as a concept of ethnic-cultural community evolved from the nineteenth- century Pan-Turkism which postulated political integration of the Turkic nations. Among the determinants that limited political ambitions of Turkey after the collapse of the USSR, therecan be indicated: nationalisms as an expression of ruling elites' interests, lack of supranational community feeling among the societies, concerns about the possible reaction of Moscow and fears raised by the Turkish hegemonic ambitions. As a result, Turkey started to put emphasis on bilateral relations with the post-Soviet partners and concentrate on cooperation in economic and social sphere, including cultural and educational activities. Although, even there the success of Turkey was incomplete, the viability of this pragmatic approach was proved by the revival of political dimension of mutual contacts in 2006–2008 and their institutionalization. In the coming years the following factors may determine the development of Turkism in the post-Soviet area: growing ambitions of Turkey as a regional player, dynamics of relations between Ankara, former Soviet republics, the West and Moscow, domestic policy challenges in the post-Soviet states, their developmental needs in the globalized world, and last but not least: the role of Ankara in strengthening the post-Soviet states' multi-vector foreign policy as a method to maximize benefi ts from international cooperation.
