A conceptual strategy is proposed in order to link Max Weber's theory and politics of nationalism. The argument is oriented to rescue the coherence between the scarce theoretical work published by Weber on nation and nationalism, with the prolific role he had as intellectual and militant of German nationalism before and after the First World War. Broadly, nation constitutes itself as a sociological phenomenon in the realm of values, and its effectiveness depends on the nationalist action toward the consolidation and mobilization of the group solidarity through prestige and power. Consequently, a distinction is introduced between "nation in itself", as an spontaneous process of inter-subjective differentiation of the group –regardless of any objective or racial argument according to Weber's theory– and "nation for itself", as the collective action of consolidation of its identity in terms of internal homogeneity and external differentiation (opposition to other nations), through the role of intellectuals in the diffusion of the prestige of the group, and the vocation for political power (state) –where the arguments of Weber nationalism dwell–. Finally, key subjects of Weber's sociology, as the ethics of political action, the legitimacy of state domination, and social modernization, are reinterpreted in an instrumental sense, as means for the ends of his practical nationalism. ; Se propone una estrategia conceptual para vincular la teoría con la política del nacionalismo de Max Weber. La argumentación se orienta a rescatar la coherencia entre el escaso trabajo teórico que Weber publicó sobre nación y nacionalismo, con el rol prolífico que él tuvo como intelectual y político del nacionalismo alemán antes y después de la Primera Guerra Mundial. In the first place the concept of nationalism, which has been traditionally joined to the ambiguous idea of a free country and free citizens, is analysed; a dubious problematic relationship given the distance between State and Society. This difficulty justifies nationalism having been considered a significant but regrettable political phenomenon. In an attempt to resolve this difficulty the author clarifies and critisizes the liberal idea of a free country, where liberty is considered an individual value preliminary to society. Individuals are products of Society, and, therefore, individual autonomy is not the only way to structure to defend liberty. If the nation is a constituent element of individual identity, cannot be ignored when discussing the subject of liberty. So, national self-determination is an esential part of liberty as autonomy. Given that nations are not chimeras, a resonable nationalism, that flees from the exclusivity and absolutism of the past, is morally and philosophically acceptable. Finally it is important to note that there are signs in the European Communinty that we are learning to go beyond the sovereign State without dissolving the nation. ; Este artículo tiene cuatro secciones principales. En la primera planteo algunas cuestiones sobre la ambigüedad de la idea de país libre, y muestro cómo algunas consideraciones que se siguen de ella han conducido a un desencanto del nacionalismo, más como un tema filosófico que como un fenómeno histórico lamentable. En la segunda, asumo la postura quizás antitética de que, respecto a la descolonización y a la perestroika, la mayoría de la gente parece tener una opinión muy radical en favor de la autodeterminación nacional, sin realmente relacionarla con aquella concepción que rechaza la posibilidad de que el nacionalismo ocupe un lugar dentro de una filosofía política normativa. En la tercera, vuelvo a las ideas de libertad con la esperanza de despejar la confusión y, quizás, de trascender incluso la contradicción entre las secciones primera y segunda. Finalmente, afronto directamente la cuestión de si el nacionalismo es filosóficamente creíble, y acabo con la recomendación de lo que considero una teoría liberal y moderada del nacionalismo.

El artículo se ocupa de esclarecer las profundas relaciones que se establecen entre el deporte y el nacionalismo, atendiendo, entre otros factores, a la instrumentalización del deporte por parte de las élites políticas, la apatía política ciudadana, los recursos económicos destinados al deporte, la cuestión de la violencia o los rasgos identitarios. Con el fin de delimitar si es justificable la conjunción de factores deportivos y nacionalistas, se define el concepto nacionalismo deportivo y se distingue el uso político del deporte con fines de política exterior e interior. En el primer apartado el análisis se centra en determinar si puede establecerse un vínculo de causalidad con respecto a la contribución a la violencia y en lo que concierne al uso en la política interior de un Estado se diferencia entre circunstancias políticas normales y de crisis para abordar la cuestión de si hay fundamentos suficientes para afirmar que el deporte puede distraer a la población de la reivindicación de sus auténticos intereses. ; The article aims to clarify the deep relationships established between sport and nationalism by considering, among other factors, the instrumentalisation of sport by political elites, political apathy of citizens, economic resources for sport, the question of violence or identitarian matters. In order to define if the combination of sport and nationalism is admissible, the paper defines sport nationalism and distinguishes the political use of sport for purposes of domestic and foreign policy. In the first section the analysis focuses on whether a causal link with respect to the contribution to violence can be established and with respect to its use in the internal politics of a state, the paper differentiates between normal political circumstances and political crises in order to properly address the question of whether there are grounds to assert that sport can distract citizens from asserting their genuine interests.

La primera generación árabe de la descolonización fue cohesionada en torno a los nacionalismos como ideología movilizadora y productora de un sistema de valores políticos y sociales. Si bien en Oriente Medio ese proceso estuvo bloqueado inicialmente por la "fabricación" europea de las llamadas "minorías nacionales" y la imposición de Estados sin proyecto nacional colectivo. El nacionalismo que lidera las independencias creará un modelo de Estado-nación basado en la legitimidad histórica y el pacto social entre Estado protector y sociedad, lo cual generará un modelo autoritario de poder. El panarabismo será la ideología predominante desde los años 50 aportando un sistema de valores que visibilizará su fracaso ante la nueva generación en la década de los 70. La fractura que se abre entre esa segunda generación poscolonial y los regímenes que les gobiernan, traerá consigo el declive radical de la izquierda panarabista a favor del islamismo. Asimismo, toda una serie de conflictos y tensiones desde el 2003 situarán a Iraq, Siria, Arabia Saudí e Irán en el centro de una nueva realidad medio-oriental en la que el sectarismo predominará sobre la identidad nacional colectiva promoviendo Estados disfuncionales y comunitarización vs ciudadanía. Un nuevo nacionalismo democrático, representado en los movimientos ciudadanos que se desencadenan intermitentemente desde 2011, representa la única posible esperanza de futuro en esta región ; The first Arab generation of decolonization was cohesive around nationalisms as a mobilizing ideology and producing a system of political and social values. Although in the Middle East this process was initially blocked by the European "manufacturing" of so-called "national minorities" and the imposition of states without a collective national project. Nationalism leading independence will create a model of nation-state based on historical legitimacy and the social pact between protective state and society which will generate an authoritarian model of power. Panarabism will be the predominant nationalist ideology since the 1950s by providing a value system that will make its failure visible to the new generation in the 1970s. The breakup between the new generation and the regimes will bring with it the radical decline of the pan-Arab left in favor of Islamism. In addition, a whole series of conflicts and tensions since 2003 will place Iraq, Syria, Saudi Arabia and Iran at the center of a new reality in which sectarianism will predominate over collective national identity by promoting dysfunctional states and communitarization vs citizenship. A new democratic nationalism, represented in the citizens' movements that have been intermittently unleashed since 2011, represents the only possible hope for the future in this region

The first part of the article briefly examines the structure of the Spanish education system and the quantitative evolution of primary schools in contemporary times. It goes on to review some of the measures adopted in the late nineteenth and early twentieth century to highlight the nationalist orientation of the schools and their teachers and the intensification of the role they played in nationalisation. Lastly, the core of the article analyses the linguistic policy adopted by the Spanish government to be applied to schools. This analysis focusses on three of the most important moments in history: The Report of the Board created by the Regency to propose ways to implement the structure of the different branches of public instruction (1813); the proposals presented at the Pedagogical Conference of Barcelona (1888) to determine how the Spanish language should be taught in areas where it was not the native tongue; and the parliamentary debate on the language used in schools raised by the decree of the Count of Romanones (1902). ; En la primera parte de este artículo se examinan brevemente la configuración del sistema educativo español y la evolución cuantitativa de la escuela primaria durante el período contemporáneo. A continuación, se revisan algunas de las medidas adoptadas a finales del siglo xix y comienzos del xx con el propósito de subrayar el carácter nacional de las escuelas y de los maestros y de intensificar su función nacionalizadora. Finalmente, el núcleo del trabajo consiste en analizar la política lingüística adoptada por el Estado español en materia escolar. Este análisis se centra en tres momentos especialmente significativos: el Informe de la Junta creada por la Regencia para proponer los medios de proceder al arreglo de los diversos ramos de Instrucción pública (1813); las propuestas presentadas en el Congreso Pedagógico de Barcelona (1888) para determinar cómo debía enseñarse la lengua castellana en los territorios donde no era nativa; y el debate parlamentario sobre la lengua escolar suscitado por el decreto del conde de Romanones (1902).

22 páginas ; After the drama of the Nazi regime, many German intellectuals made efforts torethink the foundations of the political community. Nationalism was no longeran adequate response to unity, and much less a shield against authoritarian ortotalitarian projects. Jürgen Habermas and Leo Strauss agree in proposing aqualified citizenship, which adheres to democratic supranational principlesenshrined in the constitution. Today, the rise of new nationalism requiresrediscovering the responses of both authors, which can be understood asrepublican proposals inspired by different intellectual traditions. In this articlewe address two concrete problems of the new nationalist populism: thesubordination of democratic guarantees to national identity and the limitationof political society to the members of the nation. ; Tras el drama del régimen nazi muchos intelectuales alemanes hicieron esfuerzos por repensar los cimientos de la comunidad política. El nacionalismo ya no era una respuesta adecuada para la unidad y mucho menos un blindaje frente a proyectos autoritarios o totalitarios. Jürgen Habermas y Leo Strauss coinciden en proponer una ciudadanía cualificada, que adhiera a principios democráticos supranacionales plasmados en la constitución. Hoy, el ascenso de nuevos nacionalismos sugiere redescubrir las respuestas de ambos autores, que pueden entenderse como propuestas republicanas inspiradas en tradiciones intelectuales distintas. En el presente artículo abordamos dos problemas concretos del nuevo populismo nacionalista: la subordinación de las garantías democráticas a la identidad nacional y la limitación de la sociedad política a los miembros de la nación.
