Der Autor informiert über einige Schwerpunkte der innersowjetischen Debatte um die Nationalitätenfrage; der Untersuchungszeitraum erstreckt sich vom Sommer 1988, als im Vorfeld des im September 1989 abgehaltenen Sonderplenums des ZK der KPdSU zur Nationalitätenpolitik eine breite, öffentlich geführte Diskussion um die Nationalitätenproblematik begann, bis zum XXVIII. Parteitag der KPdSU im Sommer 1990. Zu den hauptsächlichen Streitpunkten der Kontroverse zählen die Revision der theoretischen Grundsätze der sowjetischen Nationalitätenpolitik, der Aspekt der "nationalen Staatlichkeit" der Ethnien in der Sowjetunion, die Forderungen der Autonomiebewegungen der kleineren Unionsrepubliken nach statlicher Souveränität und regionaler Wirtschaftssouveränität sowie die Föderationsddiskussion auf Unionsebene über die Neugestaltung der Beziehungen zwischen Unions- und Regionalgewalt. On February 15, the U.S. government signed a Memorandum of Understanding with the government of Somalia to construct up to five military bases for the Somali National Army in the name of bolstering the army's capabilities in the ongoing fight against the militant group al-Shabaab. This is a troubling development that not only risks further militarizing Somalia and perpetuating endless war, but comes with the potential of exacerbating geopolitical rivalries at the expense of the needs and interests of ordinary Somalis. According to statements by U.S. officials, the bases are intended for the Danab ("Lightning") Brigade, a U.S.-sponsored Special Ops Force that was established in 2014. Funding for Danab initially came from the U.S. State Department, which contracted the private security firm Bancroft Global to train and advise the unit. More recently, Danab has received funding, equipment, and training from the Department of Defense. U.S. support is made possible by the 127e program, a U.S. budgetary authority that allows the Pentagon to bypass congressional oversight by allowing U.S. special operations forces to use foreign military units as surrogates in counterterrorism missions. The Intercept has documented similar 127e operations in multiple African countries, primarily in locations that the U.S. government does not recognize as combat zones, but in which AFRICOM troops are present on the ground.But this MoU is about much more than the U.S. government's proclaimed commitment to help Somalia defeat al-Shabaab. It is a clear indication of the growing geopolitical significance of the Horn of Africa, and comes at a time of mounting concerns (mostly attempts by Yemen's Houthis to disrupt global shipping in solidarity with Palestinians in Gaza) about securing the flow of international commerce via the Red Sea. It also coincides with a growing awareness that rising tensions in the Middle East could force the U.S. out of Iraq.The U.S. government's plan to train Somali security forces at newly-established military bases in five different parts of the country (Baidoa, Dhusamareb, Jowhar, Kismayo, and Mogadishu) is a back-door strategy not only to expand the U.S. military's presence in Somalia, but to position itself more assertively vis-à-vis other powers in the region. Indeed, the 127e program is not the only policy that allows for the training and equipping of foreign forces as proxies: section 1202 of the 2018 National Defense Authorization Act further expands the ability of the U.S. to wage war via surrogate forces in places where it has not formally declared war, with the broader objective of countering the influence of adversaries like China and Russia. While much ink has been spilled attempting to analyze great power competition on the continent, we have yet to adequately scrutinize the growing influence of middle powers like Turkey, Saudi Arabia, the United Arab Emirates, and Qatar who are each attempting to negotiate their own sphere of influence, and whose involvement in the Horn points to uncertain, if not waning, U.S. power. Turkey maintains its largest foreign military presence in Mogadishu, has trained Somali security forces, and more recently has worked closely with the Somali government in conducting drone strikes against Al-Shabaab. Further underlining deepening Turkish engagement in the country, Somalia and Turkey signed defense and economic agreements earlier this month. Qatar and the United Arab Emirates have trained, and continue to train, local security forces as part of a broader strategy to secure access to regional markets and to assert their control over vital shipping lanes in the Red Sea.With the drawdown of the African Union sponsored "peacekeeping" mission — previously known as AMISOM but renamed ATMIS in 2022 — analysts have expressed apprehension about the expansive nature of foreign actor involvement in Somalia and the risk of Cold War-style competition fueling instability. Indeed, the foreign-sponsored training of multiple "elite" contingents of the Somali National Army (Danab, Waran, Gashaan) has prompted internal divisions within the security establishment in Somalia as it raises chain of command issues and questions about the loyalty of these units. As Colin D. Robinson and Jahara Matisek, both regional and military experts, have said, "The only thing worse is that various Somali units become more loyal and dependent on their foreign patron, short-circuiting the political logic of having security forces that look more like hired proxies than locally organized for self-defense. This may contribute to the growing perception of Somalia becoming a hyper-competitive arena; a republic of militias if you will."Equally significant is the recently announced Memorandum of Understanding between Ethiopia and Somaliland, a separatist region in northwestern Somalia. According to the terms of this yet-to-be signed agreement, in exchange for Somaliland granting 20km of much coveted sea access for the Ethiopian Navy for a period of 50 years, Ethiopia would formally recognize the Republic of Somaliland as an independent nation. The MoU has elicited a wave of anger among Somalis who view Ethiopia as meddling in their internal affairs — and it is precisely this history of meddling that has in the past contributed to al-Shabaab's support base as it positions itself as the defender of Somali nationalism and autonomy. While the U.S. State Department called for respect for Somalia's sovereignty and territorial integrity and urged dialogue in response to the Ethiopia-Somaliland MoU in the name of de-escalating tensions in the region, the February 15 announcement that the U.S. intends to ramp up its involvement in Somalia is hardly an indication of a neutral stance. Rather, it is an indication of U.S. positioning in an increasingly militarized jockeying by foreign powers in this strategic but troubled country and region. In Mogadishu, many Somalis are welcoming the U.S. announcement, perhaps in some cases hoping for job opportunities, and in others viewing the U.S. military support and presence as a potential buffer against Ethiopia. But if the past several decades of U.S. mis-adventures in Somalia are any indication, expanding U.S. involvement risks perpetuating rather than minimizing further conflict.

Here we go again. Another "obituary" for libertarianism. While Salon Magazine declares that we all live in a "libertarian dystopia," and a new brand of big‐government conservatives promise to free the Republican party and American government from their libertarian captivity, Barton Swaim declares in the Wall Street Journal that a new book "works as an obituary" for libertarianism. That's not a characterization that I think the authors—Matt Zwolinski and John Tomasi—would accept of their book, The Individualists: Radicals, Reactionaries, and the Struggle for the Soul of Libertarianism.
Swaim notes that the book surveys many different kinds of self‐styled libertarians over the past two centuries, and that the authors lay out six "markers" that libertarians share: property rights, individualism, free markets, skepticism of authority, negative liberties, and a belief that people are best left to order themselves spontaneously. Not a bad list, significantly overlapping with the list of seven key libertarian ideas that I laid out in the first chapter of my own book, The Libertarian Mind.
He goes on to argue, following the authors, "In the 21st century, the movement in the U.S. has consisted in an assortment of competing, often disputatious intellectual cadres: anarchists, anarcho‐capitalists, paleo‐libertarians (right‐wing), 'liberaltarians' (left‐wing) and many others." Somehow he leaves out actual libertarians, such as those who populate the Cato Institute, Reason magazine, the Objectivist world, and much of the Libertarian Party. Indeed, a few lines later he cites the "diversity" of "the priestess of capitalism Ayn Rand, the politician Rand Paul and the billionaire philanthropist Charles Koch"—none of whom would fall into any of the esoteric categories that he suggests make up modern libertarianism and in fact belong to actual libertarianism or its penumbras.
The whole review is ahistorical. Swaim never mentions classical liberalism, the revolutionary movement that challenged monarchs, autocrats, mercantilism, caste society, and established churches beginning in the 18th century. Liberalism soon swept the United States and Western Europe and ushered in what economic historian Deirdre McCloskey calls the "Great Enrichment," the unprecedented rise in living standards that has made us moderns some 3,000 percent richer than our ancestors of 1800. The ideas of the classical liberals, including John Locke, Adam Smith, and the American Founders, are those that animate modern libertarianism: equal rights, constitutional government, free markets, tolerance, the rule of law. Zwolinski and Tomasi say that "what sets libertarians apart is the absolutism and systematicity" with which we advocate those ideas. Well, yes, after 200 years of historical observation and philosophical and economic debate, many of us do believe that a firmer adherence to liberal/libertarian ideas would serve society well. We observe that the closer a society comes to consistent tolerance, free markets, and the rule of law, the more it will achieve widespread peace, prosperity, and freedom.
Swaim insists that libertarians do not engage "with ultimate questions—questions about the good life, morality, religious meaning, human purpose and so on." He's wrong about that. Adam Smith wrote The Theory of Moral Sentiments. F. A. Hayek stressed the importance of morals and tradition. Ayn Rand set out a fairly strict code of personal ethics. Thomas Szasz's work challenged the reductionists and behaviorists with a commitment to the old ideas of good and bad, right and wrong, and responsibility for one's choices. Charles Murray emphasizes the value and indeed the necessity of community and responsibility. Libertarian philosophers of virtue ethics find the case for limited government to be based on the search for the good life. Swaim would be on more solid ground to say that libertarianism does not presume to tell individuals what to believe and how to live. Separation of church and state and all that. As I wrote in a letter to the Journal (not yet published), Swaim refers to the "studiously amoral philosophy of libertarianism." A popular summary of libertarianism, "don't hit other people, don't take their stuff, and keep your promises," is just the basic morality that allows human beings to live together in peace.
As for his claim that libertarianism is dead, that this book is an obituary, I refer Swaim again to all the people who complain that we're living in some sort of libertarian world. Libertarians often feel depressed; they believe the world is on "the road to serfdom." But in fact the world is far freer in this century than ever before in history. Free markets and free trade, an end to slavery and caste societies, representative government, and the rule of law now govern the Western world and much of the rest. Most of the Cato Institute's website comprises complaints about the malfeasance of the U.S. government. But in the bigger picture, libertarians have had much success. In the roughly 50 years since I started thinking about politics, one could point to such successes as:
the end of conscription in the United States
social, economic, and political equality for women
dramatically lower marginal tax rates
freer trade
deregulation of major industries such as airlines, trucking, communication, and finance
the almost total demise of communism
and the consequent discrediting of socialism and central planning
the reorientation of antitrust policy to a consumer welfare standard
expanded First Amendment protections
expanded Second Amendment protections
the progress of gay rights and gay marriage
growing opportunities for school choice
a slow erosion of the war on drugs
I could go on. None of these are total victories. No ideology achieves all of its sweeping vision, at least not without a military conquest of the government and the ability to rule by decree—and those experiments are nothing to emulate. In various parts of the world bad ideas are back—socialism, protectionism, ethnic nationalism, anti‐Semitism, even industrial policy. The libertarian challenge is to join with other liberals—Reaganite conservatives, free‐speech liberals, people who are "fiscally conservative and socially liberal"—to push back against these bad resurgent ideas. But this record of accomplishment is no obituary.
The institutional bases of modernization of the language policy model are investigated. It is substantiated that the institutional basis for the modernization of political networks of the language policy model is Ukrainian or other. language (at different times – it is Kiev, Church Slavonic, Old Ukrainian, Russian, etc.) as a state institution, which in the XV and XVI centuries. used in church translations and in the service of God. The language policy of modernization affected the church sphere precisely when the Ukrainian church became independent, when priests had the opportunity to conduct services and read sermons in Ukrainian (Church Slavonic). The definition of "modernization" is given, which we understand as: cultural and democratic changes; renewal of the activity of a certain institution or branch, which carries significant vestiges of the past and is subordinated to its tasks; profound changes in the educational authoritarian worldview; revision of the principles of functioning of education, its reform in accordance with the new requirements. The activity of those institutions that the independent Ukrainian state inherited from the USSR is described, one of the reasons for its collapse is that this superpower tried to build a stateless monolingual society, which in the new democratic conditions cannot function constructively and fully. It turned out that ignoring national, in particular linguistic factors, was one of the factors of the viability of the empire, as a multinational state needs a pluralism of political and ideological views. Emphasis is placed on the fact that with the restoration of independence, new democratic institutions (the President's Institute, the Legislative Institute, which is the Verkhovna Rada in Ukraine, the Executive Institute – the Cabinet of Ministers, and a network of judicial, communication, administrative, educational and other institutions) have defined the type of construction. model of language policy in Ukraine, which is monocultural, as well as – the democratic direction of development of its language policy. It is determined that the indicator of the political networks of the model is the Ukrainian language as a state institution, as well as other political institutions that regulate language policy, determine its vector of development and solve language and political problems. In this sense, it is revealed that the tension arises due to the competition of two main political institutions and their ideologies – national-democratic and communist, which provoke confrontation, for example, in areas of Ukrainian and Russian nationalisms. It was found that the modernization of the political network of the language policy model took place during the rule of Kuchma and other pro-Russian politicians, who steadily and purposefully led the Ukrainian community to its polarization, division and language-political crisis. Given the activities of various political institutions, as well as the vision of the state and its model of language policy, it was found that between the "right" (national democratic political forces) and "left" (Communists, Socialists, Social Democrats, etc.) political institutions arise misunderstandings, confrontations and linguistic-political conflicts that occur during the discussion of language laws, their ratification and adoption.It has been proven that the functioning of the institutions that are the basis for the modernization of the political network of the language policy model depends on the prevailing ideology, political culture of the subjects, political consciousness and political behavior. ; Досліджуються інституційні основи модернізації моделі мовної політики. Обґрунтовано, що інституційною основою модернізації політичних мереж моделі мовної політики є українська або ін. мова (у різні часи – це києворуська, церковнослов'янська, староукраїнська, руська та ін.) як державна інституція, яка у XV-му та XVI-му ст. використовувалася у церковних перекладах та у службі Божій. Мовна політика модернізації торкнулася церковної сфери саме тоді, коли українська церква стала незалежною, коли священики мали можливість проводити службу Божу та читати проповіді українською (церковнослов'янською) мовою. З'ясовано, що ігнорування національних, зокрема мовних факторів, виявилося одним із чинників нежиттєздатності імперії, позаяк багатонаціональній державі потрібен плюралізм політичних та ідеологічних думок. Акцентується увага на тому, що з відновленням незалежності нові демократичні інститути (інститут Президента, законодавчий інститут, яким є в Україні Верховна Рада, виконавчий інститут – Кабінет Міністрів, а також мережа судових, комунікаційних, управлінських, освітніх та ін. інститутів) визначили тип побудови моделі мовної політики в Україні, яка є монокультурною, а також – демократичний напрямок розвитку її мовної політики. Визначено, що індикатором політичних мереж моделі є українська мова як державна інституція, а також інші політичні інституції, які регулюють мовну політику, визначають її вектор розвитку та розв'язують мовно-політичні проблеми. У цьому сенсі виявлено, що напруження виникає унаслідок конкуренції двох основних політичних інститутів та їх ідеологій – національно-демократичної та комуністичної, які провокують протистояння, приміром, у ділянках українського і російського націоналізмізмів. З'ясовано, що модернізація політичної мережи моделі мовної політики відбулася у добу правління Л. Кучми та інших проросійськи налаштованих політиків, які неухильно і цілеспрямовано вели українську спільноту до її поляризації, розколу та мовно-політичної кризи. Враховуючи діяльність різних політичних інститутів, а також бачення розвитку держави та її моделі мовної політики, виявлено, що між «правими» (національнодемократичні політичні сили) та «лівими» (комуністи, соціалісти, соціал-демократи та ін.) політичними інститутами виникають непорозуміння, протистояння та мовно-політичні конфлікти, які відбуваються під час обговорення мовних законів, їх ратифікації та ухвалення. Доведено, що функціонування інститутів, які є основою модернізації політичної мережи моделі мовної політики, залежить від ідеології, яка панує, політичної культури суб'єктів, політичної свідомості та політичної поведінки.

Ilya Gerasimov finds a conflict between the empirical material presented in Omer Bartov's book "Anatomy of a Genocide: The Life and Death of a Town Called Buczacz" (New York, 2018) and the explanatory model proposed by the author. In the Galician town of Buczacz, where Jews, Ukrainians, and Poles had lived together for centuries, local gentile residents actively participated in the Holocaust, and later in the Ukrainian–Polish ethnic cleansings. Bartov's explanation of fratricide during World War II is based on a teleological vision of primordial interethnic tensions that gradually escalated to the boiling point. Gerasimov argues that the book leaves two key questions unanswered: Why was the Holocaust so deadly in a region that had not known a prehistory of anti-Jewish violence (if "neighbors" were its most numerous perpetrators, as Bartov argues)? And why did gentile "neighbors" so massively turn against the local Jews (if the Holocaust was orchestrated and supervised by the Nazis, as the book demonstrates)? Inspired by Bartov's rich ethnography of the Holocaust in Buczacz, Gerasimov offers his own answers to these questions. He proposes an understanding of genocide (including the Holocaust) that views the participation of longtime members of the same social network ("neighbors") as a typical factor rather than a scandalous aberration. In this model, the driving force behind genocide is not entrenched hatred of the Other based on potent nationalism. Rather, it is a desire to join a kindred community at any cost by the aspiring members of a crumbling national project – compromised by the wartime threat to national sovereignty and the absence of political institutions of participatory democracy due to a foreign occupation or dictatorial regime; a national project, whose promise of unity is shattered by civil war and the absence of a common language capable of formulating and communicating the criteria of national belonging. It is not ancient xenophobic animosity that leads to genocide but a very recent and rapidly developed longing for membership in a legitimate national community. Hence the central role of "neighbors" in genocide as an instrument of "negatively" drawing new boundaries of a political community by stigmatizing those former members of the old polity who could be most easily identified as "aliens" or "enemies of the people." ; Илья Герасимов полагает, что эмпирический материал, представленный в книге Омера Бартова ("Анатомия геноцида: жизнь и смерть города, который назывался Бучач", Нью-Йорк, 2018), противоречит объясняющей модели, предложенной автором. Esta investigación se centra en el estudio de la transición hacia la modernidad del pensamiento político indio, la cual situamos en el período entre 1858 y 1947. Para llevar a cabo dicha labor, hemos analizado el desarrollo de cuatro conceptos políticos fundamentales – el Estado, la sociedad civil, el nacionalismo y el comunalismo – en el pensamiento de cuatro autores indios clave: Rabindranath Tagore, Mohandas Gandhi, Jawaharlal Nehru y Bhimrao Ramji Ambedkar. El estudio utiliza la metodología de la Begriffsgeschichte, o historia conceptual, de Reinhart Koselleck. El historiador alemán defiende que un concepto debe ser entendido como una construcción en la que un término, o palabra, está equipado para dar significación a una realidad concreta; los conceptos se convierten, por tanto, en instrumentos o indicadores de la acción política o social. La Begriffsgeschichte como metodología nos permite estudiar cómo los conceptos políticos originales de la modernidad occidental son transformados en las modernidades alternativas de las sociedades postcoloniales. El objetivo de nuestra investigación es demostrar, a través del estudio de los cuatro conceptos mencionados, que, al ser el desarrollo conceptual dentro del pensamiento político indio diferente al que tuvo lugar anteriormente en el occidental, la modernidad política que emerge en la India difiere en forma y contenido de la que encontramos en Occidente. A través del uso que nuestros cuatro pensadores indios hacen de los conceptos en su obra, vemos que estos difieren del que hacían de ellos los pensadores políticos clásicos occidentales. Así en nuestra investigación vemos, por ejemplo, que en el pensamiento político occidental moderno la sociedad civil nace de una búsqueda de una esfera de autonomía para el individuo libre frente al Estado Absolutista. Sin embargo, en la India la ausencia de un Estado soberano fuerte hace que la sociedad civil, como concepto moderno, emerja dentro de un contexto en el que ya existe una sociedad pre-moderna fuertemente regulada por ciertas normas socio-religiosas, como el sistema de castas hindú. Las diferencias socio-históricas resultan en el desarrollo de conceptos de sociedad civil diferentes en ambas tradiciones de pensamiento; mientras en la primera se resaltan los derechos individuales, en la segunda juegan una función central los deberes colectivos. De manera más general nuestra investigación se construye sobre la base de la tesis de la pluralidad de modernidades. Dicha tesis defiende que distintos contextos sociales y políticos dan lugar a distintas modernidades, a diferencia de la ortodoxia en la ciencia política que defiende que existen ciertas pautas de desarrollo social, político y económico universales y que coinciden con las de la modernidad occidental, tales como el Estado soberano, la racionalización burocrática o el capitalismo. A través de nuestra investigación hemos querido ofrecer un ejemplo específico, el de la modernidad india, que ilustra la validez de esa tesis de la pluralidad de modernidades. Al mismo tiempo, hemos querido, a través de un análisis en profundidad de los escritos políticos de cuatro de los fundamentales arquitectos de la India moderna, acercar a la ciencia política en castellano la realidad política de esta sociedad, llamada a jugar un papel fundamental en el siglo XXI. SUMMARY This doctoral dissertation focuses in the study of the transition of Indian political thought towards modernity. This transition we locate it in the historical period between 1858 and 1947. To carry out this task, our research analyses the development of four key political concepts – the State, civil society, nationalism and communalism – in the political thought of four thinkers: Rabindranath Tagore, Mohandas Gandhi, Jawaharlal Nehru and Bhimrao Ramji Ambedkar. To carry out our research we have applied Reinahrt Koselleck's methodology of Begriffsgeschichte, or conceptual history. The German historian argues that a concept ought to be understood as a construction in which a term, or word, is equipped to give signification to a specific reality; concepts, therefore, become instruments or indicators of political or social action. Begriffsgeschichte as a methodology allows us to study how the original political concepts in Western modernity are transformed in the alternative modernities of postcolonial societies, allowing us to understand why the same term possesses a different signification. The aim of our study is to demonstrate, through the study of the four concepts mentioned above, that as the conceptual development within Indian political thought differs from that which took place previously in Western thought, the political modernity that emerges in India is different in form and content to that which we find in the Western world. Through the use that our four thinkers make of the concepts in their writings, we can see that these differ from those made by classical Western political thinkers. Thus, in our study we find that, for example, in modern Western political thought civil society emerges from the struggle for a sphere of autonomy for the free individual from the Absolutist State. In India, on the other hand, the absence of a strong sovereign State results in civil society, as a modern concept, emerging within a context where a strong premodern society is already in place, regulated by socio-religious norms, such as the Hindu caste system. The socio-historical differences result in the development of different concepts of civil society between both thought traditions; while in the West individual rights are preeminent, in India a central role is played by collective duties. More broadly, the theoretical foundation of our study is the thesis of plurality of modernities. This thesis argues that different social and political contexts result in different modernities, contrary to the orthodoxy in political science which defends that certain universal patterns of social, political and economic development exist in line with those of Western modernity. Some of those are: the sovereign State, bureaucratic rationalisation or capitalism. Through our study we have aimed to offer an specific example, Indian modernity, that illustrates the validity of this thesis of plurality of modernities. Moreover, we have aimed, through a detailed analysis of the political writings of four key architects of modern India, to bring closer to the Spanish-speaking political science discipline the political reality of this society, destined to play an important role in the 21st century.

"Citizenship is the right to have rights" was famously claimed by Hannah Arendt. Te case of the 'erased' of Slovenia sheds new light on this assumption that was supposedly put to rest afer World War II. We lack a comprehensive paradigm for grasping what citizenship means today in and to our societies. My thesis is that there are currently three ways to understand the notion. These different views tend to merge and overlap in the today's debate, furthering misunderstandings. I will account for different conceptions of the citizenship by looking at the opposite of citizenry. Te political model holds the subject (sujet) in opposition to the citizen (citoyen), entailing problems related to the democratic quality of institutions. Law and jurisprudence look at the citizenship by trying to limit the numerous hard cases arising in the world of migration where the opposite of the citizen is the alien and the stateless. While in social sciences the citizenship is the opposite of the exclusion and represents social membership. Therefore, my aim is to distinguish and clear out these three different semantic areas. This essay is presented in four sections: First, I briefly recall the case of the 'erased' of Slovenia, which presents us with one of the more poignant examples of statelessness in the today's world, so their status can be easily related to the problems that the aforementioned theoretical shortcomings entail. The 'erased' had their residency permits and by extension, civil rights as well, revoked by the Slovene government in the aftermath of the break-up of Yugoslavia. This erasure was ruled to be unconstitutional by the Constitutional Court of the Republic of Slovenia but so far it has by and large remained only at that ruling, with little additional legal action, which has prompted complaints from the Ombudsman's Office and Amnesty International. Tis issue is tied to some of the findings of Hannah Arendt, who claimed that human rights often proved to be ineffective when faced with significant numbers of people who were not citizens of any specific country. Although in the aftermath of WW2 measures to end this situation of statelessness were progressively taken by the international community, there are still cases of a legal vacuum where people could be deprived of their fundamental rights. And as long as human rights remain largely declarative and as long as there is a glaring lack of international agencies of judicial enforcement, we can claim that Arendt's paradox of human rights has not been yet fully overcome. The second section focuses on discourse analysis of the citizenship. There is no doubt that the citizenship nowadays represents a much broader subject than it did only a couple of decades ago, however, if anything, this has only caused its meaning to become more vague. Since the late 1990's scholars have increasingly directed attention towards interdisciplinary perspectives covering the fields of politics, sociology, history and cultural studies that move beyond conventional notions of the citizenship, but the understanding of the citizenship itself often lingers on traditional assessments, characterised by clear-cut disciplinary divides. This disciplinary entrenchment has led to the effect of deepening misunderstandings, and attempts to bridge the divide between various perspectives facing increasing difficulties. So it becomes clear that we lack a comprehensive model for understanding the notion of the 'citizenship', and to remedy that, rather than simply asking "what is citizenship?" as that would give no clear answer, we shall ask what is opposed to the citizenship. I will provide the answer to that question in the third section, where attention is directed to the composition of the three separate semantic areas that are connected to the term "citizenship." These areas correspond to three separate figures of opposition: Te subject, the alien and the excluded, which form the foundation of three basic dichotomies (citizenship/subjecthood; citizenship/being a foreigner; citizenship/exclusion). And from this we can extract various meanings of the citizenship: in the realm of political science, 'citizenship' means the 'non-subject'; in legal science, 'citizenship' means the 'non-alien'; and in social science, 'citizenship' means 'non-exclusion' from participation in the social network of a group. I shall focus on the structure, content and origin of these dichotomies, and also on the kind of problems they are trying to resolve. Finally, I will point to an array of questions that the citizenship raises in the today's complex society. Some of them deal with political rights of the Poles living in the UK, citizenship issues of the Russians in Estonia and the status of the Hungarian ethnic minorities in Romania, Slovakia and Serbia. Furthermore, we may notice an alarming surge of perverse effects that the customary legal perspective has on citizenship such as the increase of cases of statelessness and multiple nationalities, besides new phenomena such as the so-called "legal tourism." On top of that, Europe is facing an increasing wave of nationalism and social integration issues, which come in wake of the general economic downturn, activism against the Bolkenstein directive and recent jurisprudence of the ECJ in the cases Rüfert, Viking Line and Laval. In light of all this we can conclude that citizenship studies require less ambiguous tools than those prevailing in literature. Te first step towards achieving this is to give up hoping for any understanding of "citizenship" that encompasses all the different meanings mentioned above. Te only way to take them all in is to use a very vague idea of "citizenship" that promotes unsuitable policies and no real solutions. So I suggest that we should rather focus on the tripartition scheme and discourse analysis discussed above, as they can be useful tools for decision makers so as to design as consistent policies as possible, and also for our shedding new light on transnational citizenship building and cross-state handling of status-related issues. ; Slovenian version transl. by Jernej Ogrin.

[spa] En este trabajo se investiga la "Poética del Pathos en la iconografía de la pintura mexicana del siglo XX". Uno de los motivos de dicha investigación ha sido la enorme expectación que se creó en México en la década de los años veinte del siglo XX frente al renacimiento artístico de la pintura mural y de caballete, creada bajo el patrocinio del Gobierno de México. El Ministro de Educación José Vasconcelos convocó a los pintores que se encontraban en Europa o Estados Unidos de Norteamérica, para decorar los edificios gubernamentales y dar sentido a la Revolución de 1910. Entre ellos Diego Rivera, David Alfaro Siqueiros y José Clemente Orozco que desde el principio destacaron por sus propuestas pictóricas, lo cual dio origen a una polémica en torno a las imágenes o iconos, signos y símbolos expuestos. Por primera vez se expresaba pictóricamente a los indígenas de una forma diferente; frente a las injusticias cometidas durante la Colonia, las fiestas populares, así como reivindicaciones sindicales o ideológicas desde el indigenismo hasta el marxismo dado la implicación de algunos pintores (Diego Rivera, David Alfaro Siqueiros), y sobretodo la reafirmación de la propia identidad a través del nacionalismo. Esto dio lugar a un renacimiento pictórico, hecho artístico que se conoce como La Escuela Mexicana de Pintura.La consecuencia de esta propuesta estética en el siglo XX ha sido la obra pictórica, así como el grabado de artistas tales como: Frida Kahlo, Rufino Tamayo, María Izquierdo, José Luís Cuevas, Juan Soriano, Rafael y Pedro Coronel, Jorge González Camarena, Lilia Carrillo, Francisco Toledo, Francisco Castro Leñero, Antonio Peláez, Nahum B. La investigación sobre el "Análisis de la Poética del Pathos en la iconografía de la Pintura Mexicana del siglo XX" está dividida en tres partes. En la primera se hace una aproximación a dicha poética a través de las teorías y el método que se usan como herramienta de investigación desde el punto de vista estético. En nuestro caso es el Método Iconológico, a partir de la Teoría del símbolo propuesta por Hegel y Cassirer hasta llegar a Abby Warburg el iniciador de la Iconología, la ciencia que estudia el significado de las imágenes o iconos y Edwin Panofski el creador de la Metodología Iconológica así como Esnest Gombrich entre otros por su implicación en el significado de la imagen. También se ha hecho una aproximación a la Semiótica tomando en cuenta a autores tales como Ferdinand de Saussure y Charles Peirce, así como las propuestas de Umberto Eco y la dificultad que comporta para la interpretación de la obra de arte. Finalmente se aplica en esta investigación el Método Iconológico con rigor metodológico.La segunda parte es una aproximación a los acontecimientos sociopolíticos y socioculturales de México, así como a la estética y plástica tanto precolombina como de la época de la Colonia hasta llegar al siglo XIX y XX. Estos últimos acontecimientos que han marcado profundamente la sensibilidad de los artistas se han plasmado en el muro o el lienzo, añadiendo reivindicaciones de actualidad como el feminismo o la homosexualidad, y un neomexicanismo como reafirmación de la propia identidad. La conclusión final es que los nuevos iconos mexicanos del siglo XX son producto del contexto sociocultural mexicano. ; [eng] This study examines the Poetic art of Pathos in the iconography of twentieth century Mexican painting. There arose in Mexico in the 1920's strong interest in the artistic renaissance encouraged by the Mexican government. Among the pioneers were Diego Rivera, David Alfaro Siqueiros and José Clemente Orozco, who stood out from the beginning for their proposals, which gave rise to the polemics surrounding the images or icons, signs and symbols they used. For the first time pre-Columbian ideas, the injustices committed during the colonization, popular fiestas and ethnicity were expressed in painting. They also expressed syndicalist or ideological demands, ranging from the indigenous peoples to Marxism, thanks to the involvement of certain painters (Diego Rivera, David Alfaro Siqueiros) and especially the reaffirmation of their own identity via nationalism. This led to a renaissance in painting which is known as the Mexican school of painting. This twentieth century proposal has led to the paintings and engravings of such artists as Frida Kahlo, Rufino Tamayo, María Izquierdo, José Luis Cuevas and Julio Galán, among many others. They continue to arouse admiration and their works are highly priced on the art market. The research is divided into three parts. In the first part we follow the Iconological Method, based on the theory of the symbol proposed by Hegel and Cassirer, down to Abby Warburg, the originator of Iconology and Erwin Panofski, the creator of the Iconological Method. We have also approached semiotics, taking into account authors like Ferdinand Saussure and Charles Peirce, together with the proposals of Umberto Eco and the difficulty entailed therein. Finally, we rigorously apply the Iconological Method to this research. In the second part we deal with the socio-political and socio-cultural context, together with the aesthetics of the pre-Columbian era and the time of colonization, until we reach the 19th and 20th centuries. These events, which have had a profound effect on the sensitivity of theartists, are expressed in the mural paintings. Among contemporary demands we find feminism or homosexuality, or neo-Mexicanism as a statement of identity The study concludes that the new Mexican icons of the 20th century are the product of the socio-cultural context of Mexico.
