Il contributo degli antropologi alla rogettazione di piani volti ad incoraggiare lo sviluppo sociale ed economico del Terzo Mondo, costituisce oggi uno specifico campo di studio definito Antropologia dello sviluppo. Con questo saggio Brokensha intende mostrare l'importanza della partecipazione degli antropologi in programmidi sviluppo riguardanti le risorse naturali in particolari settori quali l'agricoltura, il pastoralismo e la forestazione.La maggior parte delle agenzie governative ed internazionali promotrici dei progetti di sviluppo hanno per molto tempo ignorato il notevole corpo di conoscenze accumulate dagli antropologi, non curandosi delle strategie tradizionali di uso e gestione delle risorse naturali, dell'organizzazione socio-economica e dei reali bisogni delle popolazioni future beneficiarie dei progetti. Oggi i risultati di una tale ignoranza si constatano amaramente.Brokensha denuncia per esempio l'inadeguatezza e l'insuccesso di molti rogetti avviati in aiuto alle popolazioni pastorali in Africa negli ultimi venticinque anni, con un costo di centinaia di milioni di dollari e che nessun beneficio hanno recato ai pastori se non qualche utile intervento veterinario. La causa dell'insuccesso é proprio la disinformazione che ha creato false idee sul pastoralismo, formando una mentalita anti-nomade nei funzionari delle agenzie africane e internazionali. Si é cosi mirato ad incrementare forme di produzione diverse da quelle tradizionali (es. la carne al posto del latte) ed a instaurare moderne strutture con tecnologie avanzate, tipo i grandi ranges americani e australiani, che si basano su criteri diversi se non opposti ai sistemi tradizionali di gestione del territorio da pascolo e del bestiame e all'organizzazione socioeconomica dei pastori africani. Come conseguenza di una tale politica di sviluppo, molti pastori hanno perso il controllo dei loro mezzi di produzione e si sono impoveriti; non si é ottenuto alcun aumento di reddito, né di produzione né si é frenato il degrado ambientale.Il contributo dell'antropologo in uesto settore consiste nel mettere a disposizione dei pianificatori le sue conoscenze, "informarli" e stimolarli affinché adottino criteri diversi nella stesura dei progetti, tenendo cioé conto, oltre del sistema economico e sociale, anche delle strategie di sopravvivenza adottate dai pastori in ambienti a volte poco ospitali.La necessità della partecipazione degli antropologi alla progettazione dei piani di sviluppo si fa impellente anche per gli altri due settori proposti da Broizensha: l'agricoltura e la forestazione. Riguardo al primo settore, l'autore riporta alcuni esempi di quella che M. Cernea (1985) definisce "sociologia del raccolto" cioé un campo di ricerca che punta ad evidenziare la interrelazione tra requisiti bio-fisici di un particolare prodotto e le istituzioni socio-economiche, e che può realizzarsi più concretamente attraverso la cooperazione tra antropologi ed agronomi. L' "Integrated Pest Management" rappresenta un'altra promettente area di ricerca e di cooperazione tra agronomi e antropologi, sebbene esistano ancora delle diffidenze sui vantaggi di una ricerca congiunta. Thomas Conelly si è interessato alla peste da insetti e alle malerbe nella parte occidentale del Kenya, esaminando i metodi indigeni di controllo della peste ed evidenziando le difficolta nello sviluppo di tecniche innovative che non siano appropriate alle reali condizioni degli agricoltori su piccola scala.Sebbene oggi alcuni centri per lo sviluppo dell'agricoltura si dimostrino più sensibili verso problemi e suggerimenti proposti dagli antropologi, questi sono ancora poco ra presentati. Per esempio solo il 10% dello staff di ricerca degfi "International Agricultural Centres" è costituito da antropologi e pochissimi lavorano in questo settore per l'U.S.D.A., l'U.S.A.I.D. e la F.A.O.Riguardo alla forestazione, settore verso cui si è rivolta una sempre maggiore attenzione da parte dell'opinione pubblica e degli ambienti scientifici a causa del fenomeno della deforestazione, allarmante per il suo continuo dilagarsi e per le prevedibili catastrofiche conseguenze, l'antropologia ha sviluppato un nuovo campo di interesse definito "Forestazione sociale". Esso è nato negli anni '70 quando i dipartimenti forestali, di fronte all'insuccesso di progetti miranti all'impianto massiccio di alberi, specie per legno da combustione, hanno ritenuto necessario ricorrere all'aiuto degli antropologi. Ancora una volta causa degli insuccessi era stata la disinformazione, in questo caso circa i sistemi di utilizzazione e i criteri di valutazione degli alberi da parte degli indigeni e circa la relazione fra organizzazione socio-economica e possesso ed uso della terra e della vegetazione arborea. Disinteresse e mancata cooperazione alla realizzazione dei progetti fu l'inevitabile risposta dei locali a iniziative a loro estranee e non rispondenti alle loro reali esigenze e necessita. Ed ancora una volta il contributo dell'antropologo è ritenuto utile potendo influenzare uno sviluppo appropriato ai fattori sociali e ambientali che offra concreti benefici alla popolazione.Pertanto fra i principali ruoli che secondo Brokensha l'antropologo può svolgere nei programmi di sviluppo il piu evidente è quello di "informatore". Inoltre puo essere anche "mediatore culturale" tra la gente locale e le agenzie che effettuano gli interventi, diventando il portavoce degli indigeni, affinché non rimangano soggetti passivi, ma partecipino attivamente alle decisioni sul loro "sviluppo". Infine per impedire che si presenti la necessità di svolgere un altro ruolo importante ma assai impopolare, e cioé quello di "censore" che sopprime i rogetti a causa dei prevedibili impatti negativi sulla popolazione, l'antropologo deve avere un rapporto continuativo con le agenzie, partecipando a tutti gli stadi della progettazione, sin dalla fase iniziale per prevedere gli effetti sociali del progetto ancora allo stato di disegno, e fino alle fasi di controllo e valutazione finale.L'azione educativa dell'antropologo, che si esplica nel far esaminare i problemi dello sviluppo attraverso un'ottica antropologica, non è però a senso unico. Egli deve anche imparare. Non solo dovrà informarsi su altri campi scientifici, come quello bio-fisico, ma anche studiare la struttura delle agenzie di sviluppo per interpretare i loro processi di decision-making nel loro vasto e complesso contesto organizzativo, e quindi intervenire adeguatamente.

Most people associated the collapse of the Soviet Union and the subsequent phase of
transformation with the hopes of an improvement
in the ecological situation in the post-Soviet
states. This article will take the example of walnut-fruit forests of South Kyrgyzstan that are
unique in the world to demonstrate that current transformation processes can also constitute a
danger for certain natural habitats. It will apply a scenario borrowed from political economy to
analyse the change in players, interests and patterns of resource management and forest
utilisation. The following factors crystallise as a threat to forests: the appearance of new players,
the insecure economic situation of the local population and the erosion of the management
institutions.
The hallmark of the walnut-fruit forests is a major diversity of timbers and a variety of high-grade
usable products. The centralised Soviet policy on forests devised detailed plans and forestry work
for utilising the various forest products and protecting forests in their long-term existence. The
governmental forestry operations (
leshoze
) implemented the forestry on the local level while
forming the social centre of these settlements because they were the main employer. Since the
Soviet Union collapsed, the political and socio-economic constraints have changed considerably,
which has not only involved a change in forestry management, but also in the access rights and
interests in the forest resources. At the present time, the region is suffering from high
unemployment. That means that forests are increasingly important these days to the local
population's strategy for survival since they supply food, animal feed and firewood. In addition,
political and economic liberalisation along with enhanced communication and trade relations has
opened forests up to representatives of international groups who are interested in the highly
valued forest products. Today, rough timber and burls from walnut trees, walnuts, wild apples and
morels are exported into a series of countries in the world. Scientists and members of international
organisations stress the great ecological significance of these forests and the fact that they should
be protected. Nevertheless, there are fears that the present processes of transformation and
globalisation will stimulate a compounded and increasingly uncontrolled utilisation and
exploitation of the forests, thus boosting their degradation.

The overarching objective of this book is to make a positive contribution to the global efforts to address the problem of climate change by considering the possible contribution of the international law principle of sovereignty over natural resources. The legal principle of sovereignty over natural resources is considered in this book as a means by which to address the lack of state compliance to climate commitments made in terms of the international legal climate change regime. The gravity of the effects of climate change justify a reinterpretation and reconfiguration of the principle of sovereignty over natural resources in terms of which the right of people to economic self-determination is promoted and constitutes a basis upon which states can be held accountable to climate commitments made in terms of the Kyoto Protocol and the Paris Agreement.

Der Beitrag stellt ein derzeit laufendes TEMPUS-TACIS- Projekt vor. Der angesprochene Studiengang wird in ukrainischer Sprache von Lemberger Dozenten angeboten, ist auf zwei Jahre angelegt und hat 1998 begonnen. (DIPF/Bi.).

Im Blickfeld der ethnologischen Untersuchung stehen Angehörige der Gruppe der indigenen Kari'ña in Venezuela. Ihr Siedlungsgebiet in den Wäldern der Sierra Imataca im Südosten des Landes und im angrenzenden Guyana wird von internationalen Umweltorganisationen zu den wichtigsten hotspots biologischer Vielfalt in Lateinamerika gezählt. Zugleich steht es im Brennpunkt jüngerer Entwaldungsdynamiken und Konflikte um den Schutz und die Nutzung tropischer Wälder in Venezuela. Die aktuelle Erschließung von Holz und Gold im großen Maßstab im Siedlungsgebiet der Kari'ña evoziert zunächst eine bekannte Problematik indigener Tropenwaldbewohner, deren Lebensräume vielerorts von massiven externen Interessen an natürlichen Ressourcen bedroht sind. Die Dissertation analysiert die Zusammenhänge und Wechselwirkungen zwischen den Prozessen externer Ressourcenerschließung und den sozialen und kulturellen Folgen vor Ort. Ausgehend von einer Kritik an gängigen Erzählfiguren über indigene Tropenwaldbewohner und ihnen inhärente Annahmen über das Zusammenwirken von Ressourcenabbau, Kulturwandel und Naturzerstörung postuliert die Arbeit die Notwendigkeit einer umfassenden historischen Betrachtung und Kontextualisierung der aktuellen Prozesse und Dynamiken. Die Analyse orientiert sich dabei an zentralen natürlichen Ressourcen, die die Begegnung der indigenen Kari'ña mit nicht-indigenen Akteuren bis heute in hohem Maße strukturiert haben. Grob nach ihrem historischen Erscheinen geordnet, sind dies Gold, Gummi, Öl, Holz und Biodiversität. Ihnen ist je ein Kapitel im Hauptteil der Arbeit gewidmet. Eine historische Betrachtung zeigt, dass mit der Gewinnung bzw. Erzeugung der verschiedenen natürlichen Ressourcen gleichermaßen die naturräumlichen Lebensbedingungen und die sozialen Verhältnisse der Kari'ña immer wieder transformiert wurden. Die durch den Ressourcenabbau losgetretenen Prozesse und Interaktionen zwischen beteiligten Akteuren und ihrer Umwelt nahmen historisch und ressourcenspezifisch jeweils charakteristische Formen und Verläufe an. Ihre Ausformung in der Region wurde dabei von vielfältigen Faktoren beeinflusst, die z.T. weit jenseits der Region ihre Ausgangspunkte und Antriebskräfte hatten, aber auch in der konkreten Materialität der Ressource selbst begründet liegen. Theoretisch wurde die Beziehung zwischen natürlichem Ressourcenabbau und indigenem Kulturwandel als ein Prozess der Koproduktion konzeptualisiert, an dem die Kariña aktiv beteiligt sind. Die Arbeit analysiert und beschreibt die wichtigsten sozialen und materiellen Veränderungen, die mit der Gewinnung der jeweiligen Ressourcen im Gebiet der Kari'ña einhergingen. Dabei zeigt sich, dass sich die Ressourcengeschichte der Kari'ña nicht als einheitlicher und geradliniger Prozess fortschreitender Entmächtigung und kultureller Auflösung darstellen lässt, wie es gängige Kulturwandeltheorien in diesem Zusammenhang oftmals nahelegen. Die Auswirkungen der verschiedenen Ressourcenbooms auf die in dem Gebiet lebenden indigenen Kariñagemeinschaften waren vielmehr sehr unterschiedlicher Natur und riefen auch bei den Kari'ña unterschiedliche Reaktionen hervor, die von totalem Rückzug und Flucht bis hin zur aktiven Beteiligung als wichtige Akteure im Erschließungsprozess reichen. Trotz immenser sozialer und ökologischer Verwerfungen wäre es verkürzt, die Kari'ña nur als Opfer der Entwicklungen zu sehen. Vielmehr gestalten sich die Bezüge der Kari'ña zu den verschiedenen Ressourcenfeldern insgesamt, wie die Arbeit zeigt, als eine komplexe und ambivalente Dynamik von produktiven Einschlüssen, aber auch neuen Ausgrenzungen, die im Einzelfall durchaus auch ermächtigend auf die Kari'ña zurückgewirkt und ihnen – zumindest zeitweilig – neue Handlungsmöglichkeiten eröffnet haben. Die Kari'ña, sozial zurückgezogen und wirtschaftlich arm, stehen heute im Brennpunkt neuer Konflikte um Migration, industriellen Bergbau und Holznutzung, um Naturschutz und Menschenrechte. Ihre aktuelle Situation, so das knappe Fazit der Arbeit, lässt sich im Lichte der historischen Gesamtschau, aber nicht angemessen als Begegnung von 'Tradition und Moderne', als 'Vorher-Nachher'-Szenario oder als neuer Gegensatz von Lokalität und Globalisierung fassen. Sie ist vielmehr nur in Anerkennung einer langen, sedimentierten Geschichte von Erfahrungen mit machtvollen externen Interessen an natürlichen Ressourcen in ihrem Gebiet zu verstehen. ; The ethnological study analyses the situation of the indigenous Kari'ña in Venezuela. They live in the Sierra Imataca forest reserve in the Southeast of Venezuela, a tropical forest area which international environmental organizations consider a major hotspot of biodiversity in Latin America. At the same time the area lies at the heart of recent conflicts about deforestation and conservation of tropical forests in Venezuela. The actual dynamics of industrial logging and gold mining in the region thus illustrates a familiar situation of indigenous tropical forest people as many indigenous territories worldwide are or have been affected by natural resource exploitation. The dissertation analyses the processes and dynamics between external resource use and local social change. Starting from a critique of popular images of indigenous forest peoples and underlying assumptions on the relationship between resource use, cultural change and deforestation, the study calls for a comprehensive historical approach and a thorough grounding of the actual dynamics. The analysis focuses thereby on the most important natural resources which until today have highly determined and structured the encounter between indigenous and non-indigenous actors in the region. Roughly ordered according to their historical appearance in the region the considered resources are gold, rubber, oil, timber and biodiversity. Each of them is dedicated a chapter in the book. The work shows that in the process of natural resource exploitation both the natural landscape and social conditions of the Kari'ña have thoroughly been transformed, each time in a new and specific way.Theoretically, the relationship between natural resource use and indigenous culture change is conceptualized as a form of co-production in which the Kari'ña also play an active part. The specific local manifestation of this co-production in the territory of the Kari'ña is influenced by many factors, local and global in reach, including also the specific materiality and qualities of the resource itself. The study analyses and describes the most important social and material changes affected by industrial exploitation of these natural resources in the territory of the Kari'ña. It thus becomes clear that this transformation process does not present a straightforward story of disempowerment and cultural disintegration and loss, as it is suggested by many popular assumptions on cultural change in this context. Rather, as it is shown, each resource considered not only has produced its very specific material and social effects, but often also has enfolded a complex and ambivalent dynamic of both empowering and marginalizing effects, which defies a simplistic reading of threatened indigenous cultures. At the background of this historical analysis, the actual marginality of the Kari'ña facing industrial logging and mining can not be adequately unterstood as a clash of tradition and modernity or as an recently enforced local/global encounter. Rather it is argued that their specific situation and cultural difference today has been multiply produced and shaped by a long history of exchange and interaction with powerful external interests on natural resources.
