Рассматривается система навигации пешехода, состоящая из двух бесплатформенных инерциальных навигационных систем, установленных на стопах. Для коррекции указанных систем используются условия нулевой скорости стопы в фазе опоры и ограниченности расстояния между стопами. В работе выясняются некоторые свойства расширенного фильтра Калмана, связанные с его состоятельностью. Показано, что состоятельность зависит от формы, в которой записываются уравнения в отклонениях.
The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers' escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers' construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.
When studying channel morphodynamics, the processes and forms of meandering and branching are considered independently. However, the development of meanders on large rivers is complicated by the formation of islands on their limbs and in the neartop parts. The most striking manifestation of the process is the branched-winding channels, which develop as a result of the successive formation of islands, creating spurs of meanders if attached to the coastal floodplain. The relief of the floodplains of such rivers is hollow-island in contrast to the ridged relief of typical meandering rivers. Another form of such channels of large rivers is alternating unilateral ramifications, in which the meanders of the main (highwater) branch go around the groups of islands located in a checkerboard pattern, and the channel itself in the floodplain banks remains quasirectilinear while in a branched-winding channel it forms segmental meanders. The presence of branches at a meander of the channel disperses the runoff, and decreases the amount of water in the main branch, thus affecting the parameters of the meanders.Islands are also formed in the neartop parts of meanders, where its dynamic axis shifts towards the convex coast due to the violation of continuous flow around the banks, and erodes it. In the resulting local widening of the channel, a middle center appears and, when it is overgrown, an island is formed. A local widening of the channel is formed on rectilinear «inserts» between adjacent large meanders when the floodplain and channel flows intersect during the flood, and a middle or island is also formed in it. On the upper wings of steep bends, especially forced meanders, the formation of branches is associated with the flow backwater that occurs when it approaches the bedrock bank at the top of the meander at a high angle.The formation of branchings at the meanders of a channel should be taken into account during river development as a factor that can influence the conditions of navigation and influence the channel reshaping, which is particularly important at the places where linear structures, such as bridges and pipelines, cross the rivers.
Die Entwicklung der Informationstechnologie führt zu weitreichenden Änderungen auch im Bereich der Streitkräfte und der Kriegsführung. Der Autor zeichnet die Herausbildung des Terminus "Informationskrieg" nach und analysiert die Bedeutung dieses Konzepts für die politische und militärische Strategie Chinas und der USA. Abschließend erörtert er die Bedeutung der von Präsident Putin skizzierten Wesensmerkmale der neuen russischen Idee im Hinblick auf ihre Rolle im internationalen "Informationskrieg". (BIOst-Mrk)
Приоритетным направлением развития образования является обновление его содержания и методов обучения с целью достижения новых высоких результатов [1]. В статье освещена актуальная на сегодняшний день и имеющая неоднозначное мнение среди психологов, педагогов и родителей проблема цифровизации дошкольного образования, представлен анализ возникающих проблем, с которыми сталкиваются дошкольные образовательные учреждения в связи с организацией цифровой доступности. Цифровизация учебно-воспитательного процесса в дошкольном учреждении рассматривается с точки зрения ее доступности и адаптируемости с учетоминклюзивности образовательной среды. Цифровая доступность предполагает тесную связь многих ее составляющих компонентов (цифровая социализация лиц с ОВЗ, цифровая инфраструктура образования, цифровая организация учебной работы, цифровая доступность инклюзивного образования, цифровые инструменты, сервисы, учебно-методические материалы для детей с ОВЗ), где доступность и адаптируемость играют важную роль в условиях детского сада, создающего особую инклюзивную образовательную среду. В статье раскрыта сущность понятий «доступность цифрового ресурса» и «адаптируемость цифрового ресурса». Анализ отечественных и зарубежных исследований позволил сформулировать определения данных понятий. На основе результатов теоретического анализа и практического мониторинга формулируются рекомендации по обеспечению доступности цифрового материала для разных групп пользователей: для детей, развивающихся в норме, и для детей с особыми образовательными потребностями. Цифровые платформы и ресурсы должны соответствовать основным принципам: воспринимаемости, удобства, понятности и надежности. В статье рекомендации по обеспечению доступности сгруппированы по четырем разделам: текстовому контенту; изображениям, видео и другим мультимедийным ресурсам; навигации; таблицам и формам. Результаты теоретического исследования и наблюдения на практике за учебно-воспитательным процессом с применением цифровых ресурсов позволяют прийти к выводу о том, что цифровая доступность включает в себя множество возможностей для обучения и воспитания детей с особыми образовательными потребностями. The priority direction of the development of education is to update its content and teaching methods in order to achieve new high results [1]. The article highlights the problem of digitalization of preschool education, which is relevant today and about which psychologists, teachers and parents have rather a controversial opinion. The paper presents an analysis of the emerging problems which preschool educational institutions face in connection with the organization of digital accessibility. Digitalization of the educational process in a preschool institution is considered from the point of view of its accessibility and adaptability, taking into account the inclusiveness of the educational environment. Digital accessibility implies a close connection of many of its components (digital socialization of persons with disabilities, digital education infrastructure, digital organization of educational work, digital accessibility of inclusive education, digital tools, services, teaching materials for children with disabilities), where accessibility and adaptability play an important role in a kindergarten that creates a special inclusive educational environment. The main purpose of this article is to reveal the essence of the concepts of accessibility of a digital resource and adaptability of a digital resource. The analysis of Russian and foreign studies allowed us to formulate definitions of these concepts. Based on the results of theoretical analysis and practical monitoring, recommendations are formulated to ensure the availability of digital material for different groups of users: for children developing normally and for children with special educational needs. Digital platforms and resources must comply with the basic principles: perceptibility, convenience, comprehensibility, and reliability. In the article, accessibility recommendations are grouped into four sections: textual content; images, videos, and other multimedia resources; navigation; tables and forms. The results of theoretical study and practical observation of the educational process with the use of digital resources allow us to conclude that digital accessibility includes many opportunities for teaching and educating children with special educational needs.
