The author looks into the concept of the "smal1 nation" and whether it is high time for its scientific or linguistic revision. If "small nations" are a qualitative category, why define them quantitatively as "small"? Small nations gained independence in two waves: between the German-French war (1870-1871) and the end of World War One, and after the close of the "cold war" in 1990. However, not all small nations gained independence (e.g. Basques, Catalonians, Bretons, etc.). They pose a major challenge for Western Europe. The example of Croatia and its relationship with Serbs serves to illustrate the vacillations in the European ideology and attitudes towards small nations. The pressures exerted on the Croatian state regarding the political attitude of the Croatian people towards small nations did not stem from the logic of globalist economism or neoliberal political doctrine but were the.consequence of the war which the mother country Serbia of the Serbs in Croatia waged with the aim of annexing the territories on which they were a majority population. The authors of this paper offer an overview and analysis of the rise and fall of the liberal international order that emerged after the end of the Cold War and along with the rising power of the United States. The foreign policy agenda of the post-Cold War sole superpower was guided by the idea of creating a global order based on the ideology of liberalism, which incorporates theories of liberal peace, democratic peace and neoliberal institutionalism. The establishment of a liberal order has been accompanied by numerous political, social, economic and security crises. The current era is characterized by the rise of the relative power of global actors, primarily China and Russia, as the main challengers to the world domination of the United States, geopolitical revisionism and ideological struggle around the world. The authors of this paper use the dialectic of political mechanics as a method that relies on the teachings of Friedrich Hegel on the dialectic of history and Carl Schmitt on the phenomenon of the political. The authors advocate the view that the political field "permanently pulsates", which, in everything that is social and political, necessarily creates action and reaction.
У овом раду дискутује се o позиционирању кључних друштвено-политичких актера у савременој Србији у контексту прихватања скупа симбола јавног наратива дефинисаног као "европске вредности". На примеру одржавања тзв. "Параде поноса", разматра се однос медија и елита према једном догађају који се перципира као суштински услов за "европске интеграције", али према коме истовремено постоји амбивалентан однос, проистекао из етаблираног традиционалистичког политичког дискурса, који подразумева отпор према прихватању сексуалних различитости. Циљ овог рада је да укаже на комплексну природу идентификовања основних симболичких вредности друштва у савременој Србији, која се испољава, пре свега, у виду хегемонијских борби које се воде на линији промоције конзервативних вредности, насупрот ономе што се доживљава као "опасни" уплив либералних "европских" идеја, попут промоције права сексуалних мањина. У раду се анализирају медијски наративи везани за одржавање "Параде поноса" 2010. и 2014. године, са циљем утврђивања промене наратива у склопу декларисаног "европског пута" Србије, и то, пре свега, кроз деловање и позиционирање кључних актера, од политичких елита до припадника екстремно десних организација и навијачких група. ; This paper discusses the position of the key social and political actors in contemporary Serbia, referring to the broadly accepted concept defined as "European values". The article focuses on the so-called "Belgrade Pride Parade", a highly contested event in the Serbian public, which is at the same time considered as the essential part of the EU accession process. Through the analysis of the media discourses related to the "Pride" events in 2010 and 2014, the paper shows the complex relation between the officially proclaimed politics of "European integration" and still very strong nationalist discourses, inherited from the 1990s. The aim of the article is to analyse the present hegemonic struggles between the political forces defending "traditional", conservative values and the political agents that promote "dangerous", liberal "European" ideas, such as protecting the rights of sexual minorities. The comparative analysis of the media representation of two events in 2010 and 2014 shows the changes in the public narrative. I argue that the violent clashes that occurred in 2010 Belgrade Pride Parade between the police and the members of right wing organisations were mostly the result of the lack of the political will among the Serbian elites, followed by ambivalent media representations, promoting at the same time the necessity of accepting "European values" and justification of violence. On the other hand, the absence of violent events in 2014 shows the will of the state apparatus to secure the "Pride". However, the media reports on the event, as well as the public statements made by Serbian officials, still remain ambivalent towards the very nature of the "Pride", justifying it only by the pressure made by the EU and the protection of constitutional rights. Moreover, the presence of new narratives in the media, discussing the high price of organizing such event, shows the shift in the public discourse from common nationalist arguments to the new, neoliberal rhetoric. This change doesn't indicate the radical shift of the social climate in Serbia from conservative to liberal, but, more likely, establishes Serbia as just one of the many states on the European periphery, operating within wider framework of neoliberal agendas. ; Тема броја – Конфликт и помирење на Балкану (ур. Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia. ; Опадање градова (енг. urban shrinkage) је процес са којим се последњих деценија суочавају многе земље у Европи и свету. Kako osmisliti i operativno organizovati sećanja levice u delatnom, a ne u muzejskom pravcu? Šta znači otvoreno se suočiti sa kulturom poraza levice? Razmotrene su dimenzije poraza levice, priroda linearnog i kontingentnog vremena, različita proživljavanja poraza kod fašizma i liberalizma i dijalektika nade i razočarenja. Ukazano je da treba odbaciti jezik psihoanalize (čežnja, nostalgija, žalost, melanholija) i teleološku viziju neoliberalnog pobednika, pa levicu i desnicu shvatiti u novim dimenzijama vremena, unutar novog odnosa Kairosa i Hronosa u digitalnom dobu. Treba se samorefleksivno osvrnuti na greške levice, a naročito na greške iz kojih se može učiti. Treba teorijski probuditi ambiciju. Višeslojnom sećanju levice škodi dominacija jedne vrste sećanja, potrebna je samokontrola i ravnoteža pamćenja nestale socijalne države i vlastitog nasilja. ; How could we rethink and organize memories of the Left in an operational and active way? How could one openly confront the Left-Wing culture of defeat? The paper considers some dimensions of the Left-Wing defeat after 1989, the nature of the linear and the contingent time, various defeat experiences of fascism and liberalism and the dialectic of hope and disappointment. One should reject the language of psychoanalysis (longing, nostalgia, sorrow, melancholy) and the teleological vision of the neoliberal winner. The Left Wing and Right Wing should be understood in new dimensions of time within a new relationship between Cairos and Chronos in the digital age. The Left needs self-reflective review of its own mistakes, if it wants to learn lessons for the future. Theory can awake practical ambition. A desirable multilayered Left-Wing memory has been damaged by dominance of one type of memory. The Left needs self-control and a balanced memory of both badly missing socialist welfare state and its own violence.
Autori ovog rada nude pregled i analizu uspona i pada međunarodnog liberalnog poretka koji je nastao nakon okončanja Hladnog rata i uspona moći Sjedinjenih Američkih Država. Spoljnopolitička agenda jedine posthladnoratovske supersile vođena je idejom stvaranja globalnog poretka utemeljenog na ideologiji (globalnog) liberalizma koja u sebi inkorporira teorije liberalnog mira, demokratskog mira i neoliberalnog institucionalizma. Uspostavljanje tzv. globalnog liberalnog poretka dosada je bilo praćeno brojnim političkim, socijalnim, ekonomskim i bezbednosnim krizama, a trenutnu eru međunarodnih odnosa odlikuju uspon relativne moći "neliberalnih" globalnih aktera, pre svega Kine i Rusije, kao glavnih izazivača svetske dominacije Sjedinjenih Američkih Država, te geopolitički revizionizam i ideološka konfrontacija liberalnih i antiliberalnih snaga širom sveta. The process of globalization is a logical process of internationalization, caused by deregulation and liberalization, as well as the development of information and communication technologies. To perform an isolationist policy today is completely absurd. Therefore, the main goal of each national economy is to be engaged in international trade while retaining sovereignty and achieving sustainable development, and this is only possible if we realize that not all economic activities are qualitatively the same as the drivers of economic development, and that globalization and free trade can create an automatic economic harmony. Countries that specialize in the export of raw materials will sooner or later experience the opposite effect from economies of scale, namely declining yields. Sustainable development today is a kind of monopoly on the production of advanced goods and services, in which rich countries experience one explosion of productivity for another. In the first part of the paper, we analyze the effects that abstract theories of classical liberal economies have on the poor countries, as well as the neoliberal policies that the World Bank, the International Monetary Fund and the World Trade Organization today apply to developing countries. In the second part of the paper, we analyze examples of countries whose economic prosperity is the result of a smart and pragmatic mix of market incentives and governance. In the third part of the paper we give recommendations for the new development and trade policy of Serbia. In the last part of the paper, we point to the importance of branding as a factor in the export competitiveness of the company. ; Proces globalizacije je logičan sled internacionalizacije, uzrokovane deregulacijom i liberalizacijom, kao i razvojem informacionih i komunikacionih tehnologija. Voditi izolacionističku politiku danas je potpuno besmisleno. Zato je osnovni cilј svake zemlјe – uklјučiti se u međunarodne trgovinske tokove i pri tome zadržati suverenitet i ostvariti održivi razvoj, a to je jedino moguće ako shvatimo da nisu sve privredne delatnosti kvalitativno iste kao nosioci privrednog razvoja i da globalizacija i slobodna trgovina mogu stvoriti automatsku ekonomsku harmoniju. Zemlјe koje se specijalizuju za izvoz sirovina doći će pre ili kasnije do suprotnog efekta od ekonomije obima, naime do opadajućih prinosa. Održivi razvoj danas predstavlјa neku vrstu monopola na proizvodnju naprednih dobara i usluga, u kome bogate države doživlјavaju jednu eksploziju produktivnosti za drugom. U prvom delu rada analiziramo efekte koje su apstraktne teorije klasične liberalne ekonomije imale na siromašne zemlјe, kao i neoliberalnu politiku koju danas Svetska banka, Međunarodni monetarni fond i Svetska trgovinska organizacija primenjuju u zemlјama u razvoju. U drugom delu rada analiziramo primere zemalјa čiji je ekonomski prosperitet rezultat pametne i pragmatične mešavine tržišnog podstreka i državnog upravlјanja. For an artist at the earliest stages of his career, accumulating a stock of knowledge and skills can become the most important basis from which he or she might expect a higher income or ranking on the art market in the future. These investments can be seen as the direct costs of higher education in art, which together with other costs make a significant corpus of investment for the artist, from which some future return may be expected. According to the renowned theoretician of economy Ruth Towse, such investment can also be considered as a "percentage of personal income," which can be understood as compensation for any interest that the artist would have realized in case he had effectively converted such investment into savings or invested in something else. Thus, the indirect costs of investing in art education are all those that we can consider as earnings that were missed during the training period, or period of knowledge accumulation. In this case, theorists will agree that such investment may be considered as an opportunity cost, which would have been compensated had that time been used for work, that is, invested in earning rather than learning. Therefore, in this paper, based on these dichotomy contributions, we will build on the general views of the contract theory as proposed by Richard E. Caves on the negotiating position of the artist, which in most cases constitutes an "incomplete contract" that cannot compensate for all the costs of art education and later the price and market value of his or her work. The need to pay special attention to this topic in the new conditions of political economy arises from a rather dominant and hypostatic form of cognitive capital on the one side, and the neoliberal model of cultural policy on the other. ; Stvaranje zaliha znanja i vještina za umjetnika u najranijim fazama njegovog razvoja može da predstavlja najznačajniju osnovu s koje u budućnosti može očekivati veći dohodak ili ranigiranje unutar nekog umjetničkog tržišta. Ta ulaganja moguće je sagledati kao neposredne troškove visokoškolskog umjetničkog obrazovanja koje povezano sa ostalim troškovima čine značajan korpus investicija umjetnika od kojih se, u perspektivi, može očekivati povraćaj uloženog. Po riječima ugledne teoretičarke ekonomike kulture, Rut Tausi [Ruth Towse], takvo se ulaganje može nazvati i "lična stopa prinosa" koja se može razumjeti kao nadoknada eventualne kamate koju bi umjetnik ostvario da je kojim slučajem takvu investiciju efektivno pretvorio u štednju ili investirao u nešto drugo. Na drugoj strani, posredni troškovi ulaganja u umjetničko obrazovanje su svi oni koje možemo smatrati propuštenom zaradom koja nastaje u toku perioda obuke umjetnika, odnosno perioda akumulacije njegovog znanja. U takvom slučaju teoretičari će se složiti da se takva investicija može smatrati oportunitetnim troškom koji bi mogao biti nadoknađen da je to vrijeme bilo iskorišteno za rad, odnosno za prihodovanje, a ne za obrazovanje. Stoga ćemo u ovom radu na osnovu ovih dihotomijskih priloga pokušati da nadogradimo opšta stanovišta teorije ugovora Ričarda E. Kejvsa [Richard E. Caves] o pregovaračkoj poziciji umjetnika koja u većini slučajeva predstavlja "nepotpun ugovor" kojim se ne mogu kompenzovati svi troškovi umjetničkog obrazovanja te kasnije cijene i tržišne vrijednosti njegovog rada. Potreba da se ovoj temi posveti posebna pažnja u novim uslovima političke ekonomije nastaje iz jedne prilično preovladajuće i hipostazirane forme kognitivnog kapitala na jednoj i neoliberalnog modela kulturne politike na drugoj strani.
Škole se širom sveta nalaze pred novim zahtevima, a jedan od njih, posebno izražen u neoliberalnoj eri i kulturi revizije, jeste standardizacija uspeha učenika preuzeta iz sveta ekonomije. Mišljenja o standardizaciji uspeha učenika ili škola su podeljena. Sistematski smo analizirali relevantnu literaturu kako bismo istražili različita viđenja standarda. Standardi se smatraju dobrim pokazateljima koji omogućavaju poređnje među državama i pružaju smernice za inovacije i/ili reforme, pošto su obrazovni sistemi tradicionalno zasnovani na implicitnim standardima. Postavljanje eksplicitnih standarda olakšava posao nastavnicima i učenicima jer znaju šta se od njih očekuje. Osnovu ovakvog pristupa čini verovanje političara da mogu jasno prepoznati šta bi studenti trebalo da znaju i za šta bi trebalo da budu osposobljeni. Protivnici ovakvom mišljenju smatraju da je postavljanje eksplicitnih standarda inherentno štetno jer može umanjiti kvalitet onoga što se meri. Standardi se ne odnose na potpunu valorizaciju studenata, niti na kompetencije važne za uključivanje u svet rada. Uspeh učenika ima višestruke ciljeve koji se ne odražavaju u standardizovanim testovima, a moguće je i preusmeravanje resursa s jedne grupe učenika na druge, što često nije opravdano ili transparentno. Standardizacija uspeha učenika stvorena je analogijom sa privredom po kojoj studenti postaju ,,proizvodi", a njihovo ponašanje se definiše kao ,,izlazne veštine", ,,kompetencije" i ,,ishodi". Postavljanje standarda počiva na implicitnoj pretpostavci da je obrazovni proces kulturološki neutralan i da ne uzima u obzir etničku pripadnost i društvenu klasu, ali pokušava da homogenizuje učenike stavljajući ih u kvantifikovane kategorije. Sam koncept standarda je nejasan. Stoga, standardizacija baca senku na romantičnu predstavu o poslovnom sektoru kao primeru dobre prakse i iziskuje redefinisanje cilja i svrhe obrazovanja. ; There are new demands for schools around the world, and one of them, particularly expressed in the neoliberal era and audit culture, is standardization of student achievements that has been transferred from the world of economics. The opinions about standardization of student or academic achievements are not united. We used systematic analysis of relevant literature to explore different perspectives on standards. Standards are considered to be a good indicator that allows cross-national comparisons and provides guidance for innovation and/or reform, since education systems are traditionally based on implicit standards. Setting explicit standards makes work easier for teachers and students because they know what is expected from them. The basic foundation of this approach is the politicians' conviction that they can clearly identify what students need to know and what they need to be capable of. The opponents believe that setting explicit standards is inherently damaging because it can reduce the quality of what is measured. Standards do not allow for full valorisation of students or competences that are important for inclusion in the world of work. Student achievement has multiple goals that are not reflected in standardized tests, and it is also possible to redirect resources from one group of students to others, which is often not justified or transparent. Standardization of student achievement was created by analogy to industry, whereby students become "products", and their behaviour is defined as "exit skills", "competences" and "outcomes". Setting standards rests on the implicit assumption that educational process is culturally neutral and does not take into account ethnicity and social class, but tries to homogenize students by placing them in quantified categories. The mere construct standard, is not clear. For this reason, standardization casts a shadow on romantic presentation of the business sector as the example of good practice, and requires redefining the goal and purpose of education. ; Zbornik rezimea / 24.
