Today's discussions on education policy mostly consist of uncritical shuffling of allegedly neutral and merely technical or practical notions such as life-long learning, learning to learn or problem-solving and are based on similarly uncritical acceptance of socio-economic theories of the knowledge society, which is supposed to present an objective framework of education reforms. The aim of this article is to sketch the history of mentioned notions and to present a critique of theories of the knowledge society through an analysis of its tacit political content. To this aim, we took upon early neoliberal epistemology (Hayek and Polanyi) as well as its transition towards theories of human capital (Drucker and Machlup).

"Der vorliegende Beitrag versucht die Entfremdungskritik im Anschluss an Marx unter den postindustriellen Bedingungen des Neokapitalismus zu reformulieren. Dabei zeigt er auf, wie unter den Bedingungen einer zunehmenden Ökonomisierung und Flexibilisierung der Arbeitsorganisation der prominente und für die Marxsche Entfremdungsdiagnose ursächliche Widerspruch zwischen Kapital und Arbeit ins unternehmerische Subjekt verlagert wird, welches sich unter den neoliberalen Selbstverwirklichungsimperativen potentiell von sich selbst entfremdet. Entfremdung, so die These, wird unter den Bedingungen subjektivierter Arbeit paradoxerweise mittels ihres eigenes Gegenteils, folglich mittels Selbstverwirklichung, Authentizität und Autonomie, erfahren. Somit stehen das Subjekt und sein paradoxes Spannungsverhältnis zwischen seinen normativen Absichten nach Selbstverwirklichung und den kapitalistischen Verwertungsinteressen im Fokus der an der jüngeren Kritischen Theorie angelehnten Analyse. Schließlich wird der Versuch unternommen, die Entfremdungskritik von ihren theoretischen Mängeln zu befreien und diese in ihrem immanenten Doppelcharakter, als Einwand gegen die herrschenden Verhältnisse und zugleich als Legitimationsnarrativ des Bestehenden, zu reflektieren." In this article, we explore the relationship between public recreation policy and planning and the transformation of urban governance in the context of the Police Athletic League centers in Baltimore, Maryland. In light of contemporary discussions of the role of youth programs for sport and physical activity within post-industrial cities, the origination, development, and eventual demise of Baltimore's network of Police Activity League centers is an instructive, if disheartening, saga. It illustrates the social and political rationales mobilized in justifying recreation policy and programming, the framing of sport and physical activity as preventative measures towards crime and juvenile delinquency, and the precarity of such initiatives given the efficiency-driven orthodoxies of neoliberal urban entrepreneurialism (Harvey, 1989). This analysis emphasizes how the PAL centers were designed to "fill the void" left by a declining system of public recreation, thereby providing an example of a recreation program as part of the "social problems industry" (Pitter & Andrews 1997).
