Das ethnische Paradox und die Integration von Immigranten: Zur Bedeutung von sozialem und symbolischem Kapital in vergleichender Perspektive

The process of immigrant & minority group integration into modern Western societies has been characterized by a paradoxical development: immigrants have tended to establish their own organizations & networks outside majority culture, but these parallel bodies do not seem to inhibit integration. Based on a schematic model of immigrant minorities & national majorities, the thesis is formulated that immigrants networks that confirm the collective minority identity are a necessary condition for further integration; ie, integration & segregation are interactive forces. Moderated by factors regarding the function of the immigrant group, the importance of social & symbolic capital, & the institutional framework of the country, the thesis is tested in a comparative study of resources available to immigrant groups in the US & Federal Republic of Germany. It is found that strong social & symbolic ties are a necessary condition for integration; where these are absent, ghettos can result (eg, black underclasses in the US). It is further found that networks based not on cultural, but on religious, ties may inhibit integration (eg, Islamic groups in Germany). 1 Figure, 51 References. Adapted from the source document.
Migrantinnen in Europa -- Aspekte der Mehrfachdiskriminierung

Discusses the multifaceted discrimination that marginalizes female immigrants to Europe. Migration push & pull factors include: Third World urbanization, demographic development in North Africa, ethnic conflict, improvement of education without corresponding increases in job opportunities, expansion of cultural contact through globalized communication, & expansion of social networks through pioneer migration. Most women migrants face multiple forms of political-institutional discrimination based on race &/or gender. Discrimination is legitimated through the ideological construction of "exotic femininity" & other sexist & racist stereotypes. Such images are also used to confine migrant women to low-wage, invisible jobs. These women are often characterized as passive victims, while in reality they are the primary agents of social change within ethnic communities & commonly organize against sexism by both European & migrant men. 20 References. Zuwanderer und Zuwanderinnen aus Polen in Berlin in den 90er Jahren: Thesen über Auswirkungen der Migrationspolitiken auf ihre Arbeitsmarktsituation und Netzwerke
Im vorliegenden Papier werden die seit 1989 gegenüber Polen neu ausgestalteten bundesdeutschen Migrationspolitiken systematisiert. Folgende potentiellen Migrationswege im Spektrum zwischen Niederlassung, neuer 'Gastarbeit' und Prekarisierung werden aufgeschlüsselt: Zu- oder Pendelwanderung von (Spät)aussiedlerInnen und deutschen Staatsangehörigen polnischer Herkunft, Familiennachziehenden und HeiratsmigrantInnen, UnternehmensgründerInnen, Gast-, Werkvertrags-, SaisonarbeitnehmerInnen und GrenzgängerInnen sowie von (erwerbstätigen) TouristInnen bzw. prekarisierten MigrantInnen. Die verschiedenen Formen der Pendelmigration und der prekarisierten Migration sowie die besonders für Frauen typische Heiratsmigration werden als Resultate der restriktiven Zuwanderungspolitiken interpretiert. Im Mittelpunkt steht die Frage danach, wie sich die Migrationspolitiken auf die Erfordernisse und Möglichkeiten der neuen MigrantInnen bei der Arbeitsmarktintegration in Berlin sowie auf die Strukturen und Funktionen ihrer Netzwerke auswirken. Thesenartig wird herausgearbeitet, daß die Politiken erstens spezifische Netzwerkstrukturen fördern können, die den rechtlich festgelegten Statusgruppen entsprechen. Zweitens können die institutionellen Regelungen bestehende soziale Beziehungsgeflechte beeinflussen, indem sie hier Hierarchien und Machtverhältnisse verfestigen. Abschließend wird zur Diskussion gestellt, welche Potentiale sozialen Kapitals aus diesen Netzwerken erwachsen können. ; This paper provides a systematic presentation of German immigration policies with regard to Poland since 1989. Existing on a spectrum ranging from permanent settlement, new guest worker status, to precariousness; the following potential migration paths can be distinguished: migration or commuting of (Spät)aussiedlerInnen and German citizens of Polish descent; family members joining an immigrant or migration through marriage; entrepreneurs; guest, contracted, seasonal workers and cross-border commuter (Gast-, Werkvertrags-, SaisonarbeitnehmerInnen and GrenzgängerInnen); and (working) tourists or precarious migrants. The various forms of commuter migration and precarious migration, as well as the - especially for women - typical form of marriage migration, are viewed as the result of restrictive immigration policies. The central question is what effect immigration policies have on the demands and opportunities of the new immigrants in terms of labour market integration in Berlin, as well as on the structures and functions of their networks. Firstly it is demonstrated that policies can promote specific network structures corresponding to the legally established status groups. Secondly it is shown that the institutional provisions can influence social relationship networks, as they tend to solidify hierarchies and power structures. Finally it is discussed what potential social capital can grow out of these networks.

Reorganisation der Arbeitsmarktpolitik: Märkte, Politische Steuerung und Netzwerke der Weiterbildung für Arbeitslose in der Europäischen Union
In den vergangenen Jahren . wurde die Arbeitsmarktpolitik in einigen Mitgliedsländern der Europäischen Union (EU) grundlegend reformiert, in anderen EU-Ländern sind solche Reformen im Gange oder stehen zur Debatte. Kennzeichnend für diese Entwicklung ist weder die Einführung neuer Maßnahmen noch die zum Teil beachtliche Veränderung des Umfangs bestehender Programme. Das Gemeinsame und Besondere dieser Reformen ist die Reorganisation der Arbeitsmarktpolitik, wobei vor allem mehr Wettbewerb und die Verlagerung der Zuständigkeiten nach unten die Anreize zu effektiverem Handeln vor Ort stärken sollen. Privatisierung, Regionalisierung, Dezentralisierung und Vernetzung sind deshalb die zentralen Stichworte der Örganisationsreform. Wie steht es mit den Erfolgsaussichten dieser Reformen und was können wir daraus lernen? Diese Studie will sich der Beantwortung dieser Fragen in drei Schritten annähern: Erstens durch die Entwicklung eines analytischen Bezugsrahmens zur Evaluierung solcher Organisationsreformen (Kapitel 1), zweitens durch die Anwendung dieses Bezugsrahmens auf die Reorganisation der Arbeitsmarktpolitik in vier ausgewählten Ländern - Dänemark, Deutschland, Großbritannien, Niederlande - mit Schwerpunkt auf der Weiterbildung für Arbeitslose (Kapitel 2); und drittens in einem theoretischen Diskurs zu den organisatorischen Bedingungen einer erfolgreichen Weiterbildung für Arbeitslose (Kapitel 3). Der analytische Bezugsrahmen zielt auf eine sozio-ökonomische Synthese von Handlungs-, System- und Institutionentheorie. Er unterscheidet vier Filter, die bei einer vollständigen Evaluierung von Organisationsreformen zu berücksichtigen sind: Politikregimes, die Art und Inhalt von Programmen determinieren; Implementationsregimes, die die Effektivität der Umsetzung von Programmen beeinflussen; Anreizregimes, die letztlich die Akzeptanz der Programme bei den Politikadressaten bestimmen; und schließlich die Arbeitsmarktstruktur, die letztlich über den arbeitsmarktpolitischen Erfolg entscheidet. Dabei ist bei der Messung des Regimeerfolgs sowohl zwischen individuellen und gesellschaftlichen (Mikro-Makro) als auch zwischen ökonomischen und sozialen (Effizienz und Gerechtigkeit) Leistungskriterien zu unterscheiden. Die ersten drei Filter werden jeweils noch einmal in vier analytische Dimensionen untergliedert: in die Werte- und Motivationsstruktur, Kooperations- und Konfliktstruktur, Marktstruktur und Rechtsstruktur. Für alle vier Filter werden Erfolgsindikatoren diskutiert und soweit wie möglich operationalisiert. Organisation und Reorganisation der Arbeitsmarktpolitik in den vier ausgewählten Ländern werden dann diesem Raster entsprechend beschrieben und analysiert; synoptische Übersichten und Tabellen fassen die empirischen Ergebnisse zusammen. Die Studie kommt zum Schluß, daß die Hoffnungen, das Heil allein in Privatisierung und Dezentralisierung zu suchen, trügerisch sind. Vieles spricht dafür, daß die Organisation der Arbeitsmarktpolitik sich eines Mix von Koordinationsinstrumenten bedienen muß, in dem die Stärkung von Wettbewerb oder die Verlagerung der Verantwortung nach unten wesentliche, aber nicht die ausschließlichen Elemente sein können. Dieser Mix ist nicht beliebig, sondern vom Kontext und vom Steuerungsziel abhängig. In Zukunft wird es kein dominantes gesellschaftliches Steuerungsparadigma mehr geben. Weder Märkte noch zentrale politische Steuerung (Hierarchie) und schon gar nicht die vielbeschworenen Netzwerke können leitende Richtschnur für die Reorganisation zukunftsgerechter Arbeitsmarktpolitik sein. Zweifellos muß Arbeitsmarktpolitik die kooperativen Beziehungen verstärken; zweifellos müssen Vielfalt und Wettbewerb zwischen Anbietern von Weiterbildung gestärkt werden; zweifellos ist die effektive Kontrolle der Arbeitsverwaltung durch Dezentralisierung und erfolgsorientierte Budgetzuweisung zu verbessern; zweifellos sind aber auch eine aktivere zentrale Steuerung von Qualitätsstandards und ein entsprechendes Monitoring notwendig; und zweifellos ist die Revitalisierung einer gemeinschaftlichen Weiterbildungsethik, die das Recht auf Weiterbildung - wenn nicht de jure, so doch de facto - institutionalisiert, eine weitere notwendige Ergänzung zu den erwähnten Organisationsreformen. Kurz: Die paradoxe oder gar widersprüchlich erscheinende Vielfalt von Anforderungen an eine erfolgreiche Organisationsreform setzt das Prinzip der flexiblen Koordination voraus, dessen grundlegende Elemente am Schluß der Arbeit resümiert werden. ; In recent years labour market policy has been fundamentally reformed in some of the member states of the European Union (EU); in other EU states such reforms are under way or under discussion. What these reforms have in common and what is novel about them is the re-organisation of the implementation of labour market policy in order to improve the incentives for efficient actions especially by increased competition and by delegating responsibilities to the local level. Privatisation, regionalisation, decentralisation and networking, therefore, are the keywords for this organisational reform. What are the perspectives for success and what can we learn from these reforms? This study tries to answer these questions in three Steps: First by developing an analytical framework for the evaluation of organisational reforms (chapter 1); second by the application of this framework to the reorganisation of labour market policy - especially connected to the further training of the unemployed - in four selected countries of the EU, i.e. Denmark, Germany, Great Britain and the Netherlands (chapter 2); and third by a theoretical discourse about the organisational conditions of successfui further training of the unemployed (chapter 3). The analytical framework aims at a socio-economic integration of action theory, Systems theory and institutional theory. It distinguishes four filters that are necessary to be regarded in a complete evaluation study: Policy regimes which influence type and content of policy programmes; implementation regimes which determine whether the programmes put into action are effective; incentive regimes which decide upon the take-up of the programmes; and, finally, the labour market structure which filters or causes the overall effectiveness and efficiency. Careful distinction, thereby, has to be made between individual and social Performance measures (i.e., between micro and macro Performance), and between economic and social Performance criteria (i.e., between efficiency and equity). The first three filters are further differentiated by four analytical dimensions respectively: the value and motivational structure, the cooperation and conflict structure, the market structure and the legal structure. Performance indicators for all of the four filters are discussed and Operationalised as far as possible. Organisation and reorganisation of labour market policy in the four selected countries are then described and analysed by the screens of the framework; synoptic figures and tables summahze the empirical results. The study comes to the conclusion that the great hopes set in privatisation and decentralisation are delusive. The evidence suggests a mix of coordination mechanisms in which the endorsement of competition and the delegation of responsibilities to the local level are important but not exclusive elements. This mix is not arbitrary but depending on context and goals of the policy programmes. There will be no longer a dominant paradigm of societal coordination. Neither markets, nor hierarchies, nor the much applauded networks can serve as the central guidelines for re-organising labour market policy for the future. Certainly, labour market policy has to strengthen cooperative relationships; certainly, variety and competition between suppliers of further training has to be increased; certainly, effective control of the public labour administration can be improved by decentralisation and Performance oriented budget allocation; but there are also no doubts about the necessity of more central guidance and control through quality Standards and corresponding monitoring; and there are no doubts about the necessity of revitalising a communitarian culture of further training which institutionalises the right to further training de jure or at least de facto. In Short: The paradoxical or seemingly contradictory variety of criteria for a successfui organisational reform requires flexible coordination as a new principle, the elements of which are resumed in the concluding pari of this study.
