The article deals with formation and development of regional subsystem of internationalrelations in North America in the nineteenth century. In the nineteenthcentury North American subsystem of international relations passed through threestages, those of formation (1800—1823), consolidation (1823—1867), and stabledevelopment (1867—1904). The critical periods in the evolution of internationalrelations in North America were the years between 1815 and 1823 when a newindependent actor appeared and system interaction between the powers presentin the region came to life, and the years between 1845 and 1867 when regionalhierarchy was finalized with the United States as a leading regional power ; Рассматривается становление и развитие региональной подсистемы международных отношений в Северной Америке в XIX в. В изучаемое столетие североамериканская подсистема международных отношений прошла три периода, которые отражают ее формирование (1800—1823), консолидацию (1823—1867) и стабильное развитие (1867—1904). Особую значимость в развитии международных отношений в Северной Америке сыграли два хронологических отрезка: 1815—1823 — время появления нового независи-мого актора и выстраивания системного взаимодействия между игроками врегионе; 1845—1867 — завершение формирования региональной междуна-родной иерархии, на вершине которой оказались США.
Introduction. In 2016-2018, the approaches to the development and use of clinical guidelines in the Russian Federation underwent substantial changes. As part of this work, legal aspects of clinical guidelines were modified. The present review, conducted on behalf of the Ministry of Health, is aimed to analyze the international experience regarding the clinical guidelines standards and identify possible obstacles and risks for their implementation.Materials and methods. We reviewed documents and publications related to the development and implementation of clinical guidelines in 2016-2017 in 12 countries from Europe, Asia and North America known for their well established health care systems. The search for publications has been conducted with the help of the PubMed bibliographic database and the Google search engine, using the following requests: «clinical practice guidelines legal status», «clinical practice guidelines + name of the country». The results were updated to 2019.Results. In most of the 12 countries, the clinical guideline development process is coordinated at the national level. However, the implementation of these guidelines by medical professionals is not mandatory, although it is often supported by the regulations of the national health system.Conclusion. The development and implementation of clinical guidelines in the Russian Federation is consistent with the international experience: the development of clinical guidelines is coordinated at the federal level in agreement with the principles of evidence-based medicine; the implementation of guidelines are not mandatory, however, medical organizations and health professionals are expected to provide the medical care by considering the clinical guidelines, approved by the Scientific and Practical Council of the Ministry of Health. ; Введение. В период с 2016 по 2018 г. в Российской Федерации проводились мероприятия по реформированию подходов к разработке и применению КР. В рамках данной работы Минздравом России были предложены изменения законодательства в части КР, которые 25 декабря 2018 г. был утверждены Федеральным законом №489-ФЗ «О внесении изменений в статью 40 федерального закона «Об обязательном медицинском страховании в Российской Федерации» и Федеральный закон «Об основах охраны здоровья граждан в Российской Федерации» по вопросам клинических рекомендаций». В целях формирования подходов к разработке и применению КР в РФ, выявления возможных препятствий и рисков на пути внедрения КР представляется оправданным оценить зарубежный опыт разработки, применения и нормативно-правового статуса КР.Цель – анализ опыта разработки, применения и нормативно-правового статуса КР в странах Европы, Азии и Северной Америки по результатам обзора опубликованных данных.Материалы и методы. Проведен обзор в период с 2016 по 2017 г. международного опыта разработки и применения клинических рекомендаций (КР), обязательности их исполнения в зарубежных системах здравоохранения на примере отобранных 12 стран Европы, Азии и Северной Америки с крупной экономикой и/или известной развитой системой оценки технологий в здравоохранении. Поиск публикаций производился в библиографической базе данных PubMed по запросам «clinical practice guidlines legal status», «clinical practice guidlines + name of country», а также в поисковой системе Google по аналогичным запросам. Результаты исследования в 2019 г. были обновлены с учетом новых опубликованных данных.Результаты. Выявлено, что в большинстве стран разработка КР регулируется и координируется на государственном уровне, однако их соблюдение медицинскими работниками не является обязательным, хотя зачастую и поддерживается со стороны регуляторных органов национальной системы здравоохранения.Заключение. Опыт разработки и внедрения КР в России на настоящий момент является во многом схожим с международным опытом: в РФ существует координация разработки КР на государственном уровне, КР разрабатываются в соответствии с принципами доказательной медицины, их соблюдение не является обязательным, однако медицинские организации и медицинские работники должны будут организовать и оказывать медицинскую помощь на основе КР, одобренных Научно-практическим советом Минздрава России.
Проведен анализ подходов к классификации типов леса в России, Европейском союзе и странах Северной Америки по следующим позициям: содержание понятия основных классификационных единиц лесных типологий: тип условий местопроизрастания и тип леса; особенности выделения их границ; признаки (характеристики), используемые для определения типа условий местопроизрастания; арактеристики фитоценозов, используемых для определения типа леса; возможности учета сукцессионной динамики лесных насаждений и влияния антропогенных факторов; уровень внедрения в производство и регионы, в которых они используются. В рамках российского подхода представление о типе леса трансформировалось от его понимания с точки зрения его однородности в пространстве (сходство участков по внешнему облику и набору характеристик) до однородности во времени (при классифицировании приоритет отдан генезису лесных насаждений и процессам развития). Приведены результаты анализа особенностей европейских классификаций местообитаний (EUNIS), растительности (EVS) и типов леса (EFT), а также краткая характеристика основных североамериканских лесных типологий: классификация типов местообитаний, биоклиматическая классификация экосистем, описание экологических участков. ; The analysis of approaches to the classifi cation of forest types in Russia, the European Union and the countries of North America is carried out according to the following positions: the content of the concept of the main classification units of forest typologies: the type of growing conditions and the type of forest; features of their boundaries revealing; characteristics used to determine the type of growing conditions; characteristics of phytocoenoses used to determine the type of forest; the possibility of taking into account the successional dynamics of forest stands and the influence of anthropogenic factors; the level of introduction into the industry and the regions in which they are used. Within the framework of the Russian approach, the idea of the type of forest was transformed from uniformity in space (similarity of forest sites, stands and understorey vegatation) to uniformity in time (priority is given in genesis and development processes). The results of the analysis of the features of the habitat classifications (EUNIS), vegetation (EVS) and forest types (EFT) on the Pan-European level are presented, as well as a brief description of the main North American forest typologies: Habitat Type Classifications, Biogeoclimatic Ecosystem Classification, Ecological Site Description.
Раздел "Международные отношения" ; The first quarter of the 20th century was the time of the formation of ties between the USA and Belarus, mainly of a humanitarian nature. Before the First World War the USA actively admitted immigrants from Belarus; in 1919—1923 the USA was sending humanitarian aid to Belarus. In 1918—1920 Belarusian politicians tried to with support from the US authorities and the society in its attempt to establish an independent state. But the USA was not ready to perceive the idea of Belarusian independence and considered the Belarusian issue only within the context of the relations between Russia and Poland. In the beginning of the 1920s the USA saw the emergence of the first Belarusian organisations which aimed to familiarize the Americans with the Belarusian issues and thus influence the US policy regarding Belarus. Although these organisations failed to make any significant impact on US policy, their activities contributed to the dissemination of information about Belarus in North America and thus founded a basis for the expansion of interaction between Belarus and the USA in the second half of the century.
This paper reviews the experience of European Union countries, North America and China with a developed forest sector in the aspect of forest planning. An efficiency of the forestry sector functioning of these countries is due, foremost, to plan-directed efforts. It is facilitated by existing national strategies, programs, plans for forest sectors' development. An acceptance of these strategic documents allows the leading countries: to define the growth main points of forest sector development; to formulate an aim based on a strategic analysis of the external and internal environment; to develop and economically substantiate the alternative scenarios of the sector development; to monitor the forest sector by means of the system of target indicators; to adjust strategic documents with considering changing conditions in a timely manner. In the case of the forest planning, the strategies for the implementation of the forest sector innovative development come to the forefront. ; В статье рассмотрен опыт стран Европейского союза, Северной Америки и Китая с развитым лесным сектором в части лесного планирования. Эффективность работы лесного сектора этих стран обусловлена в первую очередь планово - направленными усилиями. Этому способствуют действующие национальные стратегии, программы планы развития лесных секторов. Стратегические документы в области лесного планирования позволяют наметить главные цели, основные точки роста развития лесного сектора, разработать и экономически обосновать альтернативные сценарии развития лесного сектора, вести мониторинг посредством системы целевых показателей, а кроме того, своевременно корректировать стратегические документы стран - лидеров с учетом меняющихся условий внутренней и внешней среды. На первый план при планировании выходят стратегии реализации инновационного развития лесного сектора.
On December 8, 2020, the Department of Modern and Contemporary History of the Faculty of History of Moscow State University held a round table "1620: at the origins of the" Puritan experiment "in New England." 400 years ago, in 1620, Separatist Puritans (Pilgrims) founded New Plymouth, the first Puritan colony in New England. Ideas about the heroic pioneers-pilgrims, the Mayflower Agreement, the first Thanksgiving have firmly entered American culture and have become a key element in the mythologizing of the country's history. However, an analysis of the sources shows quite clearly that this popular image has little in common with reality. During the round table, experts on American and British history of the XVII-XVIII centuries. discussed the specifics of the development of the New England colonies in North America, the history of New England Puritanism, missionary work among the Indians, the main features of the political and socio-economic development of the region in the 17th-18th centuries. The organizer and moderator of the round table was Associate Professor of the Department of Modern and Contemporary History, Ph.D. Irina Yurievna Khruleva. At least for the past 25 years, mammography screening has been the official policy of the healthcare systems of European countries, North America and Australia. Seven huge randomized trials have shown a reduction of mortality from breast cancer (BC) by 20-35% in women 50-61 years old, accepted the invitation to mammography screening. At the same time, some epidemiologists and other researchers in biostatistics doubt the success of mammographic screening, considering "suboptimal" randomization in some of these studies. Nordic Cochrane Centre also does not recommend this strategy to reduce mortality from breast cancer. There is no doubt that the progress of adjuvant systemic therapy (chemo-, endocrine and targeted therapy) has reduced mortality from breast cancer. Therefore, the contribution of screening and systemic therapy in reducing mortality from breast cancer has evolved in favor of therapy. Nevertheless, mammography screening still should be recommended, especially for women 50-69 years old. This strategy is confirmed by the recomendations of the European Union, ESMO (2014), and ASCO (2014). ; По крайней мере на протяжении последних 25 лет маммографический скрининг был официальной политикой здравоохранения европейских стран, Северной Америки и Австралии. Семь крупных рандомизированных исследований показали сокращение смертности от рака молочной железы (РМЖ) на 20–35% у женщин 50–61 лет, принявших приглашение на маммографический скрининг. В тоже самое время некоторые эпидемиологи (Goetzche, 2013; Jorgensen, 2013) и другие исследователи по биостатистике сомневаются в успехах маммографического скрининга, считая «субоптимальной» рандомизацию в некоторых из этих исследований. Нордический Кохране центр (Nordic Cochrane Centre) также не рекомендует эту стратегию для сокращения смертности от РМЖ. The influential theory of Charles Tilly explaining the relationship between military activity and state building in early modern Europe has been often used to analyze the development of statehood outside Europe and North America. However, in Post-Soviet space it was referred to only a limited extent – mainly operationalising the struggle and bargaining between the state and society over the extraction of resources in favor of the state - for the analysis of post-communist transformations. Meanwhile, the post- Soviet space with its unresolved conflicts provides a reach material for checking the "military" component of this theory. Most authors agree that the international order established after the World War II does not allow the clear replication of the scheme elaborated by Tilly. This article is aiming to show that, although post-Soviet conflicts are of great symbolic importance for post-Soviet states, their material impact on the dynamics of state revenues and on the strengthening of state institutions is minimal. This paradox may be explained by the international geopolitical context around the conflicts where the buildup of military power of a state involved in the conflict cannot serve as a sufficient condition for resolving the conflict in favor of the state. ; Влиятельная теория Чарльза Тилли о связи военной активности и государственного строительства в Европе Нового и Новейшего времени много применялась для анализа развития государственности за пределами Европы и Северной Америки. Однако она лишь ограниченно – в части борьбы и переговоров между государством и гражданами об изъятиях ресурсов в пользу государства – использовалась для анализа посткоммунистических трансформаций. Между тем, постсоветское пространство с его многочисленными неурегулированными конфликтами дает немало материала и для проверки собственно «военной» составляющей этой теории. Большинство авторов согласны с тем, что международный порядок, установившийся после Второй мировой войны, не допускает буквального воспроизводства схемы возникновения европейских национальных государств, разработанной Тилли. Данная статья показывает, что, хотя постсоветские конфликты имеют большое символическое значение для постсоветских государств, их материальное влияние на динамику государственных доходов и укрепление государственных институтов минимально. Это объясняется геополитическим контекстом, сложившимся вокруг конфликтов, в котором наращивание военной мощи вовлеченного в конфликт государства не может служить достаточным условием для его разрешения в желательном для этого государства направлении.
The article analyses data on the international collaborations between inventors from different countries, obtained from a special research completed by the European Commission focusing on the national patent portfolios of European Union countries, countries included in the European Association of Free Trade, countries of North America and Asia.It is noted that learning diffusions and matching of technological solutions are becoming an independent trend of the economics science as it allows to determine the patterns and conditions for achieving technological leadership of companies as well as the whole regions in the world. The current research focuses on the balance between an open exchange of industrially applicable expertise and limitations of the diffusion of technological competencies as a necessary condition for achieving leadership in the markets of highly technological products and services.The article concludes stating that the growth of «hybrid» and «external» patents in various regions of the world, determined by European Commission is, most likely, related to the growth of academic mobility of owners of the unique engineering and research teams, and not due to globalisation and internalisation of industrially applicable expertise, that is always used as a tool for competitive fight for markets of products with a high added value. ; Представлен анализ данных о международном сотрудничестве изобретателей из разных стран, полученных в ходе специального исследования Европейской комиссии, в фокусе которого находились национальные патентные портфели стран Европейского Союза, стран, входящих в Европейскую ассоциацию свободной торговли, стран Северной Америки и стран Азии.Отмечено, что изучение диффузии и заимствований технологических решений становится самостоятельным трендом экономики науки, поскольку позволяет выявлять закономерности и ключевые условия достижения технологического лидерства как отдельными компаниями, так и отдельными регионами мира. В фокусе настоящего исследования находился баланс между открытым обменом промышленно применимым знанием и ограничением диффузии технологических компетенций как необходимого условия достижения лидерства на рынках высокотехнологичных товаров и услуг.Сделан вывод, что отмеченный в специальном исследовании Еврокомиссии некоторый рост доли «гибридных» и «внешних» патентов в различных регионах мира, скорее всего, связан с ростом академической мобильности носителей уникальных инженерных и исследовательских коллективов, но отнюдь не с глобализацией и интернационализацией промышленно применимого знания, которое всегда используется как инструмент конкурентной борьбы за рынки продукции с высокой добавленной стоимостью.

Конкурентоспособность как общесоциальное явление стала выходить на свой институциональный уровень в результате промышленных революций в Европе, Северной Америке, Японии, Китае, Индии, странах Юго-Восточной Азии и Магриба. Этот процесс определялся упрочением промышленной политики развитых стран, ростом профсоюзных движений и социальной ответственности бизнеса, что привело к пониманию ее человеческих ресурсов как основного актива организации, формированию новых концепций менеджмента, теорий конкурентной борьбы и выхода организаций и корпораций на глобальные рынки, а также учета в этой борьбе конкурентных преимуществ национальных культур. Как показывают исследовательские отчеты Всемирного экономического форума, с обязательным учетом именно этих аспектов выстраиваются ежегодные рейтинги стран. Вместе с тем, именно процессы глобализации потребовали изучения конкурентоспособности территориальных локусов небольших арабских и европейских государств, с учетом их культурной ментальности, уровня образования населения и технологической развитости. Исследователи отмечают и некоторые негативные факторы конкуренции, когда она используется как фактор политической борьбы на национальном уровне. Исследования конкурентных преимуществ все чаще сосредотачиваются на потоках человеческих ресурсов, компетенциях работников, развиваемых системами непрерывного образования и повышения квалификации. Это является важнейшим фактором инновационной активности персонала организаций, фирм и, следовательно, их основным конкурентным преимуществом. Более того, европейские правительства берут на себя функции организатора трехсторонних переговорных процессов для усиления социальной значимости конкурентоспособности для населения ЕС. ; Competitiveness, as a social phenomenon, has started to appropriate the institutional level at the beginning of the industrial revolutions in Europe, North America, Japan, China, India, South-Eastern Asian countries and Maghreb. This process was determined by the consolidation of the industrial policies of developed countries, growth of trade union movements and the social responsibility of business, leading to an understanding of the organizations' main asset– their human resources, the creation of new concepts of management, the formation of competition theories, and organizations and corporations coming to global markets and integrating competitive advantages in this battle of national cultures. The World Economic Forum Research reports show, these aspects take their part in lining up the annual countries ratings. However, the processes of globalization have necessitated studying the competitiveness of territorial locus of smaller countries of Europe and the Arab States, taking into account their cultural mentality, the level of education of their population and technological development. The researchers note some negative factors of competition, which are sometimes used as a factor of political struggle at the national level. Research of competitive advantage of organizations focuses on human resources flows and employees' competences, developed by systems of continuous education and training. This is the most important factor of innovation activity of staff organizations, firms, and, hence, their main competitive advantage. Moreover, European Governments take on the role of the organizer of the tripartite negotiation processes to strengthen the social significance of competitiveness for the EU population.
The necessity of writing this article is conditioned by the active development of consular law, which, as part of international law, evolves directly under the influence of world political and economic processes. At the beginning of the twentieth century, an impressive number of consulates operated in Europe, North and South America, Asia, the middle East, and partly in Africa.The legal acts regulating the consular sphere of influence, concluded in Russia in the 19th century, had not only national significance, but also international significance. All adopted conventions, treatises, agreements and charters were elements that form the system of public international law as a whole.With the formation of a new state in the former Russian Empire, it became necessary to adopt a new legal framework regulating consular activities.
Dynamics of development of sales of cars in the world is considered. The steady growth of car sales in the period 2013–2018 was determined. It is determined that in just nine months of 2018, 71 153 025 cars were registered in the world, which is 1.7% more than in the nine months of 2017, and according to the data of the ASEAN (European Association of car manufacturers), 11 951 957 cars were registered in the automotive market of the European Union countries in the nine months of 2018 in the EU, which is 2.5% more than in the same period of 2017. It is determined that despite some decline in production in Japan, South Korea, the rest of the traditional car manufacturers in Europe and North America show a steady pace of development, built and planned construction of new modern production of automotive equipment mainly in the Asian and South American regions. Analysis of the development of metal cord production showed that it is expected to increase investment in the production of metal cord with a planned increase in production by 22% until 2022. At the same time, the greatest growth should fall on passenger and lightcargo tires. Due to the increasing competition in the metal cord market, the development of the latter is in the direction of highstrength structures. The transition to a high-strength metal cord attracts the possibility of reducing the weight of tires, increasing their mobility and reducing the cost per unit weight of the metal cord with an equally strong replacement of structures in tires. ; Рассмотрена динамика развития продаж автомобилей в мире. Определен устойчивый рост продаж автомобилей в период 2013–2018 гг. Определено, что всего за девять месяцев 2018 г. в мире было зарегистрировано 71 153 025 автомобилей, что на 1,7% больше, чем за девять месяцев 2017 г., а по данным АСЕА (Европейская ассоциация производителей легковых автомобилей), на автомобильном рынке стран Европейского Союза за девять месяцев 2018 г. в ЕС было зарегистрировано 11 951 957 автомобилей, что на 2,5% больше, чем за аналогичный период 2017 г. Определено, что, несмотря на некоторое снижение объемов производства в Японии, Южной Корее, остальные традиционные страны-производители автомобилей в Европе и Северной Америке показывают устойчивые темпы развития, строятся и планируется строительство новых современных производств автомобильной техники преимущественно на Азиатском и Южноамериканских регионах. Анализ мирового производства шин показал, что в течение 2017–2024 гг. произойдет устойчивый рост на мировом автомобильном рынке шин в среднем на 6,3%. Анализ развития производства металлокорда показал, что ожидается рост объемов инвестиций в производство металлокорда с планируемым увеличением объема производства на 22% до 2022 г. При этом наибольший рост должен приходиться на пассажирские и легкогрузовые шины. В связи с возрастающей конкуренцией на рынке металлокорда развитие последнего происходит в сторону высокопрочных конструкций. Переход на металлокорд повышенной прочности привлекает возможностью уменьшения массы шин, повышения их ходимости и снижения затрат на единицу массы металлокорда при равнопрочной замене конструкций в шинах.
