The correlates of implementation success across programs within a single policy area are assessed citing the activities of the Dept of Health, Education, & Welfare's Office for Civil Rights (OCR). Paul Sabatier's & Daniel Mazmanian's policy implementation model ("The Implementation of Public Policy: A Framework of Analysis," Policy Studies Journal, 1980, 8, 4, Feb, 538-560 [an abstract of which appears elsewhere in this section]) is examined in the context of four OCR programs: school desegregation in the South, school desegregation in the North, the desegregation of Latinos, & efforts to reduce second-generation discrimination. After a brief explanation of the objectives of the four policies, their successes & failures are described in order to yield a dependent variable against which to judge the applicability of the independent ones. The analysis confirms the existence of a rough relationship between variables identified by Sabatier & Mazmanian & implementation success. 4 Tables. Modified HA.
