In this article we have studied the specific features of the liability of insolvency administrators for disciplinary offenses. The norms of the current legislation (in particular, the Bankruptcy Proceedings Code of Ukraine, the Tax Code of Ukraine, the Labor Code of Ukraine) regarding the determination of the legal status of insolvency officers and the specific features for bringing them to liability have been analysed in the article. The purpose of this research was to study problematic issues related to the liability of insolvency administrators. During the research general scientific methods, in particular dialectical, methods of analysis and synthesis, formal and legal, systematic approach have been used. It is concluded that disciplinary liability in the profession of insolvency officers in Ukraine is of mixed nature. It is partly civil, partly disciplinary and administrative liability -- in its essence -- and is not clearly regulated by the current legislation. Referring to the facts of bringing insolvency administrators to disciplinary liability even for a single offense has, on the one hand, elements of civil liability. On the other hand, disciplinary liability can also be imposed on insolvency administrators.

This paper reveals theoretical and methodological grounds for adopting an axiological approach in vocational training of air force officers, whose study should be started with consideration of the "value" and "value orientation" concepts. This study provides a rationale for an axiological characteristic of the military education that comprises three interconnected value components: national, social, and personal. Discovered are the key aspects of of the moral and psychological state (such as military-professional, military-moral and military-political) that provide psychological readiness, psychological attitude of­a cadet, officer, military personnel to perform combat training tasks.

We analyze for that the relationships and exchanges between these actors. Within this framework, we describe the ways in which a tacit pact is configured, with invisible links and interdependence logics through which violence is regulated and the security government is administered. The objective of this article is to study the social integration of the naval officers in the city of Cartagena ‒one of the most important bases of the Spanish Navy and the capital of the Maritime Department of the Mediterranean‒ throughout the eighteenth and nineteenth centuries. The starting point is that these officers were social beings who lived their daily lives in cities where the Navy had a base, that is, they were individuals who were part of social networks of local reach, whose patterns of sociability were determined largely due to the military characteristics of the city. In shorth, this work seeks to examine the position of these officers in the Cartagena social structure and how they were inserted in the local social life throughout the eighteenth and nineteenth centuries. ; El objetivo del presente artículo es estudiar la forma en que los oficiales navales se insertaron socialmente en la ciudad de Cartagena ‒una de las bases más importantes de la Armada española y capital del Departamento Marítimo del Mediterráneo‒ a lo largo de los siglos XVIII y XIX. The aim of the article is to analyze the characteristics of civil liability of Ukrainian police officers for damage caused under the influence of force majeure. At a methodological level to achieve the objectives of the article, the following scientific methods were combined: general (dialectical, formal-logical, system-structural) and special (historical, comparative-legal, etc.). Essentially, the concept of force majeure and its characteristics are studied, as well as two main theories of force majeure (objective and subjective). In addition, the main differences between force majeure and case are established. The types of force majeure circumstances and their particular properties are studied. By way of conclusion, the fact that police officers are exonerated from civil liability for causing damage under the influence of force majeure is discussed, if they can prove the effect of this influence. For the rest, given that Ukraine's jurisprudence on the exemption from civil liability of police officers due to force majeure is quite limited to formulating a precedent, it is based on the general rule that, in tort, the recognition that the damage was the result of accidental circumstances excludes the occurrence of liability for damages.

En el presente trabajo se realiza un estudio social de la oficialidad integrante de una unidad de combate del ejército Borbónico, el regimiento de infantería soria, considerado por la historiografía como la unidad militar más antigua de la monarquía Hispánica. el marco temporal de este estudio abarca desde 1712 hasta 1799, y en él se analizan diferentes aspectos relacionados con la oficialidad a través de sus hojas servicios conservadas en el archivo General de simancas: procedencia geográfica, estado civil, edad en los empleos militares y la relación existente entre ésta y la actividad profesional, situación social de los oficiales en la unidad en función de la "sangre" y sus posibilidades de promoción en los empleos. ; The present work consists on a social study about officers who are member of the combat unit of the Borbonic`s army, infantry regiment "soria", which is considered by historiography the eldest military unit in spanish monarchy. The temporal framework of this work covers from 1712 to 1799, and it analyses different aspects related to officers through the study of their record of services kept in Simanca´s General archive. in them, there are registered where the officers came from, their marital status, their ages in connection with their professional activity, officer´s social status according to their "blood" compared to their possibilities in offices promotion.

This essay looks at Spanish Officers of the Bourbon Army and Navy during the second half of the XVIII Century from a cultural perspective. Relevant case studies will enable an analysis of the image provided by royal propaganda as well as an overview of its reception amongst this elite. Officers' vertical relationships (God and the king) as well as their horizontal relationships (homeland, citizenship and friendship) can be related to many areas of debate in that century, debates which tested and disrupted the cosmogony of these servants of the Absolute Monarchy. ; El presente trabajo es un estudio cultural de la oficialidad del ejército y la marina borbónicos en la segunda mitad del siglo XVIII. A través de casos y autores significativos, se analizará la imagen que la propaganda oficial quiso ofrecer de la élite militar, así como la recepción de esta por parte de dicha élite. Tanto en las relaciones verticales del oficial (Dios y el rey), como en las horizontales (patria, ciudadanía y amistad) se pueden identificar muchos de los debates propios del siglo, que pusieron a prueba los referentes de los servidores de la monarquía y trastocaron sus esquemas de obediencia y fidelidad.

In many of the studies related to public security in the country the macro level analysis dominates, with a centralist accent and an emphasis on policies andmeasures implemented by the Executive Branch. Reason why this article focuses on the local dimension of public security policies, highlighting the importance of municipalities in the management and implementation of these policies, especially at a time when the territorial presence of the state was undertaken by criminal groups. In this sense, the strategic role of the Municipal Agents Corp (CAM) in violence and crime prevention will be analyzed, as well as the recovery of state presence in the territory, stating the inaccuracies and legal impediments, including politicians, who do not allow this corps to have a more decisive role in security and local development. ; En buena parte de los estudios relacionados con seguridad pública en el país predominan los análisis desde un nivel macro, con un acento centralista y con énfasis en las políticas y medidas que se implementan desde el Ejecutivo. Es por ello que el presente artículo se enfoca en la dimensión local de las políticas de seguridad pública, retomando la importancia de las municipalidades en la gestión e implementación de éstas, principalmente en un momento en que la presencia territorial del Estado está siendo contestada por agrupaciones criminales. The general objective of this article is to evidence the contribution of five military training proposals of military academies in America –from the position of bioethicist authors and researchers in education and bioethics– to the basic and professional training of individuals. This text consists of three steps. First, a brief review of the study plans established for the training of officers is completed and a problematizing description of the bioethical reality is made. In the second stage, education in bioethics and its contribution to military training are analyzed based on the human dimension, integrality, and military vocation. Lastly, the results and conclusions of the review process are established. ; El objetivo general de este articulo es examinar la bibliografía publicada sobre la educación en bioética y su relevancia para la formación humana integral del profesional. Además de una búsqueda selectiva, descriptiva y exploratoria mediante el uso de palabras clave, se analizaron las posturas de autores e investigadores en este tema, y se llegó a la conclusión de que es necesario contar con una visión bioética para fortalecer el desarrollo del ser humano en la educación superior. El texto consta de tres momentos: primero, se revisan de manera breve los planes de estudio establecidos para la formación de oficiales del Ejército (se verificaron cuatro propuestas de formación militar de academias militares de América) y se hace una descripción problematizadora de la realidad bioética; segundo, se analiza la educación en bioética con base en las dimensiones de humanidad, integralidad y vocación militar; finalmente, se establecen resultados y conclusiones del proceso de revisión.

Court interpreting is a complex task that requires a high level of training on the part of the interpreter. The question we raise is how the role of the interpreter is perceived and how judicial operators should act in a trial with interpreters. This may be problematic in terms of ensuring a fair trial. However, this issue has not been sufficiently addressed. Therefore, the aim of this article, after having reviewed the existing literature and legislation, is to present a series of findings and observations from surveys of court interpreters, judicial operators and lawyers. La cuestión que planteamos es cómo se percibe el rol del intérprete y cómo deberían actuar los operadores judiciales en un juicio con intérpretes. Esto puede ser problemático para la garantía de un proceso justo. Sin embargo, este tema no ha sido suficientemente desarrollado. Por lo tanto, el objetivo del presente artículo, tras haber revisado la literatura y legislación existente, es presentar una serie de resultados y observaciones a partir de las encuestas realizadas a intérpretes judiciales, operadores judiciales y abogados.
