The article analyses the evolution of the Slovak political party "Smer" (Direction) and its position in the party system of Slovak Republic. The article focuses on the shift of the party program from the "Centrist Populism" towards "Social Democracy." According to the first program documents the Party of "Smer" (Direction) was designed as pragmatic, non-ideological party. In the persistent conflict between authoritarianism vs. democracy "Smer" identified itself as the pro-democratic and pro-market force. Party policy before 2002 contained only few social democratic components; it was closer to the conservative or right-wing populist parties. After the parliamentary election 2002 and the failure of non-communist left "Smer" decided to become a member of the Socialist International (SI) and Party of European Socialists (PES). The process of the institutional approach to the international Social Democratic Party structures was accompanied by the substantial changes in the social and economic program of the party. The process was completed on the institutional level in May 2005, when Smer joined both SI and PES, and on the level of political program on the Party Congress in December 2005. In the process of so called "socialdemocratisation" of "Smer" the international factor played crucial role, especially the need to have an international partner in the European Parliament. "Smer" met the standards of the Social Democratic identity only in the social and economic affairs. The other five dimensions - environmental policy, participative democracy, cultural and human-rights dimension, supra-national dimension and the dimension of equality and freedom "Smer" met only partially or not at all, so these process remains unfinished. According to some political declarations "Smer" remains the populist party and the uncompromising critic of the right-wing government of Mikuláš Dzurinda, on the other side the official documents of the party anticipate only the moderate corrections of the economical and social reforms, ...

Looking at the security environment and the genesis of military education in Czechoslovakia and the successor states, they point to the harmfulness of the ideologisation of this education, underestimation, insufficient funding and the absence of theoretical teaching and practical training in schools of all levels. The basic mechanism of functioning of the security environment not only in the Czech Republic is a comprehensive connection of military education with the life of society, which is influenced by internal and external vertical and horizontal relationships, where there are a number of friction areas and significant security risks. The main players in security on the threshold of the new decade of the 21st century are facing new challenges and perspectives. © 2022 The Author.

The aim of this text is to briefly introduce practically oriented discipline called policy analysis, and to do so in the perspective of (applied) social anthropology.After the introductory definition of terms, which are crucial within the area of public policy, such as policy, policy studies, policy evaluation and policy analysis, I continue with the definition of the very policy analysis of which the explanation of its types and gradual steps towards reaching it are the necessary parts. Another part of the study summarizes the interrelation, interconnection and the enrichment of both disciplines – the policy analysis and the social and cultural anthropology. One Hundred Years of Solitude – mapping of a temporary networkUsing the case of the LARP One Hundred Years of Solitude, based on the book by Gabriel García Márquez, this article presents the process of the game's formation by mapping interactions leading to the constitution and upkeep of the game reality. In the description of the game's development as a temporary autonomous network, special emphasis is put on the rise of the game's agency. The process of LARP's evolution is presented as a chronological action, beginning in the moment when the game is too weak to be autonomous, and follows the process of recruiting mediators as a necessary precursor to the players' connection into the game's network. Furthermore, the process of the players taking over recruitment activity is presented, followed by the final stage, when the game and characters acquire an active role in steering the game themselves. The article is inspired by actor-network theory, which offers multiple ways of analysing interactions, as well as the consolidation and subsequent dissolution of the game network. By creating a map of game interactions, the article tries to present an alternative perspective to the traditional concept of the magic circle.

The article examines the positions of the Czech, Hungarian and Slovak social democratic political parties on the introduction of the permanent European Stability Mechanism as a means of addressing the economic and debt crisis in the EU. Using the categories of frames used by political parties in relation to the EU (utilitarian and cultural) introduced by Helbling et al., the political parties' representatives' speeches and written statements are analyzed. The analysis showed that all three of the parties use similar arguments and they tend to frame their opinions in both utilitarian and cultural terms with the category of "political efficiency" being the most frequent. While the most extensive debate about the issue was in Slovakia as the only Eurozone member of all three given countries, the Hungarian MSzP was able to conceive the topic in a broader context. The paper analyses the development of the Bratislava–Schwechat Pipeline, which is supposed to connect the Slovak and Austrian oil pipeline networks. The research question asks why the project is being developed without taking into account arguments concerning environmental security even though rather significant environmental opposition to the pipeline has arisen. While the proponents of the project stress mainly its importance for the fostering of Slovak energy security, its opponents claim that the pipeline will endanger the current level of environmental security, since it presents a risk to Slovak fresh water reservoirs. In line with the theoretical approach, the paper argues that the conflict between these two types of security is positively skewed towards energy security, because its proponents are able to support their argumentation with concrete evidence. Moreover, advantages from improvements in energy security are visible in the short-term. On the other hand, the possible future negative environmental impacts of the pipeline are not so easy to assess (or quantify) and are of a long-term nature. This article deals with a history of the Association of the Romanies in Moravia (SRM), one of the most-known organizations of Romanies. The SRM, having a seat in Brno, is connected with it´s leader Karel Holomek, who is the core of the SRM activities. The SRM activities relate to culture, education of children and young, legal and social services, cooperation with the Museum of Romany Culture, etc. It also publishes semi-monthly periodical Romano hangos that has become quite respectable. The SRM is characteristic by an effort to solve the Romany-Czech coexistence problems in a balanced way. ; This article deals with a history of the Association of the Romanies in Moravia (SRM), one of the most-known organizations of Romanies. As with other communist successor parties, Germany's Party of Democratic Socialism (PDS) enjoyed a political comeback in the mid-1990s. The PDS's success can be explained by many eastern German voters' disenchantment with the social, cultural, and economic effects of reunification as well as by the distinctive regional and fragmented character of the German Political Party System that allows the PDS, as the self-proclaimed defender of "eastern interests," disproportionate political influence. The PDS is faced with a dilemma, however. In the long-term it will have to become a true all-German party of the left if it wishes to survive electorally. Since the 1960s, voting behaviour in advanced democratic states has undergone substantial changes. From this period, the transformation of social structures, increased education, and the expansion of new technologies in the field of mass media, among other things, are evident. The transformation factors that affect the voter and his choice are sooner or later reflected in new theoretical concepts describing electoral behaviour, whether it was the theory of party identification, voter choice based on issues or rational choice. So far, however, none of the theories have adequately reflected the effect of consumer-style thinking on electoral behaviour. A new trend in political marketing – political branding – aims to correct precisely this deficiency. Due to the fact that the relevant research in the field of political branding and its impact on the voting behaviour of individuals is still in its infancy, we are faced with a lack of robust theoretical foundations. The text thus aims to clarify this situation by gathering and analysing existing branding concepts, pointing to their strengths and weaknesses. Also, it contributes to the theoretical discussion by linking research on political branding to existing theories of voting behaviour, asking whether the related branding concepts are able to explain the voting behaviour of voters as well as whether they are open to further amendments and modifications. ; Since the 1960s, voting behaviour in advanced democratic states has undergone substantial changes. Systemic corruption is not a failure of individuals, i.e. the result of their deviant behaviour, but a collective phenomenon shared mainly by public institutions as a whole. The phenomenon is based on an effort to establish a new set of corrupt norms inside such institutions affecting policymaking, administrative procedures, public procurements, and the behavior of employees etc. In spite of the fact that impacts of systemic corruption on the areas of government, civil freedoms, social cohesion, and public economy are well known, there is very little practical research involving concrete evidence of systemic corruption in particular cases. This paper attempts to clarify how to generate a set of indicators of systemic corruption and then identify and verify them in a real-life political environment – in our specific case, the administration and policymaking of Liberec City Council between 1998 and 2010. The research was based upon elaborated interviews (with politicians, public servants, prosecuting authorities etc.), document analysis (reports and papers of the city council and municipal government, contracts and invoices etc.), and political and media analysis. The Democratic Party (Demokratická strana - DS) was a member of the previous Slovakian government and having been a small but self-confident liberal-conservative party, it had been setting the reformist pace of the entire government. The article below employs Arendt Lijphart's account of the ideological dimensions of party conflicts to frame the analysis of the party programmatics, with a special attention to the pre-election period of the year 2002. The paper also includes a brief discussion of the Democratic Party's position within the Slovakian political system, mainly with regards to the discrepancy between its important role as an active member of the previous government and its popularity among Slovakian voters, which has dropped to 1% over the last few years and resulted in the Democratic Party's decision not to take part in the September's parliamentary election. The author concludes that such type of a political party could prove indispensable to a country in post-communist transition period that still has to undergo a good number of social, economic and legal reforms.

Parties are essential components of a political system, since they provide access to the decision-making process for the citizens. In democratic society they have to execute some basic functions (e.g. interest aggregation, articulation and representation). For this they need material and financial resources. In the recent year funding of the parties must deal with growing expensiveness on the one hand, and on the other with bribery and corruption (which can seriously damage citizens' confidence in the democratic system). Even the most democratic countries have from time to time problem with this unacceptable social phenomena. And it is more important to avoid it in transition countries and in so-called "new democracies" – as central and east European countries, where the democracy is not stabile enough. In this article we focus on the case of Slovakia. We try to outline party finances system and analyse financial resources structure. There are two main models of parties financing, one based on private finances and second based on public resources. Apart from serious defects in laws (still present in Slovak legislation), the main problem of parties financing in Slovakia is growing rate of public party subvention (what can negatively affect parties' independence on the state) and reducing number of party subjects, which participate on it.

V první řadě posuzuje smysluplnost a dosavadní postup v naplňování projektu "Eurozóny", včetně procesu postupného zavádění jednotné evropské měny. V souvislosti s tím je provedena analýza dosavadního vývoje v Evropské unii se zvláštním zaměřením na specifikaci soudobých ekonomických problémů, jež se v současnosti řeší prosazováním tzv. "záchranných" opatření. Jelikož se jedná o nestandardní politická rozhodnutí s mimořádně významnými ekonomickými a společenskými dopady, je jejich obsah analyzován v systémových souvislostech, s cílem zhodnotit jejich přínosnost, resp. rizikovost nejen s ohledem na budoucí hospodářský vývoj Evropské unie, ale též z hlediska prospěšnosti s ohledem na evropské obyvatelstvo a lidskou společnost. ; This paper deals with the development of the financial system in the European Union (EU), with a special focus on solving the current crisis. In this context, an analysis of current developments in the European Union with a special focus on the specification of contemporary economic problems that are currently being addressed by promoting the so-called. Článek se soustředí na důrazy na výchovu a vzdělávání obsažené v politických programech pěti největších stran první československé republiky. Vychází z oficiálních stranických dokumentů, jako byly volební programy, rezoluce schvalované na sjezdech nebo prohlášení významných představitelů strany. Ačkoliv nelze už ze samé podstaty dokumentů předpokládat, že všechny postuláty v politických prohlášeních skutečně měly vliv na vzdělávání, zachycují vývoj uvažování o výchově vzdělávání jako o součásti kulturní politiky. Přestože vybrané strany uvažovaly o výchově a vzdělávání velmi podobným způsobem a zabývaly se stejnými problémy, uplatňovaly nezřídka odlišné důrazy. Cílem příspěvku je popsat stranické koncepce vzdělávání ve vztahu k ideovým odlišnostem a širšímu kulturnímu i politickému kontextu. ; This paper focuses on educational goals that were emphasised in the political programs of five the largest political parties of the First Czechoslovak Republic. The article is based on official documents of political parties such as programs approved by party congresses and election programs or statements of prominent party representatives. The character of all those documents was influenced by the goal to form statements and inform party members or persuade possible voters. It means those documents are subjective and their content was not necessarily a political commitment. Therefore it cannot be assumed that all the postulates in the programs had a real influence on the education. On the contrary the documents depict the development of the considerations about education as a part of cultural policy. Political parties of the First Czechoslovak Republic were considering education in very similar way and in continuity with development before 1918. They were concerning about same issues especially in the social context but with different emphasises. This contribution aims to describe the party-specific concepts of education in relation to the ideological peculiarities of the individual parties and their cultural and political context.

The study examines public's perceptions of the political climate in the Slovak society before the Parliamentary Elections scheduled for 2002. It compares public's opinions and views during two specific periods-In October 1997-a year before Parliamentary Elections (three years into Vladimir Mečiar's government) and in September 2001 (approximately 3 years into the government of Mikulaš Dzurinda). Findings of two separate empirical sociological surveys, one conducted in October 1997, other in September 2001, conducted by the Institute for Public Affairs form the basis for analysis. The results of the analysis showed that despite the fact that the public perceived the socio-political situation as gradually worsening after the 1998 Parliamentary elections, their perceptions as recorded in September 2001, are qualitatively of a different nature than those observed in October 1997 (Vladimir Mečiar's government). This difference was observed mainly in the area of public's perception of problems in the society, evaluation of developments in specific areas [in society], as well as the degree of public's pre-election expectations. When it comes to public opinion, the general mood before the 2002 elections is dictated predominantly by the problems in the economy and the social sphere-it is not caused by any shortcomings in guaranteeing democracy and the rule of law, as was the case before 1998 election. ; The study examines public's perceptions of the political climate in the Slovak society before the Parliamentary Elections scheduled for 2002.
