The thesis is divided into four essays, tree theoretical and one empirical. The first one analyses the fiscal co-operation problems. Governments raise taxes to finance a public good wich is an input of the production function: this is a way to improve private capital productivity. When equilibrium is reached, the littler a economyis, the more it produces public good, wich moves the world economy away from the pareto optimal case. The second essay is a model with both human and physical capital ; it is shown that, when externalities on human capital exist, it is optimum, paradoxically, to tax physical capital (the mobile input) to finance human capital (the fixed input) even in the case of a small open economy. The third linked justice and fiscal efficiency in the case where heterogeneity on revenues is armful to growth. A redistributive policy migght seen appropriate, its effects and distortions created on human capital investment are computed. Optimal policy is not trivial and redistribution costs can be prohibitive. The last essay perform a test of a theorem from the essay and proves that government size is positively linked with economy openness. ; L'objectif de notre recherche est d'apporter une contribution à la théorie de l'économie publique en économie ouverte. Le premier chapitre est consacré à un modèle de stratégie fiscale internationale. L'économie mondiale se compose d'un ensemble de pays qui disposent tous d'un gouvernement bienveillant. Ce gouvernement doit prélever une taxe sur la consommation afin de financer un bien public local qui améliore la productivité domestique du capital. Il existe donc un arbitrage entre la perte sociale liée à la levée de l'impôt et le gain dû à l'augmentation de la production. Dans le cas d'une économie fermée, on montre qu'U existe une solution optimale pour la politique menée par les Etats. Dans le cas d'une économie ouverte, l'arbitrage devient plus complexe. Les Etats ont une incitation supplémentaire à produire le bien public: en améliorant la productivité du capital Us attirent des investissements étrangers. Plus une économie est petite en comparaison de l'économie mondiale, plus cette incitation devient importante. La conclusion centrale de cette étude annonce donc que l'Etat prend d'autant plus de place dans une économie que celle-ci est petite. On démontre, par ailleurs, que la situation Pareto-optimale correspond au taux: d'imposition en autarcie. La situation décentralisée en économie ouverte, s'écarte donc davantage de la solution optimale lorsque l'économie mondiale est constitué d'un ensemble de petits pays. Le second chapitre étudie la politique optimale d'un Etat bienveillant dans le cas où l'investissement en capital humain génère des externalités. Lorsque l'Etat n'intervient pas, il est montré que l'économie converge vers un état d'équilibre. Or cet état n'est pas optimal. Les individus produisent du capital humain en consommant deux: intrants: le capital humain de leurs parents et un investissement pécuniaire. Leur programme d'optimisation définit un arbitrage entre le coût de l'éducation et le bénéfice (le salaire perçu en période suivante qui croit avec le capital humain acquis). On a donc un niveau de sous-investissement structurel puisque les individus créent une externalité positive sur leurs enfants mais ne la prennent pas en compte dans leur décision d'investissement. La rentabilité sociale de l'investissement en capital humain est donc supérieure à la rentabilité privée. Le rôle de l'Etat consiste alors à créer une distorsion des prix en finançant l'acquisition de capital humain. Deux: cas s'envisagent alors. Dans le premier, l'Etat taxe les rentes du capital pour financer l'acquisition de capital humain. Dans le second, l'Etat prélève un impôt forfaitaire aux: salariés et finance les revenus du capital humain. Ce papier offre deux apports. D'une part il montre quelle politique doit être menée pour arriver à l'optimum social. D'autre part, il fait voir que ces conclusions sont robustes à l'ouverture de l'économie: même dans le cas d'une petite économie ouverte, un Etat qui taxe le capital pour financer le capital humain aura une situation, à l'équilibre, qui sera meilleure. Le troisième chapitre est le dernier théorique. On étudie les implications d'une politique redistributive sur la croissance. Il est connu que l'hétérogénéité des conditions sociales constitue un frein à la croissance. On peut donc, a priori, imaginer qu'une politique redistributive aura des effets bénéfiques pour cette croissance. On montre que la relation n'est pas triviale du fait des distorsions crées par l'impôt sur le revenu. Les gains en croissance sont donc diminués. Le papier donne donc un cadre d'analyse relativement large permettant d'étudier les politiques de croissance. Les résultats concernent l'investissement en capital humain mais ils peuvent être généralisés dans un cadre plus large à la description de n'importe quel facteur accumulable. Dans le quatrième chapitre, nous proposons de tester l'existence d'une relation entre la taille de l'Etat et l'ouverture de l'économie. On sait qu'il existe un certain nombre de variables macro-économiques comme démographiques. Qui permettent d'expliquer l'importance du budget d'un Etat. Mais on ne trouve pas dans la littérature empirique de test spécifique de l'influence de l'ouverture. Pour mener nos tests, nous utilisons deux panels : le premier regroupant les pays de l'OCDE, le second, plus large, provient des tables du FMI. On arrive à montrer qu'il est impossible de rejeter l'existence de cette relation. avec un niveau de validité très faible. Ceci reste vrai même lorsque l'on retraite les données pour prendre en compte les caractéristiques propres de chaque pays et lorsque l'on utilise des pondérations pour la taille des pays.
Aujourd'hui, l'engagement de personnes dans un radicalisme violent, politique ou religieux, menace la sécurité publique. Pour contribuer à solutionner ces problèmes transcontinentaux, plusieurs pays ont mis en œuvre des programmes de prévention primaire des radicalisations violentes (RV), où le système judiciaire a un rôle prépondérant. Or, les évaluations, pas toujours rigoureuses, ont tout de même tendance à montrer l'inefficacité et même la vraisemblable contre-productivité de ces actions. La problématique de cet article théorique concerne donc la manière de mettre en œuvre une prévention efficace des RV et d'évaluer scientifiquement son efficacité (quels indicateurs considérer ?). Dans une première partie nous argumentons, sur la base de la littérature psychologique, en partie dédiée au terrorisme islamiste, que le dogmatisme et le besoin de clôture constituent une caractéristique des esprits radicalisés. Ensuite, sur cette base et celle d'une conceptualisation antérieure, nous présentons un modèle théorique pionnier où la RV apparaît comme fermant l'esprit, tandis qu'une prévention efficace conduirait, au contraire, à ouvrir l'esprit. Après cela, nous argumentons sur les liens entre ouverture d'esprit, santé, responsabilité (éthique) et méditation. Nous en déduisons l'importance d'inclure l'éducation à la santé comme un moyen efficace de prévention primaire des RV, avec comme fin la responsabilité. Notre modèle ouvre de nouvelles perspectives, tant pour l'éducation que pour la recherche. Il contient en effet des indicateurs psychologiques mesurables et opérationnels qui pourront servir à étudier empiriquement l'impact de dispositifs éducatifs sur la prévention, impliquant par exemple un outil éducatif que nous avons particulièrement étudié : la méditation. ; Hoy día, la incorporación de unas personas en un radicalismo violento, político o religioso, amenaza la seguridad pública. Ahora bien, las evaluaciones, no siempre rigurosas, tienden a demostrar la ineficacia e incluso la probable contra productividad de dichas acciones. La problemática de nuestro artículo, teoríco, se enfoca en la manera cómo se pone en obra una prevención eficaz de las RV y se evalúa de modo científico su eficacia (¿qué indicadores considerar ?). En una primera parte, pretendemos, en base a la literatura psicológica, en parte dedicada al terrorismo islámico, que el dogmatismo y la necesidad de clausura constituyen una característica de las mentes radicalizadas. Luego, partiendo de esta base y de la una conceptualización anterior, presentamos un modelo teoríco pionero en el que la RV aparece como algo que encierra la mente, mientras que una prevención eficaz permitiría, al contrario, abrir la mente. Seguidamente, discutimos acerca de los lazos entre apertura de espíritu, salud, responsabilidad (ética) y meditación. Deducimos de ello la importancia de la inclusión de la educación a la salud como medio eficaz de prevención primaria de las RV y como meta la responsabilidad. Nuestro modelo abre nuevas perspectivas, tanto para la educación como para la investigación. No entanto, as avaliações, nem sempre rigorosas, tendem a mostrar a ineficiência e até mesmo a provável contraprodução dessas ações. A problemática deste artigo teórico diz respeito a como implementar uma prevenção eficaz das RV e avaliar cientificamente sua eficácia (quais indicadores considerar ?). Na primeira parte argumentamos, com base na literatura psicológica, parcialmente dedicada ao terrorismo islâmico, que o dogmatismo e a necessidade de fechamento constituem uma característica das mentes radicalizadas. Então, com base nisso e em uma conceituação prévia, apresentamos um modelo teórico pioneiro no qual a RV aparece como algo que fecha a mente, enquanto a prevenção efetiva, ao contrário, representaria a mente aberta. Depois disso, discutimos sobre as ligações entre abertura, saúde, responsabilidade (ética) e meditação. Deduzimos disso a importância de incluir a educação à saúde como um meio efetivo de prevenção primária das RV, com a finalidade da responsabilidade. Nosso modelo abre novas perspectivas tanto para a educação quanto para a pesquisa. Ele contém indicadores psicológicos mensuráveis e operacionais que podem ser usados para estudar empiricamente o impacto de dispositivos educacionais na prevenção, por exemplo, envolvendo uma ferramenta educacional que estudamos particularmente : a meditação. ; Nowadays the engagement of people in political or religious violent radicalism threatens public security. To help to solve these transcontinental problems, many countries implemented programs for the primary prevention of violent radicalization (VR), where the justice system played a leading role. However, the not-always-rigorous evaluations still tend to show the inefficiency and even the probable counter-productivity of these actions. The problematic of our theoretical article thus concerns how to implement effective prevention and scientifically evaluate its impact (which indicators to consider ?). In the first part we argue, based on the psychological literature partly dedicated to Islamist terrorism, that dogmatism and need for closure constitute a characteristic of radicalized minds. Then, on this basis and the one of a previous conceptualization, we present a pioneering theoretical model in which VR appears to close the mind, whereas effective prevention would occur on the contrary open the mind. After that, we argue about the links between openness, health, responsibility (ethics) and meditation. From this, we deduce the importance of including health education, with the purpose of responsibility, as an effective way of VR primary prevention. Our model opens up new perspectives for both education and research. It contains measurable and operational psychological indicators that can be used to study the impact of educational devices on prevention empirically, for example involving an educational tool that we have particularly studied : meditation.
Die Systemische Therapie hat als eigenständige Grundorientierung in der deutschen Psychotherapie-Landschaft einen Platz als erfolgreicher Außenseiter einnehmen können, ohne jedoch bislang als anerkanntes Verfahren auch Zugang zu den psychotherapeutischen Versorgungssystemen zu erhalten. Der Aufsatz zeigt auf, dass die machtpolitische Organisation systemischer Interessen im Spannungsfeld konzeptueller Offenheit ("Brokerage") und organisationaler Schließung ("Closure") stets einer gewissen Ambivalenz unterlag. Diese Ambivalenz zeigt sich auch in der Geschichte des systemischen Feldes, die sich weniger als die Geschichte einer spezifischen Psychotherapie-Schule als die einer "Bewegung" beschreiben lässt. Die spannende Frage, die gegenwärtig auch den systemischen Diskurs dominiert, ist, ob die Identität des systemischen Ansatzes erhalten bleiben kann, wenn die Systemische Therapie sich auf die Folgen ihrer womöglichen Anerkennung einlässt oder ob die Außenseiterrolle gar konstitutiv für den systemischen Ansatz sein könnte.Schlüsselwörter Systemische Therapie, Therapieschule, therapeutische Bewegung, therapeutische Grundorientierung, Psychoanalyse, Psychotherapeutengesetz, Profession, Macht ; Systemic Therapy has achieved a position ofa successful misfit in the German psychotherapy field - still without getting access to the psychotherapeutic supply system as an approved treatment approach. This paper shows a certain ambivalence between conceptual openness ("brokerage") and organisational "closure" which underlied the political organisation of systemic interests. This ambivalence can be found in the history ofthe systemic field as well, which can be described as the history of a movement rather than of a specific therapeutic school. The exciting question dominating the current systemic discourse in Germany is whether the identity ofthe systemic approach can be maintained if it is confronted with the consequences of it's possible approval, or ifthe position as an outsider could be constitutive for the systemic approach.Key words Systemic therapy, therapy school, therapy movement, therapy orientation, psychoanalysis, psychotherapy law, profession, power, politics ; En tant qu'orientation de base autonome la thérapie systémique a réussi à acquérir une place d'outsider couronné de succès au sein du paysage psychothérapeutique en Allemagne ; mais jusqu'à maintenant elle n'a pas le statut de méthode reconnue qui lui permettrait d'accéder au système d'offres remboursées. L'auteur décrit en détail l'organisation et les institutions de thérapie systémique en Allemagne, y compris les points où elles se recoupent et ceux où elles diffèrent. Il pose l' intéressante question dominant actuellement le discours mené au sein de cette orientation : l'approche systémique pourra-t-elle garder son identité lorsqu'elle devra assumer les conséquences d'une éventuelle homologation ?Dans son article, il montre qu'une certaine ambivalence a toujours caractérisé les intérêts politiques de praticiens visant le pouvoir dans le cadre d'un champ de tension opposant une ouverture conceptuelle (« brokerage ») à une attitude fermée (« closure »). Cette ambivalence traverse toute l'histoire de l'orientation systémique, dans la mesure où celle-ci doit être considérée moins comme un courant de psychothérapie que comme un « mouvement ». Or, en fonction du point de vue adopté, il est possible de considérer la psychothérapie systémique comme une orientation autonome. Elle constitue certainement une approche de base.Pour l'auteur, cet aspect n'a pas forcément à voir avec le « concept d'orientation ». L'auteur effectue une distinction entre les disciplines qui se sont développées dans les « trous structurels » laissés ouverts par les différents systèmes de référence - c'est ici que de nouvelles orientations peuvent s'établir - et les activités associées au domaine central des systèmes scientifiques ; ici, il s'agit avant tout d'unifier des modèles, de développer et de renforcer des structures, d'établir des standards, de prononcer des sanctions contre les dérives et de promouvoir l'identité du système.Selon les sociologues s'intéressant aux sciences, une orientation peut être comparée en ses débuts à une communauté religieuse, à une secte ou à une fraternité. Ses membres sont portés par le sentiment qu'ils ont une mission intellectuelle à remplir. L'auteur fait alors un rapprochement avec l'histoire du développement de la psychanalyse et les efforts entrepris par Freud pour établir cette dernière en tant que science.De manière similaire à la démarche menée par Fürstenau pour la psychanalyse, incluant une distinction entre la « psychanalyse ésotérique » et la « psychanalyse exotérique », il analyse l'évolution de l'approche systémique. Il en conclut que la situation est différente pour la thérapie systémique, dans la mesure où - contrairement à ce qui s'est passé pour la psychanalyse dans la tradition viennoise - l'approche systémique a changé de modèle et ses concepts ont été élaborés en des endroits très variés du monde.Dans ce sens, il serait en effet possible de voir l'orientation systémique comme un « mouvement social ». En mettant en évidence ses différents courants principaux et en les contrastant, l'auteur montre que « ces différentes perspectives coexistent » sans problème. Selon lui, cette coexistence pacifique joue un rôle d'autant plus important que, dansl'ensemble, les praticiens de cette orientation sont aussi peu « organisés » que possible. Il reste qu'il existe par exemple des directives concernant la formation, des contrôles de qualité à respecter, ainsi qu'une démarche de certification des instituts membres. La question de la reconnaissance de la thérapie systémique s'est posée - et c'est intéressant - plus pour des raisons d'ordre politique que parce que la méthode était controversée au niveau scientifique. Elle sera donc résolue à ce même niveau politique (et non pas scientifique).Il reste à attendre de voir comment le « grand écart » entre les contenus va évoluer - l'écart séparant la thérapie systémique en tant que processus relationnel qui ne peut pas être reproduit d'autres concepts psychothérapeutiques « agissant comme un médicament ».À la fin de son article, l'auteur examine le processus de maturation subi par cette orientation au niveau de son organisation, un processus qui n'a pas été sans luttes internes pour le pouvoir, sans prises de position et sans institutionnalisation. Il pense qu'il existe un risque que l'ensemble développe son propre dynamisme, en particulier dans le contexte politique, et devienne une fin en soi. À son avis, l'avenir de la thérapie systémique ne pourra pas être décidé « sur la base d'un vote majoritaire».
RésuméMeaning by its genealogy evolution, change or even growth, the expression development will know the popularization after the Second World War. The positioning struggle embodied by the speech of President Harry S. Truman, who wants to protect the so-called underdeveloped countries to which the transfer of funds, technique and technology is proposed to eradicate poverty in the territories concerned, will mark the long spirits. The appearance of words and expressions such as underdevelopment, zero growth, degrowth, ecodevelopment or even sustainable development aim to understand the complexity of the evolution of the world, from the expression development, which is built and deconstructed in function of paradigms. For Missè Missè, "the approaches used all tend to make development a simple synonym of expressions such as modernization, growth, progress, industrialization, terms which are otherwise never defined. For this author, the term development appears like a complex ideology. When, on the other hand, a definition of this word is claimed, experts, since Alfred Sauvy, remain very embarrassed and ambiguous. They then try to respond with formulas which some-times express what development is not like underdevelopment, sometimes a group of Third World countries, developing, little, less or not industrialized and more recently poor". Criticized or rejected, modernist ideology breathes new life into it when it calls upon communication as a powerful tool that can fill the gaps to which changes in vocabulary correspond. Since it is about harnessing communication to achieve development goals, the media are called upon to play a leading role. With this new burst of hope brought to the media in general and the radio in particular for social change, the promise of development for French-speaking African countries seems to be renewed in the speeches given in favor of the democratic opening of states. In Mali, the new promise for the emancipation of the peoples resulted in a democratic regime in 1992. This democratic openness has allowed the proliferation of radio stations. Today, the country has more than 300 radio stations broadcasting with the authorization of the High Authority for Communication (HAC), for some 20 million inhabitants. Favorably received by populations thirsty for a democratic promise, which would lead to the improvement of their living environment, this proliferation of the media quickly came up against the problem of the lack of preparation of the presenters and the questioning of the real will of the public authorities to grant the actors autonomy in the management of the sector through self-regulation. Following the many shortcomings observed in this field and after decades of operation and experimentation, it is time to question the role that radio stations could play, especially in rural areas, for a change that is beneficial to audiences in a landscape where the rules are poorly defined and their application seems to be gaining ground. However, research in information and communication sciences warns us against any technological determinism, which, in this case, would establish radio as a factor, in itself, of social change. In fact, the usefulness of communication techniques or devices depends on their appropriation by the communities that these devices are supposed to represent. Our quantitative field studies have enabled us to understand the question of the appropriation of radio broadcasts by rural communities. ; Signifiant de par sa généalogie l'évolution, le changement ou encore la croissance, l'expression développement connaîtra la popularisation après la deuxième guerre mondiale. La lutte de positionnement incarnée par le discours du président Harry S. Truman, qui se veut protecteur des pays dits sous-développés auxquels il est proposé le transfert de fonds, de technique et de technologie pour éradiquer la pauvreté dans les territoires concernées, marquera les esprits longtemps. L'apparition des mots et expressions tels que sous-développement, croissance zéro, décroissance, écodéveloppement ou encore développement durable visent à comprendre la complexité de l'évolution du monde, à partir de l'expression développement, qui se construit et se déconstruit en fonction des paradigmes. Pour Missè Missè, « les approches utilisées tendent, toutes, à faire du "développement" un simple synonyme d'expressions comme la "modernisation", la "croissance", le "progrès", "l'industrialisation", termes par ailleurs jamais définis. » Pour cet auteur, le terme développement apparaît telle une idéologie complexe. « Lorsque par contre l'on revendique une définition de ce mot, les experts, depuis Alfred Sauvy, restent très embarrassés et ambigus. Ils tentent alors de répondre par des formules qui expriment tantôt ce que le "développement" n'est pas comme le "sous-développement", tantôt un groupe de pays du "Tiers-monde ", "en voie de développement", peu, moins ou non industrialisés et depuis peu, "pauvres". » Critiquée ou rejetée, l'idéologie moderniste se donne un second souffle lorsqu'elle convoque la communication comme un outil puissant pouvant combler les manques auxquels correspondent les changements de vocabulaire. Puisqu'il s'agit de mettre la communication en contribution pour atteindre les objectifs du développement, les médias sont appelés à jouer un rôle prépondérant. Avec ce nouvel élan d'espoir porté sur les médias d'une manière générale et la radio en particulier pour le changement social, la promesse de développement pour les pays d'Afrique francophone semble être renouvelée dans les discours prononcés en faveur de l'ouverture démocratique des États. Au Mali, la nouvelle promesse pour l'émancipation des peuples abouti en 1992 à un régime démocratique. Cette ouverture démocratique a permis la prolifération des radios. Aujourd'hui, le pays compte plus de 300 radios émettant avec l'autorisation de la Haute autorité de la communication (HAC), pour une vingtaine de million d'habitants. Favorablement accueillie par les populations en soif de promesse démocratique, qui aboutirait à l'amélioration de leur cadre de vie, cette prolifération des médias s'est vite confrontée à la problématique de l'impréparation des animateurs et au questionnement de la volonté réelle des pouvoirs publics d'accorder aux acteurs une autonomie de gestion du secteur par l'autorégulation. Suite aux nombreux manquements constatés sur ce terrain et après des décennies de fonctionnement et d'expérimentations, l'heure est au questionnement du rôle que pourraient jouer les radios, surtout en milieu rural, pour un changement profitable aux populations dans un paysage où les règles sont mal définies et leur application semble prendre du plomb dans l'aile. Pour autant, la recherche en sciences de l'information et de la communication nous prévient contre tout déterminisme technologique, lequel, en l'occurrence, érigerait la radio comme facteur, en soi, du changement social. De fait, l'utilité des techniques ou dispositifs de communication dépend de leur appropriation par les communautés que ces dispositifs sont censés représentés. Nos études quantitatives de terrain nous ont permis de comprendre la question d'appropriation des émissions radiophoniques par les communautés rurales.
Wenn räumliche Planungen in Angriff genommen werden, sind Konflikte meist vorprogrammiert. Weiten sich diese Konflikte über das konkrete Planungsprojekt aus, führt dies oft zu Debatten um das Ausmaß und die Art und Weise, in der die von einer Planung Betroffenen in diese einbezogen werden. Partizipative Verfahren werden dann als Ausweg aus einer solchen 'planerischen Legitimitätskrise' angesehen. Doch wie berechtigt ist die mit partizipativen Verfahren verbundene Hoffnung auf einen Ausgleich der widerstreitenden Interessen? Ziel der vorliegenden Untersuchung war es, anhand der Planungsprozesse ausgewählter Hochwasserrückhalteräume zu klären, inwieweit partizipative Verfahren tatsächlich zur Verbesserung von räumlichen Planungsprozessen beitragen können. Hierzu wurden drei Forschungsfragen aufgestellt: 1) Wie können partizipative Prozesse evaluiert werden? 2) Wie wirken sich partizipative Prozesse auf die Ergebnisse räumlicher Planungen aus? 3) Welche Rahmenbedingungen und Prozessfaktoren müssen für eine erfolgreiche Öffentlichkeitsbeteiligung gegeben sein? Mit dem Fokus auf einer partizipativen Entscheidungsfindung lässt sich die Arbeit in das Feld der interaktionsorientierten Policy-Forschung einordnen. Zur Untersuchung der partizipativen Prozesse wurden Methoden der qualitativen empirischen Sozialforschung angewandt. Der Forschungsprozess unterteilte sich in zwei Untersuchungsphasen: 1) In einer explorativen Studie wurden 25 problemzentrierte Experteninterviews in vier Fallstudien der Planung von Hochwasserrückhalteräumen entlang des deutschen Rheins durchgeführt. 2) Aufbauend auf den Ergebnissen der explorativen Studie wurde eine Modellstruktur zur Bewertung partizipativer Prozesse erarbeitet. Hierzu wurden die Ziele partizipativer Verfahren den drei Komponenten des Legitimitätsbegriffes (Input-, Throughput-, Output-Legitimität) zugeordnet. Basierend auf der Analyse bestehender Ansätze zur Evaluierung partizipativer Verfahren und den Ergebnisse der explorativen Studie entstand eine Modellstruktur. Diese diente als Codierungssystem bei der qualitativen Inhaltsanalyse der Interviews und wurde gleichzeitig im Verlauf der Analyse überarbeitet. Die Inhaltsanalyse wurde dabei auf zwei Fallstudien begrenzt. Bei der Betrachtung der beiden Fallstudien kristallisierten sich vier Rahmenbedingungen als entscheidend für den Erfolg partizipativer Verfahren heraus: 1) ein möglichst geringer Konfliktgehalt der Planung, 2) kooperative Schlüsselpersonen, 3) politische Unterstützung und politischer Handlungsspielraum, 4) finanzielle Grundlagen für den Ausgleich von Beeinträchtigungen. Als zentrale Prozessfaktoren wurden die folgenden drei Aspekte identifiziert: 1) ausreichende Ergebnisoffenheit auf Seiten des Planungsträgers und echte Kooperationsangebote an die betroffenen Akteure, 2) frühzeitige, kontinuierliche, transparente Information und direkte Kontakte zu den betroffenen Akteuren, 3) eine bewusst gestaltete Verzahnung zwischen formellen und informellen Verfahren. Die zentrale Frage dieser Arbeit, ob und inwieweit partizipative Prozesse zu einer größeren Legitimität von räumlichen Planungsprozessen beitragen können, kann nicht mit einem eindeutigen 'Ja' oder 'Nein' beantwortet werden. Dies liegt auch darin begründet, dass sich unter dem Dachbegriff der Legitimität die drei verschiedenen Aspekte Input-, Throughput- und Output-Legitimität verbergen. Diese drei Aspekte bauen aufeinander auf, stehen aber auch in einem Spannungsverhältnis zueinander, so dass Zielkonflikte zwischen ihnen entstehen. Je nach Situation und Planungsanforderungen sollte eine bewusste Entscheidung für eine bestimmte legitimatorische Ausrichtung des partizipativen Prozesses getroffen werden. Dies umso mehr, als die Fallstudien deutlich machten, dass es kein allgemeines Verständnis von Legitimität und einem 'guten' Verfahren gibt, dem sich alle Akteure automatisch anschließen. Das Wissen um Rahmenbedingungen und Prozessfaktoren kann Planungsträgern helfen, einen Beteiligungsprozess adäquat zu gestalten. Dieser ist natürlich nur bedingt steuerbar und mit gruppendynamischen Prozessen und Emotionen verbunden. Partizipation setzt daher auf Seiten der 'Anbieter' partizipativer Verfahren ein hohes Maß an Kompetenzen im Bereich des Prozess- und Konfliktmanagements voraus. Zugleich ist aber auch Partizipationskompetenz auf Seiten der partizipierenden Akteure notwendig. Partizipationsforschung sollte zukünftig stärker als bisher Wissenschaftsbereiche in die zu integrieren, die helfen, menschliche Verhaltensmuster und gruppendynamische Prozesse zu verstehen. Ein solches Verständnis würde es erlauben, adäquatere Hilfestellungen für die Gestaltung partizipativer Prozesse abzuleiten und auf die eingangs gestellte Frage nach der Wirksamkeit partizipativer Verfahren differenzierte und praxistaugliche 'Ja, wenn' – Antworten zu liefern. ; Conflicts are inherent to spatial planning processes. When these conflicts spread beyond the specific scope of the project, debates about the method to integrate concerned actors in the planning process are common. Public participation is seen in these cases as a solution for such planning-related legitimacy crises. However, the question arises as to whether expectations of public participation in relation to the balance of interests, authorized planning processes and technically sound decisions in environmental planning are justified. This thesis will contribute to answer that question by investigating planning processes in the field of flood protection. It was the main objective of this research to clarify in how far and under which conditions participatory processes can indeed improve spatial planning processes. Three research questions were derived: 1) How can participatory processes be evaluated?, 2) How do participatory processes affect the progress and result of a planning process?, 3) Which framework conditions and process factors need to be given for a successful public participation? Case studies concerning the planning of flood retention areas along the German Rhine served as background for the analysis. With its focus on the decision-making between actors, the research belongs to the field of interaction-oriented policy research. For the investigation of participatory processes, qualitative methods of empirical social research were applied. The research process was thereby divided into two investigation phases: 1) Within four case studies concerning the planning of flood retention areas along the German Rhine 25 problem-centered expert interviews were conducted. 2) Based on the results of the explorative study and on existing evaluation approaches, a model structure for the evaluation of participatory processes was developed. In order to define targets for participatory processes, different targets related to them were bundled in the field of legitimacy which includes three different components: input legitimacy, throughput legitimacy and output legitimacy. By doing so, an evaluation structure for participatory processes was developed, which bundles nine categories with 12 criteria in the three dimensions: context, process and result. The model structure served as coding system for the qualitative analysis of expert interview contents. Two case studies were selected for in-depth analysis. Four central framework conditions were identified within the case studies, which have an influence on the success of the participatory process: 1) a low conflict potential of the planning process, 2) existence of cooperative key stakeholders, 3) political support and scope of political action, 4) financial means of the planning agency to provide compensation. In additional to these general framework conditions, three crucial factors for the process design were identified: 1) openness towards unexpected results, especially on behalf of planning agencies, 2) early, continuous and transparent information flow through direct contact with concerned actors, 3) conscious interlocking of formal and informal processes. Hence, participatory processes need to be included in a mix of appropriate political instruments. The central question of this study regarding the extent to which participatory processes can add to broader legitimacy of planning processes cannot be answered with a straight 'yes' or 'no'. This is because of the complexity of the different spheres of legitimacy and the fact that they not only build on each other but that there are conflicting goals related to the three legitimacy aspects. Thus, there is the need to decide for a specific legitimacy orientation according to the situation and the requirements of the planning process. The case studies underpin this because they show that there is no universal definition of legitimacy and no commonly held understanding of a 'good' process. The focus on the identified framework conditions and process factors should allow planning agencies to facilitate improved public participation. Although they cannot necessarily be regulated, knowledge of these conditions and factors adds to the successful planning of the process. In order to handle emotions and group-dynamic processes, competencies in conflict and process management are crucial on the supply side. On the side of the participating actors, courage to express their own interests is important as well as the skills to understand complex planning processes and to act emphatically. Research areas that assist in understanding behavioral patterns and group-dynamic processes should therefore be more intensely included in participation research. This understanding would allow for appropriate assistance concerning the design of participatory processes and for the answer 'yes, if…' to the question of whether participatory processes can assist in the improvement of planning processes.
Gegenstand dieser gesellschaftsgeschichtlichen Forschungen zur preußischen Freimaurerei des 18. Jahrhunderts sind die Logengeschichte, die Mitglieder und die Mitgliederstruktur, das gesellschaftliche, soziale und kulturelle Leben der Logen und ihre Außenwirkung, also die reale gesellschaftliche Bewegung in der spätfeudalen Gesellschaft Brandenburg-Preußens gegen Ende der Frühen Neuzeit. Die ideologische Ausprägung der Freimaurersysteme (Rituale u.a.), die philosophische und literarische Kritik und die freimaurerisch inspirierte Kunst erscheinen nur am Rande. Die Darstellung beruht auf dem überlieferten Archivgut, der meist nur unikal erhaltenen alten sowie auf der neueren masonischen Literatur, des weiteren auf der sozialgeschichtlichen, landesgeschichtlichen und biographischen Literatur. Ausgewertet werden vor allem die im Geheimen Staatsarchiv Preußischer Kulturbesitz, Berlin-Dahlem, aufbewahrten, ab 1990 zugänglichen reichen Freimaurerbestände der Altpreußischen Logen, ferner Quellenbestände des Orde van vrijmetselaren onder het Grootoosten der Nederlanden, Den Haag, des Den danske Frimurerorden, Kopenhagen, des Landesarchivs Berlin, des Landesarchivs Magdeburg - Landeshauptarchiv, des Brandenburgischen Landeshauptarchivs, Potsdam, des Stadtarchivs Potsdam, des Thüringischen Hauptstaatsarchivs, Weimar, des Österreichischen Staatsarchivs, Abteilung Haus-, Hof- und Staatsarchiv, Wien, sowie die Bibliotheken des Deutschen Freimaurer-Museums Bayreuth, der Großen Landesloge der Freimaurer von Deutschland, Berlin, der Großen National-Mutterloge "Zu den drei Weltkugeln" zu Berlin, der Biblioteka uniwersytecka w Poznaniu, Pracownia Zbiorów Masonskich, Poznan, und der Großen Loge der alten freien und angenommenen Maurer von Österreich, Wien. Behandelt werden die Preußischen Staaten in den Grenzen von 1795 (Frieden von Basel, Dritte Polnische Teilung). Das vorliegende Manuskript hat die preußischen Logen zwischen Oder und Niederrhein zum Gegenstand; geplant sind weitere Bände zu Berlin sowie Pommern, Ost- und Westpreußen und Schlesien Die positive Logenpolitik der preußischen Könige markierte den politischen Rahmen für eine ungestörte kontinuierliche Entwicklung der Freimaurerei, beginnend 1740 mit der Legitimierung der Freimaurer durch Friedrich II. und gipfelnd im Allgemeinen Landrecht für die preußischen Staaten und in dem auf ihm beruhenden Edikt wegen der geheimen Verbindungen (1794, 1798). In den mittleren und westlichen Provinzen, ohne Berlin, sind in 30 Städten 47 rechtmäßig konstituierte Johannislogen als Gliederungen großer Logenbünde ermittelt. Bis zum Siebenjährigen Krieg blieben die wenigen Logen auf die großen Städte beschränkt. Der Siebenjährige Krieg belebte die Freimaurerei lediglich in den Festungen (Logen kriegsgefangener Offiziere). Nach dem Krieg nahm die Freimaurerei während eines langen Friedens trotz interner Auseinandersetzungen, des Logenkrieges, und Spaltungen einen großen Aufschwung. Sie erfasste das ganze Land, alle Groß-, die meisten Mittel- und viele Landstädte und auch das platte Land. Ein Vorzug der Logen gegenüber anderen Sozietäten war ihre soziale Offenheit und Breite. Die Logen organisierten in wachsender Zahl Männer unterschiedlichen Standes und (christlicher) Konfession aus den neuen, das friderizianische Preußen tragenden und mit seinem Aufstieg verbundenen sozialen Schichten und Gruppen: Adlige und Bürger, Behördenbeamte und Offiziere, Finanz- und Manufakturunternehmer, Intellektuelle und Künstler. Sie leisteten einen wichtigen Beitrag zur Emanzipation und zur Grundlegung der bürgerlichen Gesellschaft des 19. Jahrhunderts. Die Logen organisierten 3665 Männer, die 32 Prozent aller preußischen Freimaurer ausmachten, außerdem 220 Dienende Brüder (Logenangestellte aus den Mittel- und Unterschichten). Die Vollmitglieder kamen zu einem Drittel aus dem überwiegend in Staatsdiensten stehenden Adel und zu zwei Dritteln aus dem neuen Bürgertum. Die Behördenbeamten und die Offiziere stellten etwa je ein Drittel, die Kaufleute, Finanz- und Manufakturunternehmer, Fabrikanten, Verlagsbuchhändler und -drucker, Gastwirte, Schiffskapitäne u.a. etwa ein Viertel und die Theologen, Hochschul- und Gymnasiallehrer, Ärzte, Apotheker, Studenten sowie die Künstler etwa ein Zehntel der Logenmitgliedschaft. Die preußischen Logen des Zeitalters der Aufklärung waren rechtlich geschlossene Vereine. Sie waren weder schlechthin aufgeklärte, politische oder Geheimgesellschaften. Sie grenzten sich als Verein und im maurerischen Selbstbewusstsein (freimaurerisches Geheimnis) von der Öffentlichkeit ab, öffneten sich ihr aber sozial und kulturell. Sie halfen bedürftigen Freimaurern und ihren Familien, beteiligten sich am sozialen Engagement des Staates und der Kirchen, unterstützten oder unterhielten Waisenhäuser und Schulen, organisierten bei Brandkatastrophen und Überschwemmungen landesweite Geldsammlungen und errichteten eine der frühesten öffentlichen Badeanstalten. Die Logen initiierten und belebten das kulturelle Leben der Stadt mit öffentlichen Festen und Konzerten, stellten Denkmäler auf und richteten Bibliotheken, Lesegesellschaften und Ressourcen ein. Bisher beschränkte sich die wissenschaftliche Literatur im Wesentlichen auf einzelne Personen und auffällige Erscheinungen. Über die reale Existenz der Logen und ihren einflussreichen Platz in der altpreußischen Gesellschaft war wenig bekannt. Damit fehlte ein wesentliches Element der Geschichte Brandenburg-Preußens. Die Untersuchung will diese Lücke schließen helfen. ; In the centre of the present research on the social history of the Prussian freemasonry in the 18 century are the history of the lodges, the membership and its structure, the social and cultural life of the lodges and their influence on society, i.e. the actual societal situation of the lodges in the late feudal society of Brandenburg-Prussia towards the end of the Early Modern Age. The ideological aims and practice of the systems of freemasonry (rituals etc.), the philosophical and literary critique as well as the arts rooted in freemasonry are delt with only in passing. The sources of this research are the traditional manuscripts from archives, mostly unique old scripts and modern masonic literature, as well as the literature of socio-historical, regional-historical and biographical origin. The following sources have been searched and analyzed: the opulent masonic sources of the ancient Prussian lodges of the Geheimes Staatsarchiv Preußischer Kulturbesitz, Berlin-Dahlem, having been made available since 1990; the sources of the Orde van vrijmetselaren onder het Grootoosten der Nederlanden, Den Haag, of the Den danske Frimurerorden, Kopenhagen, of the Landesarchiv Berlin, of the Landesarchiv Magdeburg - Landeshauptarchiv, the Brandenburgisches Landeshauptarchiv, Potsdam, the Stadtarchiv Potsdam, the Thüringisches Hauptstaatsarchiv, Weimar, the Österreichisches Staatsarchiv, department Haus-, Hof- und Staatsarchiv, Vienna, as well as the libraries of the Deutsches Freimaurer-Museum, Bayreuth, the Great Lodge of Freemasons of Germany, Berlin, the Great National Mother Lodge "To the Three Globes" in Berlin, the Biblioteka uniwersytecka w Poznaniu, Pracownia Zbiorów Masonskich, Poznan, and the Great Lodge of the Old Free and Accepted Freemasons of Austria, Vienna. The Handbook is structured chronologically according to regions and with analogue topics; the alphabetic commented lists of the entire membership follow the chapters of every lodge. Regionally the research covers the Prussian states within their borders of 1795 (Peace of Basel, Third Polish Partition), but without territories that followed a relative autonomous way in their history, or belonged to Prussia only a short term, or came to Prussia after 1795. This manuscript deals with Prussian lodges between the Oder river and the Lower Rhine; the envisaged volumes for publication will include Berlin, Pomerania, Eastern and Western Prussia as well as Silesia. The favourable policy of the Prussian kings formed the external political basis for a continuous development of the freemasonry in the monarchy. This began 1740 with the legitimation of the freemasons by Frederic II and led to the "Common Law of the Prussian States" and the following "Edict on Secret Associations" in 1798. Between 1739 and 1806, 47 legally constituated Johannis lodges as parts of the larger Lodges have been registered in 30 towns in the middle and western provinces, but without Berlin. Until the Seven Year War (1756-1763) the small number of isolated lodges was restricted to the larger cities. A stimulating influence for the freemasonry came only from the garnisons (lodges of the captured officers). After the war, during a long peaceful period, the freemasonry took a steep upsurge, despite the internal struggles, called the "Lodge Wars", and the splittings. The freemasonry extended over the entire country, to the big cities and medium-sized towns and many rural towns. The Lodges distinguished themselves from other associations by their social openness and broadth of membership. They organized a rising number of men from different classes, social strata, groups or trades, (christian) confessions, education and ages. The freemasons belonged to the newly emerging social strata and groups which formed the Prussian state of Frederic II and were closely connected with its progress. These were the nobility and the middle class, the clerks and officers, bankers and manufacturers, intellectuals and artists. Their contribution to the foundation and the emancipation of the bourgeois society of the 19 century was essential. The Prussian lodges between the Oder river and the Lower Rhine organized 3,665 freemasons, these are 32 percent of the number of the presently registered freemasons, as well as 220 Serving Brothers (members of the middle and lower social strata). The members with full rights from the nobility formed one third, those from the new middle classes two thirds of the membership. According to their trades, the office clerks and the officers equally comprised one third, the entrepreneurs (merchants, bankers and manufacturers, publishers and booksellers, pub owners, ship owners) made up about one fourth, and the intellectuals (theologians, lecturers at university and gymnasiums, physicians, chemists, students) and the artists about one tenth of the memberships. The Prussian freemasonry was characterized mainly by their social aims. Although the lodges were closed associations, they were neither political nor secret societies, nor were they enlightened, but they were part of the era of Enlightenment. As an association and in their masonic self-assurance (masonic secrecy) they separated themselves from the public, but in social and cultural terms they were open to the public. They helped needy members and their families, took part in the social engagement of the state and the churches, ran or assisted orphanages and schools, organized countrywide donations after fire catastrophies and floods, and they built one of the first public swimming baths and public monuments, and they organized public libraries, reading societies and ressources. Public festivities and concerts, initiated by the lodges, enlivened the cultural life of the cities. In the past scientific literature usually confined itself to single persons and prominent events. Nevertheless, little was known about the actual existence of the lodges and their influential place in the civic society. Thus an essential element of the bourgeois society in Brandenburg-Prussia had been missing. The present book is meant to fill this gap.
In the light of youth unemployment and increased transnational mobility practice oriented vocational education and training get more and more importance in the international cooperation in education. There is a broad consensus among educational experts, that one of the possible measures to reduce youth unemployment in the world is to provide youth skills and competences, which are needed on the labour market. The school based vocational education needs to be updated with practical skills. The fundament of each practice oriented vocational education and training system (VET) lays in the cooperation between the main actors: the enterprises and vocational schools. Dual systems in countries as Germany, Switzerland and Austria offer many good practice examples on the benefits of the engagements of both actors in the vocational education and training system but nevertheless these examples cannot be taken as "one model fits all" which can be implemented in each country. Therefore each country interested in the redesign of their own vocational education and training system needs to identify possible benefits of and challenges in their system, to be able to specify the opportunities and threat for future development. It cannot be presumed that enterprises can be forced to take apprentices and train them in their facilities. It has to be evident for every educational actor willing to cooperate with enterprises, that enterprises first strive for growth in profits upon others to be able to secure their existence and secondly they may support additional, non-economic activities; for example the vocational education and training of future employee. Although to ensuring the quality of future employees may partly be seen as their social responsibility this fact will still depend on their economic situation and their need for skilled labour. However, making profit does not collide with the idea of the engagement of enterprises in the vocational education and training. It only needs an in depth-analysis of potentials and needs of enterprises and vocational schools and an adequate planning as well as development of the educational programs and activities. The following example on the PR China delivers many interesting basic approaches on how cooperation between enterprises and vocational schools can be built up, managed and preserved. Thanks to the over thirty years of multilateral cooperation between der PR China and other European and Asian countries, the PR China already knows what is needed to modernize the vocational education and training system. Further education of teachers, redevelopment of curriculums and the redesign of the infrastructure of the vocational schools are those activities, which enriched the Chinese vocational education and training system in the last thirty years. There is still backwardness in the economically weak part of the country but within the "go-west-strategy" of the government innovative measures are offered for enterprises to foster the development of the western region; for example cut red tape or tax and duty exemptions. In the course of the bureaucracy development of the east-southeast part of the country and through the increased perception of the country in the international business the quality of labour become more relevant also for the PR China. Products with low-value-added and unskilled labour were not sufficient anymore for the competitiveness of the country in the international environment. More and more enterprises realised the shortage of qualified labour because of the rise of progressing technology and of the availability of qualified labour. The commitment to quality in the vocational education and training laid on the market orientation and therefore on the establishment of cooperation between enterprises and vocational schools. The PR China can consequently show good practice examples from cooperation in the vocational education after more than thirty years of learning from other countries. The constructive element of these cooperation was identified by the actors as the consensus about the mutual benefit of cooperative activities. Although there are many good practices in the cooperation, nevertheless, more persuasiveness is still needed for continuous fostering of quality in the vocational education and training. The cooperation is not only influenced by the interest, need and the level of cooperation between enterprises and vocational schools, but the nature of the directives of the government are crucial for the cooperation too. For example, the decentralized implementation of the directives of the government may endanger the uneven development and quality assurance in vocational training. The transfer of responsibility of the state in the hands of the provinces ensures on the one side more freedom for provinces, for instance, it allows them to adapt the vocational education and training to their specific needs and to implement it to local circumstances. This means, to offer labour market oriented vocational education and training. On the other side it needs in the context of quality assurance to archive the knowledge gained through the fragmented implementation. This implies, that already developed teaching and learning materials should not get lost but it should be used as synergies and transfer these to other provinces, schools or enterprises. One of the exemplary efforts made by good situated "model vocational schools" is their willingness to overtake a sponsorship for other less developed vocational schools that are located mostly in the western region. Previously mentioned schools support the improvement of the teaching quality of latter mentioned schools and help them especially in the initial phase of the redevelopment of their teaching and training system. More concrete, "school sponsorships" allow to share knowledge, experience or to share technical equipment. The further education of teachers, the establishment of training facilities, the adaptation of curriculum to the labour market needs leave space for the consideration of local needs on the one side, and the dynamics of market development on the other side. It is only possible to take over responsibility for less developed schools, if there is financial support through the government too. School sponsorship is mostly subject to model schools therefore there is a significant need for recognition and promotion of education activities of these model schools. The high dynamic of the labour market in developing regions may cause challenges in the cooperation between vocational schools and enterprises, especially in the time of recession. If the cooperation with a vocational school gives rise to concern because of the limited time, personal availability or financial support in the enterprises, than the support of enterprises may decrease. Therefore the model schools strive to mobilise all actors, ask for financial and material benefits during the time of economic growth to be able to implement those benefits targeted and lay a solid fundament for the performance of less developed schools. This fundament may consist of well-educated vocational teachers, well-equipped training facilities as well as practice oriented curricula. A solid basis allows vocational schools in a economically weak period to use previous investments and benefits. Additional created supplementary services, as further educational offers for enterprise employees, well-educated vocational teachers as consulters by building up of new production lines or by doing research on the effectiveness of human resources, are examples for reserves to bear itself. The redefinition of the role of vocational schools as "service providers" in a wide sense, allows setting quality standards in relation with the pedagogical requirements and economical needs in the vocational education and training. The school administration and teachers need to be equipped with additional management skills in addition to their educational and professional skills to be able to initiate, build and maintain cooperation systematically and analytically. Enterprises need to be aware of taking responsibility for future skilled labour while cooperating with vocational schools. The openness of enterprises for cooperation allows determining one's potential within vocational education and training and look for benefits for both actors. It is necessary for a successful cooperation to be a "win-win" situation, so the motivation for all parties should be maintained. Finally each cooperation needs competent teachers, well equipped training facilities also strategic planning (AIOC-strategy) in sense of analysis of initial situation and the possibilities for the implementation of practical vocational education and training, optimisation of available capacities and resources, the interdependence of responsibilities and competences of both actors, and the consolidation of pedagogical quality criteria under economic premises. The PR China has tried in the past thirty years to modernize its vocational education and training system; this happened mostly in the technical occupations. The challenge for the future will be to do the same effort for the service occupations. The reform and open-door policy of the Chinese government since the 1970s brings many opportunities not only for the economy, but also for the society. The rapid development in the technically based fields brought the anticipated economic upswing and leads the PR China from a development country to the second biggest economy in the world. Now, the current government aims more to increase the life standard of the Chinese and strengthen the domestic consumption than to focus on industry production. Through the emerging middle class the quality and necessity of services gain higher importance in the society and it is seen as an integral part of increasing their quality of life. Chinas new generation remained from the destructive revolutions of the 1960s and 1970s, which have slowed down the development in the country. It has now in hand to bring together identity of the country with its traditions and modernity not only outwardly in the perception of the world, but to strengthen it also in the Chinese society.
Management in der Sozialwirtschaft hat eine besondere Bedeutung im Sinne eines Alleinstellungsmerkmales für soziale Organisationen und Unternehmen, dies soll analog selbstverständlich auch für ein Management der Achtsamkeit in sozialwirtschaftlichen Unternehmen gelten. Wenn Führungskräfte in der Sozialwirtschaft eine erhöhte Selbstaufmerksamkeit und Selbstregulation besitzen, dann strahlt dies auch in die Organisation hinein und steigert insgesamt die "kollektive Achtsamkeit" im Unternehmen. Insofern ist ein Management der Achtsamkeit eine Lern- und Entwicklungsaufgabe für Führungskräfte in der Sozialwirtschaft. Ergebnisse und Perspektiven für ein Management der Achtsamkeit im Rahmen einer qualitativen Führungskräftebefragung von Spitzenmanager/Innen in der Sozialwirtschaft Der sozialwirtschaftliche Bezugsrahmen ist immer auch einer "Ökonomie des Sorgens" (CAREÖkonomie) verpflichtet, die einerseits selbstorganisiert und andererseits staatlich oder kommunal orientiert im Sinne einer Daseinsvorsorge zu organisieren ist. Es geht in sozialwirtschaftlich tätigen Unternehmen immer auch darum, dass Verwirklichungschancen von Menschen realisiert, gefördert und vermehrt werden, es geht um Partizipation, Gerechtigkeit und gesellschaftliche Teilhabe. Führungskräfte in der Sozialwirtschaft benötigen zur komplexen Tätigkeit im Management eine Bandbreite von unterschiedlichen Kompetenzen, sie müssen Probleme im Unternehmen frühzeitig erkennen, dazu gehört, dass sie Problemlösungsprozesse initiieren und sachgerechte Lösungen erarbeiten und bewerten können, dass sie Akzeptanz bei den Beteiligten und Betroffenen begründen und Erfolge, Resultate und Wirkungen ihrer Maßnahmen kontrollieren und evaluieren. Bei der Beschreibung von ethischen Kompetenzen sind die Herausforderungen an das Management besonders komplex. Ethik und Ökonomie befinden sich in einem strukturellen Spannungsverhältnis. Für die Entwicklung von ethischer Kompetenz muss den Führungskräften in der Sozialwirtschaft neben dem Handwerkszeug der Betriebswirtschaft und der Sozialen Arbeit auch eine ethische Orientierung vermittelt werden. Zur ethischen Orientierung müssen sich Führungskräfte in der Sozialwirtschaft Fragen nach einem guten Leben und sozialer Gerechtigkeit stellen. Welche Werte sind zu schaffen (sinnvolles Wirtschaften), wie wollen wir in Zukunft leben (attraktive Lebensformen), ist unser Wirtschaften uns selbst zuträglich (gutes Leben, individuelle Lebensqualität), sind wir als Führungskräfte in der Sozialwirtschaft nicht zu einem Management der sozialen Gerechtigkeit verpflichtet und wie sieht eine auf Sorge und Achtsamkeit ausgerichtete Ethik aus? TIETZE definiert in seiner Dissertation: "Management der Achtsamkeit –ethische Kompetenz von Führungskräften in der Sozialwirtschaft" Management der Achtsamkeit wie folgt: "Handeln in Führungspositionen ist immer ein bewusster Akt, der von Führungskräften in sozialen Kontexten eine besondere Selbstaufmerksamkeit und Selbstreflexion einfordert. Achtsamkeit unterbricht in vielen Alltagssituationen routinisierte Gedanken- und Gefühlsabläufe und führt bei Führungskräften in sozialen Organisationen, die in ihren Entscheidungsprozessen Glaubwürdigkeit, soziale Werte und ökonomische Zweckrationalitäten ausbalancieren müssen, zu mehr Feingefühl, Konzentration und Offenheit für Innovationen und nachhaltige Veränderungen. Insofern ist die Achtsamkeitsorientierung eine qualitativ hochwertige Managementstrategie in der Sozialwirtschaft – sie ist untrennbar verknüpft mit der spezifischen Ethik Sozialer Arbeit." So verstanden ist ein Management der Achtsamkeit ein Alleinstellungsmerkmal für soziale Organisationen und Unternehmen. Soziale Gerechtigkeit, CARE-Ethiken, "gute Kaufmannschaft", nachhaltige Unternehmenskonzepte und Achtsamkeit im Umgang mit den natürlichen Ressourcen, mit den anvertrauten Adressaten und mit sich selbst dürfen keine Gegensätze sein, sie müssen Ausdruck einer neuen ganzheitlichen Sichtweise für ökonomisches Handels in sozialen Unternehmen sein. Die Aussagen einer qualitativen Studie mit Expert/Inneninterviews von Spitzenmanager/Innen der Sozialwirtschaft, die TIETZE im Rahmen seiner o.g. Dissertation durchgeführt hat, bestätigten: Führungskräfte in der Sozialwirtschaft sind "Schlüsselpersonen" für Werte und ethische Grundüberzeugungen und sie haben eine besondere Vorbildfunktion für achtsames Führungsverhalten. Die öffentliche Reputation eines sozialwirtschaftlichen Unternehmens und sein gutes Image kann dagegen durch Unachtsamkeit in der ethischen Orientierung gefährdet werden. Nach den aktuellen Erfahrungen der weltweiten Wirtschaft- und Finanzkrise ist in seiner Studie auch bei Führungskräften der Sozialwirtschaft eine neue ökonomische "Nachdenklichkeit" festzustellen. Im Rahmen des Forschungsprozesses konnte ein allgemeiner Wandel in den Einstellungen der Führungskräfte in Richtung Nachhaltigkeit festgestellt werden. Diese positive Entwicklung kann dazu beitragen, dass zukünftig die Integration der unterschiedlichen Handlungskonzepte von Sozialer Arbeit und, Management in der Sozialwirtschaft in der Praxis sozialwirtschaftlicher Unternehmen besser gelingen kann. Ein weiteres Ergebnis der Studie besagt, dass ein Management der Achtsamkeit zukünftig Werteprozesse analysieren und auf überprüfbare und wirksame Instrumente setzen muss, um ethische Reflexion und gelebtes Wertemanagement im Alltag in Entscheidungs- und Führungsprozessen zu steuern. Ethik wirkt dort, wo es gilt unterschiedliche Auffassungen oder Wertepluralitäten auszubalancieren. Die Anteilnahme von Führungskräften am Alltag der Belegschaft in sozialen Organisationen hat dabei eine hohe Bedeutung und ist eine besondere Form der Wertschätzung, gerade in der Mitarbeiterführung müssen sie nach Meinung der Expert/Innen weitaus emphatischer agieren als in anderen Dienstleistungsbranchen. Achtsamkeit stellt einen Wert für sich dar und will in jeder Situation vollständig präsent zu sein. Achtsamkeit verfolgt das Ziel, die Mitarbeiter/Innen sowohl untereinander als auch in Bezug auf die Kunden beziehungsfähiger zu machen. Asymmetrische Beziehungen müssen frühzeitig erkannt, reflektiert und integriert werden. Zu einer Kultur der Achtsamkeit, so die Studie, gehört ein gelebtes Unternehmensleitbild, das immer wieder in praktischen Leitbilddiskursen erarbeitet werden und erneuert werden muss. Führungskräfte haben für eine Kultur der Achtsamkeit eine Vorbildfunktion und sind sich ihrer Wirkung und Verantwortung für ein gelebtes Unternehmensleitbild bewusst. Zu ethischen Fragen und zu Fragen der Moral gehört eine hohe Reflexionsfähigkeit und Reflexionsbereitschaft, die sich im Alltagshandeln der Führungskräfte täglich beweisen muss, d.h. das Leitbilder auch im persönlichen Führungsverhalten der Führungskraft transparent werden müssen. Achtsamkeit ist dabei ein besonderer Ausdruck von Wertschätzung aller am Prozess Beteiligten. In der gegenwärtigen Finanz- und Wirtschaftskrise kann und soll die Sozialwirtschaft eine Initialfunktion übernehmen, so das Fazit des Autors der Studie. Sie ist unbelastet im Hinblick auf die Verursachung der derzeitigen Krise – ist Opfer und nicht Täter. In der Zukunft geht es um eine Rückbesinnung auf Werte wie Vertrauen, Ehrlichkeit, Solidarität, gute Kaufmannsschaft, Achtsamkeit und soziale Gerechtigkeit. In der Zukunft geht es im Management der Sozialwirtschaft um eine neues nachhaltiges Ökonomieverständnis, es geht um die Stabilisierung von sozialen Werten, um soziale Verpflichtungen, Anreizsysteme für wertekonformes Verhalten, Förderung von eigenverantwortlichem Handeln, wertebezogene Karrieremuster und entsprechende Weiterbildungsmaßnahmen. Achtsamkeit, bzw. achtsamer Umgang mit Menschen, der Umwelt und sich selbst ist ein zentrales und innovatives Thema für die Sozialwirtschaft. Der Grad der Achtsamkeit ist entscheidend für die Zukunftsfähigkeit einer humanen und gerechten Gesellschaft. Ein Management der Achtsamkeit stellt daher zukünftig eine zentrale Lern- und Entwicklungsaufgabe für Führungskräfte in der Sozialwirtschaft dar. ; Management in social economy has a special meaning in terms of unique selling points for a social organization or enterprise. This should apply of course analog to Management of Mindfulness in social economic businesses. When social economy executives have an elevated self consciousness and self regulation, it is reflected in the organization and boosts the "collective mindfulness" within the company altogether. In this respect, the Management of Mindfulness is a learning assignment and developmental task for executives in social economy. Results and prospects for a Management of Mindfulness in the context of a qualitative survey of top managers in social economy The social economy frame of reference is always obligated to an "Economy of Care", which is on one hand self organized. On the other hand it is orientated governmentally or communally, and it is organized in terms of a provision for existence. Among other things, social economic businesses put an emphasis on realizing, supporting and increasing its employees' chances of self-fulfillment. It is about justice and social participation. Social economy executives require extensive expertise in the complex management of operations. They have to be able to identify arising problems in the organization at an early stage and initiate the process of solving them by developing, and reviewing appropriate solutions. Further more, they have to ensure acceptance among the involved persons and they should be able to evaluate and control the achievements, results and effect of their arrangements. When describing ethical competence, the expectations towards the management are complex. Ethics and economy are in a structural stress ratio. To develop ethical competence the social economy executive has to be imparted with an ethical orientation, along with the basic principles of business administration and social work. For a better ethical orientation, social economy executives have to ask themselves questions about a "good life" and social justice, What values are to be added (reasonable economic activity)? How do we want to live in the future (attractive life style)? Is our economic activity supporting our well-being ("good life", individual quality of life)? Are we not, as executives in social economy, compelled to a management of social justice? What does care and mindfulness oriented ethics look like? In his dissertation: "Management of Mindfulness – Ethical competence of executives in social economy" TIETZE defines Management of Mindfulness as follows: "Acting in executive positions is always a conscious act, and in social contexts it requires a particular self-consciousness and self-reflection of the executive. Mindfulness interrupts routinized thought and emotion processes in many everyday situations. For social organization executives, who are balancing their credibility in decision making processes, their social values and their economic instrumental reason, it leads to more sensitiveness, concentration and openness for innovation and lasting changes. In that respect, the orientation on mindfulness is a high-quality management strategy in social economy – it is inextricably connected to the specific ethics of Social Work." This being said, Management of Mindfulness is a unique selling point for social organizations and enterprises. Social justice, CARE – Ethics, "good mercantile community", lasting corporate concepts and mindfulness when dealing with natural resources, with the entrusted clients and with oneself must not be contradictory. They have to be expressions of a new, integrated perception for economic actions in social businesses. The conclusion of a qualitative survey with interviews of top managers from the social economy, which TIETZE conducted in the context of his dissertation, confirms: Executives in social economy are "key personalities" for values and ethical basic beliefs and they have a particular function as a role model for attentive leadership. The public reputation of a social organization and its good image can be endangered by inattentiveness towards its ethical orientation. With the world wide economic and financial crises prevailing, TIETZE recognizes a new economic "reflectiveness" in the mindset of executives in social economy. In the context of the scientific process, a general change towards sustainability was detected in the attitude of the executives. This positive development can contribute to a better integration of different concepts of action of social work and social economy management within social organizations. Furthermore, the study shows that a management of mindfulness has to analyze its valuation tasks and needs to focus on checkable and effective instruments in the future. This is inevitable to successfully control ethical reflection and lived value management in the everyday life in decision making and leading processes. Ethics is effective when balancing different perceptions or different values. The participation of executives in the everyday life of their staff in social organizations is of great importance and a special form of appreciation. In the experts' opinion, the management has to react more emphatically than in any other service sector when it comes to leadership. Mindfulness is a value for itself and wants to be fully present in every situation. Mindfulness has the goal of supporting the staff in their ability to form and maintain a good relationship towards each other as well as towards the clients. Asymmetrical relationships have to be identified, reflected and reintegrated at an early stage. According to the survey, a lived corporate mission is essential for a culture of mindfulness, and it should be developed and renewed in practical debates. Executives are a role model for the culture of mindfulness and ought to be aware of their influence and responsibility for a lived corporate mission. A strong ability and willingness to reflect is significant when facing ethical and morally questions, and it is assessed in the daily action of an executive, i.e. the missions have to be transparent in the leadership behavior. Mindfulness is thereby a special expression of appreciation of all participants in the process. According to the result of the author's survey, the social economy could and should start an initiative in the ongoing financial and economic crisis. It has not caused the momentary crisis but it is a victim. The future is about returning to values like trust, honesty, solidarity, good mercantile community, mindfulness and social justice. Furthermore the future in social economy management lies in a sustainable economic understanding. It is about stabilizing social values, about social commitment, incentive systems for value compliant behavior, encouragement of self dependent actions, value orientated career pattern and corresponding professional development programs. A central and innovative matter in the social economy is mindfulness respectively mindful dealing with people, the environment and oneself. The degree of mindfulness is crucial for a sustainable, human and fair society. Hence, the Management of Mindfulness provides a central learning assignment and developmental task for social economic executives.
Die Würzburger Stadtgemeinde wurde in den Jahren von 1921-1933 sowie von 1946-1948 von Oberbürgermeister Dr. Hans Löffler geleitet. Wenngleich Löffler auch von zentraler Bedeutung für die Geschichte Würzburgs im 20. Jahrhundert war, wurde er dennoch von der geschichtlichen Wissenschaft bislang nicht vertieft berücksichtigt, weil das öffentliche Archivmaterial viel zu knapp ist und seine "Tagebücher" als verschollen galten. Dem Verfasser der vorliegenden Studie gelang es, den Verbleib dieser Tagebücher zu eruieren. Die Politik Hans Löfflers fundierte wie sich alsbald ergab unter anderem auf drei durchgängigen Persönlichkeitsstrukturen und Verhaltensmustern: Der Bürgerlichkeit, dem Liberalismus und der Religiosität. Keines dieser drei Merkmale lässt sich aus den öffentlichen Archivbeständen charakterisieren. Deswegen kam der Auswertung von Hans Löfflers Chronik eine besondere Bedeutung zu. Die spezifischen Schwierigkeiten der "(auto-)biografischen Illusion" (Pierre Bourdieu) waren gleichwohl zu berücksichtigen. Deshalb wurde vom Verfasser als Arbeitshypothese der "Biographisch-Kritische Methodenpluralismus" eingeführt. Aus Löfflers Egodokumenten ergaben sich zugleich auch aussagekräftige Datenquellen, nämlich die Entwicklung seines Einkommens in funktionaler Abhängigkeit zum Preisindex, des weiteren der quantitative Quellenverlauf, der einerseits interessante Hinweise darauf liefert, wann Löffler schreibt und in welchem Umfang - und wann die Arbeit an seiner Chronik ruht. Zugleich liefert der quantitative Quellenverlauf auch überaus interessante Erkenntnisse zur Relation von Erzählzeitpunkt und erzählter Zeit. Hans Löffler, dessen Familie aus dem Würzburgischen Amtsstädtchen Karlsstadt stammte, vollzog mit dem für die untere Mittelschicht typischen Ehrgeiz eine Juristenkarriere, die als solche typisch für das späte 19. Jahrhundert war. Der Umzug seiner Familie nach Würzburg, der Beitritt zum traditions- und einflussreichen Corps Bavaria und schließlich auch die Eheschließung mit einer Tochter aus der ebenso alten und wie wohlhabenden Würzburger Kaufmannsfamilie Held förderten den sozialen Aufstieg. Die politische Gesinnung Hans Löfflers lässt sich erst im Verlauf des Ersten Weltkriegs sowie während der anschließenden Doppelrevolution anhand des Quellenmaterials schärfer zeichnen. Dessen ungeachtet zeigte sich schon in frühen Jahren, hart an der Grenze zum 20. Jahrhundert, die Verehrung Löfflers für den Reichsgründer Otto von Bismarck und die Verachtung für Kaiser Wilhelm II. Schlussendlich vollzog Hans Löffler einen nahezu mühelosen Übergang von der Monarchie zur parlamentarischen Demokratie. Löffler schloss sich der Deutschen Demokratischen Partei (DDP), der Partei Max Webers, Thomas Manns und Albert Einsteins an. Nachdem sein Vorgänger Andreas Grieser in die Berliner Ministerialbürokratie gerufen worden war, wurde Hans Löffler 1921 ohne Gegenstimme vom Stadtrat zu dessen Nachfolger bestimmt. Während im Vergleichszeitraum insgesamt 11 Reichskanzler regierten, blieb Hans Löffler bis zu seiner Entlassung durch die Nationalsozialisten Oberbürgermeister von Würzburg. Seine restriktive Finanzpolitik, die als seine bedeutendste Leistung in Zeiten weltweiter wirtschaftlicher Rezession gelten muss, ermöglichte zugleich stadtpolitische Projekte, die Würzburg bis heute prägen. Dazu zählen neben der Fertigstellung der Universitätsklinik Luitpoldkrankenhaus die Etablierung des Mozartfests, die Eingemeindung der Stadt Heidingsfeld oder auch der Beginn der Besiedelung der heutigen Sieboldshöhe. Nachdem auch in Würzburg die Nationalsozialisten im Verlauf der 1920er Jahre begonnen hatten gegen den jüdischen Teil der Bevölkerung zu hetzen, stellt sich Hans Löffler unerschrocken vor seine Mitbürger und wurde von den Nationalsozialisten deshalb pejorativ als "Judenbürgermeister" bezeichnet. Bei der Reichspräsidentenwahl 1932 kam es auch in Würzburg zu einem letzten Aufbäumen bürgerlicher Kräfte im Rahmen einer sogenannten "Hindenburgfront". Die Existenz dieser Hindenburgfront in Würzburg wurde in der vorliegenden Studie erstmals aufgezeigt. Als 1933 auch im katholischen Würzburg die Nationalsozialisten die Macht übernahmen, musste Dr. Hans Löffler auf sein Oberbürgermeisteramt verzichten, kaufte sich ein kleines Anwesen am Chiemsee und ging in die Innere Emigration. Unmittelbarer Auslöser dieses Umzugs war der Umstand, dass Löffler wiederholt hinterbracht wurde, Würzburger Bürger, die bei der Stadtverwaltung mit ihrem Anliegen nicht durchdringen konnten, hätten sich mit Bemerkungen beschwert, zu Löfflers Zeiten sei alles besser gewesen. Diese Konfliktlage wurde Löffler zu gefährlich. Während der gesamten nationalsozialistischen Zeit war Löffler in Chieming und besuchte nur ab und an Würzburg. Löffler pflegte in Chieming den Gartenbau und las unter anderem Dissidenten-Literatur. Nach dem Einmarsch der US Army bekannte Löffler in schonungsloser Offenheit, dass er die in den Konzentrationslagern verübten Verbrechen all die Jahre geahnt habe. Zugleich verspürte Dr. Hans Löffler den Wunsch, wieder Oberbürger-meister des zu 90 % zerstörten Würzburgs zu werden, scheute sich aber, sich selbst ins Gespräch zu bringen. Nachdem sich in Bayern ein erheblicher Teil der Liberalen aus der Zeit vor 1933 der neu gegründeten CSU angeschlossen hatten, wurde Löffler für diese neue Partei von 1946-1948 nochmals Oberbürgermeister von Würzburg. Über seine Rolle bei der Gründung der CSU und innerhalb der CSU gibt es nicht den geringsten Hinweis. 1948 schied Löffler aus Altersgründen aus dem Amt und verbrachte die verbleibenden Jahre bis zu seinem Tod 1955 in seinem Haus an der Keesburgstraße. Am Ende stand die Erkenntnis, dass nur allzu wenige die Ehre für sich in Anspruch nehmen konnten, sich während des schwärzesten Kapitels der deutschen Geschichte wie Hans Löffler verhalten zu haben. Und in der Tat: Matthias Matussek hat nach dem Tod von Joachim Fest über diesen geschrieben, was auch bei Hans Löffler festzustellen ist: "… das Gerade enthält immer einen stillen Vorwurf." Insofern ist Löfflers Lebensgang Anklage und Aufforderung gleichermaßen. Dass Löffler entschieden bürgerlich und zugleich ein linksliberaler Corpsstudent war, entspricht nicht jedermanns Geschichtsbild – aber der Lebenswirklichkeit. Hans Löffler dekliniert auf seine Weise einen jener Lebenswege, denen zufolge Leistung (nicht Abstammung) den sozialen Aufstieg innerhalb der "open society" ermöglicht. Löffler selbst sprach von der "Ethik des Bürgertums". Thomas Nipperdey hatte für das ausgehende lange 19. Jahrhundert festgestellt, die Zukunft sei belastet und umschattet, wie immer verhängt, letztlich aber offen gewesen. Die Person Hans Löfflers zeigt gerade für diese Epoche, dass verbreitete nationalistische oder antisemitische Anfechtungen nicht notwendigerweise und unausweichlich im Wahnsinn des Nationalsozialismus hätten enden müssen. Und schließlich: Karl Popper hatte postuliert, dass es dem kritischen Ra-tionalismus entsprechend zwingendes Merkmal einer wissenschaftlichen Aussage ist, dass diese sich dem Grunde nach falsifizieren lässt. Dementsprechend wäre es das ungünstigste, was Hans Löffler zuteilwerden könnte, wenn sein Wirken weiterhin im Schatten wissenschaftlicher Aus-einandersetzung bliebe. Eine Verifizierung, aber auch eine Falsifikation der vorliegenden Studie freilich wäre genau das, was Dr. Hans Löffler - einer Zentralfigur der Würzburger Zeitgeschichte - zweifellos zustünde. Aus den nun erstmals erschlossenen Quellenbeständen wurde diagnostiziert, dass Löffler für sein eigenes Leben verlässliche Konstanten hatte und gerade dadurch selbst zu einer verlässlichen Konstanten für die Stadtgemeinde Würzburg wurde. In diesem Sinne will die vorliegende Untersuchung die so dringend angezeigte Löffler-Forschung weder abschließen noch determinieren, sondern den notwendigen Anfang einer vertieften kommunalgeschichtlichen Auseinandersetzung mit einem bedeutenden deutschen Oberbürgermeister bilden - auf dass sich besser noch erhellt wie es denn eigentlich gewesen. ; The borough of Wuerzburg was run by the Mayor Dr. Hans Löffler during the years from 1921-1933 as well as from 1946-1948. Although he was also of central importance for the history of Wuerzburg in the 20th century he has nevertheless not been considered by history yet as the public archive material is far too scarce and his "diaries" were thought to have been lost. The author of the present study succeeded in finding the whereabout of these diaries. It soon became evident that Hans Löffler's policy, inter alia, was based on three general personality structures and behaviour patterns: the bourgeois way of life, liberalism and religiousity. None of these three features can be profoundly characterised through the public archive holdings. The analysis of Hans Löffler's chronicle was therefore of particular importance. The particular difficulties of the "(au-to-)biographical illusion" (Pierre Bourdieu) had to be taken into conside-ration conscientiously. Hence, the "biographical critical pluralism of methods" was introduced by the author as a working hypothesis. At the same time, significant data sources arose from Löffler's ego documents, namely the development of his income in functional dependence on the price index, furthermore the quantitative course of sources as well as finally the relationship between the time of the narration and the narrated time being very meaningful for the historical-critical hermeneutics of sources. Hans Löffler, whose family came from the small district town of Karlstadt near Wuerzburg, pursued a legal career with middle-class cha-racteristic ambition which was as such typical for the late 19th century. The relocation of his family to Wuerzburg, the accession to the influential Corps Bavaria and eventually also the marriage with a daughter from the equally old as well as wealthy merchant family Held were conducive to his social advancement. Hans Löffler's political conviction cannot be submitted to a more profound observation until in the course of the First World War as well as the subsequent double revolution. Nevertheless, Löffler's admiration for the founder of the German Reich Otto von Bismarck and his contempt for Emperor Wilhelm II already appeared in his early years, very close to the turn of the 20th century. At the end, Hans Löffler made a virtually effortless transition from monarchy to par-liamentary democracy. Löffler joined the German Democratic Party (DDP), the party of Max Weber, Thomas Mann and Albert Einstein. In 1921, after his predecessor Andreas Grieser had been assigned to the Berlin ministerial bureaucracy, Hans Löffler was appointed his successor by the city council without a dissenting vote. While a total of 11 Reich Chancellors governed the country during the reference period, Hans Löffler remained Mayor of Wuerzburg until his dismissal by the National Socialists. His restrictive financial policy, which has to be considered his major achievement in times of worldwide economic recession, at the same time paved the way for municipal projects which shape the character of Wuerzburg to this day. These include among the completion of the University Hospital Luitpoldkrankenhaus the establishment of the Mozart festivals, the incorporation of the town of Heidingsfeld or also the beginning of the settlement of the present day Sieboldshöhe. When the National Socialists also began to stir up hatred against the Jewish part of the population in Wuerzburg in the course of the 1920s Hans Löffler boldly defended his fellow citizens and was therefore called "Mayor of the Jews" by the National Socialists. At the Reich presidential election in 1932 there was also a last rise up of bourgeois forces in Wuerzburg within the framework of a socalled "Hindenburgfront". The existence of this Hindenburgfront in Wuerz-burg has been proven for the first time in the present study. When the National Socialists also took over Catholic Wuerzburg in 1933, Dr. Hans Löffler had to resign as a Mayor, bought a small estate at the Chiemsee and went into inward emigration. The immediate cause of his relocation was that Löffler was informed several times that Wuerzburg citizens who were not able to succeed with their concern at the municipal administration were said to have complained with the remark that everything had been better in Löffler's days. This conflict situation became too dangerous to Löffler. During the whole National Socialist area Löffler was in Chieming and only visited Wuerzburg now and then. Löffler focused on horticulture and among others read dissident literature. After the march-in of the US Army Löffler confessed in relentless openness that he had anticipated the crimes committed in the concentra-tion camps all those years. At the same time, Dr. Hans Löffler had the desire to become mayor of Wuerzburg, which was destroyed up to 90 % , but was reluctant to become a topic of conversation. After a considerable part of the liberals in Bavaria had joined the newly founded CSU, Löffler became Mayor of Wuerzburg for this new party again from 1946 to 1948. There is not the slightest reference to his role in the foundation of the CSU and within the CSU. In 1948, Löffler retired for reasons of age and spent his remaining days until his death in 1955 at his residence at Keesburgstraße. At the end, there was the painful truth that just a few could claim the honor of having been an Hans Löffler during the darkest chapter of German history. And indeed: Matthias Matussek has written about Joachim Fest after his death what must also be stated about Hans Löffler: "… the straight always contains a silent reproach." Löffler's path of life is thus an accusation and a request at the same time. That Löffler was a decidedly bourgeois, left-wing liberal Corps student may not be in accordance with everyone's historical perception, but with life's reality. Hans Löffler points out those paths of life according to which achievement (not descent) allow social advancement within the "open society" in his own way. This is in Löffler´s own words the "ethics of bourgeoisie". With regard to the long late 19th century, Thomas Nipperdey has pointed out that the future had been strained and shadowed, overcast as always, but ultimately open. Concerning this epoch, the person of Hans Löffler particularly shows that nationalist or anti-Semitic animosities needn't have led to the madness of National Socialism necessarily and inevitably. And ultimately: Karl Popper had postulated that, in accordance with critical rationalism, it is a mandatory attribute of a scientific statement, that it can basically be falsified. Consequently, it would be the worst that could happen to Hans Löffler if his work remained in the shadow of scientific consideration. A verification, but all the same a falsification of this study would of course be just what Dr. Hans Löffler – a central figure of Wuerzburg's contemporary history – should be entitled to without doubt. From the source material which was revealed for the first time it was diagnosed that Löffler had reliable constants for his own life and that this is exactly what made him a reliable constant for the borough of Wuerzburg. With this in mind, the present study neither wants to conclude nor determine the urgently needed Löffler research but instead be the beginning of a profound communal historical debate on a great German Mayor – so that more light is shed on what actually happened.
Pädagogische Fachkräfte nutzen Social Media-Plattformen als professionelle Handlungsräume. Diese Nutzung umfasst die Grundformen pädagogischen Handelns, wie Arrangieren, Animieren und Informieren/Beraten. "Wenn ich als Pädagogikprofessor in einer Straßenbahn Eltern Ratschläge gebe, wie sie mit einem offensichtlich übermüdeten Kind umgehen sollen, dann handele ich vermutlich anmaßend, aber nicht professionell, denn die Tram ist nicht der Ort meiner Profession." (Giesecke 1997: 47) Wie sieht es aus, wenn die Orte pädagogischer Profession nun aber gezielt ausgedehnt werden, indem pädagogische Fachkräfte in Sozialen Onlinenetzwerken (SONW) pädagogisch agieren? SONW werden somit zu neuen pädagogischen Handlungsräumen. Der Beitrag zeigt anhand ausgewählter Fallbeispiele, wie SONW von pädagogischen Fachkräften der Offenen Kinder- und Jugendarbeit (OKJA) als pädagogische Handlungsräume genutzt werden. Noch nie zuvor haben so viele junge Menschen und Erwachsene das Internet täglich genutzt (mpfs 2017; Projektgruppe ARD/ZDF–Multimedia 2017). Angesichts dieser hohen Bedeutung stellt sich die Frage, inwiefern auch die Soziale Arbeit die Potenziale des Internets und besonders die Potenziale von SONW für sich nutzen kann. Eine Vorreiterrolle bezüglich der Nutzung von SONW als pädagogische Handlungsräume nehmen die pädagogischen Fachkräfte der OKJA ein (JFF 2011). Zunächst wird in diesem Beitrag anhand einiger Situationen aus der OKJA verdeutlicht, wie SONW als pädagogische Handlungsräume genutzt werden. Die verwendeten Beispiele entstammen qualitativen Interviews mit Fachkräften, die im Rahmen des Dissertationsprojekts der Autorin geführt wurden. Der anschließende Abschnitt beschäftigt sich mit der Frage nach der Wahrnehmung und Artikulation von SONW als pädagogische Handlungsräume durch die Fachkräfte. In einer Zusammenfassung werden die geschilderten Situationen hinsichtlich der Grundformen pädagogischen Handelns nach Giesecke kategorisiert. Der Artikel schließt mit einer Positionierung zu den Herausforderungen durch SONW und einem Ausblick. Exemplarische Situationen der Nutzung von SONW Im Folgenden werden ausgewählte Situationen der alltäglichen Nutzung von SONW und deren pädagogische Implikationen vorgestellt. Der erste Beispielkomplex zeigt dies am Beispiel der Postings von Jugendlichen. Dadurch, dass die Jugendarbeiterin Clara auf Facebook mit den Jugendlichen befreundet ist, erfährt sie von Beleidigungen und Streits und hat die Möglichkeit Einfluss zu nehmen: "Dann hab ich gemerkt, die fängt dann an mit der zu chatten und auf die Startseite: 'Und du bist so doof' und haste nicht gesehen [zu schreiben]. Und dann konnte ich natürlich im Vorfeld schon eingreifen. Und wenn sie dann kamen, dann hatte ich eine Information, die ich sonst nicht gehabt hätte und hab sie mir dann alle ins Büro geholt und hab das ganz offen angesprochen." Bei Streits zu intervenieren ist für die pädagogischen Fachkräfte in der OKJA alltägliche pädagogische Arbeit. In einem ersten Schritt wird die Situation beruhigt und in einem anschließenden Schritt mit den Beteiligten in einem pädagogischen Rahmen bearbeitet. Clara kann situativ entweder mittels Kommentar direkt in die Interaktion im SONW einsteigen oder zu einem späteren Zeitpunkt ein Gespräch in der Einrichtung forcieren. Sie bewertet es als sehr hilfreich, Dinge indirekt zu erfahren, da sich das o.g. Mädchen vielleicht nicht von sich aus an sie gewandt hätte. Clara erhält durch ihre Facebook-Freundschaft auch Informationen, die nicht explizit an sie adressiert wurden, somit obliegt es ihrer pädagogischen Kompetenz, sensibel mit diesen Informationen umzugehen und zu entscheiden, ob sie sie aktiv nutzt oder die Situation passiv beobachtet. Der Jugendarbeiter Felix hat ein Bild kommentiert, das zwei Mädchen gepostet hatten. Auf diesem Bild inszenieren sich die Mädchen auf Straßenbahnschienen sitzend. Felix schien es erforderlich dies zu hinterfragen: "'Okay, das ist nicht so ganz eindeutig, was wollt ihr mit diesem Foto sagen? Wollt ihr sagen, dass euch das Leben nicht mehr gefällt und ihr wartet darauf, dass die nächste Straßenbahn kommt und euch überfährt?'" Die Mädchen erfahren Selbstwirksamkeit, da der Jugendarbeiter auf das Foto reagiert. Durch das offene Thematisieren der Bildbotschaften werden sie zum Reflektieren ihres Handelns angehalten und somit Bildungsprozesse angeregt. Felix ist zudem sensibilisiert und kann zu einem späteren Zeitpunkt ggf. eine Beratungs- oder Informationssituation initiieren. Informationen, die Clara aus den Postings der Jugendlichen über diese erhält, nutzt sie, um in der Anschlusskommunikation ein Gefühl emotionaler Verbundenheit hervorzurufen: "Und wenn du dann zum Beispiel bei Facebook schon gesagt hast: 'Finde ich toll, du hast ein neues Kleid'. Dann kommen sie an: 'Mensch Clara, wirklich? Ist das ein schönes Kleid? Sag mal ehrlich.'" Die Jugendarbeiterin reagiert hier wertschätzend auf Dinge, die für die Jugendlichen aktuell von Belang sind und zwar im Einzelfall, aber ebenso auch bereits durch die Tatsache, dass sie sich auf die Kommunikationsweise der Jugendlichen einlässt. Sie erzeugt dadurch ein positives Klima und ruft ein Gefühl emotionaler Verbundenheit hervor. Clara selbst beschreibt dies als Intensivierung der Kontakte. Oder anders gesagt: Sie nutzt die SONW unterstützend, um die Beziehung zu den Jugendlichen kontinuierlich weiterzuentwickeln. Diese Grundlagen für den Aufbau einer vertrauensvollen Arbeitsbeziehung werden von der Jugendarbeiterin arrangiert. Im zweiten Beispielkomplex werden die pädagogischen Implikationen und Intentionen anhand der Postings der pädagogischen Fachkräfte vorgestellt. Felix verfolgt sowohl pädagogische als auch administrative Absichten, wenn er Aktionen der Einrichtung mittels Bildpostings in SONW dokumentiert. Die Postings haben zum einen den Zweck ein Zugehörigkeitsgefühl zur Einrichtung zu fördern, indem gemeinsame Erlebnisse positiv erinnert werden und die Jugendlichen animiert werden, diese Emotionen zu reflektieren und zu verbalisieren. "Also wenn ein schönes Foto natürlich da ist und dann die Reaktion drauf kommen würde: 'Ja, ich war dabei. Das war total geil.' Dann wäre damit schon sehr viel erreicht." Außerdem möchte Felix einen Dialog über diese spezifische Aktion unter den Jugendlichen anregen. Er eröffnet mit der Kommentarfunktion eine niedrigschwellige Möglichkeit und motiviert die Jugendlichen damit, sich zu artikulieren. En passant erhält er durch die Kommentare Feedback und kann weitere entsprechende Angebote arrangieren. Zugleich hat sowohl die Dokumentation als auch der Anschlussdialog der Jugendlichen Signalcharakter nach außen: Außenstehende erhalten einen Eindruck von Angeboten und Zielgruppe sowie einen Eindruck davon, wie die pädagogischen Fachkräfte arbeiten; Lebendigkeit und Offenheit wird signalisiert. Sowohl Clara als auch Felix nutzen die SONW, um alltägliche pädagogische Angebote oder besondere Erlebnisse zu arrangieren und initiieren. Einen Vorteil sehen sie vor allem darin, dass sie mittels Postings in kurzer Zeit eine große Zielgruppe, nämlich alle mit der Einrichtung verbundenen Jugendlichen, erreichen können. Deutlich wird dies in Felix' Einrichtung, in der täglich das aktuelle pädagogische Angebot gepostet wird. Dadurch erreicht er auch eine Zielgruppe, die sonst nicht die Einrichtung besucht, sondern lediglich punktuell zu Außenveranstaltungen kommt. "Wie zum Beispiel jetzt im Sommer, wenn wir irgendwo Baden fahren dann wird das gepostet." Das Werben für den Badeausflug mittels Postings in SONW ermöglicht den o.g. Jugendlichen einen Zugang zur Einrichtung bzw. zu dem pädagogischen Personal und die Teilnahme an den pädagogischen Aktionen. Felix kann dies wiederum nutzen, um mit den Jugendlichen in Kontakt zu treten und Vertrauen aufzubauen. Außerdem kann eine andere Umgebung einen guten Rahmen bieten, um Barrieren zwischen den unterschiedlichen Besucher_innengruppen abzubauen und neue gruppendynamische Prozesse anzustoßen. Clara hatte beispielsweise Karten für die Castings von X Factor und Supertalent und postete: "Ich hab Karten. Wer will […] mitkommen?" bzw. "Ich hab keine Karten mehr." Sie ermöglicht den Jugendlichen damit, etwas Besonderes, nicht Alltägliches, zu erleben und schafft Möglichkeiten für Bildungsprozesse. Das Arrangieren der Teilnahme an besonderen Erlebnissen und pädagogischen Angeboten impliziert dementsprechend auch pädagogisches Handeln und ist über ein massenmediales Werben hinausgehend. Das pädagogische Handeln in SONW und SONW als pädagogische Handlungsräume Die vorherigen Explikationen haben den pädagogischen Gehalt im Umgang mit beiderseitigen Postings aufgezeigt. In einigen Beispielen wurde direkt im SONW interveniert, womit deutlich wurde, wie dieses als zusätzlicher, pädagogischer Handlungsraum der OKJA genutzt wird. Weiterführend stellt sich nun aber die Frage, inwiefern die beiden pädagogischen Fachkräfte die SONW als pädagogische Handlungsräume wahrnehmen und in dieser Deutlichkeit als solche bezeichnen. Nach ihrem Begriffsverständnis befragt, definiert Clara pädagogisches Handeln als "alles Handeln, was du in Bezug auf Jugendliche erzieherisch ausübst". Als Beispiel benennt sie das Eingehen auf Konflikte auf Basis von pädagogischen und entwicklungspsychologischen Fachkenntnissen, also "zu wissen, was damit gemeint sein kann und das dann eben ansprechen". Dabei verwendet sie einen aufrüttelnd-provokanten Sprachstil, sog. Modulationen (vgl. Cloos et al. 2009), um den Jugendlichen ihr Verhalten und dessen Konsequenzen bewusst zu machen. Für Clara findet sich diese Art pädagogischen Handelns fraglos auch in den SONW wieder. Sie verdeutlicht dies am weiteren Beispiel eines männlichen Jugendlichen, der sich in Bodybuilder-Pose fotografiert hat: "Und ich sage, 'Meine Güte, jetzt machste aber einen auf Muskelprotz!' und mach das mit so'nem Smiley hinten dran, so dass der eigentlich weiß, was ich damit meine." Auch hier verwendet sie Modulationen, um den Jugendlichen zur Reflexion seines Verhaltens anzuregen und ihm die Wirkungen des geposteten Bildes vor Augen zu führen. Zusätzlich hätte Clara die Möglichkeit die Interaktion auf Facebook für spätere Anschlusskommunikation innerhalb der Einrichtung zu verwenden. Auffällig an Claras Verständnis von pädagogischem Handeln ist vor allem, dass sie den Fokus im Schwerpunkt auf konflikthafte oder problematische Situationen richtet. Pädagogisches Handeln umfasst für sie somit korrigierendes Handeln. Darin unterscheidet sich ihre Definition von der Gieseckes. Dieser definiert pädagogisches Handeln als positive Beeinflussung des Menschen hin zu einer mündigen Persönlichkeit, indem man Gelegenheiten zu Bildungsprozessen bietet (vgl. 1997: 22ff.). Felix definiert pädagogisches Handeln als das Arrangieren von Workshops, das Animieren oder das Vermitteln von Toleranz in der Gruppe. Damit bezieht er sich allerdings lediglich auf die Face-to-Face-Arbeit innerhalb der Einrichtung, denn Felix bezweifelt, dass pädagogisches Handeln auf SONW übertragen werden kann: "Und bezogen auf Netzwerke lässt sich wirklich die Frage stellen, ist das eine Form von pädagogischem Handeln wenn ich das veröffentliche, die Angebote? Weil das ist ja wirklich eigentlich nur Öffentlichkeitsarbeit, Informationsarbeit". Obwohl er also durchaus in SONW pädagogisch agiert, reflektiert und artikuliert er dies nicht dementsprechend. Für ihn sind SONW weniger zusätzliche pädagogische Handlungsräume als vielmehr Werkzeuge, die administrative Aufgaben erleichtern. Auch Giesecke grenzt den Informationsoutput von Massenmedien von pädagogischem Handeln ab und hält fest, dieses finde immer von Angesicht zu Angesicht statt. Lediglich in den ggf. daran anschließend hergestellten, interaktiven Situationen könne pädagogisch gehandelt werden (1997: 47f.). Wie die Explikationen aber deutlich gemacht haben, ist dies auf Grund der Interaktivität von SONW heute keine grundlegende Bedingung für pädagogisches Handeln mehr. Felix nutz zwar in der Handlungspraxis diese Interaktivität, in der Reflexion und Artikulation spielt die Interaktivität jedoch keine Rolle. Anhand der beiden Fallbeispiele wird deutlich, dass die Reflexion pädagogischer Implikationen in der Nutzung von SONW nicht unbedingt die Praxis abbildet. Laut Giesecke ist der Gegenpol zum Handeln stets die Reflexion (1997: 45). Sein Konzept der Grundformen pädagogischen Handelns sieht er als Instrument, das Handeln zu reflektieren (1997: 17). Diese Grundformen (1997: 76ff.)1 dienen nun als Struktur, um das pädagogische Handeln der Explikationen reflektierend zu verdeutlichen. Arrangieren (1): Indem die pädagogischen Fachkräfte die vielfältigen Kommunikationskanäle von SONW nutzen, arrangieren sie die Voraussetzungen für vertrauensvolle Arbeitsbeziehungen oder arrangieren Situationen, die Bildungsprozesse ermöglichen. Animieren: Die pädagogischen Fachkräfte animieren die Jugendlichen zur Teilnahme an pädagogischen Arrangements wie Ausflügen und weiteren pädagogischen Situationen. Ebenso animieren sie die Jugendlichen sich in SONW zu artikulieren. Informieren/Beraten: Das Informieren und Beraten kann sich einerseits in den SONW abspielen, andererseits aber auch lediglich inhaltlich auf die SONW bezogen sein und offline/face-to-face stattfinden. Beide pädagogische Fachkräfte merken an, dass aus ihrer Sicht ein Face-to-Face-Gespräch aufgrund der Kanalreduktion nicht durch Nachrichten über SONW zu ersetzen und es daher wichtig sei, stets "zweigleisig" (Clara) zu arbeiten. Im Folgenden werden Herausforderungen und Reflexionsbedarfe, die sich aus den obigen Beispielen ergeben, erörtert. Herausforderungen und Ausblick SONW sind keine Jugendräume. Firmen sind dort ebenso präsent wie Erwachsene, die dort beruflich und privat netzwerken. Dementsprechend ist die Frage, ob sich pädagogische Fachkräfte in SONW aufhalten sollten, hinfällig (vgl. Stix 2014). Wichtiger ist es, einen Umgang miteinander zu entwickeln, der weder den pädagogischen Fachkräften noch den Jugendlichen zum Nachteil wird. Um die Jugendlichen zu erreichen, nutzen die pädagogischen Fachkräfte die bei jungen Menschen angesagten SONW-Angebote. Diese sind in der Regel kommerziell und wenig transparent oder reguliert, was den Umgang mit Nutzer_innendaten betrifft. Dies erfordert aus pädagogischer Sicht das Prüfen und Abwägen von Vor- und Nachteilen. Dementsprechend kann es nicht nur aufgrund der Kanalreduktion wichtig sein, ein Gespräch über ein sensibles Thema face-to-face zu führen und dies den Jugendlichen zu vermitteln. Ein reflektierter und sensibler Umgang mit Daten gilt auch für die Dokumentation von Aktionen, wie Felix ihn schildert. Beim Posten von Bildern muss er das Persönlichkeitsrecht der Jugendlichen beachten und prüfen, ob und ggf. welche Informationen möglicherweise unbeabsichtigt preisgegeben werden. Des Weiteren stellt sich die ethische Frage, inwiefern sich pädagogische Fachkräfte Informationen aktiv aus SONW besorgen und nutzen dürfen (vgl. Kutscher 2015). Eine weitere Herausforderung ergibt sich aus der Frage, ob nicht Jugendliche, die keinen Zugang zu SONW haben, ausgegrenzt oder benachteiligt werden. Dies zu reflektieren ist eine Aufgabe pädagogischer Professionalität. Die Nutzung von SONW birgt pädagogische Chancen. Zugleich ergeben sich daraus auch neue Verantwortungsdimensionen für das professionelle Handeln pädagogischer Fachkräfte. Das Handeln in SONW muss hinsichtlich möglicher negativer Konsequenzen für die Jugendlichen reflektiert werden. Die Entwicklung einer eigenen (medien-) pädagogischen Haltung sowie eine Rahmung durch Träger und kollegialer Austausch können dabei helfen. Pädagogisch professionell zu sein bedeutet auch, die Trends der jungen Menschen zu kennen und pädagogisch darauf zu reagieren. Im Falle von Social Media bewegt sich die Masse seit 2015 zu Angeboten wie WhatsApp und Instagram (mpfs 2016: 32f.). Es bleibt spannend, ob sich auch WhatsApp mit seinen anderen Strukturen mittelfristig als pädagogischer Handlungsraum etablieren und wie das pädagogische Handeln dort konkret aussehen wird – und welche Konflikte dies zu fachlichen Logiken und Standards mit sich bringt (vgl. Deutscher Bundestag 2013, S. 394), die zu reflektieren und in die Gestaltung pädagogischen Handelns einzubeziehen sind. (1) Ausgenommen das Unterrichten, von Giesecke verstanden als das Erklären von relativ komplexen Sachzusammenhängen in einem längeren Argumentationsprozess (1997: 79). ; Pedagogical professionals use social media platforms as professional spaces for action. This use includes the basic forms of pedagogical action, such as arranging, animating and informing/advising. "If I, as a professor of education, give advice to parents in a tram on how to deal with an obviously overtired child, then I am probably acting presumptuously, but not professionally, because the tram is not the place of my profession." (Giesecke 1997: 47) But how does it look when the places of pedagogical profession are now deliberately extended by pedagogical professionals acting pedagogically in online social networks (SONW)? SONW thus become new spaces for pedagogical action. The article uses selected case studies to show how SONW are used as pedagogical spaces of action by pedagogical professionals in open child and youth work (OKJA). Never before have so many young people and adults used the internet on a daily basis (mpfs 2017; Projektgruppe ARD/ZDF-Multimedia 2017). In view of this high importance, the question arises to what extent social work can also use the potentials of the internet and especially the potentials of SONW for itself. A pioneering role with regard to the use of SONW as pedagogical spaces for action is played by the pedagogical professionals of OKJA (JFF 2011). First of all, this article will illustrate how SONW are used as pedagogical spaces of action by means of some situations from OKJA. The examples used are taken from qualitative interviews with professionals conducted as part of the author's dissertation project. The following section deals with the question of how professionals perceive and articulate SONW as pedagogical spaces for action. In a summary, the situations described are categorised with regard to the basic forms of pedagogical action according to Giesecke. The article concludes with a position on the challenges posed by SONW and an outlook. Exemplary situations of SONW useIn the following, selected situations of everyday SONW use and their pedagogical implications are presented. The first set of examples shows this with the example of postings by young people. Because the youth worker Clara is friends with the young people on Facebook, she learns about insults and arguments and has the opportunity to influence them: "Then I noticed that she starts chatting with them and writes on the homepage: 'And you are so stupid' and hasn't seen it [to write]. And then of course I could intervene in advance. And then when they came, then I had information that I wouldn't have had otherwise and then I got them all into the office and addressed it quite openly." Intervening in disputes is everyday pedagogical work for the educational professionals in OKJA. In a first step, the situation is calmed down and then dealt with in a pedagogical framework with the parties involved. Clara can either directly enter into the interaction in the SONW by means of comments or force a conversation in the facility at a later time. She finds it very helpful to learn things indirectly, as the girl mentioned above might not have approached her on her own. Through her Facebook friendship, Clara also receives information that was not explicitly addressed to her, so it is up to her pedagogical competence to deal sensitively with this information and to decide whether she uses it actively or observes the situation passively. The youth worker Felix commented on a picture that two girls had posted. In this picture, the girls are staging themselves sitting on tram tracks. Felix seemed to need to question this: ''Okay, that's not so clear, what are you trying to say with this photo? Are you saying you don't like life anymore and you're waiting for the next tram to come and run you over?'" The girls experience self-efficacy as the youth worker responds to the photo. By openly thematising the picture messages, they are encouraged to reflect on their actions and thus educational processes are stimulated. Felix is also sensitised and can initiate a counselling or information situation at a later stage if necessary. Clara uses information that she receives about the young people from their postings to evoke a feeling of emotional connection in the follow-up communication: "And if, for example, you have already said on Facebook: 'I think it's great, you have a new dress'. Then they arrive: 'Gee Clara, really? Is that a nice dress? Tell me honestly.'" Here, the youth worker responds appreciatively to things that are of current concern to the young people, in individual cases, but also by the very fact that she engages with the young people's way of communicating. She thus creates a positive climate and evokes a feeling of emotional connection. Clara herself describes this as an intensification of contacts. Or in other words, she uses the SONW in a supportive way to continuously develop the relationship with the young people. These foundations for building a trusting working relationship are arranged by the youth worker. In the second set of examples, the pedagogical implications and intentions are presented based on the postings of the pedagogical professionals. Felix pursues both pedagogical and administrative intentions when he documents actions of the institution by means of picture postings in SONW. On the one hand, the postings have the purpose of promoting a sense of belonging to the institution by positively remembering shared experiences and encouraging the young people to reflect on and verbalise these emotions. "So if a nice photo is there, of course, and then the reaction to it would be: 'Yes, I was there. That was totally cool. Then that would already achieve a lot." Felix also wants to stimulate a dialogue about this specific action among the young people. With the comment function, he opens up a low-threshold possibility and thus motivates the young people to articulate themselves. En passant, he receives feedback through the comments and can arrange further corresponding offers. At the same time, both the documentation and the follow-up dialogue of the young people have a signal character to the outside: outsiders get an impression of the offers and the target group as well as an impression of how the educational professionals work; liveliness and openness are signalled. Both Clara and Felix use the SONW to arrange and initiate everyday educational offers or special experiences. They see an advantage above all in the fact that they can reach a large target group, namely all the young people associated with the institution, in a short time by means of postings. This becomes clear in Felix's facility, where the current educational offer is posted daily. In this way, he also reaches a target group that otherwise does not visit the facility, but only comes to outside events selectively. "Like now, for example, in the summer, when we go swimming somewhere then it is posted." Advertising the swimming trip by means of postings in SONW enables the above-mentioned young people to gain access to the facility or to the educational staff and to participate in the educational activities. Felix can in turn use this to get in touch with the young people and build trust. In addition, a different environment can provide a good framework to break down barriers between the different groups of visitors and to initiate new group dynamic processes. For example, Clara had tickets for the X Factor and Supertalent auditions and posted: "I got tickets. Who wants to come [.]?" or "I don't have tickets anymore." It thus enables young people to experience something special, not ordinary, and creates opportunities for educational processes. Arranging participation in special experiences and educational offers accordingly implies pedagogical action and goes beyond mass media advertising. The pedagogical action in SONW and SONW as pedagogical action spacesThe previous explications have shown the pedagogical content in dealing with mutual postings. In some examples, interventions were made directly in the SONW, making it clear how this is used as an additional, pedagogical space for action by the OKJA. However, the question now arises as to what extent the two pedagogical professionals perceive the SONW as a pedagogical space for action and describe it as such. When asked about her understanding of the term, Clara defines pedagogical action as "all actions that you carry out educationally in relation to young people". As an example, she mentions addressing conflicts on the basis of pedagogical and developmental psychological expertise, i.e. "knowing what can be meant by this and then addressing it". In doing so, she uses an evocative-provocative style of language, so-called modulations (cf. Cloos et al. 2009), to make the young people aware of their behaviour and its consequences. For Clara, this kind of pedagogical action is unquestionably also found in the SONW. She illustrates this with another example of a male adolescent who has photographed himself in a bodybuilder's pose: "And I say, 'My goodness, now you're being a muscleman!' and do it with a smiley face on the back, so that he actually knows what I mean." Again, she uses modulations to encourage the young person to reflect on their behaviour and to make them aware of the effects of the posted image. In addition, Clara would have the opportunity to use the interaction on Facebook for later follow-up communication within the institution. What is striking about Clara's understanding of pedagogical action is that she focuses on conflictual or problematic situations. For her, pedagogical action thus includes corrective action. In this, her definition differs from that of Giesecke. The latter defines pedagogical action as positively influencing people towards a mature personality by providing opportunities for educational processes (cf. 1997: 22ff.). Felix defines pedagogical action as arranging workshops, animating or teaching tolerance in the group. However, he only refers to face-to-face work within the institution, because Felix doubts that pedagogical action can be transferred to SONW: "And in relation to networks, the question can really be asked, is this a form of pedagogical action when I publish the offers? Because that is really only public relations work, information work. Although he does act pedagogically in SONW, he does not reflect and articulate this accordingly. For him, SONW are less additional pedagogical spaces for action than tools that facilitate administrative tasks. Giesecke also distinguishes the information output of mass media from pedagogical action and states that this always takes place face to face. Pedagogical action can only take place in the interactive situations that may subsequently be created (1997: 47f.). However, as the explications have made clear, this is no longer a fundamental condition for pedagogical action due to the interactivity of SONW today. Felix does use this interactivity in the practice of action, but interactivity does not play a role in reflection and articulation. Based on the two case studies, it becomes clear that the reflection of pedagogical implications in the use of SONW does not necessarily reflect practice. According to Giesecke, the antithesis of action is always reflection (1997: 45). He sees his concept of basic forms of pedagogical action as an instrument to reflect action (1997: 17). These basic forms (1997: 76ff.)1 now serve as a structure to reflectively clarify the pedagogical action of the explications. Arranging (1): By using SONW's multiple channels of communication, the pedagogical professionals arrange the conditions for trusting working relationships or arrange situations that make educational processes possible. Animate: The educational professionals encourage the young people to participate in educational arrangements such as excursions and other educational situations. They also encourage the young people to articulate themselves in SONW. Informing/advising: On the one hand, information and counselling can take place in the SONW, but on the other hand, it can also be related to the content of the SONW and take place offline/face-to-face. Both pedagogical professionals note that from their point of view, a face-to-face conversation cannot be replaced by messages via SONW due to the reduction of channels and that it is therefore important to always work "on two tracks" (Clara). Challenges and needs for reflection arising from the above examples are discussed below. Challenges and outlookSONW are not youth spaces. Companies are present there as well as adults who network there professionally and privately. Accordingly, the question of whether educational professionals should be in SONW is moot (cf. Stix 2014). It is more important to develop a way of dealing with each other that is not detrimental to either the pedagogical professionals or the young people. In order to reach the young people, the educational professionals use the SONW offers that are popular among young people. These are usually commercial and not very transparent or regulated when it comes to handling user data. From a pedagogical point of view, this requires checking and weighing the advantages and disadvantages. Accordingly, it can be important to have a conversation about a sensitive topic face-to-face and to communicate this to the young people, not only because of the channel reduction. A reflective and sensitive handling of data also applies to the documentation of actions, as Felix describes. When posting pictures, he has to consider the young people's right to privacy and check whether and which information might be revealed unintentionally. Furthermore, the ethical question arises to what extent educational professionals may actively obtain and use information from SONW (cf. Kutscher 2015). Another challenge arises from the question of whether young people who do not have access to SONW are excluded or disadvantaged. Reflecting on this is a task of pedagogical professionalism. The use of SONW offers pedagogical opportunities. At the same time, it also gives rise to new dimensions of responsibility for the professional action of educational specialists. The actions in SONW must be reflected on with regard to possible negative consequences for the young people. The development of one's own (media) pedagogical attitude as well as framing by the responsible body and collegial exchange can help here. Being pedagogically professional also means being aware of young people's trends and reacting to them pedagogically. In the case of social media, the masses have been moving towards offers such as WhatsApp and Instagram since 2015 (mpfs 2016: 32f.). It remains exciting to see whether WhatsApp with its other structures will also establish itself as a pedagogical space of action in the medium term and what pedagogical action there will look like in concrete terms - and what conflicts this will entail with professional logics and standards (cf. Deutscher Bundestag 2013, p. 394), which need to be reflected and included in the design of pedagogical action.
