Teorie antisystemove strany
In: Politologický časopis, Band 14, Heft 2, S. 110-123
ISSN: 1211-3247
The article discusses the definition & typology of anti-system parties. It is based on the classical definition by Giovanni Sartori, which is in my opinion not obsolete. On the contrary it is still very usable, but under the condition that we stay on the ground of party theory & party systems, & not transfer it to the field of democratic theory. The next part of the text focuses on Giovanni Capoccia's attempt in 2002 to modify Sartori's theory & create a new typology of anti-system parties is very interesting but not very progressive. It seems that Capoccia makes the same, or at least very similar, propositions as Sartori. I think we should call "anti-system" only those parties which conform to Sartori's rigorous definition. The parties conforming to Sartori's wide definition should not be named "anti-system" but rather "extreme." So, we have two separate categories of opposition parties: 1) anti-system, & 2) extreme. The first one is ideological opposition against the political system. The second is simply extreme, radical opposition against the government, or at the most, against some part of the political system, but not against the system as a whole. The second main proposition of the article concerns the problem of a typology of anti-system parties. According to the view mentioned above & based on Capoccia's typology, I have created a modified typology. It correlates two parameters, ideological & relational. The result is five types of parties: anti-system parties, extreme parties, irrelevant anti-system parties, camouflaged anti-system parties, & pro-system parties. Adapted from the source document.
Druhorade volby? Italske regionalni volby 2005 - vysledky a udalosti, ktere vyvolaly
In: Politologický časopis, Band 12, Heft 4, S. 403-415
ISSN: 1211-3247
This article aims at explaining the success of the center-left coalition in the Italian regional elections in April 2005. Does it express voters real discontent with the government of the House of Freedoms? Or, alternatively, are the results due to the fact that in the so-called second-order elections governing parties are regularly punished & opposition parties preferred? This article takes into consideration the concept of second-order elections & explains on this basis the recent electoral results. References. Adapted from the source document.
Personalizace volby v kontextu konceptu voleb druhého řádu. Případ voleb do zastupitelstva Jihomoravského kraje v roce 2008 ; The Personalization of Vote in the Context of Second-Order Elections' Concept. The Case of the Regional Elections to the Assembly of South Moravia in the Year 2008
The theoretical concept of second-order elections has become a useful tool to analyze sub-national and/or supranational elections. This paper tries to apply the concept to the regional elections in the Czech Republic and to challenge the concept by analysis of the personalization of the vote in the regional elections to the assembly of South Moravia in the year 2008. Working with the electoral results (especially with preferential voting), the authors argue that the decisions and preferences of voters were influenced not only by the situation in the main political arena (e.g. by the governing or opposition role of political parties) but also by the composition of party lists, in terms of candidates' connections locally.

Energetická vs. environmentálna bezpečnosť: Prípad ropovodu Bratislava–Schwechat ; Energy Security vs. Environmental Security: The Case of the Bratislava–Schwechat Pipeline
The paper analyses the development of the Bratislava–Schwechat Pipeline, which is supposed to connect the Slovak and Austrian oil pipeline networks. The research question asks why the project is being developed without taking into account arguments concerning environmental security even though rather significant environmental opposition to the pipeline has arisen. While the proponents of the project stress mainly its importance for the fostering of Slovak energy security, its opponents claim that the pipeline will endanger the current level of environmental security, since it presents a risk to Slovak fresh water reservoirs. In line with the theoretical approach, the paper argues that the conflict between these two types of security is positively skewed towards energy security, because its proponents are able to support their argumentation with concrete evidence. Moreover, advantages from improvements in energy security are visible in the short-term. On the other hand, the possible future negative environmental impacts of the pipeline are not so easy to assess (or quantify) and are of a long-term nature. The analysis also shows that due to the lack of activity of the Slovak Ministry of the Environment, a non-governmental organization Nie ropovodu (No to the pipeline) has become the main proponent of environmental security through the preparation phase of the project. ; The paper analyses the development of the Bratislava–Schwechat Pipeline, which is supposed to connect the Slovak and Austrian oil pipeline networks. The main goals of the transformed military-political bloc in Burma are to create an "Asian democracy" in the country and to continue in its control of its economic and political life. For this purpose, it adopted a new constitution, organized general elections, and established the current national and state parliaments and the new government. The main pillars of its actual power are the office of the president, the parliaments, the army and the pro-government Union Solidarity and Development Party. Meanwhile, the democratic opposition movement is weak and fragmented. Also the ethnic minorities' movement is unable to create a common political platform on the national level. In this situation, it is hard to expect radical changes in the political development in Burma. The domination of the transformed military-political bloc will thus continue.
