Institution of political opposition. ; Інститут політичної опозиції
The article analyzes the current trends in the development of the institution of political opposition. The evolution of conceptual ideas about the essence of the phenomenon of political opposition is revealed. In a consolidated democracy, the political opposition ensures the change of political forces and elite groups in the management of the state, personnel rotation in government structures, as well as the exercise of control over political power. Instead, in transitive political regimes, the role of the political opposition is growing significantly. The quality of the institution of political opposition precedes the potential for democratization of a particular regime. The right to political opposition is one of the fundamental elements of modern liberal democracy. The ability to openly criticize the ruling elite, to defend their alternative interests, to propose other political solutions, to win power by participating in political elections is guaranteed by law. In politics, opposition is defined as: opposition to the opinion of the majority or the dominant opinion in the legislative, party and other structures that declare their commitment to democratic procedures; contrasting one's political course with another.The importance of the institution of political opposition is due to the fact that the opposition is the potential government of tomorrow. The initial point is what place the opposition forces occupied in the system of power relations of the country, which way it came to power. Because over time, this affects the very nature of power, and how easily and painlessly the change of power will take place.It is concluded that under the regime of polyarchy and in transitive regimes, effective, strong opposition is the key to stability in the work of the entire state mechanism. The existence of the opposition creates a balance in the political system and protects the regime not only from authoritarian manifestations, but also from the influence of subjective factors in political decision-making by the government, parliament, and other government institutions. ; У статті аналізуються сучасні тенденції розвитку інституту політичної опозиції. Розкривається еволюція концептуальних уявлень про сутнісний зміст феномену політичної опозиції. Констатується, що у режимі консолідованої демократії політична опозиція забезпечує зміну політичних сил та елітних груп в управлінні державою, кадрову ротацію в структурах влади, а також здійснення контролю за політичною владою. Натомість у транзитивних політичних режимах роль політичної опозиції істотно зростає. Якість інституту політичної опозиції виначає потенціал демократизації того чи іншого режиму влади. Право на політичну опозицію є одним з засадничих елементів сучасної ліберальної демократії. Можливість відкрито критикувати правлячу еліту, відстоювати свої альтернативні інтереси, пропонувати інші політичні рішення, виборювати владу шляхом участі у політичних виборах гарантується законом. The Balkans and the Russian Liberal Opposition (1908–1914)

Статья посвящена осмыслению взглядов русской либеральной оппозиции на балканские события 1908–1914 гг., которые, начиная с Младотурецкой революции, развивались в направлении все более острого кризиса. Проанализированы материалы политических партий и источники личного происхождения, принадлежавшие партийным лидерам. По сравнению с предшествующей историографической традицией автором впервые тесно увязаны тенденции в восприятии внешнеполитических реалий и внутриполитические интересы партий. Автор показывает, что российская либеральная оппозиция (кадеты, а позднее и перешедшие в оппозицию октябристы) в полной мере использовала те возможности, которые появились у нее в результате революции 1905–1907 гг.: парламентскую трибуну, печать, партийные форумы. В статье отмечается, что внешнеполитическая позиция ведущих либеральных партий России определялась их текущим политическим положением и партийными интересами. Младотурецкая революция 1908 г. привлекала и октябристов, и кадетов своим опытом национальной революции. Автор приходит к выводу, что Первая Балканская война 1912–1913 гг. резко усилила интерес к событиям в этом регионе, однако почва для этого интереса уже была подготовлена внешне- и внутриполитическими факторами. Война обострила внутренние противоречия в кадетской партии, приведшие к возникновению экспансионистского крыла, противостоявшего более осторожному и более информированному П.Н. Милюкову. В статье также показано, что эволюция октябристов была связана с их постепенным переходом в оппозицию. С 1912 г. А.И. Гучков начал воспринимать возможную войну с участием России как шанс на политические изменения внутри страны и возрождение октябристского влияния на правительство. Автор заключает, что к 1914 г. многие представители либеральной общественности – и октябристы, и кадеты – занимали в балканском вопросе и в вопросах внешней политики в целом более жесткую и бескомпромиссную позицию, чем российское правительство. По мнению либералов, участие Российской империи в войне лишь увеличило бы политическое влияние их партии, при этом ответственность за ее возможный неудачный исход либеральная оппозиция целиком возлагала на власть.
The article is devoted to the views and opinions of the Russian liberal opposition on the Balkan events of 1908–14, which developed in the direction of an increasingly acute crisis, starting from the Young Turk Revolution. The materials of political parties and sources of personal origin belonging to party leaders are analyzed. The author closely links the trends in the perception of foreign policy realities and the domestic political interests of the parties, which is a new approach if compared to previous historiographical tradition. The author shows that the Russian liberal opposition (the Kadets, and later the Octobrists who joined the opposition) made full use of the opportunities that appeared as a result of the revolution of 1905–07: the parliamentary rostrum (the Duma), the press, and party forums. The article notes that the foreign policy position of the leading liberal parties in Russia was determined by the current political situation inside those parties and by party interests. Due to its experience of a national revolution, the Young Turk Revolution of 1908 attracted both the Octobrists and the Kadets. The author concludes that the First Balkan War of 1912–13 sharply increased interest in events in the region, but that interest had already been prepared by both foreign and domestic political factors. The war intensified the internal confrontation within the Constitutional Democratic Party (the Kadets), which led to the formation of the expansionist wing that opposed more cautious and much better-informed P. Milyukov. The article shows that the evolution of the Octobrists was associated with their gradual move to the opposition. In 1912, A. Guchkov began to perceive a possible war with the participation of Russia as a chance for political changes within the country and the revival of the Octobrist influence on the government. The author concludes that by 1914 many representatives of the liberal community (both the Octobrists and the Kadets) had adopted a tougher and more uncompromising stance in the Balkan issue and in the matters of foreign policy in general than the stance of the Russian government. According to the liberals, war as such would only strengthen the position of their party, and the authorities would be made responsible for its possible unsuccessful outcome.
The opposition 'West/Nonwest' in the social thought: Pro et contra
The article considers the phenomenon of social science debates in the form of the opposition 'West/Non-West' and its social-political and identification consequences. The authors focus on the history of this opposition, the ways to overcome the scientific and social confrontations that were determined by it, and on the methodological significance of the concept 'Non-Western theories'. The authors study the features of social and political knowledge of the countries of Asia, Africa and Latin America; compare social values of Western Europe, China and other countries to identify the ways for its integration in the course of postcolonial political and scientific development. In particular, the article compares the axio-logical triad of T. Heuss (democracy, Roman law, Christian ethics) and the Chinese dyad — the will of the people (minxin suoxiang) and three convents (sāngāng). Within the West/Non-West opposition, the Western European, Chinese, Japanese, Indian, African, Latin-American social-political constructs are considered to assess the productivity of some categorical oppositions and contaminations adopted in the sphere of social knowledge and to prove the theoretical inconsistency of multiculturalism. The authors also consider the issues of eurocentrism and Western-European messianism on the examples of their relationship with Sino-Centrism, and the ideas of African and Latin-American nationalism. Such comparisons prove the metatheoretical status of the 'West/Non-West' opposition that can be explained within the paradigm of the social construction of reality. The authors conclude that the concepts 'West' and 'Non-West' do not have a truly scientific status; they are rather markers of social values claiming a special identification value, i.e. having a direct relation to self-representation. The concepts 'West' and 'Non-West' are a kind of political declarations tather than an evidence of epistemological differences in the foundations of social knowledge in different parts of the globe. © K.V. Установлено, что специфика политологического подхода к изучению феномена оппозиции заключается в том, что он делает акцент на основных атрибутивных характеристиках оппозиции как носителя протестных, «альтернативных» интересов, а именно на ее организованности и стремлении к обретению власти как средству их реализации. Связь политического участия и политической оппозиции носит двойственный характер. С одной стороны, политическая оппозиция выступает одним из институтов участия, неким посредником, благодаря которому граждане получают возможность участвовать в политической жизни страны, с другой – оппозиция является одним из групповых агентов участия. Основным каналом приобретения политического капитала для оппозиционных субъектов является электоральный процесс как период наибольшей интенсификации политической жизни страны, проявления гражданами своих политических ориентаций.
Таким образом, авторами статьи обозначен политологический дискурс к изучению оппозиции как субъекта политики и определены детерминанты участия политической оппозиции в электоральном процессе (характер политического режима, социокультурный контекст, состояние конкурентной среды, параметры самоидентификации субъектов политики). Доказано, что субъектность политической оппозиции в рамках электорального процесса проявляется в формировании консолидированного «негативного консенсуса» по отношению к власти с целью мобилизации протестных настроений населения. При формировании единой электоральной стратегии действий оппозиция использует информационные возможности с целью артикуляции «новой» повестки дня и организации различного рода уличных акций.
Е.В. Ефанова обозначила подходы к операционализации феномена «оппозиция», систематизировала типы политической оппозиции. Н.Ю. Веремеев определил характеристики оппозиции как субъекта электорального процесса, раскрыл факторы участия политической оппозиции в выборах.

Psychohistorical Aspects of Image and Symbolic Oppositions in Lesya Ukrainka's Dramatic Poem «Boyarynya»
The purpose of the scientific article is to try to study a very complex problem related to figurative, historical, psychological oppositions of two relatively close and at the same time distant, even contradictory Slavic cultures - ie Ukrainian (European) and Russian (it is a hybrid, Euro-Asian, ie it has mixed features). Research methods and techniques – psychoanalysis, psychohistorical project of development of Ukrainian literature, which allows the perception of each culture as unique, and this is in the historical dramatic poem by Lesya Ukrainka "Boyarin" shifted and motivated by aggression, expansion of Moscow, an attempt at aggressive policy. Ukrainian Cossack, centurion, and later - Moscow boyars. Research results. The article substantiates the motives of moral and ethical and psychohistorical confrontations, which are not traditional age or family confrontations, as depicted in the socio-domestic novel "The Kaidashev Family" by Ivan Nechuy-Levytsky or in the socio-psychological novel, where the author is Panas Mirnyi. These oppositions consistently follow from socio-political and cultural-historical oppositions. Conclusions. It is clear that the author clearly points to the tragic geopolitical situation in Ukraine - it is a large territory, attractive for conquest. Ukraine's neighbor has a different cultural and religious orientation towards Asia. The writer points to the significant political maneuvers of the hetmans of the Ruin era, to the historical context of the political struggles of tsarist and boyar Moscow. Moscow's course was aimed at destroying the hetman's Cossack Ukraine. Oksana Perebyina understood this well - this is what destroys her physically. The intellect of the Ukrainian woman is sensitive to the tragedy of the homeland, it is reflected phenomenally in the modernist dramatic poem "Boyarynya" by Lesya Ukrainka.

Competitive authoritarian regime: tactics of opposition actors ; Соревновательный авторитарный режим: тактика оппозиционных акторов
Varieties of modern nondemocratic electoral political regimes is determined by institutional, structural, actor-oriented (procedural) differences between «the new autocracies». The trajectories of political transformation and regime changes in these hybrids depend largely on the specifi c political decisions and actions of key political actors in the process of democratization. This article analyzes the actions of the opposition from the angle of mobilization and cooperation as «winning» tactics in the electoral competitive nondemocratic regimes. The empirical part of the article includes: 1) forming a public protests database in the electoral cycle of 2015 (January-September) in the Central Federal District of Russia, which includes the regional authority elections, members of regional and local legislatures; 2) statistical processing of data of opposition's participation / nonparticipation in public protests, number of protesters, opposition cooperative actions, issues of protests; 3) designing and measuring empirically observable features of protests make it possible to segment the public protest activity into 2 basic parts: civic activity and mobilization activity – and then to analyze the scope of cooperation of various opposition parties in mobilization actions. These results make it possible to answer the following questions: to what extent Russian opposition actors use public protest activity as mobilization resource and to what extent they are prepared for cooperation in a public protest fi eld? ; Многообразие современных недемократических электоральных политических режимов определяется институциональными, структурными, акторскими (процедурными) различиями внутри сообщества «новых автократий». Траектории политических трансформаций и режимных изменений в таких гибридах зависят во многом от конкретных политических решений и действий ключевых для демократизации акторов. В настоящей статье проанализированы действия оппозиции по мобилизации и внутриоппозиционной кооперации как «выигрышной» тактики в электоральных недемократических режимах соревновательного типа. Эмпирическая часть исследования включает: 1) формирование базы данных публичных протестных акций в электоральном цикле 2015 года (январь-сентябрь) в Центральном федеральном округе России, включающем выборы глав ряда регионов, членов региональных и местных легислатур; 2) статистическую обработку данных об участии/неучастии оппозиционных акторов в публичных протестных акциях, количестве участников акций, совместных акциях оппозиции, тематиках акций; 3) конструирование и измерение эмпирически наблюдаемых признаков, что позволило сегментировать публичную протестную активность на 2 базовые части: гражданская активность и мобилизационная активность – и затем определить: какова доля совместного участия различных оппозиционных партий и движений в мобилизационных акциях. Полученные результаты позволяют ответить на вопросы: в какой мере используют российские оппозиционные акторы в качестве мобилизационного ресурса публичную протестную активность и в какой мере они готовы к взаимодействию друг с другом в публичном протестном поле?

The article reveals some unresolved issues concerning the processes of planning, organizing, conducting and evaluating university education in modern conditions. The purpose of the study is to clarify what oppositions are currently being maintained, and what needs to be done to address problematic situations. Among the oppositions identified by the author, there are oppositions between the standardization and unification of education, which are opposed by the autonomy of universities and the individualization of the learning process; between thread-group organization of educational process, characteristic of the traditional system of higher education, and building of individual educational trajectory; between pedagogue-centered and student-centered paradigms of higher education; between the traditional system of education (teaching) and electronic learning (e-learning), between the old system of assessing students based on the exams in specific disciplines, and the need to determine the level of formation of competences; between academic and scientific models ofpostgraduate school.The following research methods were implemented: a theoretical method (analysis of scientific literature, legislative and normative documents, teaching materials, internal local acts relating to the organization of the educational activities of the University), interpretation (comprehensive and systematic study of the object of study, comparing different objects of study among themselves, summarizing their theoretical and practical experience, etc.). The general theoretical and methodological basis of the political opposition was investigated. Issues of the substance and content of the notion of "political opposition" in the frames of certain approaches were explored, the main characteristics of the opposition as a political institution in a democratic society were highlited and various types and forms of political opposition were described, the functions of an opposition in the political process were classified. The article also provided analysys of the features of the party system in which political opposition was functioning. The rules of relationships between the power and the opposition, which should be based on law and allow the opposition to act fully on par with other political institutions were outlined in details. An example of foreign experience defining the legal status of the institute of political opposition was given. POLITICAL OPPOSITION AS ATTRIBUTE OF A DEMOCRATIC SOCIETY ; ПОЛІТИЧНА ОПОЗИЦІЯ ЯК АТРИБУТ ДЕМОКРАТИЧНОГО СУСПІЛЬСТВА
The article investigates general backrounds of political opposition`s activity. The essence and the contents of the concept "political opposition" is reflected, the basic characteristics of its role in the states of constant democracy are resulted, the basic forms and methods of activity of this political institute, features of its functioning are opened. The purpose of opposition which consists in coming to power, independent positioning and a choice of own model of behaviour among different imperious and political actors is detailed. Needs and requirements of electoral base are the determining factor at the choice of a line of conduct of opposition which pulls behind itself the responsibility of a party for the actions before voters. Leading tasks of opposition the essence of which consists not only in the struggle for authority and its overthrow but also for changing, correcting and improving of this system are specified. Rules of mutual relations of authority and opposition which should develop on the basis of the law, and still its role and value for democratization of the Ukrainian society are analysed. Висвітлено суть і зміст поняття "політична опозиція", подано найважливіші характеристики її ролі в державах зі сталою демократією, розкрито основні форми і методи діяльності цього політичного інституту, особливості його функціонування. Сформульовано мету опозиції, яка полягає в приході до влади, самостійному позиціонуванні й виборі власної моделі поведінки серед різних владних і політичних акторів. Визначальним чинником під час вибору лінії поведінки опозиції завжди є потреби і вимоги електоральної бази, що зумовлює відповідальність партії за свої дії перед виборцями. Уточнено головні завдання опозиції, суть яких не лише в боротьбі за владу і її скинення, а також у тому, щоб наявну систему змінити, виправити і поліпшити. Проаналізовано правила відносин влади й опозиції, які мають формуватися на основі закону, розкрито роль і значення опозиції для демократизації українського суспільства. Політична опозиція як об'єктивне явище суспільного життя ; Political opposition as an objective phenomenon of public life
UK: У суспільному житті будь-якої демократичної країни відносини між політичними опонентами будуються по лінії влада – опозиція, тобто опозиція – це об'єктивне явище суспільного життя. Ефективність діяльності політичної опозиції залежить від багатьох факторів, зокрема: законодавчого визначення статусу опозиції; гарантії її прав; згуртованості авторитетного лідера. Наголошується на тому, що політичні події 2013–2021 рр. в Україні свідчать про актуалізацію проблеми опозиції як складової частини політичного процесу та необхідність її нормативного визначення в межах державного законодавства. Крім того, події цього періоду привели до трансформації повноважень інститутів державної влади, повернення до конституції 2004 р., боротьби політичних еліт, протистояння у Верховній Раді, які перетворилися на постійний фактор і фактично паралізують дієвість законодавчого органу держави. Нагальною потребою на сучасному етапі є сильна демократична влада, консолідація усіх політичних сил (коаліції й опозиції) для збереження стабільності та міжнаціональної згоди. Сучасне демократичне правління – це партійне правління. Вирішення суперечок і конфліктів між партійними лідерами або між більшістю й опозицією повинно відбуватися на основі «принципових переговорів», а не позиційних. «Теорія принципових переговорів» (Дж.В. Бертон, Р. Даль, Р. Фішер) передбачає вирішення політичних проблем на основі їхніх якісних характеристик, тобто виходячи із суті справи, а не торгу із приводу того, на що може погодитися чи ні кожна зі сторін. Цей метод передбачає прагнення сторін знайти взаємну вигоду там, де тільки можливо, а там, де їхні інтереси не збігаються, потрібно знайти такий компроміс, який був би обґрунтований будь-якими справедливими нормами незалежно від волі кожної зі сторін. На жаль, сьогодні в Україні у кожної з конфліктуючих сторін на першому місці власні інтереси, тоді як народні обранці повинні захищати інтереси своїх виборців. Дестабілізація роботи українського парламенту 2013–2021 рр., постійне блокування роботи, низький коефіцієнт корисної дії у законотворчій і нормотворчій сферах дають підстави стверджувати, що можливість створення коаліції за демократичними принципами в українському парламенті надзвичайно низька. У цьому контексті підкреслюється, що сьогодні особливо актуальним стає комплекс проблем, пов'язаних із законодавчим забезпечення діяльності політичної опозиції. В Україні проблема парламентської опозиції досі залишається без юридичного вирішення. EN: In the public life of any democratic country, relations between political opponents are built along the lines of poweropposition, that is, opposition is an objective phenomenon of public life. The effectiveness of political opposition depends on many factors, in particular: legislative definition of the status of the opposition; as a guarantee of its rights; solidarity authoritative leader. The emphasis on the fact that political developments 2013–2021 in Ukraine testify to the actualization of the problem of the opposition as part of the political process and the necessity of its normative definition within the state law. Additionally, the events of this period led to the transformation of the powers of state institutions, the return to the Constitution of 2004, the struggle of the political elites, the opposition in the Verkhovna Rada, which has become a permanent factor and, in fact, paralyze the effectiveness of the legislature of the state, etc. The urgent need at the present stage there is a strong democratic government, and consolidation of all political forces (majority and opposition) to maintain stability and ethnic harmony. Modern democratic government is party government. Disputes and conflicts between party leaders or between the majority and the opposition should be resolved on the basis of "principled negotiations" and not positional ones. "Theory of principled negotiations" (J.W. Burton, R. Dahl, R. Fisher) involves solving political problems on the basis of their qualitative characteristics, ie based on the substance of the case, rather than bargaining over what everyone can agree on from the parties. This method involves the desire of the parties to find mutual benefit wherever possible, and where their interests do not coincide, it is necessary to find a compromise that would be justified by any fair rules, regardless of the will of each party. Unfortunately, today in Ukraine, each of the conflicting parties has its own interests in the first place, while the people's deputies must protect the interests of their constituents. The destabilization of the Ukrainian parliament in 2013–2021, the constant blocking of work, low efficiency in the legislative and rule-making spheres – gives grounds to say that the possibility of forming a coalition on democratic principles in the Ukrainian parliament is extremely low. In this context, it is emphasized that today the special actuality is acquired the complex problems related to legislative support of the political opposition. In Ukraine the problem of the parliamentary opposition is still without a legal decision.
