Demokratik yönetim sisteminde, kuvvetler ayrılığı teorisi gereği, yönetim yetkilen yasama, yürütme ve yargı arasında paylaştırılmaktadır. Ancak parlamenter yönetim sisteminde yürütme yasamadan çıktığından yasamaya karşı sorumlu konumdadır ve bu nedenle yasama ve yargı organları tarafından denetlenmektedir. Fiili uygulamada ise yasama yürütmeyi denetlemede yetersiz kalmaktadır. Çünkü yürütmenin başı olan başbakan, mecliste çoğunluğu oluşturan parti veya partilerin lideri konumundadır. Dolayısıyla Montesquieu'nün kuvvetler ayrılığı ilkesinde öngörülen denetim, sadece meclisteki muhalefet partisi veya partileri tarafından yerine getirilebilmektedir. Muhalefetin mecliste azınlıkta olması, meclis denetimini zayıflatmaktadır. Çalışma bu nedenle muhalefete önem atfederek muhalefetin tanımını, sistem içinde oynadığı rolü ve muhalefetçe oluşturulan Gölge Kabine 'nin önemini analiz etmektedir. Çalışma, parlamenter yönetim sisteminde, hükümetin denetlenebilmesi için muhalefetin Gölge Kabine oluşturarak düzenli ve sürekli muhalefet etmesini önermektedir. Çalışma bu kapsamda muhalefetin tanımını, muhalefet etme yöntemlerini ve kapsamlı bir muhalefet örgütlenmesini irdelemektedir. Etkin denetim için muhalefetin "rekabetçi ve işbirliğine dayanan"politikalar uygulaması gerekmektedir. Muhalefetin "rekabetçi ve işbirliğine dayanan " politikalarla iktidara ciddi bir alternatif olduğunu ispatlaması gerekmektedir. Bu kapsamda, muhalefet bir taraftan hükümeti yapıcı politikalarla uyararak iktidar partisine oy vermiş seçmenlerin beğenisi alınmalı, diğer taraftan toplumsal sorunlara alternatif çözümler üreterek iktidara hazır olduğunu gösterilmelidir. ; The Power in the Parliamentary System of Government, which is a type of democratic system of government, is divided between legislation, execution and jurisdiction. Since execution is formed out of legislation in the Parliamentary System of Government, it is liable to the legislation and as a result it is checked by legislative and juridical institutions. But, in application, it can be set forth that the legislation is not competent enough to check the execution. One of the indications of incompetence is the fact that the Prime Minister is selected by the party or parties which have the majority of members in the parliament. Consequently, the mission of inspection which Montesquieu put forward in the principle of division of powers can only be fulfilled by the opposition party or parties in the parliament. But, since the opposition constitutes only the minority of the parliament, the legislative inspection gets weaker. This study analyzes the definition of the opposition by attributing emphasis on it, the role that it plays in the Parliamentary System of Government, the importance of the Shadow Cabinet in the context of opposing and methods that can be applied for inspection of the execution. The opposition should be formed as Shadow Cabinet in the Parliamentary System of Government in order that the execution can be inspected effectively. For this reason, this study explicates the definition of the opposition, the methods of opposing, and a comprehensive opposition organization. In addition, it is pointed out thai the opposition can inspect the Power and the ruling party through the Shadow Cabinet. After the parliamentary elections and the lines of parties in the parliament become clear, as a requirement of Parliamentary System of Government, while the ruling party or parties are forced to work with the Power, the opposition party or parties form the opposition front against the Power, the ruling party or parties in the parliament and their applications. The opposition party should form the Shadow Cabinet in order to inspect and obserye the cabinet more effectively. The inspection and control of the Power by the opposition in the democratic system of government is of great importance in tenns of stability of the political regime and even the guarantees the regime to be democratic. While shaping its policies, the opposition should comply with the secular and democratic rules of the game. After all, the constitutional spirit gives the Power and the opposition the mission of representing the public best in the pluralist democratic system of government and enables them to compete with each other within the democratic game rules. For his reason, an effective inspection and check of the Power by the opposition makes the cabinet stick to laws and minimizes the misuses in the administration. "Competitive and cooperative" policies should be applied in the opposing methods. Tlie concept of only "Strict competitive" or "Over compromising cooperative" opposition doesn't bring positive results. Furthermore, the opposition's "Strict competitive" or "Over compromising cooperative" policies are not encouraged by the public. For this reason, the opposition should prove that it is a serious alternative to the Power with its "competitive and cooperative "policies. In this context, the opposition should warn the Power with constructive policies, receive the appreciation of the people who voted for the ruling party and show that it is ready to be Power-by producing alternative solutions to the social problems. The opposition should try to have an image of a party having a high comprising culture by tolerating the suggestions made by the Power or at least by not rejecting them. The opposition should avoid having an intransigent party image. It should include the needs of the majority of voters in the party program and should develop policies in accordance with them. In addition to offering a successful opposition, experienced staff should be brought up. The opposition will only be able to convincingly show that it is ready to undertake execution and it is an alternative to the Power by training such staff For his reason, after the defeat in the election, the party which becomes the opposition should restructure itself with an emergency assembly and should not insist on the leaders who weren't selected by the public. As a result, the intra-party debates will be resolved sooner without harming the party and the party mil set off with its new leaders confidently. The party should be made to reach new masses in the context of restructuring, the policies constructed should be directed to inspect and check the Power and they should focus on winning the forthcoming election. For this reason, the opposition will need a professional team which will make its program and policies effective. This team is called "Shadow Cabinet" in the British Parliamentary System of Government. The missions of the members of the Shadow Cabinet will be equivalent to those of existing cabinet. The ministers of the Shadow Cabinet will check the actions and applications of the ministers of the actual cabinet and have an inspection over them and will criticize them when needed. Accordingly, the number of the members in the Shadow Cabinet is equal to that of actual cabinet. In addition, the members selected for the Shadow Cabinet should be skillful, they should be let to work actively till the end of the opposition period and with the experience they gain, they should be appointed as ministers of an actual cabinet upon a victory in the elections. As a result, the program of the Shadow Cabinet or the opposition party should alternate to the applications of the ruling party and it should convince the social base. The primary missions of the oppositions are shortly checking and inspecting the Power, trying to affect and direct the Power, developing relations with great masses of the society, overcoming deficiencies in the party program through the experiences gained, getting ready for the elections and getting ready to undertake execution in case of crisis.

Siyasal iletişim, insanlık tarihinde siyaset, devlet ve iktidar yapısı ile birlikte irdelenen en eski alanlardan biri olarak ortaya çıkmaktadır. Özellikle toplum, grup ve bireyin kendini ifade etme ve kamuoyu oluşturma sürecinde etkili olan siyasal iletişimin, günümüz medya araçları ile demokratik toplumların vazgeçilmezi haline geldiğini söylemek mümkündür. Siyasal iletişim araçları ve siyasal iletişim için kullanılan metotlar aynı zamanda toplumsal yapıların özelliklerini de göstermektedir. Sovyet Sosyalist Cumhuriyetler Birliği yıkılışına kadar kendine has bir iletişim sistemi uygulamıştır. Sovyet Sosyalist Cumhuriyetler Birliği'nin dağılmasından sonra ise hibrit post-sovyet siyasal sistem organize olmuştur. Bu yeni sistem ise kendi iktidar ve siyasal araçlarını üretmiştir. Bu süreçte genel olarak demokratik teamüller yerleşememiştir. Muhalefet ve muhaliflik gibi kavramlar baskı ve sansürle birlikte anılır hale gelmiştir. Gelişen iletişim teknolojileri ile birlikte muhalifler kendi alanlarını açmaya çalışmaktadır. Bunlardan biri de muhalif lider Aleksey Anatolyeviç Navalnıy'dır. İktidarın geleneksel medyaya ulaşmasını engellemesi nedeniyle siyasal iletişim faaliyetlerini yoğun olarak sosyal medyaya taşımıştır. Navalnıy, kullandığı siyasal iletişim teknikleri ile toplumun geniş bir bölümünün dikkatini çekmiş ve hızla ciddi bir destekçi kitlesi oluşturmuştur. Kullandığı ikna odaklı siyasal iletişim stratejileri ve retorik de bunda etkili olmuştur. Çalışmada Aleksey Navalnıy'ın siyasi konuşmaları retorik analizi ile incelenmiştir. ; Political communication is one of the oldest areas in the history of mankind, along with politics, state and power structure. Political communication is especially effective in the process of self-expression of society, group and individuals and in the process of creating public opinion. Now it is becoming an indispensable element of democratic societies with the media tools of today. The means of political communication and the methods used also show the characteristics of social structures. Until the fall of the USSR, it has implemented a unique communication system. After the disintegration of the Soviets, the hybrid postSoviet political system was organized and produced its own power and political means. In this process, democratic conventions could not be settled, and the opposition was remembered with oppression and censorship. Along with the developing communication technologies, opposition try to open their own fields. One of them is opposition leader Alexei Navalny. Because the power has prevented him from reaching the traditional media, he intensified his political communication activities on social media. Navalny has drawn public attention with the political communication techniques he used and quickly formed a serious supporter mass. Persuasion-oriented communication strategies and rhetoricthat he used have been effective in this. In this study, Navalny's political speeches were examined with rhetorical analysis.

Liberalizm'in birey, evrensellik, temsil ve katılım ekseninde; Marksizm'in sınıf siyaset ve pratikler perspektifinde yaşadıkları krizler, toplumların üzerindeki iktidar baskılarının artmasına yol açmıştır. Siyasal alandaki devletin lehine genişleyen boşluğu doldurabilmesi için yeni bir özneye ihtiyaç duyulmaktadır. Aranan yeni özne, çatışmalarına rağmen farklılıkların eklemlenmelerinden ortaya çıkacaktır. Muhalifi inşa etmenin yöntemini bize Laclau ve Mouffe'un Agonistik Radikal Demokrasi Teorisi verir. Bu çalışma I. bölümünde Agonistik Radikal Demokrasi Teorisi'nin, içinden türediği krizleri ortaya koymayı amaçlar. II. bölümde birey, kolektif ve toplumun kimlikleri incelenecektir. Ardından yeni bir özne konumu olarak "Radikal Muhalif"i ortaya çıkaran yöntem ve ortaya çıkış koşulları değerlendirilecektir. Eşdeğerlik Zinciri, bir topluluğun üyelerinin bazı etik- politik ilkeler üzerinde anlaşmalarıyla kurulur. Bu üyelerin özelliği birbirinden oldukça farklı kimliklere de sahip olabilmeleridir. Bu yapılanmada, toplumsal farklılıkların yeni bir biçimde, çatışmalarını sürdürerek bir çatı altında birleşmeleri tasarlanır. ; The crises that have been both experienced in the centerline of the individual, universality, representation and the participation of liberalism, and in the perspective of class politics and practices ofMarxism, caused the increasing of the power pressure on societies. That is need to have a new subject position to replace the expanding absence which is in favor of the goverment in the political sphere. In spite of the conflicts of diversities, the subject that is required, will arise from its own articulations. Laclau and Mouffe's Agonistic Radical Democracy Theory gives us the methot of constructing the opposition. This study aims to reveal crises that originates from the Agonistic Radical Democracy Theory in the I. chapter. In the II. chapter, the individual, collective and the identities of the communities will be examined. Subsequently, the method and the conditions providing the "Radical Opponent" to come about as a new subject position will be evaluated. The equivalance chain is constituted through the agreements on some ethic- political principles of the members of a society. The feature of these members is that they also have the quite different identities. Thus, the opponent subject which is constructed by the theory is not a particular or an essentialist identity anymore. In this process that constructed by the new hegemonic subject position, none of these necessity categories are inoperative. A contingent construction is dominated in process. In this new process of organisation, the identities of the while participants are adapted a hegemonic identity. İkinci Dünya Savaşı'nı kazanan kapitalist güçlerin San Francisco Konferansı'nda "demokrasiye geçmiş ülkeler istiyoruz" çağrısı Türkiye'de de yankılandı. Bu yankı kendisini siyasal partilerin kurulmasına zemin hazırlayarak gösterdi. Bizzat İsmet İnönü'nün ya da mevcut şartların tesiriyle oluşturulan siyasal ortam Türkiye'de muhalefet olgusunun şekillenmesine yardımcı olduğu ileri sürülebilir. Çiftçiyi Topraklandırma Kanunu çerçevesinde yasaya muhalefet eden Adnan Menderes, Fuat Köprülü, Refik Koraltan, Emin Sazak gibi milletvekilleri iktidar partisi olan Cumhuriyet Halk Partisi'nden istifa ederek Celal Bayar öncülüğünde Demokrat Parti'yi kurarak muhalefete başladılar. Cumhuriyet döneminde üçüncü kez çok partili hayata geçiş denemesi olan Demokrat Parti'nin kurulması, Osmanlı Devleti'nden bu yana devam etmekte olan iktidar-muhalefet ilişkisinin yeni bir safhasını oluşturdu. Kanun hazırlanırken, iktidar ve muhalefet milletvekillerinin birbirlerine karşı yapmış oldukları psikolojik hareket iktidar muhalefet ilişkisi paydasında ortaya konulacaktır. Çalışmanın sonunda elde edilen bulgulara göre Türkiye'de demokrasi kültürünün yerleşmediği ya da yerleştirilemediği, demokrasi söyleminin ise grupların birbirlerini alt etme temelinde hareket ettiği anlaşılacaktır ; The call for "democratized countries" at the San Francisco Conference by the capitalist forces which won the Second World War also made a broad impact in Turkey. This impact showed its effects by setting the ground for the establishment of political parties. It can be claimed that Ismet Inonu personally or the political environment that was formed under the influence of existing conditions, helped to shape the phenomenon of the opposition in Turkey. In the frame of the Law of Land for Farmers, some of the parliament members such as Adnan Menderes, Fuat Köprülü, Refik Koraltan and Emin Sazak resigned from the ruling party, Republican People's Party, and started to opposition by setting up Democratic Party under the leadership of Celal Bayar. The foundation of the Democratic Party as the third attempt for multi-party system was a kind of play on the relationship between ruling and opposition parties performed. In this play, the actor was government and the opposition party was in the role of pawn. In this study, the struggles of the political parties which were established after Second Constitutionalist Period, an argument of Turkish modernism, will be discussed including the period until 1950. The main thesis of the paper is based on Ataturk Conservation Law which was enacted in 1951. Ataturk Conservation Law is a regulation which was made due to the virtual attacks on Ataturk's busts and statues. The psychological action of ruling and opposition party representatives toward search other during the arrangement of the regulation is going to be presented on the ruling-opposition party ground. As a result of the findings deduced from the study, it will be realized that the democracy culture in Turkey has not become established yet, and the groups merely act with the purpose of overcoming each other.

The inter-coup period between 1960 and 1980 is a period full of crises when Turkey witnessed important transformations in political, economic and social areas as well as foreign policy area. Although the Cyprus problem was Turkey's most important agenda in foreign policy area, significant developments occurred also in the Middle East policy, particularly in relations with Arab countries. In the literature on this subject, studies belonging to this period consists generally of the breakdown of developments experienced or the analysis of policies applied by the governments. The aim of this study, however, is to analyze the reflections of Turkey's Middle East policy on the opposition in the said period. Such an analysis is necessary to understand how developments experienced in domestic policy shaped foreign policy in the process of twenty yearsfull of crises and the reflections of foreign policy on domestic political actors with respect to opposition. The reason for this is that the inter-coup period was the period whereby the most speedy government-opposition cycle was experienced due to political instability and that it gives an opportunity to compare between the discourses of the parties in the opposition and their practices in the government. The primary resources to be used in the study will be the records of the Turkish Grand National Assembly (TGNA) belonging to budget discussions. First, the domestic and foreign dynamics shaping Turkey's Middle East policy will be analyzed. Then, the reflections of Turkey's Middle East policy on the opposition will be studied under two main topics: political relations and economic relations with the Middle East countries.
