In connection to the process of the public administration reforms which take place in most of the European countries and also in connection to the "European administrative space", the issues of studying and mutually comparing administrative systems of various European countries, especially EU member countries, become more and more topical. They focus not only on purposeful and effective mutual use of experience in administrative systems improvements, but also on improving orientation in the already mentioned "European administrative space". There is nodue attention devoted so far to the systematic study of administrative systems of (other) European countries. Most of the publications which focus on this issue (mostly study books, study materials, or occassional articles) describe it only on a "descriptive" (mostly simplified) level. The cause of this lies in (apart from time and financial demands) significant complexity of the given issue, in terminological complications and in difficulties of getting adequate (essentially necessary) factography and in practically non-existing adequate methodology. Legal comparative jurisprudence and comparative studies of political systems might inspire onewhen developing the methodology. Even under the current situation, it would be efficient to pay more attention to the comparative studies of the structure of administrative systems, or to some selected areas of the public administration, for example to personnel systems in the public administration, financing public administration or administration of the public property. A thorough "stock -taking" of all the materials which have ever been published about this matter (even in different contexts) in our country orabroad might serve as a basis of these fragmented studies.

The status of minorities is in the modern world generally considered to be one of the measures of consolidation of democracy. This text analyzes position of members of Italian and Hungarian minorities in Slovene political system and the rate of their political participation in the decision-making process. The first part of this study is based on the analysis of the Constitution of the Republic of Slovenia and other fundamental laws that determinate the position of autochthonous minorities in Slovenia. The second part subsequently deals with the real possibilities of minorities' representatives to influence political decisions and their ability to enforce their rights and claims both on the local and state level.

Parties are essential components of a political system, since they provide access to the decision-making process for the citizens. In democratic society they have to execute some basic functions (e.g. interest aggregation, articulation and representation). For this they need material and financial resources. In the recent year funding of the parties must deal with growing expensiveness on the one hand, and on the other with bribery and corruption (which can seriously damage citizens' confidence in the democratic system). Even the most democratic countries have from time to time problem with this unacceptable social phenomena. And it is more important to avoid it in transition countries and in so-called "new democracies" – as central and east European countries, where the democracy is not stabile enough. In this article we focus on the case of Slovakia. We try to outline party finances system and analyse financial resources structure. There are two main models of parties financing, one based on private finances and second based on public resources. Apart from serious defects in laws (still present in Slovak legislation), the main problem of parties financing in Slovakia is growing rate of public party subvention (what can negatively affect parties' independence on the state) and reducing number of party subjects, which participate on it.

Systemic corruption is not a failure of individuals, i.e. the result of their deviant behaviour, but a collective phenomenon shared mainly by public institutions as a whole. The phenomenon is based on an effort to establish a new set of corrupt norms inside such institutions affecting policymaking, administrative procedures, public procurements, and the behavior of employees etc. In spite of the fact that impacts of systemic corruption on the areas of government, civil freedoms, social cohesion, and public economy are well known, there is very little practical research involving concrete evidence of systemic corruption in particular cases. This paper attempts to clarify how to generate a set of indicators of systemic corruption and then identify and verify them in a real-life political environment – in our specific case, the administration and policymaking of Liberec City Council between 1998 and 2010. The research was based upon elaborated interviews (with politicians, public servants, prosecuting authorities etc.), document analysis (reports and papers of the city council and municipal government, contracts and invoices etc.), and political and media analysis. Election laws regulate the number of deputies who are elected in individual electoral districts, and set them in relation to the population, respectively to the number of voters participating in elections in individual regions. Elected deputies could thus be regarded as political representatives of citizens living in electoral districts. However, under systems of proportional representation, current deputies represent the ideology of the party to which they belong rather than the region. Nevertheless, it makes sense to study the spatial distribution of the places of origin and residence of members of parliament and their changes over time, because it suggests much about the political system and the system of representative democracy in the country. The spatial distribution of places of residence of candidates and elected members indicates not only the territorial proportionality and geographic representativeness, but also the shifting centers of political power. The analysis clearly confirms the gradual decentralization and regionalization of political power in the country, which stands in contrast to the centralization of power in the economy, this latter trend apparent from the concentration of economic management and decision-making in the largest cities, especially in Prague.

In the Slovak parliamentary elections of 2010, the reformist centre-right parties defeated the left-nationalist coalition government led by Robert Fico. The election results brought some other surprises – the Movement for a Democratic Slovakia and its leader, three-times Prime Minister Vladimír Mečiar, as well as the Party of Hungarian Coalition were eliminated from the national parliament. Moreover, the election outcome of the radical right-wing Slovak National Party declined significantly. On the other hand, two new parties entered parliament. All in all, the election outcomes show the weakening of the nationalist agenda and the nationalist vote. The paper examines why this has happened and raises the question of to what extent it is sustainable.

It´s about phenomena which is natural and important for some parts of population or on the other hand we can see this identity as the artificial problem. The main goal is connecting with results from the field work. I would like to explain something about moravian political elites according to the non-political activism. It´s also necessary to mark historical processes which are important for present time. The polemic should have done some reflexive view on regionalism, activation of moravian elites and civic movements. ; The theme is crucial to the concrete question, whether moravian identity really exists. As with other communist successor parties, Germany's Party of Democratic Socialism (PDS) enjoyed a political comeback in the mid-1990s. The PDS's success can be explained by many eastern German voters' disenchantment with the social, cultural, and economic effects of reunification as well as by the distinctive regional and fragmented character of the German Political Party System that allows the PDS, as the self-proclaimed defender of "eastern interests," disproportionate political influence. The PDS is faced with a dilemma, however. In the long-term it will have to become a true all-German party of the left if it wishes to survive electorally. The author tried to sketch the institutional and documentary framework of the Czech security policy and to explain roles, relations and obligations of the highest-level constitutional bodies in the process of creation and carrying out of this policy (especially positions of the President, the Parliament, the Government and its so called power ministries and other important institutions). Since the 1960s, voting behaviour in advanced democratic states has undergone substantial changes. From this period, the transformation of social structures, increased education, and the expansion of new technologies in the field of mass media, among other things, are evident. The transformation factors that affect the voter and his choice are sooner or later reflected in new theoretical concepts describing electoral behaviour, whether it was the theory of party identification, voter choice based on issues or rational choice. So far, however, none of the theories have adequately reflected the effect of consumer-style thinking on electoral behaviour. A new trend in political marketing – political branding – aims to correct precisely this deficiency. Due to the fact that the relevant research in the field of political branding and its impact on the voting behaviour of individuals is still in its infancy, we are faced with a lack of robust theoretical foundations. The text thus aims to clarify this situation by gathering and analysing existing branding concepts, pointing to their strengths and weaknesses. The article analyses the evolution of the Slovak political party "Smer" (Direction) and its position in the party system of Slovak Republic. The article focuses on the shift of the party program from the "Centrist Populism" towards "Social Democracy." According to the first program documents the Party of "Smer" (Direction) was designed as pragmatic, non-ideological party. In the persistent conflict between authoritarianism vs. democracy "Smer" identified itself as the pro-democratic and pro-market force. Party policy before 2002 contained only few social democratic components; it was closer to the conservative or right-wing populist parties. After the parliamentary election 2002 and the failure of non-communist left "Smer" decided to become a member of the Socialist International (SI) and Party of European Socialists (PES). The process of the institutional approach to the international Social Democratic Party structures was accompanied by the substantial changes in the social and economic program of the party. The process was completed on the institutional level in May 2005, when Smer joined both SI and PES, and on the level of political program on the Party Congress in December 2005. In the process of so called "socialdemocratisation" of "Smer" the international factor played crucial role, especially the need to have an international partner in the European Parliament. "Smer" met the standards of the Social Democratic identity only in the social and economic affairs. The other five dimensions - environmental policy, participative democracy, cultural and human-rights dimension, supra-national dimension and the dimension of equality and freedom "Smer" met only partially or not at all, so these process remains unfinished. According to some political declarations "Smer" remains the populist party and the uncompromising critic of the right-wing government of Mikuláš Dzurinda, on the other side the official documents of the party anticipate only the moderate corrections of the economical and social reforms, ...

The study examines public's perceptions of the political climate in the Slovak society before the Parliamentary Elections scheduled for 2002. It compares public's opinions and views during two specific periods-In October 1997-a year before Parliamentary Elections (three years into Vladimir Mečiar's government) and in September 2001 (approximately 3 years into the government of Mikulaš Dzurinda). Findings of two separate empirical sociological surveys, one conducted in October 1997, other in September 2001, conducted by the Institute for Public Affairs form the basis for analysis. The results of the analysis showed that despite the fact that the public perceived the socio-political situation as gradually worsening after the 1998 Parliamentary elections, their perceptions as recorded in September 2001, are qualitatively of a different nature than those observed in October 1997 (Vladimir Mečiar's government). This difference was observed mainly in the area of public's perception of problems in the society, evaluation of developments in specific areas [in society], as well as the degree of public's pre-election expectations. The article analyses how the standpoints of political parties on energy related issues are formed. The effect of the process of forming these standpoints on energy policy in general in the Czech Republic, the divergence among ideologies (coming out not only from the election programs), and other factors, as well as the parties' ideological continuity in time are particularly emphasized. The analysis comes to the conclusion that energy related issues are important for each political party but not crucial. In addition, it is concluded that parties are internally consistent, their standpoints are based on ideology, and they are all rather constructive in policy formulation. An interesting conclusion is also the fact that energy policy in the Czech Republic is generally highly personalized, thus strongly influenced by particular individuals.

The Christian Democrats (Kristdemokraterna – KD) are a member of the current Swedish coalition government and at the same time one of the youngest relevant parties in the Swedish party system. The article below deals with an identity analysis of the KD and employs the concept of party family to frame the analysis of the party's programme. The paper also includes a description of the genesis of the KD and the party's position within the Swedish political party system. The article concludes with the observation that the KD can continue to be classified as a member of the Christian-democratic party family despite the fact that elements of the KD's programme can more often be found in the programmes of parties of other party families.

The Moravist parties are an interesting subject of study for two principal aspects: that of an experiment involving different party and political identities and forms of organisation in the period of transition to pluralist democracy in a post-communist environment, and that of a link between ethno-regional political actors and identitary mobilisation, or a stimulator of a potential nation-building process. Unfortunately, this topic has not yet been given much attention (cf. Musil, Rabušic, Mareš 1991; Daněk 1993; Pernes 1996; Dallago 1999). The purpose of this article is to at least partially fill the gap. Brief as it is, the article cannot cover the problem in its complexity, but to give an overview of the evolution of Moravist parties between 1990 and 1999/2000, to elaborate on some hypotheses explaining the reasons of the spectacular electoral success of the Moravist movement at the beginning, and the fall of its electoral and political potential today. I have based my approach to the above phenomena on the following premises: 1. The Moravist movement has been a legitimate actor on the Czechoslovak and, eventually, Czech political scene, drawing upon sources of political legitimacy which were not better or worse than the sources used by other actors. A different issue is, however, the successful effort of other competitors to delegitimatise the movement. 2. The initial success of the Moravist movement was a product of an extraordinary and unrepeatable combination of heterogeneous factors and issues, with a prevailing role of conjunctural factors. That is the reason why the chance for the Moravist movement to remain a genuine major political actor in the medium and long term was quite minimal, irrespective of the strategy invented and pursued by its leaders. 3.
