The Role Of Alternative Dispute Resolution in the Administrative Procedure
The public administration, in particular to the administrative procedure follows a firm objective: to create of the customer friendly approach. Also, there is more and more emphasis recently on improving the efficiency and speed of the procedure. These are the two most important keywords of the decision planning and documentation. The aim of the research in this scientific paper is to detect and analyse the decision-making methods, concurrently being ready to incorporate them into the national administrative procedure systems. These methods are to provide lawful and effectively applicable alternative dispute settlement methods ready to use in Hungarian legal system and also to assist - apart form the aim to reach the basic aims of the administrative procedure - to create a fundament of the decisions made by the authority, having regard to circumstances in real life cases, viewpoint of customers and other parties, and the balance of the public interest. The scope of the paper also covers the theoretical and practical aspects of general mediation and mediation in administrative procedure, in view with the appearance of the topic within the renewing and current administrative procedural law regime. While examining the mediation in administrative procedure in a novel point of view, this work also analyses the role of this special type of mediation in terms of efficiency and charactesistics of the current and future legal solutions in administartive cases often involving parties with adverse interests. Conclusions and proposions in the paper may provide contribution to the spreading and correct treatment of alternative decision making methods in the administrative procedure. Integrity Advisors and the Development of Administrative Communication Culture
The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.

The right to good administration and the administrative inaction: a troubled relationship
Right to good administration in European law represent an umbrella principle that involves many rights for individuals dealing with public institutions and bodies. Article 41 of the Charter of fundamental rights of the European Union includes in its non-exhaustive enumeration the duty to take a decision in a reasonable time limit. As it is well known, "good" decision is a prompt and certain decision and a good administration is an institution that timely respond to the applications of its citizens. Leaving a person in the ignorance on the dossier outcome is a typical device of supremacy of one subject over the other. To this end, this paper aims to analyze the implementation of the right to good administration in Italian legislation with regards to one of its most significant element: the right to have a timely decision from public administration. Despite the various remedies provided in different stages by Italian legislator against administrative inaction, mostly through the i.e. tacit consent institute, nonetheless when discretionary measures are involved this mechanism seems not in line with the fundamental right to good administration that instead requires for persons affected by the administration"s activities to have an express act in due time. Administrative simplification in the Western Balkans: cases of Croatia and Serbia
This article focuses on administrative reforms in two countries of the Western Balkans – Croatia and Serbia – within the context of democratization and Europeanization processes. It explores, in particular, the administrative simplification measurdes and regulatory reforms that have been undertaken by the two countries in order to reduce administrative burdens on both businesses and citizens, and improve public governance and regulatory quality. In this article, particular attention is given to the progress reached by Croatia and Serbia in establishing the one stop shop principle and e-Government services. The main aim of the article is to verify the impact of the EU integration on administrative simplification measures, especially in the areas of administrative procedure and relationships between public administration and citizens.

Other Desert Cities è senza dubbio tra le produzioni teatrali di maggiore successo negli Stati Uniti degli ultimi anni, un dramma scritto da un Jon Robin Baitz in stato di grazia, a giudicare dalle recensioni quasi unanimemente entusiaste e dal grande riscontro di pubblico e critica. Andato in scena per la prima volta Off Broadway nel gennaio 2011, il dramma riceve un'accoglienza che consacra Baitz quale autore finalmente maturo, e viene poi portato sui palcoscenici di Broadway a novembre dello stesso anno, con minime variazioni di cast e critiche ancora più positive per un lavoro che sembra avere acquisito ulteriore carattere e incisività. Dopo avere vinto l'Outer Circle Award for Outstanding New Off-Broadway Play (2011), la produzione andata in scena al Booth Theatre di Broadway viene nominata per cinque Tony Awards nel 2012 e il testo è tra i finalisti del Pulitzer Prize for Drama nello stesso anno. Per Baitz si tratta di un successo che segna il ritorno al teatro dopo una parentesi professionale di sei anni nei quali si dedica alla televisione creando la serie Brothers and Sisters per ABC e scrivendone le prime stagioni, fino alla risoluzione del contratto con l'emittente nel corso dello sciopero degli sceneggiatori del 2007-8. Bridging Europe and Africa: Norman Sicily's Other Kingdom
ENGLISH: The Norman conquest of Sicily detached the island from its North African framework, and a century of Latin Christian rule e"ectively transformed its society. But the island was not completely disconnected from the southern Mediterranean, as long term trade contacts, political links and military ambitions intervened to cast relations between the two sides. A Norman thalassocracy in the mid-12th century created a short-lived political bridge between Europe and Africa. In the age of the crusades, regional forces across the central Mediterranean could not be contained within the model of direct Christian rule experimented in the Latin east. !e present chapter studies the transition from informal control to the establishment of direct rule, which led to the formation of a 'Norman Ifrīqiya'. The short-lived Norman overlordship across Ifrīqiya was mainly recorded in the pages of medieval Muslim historians, conditioning the methodology used by its modern historians. !e study of Norman Ifrīqiya became possible thanks to a remarkable Muslim historiographic e"ort to explain Christian intervention in the a"airs of Ifrīqiya, underlining the historian's powerful role as arbiter. La giustiziabilità delle leggi elettorali ; The judicial review of the electoral laws
L'oggetto che il presente lavoro si propone di indagare è la giustiziabilità delle leggi elettorali (nazionali) con la finalità, da un lato, di ricostruire il contesto e le cause che hanno condotto, ormai in diverse occasioni, la "legge più politica" dell'ordinamento al vaglio del giudice costituzionale; dall'altro, di evidenziare quali prospettive e criticità siano da ciò dipese, soprattutto rispetto alle modalità di accesso alla Corte costituzionale, al principio di separazione dei poteri e alla discrezionalità del legislatore. L'indagine analizzerà le leggi elettorali e le loro tendenze nella prassi costituzionale, dal dopoguerra ad oggi, quale cartina di tornasole per studiare l'evoluzione del rapporto tra forma di governo e organi di garanzia. Illustrando, poi, quali spazi di tutela offra l'ordinamento a difesa del diritto inviolabile di voto, si dimostrerà come la recente giurisprudenza costituzionale in materia elettorale, oltre a ricondursi ad un dato e specifico contesto politico, prenda le mosse dalla volontà di evitare che alcune "zone" dell'ordinamento rimangano sottratte a qualsivoglia controllo giurisdizionale. ; This work analyses the judicial review of the (national) electoral laws. The first objective pursued consists of tracing the context and the causes that led to, what is widely considered to be, the most political of laws to be subject, on multiple occasions, to judicial review in the Constitutional Court. Moreover, the consequences of these judgments will be put into perspective and critically analysed, with particular focus on the procedure of access to the Constitutional Court, the separation of the powers and the legislator's discretion. This assessment will first examine the electoral laws and their trends in the constitutional practice, from the post-war era until now, in order to analyse the evolution of the relationship between the form of government and the guarantee bodies. Then, while highlighting the extent to which the fundamental right to vote is protected by law, it will be demonstrated how the recent constitutional case-law on the subject is, firstly, willing to avoid that certain areas of the law can remain unreviewable by any judicial body, and, secondly, is linked to a precise political context.
