Pojem transteritoriálny správny akt je vo vede správneho práva relatívne novým, a to najmä v podmienkach Slovenskej republiky. Svoju praktickú uplatniteľnosť má v súvislosti s uplatňovaním práva Európskej únie (aj medzinárodného práva). Jeho podstata spočíva v tom, že účinky takéhoto správneho aktu vydaného v rámci jedného členského štátu presahujú územie tohto členského štátu, t.j. majú účinky aj v iných členských štátoch, resp. vo všetkých členských štátoch Európskej únie bez toho, aby podliehali procesu jeho uznania. Cieľom monografie je zhrnutie výsledkov skúmania tohto typu správnych aktov, vymedzenie jeho charakteristických znakov a jeho účinkov, skúmanie možností procesnej obrany pred pôsobením jeho účinkov zo strany dotknutého štátu, prípadne posúdenie možností unifikácie postupu členských štátov Európskej únie v prípade potreby procesnej obrany voči účinkom transteritoriálnych správnych aktov. V rámci monografie sú taktiež analyzované jednotlivý typy transteritoriálnych správnych aktov aplikujúcich sa v podmienkach Európskej únie a Slovenskej republiky, ktoré sú kategorizované podľa stanovených kritérií. *** Transterritorial administrative acts in the confitions of the European Union and Slovak republic Scientific monograph summarizes outputs of research project named as "Transterritorial Administrative Acts of the Member States of the European Union" supported by the Grant of the Scientific Grant Agency under no. 1/0203/18. The concept of a transterritorial administrative act is relatively new in administrative law, especially in the conditions of the Slovak Republic. It has practical applicability to the application of European Union law (including international law). Its essence lies in the fact that the effects of such an administrative act issued within one Member State exceed the territory of that Member State, have effects in other Member States, in all Member States of the European Union without being subject to the recognition process. The survey covers the second month of quarantine measures after the first diagnosed case of COVID-19 in Slovakia on March 6 2020. A week before the fieldwork, the measure limiting movements between administrative regions (SK: okres) of Slovakia during Easter holidays – the most limiting quarantine measure so far - has been lifted. The survey monitors fears of the disease, the expected duration of the epidemic, agreement and compliance with the introduced quarantine measures, changes of behavior at times of the epidemic and the approval of restrictions introduced by the government limiting personal freedoms. Surveyed are also fears of loosing work, changes in the income situation and changes in leisure time activities and relations within households. The survey also includes questions from the Austrian Corona Panel Project which was fielded in the same time in Austria. This is the second survey from the "How are you, Slovakia?" survey series.

The EU crisis has brought about fundamental impacts on the constitutional framework of the EU governance. The internationalization of EU law, the strengthening of the intergovernmental form of decision making with the crucial role of the European Council and the corresponding weakening of parliamentary bodies can be seen as symptoms of a shift of the EU towards an executive form of federal governance. However, this trend may not be interpreted simply as a 'return' of the sovereign state as the key actor within the European polity, as it might be according to traditional theories of emergency powers. The decision making is de facto relocated from the political level to the level of administration. Thus, instead of de-parliamentarization, we can speak about de-politization or a reconfiguration of the political. The crucial role here - even in decisions of summits of the European Council and the Euro Council - is played by administrative bodies, particulary those of the Council Secretariat and the Commission's services. While the economic crisis is (hopefully) already overcome, the overcoming of the crisis of democracy is not in sight. Adapted from the source document.

The survey consists of two parts: 1. Post-election survey within the international comparative study which has been working for several decades under the title Comparative Studies of Electoral Systems (CSES, www.cses.org). In 2016, it was the implementation of Module 4 focused - in addition to standard electoral questions - on issues of redistribution. 2) survey within the frame of the International Social Research Program (ISSP, www.issp.org http://www.issp.org), namely module Role of the Government, implemented in Slovakia for the second time, the first one was in 2008. Both parts have joint socio-demographic identification variables. Post-election survey is focused on broad variety of factors related to electoral decision - the perception of political parties and their leaders, the satisfaction with democracy, evaluation of economic development, and aspects of election campaign. The Role of Government survey is focused on attitudes to government's competences, in general and specifically in relation to other actors - NGOs, private sector, church organizations and alike. Several questions deal with the public views on corruption, responsiveness, tax policies, interest in politics and other.
The survey also includes several questions that in the form of "split ballot" experimentally verify the validity of questions frequently used in the surveys, as well as scales and responses´ alternatives. These so-called "methodological experiments" are included in all data collections conducted within the APVV-14-0527 project, their results will be elaborated in a separate study.

An examination of the concept of community from theoretical & political perspectives emphasizes the centrality of the question in contemporary societies. The impossibility of community, as one of the radical theses of political theory, is defined against the background of the real limitations of a global world that does not allow for the existence of community. The effectiveness of the thesis of the impossibility of community is tested using H. Kelsen's analysis of the parliamentary concept of democracy. In treating community as a political space where political & judicial systems & cultures meet, Kelsen's definition of community avoids the real manifestations of the world. Kelsen defines revolutions as political catastrophes that evoke the framework of the Other where freedom appears as the destruction of social integration. Adapted from the source document.

Critical security studies have become increasingly popular among Czech scholars, but most studies in this field are based on securitization theory and other discursive approaches to security analysis. This paper argues for broadening the scope of theoretical approaches to security studies and introduces International Political Sociology as a promising strand of research in this respect. International Political Sociology is based on the study of security as practice, and offers a more complex understanding of how security is constructed and performed. The article discusses the theoretical roots of this approach, reviews the main strands of contemporary International Political Sociology research, and introduces its analytical tools. Finally, the paper critically reflects on the theoretical, methodological and empirical aspects of International Political Sociology and outlines possible avenues for this research in the Central European context. This study seeks to make a contribution to a limited research on the systemic level of the national coordination of European affairs, which involves both domestic institutions and a permanent representation at the EU and national embassies in the EU member states and other countries. We explore the issue through a case study which concentrates on 1) several middle-sized EU member states and 2) coordination in the field of foreign and security policy. The study argues that the coordination at the systemic level has a rather a centralized character. The elements of decentralization, which can be also identified at the systemic level, are primarily related to information-gathering as well as representation at negotiations. Permanent representations are considerably more involved in coordination than national embassies, however. Adapted from the source document.

The cAreworkers 2016 survey maps the situation of women from Slovakia providing elder care in Austria at the time of the survey or those who were providing care in Austria at least until 2013. The purpose was to establish where the carers are employed in Austria, what employment forms they use, how frequent is their commute to Slovakia, how did they find their current work, what kind of care do they provide, which means of transport they use, whom they take care of in Austria and under which conditions. Other sections of the survey focused on the decision to start working in Austria, on the family background and their care responsibilities before working in Austria. The survey replicates the cAreworkers 2011 survey and broadens its scope by questions about life after the return from Austria for those care workers who were no longer active in elder care provision and were living in Slovakia at the time of the survey.
The survey covers the first weeks of quarantine measures after the first diagnosed case of COVID-19 in Slovakia on March 6 2020. At the time of the fieldwork – on March 24 2020 – Slovakia introduced obligatory wearing of face mask outside of home. Before the fieldwork schools have been closed as well as shops and services (with the exception of groceries, chemists, medical supplies, drugstores, petrol stations as well as post offices, banks, insurance services and several other businesses). The survey monitors fears of the disease, the expected duration of the epidemic, agreement and compliance with the introduced quarantine measures and changes of behavior at times of the epidemic. Surveyed are also fears of loosing work, changes in the income situation and changes in leisure time activities and relations within households. Questions on changes in shopping behavior are also covered. This is the first survey from the "How are you, Slovakia?" survey series.
Currently, research, development and innovation is one of five areas that form the basis of the strategy Europe 2020. One of the basic indicators of evaluation of the R&D level in country is an indicator reflecting the share of gross domestic expenditure on R&D in the country's GDP. This indicator is used to monitor the achievement of the objective of the strategy, which is the EU to increase spending on R&D in 2020 to 3% of GDP. Therefore, the article deals with the issue of R&D in selected countries formulated in the strategy Europe 2020 in terms of the amount of expenditure incurred the above activities, the structure of expenditure to the GDP of countries and other partial indicators, which indicate differences in the R&D areas between analyzed and compared countries. Part of the contribution will predict the expected development of the indicator expressing the share of expenditure on R&D in GDP of countries in order to determine whether the targets set for each country are achievable by 2020.
