Environmental conflicts of interest are important to account for when environmental policies are designed. This paper explores the quantitative connection between urban waste water treatment, coastal eutrophication, and fish biomass in the mesotrophic Gulf of Riga (northern Europe). The probable effect on the water quality from one clearly defined abatement measure, improved urban sewage treatment has been studied. Furthermore, the implementation cost and the likely effect on total fish biomass have also been assessed. Computer simulations using the previously published model CoastMab suggested that good water quality according to the EU Marine Strategy Framework Directive could be achieved if urban sewage treatment would be upgraded to Nordic and German standards, and not only around the Gulf of Riga but in the whole Baltic Sea drainage basin. The Secchi depth would double according to these simulations while total phosphorus and summer chlorophyll concentrations would decrease by 54% and 53%, respectively. The total fish biomass should be expected to decrease by about 42% if "good" water quality (as defined in European Union directives) should be achieved. However, changes in total fish biomass could also be offset by changes in other important determinants such as climate related variables or fishing pressure. The study estimated that it could take about 20-40 years after abatement action for the trophic state in the Gulf to stabilise again. Upgrading urban sewage treatment to this extent would cost 468-1,118 million euros per year. Treatment could have substantial positive effects on the water quality of the Gulf but could also have adverse side effects on the total fish biomass.
Under 2021 genomförde sekretariatet för selektivt fiske, vid institutionen för akvatiska resurser (SLU Aqua) tillsammans med svenskt yrkesfiske, ett projekt inom ramen för regeringens satsning på selektivt fiske. Den övergripande målsättningen för alla projekt inom selektivt fiske är att underlätta införandet av den landningsskyldighet som sedan 2015 införts i och med reformen av EU:s gemensamma fiskeripolitik, samt att utveckla mer skonsamma och rovdjursäkra fiskemetoder. Projektet som genomfördes under 2021 syftade till testa en ny typ av redskapslösning, "The Excluder", för reduktion av oönskad fångst i det pelagiska trålfisket. Excludern består av ett förlängningsstycke med en inre tunnel konstruerad av ett selektionsnät. Tanken är att målarten, som är av mindre storlek, passerar genom maskorna i denna tunnel och ut i förlängningsstycket för att sedan fångas upp i trålpåsen. Oönskade arter, som är av större storlek än målarten, kommer inte passera genom maskorna i den inre tunneln utan leds ut utanför trålen via ett hål i botten av förlängningsstycket vid tunnelns slut. Excludern testades i industrifisket efter tobis i Nordsjön via alternerande hal, dvs. fångstens storlek och sammansättning i en trål med en Excluder monterad jämfördes med fångstens storlek och sammansättning i en trål utan en Excluder monterad. För att bekräfta att redskapet bibehöll avsedd form under fisket och för att visuellt kunna observera fiskens beteende i de olika delarna av Excludern användes även undervattensvideo under redskapsförsöket. Resultaten tyder på att Excludern fungerade som tänkt i fisket efter tobis med avseende på fångsteffektivitet, selektion av fångst och redskapets symmetri under trålning. Jämförelse av fångst per ansträngning visade att Excludern reducerade mängden oönskad fångst av större fisk med 96 % i vikt. Resultaten från detta projekt tyder även på att selektiviteten av fisk av mindre storlek kan förbättras ytterligare och att det finns potential för att denna tekniska lösning kan nyttjas i andra typer av kommersiellt fiske.

Projektförslagen prioriterades och beslutades av en särskild styrgrupp på Havs- och vattenmyndigheten (HaV) där HaV och Jordbruksverket beslutar, varefter SLU Aqua upphandlade utförare och agerade projektledare. Vinnande part ansvarade sedan för att anskaffa och utveckla respektive projektidé enligt projektplanen med stöd från sekretariatet. Projektet "Ökad användning av utvecklade redskap" togs dock fram gemensamt av näringens producentorganisationer Havs- och kustfiskarnas producentorganisation (HKPO) och Sveriges fiskares producentorganisation (SFPO), Havs och vattenmyndigheten, Jordbruksverket samt SLU som en följd av ytterst begränsat upptag i praktiskt fiske av tidigare utvecklade och utvärderade redskap inom ramen för sekretariatets arbete.

This thesis investigates the deliberative potential in two communicative initiatives resulting from the 2001 government policy in Swedish nature conservation, A coherent nature conservation policy. The two initiatives, which constitute the empirical material in the thesis are, (1) a national competence development programme that the Swedish Environmental Protection Agency ran 2008-2011, Dialogue for nature conservation, and (2) the nature interpretation at naturum, visitor centres at national parks and nature reserves. Data was generated through qualitative interviews with nature conservation administrators at county administrative boards; participant observation at dialogue courses and workshops with researchers and nature interpreters; video analysis of recorded nature interpretation sessions at naturums; documentation from naturum exhibitions; and document and literature studies. The thesis draws from critical theory and clarifies rationales behind communicative practices in nature conservation. The analysis shows that the communicative initiatives are dominated by the instrumental state rationality, circumscribing space for communicative rationality. The 2001 nature conservation policy emphasised communication, but the communicative initiatives did not sufficiently integrate democratic aspects. By identifying the role of meaning-making as a central phenomenon in a communicative process, the thesis indicates how to include democratic dimensions in communicative work. The theoretical contribution of the thesis draws from an analysis of modernity, nature alienation and reconciliation. In the thesis, naturum is identified as a communicative forum with an underdeveloped potential for reconciliatory activities, more precisely deliberations on nature in nature. The thesis contributes to the field of environmental communication through highlighting how communicative practices of nature conservation depend on both communication and materiality.
Source separation of urine for recycling has been applied in small-scale and decentralized wastewater systems in Sweden for the past 25 years and for blackwater for pollution control even longer. The Swedish experience with source separating nutrient recycling systems is relatively well documented; however, few reports have specifically studied the potential for expansion of this practice. The aim of this study is to fill this knowledge gap by assessing the status of source-separating technologies in Sweden based on transition theory. This study uses a multi-level perspective to determine how ready the Swedish wastewater sector is for transitioning to alternative systems. Given the stability of the existing sewage wastewater regime, it seems unlikely that changes within the regime will lead to a quick and large-scale transition to source separation. Instead, the initiative must come from the niche itself, exploiting institutional cracks in the regime and opportunities from shifting trends in the landscape. If source separation is to be mainstreamed in Sweden, it will need to break into markets within the wastewater jurisdictions. In order to do so, further knowledge needs to be developed that will overcome glitches with immature technologies, uncertain legal conditions/status, investigate potential risks, and clearly define complementary system advantages. This may require the use of new perspectives that focus on holistic sustainable use of resources, including other nutrients than phosphorous, and taking into account global issues such as planetary boundaries and effects from climate change, such as water scarcity. This knowledge can then be used to establish guidelines, norms, and standards, as well as clarify the legislative structures that can support such a transition. There is also a strong need to improve knowledge dissemination regarding best-practices for implementing source-separation technologies and supporting organizational structures. Similarly, support for entrepreneurial activities within the niche needs to increase, not least through strengthening social networks and communication platforms.
This thesis is about Environmental Impact Assessment (EIA) practice in Sweden. Impact Assessment (IA) is expected to play a crucial role in enabling democratic and enlightened decision making. EIA practice seems however not to be in accordance with best IA practice norms and legislation in many countries. We therefore need a more thorough understanding of IA practice and its outcomes and about what is gained through EIA and thus also be able to suggest, on a more profound basis, how the practice can be improved. This thesis presents an analysis of the two cases EIA practice on cumulative effects and the final disposal for spent nuclear fuel. The methods and approaches used are qualitatively and include literature review, document analysis, individual interviews and focus group interviews. The results were analysed using social psychology theory and community of practice theory. The case of cumulative effects clearly demonstrated that a positive attitude towards including cumulative effects was in place, but the conditions to change the knowledge base were not. In the investigated case for a final disposal for spent nuclear fuel it was revealed that a shared practice and social learning over time might result in difficulties for the authority in mapping out a clear role and identity for itself in relation to the proponent. It also showed that the shared practice that has developed between the industry, and the competent authorities, has over time resulted in the adoption of a shared understanding and similar perspectives, concerning at least two points. The first concerns downgrading the need to more thoroughly investigate alternate technical methods to the main alternative, while the second concerns the need to avoid delays in the planning process. Communication and the shared practice that has developed over a long period of time, can have a significant and not necessarily positive impact on power relations and thus hamper knowledge production, diffusion of roles and identities.
Rising levels of discontent among rural residents and parts of the hunting community toward large carnivore conservation policy has effected a phenomenon of socio-politically motivated illegal killing of these unpopular species. Such wildlife crime formed the investigation of an interdisciplinary and internationally collaborative research project headed by the Swedish University of Agricultural Sciences in Ultuna, Uppsala. Through 3 years of in-depth interview studies with hunters in Sweden, a quantitative survey to hunters, comparative studies in other parts of the world and close collaboration with Fennoscandian researchers and practitioners, this project ran to completion at the end of 2016. The following report marks the dissemination and discussion of the research results and insights for future research produced by this project. Hence, it represents the first time the full research project and its members stand before the public and interest groups. The report synthesizes two days of workshop thematic discussions between 45 participants from societal sectors including hunting and nature conservation NGOs, county administrative boards, Environmental Protection Agencies, law enforcement, environmental attorneys and farming associations as they feature across the Fennoscandian countries: Sweden, Norway, Denmark and Finland. Its discussions center on social control in wildlife crime, the juridification of hunting issues, the influence of the EU and platforms for going forward to mitigate poaching, in particular of large carnivores like the wolf. The report is an essential read for both researchers and practitioners faced with the problem of socially accepted, but secretive and hidden, forms of illegal hunting in response to governmental legitimacy crises, distrust of policy and policy-makers, and as a manifestation of rural resistance in modernity.
