Administrative liability, as a type of legal coercion, is important for maintaining law and order, protection of an individual, protection of human rights and freedoms, performance of tasks and functions of the state. The description of administrative liability, given in the article, is connected with its inherent features and peculiarities of an administrative offense (misdemeanour). The most significant attention is paid to the issue, connected with public danger of an illegal act, taking into account the conceptual changes in criminal legislation, and, thus, criminal liability and as a consequence of administrative liability. The concept of reforming the Criminal Legislation provides for the preparation in addition to the Criminal Code of Ukraine, the Code (Law) on Criminal Offenses (misdemeanours) and the Code of Ukraine on Administrative Offenses. Taking into account the emergence of the phenomenon of "criminal misdemeanours" in the legislation of Ukraine, for committing of which there is criminal liability before the court (the judge), the author raises the question of defining such criminal offense as a socially dangerous act, but of less public danger than a crime, and all other misdemeanours (administrative) should be considered harmful, but not socially dangerous. Cases of such misdemeanours should be considered during administrative proceedings, according to the (procedural) rules defined in the Code on Administrative Offenses. Using the experience of legal regulation of European countries, we thus implement our legislation to the European one, but taking into account our national traditions and maintaining the fundamental principles of criminal law and maintaining such principles regarding administrative liability. The system of national law and the corresponding system of democratic authorities had to guarantee optimal protection of the individual's fundamental freedoms and rights, and help to create human welfare. Science of administrative law is constantly evolving, and its insights are strategic in nature, oriented towards the future. There is often a struggle for new ideas, opinions, concepts, paradigms to be embedded or denied. The new, old, inaccurate statements are changed to be more accurate, the new ideas criticize the old ones, and life practices raise new problems that science must answer rationally. The science of administrative law in Lithuania is not static, it is constantly changing as the administrative law itself changes. The concept of administrative law is changing, its regulation is expanding. The science of administrative law is an integral part of Lithuanian law science, where the specialists of administrative law – scientists investigate the essence of this branch of law, its subject matter and separate institutes and in general all actual problems of administrative legal practice and science of the whoel country. This article is the first scientific research in the cycle of articles "Development of Administrative Law and Administrative Legal Doctrine in Lithuania". The purpose of this article is to present the development of administrative law and administrative law doctrine in Lithuania since 1990 by analysing the works of Lithuanian scientists in this field through the categories defined in the research tasks. In order to achieve the aim of the article, the following tasks are raised: briefly to introduce and discuss the development of Lithuanian administrative law science and administrative law as a category, to define and analyse the goals of administrative law, the subject of regulation and the system of administrative law in Lithuania. In order to achieve the aim and tasks of the research, the analysis of the works of Lithuanian scientists and the main laws implementing the administrative legal regulation of Lithuania was performed. Methods. Historical comparative, documents' analysis, synthesis and other methods were used for research. Results of research showed that Lithuania has modern administrative law and administrative justice system, that meets nowadays meets and European Union justice standards' requirements. Conclusions. We can conclude that Lithuanian scientists understand the administrative law in broad sense as law of management and described quite wide range of its regulation subjects. After Lithuania's accession to the European Union and its commitment to take over its acquis communautaire, the entire Lithuanian legal system, together with administrative law, had to adapt to change. Implementation of the provisions of the European Union legislation in Lithuanian law has become a priority. The abundance of administrative legal regulation at European Union level and the need for its application in the case-law have created challenging tasks for administrative law science. An accurate analysis of the implementation of European Union legislation in the systems of state power and public administration in Lithuania, analysis of administrative legal systems of the Member States of the European Union, search for similarities and differences, effective defence of the rights and legitimate interests of a person when a Member State misapplies (waives) the provisions of European Union legislation, the jurisdiction of national courts to deal with damages where, for example, damage caused by inappropriate application of European Union law is made by a court of final instance in the state, and other issues become the subject of modern administrative law research.

One of the great challenges of enabling access to linked de-identified administrative data is the accuracy and quick delivery of pre-processing and linkage of such large datasets. While quite a lot of work needs to be done in cleaning these datasets and getting them ready to be linked with other datasets, only some of the records are successfully linked using automated methods (by i.e. using deterministic or probabilistic methods) while most are linked by indexing professionals. Clerical data linkage while more accurate is more resource intensive and time consuming and adds to the preparation time needed for the researchers to access the data they need for their research. This paper will provide an overview of current methods for preparing and linking administrative records as used by the Administrative Data Research Network, a UK-wide partnership between universities, government departments and agencies, national statistics authorities, funders and the wider research community. We will present information on quality, accuracy and performance and discuss how methods from other disciplines such as Natural Language Processing, have been dealing with similar challenges when working with similar goals in mind, such as when trying to disambiguate named entities in large corpora/datasets.

Recent discussion in Administrative Law has begun to re-examine the relationship between public administration and citizenship. It is recognition of public administration's important civic role beyond formal administration. It is, as well, recognition that the dimensions of an "Administrative Citizenship" are subject to new realities, and, where, perhaps, the notion of citizen in public law, traditionally associated primarily with nationality and electoral rights, is also due for re-examination. In researching the history of these constructs of citizen and "administré", it is seen that 19th century doctrine made little distinction. Therefore the recent developments are more a re-convergence than an innovation. Yet still these developments have had to contend with such new realities, political and social, which have established that "Administrative Citizenship" no longer totally excludes non-nationals.Administrative Citizenship consists in the proffering of a series of rights to the "administré". A real power is accorded to them as well by the renewed participation in a greater variety of forms of administrative proceedings. In a sense there is an evolution in what is considered due to the Administrative Citizen. The government's task to achieve the state's objective is provided in the preamble of the 1945 Constitution of the Republic of Indonesia. In the governance system, societies often encounter tough situation, while administrative law has specially actualised constitutional norms of correlation between the state and its societies. The administrative management in the Law is seen as essential instrument of a democratic state of law, in which decision and/or act is determined by an entity and/or a government official or government apparatus involving executive, judicative, and legislative entities that run governmental functions which are possible to be examined at court. The research problem presented in this research is why there are differences between positive-passive system (stelsel) and negative-passive system regarding the management of state administrative decision. This research employed normative legal research along with prescriptive analysis method. The research result indicates that the emergence of conflict in passive administrative state management is caused by the inaccuracy of legislation in formulating laws.
