In the author's view the origins of the idea of an Arab state resting between the Jordan River and the Mediterranean Sea can be traced with precision to a single year - 1920. Four major events occurred in 1920. In March, Faysal was crowned king of Syria, raising expectations that Palestine would join this independent state. In April, the British put Palestine on the map, dashing those hopes. In July, French forces captured Damascus, ending the Palestinian tie with Syria. And in December, responding to these events, the Palestinian leadership adopted the goal of an independent Palestinian state. (DÜI-Hns)

BRITISH FORESTRY PLANS IN PALESTINE MAY BE SHOWN TO HAVE BEEN MORE REMARKABLE FOR THEIR AMBITION THAN THEIR ACHIEVEMENTS, AS THE NEW RULERS STRUGGLED TO CHANGE THE BARREN LANDSCAPE THEY SAW ON THEIR ARRIVAL IN THE COUNTRY IN 1917. THE BRITISH DID NOT ACHIEVE THEIR ULTIMATE ECONOMIC AIMS IN FORESTRY, THEIR ACTIVITIES OFTEN HARDLY GOING BEYOND THE EXPERIMENTAL INITIAL PLANNING STAGES. THEIR FORESTRY AMBITIONS DID NOT MEET WITH REALITY.

THROUGHOUT THE 1930'S, THE PALESTINE ADMINISTRATION CONTINUED WITH ITS POLICY OF PROTECTIVE TARIFFS IN ORDER TO HELP NEW INDUSTRIES. THE ECONOMIC EXPANSION OF THAT DECADE LED BOTH THE GOVERNMENT AND THE PRIVATE SECTOR TO SEEK WAYS OF ENHANCING PALESTINE'S TRADE AND DEFENDING IT FROM THE EFFECTS OF THE WORLD ECONOMIC SLUMP OF 1929-33. WHILE MOST NATIONS OF THE WORLD SOUGHT TO IMPLEMENT BILATERAL AGREEMENTS FOR PROTECTION, PALESTINE WAS BLOCKED FROM DOING SO BY ITS BRITISH RULERS AND BY AN AGREEMENT WITH FORMER OTTOMAN EMPIRE LANDS, THE SO-CALLED ARTICLE 18. THE PALESTINE ADMINISTRATION WAS SUCCESSFUL IN OTHER TRADE ISSUES SUCH AS THE ESTABLISHMENT OF A TRADE SCHOOL AND THE CREATION OF THE POST OF ECONOMIC ADVISOR.
