The article attempts to provide a definition for the problem area of the philosophy of politics, political philosophy and political science. Given the lack of a well-established distinction between the subjects of these sciences in the Russian-language discourse, the author turns to the English-language tradition. The analysis of this discourse shows the following: 1) the absence of a distinction between political philosophy and the philosophy of politics, which is replaced by political ontology as part of political philosophy; 2) the existence of a distinction between political theory and political philosophy; 3) the dependence of the paradigm of the relationship between political theory and political philosophy on the consensus developed in the national intellectual tradition. In the English-language discourse, the question of the relationship between political science and political philosophy comes to the fore. The latter is considered as a subordinate, integral part of political science. It is shown that, based on the criterion of "insufficient scientificity", attempts to exclude political philosophy from the political science do not stop. The article substantiates the position according to which, despite their apparent similarity, the subjects of political science and political philosophy do not coincide – the disciplinary ontology of political science can become the subject of political philosophy. When discussing the relationship between the philosophy of politics and political philosophy, the article presents several hypotheses. First, a distinction is made between the philosophy of politics and political philosophy and the author argues that they are distinct. Secondly, the position, according to which the philosophy of politics belongs to the field of philosophy, and political philosophy to political science, is critically examined, and the fact that the two disciplines belong to the philosophical corpus of knowledge is substantiated. Thirdly, it is proposed to demarcate between the philosophy of politics and political philosophy in accordance with the difference between their subjects. The subject of philosophy of politics is the phenomenon of the political, while the subject of political philosophy is political phenomena.

There is the question which haunts philosophy: how may be philosophy correlated with policy? The answer supposes the appeal to a so-called figure of philosopher-law-maker. Thus the author dwells in succession on three points: 1) comprehension of the figure of philosopher-law-maker in V. Descombes' political philosophy; 2) elucidation, basing on V. Descombes' directions, of the illusions generated by the above figure in the modern political thought; 3) this figure outline in Plato's and Rousseau's vision. The analysis brings the author to elucidation of divergences between substantiation philosophies which form the policy on rational principles and decisionist philosophies according to which policy is not the cause of substantiation, thus, political philosophy has to renounce any instance of fundamental reflection. In the author's opinion it is necessary to revise interpretations of Platonism and Rousseauism to understand the interrelation between the appearance of autonomous will or "ability to formulate" (Liotard), and a myth about the philosopher-law-maker. ; ***

Розглядаються основнi роздiли фiлософiї суспiльства, до яких належать соцiальна онтологiя, соцiальна методологiяi полiтична фiлософiя. Зазначається, що цi роздiли зосереджуються наонтологiчних, епiстемологiчних та етичних проблемах соцiуму. Соцiальнаонтологiя вивчає соцiальнi сутностi, їхню природу, а також рiзноманiтнiвластивостi соцiальних сутностей i вiдношення мiж ними. I consider the basic disciplines ofthe philosophy of society, which include social ontology, social methodologyand political philosophy. It is observed that these disciplines focus on theontological, epistemological and ethical problems of society respectively. Social ontology investigates social entities, their nature, as well as the variousproperties of social entities and the relationships between them. The centralissue here is the nature of society as a particular kind of reality and thestructure of that reality. The main task of social methodology is to study thenature, forms and methods of gaining knowledge about social reality, to consider how the process of knowing this reality can and should be accomplished.Political philosophy is defined as a philosophical examination of the politicalsphere of society, which consists of political institutions and political relations,during which politics as such is developing.

The article considers the issues of modern German political philosophy in accordance with its formation, institutionalization and development. Germany's political philosophy is analyzed in terms of its interaction with social and practical philosophy. The text states that political philoso- phy belongs to both social philosophy and political science. As a political theory, it is a compo- nent of social theories institutionalized in the modern era. As a political philosophy, it appears as a metatheory of political theory. Political philosophy is also part of practical philosophy, exploring the problems of interaction between ethics and politics and the moral reclamation of the political system of modern society. These issues are themed in the context of the institution- alization of this discipline in the early twentieth century, its transformation into a political reli- gion during National Socialism, the revival after World War II, as well as actualization in such areas of socio-humanitarian sciences as discourse philosophy, functional-system theory of so- ciety, etc. according to the political situation of modern Germany. ; У статті розглядаються питання сучасної німецької політичної філософії відповідно до її становлення, інституціалізації та розвитку. Політична філософія Німеччини аналізується з огляду на її взаємодію із соціальною та практичною філософією. У тексті зазначається, що політична філософія належить і до соціальної філософії, і до політичних наук. Як полі- тична теорія вона є складником соціальних теорій, інституціалізованих модерної доби. Як політична філософія вона постає метатеорією щодо політичної теорії. Політична філосо- фія належить також до складу практичної філософії, досліджуючи проблеми взаємодії етики і політики та морального оновлення політичної системи сучасного суспільства. Ці питання тематизовано у контесті інституціалізації цієї дисципліни на початку ХХ століття, пере- творення її на політичну релігію за часів націонал-соціалізму, відродження після Другої сві- тової війни, а також актуалізації в таких напрямах соціогуманітарних наук, як філософія дискурсу, функціонально-системна теорія суспільства тощо та відповідно до політичної си- туації сучасної Німеччини.

The main research narratives of the article are: the influence of artistic strategy on the political communication in the condition of post truth; political imagination and regime of post truth; art and regime of truth; rationality of illusions in the political communication; the techniques of artistic suggestion in public dialogue. It deals with the principle of reliability, the legitimacy rituals in the hunting for the voters. It is analyzed the mythological transformation, imitative mythology of the modern medias. It is discerned the technological integration of art in religion and politics, communication actions that make its "generic" feature and the "generic" burden at the same time. Such notions as poetry, art and technology are connected with the unfolding of the techno- logical refinement in all spheres of human activity. The author explains the need of the mythological distortion as the basis for the building of reality. It deals with the PR- technology transformation as the particular case of the cultural-political project into undeniable social value. It is defined the role of the artistic and political projects as the communicative prosthesis. Simultaneously the author traces the ouster of illusion in public communication. He analyzes the mo- dalities of the communicative practice and communicative experience reduction in the socialization process as well as the technological perfection in the mythological representation. The special features of the mythological absorption as the negation of law and social subject are determined here. Особливе місце посідає аналіз міфологічного перетворення реальності на ґрунті мистецьких стратегій, тема раціональності ілюзії. Проведено аналіз міфологічного перетворення реальності на основі мистецьких стратегій. Розглянуто зв'язок таких понять, як поезія, мистецтво і технологія? з розгортанням процесів технологічного вдосконалення у будь-якій сфері людської діяльності.

The article provides a comparative analysis of the cultural practices of political populism and the popular culture. The leading role of the media in the formation and promotion of popular movements and leaders is emphasized. There is a difference in the understanding of a leader's charisma that brings new values, according to Max Weber, and the pseudo-charisma of modern populist leaders that is created by their regular presence in the media. Populist politician is seen as a sign in cultural communication, where the politician's personality is put as the signifier, and the ideology that the politician promotes — as the signified. Based on this analysis, three ideal types of populists have been identified: a blank sign that is focused on the present and represents populists without ideology; a sign that is oriented on the past and represents a populist national ideology; the sign that is oriented on the future and represents the reformers, the bearers of new social values. Theoretical approaches to the interpretation of popular culture are analyzed and it is pointed out that a mass society emerging is necessary both for the phenomenon of popular culture and for political populism to perform the quantitative indicator of public preferences. Common characteristics in the functioning of popular culture and populism are revealed — symbolism, emotionality, "origin from people", resistance against the system. The decisive role of the media in cultural communication for both popular culture and political populism is emphasized. However, there are significant differences between popular culture and political populism. Popular culture has its own values, while political populism uses values of others. Comparing popular culture and its impact on culture in general on one hand and political popularization and its impact on the political system on the other, a scrutator could expect for some renewal and diversification of current political institutions that would be a positive factor for the global political system and global society. ; У статті здійснено порівняльний аналіз культурних практик політичного популізму і популярної культури. Популістичного політика розглянуто як знак культурної комунікації і вио- кремлено три його ідеальні типи: пустий знак, орієнтований на сьогодення, який репрезентує популістів без ідеології; знак, орієнтований у минуле, який репрезентує популістську націоналістичну ідеологію; знак, орієнтований у майбутнє, який репрезентує реформаторів суспільних цінностей. Виявлено спільні характеристики в інтерпретації та функціюванні популярної культури та популізму — символізм, емоційність, походження «від простих людей», спротив системі, експлуатація прагнення емансипації. Підкреслено визначальну роль медіа у культурній комунікації як для популярної культури, так і для політичного популізму. Певне оновлення та урізноманітнення політичних інституцій стане тим критерієм, який дасть змогу визначити — що саме було вартісним у популярній культурі та політичному популізмі.

The revival of Anglo-American political philosophy began in the 1970s with the publication of A Theory of Justice by John Rawls and Wittgenstein and Justice by Hanna Pitkin. This revival was facilitated by the turbulent political processes occurring after the Second World War that required philosophical understanding, but the long-dominant utilitarian approach could not fully meet this task. Traditionally, the main issue in political philosophy has been the question of power, spe- cifically its political organization and legitimacy. Rawls demonstrated that the political organiza- tion of power is derived from how we understand ethical norms and what norms (rules) we follow in social interaction. Thus, the main question of political philosophy is not power but justice. He also demonstrated that political freedom is closely linked to equality. Rawls's theory had a deci- sive influence on the political philosophy of the twentieth century, the development of which was largely based on criticism or reception of his ideas. Today, we are witnessing the beginning of a break with tradition, which was expressed by Rawls and suggested that the political is based on the possibility of consensus and ethical agree- ment. The current developments in political philosophy are closely connected with the rethink- ing of Rawls's legacy, and we see this in the development of non-ideal political theories. ; Відродження англо-американської політичної філософії починається в 70-х роках ХХ століття з публікації праць «Теорія справедливості» Джона Ролза та «Вітґенштайн і справедливість» Ганни Піткін. Цьому відродженню сприяв той факт, що бурхливі політичні процеси, які відбувалися у світі після Другої світової війни, вимагали філософського осмислення, тоді як утилітарний підхід, що домінував упродовж тривалого часу в англо-американській політичній традиції, не міг повністю виконати це завдання. Традиційно головним питанням для політичної філософії було питання про владу, її політичну організацію та леґітимність. Ролз же продемонстрував, що політична організація влади є похідною від того, як ми розуміємо етичні норми і якими нормами (правилами) ми керуємося в соціальній взаємодії, тому головним питанням політичної філософії є не питан- ня про владу, а питання про справедливість. Крім того, він продемонстрував, що політична свобода є тісно пов'язаною з рівністю. Його теорія справила визначальний вплив на політич- ну філософію ХХ століття, розвиток якої багато в чому відбувався на підґрунті критики або рецепції його ідей. Сьогодні ми спостерігаємо початок розриву з традицією, виразником якої є Ролз і яка передбачає, що політичне базується на можливості консенсусу та етичної згоди. А проте нинішній розвиток політичної філософії також є тісно пов'язаним із переосмисленням спад- щини Ролза, що ми бачимо, зокрема, на прикладі розвитку так званих «не-ідеальних» політичних теорій.

The paper considers various conceptions of the phenomenon of political, summarizes some results and elucidates some possibilities of a phenomenolical approach in social and political science. The author points out that the phenomenology of political world by K.Held presents an example of the construction of the phenomenological theory of politics which is alternative to positivist, structuralist, marxist, and omher approaches to political reality. ; В статті розглядаються різні концепції феномену політичного, узагальнюються досягнення та виявляються можливості феноменологічного підходу в соціальних і політичних науках. Підсумовуючи, автор зауважує, щофеноменологія політичного світу К. Гельда демонструє приклад можливості витворення феноменологічної теорії політики, альтернативної до позитивістського, структуралістського, марксистського та інших підходів до смислення політичних явищ.

Сучасна політична філософія аналітичного спрямування демонструє наявність великого спектру течій, концептуальних підходів та конкретних теорій, які розглядають найрізноманітніші проблеми політичного життя суспільства. Всі ці проблеми зрештою зводяться до проблеми суспільного блага—в чому воно полягає і як його можливо (якщо взагалі можливо) досягти. Суспільне благо слід розуміти тут гранично широко, не як набір якихось конкретних матеріальних або духовних благ, а як те, що Арістотель називав "благим життям", заради якого люди, власне, і об'єднуються в суспільство і яке передбачає вищу ступінь індивідуальної і суспільної досконалості (в першу чергу, моральної). З огляду на те, що досягнення суспільного блага можливе лише за умови, що суспільство грунтується на ідеї справедливості, одним з центральних завдань політичної філософії стає теоретична експлікація саме цієї ідеї—дати пояснення, в чому вона має полягати і яким чином суспільство і держава можуть і повинні їй відповідати. Ця ідея виступає засадничою для інших суспільних цінностей, найважливіші з яких знайшли своє вираження в знаменитому гаслі Великої французької революції: "Свобода, рівність, братерство!". Залежно від того, яка цінність приймається як визначальна для розв'язання проблеми справедливості, можна виділити чотири основні напрями сучасної аналітичної політичної філософії: утилітаризм (користь), лібералізм (свобода), егалітаризм (рівність), комунітаризм (спільність). Згідно з утилітаризмом, в основі справедливості, як і будь-яких інших понять моральної і політичної філософії, лежить принцип корисності. Соціально-політичні концепції ліберального типу визнають свободу за основну політичну цінність. Теорії егалітаризму розрізняються між собою залежно від концепції рівності, яку вони приймають. Відповідно до уявлень комунітаризму, в центрі політико-філософського розгляду взагалі і концепції соціальної справедливості зокрема повинні знаходитися не окремі індивіди, а спільноти людей і суспільство загалом. ; Modern political philosophy of analytical direction demonstrates the existence of a wide range of trends, conceptual approaches and specific theories that address a variety of issues in the political life of society. All these problems ultimately come down to the problem of the public good—what it is and how it is possible (if at all possible) to achieve. The public good should be understood here very broadly, not as a set of some specific material or spiritual goods, but as what Aristotle called the "good life", for which people, in fact, unite in society and which provides a higher degree of individual and social perfection (first of all, moral). Given that the achievement of the public good is possible only if society is based on the idea of justice, one of the central tasks of political philosophy is the theoretical explication of this idea —to explain what it should be and how society and the state can and must meet it. This idea is fundamental to other social values, the most important of which found expression in the famous slogan of the French Revolution: "Freedom, equality, brotherhood!". Depending on the value accepted as decisive for solving the problem of justice, we can distinguish four main directions of modern analytical political philosophy: utilitarianism (utility), liberalism (freedom), egalitarianism (equality), communitarianism (comunity). According to utilitarianism, the basis of justice, as well as any other concepts of moral and political philosophy, is the principle of usefulness. Socio-political conceptions of the liberal type accept freedom as the main political value. Theories of egalitarianism differ from each other depending on the concept of equality they adopt. According to the communitarian conception, the center of political and philosophical consideration in general and the concept of social justice in particular should deal not with particular individuals, but with communities and society in general.

The paper explains the application domain of the modern political philosophy in analytic tradition, its sources and features. The author undertakes as analysis of some concrete conceptions and determines the main task of political philosophy as a search of the optimal principles of the theory of justice and securing the possibility of a co-existence of various conceptions of a social good. ; Стаття присвячена виявленню проблемного поля сучасної аналiтичної полiтичної фiлософiї, її витокiв i особливостей. На основi аналiзу конкретних концепцiй автор визначає головне завдання полiтичної фiлософiї: пошук оптимальних принципiв теорiй справедливостi та забезпечення можливостi спiвiснування рiзних концепцiй суспiльного блага.
