Insufficient attention is focused on problems which have tended to frustrate both the participation of soc planners & the fusion of soc & physical planning. Yet in practice, the soc dimensions of Ur planning are still predominantly conceived as part of the input into a system with primary implications for space manipulation & physical arrangements. Major soc policy issues are not yet effectively considered in physical development programs which are, by & large, designed to maintain the status quo rather than to facilitate planned soc changes which affect the position of the society's pop segments. But mere projections no longer suffice, & prescriptions of a distinct soc nature are also required in physical development programs. If this responsibility is fully incorporated into physical planning, the soc-planner member of the team will no longer be engaged predominantly in the analysis & implementation phases of the process. His participations will increase signif'ly in general, & in the crucial policy phase in particular. A more effective fusion of physical & soc planning in practice requires several moves in a number of directions: (1) Applied, soc res activities should be conceived as part & parcel of the planning process in order to provide in practice the links between physical & soc planning & serve 3 primary functions: (a) to bring knowledge to bear on soc policy & soc development questions underlying physical development programs; (b) to innovate new & powerful tools to measure soc efficiency & soc change in relationship to the physical environment; & (c) to highlight the relationship between space (both micro-& macro-scale) & HB & soc behavior. Signif progress can be made if physical development teams incorporate applied soc res in practice as a distinct part of the planning process. (2) Training of soc planners. There are virtually no educ'al & training facilities for the training of soc planners for human & soc development or comprehensive spatial planning. We must systematically & effectively train 'generic' soc planners who can effectively work in conjunction with physical & econ planners. Modified AA.

In this connection, quantitative and physical database about illegal development in İzmir Metropolitan City was searched by using statistical data and Geographical Information Systems as a tool and to generate information about local and physical features of İzmir. Illegal physical development is an urbanization problem, so to understand the characteristics-dynamics of the problem and to search the reasons behind the uncontrolled and illegal development; social, economic and political determinants of the subject such as industrialization, migration and urbanization should be analyzed. Therefore, to understand the process of illegal physical development, background of the phenomenon was discussed. In this study, illegal physical development issue has been regarded as a global problem, which is the result of quantitative and qualitative transformation of the economic, social, political and cultural structure in the 3rd world countries. Thus, samples from 3rd world countries, from Turkish Cities and from İzmir were given to present different variations as a comparative research. Policies, laws, regulations, applications and institutions about the prevention of illegal building production were evaluated. In the case study of the thesis, the enforcement notices (yapı tatil zaptı) that were given by supervision of each 9 district municipality of İzmir Metropolitan Municipality, during January 2000-December 2000 period were analyzed. The last step was to search for a strategic approach to prevent illegal-uncontrolled development in urban space.

The Palestinian occupied territory encounters considerable challenges characterized by high population growth rates, scarcity of land, and rapid urbanization. Due to the political instability in the country and the absence of an effective Palestinian planning institution, urban development and expansion in the Palestinian cities did not follow perceptive planning schemes, which led to a number of conflicts in the structure of cities and adversely affected land use, provision of urban services, and the quality of the living environment. This research explores the options for future urban development of the Palestinian cities following the concept of sustainable urban growth. It promotes visions and prospects aimed at fulfilling the needs of the people while conserving the scarce land and limited natural resources. The notion of a more sustainable urban development in the Palestinian Territories is promoted through adopting new physical development patterns. Conceptually, this study aims at exploring the challenges and potentials needed for defining sustainable development in the Palestinian context. Accordingly, several key aspects which steer the physical development in cities towards the path of sustainability were investigated together with the conditions and requirements needed to change the common perception of the built environment and promote a more sustainable urban development. Through introducing a new visionary way of thinking about the Palestinian urban environment, this research seeks to elaborate new concepts that help to conserve the land in order to promote a better living environment for the present and future generations. Both theoretical and empirical analysis were combined to guide the methodological approach for tackling the research problem. The case of Ramallah was analysed highlighting the context, problems, driving forces, potentials and challenges facing Palestinian cities in general, and Ramallah City in particular. A scenario approach was used to describe a sustainable future and outline the means by which change can take place to achieve the challenging targets. The outcome of this dissertation is portrayed in the form of conceptual proposals suggesting compactness, mixed land use, efficient public transportation, and enhanced green structure as guidelines for sustainable physical development in Palestinian cities. Moreover, this study recommends general strategies, including the restructuring of the Palestinian planning institutions, developing a national sustainable development strategy, modifying planning policies, and adapting an integrated planning approach, as a basis for promoting and implementing a more sustainable urban development in Palestine.
